Presentation Notes
Teaching & Learning Quality and Innovation We will enable BU to be a leader in the development of new learning models, while enhancing the BU community’s ability to engage students across disciplines in active, deep learning, using both proven and emerging pedagogical methods. Research LeadershipWe will renew our commitment to leading research computing infrastructure and support services, especially in fields identified as strategic areas for the University moving forward. Operational Efficiency and EffectivenessWe will enable BU to meet or exceed applicable peer and industry benchmarks for operational efficiency and effectiveness in support services, especially in the areas of academic and research administration. Data Management and Analytics We will extend our ability to collect, store, analyze, and disseminate data, including big data, in support of student success, research productivity and administrative effectiveness. Collaboration Across BoundariesWe will improve the BU community’s ability to discover, connect and interact with each other across historical, organizational, disciplinary, geographic and institutional boundaries. Sustainability and Risk ManagementWe will plan for the renewal of critical technology infrastructure and ensure that security and compliance are consistently addressed.

But that plan has run its course, and the University has a new strategic plan for 2030.

It’s time for a new technology plan!

New Initiatives

Technology Strategic Plan FY22-24 DRAFT

However . . .

• A conventional planning process includes• Extensive assessment, both in internal to IT and in the community• Joint drafting and vetting of principles, priorities, initiatives• Resource planning and projection

• Much of this has already been done for the next three years, at least for our largest technology commitments

• Any new major project proposals must be considered relative to existing commitments and should be developed in conjunction with the University’s 2030 strategic priorities and initiatives

Technology Strategic Plan FY22-24 DRAFT

So what should we do?

• Articulate top strategic priorities now based upon known commitments and themes

• Commit resources to currently defined SIS Renewal, Mainframe Applications Retirement, and Infrastructure Modernization projects

• Articulate principles to reduce competing initiatives

• Partner with the leaders of BU 2030 initiatives to identify, scope and schedule initiatives in support of teaching and research goals

Renew the Student Services Digital Experience

We will reimagine and renew the student services digital experience of Boston University, including administrative services, advising tools, and personalized communications, in a contemporary platform, improving efficiency and quality and enabling future flexibility.

Retire Mainframe Applications and Legacy Infrastructure

We will complete the replacement or retirement of all remaining applications on BU’s antiquated ADABAS Natural application platform and complete the modernization of infrastructure to remove antiquated operating systems and middleware, enabling improved agility and reducing risks and costs.

Support Health and Wellness We will enable pandemic and post-pandemic health protocols and support expanded student and employee mental health and wellness programs.

Diversity, Equity and Inclusion awareness and action

Lead in Research Support

We will provide leadership class research infrastructure, systems and processes that enable the productivity and creativity of BU researchers and their collaborators, from research administration to high performance computing.

Innovate in Digital LearningWe will partner with Digital Learning & Innovation to provide best in class educational technology solutions for residential, hybrid, and fully online learning.

Maintain Cybersecurity Vigilance

We will continue to enhance our cybersecurity processes and technologies, in line with best practices and the evolving threat landscape, to protect the confidentiality, availability and integrity of university digital services and information.

Diversity, Equity and Inclusion awareness and action

Principles• Changes (including defect fixes, enhancements, and new data integrations) to existing mainframe

applications should only be made for regulatory or enterprise critical reasons. Enterprise critical changes to mainframe applications must be approved by the University Provost.

• New services that are already in scope for replacement by SIS Renewal or Mainframe Applications Retirement should be replaced by those efforts, not separate projects. Project or purchases to separately replace or implement SIS Renewal in-scope functionality must be approved by the University Provost.

• All strategic priorities have a Diversity, Equity and Inclusion Component. Create a DEI Oversight committee to coordinate and shape this work to ensure maximum positive impact.

• Non-strategic projects must be prioritized by portfolio managers and will proceed as resources and strategic project dependencies allow.

• Large projects continue to require review and scoring (depending upon request volume), by the appropriate technology governance committee.

• Conflicts between non-strategic projects and strategic projects will be resolved by the VP IS&T, the sponsoring executive of the non-strategic project, and the University Provost.
