History of Foundation University

Foundation University was inaugurated as Foundation Collegeon July 4, 1949 by Dr. Vicente G. Sinco. One of the country'sleading citizens, Dr. Sinco was former President of theUniversity of the Philippines, signer of the United NationsCharter, served as commissioner of foreign relations and as acommissioner of private schools, and was Negros Orientals'delegate to the 1971 constitutional convention.

Holding classes regularly in a rented building in downtownDumaguete City, the college soon moved to the present location ofits main campus in Dr. Miciano Road, Barangay Taclobo. Oneconcrete multi-story building after another replaced the thickbamboo grooves and the heavy growth of cogon grasses.

Today, on its 63rd year of existence, the University hasgrown from a few buildings to a physical plant with seventeenconcrete buildings, one gymnasium, an alumni house, a moderncomputer center and a social garden, all located in two clean,green and well-maintained campuses in Dumaguete City. TheUniversity also prides itself with three demonstration andexperimental farms which serve as training area for its studentsof agriculture.

The growth of the University is not only seen in itsimpressive campuses, but more so in intellectual ferment clearlyexpressed in its revitalized programs of study, the quality ofits faculty and the enthusiastic attitude of its students.

In recognition of this growth, the University's programs inLiberal Arts, Commerce and Education were granted Level II Re-Accredited Status by the Philippine Association of Colleges andof Colleges and Universities Commission on Accreditation.Foundation University is a member of the InternationalAssociation of Universities.

History of the College of Business Administration

In 1951, Foundation University produced the first graduatesof Associate in Commercial Science. The following year, graduatesof both Associate in Commercial Science and Associate inSecretarial Science were produced. Both courses were non- degreeprograms.

It was only in 1954 that the university was able to producegraduates of the degree of Bachelor of Science in Commerce. Thedepartment was then known as the School of Business and Economicsto emphasize the offering of the Economics program.

In the early 90's as the population of the school continuesto increase, the department was named the College of Business andEconomics. Later, the Accountancy program was offered as a

separate course from the BSC. To emphasize the offering of thesaid program, the college in the late 90's was known as theCollege of Business, Economics and Accountancy.

In the late 90's, the Computer Center was put up and wasplaced under the care of the College of Business, Economics andAccountancy. Additional computer courses were since then offered.These include the BS in Information Management together with theBS in Computer Science and BSC in Business Computer Applications.

As early as May 2004, the Bachelor of Science in HospitalityManagement with majors in Hotel and Restaurant Management andTourism Management was given a go signal for its offering in thefirst semester of school year 2004-2005. At present the BSBA(formerly BSC) program is enjoying the privilege of being grantedLevel II accreditation - 4th re-accreditation by the PhilippineAssociation of Colleges and Universities Commission onAccreditation.

In 2008, due to a continued increase in population thecollege was divided into three, the School of HospitalityManagement, School of Computer Studies and the college ofBusiness Administration. The College of Business Administrationhas two departments, the Accountancy Department and BusinessAdministration Department.

Purpose of the College Catalogue

This catalogue provides information about FoundationUniversity, in general, and the College of BusinessAdministration, in particular. It contains information about thespecific objectives of the college, the differentcourses/programs offered and their corresponding curricula,certain important procedures and grade requirements.

Academic Advising

Every student in the college belongs to an academic-relatedorganization, with and adviser who is a member of the faculty andwhose academic preparation is related to the area ofspecialization indicated by the organization. The adviser assistsevery advisee in the planning of the latter's academic curriculumand other school requirements.

Program of Uncompromising Personalized Attention

The academic adviser is also available to assist allstudents in other academic-related problems affecting theircollege life. This service is in line with the Uncompromising,Personalized Attention which looks at the student not just asanother warm body but as a unique individual. Each student isencouraged to visit his/her academic adviser during the latter'sconsultation hour.

Rules and Policies for Students

Attendance

Prompt and regular attendance at all classes is requiredbeginning on the first day of class days and immediately beforeand after long vacations. Three unexcused absences may beincurred and the rest of the 20 percent allowed by the Manual ofRegulations for Private School must be excused. Excuses forabsences will be granted by the Dean in the case of illness,death in the family, or other compelling circumstances. Theteacher concerned will determine the validity of the absence inall other cases. If absences, excused or unexcused, areexcessive, the instructor may recommend to the Dean that thestudent be dropped from the course. Consequently, this studentshall be given a failing grade and earns no credit for thecourse.

Changes in class Schedule

Students who wish to add or drop subjects must complete theAdd/Drop Form and seek the Dean's approval so that changes can bemade in his academic file. He should then take the form to thedepartment offering the subject for approval then submit the formto the Office of Admissions and Records for proper recording. Nostudents should enroll in any subject or course that requiresprerequisites unless he/she has already taken and passed theseprerequisites. No credit is given to students who violate thisrule.

Withdrawal

A student may withdraw from the University any time up tothe preliminary period but before the prelim examination. He willreceive a mark of “W” on his record for each of the droppedcourses. Subjects dropped thereafter will be considered asfailures.

Curriculum Change or Shifting

Students are allowed to change from a course in the Collegeof Business Administration to one in another college only withthe approval of that college.

Field of Concentration or Major

Not later than the first semester of his junior year, astudent must choose one department for the last two years. Changein the field of concentration or major may be made only with theconsent of the major department concerned and with the approvalof the Dean of the College. A grade of no less than 2.5 in eachand every subject taken in a field of concentration (for BSBAdegree) and a Business Law, Taxation, English and Mathematicssubjects for BS in Accountancy is required so that a student maycontinue with his major field.

A student who takes up Accountancy must meet the followingrequirements:

1. Pass a qualifying examination given to those who havefinished 12 units of basic accounting and are interestedto pursue that BS Accountancy course.

2. Pass in an interview conducted by the Chairman of BSAccountancy program.

3. Maintain a grade of 2.0 or better in all his Accountingsubjects, English, Business Law, Taxation and Mathematicssubjects.

4. Secure certification from Accounting faculty and Dean ofthe College before he is allowed to take the CPA BoardReview.

For BSBA program, the student has to observe the following:

1. A grade of 2.5 or better must be maintained by thestudent in all basic subjects leading to his major fieldof specialization.

2. A grade of 2.75 or below in any of his major subjectswill not be credited. The student will have to repeat thesaid subject for him to qualify for admission of the saidarea of specialization. Should he fail the second time,he may be advised to shift to other major or course.

Course Load

The regular course load for a semester is indicated in theprescribed curriculum based on CHED Memorandum Order No. 60. Afull- time student is one who carries at least fifteen (15) unitsof academic work.

Academic Probation

It is institutional policy of Foundation University torequire students admitted to show serious interest in theirstudies and maintain satisfactory academic performance andscholastic records. A student who gets 5.0/WD/INC in fifty (50)percent of his academic probation in each semester for the lasttwo semesters he was enrolled shall be placed on academicprobation. Such student cannot carry more than fifteen (15) unitsof academic loads for the following semester and should pass allhis subjects. Those who continue to show lack of interest intheir studies and make up no earnest efforts to improvethemselves are denied readmission after a semester's probation.

Dean's or President's Award

The Dean's award is given to a student whose Grade-PointAverage (GPA) is 1.75 or better but not high enough to qualifyhim/her for the President's Honor Award which requires a GPA of1.4 or better. Said student must have good moral character andexemplary behavior and must be recommended by the faculty of hiscollege.

Dress Code

All students must observe the appropriate dress code whenthey are in the main campus for their lecture classes or forUniversity events and activities.

Sports and Cultural Activities

Participation in sports especially during the Intramurals isencouraged. Participation is also enjoined in the culturalactivities of the university such as annual Kasadya-an. Theseactivities help contribute to the holistic development of everystudent.

Attendance in Special Events

Attendance in convocation and other prescribed co-curricularactivities is expected. These activities are intended to developan abiding and intense interest in the totality of the Universitylife, in the process enabling the students to develop his totalpersonality.

Vandalism and Abuse of College/University Properties

Vandalism and abuse of college or university properties areconsidered serious offenses. A student who vandalizes, abuses, ormaliciously misuses any property of the college or of theUniversity commits a breach of discipline and shall be punishedaccordingly.

Academic Dishonesty

Honesty of students in all examinations is assumed.Dishonesty may result to failure in the course. Flagrant orrepeated dishonesty may result in suspension or dismissal fromthe University.

Conduct and Discipline

As a general rule, Business students must observe the lawsof the land, the rules and regulations of the University, and thestandards of good manners and right conduct. For completeinformation, the student may refer to the University Rules andRegulations.

Library Rules

The Library and its reading rooms in the building are opento all students. Each student is requested to read the LibraryManual which is available at the main Library.

See the Dean (STD)

Students exhibiting attitude problems and those who commitoffenses are required to see the Dean. If required to STD, thisstudent must comply immediately.

Laboratory Rules and Regulations

1. ONLY those students who are enrolled in any ofcomputer/keyboarding courses are allowed to enter thecomputer/keyboarding room.

2. Students will only be allowed to enter the rooms whencomputer/keyboarding instructor is present.

3. Only the Instructors are allowed to turn ON/OFF the airconditioner and computer main power switch.

4. Students enrolled in a computer/keyboarding class areallowed to use the facilities only on Tasks Related tothe computer/keyboarding course in which they areenrolled.

5. Personal or unauthorized use of the computer unit isstrictly prohibited.

6. Students must use the computer units with proper care andnot play or experiment with any part of it.

7. Students are not allowed to transfer from one unit to theother without permission from the instructor.

8. Eating, drinking and smoking are strictly prohibitedinside the computer/keyboarding room.

9. The use of diskettes other than those authorized isstrictly prohibited to prevent virus contamination thatmight result to program loss and/or corruption.

10. Do not write or put a mark on the units or an of theequipment or furniture in the computer/keyboarding room.

11. Should problem(s) occur in the course of using thecomputer units/typewriters, call the attention of theInstructor. Never try to fix the problem by yourselfsince this will or might worsen things.

12. No littering inside the computer/keyboarding room andwithin the computer center/keyboarding rooms' premises.

13. Students are not allowed to loiter in the hallway ofthe computer center/keyboarding room.

The Dean/Director or any of his/her authorizedrepresentatives has the option to send out or forbid studentsfound violating the above rules and regulations to enter thecomputer rooms/keyboarding laboratory and will be recommended fordisciplinary action.

Requirements for Graduation

Personal Record

Upon enrollment at the College of Business Administration,an official file folder is established. This file contains allinformation concerning your academic progress in the College andis kept-to-date. Only your academic adviser is allowed to borrowyour file. You are, however, advised to keep your own copy of thecurriculum, to record your grades each semester, and to take noteof pre-requisite subjects.

Minimum Grade Point Average (GPA)

To graduate, a student must:

1. Earn a GPA of 2.75 or better as of the first semester ofthe senior year;

2. Complete the required number of units required for hiscurriculum;

3. Be able to meet the requirements of one year resident atFoundation University, i.e., not less than thirty (30)units of academic work must be taken in this University.

Student who, at the end of the second semester of the senioryear, lack not more than two (2) subjects to graduate may applyfor a waiver provided:

The total number of units required for the two remainingsubjects do not exceed six (6) units, or if one of the subjectshas laboratory, the total does not exceed eight (8) units; and

None of the subjects fall in the major field ofconcentration as required in his/her curriculum.

Degree Time Limit

A business student is expected to complete the baccalaureatedegree in four (4) years. Extension of this time may be grantedfor valid reasons only and with the approval to the academicadviser and the dean.

DEPARTMENT OF ACCOUNTANCY

Policies for Admission to Accountancy Program

For Incoming Freshmen

1. Must obtain a grade point average of at least 85% in Mathand English subjects during his/her 4th year but no gradebelow 80% in his/her other subjects.

2. Must obtain a score equivalent to 2.0 in the I.Q.Examination administered by F.U. Guidance Counselor'sOffice.

For FU Shifters

1. Must obtain a general grade point average of at least2.25 in all subjects taken prior to the transfer.

2. Must have a grade of at least 2.0 in all his/her Math,English, Accounting, Taxation, and Business Law subjectstaken at F.U. Or previous school.

3. Must obtain a score equivalent to 2.0 in the I.Q.Examination administered by F.U. Guidance Counselor'sOffice.

For Transferees from other schools

1. Must obtain a general grade point average equivalent toat least 2.25 of the F.U. Grading system at the time ofhis/her transfer to F.U.

2. Must have grade equivalent to at least 2.00 in his Math,English, Accounting, Taxation, and Business Law subjectstaken from his/her previous school.

3. Must obtain a score equivalent to 2.0 in the I.Q.Examination administered by F.U. Guidance Counselor'sOffice.

Note: The forgoing policies are over and above policies ofadmission required by Foundation University.

Policies for Retention in the Accountancy Program

Coverage

The policies set forth hereafter shall apply to all studentsat all levels of the accountancy program at R.U. Beginning schoolyear 2002-2003 and shall continue until amended add/or revoked.

Grade Requirement

The student must obtain a grade of at least 2.0 in allhis/her Math, English, Accounting, Taxation and Business Lawsubjects and must maintain at all times, a general grade pointaverage of at least 2.25.

Grade below 2.0 in any Accounting Subject

A student who fails to obtain a grade of at least 2.0 in anyof his/her accounting subject must retake it during the nextregular school year.

Strict Observance of Accounting Curriculum

Except on very reasonable cases, every student must enrollin subject prescribed by the curriculum for accountancy programin each term/semester. Overload or under load of subject isstrictly discouraged.

Annual Comprehensive Exam

Student at all levels must take the annual comprehensiveexamination to be administered by the Office of the Chairman ofthe Accountancy Department. The comprehensive examination will beadministered to all levels- 1st year to 4th year. The saidexamination will cover all accounting subjects taken in eachlevel. Except for 4th year student, the students of lower levelswho will fail in the comprehensive examination will be requiredto take remedial classes in the subjects where they fail duringsummer.

Attendance to Remedial Classes

Only students who obtained a grade of at least 2.0 in thesubject of subjects where they failed in the comprehensive

examination will be admitted to remedial classes. Students whofailed to obtain a grade of at least 2.0 in any accountingsubject are required to repeat the subject or subjects during thenext regular school year. Remedial classes will be conductedevery school year. The faculty conducting the remedial classeswill certify that the said students have religiously attendedhis/her class or classes and that they have passed thecomprehensive examination given at the end of the summer classes.The said certification will be presented to the enrolling officerupon their enrollment to the next level in the following schoolyear.

Failure to Attend Remedial Classes or Pass the ComprehensiveExamination after Summer Classes

A student who fails to attend the remedial classes duringsummer and/or fails in the comprehensive examination given at theconclusion of the summer classes shall be refused admission tothe next higher accounting subjects offered in the followingschool year.

Taking the CPA Board Examination

Except in reasonable cases, all students conferred by theUniversity with the degree of Bachelor of Accountancy must takethe CPA Review Class immediately after graduation and must takethe CPA Board Examination immediately thereafter.

GRADING SYSTEM

The scholastic achievements of students are evaluated interms of marks or grades which are in numbers ranging from “1”(exceptional) to “3” (passing). A grade of “5” means failure.

GRADING SYSTEM FOR ALL ACCOUNTING SUBJECTS

A. The student will be evaluated in four major areas, namely:1. Quizzes given before the start of each chapter.2. Chapter examinations given at the conclusion of each

chapter.3. A comprehensive midterm examination that will cover the

first chapter to the last chapter taken up during themidterm period.

4. A comprehensive final examination that will cover thefirst chapter to the last chapter taken up in thesemester or term.

B. Attendance and class participation will be considered onlywhen the student's grade is in the borderline of making itto the cut-off grade of 2.0.

C. Two grades will be computed during the entire semester orterm, a midterm grade and a final grade. This will becomputed as follows:1. Midterm Grade:

a. Results of the quizzes will be accumulated and theequivalent grade is given. The equivalent grade has aweight of 1 chapter exam only.

b. Result of each chapter examination is given anequivalent grade.

c. The cut-off grade of 2.0 will be determined where thescore obtained divided by the highest possible score is75%. The grade interval is computed by deducting theraw score for 75% from the highest possible score anddividing the difference by 5 (there are 5 gradeintervals from 1.0 to 2.0).

d. The equivalent grade of the quizzes plus all gradeequivalents of each chapter examinations will beaveraged and the result is multiplied by a weight of2/3.

e. The equivalent grade of the midterm examination isdetermined where 2.0 will be equivalent to 75%. Theequivalent grade is multiplied by a weight of 1/3.

f. The midterm grade is then computed by adding theresults in letters (d) and (e). In case the student isin between 2.0 and 2.25, his/her class attendance andparticipations will be considered in determining thefinal grade.

2. Final Grade:a. The computation of the final grade will follow the same

procedure in computing the midterm grade except thatthe weights are adjusted, as follows:

ECO21 – MicroeconomicsThis course introduces the student to the three pillar of

economic analysis (choice, scarcity, and coordination) and themathematical techniques that economists use to represent theseideas (optimization, equilibrium, and adding-up constraints).Most of the course is devoted to “price theory”, elasticity,price regulation and consumer choice, which is the analysis ofthe role that price play in facilitating coordination in a marketeconomy.
