And I appreciate that because I always use it as an opportunity to tell them about our wonderful history. I begin by saying, “I represent the Public Health Service. We don’t fight people. We fight diseases.” As you well know, for more than two centuries we have been fight- ing for the health of people, and support- ing our armed forces in times of war by making sure that their health is pro- tected. We are on call whenever a prob- lem emerges that threatens the lives and health of people anywhere in the world. Whether it is Ebola in Africa, the plague in India, or the floods in North Carolina, generally, somebody from our 5,700- member Public Health Service Commis- sioned Corps would be sent there to pro- mote and protect health. We take that charge very seriously. Our work does not end with outbreaks and catastrophes. In public health, we are in the business of prevention. That is why I was so pleased on May 30-31, 2000, when we in the Department of Health and Human Services, along with the Department of Agriculture, jointly kicked-off the first National Nutrition Summit in more than three decades. The Summit was also an occasion for us to release the Fifth Edition of the Dietary Guidelines for Americans. Those guide- lines, which are updated every 5 years, provide clear, science-based information to help Americans choose diets that pro- mote good health. They are considered the gold standard of nutritional information. One new major area of emphasis in the guidelines involves food safety. We have IN THIS ISSUE . . . And we have enlisted the involvement of State and local government and other public health officials to help us in our fight against foodborne illnesses. We know the old say- ing that one bad apple can spoil the whole barrel is true. A single shipment of contaminated food can threaten the health of countless people. So we are vigi- lant and have employed the most up-to- date tools and the highest standards of safety. But we know that this is not some- thing the government can handle alone. The guidelines are quick to point out that “Eating is one of life’s greatest plea- sures,” but even a small amount of un- safe food can make people sick–either immediately, within a few hours, or within a few days or weeks. That is why we need to enlist the help of consumers when it comes to ensuring food safety, because it does not matter how hard we work to protect our food supply from harmful bacteria, viruses, parasites, and chemical contaminants if we are not will- ing to practice safe food handling in our homes. Because our hectic schedules and busy lives lead us to eat out more, we also have to be alert to food safety at res- taurants and fast food establishments. Another new area of emphases in the guidelines is physical activity. We have declared this to be the most sedentary generation in American history. That is why I am so pleased that the guidelines stress the importance of being more physically active by getting at least 30 minutes of moderate physical activity most or preferably all days of the week. The focus here is not just on maintain- ing healthy weight, although that’s im- portant; rather, the new guidelines em- phasize the overall benefits of a physically active lifestyle, including re- ducing stress and enhancing mental health, lowering the risk factors for heart disease, colon cancer, diabetes, and strengthening bones, to name a few. Another area of distinction involves grains. This is the first time we have ever separated the grains from the fruits and vegetables category because they are so important. In that same vein, we also talked about reducing saturated fats and cholesterol and moderating your total fat intake. The new guidelines reinforce the mes- sages that we have been emphasizing for years: physical activity and good nutri- tion combined can save a lot of lives in this country. In fact, more than half of the premature deaths that occur in this country every year are mainly the result of physical inactivity and poor nutrition.

The Compensation Branch, Division ofCommissioned Personnel, now has theability to process payroll deduction au-thorizations for the purchase of UnitedStates Inflation-Indexed Savings Bonds(I Bonds). This is in addition to the Se-ries EE Bond payroll deduction capabil-ity already available. Officers may obtainI Bond forms and information from theirSavings Bond Coordinator. Bond infor-mation is also available on the web atwww.savingsbonds.gov

Properly executed United States Sav-ings Bond purchase/change requestforms received by the CompensationBranch by the 10th of each month will beimplemented with that month’s payroll.Commissioned officers must use formSB-2253 for Series I Bonds and form SB-2152 for Series EE Bonds. The maximumnumber of Bonds that can be purchasedby payroll deduction continues to be three(I Bonds and Series EE Bonds combined).

I Bond allotments can be for the fulldenomination of the bond or a limitednumber of smaller amounts. The Bondallotment table below provides the au-thorized allotment amount for each Bonddenomination.

It is important to note that SavingsBonds will only be mailed to the officer’spayroll address, which is the same as thatused for monthly earnings statements.It is generally recommended that yourpayroll address be your home addressrather than your business address, inorder to safeguard privacy.

To help consumers remember the ba-sic principles of the guidelines, they havebeen arranged using a basic A-B-Cframework. They encourage Americansto Aim for fitness by being physicallyactive every day and maintaining ahealthy weight; Build a healthy base byrelying on the food pyramid to guide foodchoices, including a healthy supply ofgrains and a variety of fruits and veg-etables; and Choose sensibly by watch-ing out for foods high in saturated fats,cholesterol, sugar and salt, and by mod-erating alcohol consumption.

We have made a great deal of progresssince the first set of guidelines were in-troduced 20 years ago. We hope thesenew, easy to understand, scientific-basedguidelines will help us to continue on ourcourse toward a healthier America bybuilding healthier diets and increasingphysical activity. And we know the com-missioned corps will lead the way in pro-tecting and advancing every aspect ofpublic health.

Optical Disk Storage / Electronic Promotion Board System—UpdatePromotion Year 2000

The Division of CommissionedPersonnel’s (DCP) Optical Disk Storage(ODS) / Electronic Promotion BoardSystem’s objective of Phase I was to haveall Promotion Year (PY) 2000-eligible of-ficers’ Official Personnel Folders (OPFs)scanned and indexed by December 1999.This was accomplished. The second ob-jective of Phase I was to conduct PY 2000boards via electronic processing. Thissecond objective was a huge success andreceived emphatic support from the pro-motion board members. Additionally, thepromotion board members helped cri-tique the system and made suggestionsfor improvements.

Promotion Year 2001

As of mid-June, DCP scanned and in-dexed more than 4,200 OPFs of active-duty officers. All OPFs of officers who willbe considered for promotion in PY 2001have been scanned and indexed. It is veryimportant for officers to review theirOPFs from DCP’s web site–http://dcp.psc.gov In order to access their OPF,each officer will need to use his or her

assigned password. If you do not knowyour password, please phone the Help Deskat 301-594-0961. As you review your OPFonline, please e-mail any questions youmay have to: [email protected] This e-mailaddress has been set up for this specificfunction and it is monitored regularly.

Presentations / Demonstrations at Meetings

The project managers for the ODS /Electronic Promotion Board System areDCP’s CAPT Kenneth Diepold and CAPTWilliam Knight. During the months ofMay and June, CAPT Diepold and/orCAPT Knight presented / demonstratedat the following meetings: Departmentof Defense’s Joint Personnel ImagingGroup meeting (this is a forum for allUniformed Services personnel to discussand exchange ideas) held in St. Louis,Missouri; a workgroup meeting inBethesda, Maryland, of DoxSys, Inc., thedocument management systems com-pany that was instrumental in design-ing DCP’s ODS system; a meeting inRockville, Maryland, of representativesfrom the U.S. Marine Corps; the annualmeeting of the Commissioned OfficersAssociation in Scottsdale, Arizona; and

at a meeting of the Pennsylvania StateEmployees Retirement System held inRockville, Maryland. The project manag-ers have also been invited to speak at theLucent Technologies, Incorporated na-tional meeting to be held in August inBoston, Massachusetts.

Award and Publicity

On May 15, CAPT Diepold representedDCP and accepted “The Innovative So-lutions Award” for the electronic promo-tion board system. This award was pre-sented by the National Institutes of HealthInformation Technology Acquisitions andAssessment Center and the Armed ForcesCommunication and Electronics Associa-tion. An article appearing in Imaging andDocument Solutions, Vol. 9, Number 3,dated March 3, 2000, featured the workbeing accomplished by DCP’s ODS / Elec-tronic Promotion Board System.

Final Note

DCP has found that the technology andapplications of ODS abound; as one suc-cess is accomplished, new avenues open!

The Division of Commissioned Person-nel (DCP) will soon begin issuing earn-ings statements using a new form. Thestatement will be printed on a self-seal-ing mailer using a laser printer. No morecarbons! No more smudges! No morestatements damaged in transit!

Initially, the new statement will con-tain the same information as the currentform. In the future, DCP plans to addadditional compensation information,thereby improving service to our officers.

So, that odd-shaped document in yourmail really is your earnings statement;keep an eye out for it!

Q. Are gender-specific uniform compo-nents authorized for wear by mem-bers of the opposite gender?

A. No. Female officers are not autho-rized to wear male uniform compo-nents, nor are male officers autho-rized to wear female uniformcomponents as part of their PublicHealth Service CommissionedCorps uniforms.

Q. Are garrison caps authorized forwear with the Summer White uni-form?

A. No. Garrison caps are not autho-rized for wear with the SummerWhite (SW) uniform. The combina-tion cover is the required cover wornwith the SW uniform. The beret isan optional authorized cover forwear with the SW uniform by fe-male officers.

Promotion Year 2000 Temporary Grade Promotions Announced

The Division of Commissioned Person-nel (DCP) completed the annual tempo-rary grade promotion process for Promo-tion Year (PY) 2000 with the issuance of652 temporary promotions to gradesO-4 through O-6. These promotions wereeffective July 1, 2000, or on the officer’sdate of eligibility, dependent upon his orher training and experience date.

All of the competitive temporary pro-motions for PY 2000 have been released.Exceptional capability promotions wereeffective July 1, 2000, and are in addi-tion to those made through the regularpromotion process. DCP plans to publishthe permanent grade promotion resultson DCP’s web site – http://dcp.psc.gov –on August 1, 2000.

The success rate for the O-4, O-5, andO-6 grades, exclusive of the medical tem-porary O-4 grade, were distributed asequally as possible across all categories.General statistical information is availableas a link on DCP’s web site under “2000Temporary Grade Promotion Results.”

Letters notifying officers of their eligi-bility for consideration for temporaryand/or permanent promotion in PY 2001(July 1, 2001 through June 30, 2002) willbe mailed in September.

Surgeon General Signs MOU with South Africa

On March 23, 2000, Assistant Secretary forHealth and Surgeon General, David Satcher,and the President of the South African Medi-cal Research Council (MRC), M. WilliamMakgoda, signed a Memorandum of Under-standing (MOU) between the Department ofHealth and Human Services (HHS) and theMRC. In the preamble to the MOU, HHS andthe MRC recognized the importance ofprogress in the health sciences and healthadministration for the improvement of qual-ity of life for all people, expressed their de-sire to share advances in the fields of healthand biomedical research of benefit to thepeople of both countries, and recognized thebenefits to be derived by both HHS and MRCfrom close cooperation in these fields. Theimplementing agencies under the MOU willinclude the Centers for Disease Control andPrevention, Food and Drug Administration,National Institutes of Health, Ministry ofHealth of MRC, and the National School ofPublic Health at the Medical University ofSouth Africa.

The MOU between HHS and the MRC willfacilitate the activities of the Health Subcom-mittee under the Science and TechnologyCommittee of the United States-South AfricaBinational (Gore-Mbeki) Commission. Sur-geon General Satcher has served as the Co-Chair of the Health Subcommittee with theSouth African Minister of Health since its cre-ation in February 1997. RADM Roscoe M.Moore, Jr., Associate Director for Develop-ment Support and African Affairs, Office ofInternational and Refugee Health, Office of

Public Health and Science, HHS, serves asthe Secretariat of the Health Subcommittee.

HHS and the MRC will promote develop-ment of health research cooperation betweenthe United States and South Africa in the fol-lowing board disciplines: disease control andprevention, public health protection, biomedi-cal and behavioral research, health servicesand health policy research, and health admin-istration and finance. They will explore op-portunities for specific collaboration inchronic disease prevention and health promo-tion (including racial disparities in healthsuch as access to healthcare); mental health;issues of violence as a public health problem;environmental health; health statistics (in-cluding population-based registries); HIV/STD and TB prevention; infectious diseases;injury prevention and control; immunizations;occupational safety and health; human re-sources development; telemedicine/telehealth; substance abuse; biomedical re-search; strengthening public health systems;reproductive health; and other areas as mu-tually agreed upon. The principal objectivesof this cooperation are to provide opportuni-ties to exchange ideas, information, skills andtechniques, and to collaborate on problems ofmutual interest.

In further international health activities,Surgeon General Satcher will be leading theHHS delegation to the XXIII InternationalAIDS Conference in Durban, South Africa, inJuly 2000. The Health Subcommittee is alsoscheduled to meet at that the same time.

CCRF Response During TOPOFF 2000

The Commissioned Corps ReadinessForce (CCRF) was activated in May forthe complex response surrounding theTOPOFF 2000 exercise. TOPOFF 2000was a multiagency, no-notice exercisedesigned to simulate the terrorist releaseof biological and chemical agents. CCRFmembers were deployed to: Portsmouth,New Hampshire; Denver, Colorado; andWashington, D.C., in support of the 10-day exercise. CCRF members filled avariety of roles including Medical Direc-tor of the National Medical ResponseTeam, Medical Director of the Manage-ment Support Team, as well as liaisonofficers to the Federal Bureau of Inves-tigation, Federal Emergency Manage-ment Agency, and the Department’s Of-fice of the Secretary. COA Conference

CCRF had a broad presence at theCommissioned Officers Association’s2000 Public Health Professional Confer-ence held in June in Scottsdale, Arizona.CCRF staff members conducted four pres-entations including the joint lunch pres-entation with the PHS-1 Disaster Medi-cal Assistance Team. In addition, morethan 40 officers participated in theCCRF-sponsored cardiopulmonary re-suscitation (CPR) training day. Morethan 120 officers braved the crowd at theCCRF exhibit to apply for membershipor to update their current records.

The Conference provided an opportunityfor discussion of the historic and contempo-rary actions of PHS engineers and architects,and for reminding those attending of thepublic health challenges facing this Nation.

Commissioned Officer HostsVisiting Russian Urologist

During February, Dr. Sergei Urkhanov,a practicing urologist from The City Hos-pital of Ulan Ude, Russian Far East, washosted by the Urology Service at theAlaska Native Medical Center (ANMC)in Anchorage. Dr. Urkhanov visited An-chorage as part of the Community Con-nections program sponsored by the U.S.State Department’s Bureau of Educa-tional and Cultural Affairs. The programendeavors to provide short practicaltraining programs in the U.S. for entre-preneurs, government officials, profes-sionals, and nongovernmental organiza-tion leaders from Russia.

The American Russian Center at theUniversity of Alaska Anchorage hostedDr. Urkhanov as part of the State Depart-ment-sponsored program and requestedthat Dr. Urkhanov observe the UrologyService at ANMC.

LCDR John T. Ning, Chief of Urology,ANMC, hosted Dr. Urkhanov for 2 weeksduring which he saw patients in Urol-ogy Clinics and scrubbed on urologic sur-gery cases. He was introduced to innova-tions in operating room technologies andurologic surgical procedures, observedtechniques of incontinence surgeries,ureteroscopy, stone treatment, radicalsurgeries, and newer methods of post-oppain management. Dr. Urkhanov hopesto incorporate these techniques into hispractice when he returns to Ulan Ude.

During his time spent at the UrologyService at ANMC, there was a greatamount of bilateral information ex-changed on the different ways urologiccare is practiced between U.S. and Rus-sia. This led to a greater understandingand development of friendship, both per-sonal and professional. LCDR Ning pre-sented Dr. Urkhanov with one of the lat-est textbooks on urologic surgery alongwith an open invitation for a return visit.

George F. Archambault Career Achieve-ment Award

CAPT Samuel M. Hope, Acting ChiefPharmacist of the Indian Health Service(IHS) and Area Pharmacy Officer, Okla-homa City Area, received the George F.Archambault Career AchievementAward. He was recognized for his out-standing leadership for IHS. After reor-ganization of the headquarters in 1997,CAPT Hope was designated as the Act-ing Chief for IHS as well as maintaininghis responsibilities as the Chief Pharma-cist for the Oklahoma City Area. Througha strategic planning conference that de-veloped objectives and action plans, hehas assured the development of a com-munications network, a committee to ad-dress clinical issues and funding fromoutside sources, development of diseasetreatment guidelines, a new recruitmentstructure, and a structured credentialingprocess.

Allen F. Brands Clinical Pharmacist ofthe Year Award

LT James L. Bresette, Clinical Phar-macist, Federal Correctional Complex,Administrative Maximum, Florence,

Colorado, received the Allen F. BransClinical Pharmacist of the Year Award.He was recognized for his innovation,research, clinical knowledge, and patientcare. LT Bresette lead a team that de-veloped the Wamni Asthma Camp for theFort Peck Service in Montana. He alsowrote and received a grant from the Ameri-can Pharmaceutical Association Founda-tion to train his technician to provide pa-tient training and a patient healtheducation program for the waiting area.

Non-Clinical Pharmacist of the YearAward

LCDR Robert J. Tosatto, Director,Medical Staff Office, D.C. Commission onMental Health Services, Washington,D.C., received the Non-Clinical Pharma-cist of the Year Award. He was recognizedfor his exemplary leadership, outstand-ing performance, and innovative accom-plishments at Saint Elizabeths Hospital.LCDR Tosatto was responsible for bring-ing the Medical Staff Office into compli-ance with the Joint Commission on Ac-creditation of Healthcare Organizations’standards and making the office a modelof efficiency and innovation. He also ac-quired more than $200,000 worth of com-puters and related equipment at no costto the D.C. Commission on MentalHealth Services.
