OFFICE BUILDING:.

The Commission Office continues to be housed in the same double storied

building allotted by the GovL of Arunachal Pradesh, which was meant for Administrative

Training Centre. Necessary proposal for allocation of land and requisite fund for

construction of Commission's own office with oramination hall, separate interview rooms,

guest house etc. as well as staff quarter is under submission to the GovL of Arunachal

Pradesh for consideration.

CONVEYANCE:.

The Commission has 6 (six) Scorpios,z(rwo) SX4, 1 (one) Maruti Esteem, 1

(one) No. Mahindra Logan for the use of Hon'ble Chairman, Hon'ble Members, Secretary,

controller of examination, Deputy Secretary and Under Secretaries, and 1(one) Maruti Van

for all dak duties related to Recruitment Examinations and attending court cases.

FINANCE :-

During the year rep orted upon, Government alloted a sum of Rs. +,44,44,0001-

(Rupees Four Crore forty four lakhs forty four thousand ) only in the budget estimate for

the Commission. The total expenditure during the year was Rs.4,44,02,666l- ( Rupees four

crore forry four lakhstwo thousand six hundred and sixty six J only.

The total expenditure of Rs.4,44,02,666/- ( Rupees four crore forty four lakhs

two thousand six hundred and sixty six ) only has been shown in Appendix - 'B'

Commission issued an advertisement No. PSC-R/1O /20L2 dated 4a Dec.'20L2

inviting applications from candidates for filling up of 02 (Two) posts of TouristInformation Officer under the Department of Tourism. The Commission received

total of 374 (Three hundred seventy fourJ nos. of applications for the above

mentioned posts and 268 (Two hundred sixry eight) candidates were called for the

written examination which was held on 27.e & 28.s fuly'2O13. On the basis of writtenexamination 42 (forly-Nvo) candidates were called for the Viva-voce which was held

on 1Bs Oct.'2013 and finally 14 (fortyJ meritorious candidates were selected by the

Commission and recommended the name of the candidates to the GovL for furtheraction from their end.

and 10,213 candidates were called for preliminary examination including 10B

rejected candidates allowed to appear in the examination in compliance to the courlorder. The preliminary examination was held on 22"d Sept.201.3. The prelimsexamination result was declared on 25th Sept.2O73 and 6L7 (Six Hundred Seventeen)

candidates were qualified for APPSCCE (MainJ Examination and the result of 108

rejected candidates were kept in sealed packet as directed by the Hon'ble Court and

their result will be declared subject to final outcome of the judgement.

and 506 fFive hundred six) candidates were called for the written examination whichwas held on 14e & L5tr Dec.'2013. On the basis of written examination 03 (Ihree)candidates qualified for the Viva-voce.

fuly'2013, the Commission issued an advertisement No. PSC-R/12/20L3 dated 21s

Oct.'2013 inviting applications from candidates for filling up of 02 [Two) posts ol

ASCO under the Department of RWD. The Commission received total of 133 (one

hundred thirty threeJ nos. ofapplications for the above mentioned posts.

As per the Commission's requisition No. PSC-52/201.1 dated nil,

the Commission issued advertisement on 1Bd' Oct'2012, for filling up of 1(one) post

for Steno Grade-lll (PA) under the APPSC and received a total nos. of 176(one

hundred seventy six) applications .There after, a total of 158 (one hundred fiftyeight) candidates appeared for speed test. The Commission selected 22(twenty two]candidates for written examination which was conducted on 17-08-2013 and

3[three) candidates were called for viva voce test on 15-10-2013 and finallyrecommended 1(one) candidate to the Commission for appointment.

10. Section Officer (Group' B' Gazetted) under the A.P Civil Secretariat

As per the Govt. requisition NO. ESTT(A)-79/2005 dated l8ttJuly'2012, the Commission issued advertisement on 3 Oth Aug'2012, for filling up ol4(four) posts for Section Officer (Group 'B' Gazetted) under the AP civil Secretariatand received a total nos. of 26(twenty six) applications 26 candidates attended thewritten examination which was conducted on 23-12-20L2 & 2+12-2012. 10(ten)qualified candidates were called for viva voce test on 20-06-20L3 and finallyrecommended 4(four) candidates to the Govt. for appointment.

Commission received a total of 285 (two eighty five) applications, out of which 237(two hundred thirty sevenJ eligible candidates were called for Viva-Voce test on

appointment and 12(twelve) candidates in panel.

College of Arunachal Pradesh . The Commission received a total of 96 (ninety six)

applications, out of which 82 [eightytwo) candidates were called for Viva-Voce test

Pdrt - V

The function of the Commission to make recruitment through DP((Departrnental Promotion Committee) was omitted from the Arunachal PradeshPublic Service Commission (Limitation of Functions), Regulations, 1988 videamendment notification No. OM-70/93(PI) Dated 22.72.2000. The reason forwithdrawal of DPC from the Commission was not communicated to theCommission. Under Article 320 of Indian Constitution, recruifrnent through DPC isa mandatory lunction of all the State Public Service Commission of the country,This withdraw al of DPC is a serious setback to the Commission and it defeats thevery objective of establishing the Arunachal Pradesh Public Service Commissionwhich is a constitutional body.

In every Public Service Commission of lndia, the DP,C is superviseand administer by concerned SPSC. The constitutional rule says that DPC is partand partial of Snte Public Service Commission. The Chairman and Members oJ

AP PSC, have been visiting almost all PSC in the Country where DPC is notwithdrawn by any State Govt, except our State, i.e, Arunachal Pradesh. So, theCommission strongly feels that DPC should be returned to Arunachal PradeshPublic Service Commission, which is mandatory. These PSC without DPC is like o

ship without "Rudder", The reason for withdrawing of DPC was not intimated tothis Commission till today. Moreover, we have taken up more innovate method toimprove our Arunachal Pradesh Public Service Commission keeping pace with the

development of Modern Technology such as scanning machine for OMR, on linemetho4 replacement of old method of typing by computer typing, printing etc. The

Commission has been strengthened with induction of two more members, Withthis strength we are capable to conduct recruitment through DPC for all Group'Aand 'B' posts of the state Govt. It is also assured that there would be no delay anaprocr astination in the recruitmenL

But, the major and most vital department that is education leaving higheteducation, the J/T and S.T. were announced to handover to this PSC. But that hasnot materialized till today,

So, the Commission assures the Govt. that itwill be able to discharge the dutyefriciently without anymore procrastination.

(6) Peduction in percion is a disciplinary case. The pension of an official is reduced by the Heoc

of a Deprtnenf. The apryal is filed before the Governor. The Comnission shaild be consultec

before fhe appeal is disposed of by Qovernor.

(7) Oovernmenf seruant in a disfrict offices is disnissed by the District Officer. He apeals tcthe €overnor. The Connission will be consulted before an order is passed by the 6ov*nor.

(8) An official in a subotdimte service is dismissed by the Heod of a Deparfnenf. An appeal i:mde to the Aovernor. ff is not necessary for fhe Head of fhe Deparlnenf to consult the

Conmission before disnissing the official. But the Connission should be consulled by the Oovernor

before deciding the oppeal.

(9) An officer who was disnissed by an original order of the Qovernor nenprializes the

Qovernor against that order. The Connission need not b consultd ott the nenorial if the order ol

disnissal was after lhe Conmission.

(10) An official was disnissed and his appeal rejecfed by and authority subordirpfe to the

6overnor. He nenorializes fhe Oovernor against that order. The Connissior must be consultec

before the Oovernor re-insfates hin htt not if lhe Oovernor decides to rejecf his nenorial.

OMISSION OF

Section 4.

1. (0 These Regulations may be called the ArunachalPradesh Public Service Commission (Limitation ofFunctions) (Amendment) Regulation, 200 0

(ii) They shall come into force at once.

2. (i) Sub clause (iii) ofClause (a) ofSection 3 ofThe Arunachal Pradesh Public Service Commission,

(Limitation of Functions) Regulations,l9BB asamended by Govt Notification No. OM-10/93(Pt) dt 17/04/2000 shall be OMITTED.

3. Section 4 of the Principal Regulations 79BB shallbe OMITTED.
