WELCOME to REAL CORP 2011, the 16th International Conference on Urban Planning, Regional Development, Information Society and Urban/Transport/Environmental Technologies Changes and diversification are ubiquitous in cities and regions. The quest for continuous renewal and improvement is a
driver towards a thriving development, as well as land use impact, displacement and “constructive destruction” with all the side effects. Urban development is not a one-way street leading towards an ideal end. Changes of the framework – like revival or crisis of economic sectors, the change of social ideals or ecologically driven challenges – demand the adaptation of the system of aims and development strategies. Also changes of the infrastructure and targeted interventions of planning lead towards elementary changes of the dynamics and trends of development. Permanent change takes place – often as continuous, evolutionary development, but sometimes also with huge, dramatic turning points. Sometimes change is predictable, often it comes unforeseen – and sometimes change can even be planned and managed. Cities are the most complex invention of mankind – and are permanently the subject of foreseen as well as unexpected change, foresighted planning and continuous transformation processes.
Therefore we chose the topic CHANGE FOR STABILITY: LIFECYCLES OF CITIES AND REGIONS. The Role and Possibilities of Foresighted Planning in Transformation Processes. The matter of “change as requirement for stability of cities and regions” is the core topic of REAL CORP 2011. How can planning deal with “lifecycles of cities and regions”?
Special attention will be paid to the technical possibilities of confronting and forming the changes: planning processes and instruments as well as urban, environmental, transport and communication technologies. Some of the topics that we will be dealing with during the next 3 days are
• management of rapid growth, structural change and shrinkage, • sustainability through intelligent resource management, • stability, safety and vulnerability of modern cities, • anticipatory planning under economically challenging circumstances, • quality of life as benchmark of successful urban development, • influence of “new technologies” on urban development, • spatial aspects of innovation and transfer of knowledge and technology, • together instead of side-by-side: rearrangement of cities, • new life in old structures.
REAL CORP 2011 brings together almost 500 experts from different fields and from all over the world and provides the stage for meeting and learning from each other in order how to handle these “lifecycles of cities and regions".
REAL CORP 2011 covers many different topics in about 200 presentations. The proceedings comprise about 1,500 pages of hand-picked knowledge for planners and for cities. There is not “the one answer” on how to plan and manage cities, so we will hear about many different experiences and approaches – and there is always something to learn from each other. A conference should never be and CORP for sure is not only about papers and presentations – it is about bringing people together, about networking, it is the face-to-face contacts that generate new thoughts, ideas, projects and friendships! There is no better place to deal with all those topics than the “Ruhr Metropolis” that has been facing fundamental changes over the past decades.

Essen is the economical and geographical centre of the Ruhr region. Within a radius of 50 kilometres around the city centre, 8.6 million inhabitants are living right next to the industrial area – about 48 per cent of the inhabitants in the entire North-Rhine Westphalia. For non-locals it is inconceivable that in the middle of a vibrant city centre, a climate-friendly way of working, living and relaxing could be possible at the same time. But exactly this is the goal of the City
Council of Essen and it will be pursued concerning the development of the city with enthusiasm.
Efficient energy use and sustainability are mandatory requirements. The addition of “Essen Green Centre” referring to the university district located next to the pedestrian zone, is on the agenda. About 4 of the entire 13 ha large urban area are transformed into a spacious water axis.. Combined to this, in spring 2011 a 21 km long bike and hiking path has been finished. The first cut of the spade for a new residential building project will soon be done.
Only a few minutes away by bike from there, one of the “founding fathers” of the industrial period of glory of the Ruhr region returned to his roots: the steel and technology concern ThyssenKrupp moved with more than 2,000 employees in the new campus headquarter located on the 230 ha large “Krupp Belt”. For an efficient treatment of the water resource, an innovative canal system has been installed, for relaxation the nearly 22 ha Krupp-Park and a more than 9,000 m2 large lake are available.

CORP conferences have been held annually since 1996 and are Europe’s major congresses on Urban Planning, Regional Development and Information Society. The events are extraordinarily interdisciplinary, whereby usually a lot of new ideas and projects are generated. About 400 experts from around the world from the fields of urban planning, transport planning, information and communication technologies, ar-chitecture, ecology, real estate, GIS and surveying, multimedia technologies and mo-re meet to discuss current tasks and topics on urban planning, regional development and information society in an international and interdisciplinary conference. Speakers and participants represent private companies as well as research institutions and public administration. CORP 2011 is co-organised by CEIT ALANOVA, CORP association, and ISOCARP, the International Society of City and Regional Planners. The programme includes ex-pert lectures, round tables and workshops, business presentations and exhibitions as well as extensive social events.

Welcome to North Rhine-Westphalia and welcome to a special place – the location of “Zeche Zollverein” in Essen, built in 1932. I am pleased that your conference on “urban development and the change of cities” takes place here in the “Ruhrgebiet”, a region with at least 53 cities and 5.3 million people.
Zollverein World Heritage Site is one of the most important monuments in North Rhine-Westphalia and has been registered since 2001 in the World Heritage List of UNESCO. Zollverein World Heritage Site with the former coal mining area, the coke oven plant and its new buildings – such as the SANAA Building where the congress is held – is one of the most important cultural and tourist destinations in North Rhine-Westphalia. Like no other state, North Rhine-Westphalia has dealt in recent decades with conversions and renovations and has set a new value to areas thanks to the conservation and the uses of industrial monuments. Industrial monuments such as the Zollverein World Heritage Site were used as starting points for building culture and urban development, keeping in mind its roots and respecting them. Therefore in the Ruhrgebiet there was an unique human identity and cultural landscape to be preserved and to be developed.
Zollverein World Heritage Site is having a structural change in an old industrialized region, which succeeds in spite of an increasingly difficult environment in attracting high-quality service industries, knowledge society staff and creative people. The former coal mines include the “Ruhr Museum”, the “Design Centre North Rhine-Westphalia” as well as numerous companies in the creative industry, a gallery, studios and more.

Welcome to Germany, North Rhine-Westphalia and to the very special location of “Zollverein World Heritage Site” in Essen in the “Ruhrgebiet”. This region was dominated by coal mining for more than 150 years and the structural changes have been dramatic with a job decrease in the mining industry from 500,000 in the 1960s to less than 30,000 nowadays.
Therefore, transformations, conversions and renovations have been on the spatial planning agenda of North Rhine-Westphalia in recent decades. The “Real Estate Fund North Rhine-Westphalia” from 1980 was one instrument for mobilizing old brownfields and activating them for new use like it happened at Zollverein World Heritage Site with the new “Ruhr Museum” or with this conference location SANAA Building. Since two decades, special funding and urban marketing programmes for city centres in North Rhine-Westphalia or urban competitions have been in the main focus. “City Offensive”, a public-private partnership project since 10 years now, is another example for such activating instruments. Zollverein World Heritage Site is a perfect example for the structural change in the “Ruhrgebiet”. Last year, more than 2 million visitors – from Germany as well as from other countries – visited this place as part of the European Capital of Culture RUHR.2010 and made it a new tourism stronghold in North Rhine-Westphalia. Beside numerous and permanent cultural institutions like the Ruhr Museum, an ice-skating arena in winter or a swimming pool in summer are two examples for subsequent use on that old coal mining site. Hopefully you find some time to visit this extraordinary Zollverein World Heritage Site.

“INNOVATION CITY RUHR – BLUE SKIES, GREEN CITIES – CLIMATE CITY FOR THE FUTURE ” Markus PALM Initiativkreis Ruhr
Markus Palm studied architecture and construction management at the universities of Wuppertal and Dortmund. He then pursued post-graduate studies in Real Estate Economics. After working as an architect and construction project co-ordinator, Mr Palm went on to manage and direct a series of large building projects in the inner harbour of Duisburg. Then, as branch agency director for “Orco Projektentwicklung GmbH”, he co-ordinated the construction of “Sky Office Düsseldorf”, a modern high-rise office building. In recent years, Mr Palm has held positions of responsibility in a series of project development firms in Frankfurt. Since mid-2010, he has been managing director of InnovationCity Management GmbH, a consortium responsible for the realisation of a low-energy-cost city of the future. In the upcoming decade, an entire city district of the size of ca. 70,000 inhabitants will be remodelled along those lines as a pilot project for future metropolitan energy efficiency. His key areas of expertise are urban planning and development, project development, real estate economics, and construction management.

Henk Ovink (1967) is the Director of National Spatial Planning and vice Director General for the Dutch Ministry of Infrastructure and the Environment. He is responsible for the development of the new Dutch Spatial Planning Policy, the Architecture Policy on Architecture and Spatial Design, the new Spatial Planning Act (WRO), several long-term plans and studies including the Randstad 2040 Structural Vision and the Dutch spatial Olympic strategy (Plan for the Olympics 2028) and furthermore for the R&D agenda on Spatial Planning, two academic chairs at the University of Utrecht (Planning Studies) and the Delft University of Technology (Design and Politics, initiated by Ovink in collaboration with Wytze Patijn, Dean of the Faculty of Architecture at the TU Delft) and different research projects on sustainability, spatial planning, governance and design.
Henk Ovink is co-curator for the International Architecture Biennale Rotterdam 2012 “Making City” and curator 2011 for Aedes Network Campus Berlin on Design&Politics: The Next Phase. Ovink teaches at Harvard GSD, Columbia GSAPP, University of Ken-tucky, TU Delft, and among others the Design Academy Eindhoven. He is responsible for (initiating) the research program Design and Politics (DAPP) and lectures on new ways of planning and the position of politics and design at several conferences around the world. He set up a series of publications with 010 Publishers called Design and Politics covering the historical and political perspective as well as focusing on specific issues (designing the Randstad, Compact Cities and more). Ovink has published several articles on the change of government, governance and planning as well as on the specific relationship between design and politics.

Bernd Streich is Professor for Computer-aided Design and Planning Methods in Spatial Planning and Architecture at the Technical University Kaiserslautern in Germany. After his study time in Hamburg and Bonn, Bernd Streich was a scientific assistant at the chair for urban design and urban settlement at the University of Bonn and from 1987 to 1990 he worked in the planning department in the municipality of Essen. He received his doctor’s degree 1983 on the subject of "Simulation of Urban Form/Design by Using Computer Techniques". Since 1990 Bernd Streich has been Professor at the Technical University Kaiserslautern. From 1997 to 2001 he was a substitute of the professorship for urban planning at the University of Bonn. He is a member of the German Academy for Urban Development and Regional Planning (DASL), the Academy for Spatial Research and Planning (ARL) and the Higher Expert Committee for Land Valuation and Real Property of Rheinland-Pfalz.

Tse-Fong Tseng is currently Associate Professor at the Graduate Institute of Urban Development and Architecture and at the Center for Research on Regional Economy and Urban Development, both located at the National University of Kaohsiung. Further he is the Director of the Administrative Office for Union of Universities in Nord Kaohsiung. After his Master studies in the Department of Architecture at the National Cheng-Kung University in Taiwan, he finished his PhD studies at Technische Hochschule in Darmstadt in Germany at the Department of Architecture in 1994. From 2006 to 2010 Tse Fong Tseng was the Director of the Association of Glocalization Development and from 2007 to 2010 Member of Urban Planning Committee Kaohsiung City Government. Another professional experience was his work at the Kaohsiung County Government.
His areas of expertise are Low-Carbon & Passive House Design, Ecological Urban Planning & Design, Landscape Planning and Regional Policy & Development.

With the “Leipzig Charter on Sustainable European Cities”, the Ministers of the European Union responsible for Urban Development have initiated a process in 2007 which is oriented towards the European urban development with common goals and integrated strategies. The aim is to implement the “EU Sustainable Development Strategy”.
Urban development policy in North Rhine-Westphalia is based on this idea of the European city which emphasizes the economic, social and cultural values of cities. The role of cities is twofold: they have an innovative impetus and are engines for the development of the entire country and therefore must be supported in this role. But cities are also responsible towards disadvantaged neighbourhoods and inhabitants, for ensuring a balance among the urban population, for overcoming the effects of demographic change and climate change. Internal development, land conversion and stabilization of the inner cities and town centres are particularly in focus.
The complexity of urban challenges can only be met with an integrated urban development. Integrated urban development concepts are therefore the basis for action in urban development and urban development promotion programmes in North Rhine-Westphalia.

InnovationCity Ruhr is a pilot project with power to spread: in the next ten years, a complete borough of a city with about 70,000 inhabitants is to become a model of energy efficiency. The concrete aim: in this urban model in the southern part of Bottrop, CO2 emissions are to be reduced by 50 per cent by the year 2020. This is to be achieved through innovative technologies and proven methods in energy efficiency, revitalization, decentralized generation of energy, (electrical) mobility, urban renewal and Smart Energy. The implementation of the project requires an aggregation of forces: all persons concerned, governments at all levels, business and science will work closely together and act in concert with citizens. The motto here is: "Concerted action". InnovationCity Ruhr sees itself as an instigator of energy-efficient urban renewal in the entire Ruhr region beyond the bounds of the pilot project itself - promoting a greener and more attractive living environment. And climate protection as well. The long-term aim thus also includes the transferability of the findings and the developed processes to comparable regions and cities of the Federal Republic and the rest of Europe. Energy efficiency and renewable sources of energy are the markets of the future. As a unique example of public-private partnership, the urban renewal project InnovationCity Ruhr is a multi-billion investment shared by enterprises and the State of North-Rhine Westphalia. An investment giving a region traditionally concerned with energy supply an opportunity to become a world pioneer in climate and environmental protection technologies, together with all participants and enterprises as well. The idea of the InnovationCity Ruhr project was developed in the Ruhr initiative group comprising sixty-seven leading business enterprises. Together, these employ 2.25 million people and generate sales worth EUR 630 billion world-wide. Their executives represent the Ruhr initiative group as personal members.
InnovationCity Management GmbH, sponsored by the State of North-Rhine Westphalia and the EU will manage the project for the coming ten years (up to 2020). Its task is to supervise the entire process of the InnovationCity Ruhr project, to coordinate it, and to publicize it. It is the interface bringing together the protagonists and future partners. It plans and implements the comprehensive economic and ecological renewal of cities with the aim of bringing a continuous and sustainable improvement to the quality of life.

Ministry of Infrastructure and Environment The Ministry of Infrastructure and Environment is committed to strengthen the interna-tional economic competitiveness and to improve quality of life, access and mobility in a clean, safe and sustainable environment. The Netherlands consists of an network of historically grown and developed cities in a Delta of rivers in an culturally out-standing historic landscape below sea level. This positions the main assets of the Netherlands as well as the main tasks the Ministry stands for. The Ministry strives to maintain and develop this efficient network of cities through investing in its roads, railways, waterways and airways, effective water management to protect against flooding, and improved air and water quality. The Netherlands is a densely populated country where issues such as living space have to be considered carefully. Maintaining the welfare society and improving the spatial-economic structure needs respect for nature, space and raw materials. We have to keep the environment that we live, work, and recreate in healthy and sustainable - not only for ourselves but for future generations as well. Directorate-General of Spatial Policy The Directorate-General of Spatial Policy advises the Minister of Infrastructure and the Environment in fulfilling responsibility for establishing and implementing cohesive national planning and design policy for the Netherlands's sustainable spatial development that contribute to a strong economic competitiveness. The Spatial Planning Act is one of the main implementing instruments. The Di-rectorate-General promotes spatial developments along the lines of less detailed regulation by central government, fewer barri-ers and greater latitude for other levels of government, members of the public and market parties. Currently the National Spatial Strategy is actualized. The economic crisis is forcing the government to make sharp choices. Actualization, decentralization and de-regulation of the national spatial policy are the keywords of the future spatial policy. Within the scope of the actualization the government focuses on economic prioritized urban regions, including the mainports (Schiphol airport, port of Rotterdam), brainport (Eindhoven) and greenports.
INTERNATIONAL ARCHITECTURE BIENNALE ROTTERDAM (IABR)
The International Architecture Biennale Rotterdam (IABR) was founded on the conviction that architecture is a public concern and that its main challenge is the design of decent day-to-day living conditions for billions of people. Conceived as a research biennale each edition of the IABR is based on an urgent social agenda, engaging the fields of architecture, landscape architecture, and ur-banism in research, public dialogue, multi-media presentation and concrete design. The 5th IABR: Making City starts from the premise that massive worldwide urbanisation is inevitably forcing us to rethink the way we govern, plan and design our cities. As a consequence of continuing urbanization, “city making” is presenting itself as one of the most effective, hands-on (political) instruments for responding to social challenges. However, as they have been conceived within the administrative context of the nation state, the existing planning principles and procedures are often failing to respond to cur-rent socio-economical, ecological and other challenges that cities are facing. In close collaboration with municipal authorities and other local partners, the IABR itself is initiating and coordinating three innova-tive projects for three Test Sites, respectively in Rotterdam, Istanbul and São Paulo. These Test Sites are exemplary for three sig-nificant, recurring evolutions and challenges that necessitate a rethink of our planning system. By partnering with the IABR, the local Test Site projects can side-step the regular, linear planning process and connect to an international trajectory of research, design, debate, reflection and presentation, thus adding reflection and quality to the regular process while the aim is still to implement. In order to create a broader context for its main arguments, the 5th IABR has launched a worldwide Call for Projects to identify a series of completed, ongoing or planned processes and projects which rethink the existing relationship between (urban) politics, planning and design. In April 2012, the results of 1.5 years of testing, researching, designing and interaction between all involved international part-ners, will culminate into the actual Biennale, with the main exhibition being presented at the Dutch Architecture Institute (NAi), with other exhibitions and parallel programs in Rotterdam and elsewhere in Holland, and with local Test Site exhibitions and special programs in São Paulo, Istanbul and, again, Rotterdam. The 5th IABR will open with a Conference on Making City and it will closely collaborate with Dutch public television to broadcast its program to a wider audience.

Ropeways and Cable Cars in Urban Areas: According to UN HABITAT, the percentage of people living in cities will increase from 50 percent to 70 percent in less than a generation. Much of this migration will occur within the developing world and result in some two billion people living in sub-standard housing and informal settlements. As a consequence of this, un-planned cities and dysfunc-tional metropolitan regions are expected to become the dominant urban form within Africa, Asia and Latin America. Residents of these areas will experience decreased economic prospects, health and safety and severely restricted mobility due to a lack of transit options.
Increasingly, cities are using aerial ropeway technology to solve this problem of mobility and connectivity. Cities such as Algiers, Caracas and Medellín have leveraged the technology’s small footprint to overcome physical obstacles like rivers, steep inclines, traffic and residential settlements. Financial obstacles have also been overcome as ropeway technology is among the cheapest forms of mass transit currently in existence. Furthermore, ropeways emit zero emissions and consume less energy per rider than other standard transit technologies.
Ropeways have an immediate positive impact on people’s lives. Cheap, clean and quick to install, cities are finding that ropeways are an effective means to bring communities together while improving mobility and standards of living.

The ISOCARP Awards for Excellence are conferred in recognition of exceptionally innovative urban and regional initiatives that best express the theme of the 47th ISOCARP World Congress on “Liveable Cities: Urbanising World. Meeting the challenge” in Wuhan, China. ISOCARP intends to stimulate and promote innovative spatial projects (urban and/or regional), successfully elaborated and/or implemented by local, regional, national authorities or other institutions and thus improving the natural and built environment, quality of life and cultural development.
This year special emphasis will be given to projects recognising the importance and significance of spatial projects in the area of liveable cities in different aspects all over the world. These awards were created as the highest honour that the International Society of City and Regional Planners can award to a city, region or an institution and ISOCARP has the pleasure to invite you to submit entries for the 2011 ISOCARP Awards for Excellence. 47TH ISOCARP CONGRESS: “LIVEABLE CITIES: URBANISING WORLD”. Meeting the challenge.

The theme “Liveable Cities – Urbanising World, Meeting the Challenge” reflects the central problem of the acknowledged world wide phenomena of the exponential and inexorable inward flow of people to cities and the consequent rapid expansion of urban development. Wuhan, with its ever increasing population base, has acknowledged the importance of this congress theme especially with regard to learning how their particular range of urban, transportation congestion and spatial problems are being dealt with sustainably across the globe.
The congress will support four workshops exploring the major theme in terms of low carbon environments, sustainable networks, all transportation pathways including waterways, recreational provisions, heritage and the Green Environment. There will be, in addition to the four topical workshops, selected half-day workshops such as one being offered by the Centre for Liveable Cities, Singapore. Details of this workshop as well as others will also be announced at a later date when all details have been finalised.
International Society of City and Regional Planners (ISOCARP)
The society’s network brings together individual and institutional members from more than 70 countries worldwide. As a non-government organisation, ISOCARP is recognised by the UN, UNCHS and the Council of Europe. The society also has formal consultative status with UNESCO. Although ISOCARP members work in many different fields they share a common interest in the spatial and environmental dimensions of urbanisation. They advise key decision-makers, proposing and supporting projects for intervention in a spatial context through general or specific actions.
