Reduced Corporate Income Tax Rate – Certain companies will qualify for a reduced rate of 15% (instead of 28%) between 2014 and 2024

Building Allowance – Qualifying businesses operating within SEZs will be eligible for an accelerated depreciation allowance of 10% for buildings

12i Tax Allowance – This offers capital investment and training support for NEW industrial projects, as well as expansions or upgrades to EXISTING ones

The CDC is a government-owned entity mandated to develop and operate the 11 500 ha Coega IDZ, adjacent to the deep-water Port of Ngqura, which is owned by the Transnet National Ports Authority (TNPA). The Department of Trade and Industry (dti) is the primary shareholder and executive authority, with ordinary shares owned by the Eastern Cape Provincial Government through the Eastern Cape Development Corporation.

The Special Economic Zones Act came into operation on 9 February 2016, having been signed into law in May 2014. The legislation aims to boost private investment (domestic and foreign) in labour-intensive areas in order to stimulate job creation, competitiveness, skillsandtechnologytransferaswellasincreasingexportsofbeneficiatedproductsthroughtheestablishmentofspecialeconomiczones (SEZs). SEZs are geographically designated areas of the country, attracting targeted economic activities which are supported and incentivised through a range of measures, including tax incentives.

The SEZ legislation builds on the Industrial Development Zone (IDZ) dispensation and provides for the existing IDZs at Richards Bay,Coega,EastLondon,ORTamboandSaldanhaBaytobetransitionedintoSEZs.Inaddition,theSEZshavebeenidentifiedacrossall provinces.

A key component of the South African Integrated Energy Plan is the Integrated Resource Plan 2010 (IRP), the Department of Energy’s (DoE) 20 year master-plan, which outlines new energy generating capacity from a range of technologies like, renewables, natural gas and nuclear. There is a national drive that interlinks energy plans and other national plans-including the National Development Plan; New Growth Path; Industrial Policy Action Plan and the Ports, Marine and Land Transport Plans.

The Coega IDZ has also built momentum on energy projects in both conventional energy and renewable energy so as to attract and sustain its investment projects.

The amendment of the Gas Act 2001, aims to incorporate changes in the gas industry landscape in redefining“gas” toinclude unconventional gas (like shale gas) & other modes of transporting gas in the form of liquefied natural gas (LNG)and compressed natural gas (CNG). Furthermore, in 2012, the Ministerial Determination allocated 2,652MW to be generated from Natural Gas.

Over the past decade, the CDC, and various State ownedcompanies, including CEF/iGas and Eskom have conducted extensive preliminary work to advance the Readiness of the Coega Industrial Development Zone (IDZ) to locate a Gas-to-Power Project. Apart from the site location, CDC intends to unlock the gas to power industry at large. The project entails the generation of about 2500 MW of electricity, which would satisfy the bulk of the Eastern Cape electricity requirements together with opportunities in the broader level such as localisation and conversion to gas. This would assist with the stability of electricity and industrialisation in the region which would create a large number of job opportunities, as well as support the manufacturing hubs of the province. Currently, there is a positive response from potential investors in this sector.

The CDC has over a period of years worked hard to locate the Liquid Natural Gas (LNG) facilities and Gas to Power

Plant (CCGT) in the Coega IDZ & Port of Ngqura. Coega DevelopmentCorporation(CDC)hasidentifiedopportunitiesin the gas to power value chain. These include the onshore and offshore opportunities that will add value to the economic development of the Nelson Mandela Metro Bay and the province as a whole.

AspartofCDC’spreparationtheorganizationhas identifiedthree sites within the Industrial development zone (IDZ) with the cumulative capacity of 4500 MW. The locations of these sites are strategically positioned in an integrated area with an advantageofanEIAthatisunderway.Theseidentifiedsitesarealso in close proximity to the Eskom power station and service corridor.

The power generated by the LNG & CCGT would satisfy the bulk of the EC electricity requirements, assisting with the stabilisation of electricity in the region and would create over 1,000 jobs.

There is also advanced industrial capability in Nelson Mandela Bay as well as in the Coega IDZ; both are also an important offtake market for the gas hub. Furthermore, Coega is home to the DEDISA substation, which is vital infrastructure for injecting large amounts of power into the grid.

TheEasternCapehassignificantresourcepotentialintermsofrenewable energy generation, with exceptional wind conditions by international standards, good solar conditions, as well as substantial potential for energy from the biomass and biofuels sectors. The Coega IDZ proves a strategic area to establish a renewable energy node to boost the Eastern Cape economy. Coega has 3 wind farm projects investments planned with an overall capacity of 183 MW, a 12 MW Photovoltaic (PV) farm, with Biomass to electricity projects in the pipeline.

In response to the extensive roll-out of the DoE’s Renewable Energy IPP Procurement Programme (REIPPPP), the CDC has seen the establishment of solar and wind turbine component manufacturing facilities within the Coega IDZ. The sector also includes manufacturing of Solar Water Heaters and distribution and assembly investments for the future to establish technology localisation.

Furthertothis,Coegamakeasignificantcontributionontherenewable energy logistics. Transportation and logistics for wind turbines and their component parts is an area of growing importance and opportunity for the wind energy industry.

Also a prominent component of the IRP is the requirement for 9600 MW of new nuclear capacity. Thyspunt, which is 80 km away from the Coega IDZ, has been earmarked as a likelylocationforthenuclearfleetinSouthAfrica.CDChasidentified advanced manufacturing opportunity, which wouldinclude component manufacturing for the nuclear, and support the drive for nuclear localization.

The CDC energy sector provides a social good in the form of a sustainable resource that does not impair future generations. Theestablishmentofahighprofileenergysectorofthisnaturewill enhance the CDC’s IDZ as a “world class” and innovative destination.

THE COEGA SOLAR ROOFTOP PROJECT

The Coega IDZ has a number of large facilities with facility cumulative capacity of a minimum of 127,000sqm under roof. These buildings lend themselves well to the installation of solar panels on their roofs. This project entails the installation of solar panels on the industrial buildings in the Coega IDZ and Nelson Mandela Bay Logistics Park. The IDZ is also building a number of large industrial facilities, which would be designed to enable the easy installation of solar panels on the roofs.

The DoE’s Integrated Resource Plan (IRP2010) outlines gas-driven projects, totalling close to 3,000 MW in the envisaged energy mix for SA. Consequently, the indication is that the DoE is looking to trigger the procurement process for gas driven base load projects. CDC has done preliminary work on Coega readiness for a Gas to power project in the IDZ. This Project is based in the Coega SEZ (power station) and Port of Ngqura (Liquified Natural Gas facility). There has been a positive response from potential investors in this sector. The preliminary work looks into the readiness for a CCGT power station and associated terminals and peripheral infrastructure (grid connectivity, cooling water, etc.) in the IDZ. Focus areas include: o Institutional readiness, clarification of roles and demystification o Communication & public awareness buildingo Local content manufacture and service provision o Skills training o Human capital and facilitated labour provisiono Coordinated ancillary infrastructure development and logistics requirements. o Harnessing ancillary SMME opportunities

The implementation of curricula that would build a pool of engineering workforce to support this emerging industry must be prioritised further. This provides the basis for building of skills capacity in the advanced manufacturing arena. Furthermore, this presents opportunities for Black industrialists and Small-Medium Micro Enterprises, and the outlay of these development interventions.

Promoting rural development An instrument to promote sustainable development of the country. During the construction phase skilled and unskilled labour will be from the surrounding local areas, more artisans will be trained and equipped with more skills that can be utilized in other related industries. Coega Development Corporation (CDC) has a training department where artisans, electricians, boiler makers and related can acquire training.

level of development is an important consideration especially for the SADC, as the region has low levels of industrialisation and ranks among the poorest in the world.

Other comments The National Development Plan (NDP) envisages a South African energy sector that promotes economic growth, social equality and environmental sustainability by 2030. The Department of Energy’s (DoE) Integrated Resource Plan (IRP) outlines gas-driven projects, which was further asserted by the 2012 Ministerial Determination allocation of 2,652MW to be generated from Natural Gas (including Liquefied Natural Gas) between 2021 and 2025. This also supports the objectives of the Integrated Energy Plan (IEP), namely to: ensure the security of supply; minimise the cost of energy; increase access to energy; diversify supply sources and the primary sources of energy; minimize emissions from the energy sector; promote localisation and technology transfer and the creation of jobs.

The Department of Energy’s (DoE) Renewable Energy Independent Power Producer Procurement Programme (REIPPPP), with over 40% local content requirements, has seen the Eastern Cape establish a wind hub over the last three bid rounds. This includes over 17 projects (1509 MW) and the DCD wind tower manufacturing facility. According to this trend, it follows that an EC location is the most prudent location for a wind Blade manufacturing facility.

CDC intends to perform a pre-feasibility study in a programme that entails project development to enable the manufacturing of components for Concentrated Solar Power (CSP) and Wind Rotor Blades in the Coega IDZ.The DoE’s revised Integrated Resource Plan 2013 draft proposes an increase to the Concentrated Solar Power (CSP) allocation, and both the dti and the IDC have conducted studies on the localisation of CSP. This presents another opportunity for localisation of renewable energy components manufacturing.

This will assist in the further development of this sector and entrenching SA as a renewable energy technology provider.

Value Proposition Description

Environmental Management The CDC SHEQ facilitates the Environmental Impact Assessment (EIA) programmes to assist Coega investors. This led to the establishment Environmental Liaison Committee (ELC) and Environmental Management Committee (EMC), both aimed at streamlining the EIA processes for CDC investor and project developers, through regular progress-gate checks in order to minimize delays in the achieving milestone approvals during the environmental authorizing process.

Both the ELC and EMC include representation from national, provincial and municipal environmental authorities, as well as other key stakeholders.

Municipal services & Bulk Infrastructure provision

Interconnected to the municipal services, CDC provides bulk infrastructure services (road, sewer systems, water & electricity) to the boundary of investor sites – thus effectively a Plug-in environment. This also includes the provision of ICT infrastructure & services. Further to this, CDC assist investors through a streamlined process to obtain the relevant municipal permits/authorisations with a turnaround time of 10 days from submission of all requirements.

CONSUMPTION EFFECTS

The multiplier estimates are based on multipliers normed for the EC economy by Quantec and gives for every Rand spent on nuclear, the local economy will benefit R1,04 (Kouga), the EC economy R1,18 and the national economy R1,87. The EC multiplier is based on existing industrial capacity, however with a supplier development and localisation programme the balance can shift to R1,36 (EC) and R1,94 (national).

Construction of a new nuclear power plant will provide a substantial boost to suppliers of commodities like concrete and steel and manufacturers of hundreds of components. The figures are calculated per megawatt (MW) ofinstalled capacity.

Visit the Mohair headquartersPort Elizabeth is considered by many to be the mohair capital of the world. Angora goats were introduced to South Africa in 1838, when the Sultan of Turkey sent 12 rams and one ewe to Port Elizabeth. The goats were meant for breeding, but the wily sultan had had the rams neutered. Unbeknown to him, however, the ewe was pregnant and gave birth to a kid ram soon after her arrival in South Africa.
