AGENCY NEW DELHI, AUG 2 Bharat Biotech's COVID-19 vaccine Covaxin has shown less reduction in 'neutralizing activity' while comparing with Delta and Delta AY.1 (Delta plus) variants in those who are fully vaccinated with the vaccine according to a study by the Indian Council of Medical Research-National Institute of Virology (NIV). This means that people vaccinated with Covaxin will be protected against the cur- rent variants Delta, Delta AY.1 and B.1.617.3. The MoHFW on June 22 designated the 'Delta Plus' variant of the novel coron- avirus, as a "variant of con- cern". Currently, India has as many as 70 cases of Delta plus variant. According to the study, "A minor reduction was observed in the neutralizing antibody titer in COVID- 19 recovered cases full BBV152 vaccinated and post immu- nized infected cases com- pared to COVID-19 naive vaccinated individuals." The study was conducted with samples collected from three groups. Group 1 samples were collected after two doses with a gap of 2.5 to 22 weeks, "Group 1, Sera of individuals vaccinated with two doses of COVAXIN [Female (n=24) and Male (n=18)] collected between 2.5 to 22 weeks after second dose." After group 1, samples of those individuals were collected who had taken the second dose and recovered from Covid-19, "Group 2: COVID-19 recovered cases with two doses of COVAXIN [female (n=8); male (n=6)], collected 14-70 weeks after the second dose." "It is a QR code or SMS string-based e- Voucher, which is delivered to the mo- bile of the beneficiaries. The users of this seamless one-time payment mechanism will be able to redeem the voucher without a card, digital payments app or internet bank- ing access, at the service provider," the official statement said. The instrument has been developed by the National Payments Corpora- tion of India on its UPI platform, in collaboration with the Depart- ment of Financial Services, Ministry of Health and Family Welfare and National Health Authority. There should be complete trans-parency in the allocation process. Hesaid that such a system has been madeso that the employees will be allottedaccommodation on the basis of gradeand seniority within the stipulatedtime after applying online.

The record of government housesavailable for allotment will be avail-able on the portal, on the basis ofwhich the employees will be able toapply. After completing the process oftaking objections etc., once the appli-cations are received, houses will be al-

lotted to the employees within thestipulated period. With the launch ofthe portal, better tracking of allocationwill be possible. All the formalities ofhouse allotment, house change etc.will be done online. The availabilityof vacant houses on the portal will be

Himachal reopens schools for firsttime after 2nd COVID-19 wave

All the educational institutionsin the state were opened onMonday for the first time afterthe second COVID-19 wave.

These institutions remainedclosed by the state governmentafter the nation was hit by thesecond wave of COVID-19.

The results of the students inthese schools were declared onthe basis of their past marks inonline examinations.

In the first step, students of10th, 11th and 12th classes wereallowed to enter the schools foroffline studies.

However, online studywould also continue for thestudents that could not attend theschools due to one or anotherreasons.

A spokesman of theeducation department claimed

that the attendance in the schoolswas almost complete except insome schools where studentscould not go due to the badweather conditions caused by theexcessive monsoons and damageto the roads and paths in theirvicinity.

He said that the students

were made to undergo thermalscanning before entering theschool premises and wereallowed to sit as per the microplanning done by the respectiveschool authorities.

It’s worth mentioning herethat there are about one thousandplus two schools in the state

including those run by the stategovernment and the privateadministrations.

Cloudburst in central Kashmir,affected families rescued

Scores of houses and otherstructures were damaged dueto cloudburst in centralKashmir district of Ganderbal,official sources said onMonday. Traffic on Srinagar-Leh national highway was alsodisrupted for several hours dueto land and mudslide,triggered by heavy rain, they

added. Cloudburst late Sundaynight resulted in a majorincrease in the water level inthe local nullah at Surfraw-Bula in Kangan in Ganderbal.Police parties headed byStation House Officer (SHO)Kangan and Ganderbalbesides personnel from SDRFimmediately swung into actionand rescued large number ofpeople, including women,

children and elderly personsliving in the houses on bothsides of the nullah. Severalhouses were damaged, theysaid, adding that the affectedfamilies were taken to saferplaces. The rescue operationcontinued throughout thenight. Exact details about thedamage to property were beingascertained. No loss of life wasreported.

Bharat Jain, project serv-ice chairman of the club, said that the project hasbeen carried out by the club for the last five years.

The latest Periodic Labour Force Survey datafor July 2019 to June 2020 released by theCentral government shows a rise in the labour

force participation rate and a fall in the unemploy-ment rate even when the economy registered a sharpdeceleration in the rate of growth. This is surprisingbecause what the result suggests is that there aremore workers coming into the labour force lookingfor work and that many more are actually obtainingemployment. This looks awkward in a year whengrowth was abysmally low. The claim is made moreproblematic by the fact that other surveys, includingthe one carried out by the Centre for Monitoring In-dian Economy, have yielded exactly the opposite re-sults. The reason may be because of a difference inthe methodology used in the surveys to measure un-employment. The international norm and the onefollowed by the CMIE focus on the current weeklystatus where workers are asked about their employ-ment position during the past seven days. The othermethod, adopted by the government, looks at theusual status, which checks for the employmentrecord 365 days prior to the survey.

The responses of workers could differ legiti-mately. For instance, a worker employed during thepast year but recently unemployed might be record-ed as employed in the US method but unemployedin the CWS method. India, typically, has a very lowLFPR, indicating not many people come into thelabour force looking for work. Punjab Chief Minister CaptainAmarinder Singh on Mondaygave approval for Change ofLand Use (CLU) for certaincategories of industries, in aneffort to further boost industrialactivity in the state.

The CLU will be applicableto green and orange industries ata distance of 100 metres and 250metres, respectively, from LalLakir or nearby Abadi (minimum50 pucca houses) on minimum 6Karam (30-33 feet) approachroad, under the policy ofpermitting industrial activity inagricultural zone of master plans.The Chief Minister also asked theTown & Country Planningdepartment to relook the redcategory industry, directing it toearmark separate zones for suchindustry in all the master plans.He further accorded specialpermission for expansion of themedical oxygen manufacturingplant in Mohali and also askedthe Town & Country Planningdepartment to extend liberalsupport to all such plants in thestate to boost manufacturing ofmedical oxygen. Chairing the
