Citizen’s Charter Sport & Youth Services Department
Soon after Mizoram became a Union Territory in 1972, the then Education and Social Welfare
Department requested Capt. Zolura of Tripura, to come over to Mizoram to help out in the Youth
Welfare, Scouts & Guides Cell. In January, 1974 Mr.C.Pahlira’s house at Republic Veng was rented
and thus started a formal Department.
At that time, Officer and Staff were : Special officer – Capt. Zolura, UDC – Zohmingthanga Miler,
LDC – Varthanpuii & Rochhingpuii,Store Keeper – Lalbiaka & Kapliana and Peon - P.Robawiha &
Khawma, Field Staff-Field Assistants-Lalruata Sailo, John Lalkaisanga.
From this establishment Mr.H.Ralliana, a good Hockey player was sent to Patiala for Diploma
Coaching in Hockey during 1973-74. He was the first NIS Diploma holder in Hockey from the State.
He was employed as Field Assistant immediately. Subsequently Mr. P.Vanluia and Mr.
R.Buanthanga were sent for the same training in Badminton and Football respectively. Initiatives
were taken for the Scouts and Guides, Mr.Biakkunga Sailo and Miss Vanhmingthangi both teachers
were deputed as Organisers in 1995.
In the year 1975 - 76 Miss Lalrosangi, Mr. R. Chhawnthuama and Mr. Zoliana Royte were sent to
Madras Y.M.C.A. College of Physical Education. In 1976 the Department was shifted to Chawnga
Building, Khatla and more posts were created. Mr. Zoliana Royte was appointed as Youth Welfare
Officer, Mr. H. Ralliana as Sr. Field Assistant. In 1977 Mr. J.Ropianga Chinzah and Mr. F. Zokima
were appointed as Organisers (Sports). In 1979 the designation of Youth Welfare Officer was
changed to Physical Education Officer. Captain Zolura special Officer was given the designation of
Youth Welfare Officer. Mr. H. Ralliana, Sr. Field Assistant was promoted to Chief Coach . Thus this
cell of Youth Welfare and Scouts & Guides was divided into three wings since 1979 as below :-

2. Youth Welfare Wing
3. Sports & Coaching Wing
Physical Education Wing :The Physical Education Wing took charge of physical training and
School Games within the State. It sends scholars out to others States for training in sports which
resulted in lots of Activities in regards to sports. The wing initiated a National Physical Fitness
Programme. The motto being ‘Fit people, Fit Nation’. This programme included several activities in
Athletics. Participants were tested on certain criteria for which ‘stars’ were awarded which became a
selection criteria for recruitment into Police services, Major Raldothuama Colney, BSF in 1981 was
deputed as Dy. Director, Physical Education Wing. Later Capt. Zolura took charge in 1993. This
Department charge was taken over by Education Department.
Youth Welfare Wing : The Youth Welfare Wing was controlled by the Youth Welfare Officer
which catered to the needs of Bharat Scouts & Guides, Adventure Programme, NCC, NSS and
YHAI. For these, a training centre was established at Tanhril in 1972, Since, 2003 much initiative
have been taken with regards to programme of State and National Level at this centre.
Sports & Coaching Wing : Sports & Coaching Wing looks after coaching and participation in the
outside State like Subroto Football, Nehru Hockey. All India School Games, National Women
Sports etc.

Directorate is Born : Learning the importance of sports the U.T. Government feels that it was not
proper to let sports under a small cell in the Education Department and make arrangement for a
separate Department. As such Wg.Cdr. J. Lalhmingliana from the Indian Air Force was appointed as
Director, Sports & Youth Services. The followings were the Officers at that time :-

The Department grew very fast, with the grant-in-aids received from C.S.S. it constructed a number
of playgrounds and Indoor Stadia in many parts of the State.
The Department now has its own building located at New Capital Complex funded by North East
Council (NEC) at a cost Rs. 1040.20 lakhs which was inaugurated by Hon’ble Minister Pu Robert
Romawia Royte, Sports & Youth Services Department on the 16th Jan. 2020.

2. Mizoram State Sports Council and grant-in-aid to sports associations.

8. Nehru Yuva Kendra.
9. Matters relating Sports Authority of India.
10. Matters relating to Mizoram Olympic Association.
11. Administration and maintenance of sports academies, hostels, sports complexes and other
infrastructures for sports and youth training and development.
12. Coordination with other departments for development of sports, youth services and sports
tourism.
13. Promotion and development of adventure sports and youth services in schools and colleges.
14. Development of skills and personality of youth through youth development activities.
15. Incentives awards and scholarships to outstanding sportspersons.
16. Promotion of research and scientific study on sports and youth services.
17. Training of coaches, imparting of coaching at various levels.
18. Provision of sports infrastructure including distribution and arrangement of equipment to
educational and village level institutions and other stakeholders.
19. Organizing of sports competitions at various levels directly or through the agency of autonomous
sports body and associations including School Games and State Games.
20. Physical education.

ACHIEVEMENTS 2019 – 2020
1. Adoption of the Mizoram Sports Policy, 2019 :
Mizoram Sports Policy, 2019 was approved by Mizoram Government on 15th November
2019. This is the first Sports Policy since Mizoram became a State.
2. Fit Mizoram Programme :
To have a clean and healthy mind among the people of the state the Department on March
2019 started the ‘FIT MIZORAM MOVEMENT’. Under this Fit Mizoram Programme “Fit
Mizoram fights Covid 19” and “Fit Mizoram – Home Fitness Session” were organized and
was broadcasted through TV and electronic media.
3. Development of Sports Infrastructure under Externally Aided Project Scheme :
To develop existing sports infrastructure Rs. 1250.00 Crores was approved from Externally
Aided Project (EAP) for which DPR is being prepared.
4. Establishment of Centre of Excellence for Sports at Saidan, Kolasib :
For the first time Ministry of Youth Affairs and Sports and Sports Authority of India have
approved the establishment of Centre of Excellence for Sports at Regional Sports Training
Centre (RSTC), Kolasib. Preparation of the place is in progress.
5. Non-Residential Sports Coaching Programme :
As per Mizoram Sports Policy, 2019 Non-residential Coaching Programme in different
sports discipline among the youths in the state have been implemented.
6. Reservation for Meritorious Sportspersons :
As per Government OM No.A.12032/1/2019-P&AR(GSW) dated 14th Nov. 2019 5% of
direct recruitment for Group B,C&D post is reserved for meritorious sportspersons.
Promotion for sportspersons working under Government is also constituted.
7. Raising of 2nd Mixed Battalion National Cadet Corps (NCC) at Lunglei :
A new National Cadet Corps Batallion – 2nd Mixed Battalion National Cadet Corp (NCC)
at Lunglei was approved by Council of Ministers on 12th Feb. 2019.
8. State Training Centre for Adventure Sports :
Youths in Mizoram have tremendous talents and potentials to succeed in Adventure Sports.
The department have established State Training Centre for Adventure Sports at Vaipuanpho,
Mamit District. In this regard Rs. 80 lakhs have been sanctioned by the Central Government,
Ministry of Tribal Affairs.

9. Establishment of Centre of Excellence for Boxing and Volleyball :
For the development of Boxing and Volleyball among the youths “Centre of Excellence for
Boxing and Volleyball” is been established at Saiha, Saiha District. The Central
Government, Ministry of Tribal Affairs have sanctioned Rs. 10 Crores and the work will be
under Department of Social Welfare.
10. Development of Sports Infrastructure under KHELO INDIA SCHEME :
The following are sanction received under KHELO INDIA SCHEME for development of
Sports Infrastructure 2019-2020.
(a) Laying of Artificial Turf for football at Chite, Aizawl – Rs. 500.00 lakhs
(b) Laying of Artificial Turf for football at Lengpui, Aizawl – Rs. 500.00 lakhs
(c) Laying of Artificial Turf for Hockey at Muallungthu, Aizawl – Rs. 550.00 lakhs
11. Development of Sports Infrastructure under Socio-Economics Development
Programme (SEDP) :
The Government of Mizoram have sanctioned the following under the Socio-Economics
Development Programme (SEDP) for development of Sports infrastructure.
(a) Construction of Mamit Indoor Stadium – Rs. 462.50 lakhs
(b) Development of Leisawkawt Field, Serchhip – Rs. 195.08 lakhs
(c) Development of North Vanlaiphai Football Ground (Pavilion) – Rs. 50.00 lakhs
(d) Construction of Chalbawia Stand at Chhangphut Field, Champhai–Rs. 79.62 lakhs
(e) Construction of Outdoor Gym at Aizawl City – Rs. 120.00 lakhs
(f) Installation of Fitness Gym at Dawrpui, Aizawl – Rs. 40.00 lakhs
(g) Improvement of Rajiv Gandhi Stadium, Mualpui, Aizawl – Rs. 100.00 lakhs
(h) Construction of Sports Hostel at Chite Sports Complex,Chite,Aizawl–Rs.150.00lakhs
Additional fund of Rs.540.00 lakhs have been received for Mamit Indoor Stadium for further
development.
Furthermore, developmetal works around Mizoram is ongoing at present.
12. Development of Sports Infrastructure under SMART CITY Scheme :
Sports Infrastructure Projects under SMART City Scheme amounting to Rs. 8000.00 lakhs
have been approved and DPR is been prepared.
13. Development of Sports Infrastructure under schemes of Ministry of Minority Affairs,
Government of India :
Proposal submitted to the Department of Ministry of Minority Affairs, Government of India
have been accepted. Sanction of Rs. 220.00 Crores is expected from Ministry of Minority
Affairs for establishing Residential Sports Schools and District Sports Complex.
14. Development of Women’s Football :
As per advice from Ministry of Youth Affairs and Sports to start “Mizoram State Women’s
Football League” for developing women’s football DPR was prepared by the department and

was approved by Ministry of Youth Affairs and Sports, Sports Authority of India and All
India Football Federation. Mizoram State Women’s Football League was started in every
district in collobration with Mizoram Football Association.
15. Development of Grassroot level Football :
To develop football 20 (twenty) Football Academies will be established all over Mizoram in
partnership with TATA TRUST Pvt. Ltd.
16. Sports Promotion Programme :
To develop sports among the youths Rs. 150.00 lakhs was proposed under Sports Promotion
Programme during 2019-2020.
17. The Mizoram State Games :
For the first time since Mizoram became a State, Mizoram State Games 2019 was
successfully organized during Decemeber 2019. The State Government sanctioned Rs.
250.00 lakhs and the Central Government Rs. 70.00 lakhs.

18. ACHIEVEMENTS IN ADVENTURE SPORTS
1. 4th Rafting & Canoeing Course organized on 20th Feb. – 1st Mar. 2019. 25 participants
completed the course.
2. One Day Rafting Expedition at Tlawng River on 15th Mar., 22nd and 29 Mar. 2019. 105
members participated.
9 3. Jumaring Competition organized on 16th Apr. 2019 at State Sports Coaching Centre, Govt.
Complex, Aizawl. 31 competitors participanted in the event.
4. Basic Mountaineering Course conducted at Himalayan Mountaineering Institute, Darjeeling,
W.Bengal. 2 trainees participated from Mizoram and one was chosen as the Best Technical
Trainee.
5. High Altitude Trekking Expedition at Tawang, Arunachal Pradesh on 24th Apr. – 2nd May
2019. Six expeditioners successfully scale the 15,200 feet Bhumla Pass, Tawang.
6. 2 trainees completed the 333 Basic Mountaineering Course and 1 completed the 186
Advance Mountaineering Course which was held on 15th Sept. – 12th Oct. 2019.
7. High Altitude Trekking Expedition at Spiti Valley. 6 participants completed the course.
8. 2 trainees completed the 334 Basic Mountaineering Course and 1 completed the 187
AdvanceMountaineering Course which was held on 19th Oct. – 15th Nov. 2019. 2 trainees
were awarded Silver medals.

19. ACHIEVEMENTS UNDER MIZORAM BHARAT SCOUTS & GUIDES :
1. RajyaPuraskar (State Highest Award) for Scouts & Guides Testing Camp was
successfully conducted at State Training Centre, Tanhrilw.e.f. 13th – 17th May, 2019.
42 Scouts & 83 Guides completed the course.
2. Cubs & Bulbuls Utsav (Rally) cum Golden Arrow Award (National Award) 2018
was distribution at Dawrpui Multipurpose Centre, Aizawl at 24th May, 2019. 39
Cubs and 64 Bulbuls received Golden Arrow Award 2018.
3. TritiyaSopan Scouts & Guides (District Award) Testing Camp was successfully
conducted during May 2019 to August 2019. 215 Scouts and 321 Guides completed
the course.
4. Cubs & Bulbuls Golden Arrow Testing Camp (National Award) was successfully
conducted at State Training Centre, Tanhrilw.e.f. 17th – 20th September, 2019. 23
Cubs and 43 Bulbuls completed the Course.

5. International Day of Peace and 150 years of celebrating the Mahatma & World
Cleanup Day (Peace Run) was successfully conducted at Aizawl City on 21st
September, 2019. 523 Scouts & Guides, Unit Leader and Commissioner attended.
6. Organised Mandalay Exposure Tour for Commissioner and Unit Leader during 21st
– 29th October, 2019. 21 Commissioners and 18 Unit Leader participated.
7. Conducted 14th STATE RALLY 2020 during 24th to 28th February 2020 at State
Training Centre,Tanhril.Mizoram. 345 Scouts & Guides, Unit Leader 29 and Camp
officials 12 and Service Duty 25 participated.
8. 23 Cubs and 42 Bulbuls received Golden Arrow (Highest national Award) 2019
9. 24 Scouts are found eligible for Rashtrapati (National Award)Testing Camp 2019 –
2020.

(a) Training
(i) Initially this unit is allotted with one microlite aircraft. One more microlite was
allotted to this unit in Nov 2019. (ii) A total number of 314 cadets have undergone microlite (aircraft) classes and
flying at Lengpui airport during 2019-2020.
(iii) A total number of 40 Cadets have undergone Simulator Training.
(iv) Various Swatch Bharat Abhiyan Cleanliness Drive/Activities were conducted and 1338 Cadets take active part in the activities. More than 300%.
(b) Camps The unit conducted its CATC, which was attended by 305 cadets.
(i) In Sep-Oct 2019, 21 cadets attended the Pre–Vayu Sanilk camp at Guwahati, the unit stood first in NER in various aspects including theory and skeet shooting. 07 of these 21 Cadetswere selected for All India Vayu Sainik Camp, Jodhpur where one cadet, Ngurnunsangi Sailo stood first at All India level and won the gold medal in .22 firing.
(ii) Towards the RDC, 08 cadets attended the Pre–Republic Day Camp att, Narangi Cantt, Guwahati.03 of these cadets werefurther selected to represent NER at RDC 2020.They were a part of the PM rally marchpast and cultural program too.

(iii) 03 Cadets attended Rock Climbing Training Camp at Gwalior. NER team was selected as winner. Cadet Lallawmzuala of this unit was adjudged best climber of the camp.
(iv) 11 junior cadets of this unit attended EBSB Camp at NIT, Silchar in December 2019.
(v) 02 Cadet attended Air Force Attachment Camp at Hyderabad in December 2019.They got the opportunity to live the life of trainee cadets for ten days and were given a substantial exposure to Indian Air Force.
(c) Special Achievements
(b) (i) As a first time the unit CO did a Fly-Past in the opening Ceremony of the State
Games on 9 Dec 19.
(c) (ii) 60 Cadets were taken on a three-day visit to Silchar in Jan 2020. During this trip they visited Air Force Station Kumbhigram, an Unmanned Aerial Vehicle Unit of the army, 11 Madras Bn (An infantry Unit) and Counter Insurgency and Jungle Warfare School at Vairengte for familiarisation and motivation such a visit was conducted for the very first time.
(d) (iii) For the first time Armed Contingent of Air Wing participated in Republic Day parade at AR ground Aizawl and obtained second position.

20. ACHIEVEMENTS UNDER NATIONAL SERVICE SCHEME
National Service Scheme (NSS) was introduced in India on 24th September 1969 to
commemorate the birth centenary of Mahatma Gandhi in 37 Universities involving 40,000 students.
Mahatma Gandhi always insisted the idea that students and youth should be involved in the nation
building process and service to the nation. Today NSS has grown as one of the biggest social service
institution and youth movement in the world with more than 36 lakhs of dedicated volunteers all over
the country.
In Mizoram, it was started in the year 1972 at Pachhunga University College and was then
extended to other Colleges and Higher Secondary Schools. At present, there are 84Institutions where
NSS units are introduced within Mizoram.
NSS had been implemented as a Centrally Sponsored Scheme upto 2015 -2016 and the
expenditure was shared between Centre and States in the prescribe ratio (75:25 for NE States and
Jammu and Kashmir). However, from 2016 – 2017, the Scheme has been implementing as a Central
Sector Scheme, fully funded by Government of India.
The State NSS Cell was established in the year 1988 at the Mizoram Civil Secretariat which
has been looking after by the State NSS Officer and other supporting staff. The main function of State
NSS Officer is to supervise all the activities of NSS units within Mizoram and also take follow up
action at appropriate levels in the State for effective implementation of NSS.
The Programme Officers at the Institutional level have executed different activities during this
period. I am reporting some of the programmes under taken by the different NSS units as well as by
the State NSS Office in brief.
I. Total number of NSS volunteers enrolled during 2019 -2020:
Male : 15103
Female : 14997
Total : 30,100 (SC: 30, ST : 28,420 and others : 1,650)
II. Total number of NSS units during 2019 -2020:
a). Nos. of Colleges having NSS Unit : 26 (104 NSS Units)
b). Nos. of +2 level Schools/Technical Institutions : 59 (197 NSS Units)
III. Number of NSS adopted villages : 301 villages/slums
IV . Special Camping programme:
a) Nos. of Camping Organized : 270 Camps

b) Nos. of participants i) Male : 6,850 ii) Female : 6,660
Total : 13,500
During these Special camping, all the NSS units have organized successfully awareness
Campaign on HIV/AIDS, Cleanliness, Environment, Anti-polythene, Anti-tobacco, Career guidance
and Voluntary Blood Donation. They are further actively involved in creating assets for the
community like Waiting Shed, Water Shed and Public Urinal. During this period, the following are
the approximate number of assets created by the NSS units of different colleges and higher secondary
schools.
a). Public Urinal/toilet = 12 nos
b). Public water point = 8 nos
c). Public waiting shed = 7 nos
d). Public bathroom = 2 nos
e). Benches for Hospital = 7 nos

V. Regular activities Programme:
1. Voluntary Blood donation:
During 2019-2020, NSS units of different Institutions had conducted 65 Voluntary blood
donation camps in which 5619 units of blood were donated to the different blood bank in Mizoram.
NSS Mizoram had donated the maximum number of blood among various NGOs for the second
consecutive year.
2. Tree Plantation
NSS volunteers had planted 2910 saplings throughout Mizoram. Besides that, they are also

4. State Level NSS Advisory Meeting 2019:
The State Level NSS Advisory Meeting was conducted successfully under the chairmanship
of Hon’ble Minister, Mr Robert Romawia Royte in his Office Chamber on 29th May 2019.
The meeting had reviewed NSS Activities during 2018-2019 and it was resolved that the
performance of NSS during 2018-19 was satisfactory.
The Action Plan and Allocation of NSS Volunteers Strength to University, Colleges & +2
Schools which was prepared by the State NSS Cell Mizoram for the year 2018-2019 were discussed
and it was accepted after making slight modification. The meeting decided to introduce NSS at
Zobawk HSS and Farkawn HSS from 2019-2020.

5. Observance of Important days/Weeks:
1). Observance of World No Tobacco day:
NSS units of different Institutions had observed World No Tobacco Day on 31st May 2019 in
their respective school premises. Around 4500 NSS volunteers took a pledge by chanting World No
Tobacco’s pledge under the guidance of their Programme Officers.
In some Institutions, NSS Programme Officers gave Power Point Presentation on the harmful
effect of tobacco and its related products. Programme Officers earnestly requested all the participants
to avoid tobacco on every day of the year, not only on the no tobacco day.

2). Observance of Pada Yatra:
The Government of India had taken decision to celebrate the 150th Birth Anniversary of
Mahatma Gandhi in a benefitting manner, and for which a 2-year long commemoration has been
drawn up by the Government of India. The Ministry of Culture is the Nodal Ministry at the National
level coordinating the programme
As a part of celebration of 150th Birth Anniversary of Mahatma Gandhi, NSS Cell Mizoram in
collaboration with selected NSS units had conducted Pada Yatra (Journey on foot) on 5th June 2019 in
all different eight districts.
Around 60 NSS Volunteers alongwith Programme Officers had visited the selected villages
by foot in the morning in all 8 districts. Public meeting in collaboration with students of Middle
School, High Schools and local leaders were conducted in which some districts invited concerned
Deputy Commissioner as Chief Guest, Some districts had invited Principal of Colleges for the Chief
Guest.
In Aizawl district, Pada Yatra was successfully conducted at Muthi Village in which Pu
Zothanmawia Director; SYS was the Chief Guest for Aizawl district. Public meeting was conducted
with students of Muthi Middle School, Muthi HS and public leaders. During public meeting,
Awareness on Gandhi’s Teaching and thought were taught to the participants. Awareness on drug
abuse and HIV AIDS were also given to the participants. The proceeding of this programme was
highlighted both in print media and mass media in the next day.

3). World Environment day:
World Environment Day was observed in collaboration with Aizawl Municipal Corporation
(AMC) on 7th June 2019 (Friday) by way of disposing plastic waste and polythene within the
jurisdiction of AMC.
Eight NSS units from Higher Secondary School were selected to participate in the said
programme. The eight NSS units were given specific location for their social work in which they had
collected plastic waste and unwanted/used polythene. These unwanted wastes are kept in disposable
bags for easy collection by the concerned local leaders.

4). Green Mizoram Day 2019:
As it was done in the past few years, almost all NSS Units within Mizoram had observed
Green Mizoram day on 11th June, 2019 (Tuesday) in most benefitting manner. On this day, NSS units
had visited their plantation sites by cleaning, weeding and manuring of trees which were already
planted some years back. New saplings were planted to replace un-survival trees which were planted
in the previous years. As many as new 1400 saplings were planted on this day by NSS volunteers
throughout Mizoram.

5). Observance of International Day of Yoga :
NSS units of different Institutions had observed International day of Yoga on 21st June 2019
in which NSS volunteers had performed Yog-Asanas in their campuses to mark this occasion under
the guidance of their Programme Officers. Some NSS units also organized Rallies in the city to make
the people aware about the benefits of Yog-Asanas and to motivate for living a healthy life.

6). Observance of International Day against Drug Abuse and Illicit Trafficking:
NSS Units of different Institutions within Mizoram had observed International Day against
Drug Abuse and Illicit Trafficking on 26th June 2019 in benefitting manner. Some NSS units had
invited Resource person from local experts to give PPT on the ill effect of drug abuse and illicit
trafficking followed by the lively interaction between the resource persons and participants. Some
NSS units had participated in the district wise Observance of International Day against Drug Abuse
and Illicit Trafficking on 26th June 2019.

7). Swachh Bharat Summer Internship (SBSI) 2.0:
During 10th June – 31st July, 2019, Swachh Bharat Summer Internship (SBSI) 2.0 was
observed by different Institutions in collaboration with NSS Cell, Mizoram. The NSS volunteers
participated in this programme and organized Awareness campaign on better way of used of plastic
waste and organic waste management. They also conducted door to door campaign for Waste
segregation in their adopted villages. Some of the Institution had declared themselves Plastic free Ins
titution.

8). Swacchata Pakhwada:
During 1st – 15th August, 2019, Swacchata Pakhwada was observed by approximately 15
different Institutions in collaboration with NSS Cell, Mizoram. During 2nd to 5th Aug, NSS
volunteers cleaned their Institution and its surrounding followed by door to door campaign in adopted
villages on ODF, General cleanliness and hygiene on 6th to 8th August. The NSS volunteers cleaned
hospitals, dispensaries, old age homes, orphanage homes, statues etc during 11th to 13th August. On
the last day, 15th August, the NSS volunteers assembled in the Institution Auditorium in which the
whole activities during Swacchata Pakhwada were reviewed under the chairmanship of each of the
Head of the Institution.

9). Celebration of the 50th NSS Foundation Day 2019 (Golden Jubilee):
The 50th NSS Foundation Day was celebrated jointly by combining two or more NSS units in
all districts head quarters. Other NSS units observed individually in most benefitting way.
In Aizawl, the 50th NSS Annual Foundation day was celebrated at Vanapa Hall on 24th
September, 2019 in which more 750 NSS volunteers and Programme Officers participated in it from
30 different Institutions.
The Programme started with opening song i.e. NSS Song ‘Uthe Samaaj Ke Liye’ from NSS
volunteers, Synod Higher Secondary School. The Chairman, Prof. P. Rinawma, Programme
Coordinator, NSS Cell, Mizoram University then welcomed the Chief Guest, the NSS Programme
Officers and all the NSS volunteers presented in this function.
A brief report regarding the history and activities of the NSS, Mizoram was given by the State
NSS Officer cum Deputy Secretary, NSS Cell, Mizoram. A speech on the NSS Theme ‘Cancer and
Tobacco Control’ was delivered by Dr. Zorammawia, Joint Director and State Nodal Officer,
National Tobacco Control Programme.
NSS Annual Report 2018-19 (Bulletin) was released by the Chief Guest, Hon’ble Minister of
Sports & Youth Services Department, Government of Mizoram and after that he delivered a
provoking and informative speech for the volunteers.
NSS volunteers from HBC presented a short skit on the ill effect of tobacco and its related
products and appealed all the participants not to indulge in tobacco products.

10). Swachhata Hi Seva 2019:
Swachhata Hi Seva 2019 was observed during 11th September to 27th October 2019 by
different 10 NSS Units in which they had conducted Orientation of NSS Volunteers on Plastic Waste
Management and also conducted cleanliness drive at public places and Institution by removing plastic
wastes and polythene.

11). Poshan Abhiyaan 2019 :
Poshan Abhiyaan 2019 was observed during 1st to 30th September 2019 by different 10 NSS
Units across Mizoram. During this period, some NSS units had conducted door to door awareness on
balanced diet and good nutrition. Some NSS units conducted street plays, skits, posters campaign.
Some units had invited expert to give lectures on Importance of Physical activities to keep volunteers
fit and skipping of breakfast and untimely eating.

12). Rashtriya Ekta Diwas (National Unity day):
National Unity Day was observed on 31st October, 2019 by different 15 NSS units across
Mizoram. On this day, NSS Volunteers under the guidance of Programme Officers took pledge for
“Rashtriya Ekta Diwas’ followed by lectures and discussion on “Rashtriya Ekta Diwas’ and
“Thought” of Sardar Vallabhhai Patel.

organized Sports and Cultural activities on this day.

13). Celebration of Constitutional Day:
An NSS unit of different Institutions observed Constitution Day on 16th November 2019. On
this day, some NSS units had read out the Preamble to the Constitution of India. Some NSS units, had
conducted lectures/talks on Fundamental Duties and Indian Constitution while some units had also
organized Essay writing competition on India Constitution.

6. Participation of NSS volunteers outside Mizoram:
1). Indian Youth Delegation to Beijing, China:
Two NSS Volunteers namely Laetitia Lalrinngheti and Lalnunpuii Renthlei both from PUC had
participated Indian Youth Delegation to Beijing, China during 2nd to 9th July 2019. During their stay
stay in Beijing, they had a chance to visit many historical places and had a good interaction with local
youths.

2). Republic Day Parade 2020:
Two NSS volunteers namely J. Lalhmingliani Govt. Zirtiri Res. Science College and CT
Lalmalsawma Govt. Mamit College had participated successfully Republic Day Parade at New Delhi
during 2nd to 30th January 2020. Besides participating at the Republic Day Parade 2020, they had
visited the residences of President, Vice President and Prime Minister of India during their stay in N.
Delhi.

3) National Youth Festival:
Six NSS volunteers from Mizoram University had participated National Youth Festival at
Lucknow, Utter Pradesh during 10th to 16th January 2020. During this programme, eminent
personalities were invited to deliver lectures on National Integration, Personality development,
Leadership to the participants. NSS Exhibition was also conducted in which NSS volunteers had
showcased the best practices of their states.

4). National Integration Camp:
Ten NSS volunteers and one Programme Officer from Govt. Kolasib College had participated
National Integration Camp which was held at Kohrajar, Assam during 14th to 20th February 2020.
During this programme, the importance of National Integration among the different castes, types and
religions were discussed. Academic sessions on various burning topics were also conducted by
inviting renowned speakers.

5). Tribal Youth Exchange Programme:
33 NSS volunteers and one Programme Officer from the following NSS units namely Synod
HSS, Govt. J.L HSS, Thenzawl HSS and Govt. Serchhip HSS had participated Tribal Youth
Exchange Programme which was held at Don Bosco Institute, Guwahati Assam during 2nd to 8th
March. During this programme, cultural exchange programme, trekking and academic sessions were
conducted successfully

7. Conduct of Workshop & Training by NSS Cell Mizoram.
1) Workshop on various issues in NSS in Mizoram:
The Two Day Workshop on Challenges and Opportunities in NSS in Mizoram was organized
by Regional Directorate of NSS, Ministry of Youth and Affairs and Sports, Government of India,
Guwahati in collaboration with NSS Cell, Mizoram in which around 100 Pos had participated in it.
The First day was held at the State Guest House, Chaltlang, Aizawl. It was inaugurated on 14th
November, 2019 by the Mr. Zothanmawia, Director, Sports & Youth Services Department, Govt. of
Mizoram. The second day of the programme was conducted at Tourist Lodge, Chaltlangin in which
Mr C.Lalsangkhuma Joint Secretary, SYS was the Chief Guest.
The main purpose of this two day workshop on challenges and Opportunities in NSS in Mizoram is to bring out the best innovative ideas for carrying out the flagship programmes and projects of NSS in Mizoram, it was hopeful that it will, to a great extend, be benefitted by the community of the State.

2). Training on capacity building of leadership and personality development through life skill.
1). The five day long Residential Training on capacity building of leadership and personality
development through life skill for NSS Volunteers was organized during 2nd to 6th December 2019 at
Auditorium, Govt. Zirtiri Res. Science College Aizawl, Mizoram. Mr C.Lalsangzuala Additional
Secretary, i/c SYS had graced the event as the Chief Guest in the Inaugural session. Around 90 NSS
volunteers and 10 Pos from different Institutions had participated in this programme successfully.
During this training programme, the participants were taught about certain components of Life Skills
like Self Awareness, Communication skills, Coping with Stress and Emotions, Decision making and
Problem Solving etc. The participants visited Motherless Baby Home at Treasury Square and the NSS
volunteers helped the home by feeding their babies, by bathing the inmates and also cleaning the
Home and its surroundings.
Every Yoga/Physical Exercise was performed by the participants. At nights, extempore
speech, talent show and cultural programme were organized successfully.

4). Inter Institutional Camp 2020:
The Inter institutional camp on “Leadership and personality development” was conducted by
the NSS Cell Mizoram at Govt. Zirtiri Res. Science College during 2nd – 6th March, 2020. Mr TC
Pachhunga (Ex MLA), Vice Chairman, Sports & Youth was the Chief Guest at the Inaugural
function. As many as 170 NSS volunteers and Pos from different Institution within Mizoram
had participated. During this programme, participants were taught 10 elements of Life Skills
and other relevant academic issues. Voluntary Blood donation camp was organized for the
participants from whom 69 units of blood were collected. Social work at some public places
and Walkathon from the camp venue to AR Ground was also conducted for the participants
successfully.
The ten best participants (female – 5 and male-5) were also selected through written
test followed by personal interview. The selected students were given Merit Certificate and
Cash Prize.

8. NE NSS Festivals:
The Government of India, Ministry of Youth Affairs & Sports is sanctioning fund for holding
NE NSS Festival since 2014-2015 where NSS volunteers exclusively from eight North East States of
India are invited for a period of five days and various programme such as Cultural programme,
Educational Programme, Field visit etc. used to be organized. Every year, this kind of Festival is
organized in three to five states. NSS Volunteers from the NE states are getting chance to share their
culture and values and exposed to learn new things. During this report period, as many as five NE
NSS festivals were conducted successfully as given below:
1). North East NSS Festival 2019-20 was organized at Agartala Tripura during 7th to 11th
December, 2019.
In this North East NSS Festival, 32 numbers of NSS volunteers alongwith 2 Programme
Officers from Mizoram participated. The participating NSS units are Govt. Aizawl North College,
Govt. Lawngtlai College, ICFAI, Thingsulthliah HSS and Kawnpui HSS.

9. Mass Cleanliness at Public places and some rivers:
1). Cleanliness Drive at AR Ground and its surroundings:
Under the supervision of State NSS Cell, Mass Cleanliness Drive was organized on 10th
September August 2018 (Friday) with active participation of approx 850 NSS volunteers and
Programme Officers within Aizawl City.
The NSS volunteers and programme officers had reached their respective RV at 7:00 AM, after
which they followed the main road towards AR Ground by cleaning scraps like paper, polythene,
sticks, and empty pockets of snacks on the main road.
All the volunteers reached AR Ground around 7:30 AM and they cleaned AR ground and its
surroundings. Mr Robert Romawia Royte Hon’ble Minister i/c SYS was also present in this
Cleanliness Drive and he himself cleaned this area just like NSS volunteers The garbage collected on
this day was thrown into the dumping ground by hiring vehicle..

2). Mass Cleanliness Drive at Chite river:
Under initiative of NSS Cell Mizoram, Mass cleanliness drive at Chite River was conducted
successfully on 2nd October 2019 in which six NSS units with 300 volunteers were actively
participated.
The volunteers were divided into two groups, one group had cleaned Chite river @ Ramthar Kai
and the other group cleaned Chite River @ Bethlehem Vengthlang kai. The volunteers had collected
one LPK Truck full load of unwanted polythene and other garbage from the river which was thrown
into dumping ground.

3). Cleaning of Rivers in other districts:
a). NSS Volunteers from Govt. Siaha College and Govt. Siaha HSS had organized cleanliness
drive on 24th September 2019 at River Titlao, near Siaha Town, around 25 Kms from Siaha. This
river is the main source of Siaha Water Supply System. NSS volunteers had collected more than 300
Kgs of Palstic Waste along the river and handed over to the PHE Dept. for disposals.

b). NSS units of different Institutions within Lunglei city had jointly conducted Mass cleaning
on 13th September 2019 at Nghasih Lui in which more than 200 volunteers participated. NSS
volunteers had cleaned the river and its surroundings by way of collecting unwanted polythene, old
clothes, unused plastics etc.
c). NSS Units of Govt. Champhai College and Govt. GM HSS had cleaned Keilungliah river
on 2nd October 2019 in which more 150 volunteers had participated in it. The volunteers present in
this river cleaning had collected unwanted polythene, plastic and old clothes. This garbage collected
by the volunteers was thrown into the dumping ground by hiring vehicle.
d). NSS Units of Govt. Mamit College and Govt. Mamit HSS had conducted Mass cleanliness
drive at Tuidai river on 2nd October 2019 in which more than 100 volunteers had participated in it.
The volunteers present in this river cleaning had collected unwanted polythene, plastic and old
clothes. This garbage collected by the volunteers was thrown into the dumping ground by hiring
vehicle.

e). NSS Volunteers of different Institutions within Kolasib town had cleaned Tuichhuah-en on
2nd October 2019 in which more 100 volunteers had participated in it. The volunteers present in this
river cleaning had collected around 50 bags of unwanted polythene and plastics from the river.
f). NSS Volunteers of different Institutions within Serchhip town had cleaned Sesah Lui on
2nd October 2019 in which more 100 volunteers had participated in it. The volunteers present in this
river cleaning had collected around 50 bags of unwanted polythene and plastics from the river.
10. Other important programmes:
1). Celebration of 1st Prize Award in Voluntary Blood Donation:
The Celebration of 1st Prize Award in Voluntary Blood Donation and Release of NSS
Directory-2019 was organized on 12th July 2019 at Aijal Club. This programme was chaired by Prof.
P. Rinawma Programme Coordinator NSS Cell MZU. The programme started with welcome speech
from the Chairman followed by the Report from State NSS Officer cum Deputy Secretary. He
reported that NSS had donated a total of 5365 units of blood voluntarily during 2018-2019 and
received the 1st Prize Award in overall category.

2). Holding of Walkathon on 18th January 2020:
To follow up the Fit India movement which was inaugurated by the Hon’ble PM Shri
Modiji, Walkathon was conducted by NSS volunteers and POS in all district headquarters on 18th
January 2020 in which more than 100 volunteers each had participated in it.
In Aizawl district, Walkathon was successfully conducted from Vana Pa Hall to
Chanmari in which more than 500 NSS volunteers had participated in it. Pu Robert Romawia
Minister i/c SYS was the Chief Guest in this programme.

3). Renovation of NSS Plantation at Airport Road:
NSS Cell Mizoram felt necessary to renovate and look after NSS plantation at Airport
Road which was started in the 2004. The surviving trees was properly counted and found to be 190

in number which were allotted to five NSS units such as HBC, PUC, GZRSC, Govt. Chaltlang HSS
Synod HSS. NSS Cell Mizoram had organized cleaning and weeding of the said plantation site
followed by painting of the trees (one foot off the ground upto 4ft high) on 10th March 2020 in
which more 150 volunteers from the above Institutions had participated in it.
Success Story:
The NSS Cell Mizoram was the first state in the North East India who had registered all the
agencies upto to the end user on PFMS and EAT Module. NSS Cell Mizoram is receiving Fund
received from the Govt. of India through PFMS and the same is transferred to the concerned NSS
units through PFMS only.
NSS Cell Mizoram has made provision for submission of monthly, quarter and annual report
through either email or Whats Apps. This enhances the percentage of submission of reports from NSS
Units.Time and funds were saved in this way. Performance of submission of reports is prepared and
circulated to the concerned NSS units quarterly.
NSS Cell Mizoram had created Whats Apps group for the programme officers. Found to be
useful for letting know our activities to other Programme officers and vice versa. Proved to be very
helpful for passing important Information to the Programme Officers.
NSS Cell had prepared the first NSS Mizoram Directory in 2017 and it has been updated
annually due to change of Programme Officers at the Institutional level as well as due to change of
contact numbers among Programme Officers.
NSS Cell Mizoram has been able to publish its Annual Report yearly. It is the only State in
the North East India who can publish its Annual Report Yearly.

21. ACHIEVEMENTS OF MIZORAM STATE SPORTS COUNCIL
(A) SPORTS MEDICINE WING.
(1) INTERNATIONAL
Apart from monitoring and assisting on diet and nutritional supplements, minor sports injuries and
medical issues have been dealt with players like Jeremy Lalrinnunga (Weightlifting), Lalremsiami
(Hockey), Lalchhanhimi (Weightlifting), Jeje Lalpekhlua (Football), Basil Khuma (Tennis),etc.
(2) ISL & I-League
Players like Zodingliana (Neroca FC), Lalruatthara (Kerala Blasters), Laldinliana (Chennaiyin FC),
R. Laldanmawia (East Bengal), Jerry Mawihmingthanga (Odissa FC), Zohmingliana Ralte
(Chennaiyin FC), Lalrinzuala Khiangte (Aizawl FC), etc., having serious injuries have been
rehabilitated under Sports Medicine Protocols and are now playing at the best Clubs in ISL and I-
League.
Apart from this, many players and athletes from different sporting disciplines have been looked after,
monitoring them with nutritional assessments and counseling, as well.
(3) STATE AND DOMESTIC
Domestic Tournaments like Santosh Trophy qualifying Rounds, National School Games 2019
Boxing, Mizoram State Games and many Sports Association specific concerned tournaments and
competitions have been catered by means of medical duties apart from normal routine of looking after
the sports injuries.
(4) SKILL DEVELOPMENT/ CONTINUING EDUCATION
The Sports Medicine Doctor has also completed the FIFA/CIES Diploma in Sports Management and
FIFA Diploma in Football Medicine.
