Quase não dá para acreditar mas… aqui estamos nós!

Nunca se justificou tanto como agora, interrogar-nos

sobre o estado da ovnilogia, no seio de uma sociedade

tão desinformada, cuja realidade do fenómeno insiste em ultrapassar a própria

Ciência. Ainda recentemente, a Marinha norte-americana reconsiderou

publicamente a possibilidade de “não estarmos sozinhos” neste universo tão vasto,

confirmando a veracidade dos vídeos datados de 2004 e 2015 (ver última página),

sendo de salientar que a reputação do nível tecnológico daquela força de

segurança militar é invejável por qualquer país do mundo. Considerando as suas

implicações políticas em termos internacionais, não vislumbro ainda a razão que

motivou esta divulgação fora do enquadramento, mais justificado em outras

ocasiões, que na presente data (em plena pandemia),… enfim, talvez nunca

venhamos a saber as verdadeiras motivações que se encontram por trás!

O que precisamos de fazer em Portugal para que, de uma vez por todas, este

estudo não seja de protagonismo gratuito (de cliques & gostos, sem

aprofundamento dos conhecimentos e análise rigorosa dos eventos relatados)

em que o fundamento e a sua essência misturam-se com a desmistificação

(muitas vezes, muito mal compreendida)?

Todos nós (verdadeiros interessados e apaixonados pelo tema no âmbito civil)

perante notícias e relatos, não nos devemos abster de intervir e contribuir,

trazendo uma postura séria e clarificadora à discussão. Falar com Verdade, nunca

omitindo erros ou imperfeições acerca dos fenómenos relatados, são atributos

que temos de reforçar para credibilizar o tema. Não desejamos ser injustos com

ninguém, pelo contrário, com o factor do tempo vamos “premiar” aqueles que

fizeram (alguns ainda fazem) História na discussão da problemática dos Não

Identificados, dando o seu contributo pessoal, profissional e monetário para a

definição da caracterização do fenómeno.

Hoje temos ferramentas tecnológicas, com as quais nunca poderíamos sonhar

em trabalhar na década de 90, que certamente vão fazer a diferença na

realização do nosso estudo e nos resultados obtidos. É preciso acreditar e criar

um plano estratégico que venha a fazer a diferença na apreciação mais científica

que o problema representa e com a investigação necessária que este requer.

Temos instituições académicas, departamentos profissionais em várias áreas e

laboratórios, os quais estando em plena sintonia, poderão fazer a diferença na

avaliação das situações anómalas que ocorrem no nosso país. Estabelecer

protocolos de cooperação é uma das prioridades a prosseguir pelo CIFA, de

forma que a sua intervenção de campo rapidamente atinja cobertura nacional.

Esta Nota Informativa e as que irão ser emitidas futuramente (não confundir com

o boletim de divulgação a publicar nos princípios de 2021) têm o objetivo de

favorecer o prosseguimento dos fins da entidade com o valioso contributo

profissional dos seus membros, monitorizando e dinamizando o estudo e

atividades a realizar. Precisamos de ter uma Opinião Pública qualificada a todos

níveis. Queremos que ande informado sobre o que de melhor foi publicado e que

está ao dispor de todos os investigadores civis! Vamos ficar atentos e prestar o

nosso melhor contributo pessoal com o rigor, minúcia e método de avaliação

mais adequado e nunca descurando a assiduidade do processo comunicativo.

Estamos certos que, com a cooperação de todos, conseguiremos promover um

estudo sério e criterioso da ovnilogia e tornar o CIFA na melhor entidade nacional

de apoio na formação e divulgação do fenómeno.

Ocorrências Simplificado (Mod.QOS/DI2020),

elaborado pelo nosso Departamento de Investigação.

Agora é mais fácil obter depoimentos através deste

modelo de captação de informação, com a

funcionalidade para registos de ocorrências a mais de

500 metros, ou seja; para os fenómenos que possam

ser definidos a grande altitude e distância da

testemunha. Este modelo pretende estabelecer um

padrão de seguimento para ajudar a definir a

multiplicidade de características das manifestações

dos Não Identificados.

Este processo selectivo de informação foi possível

graças à avaliação de muitos outros já existentes de

muitas entidades nacionais e internacionais, que pela

simplificação de pormenores, permite avaliar o

conceito de testemunha e do fenómeno constatado.

Este processo selectivo de informação foi possível mediante o recurso a muitos outros

já existentes, de entidades nacionais e internacionais (APPO, CTEC, SUFOI, CUFOS,

MUFON, etc), que, pela simplificação de dados, permitiu apurar a recolha de elementos

do fenómeno constatado pela testemunha.

TESTEMUNHA: JOSÉ AIRES, Correspondente da RTP, em VISEU, mais 7 testemunhas NI.

SÍNTESE: Numa estrada entre Viseu e Lamego, foi filmado um fenómeno luminoso, sobre

a Serra das Meadas, a baixa altitude, que brilhava intensamente em duas tonalidades:

branco na parte superior e amarelo na inferior. Foram vários os automobilistas que, ao

detetarem a ocorrência no céu, decidiram parar os seus veículos para ver melhor,

acabando o fenómeno por desaparecer a nascente da serra.

Parlamento Europeu – Doc’s de Sessão

Relator: Eurodeputado e Físico Italiano, Tullio Regge.

Em finais de 1993, no Parlamento Europeu, foi apresentada uma proposta pelo

eurodeputado italiano Tullio Regge, físico italiano, visando criar um observatório europeu

de estudo dos Não Identificados. Nascido em 1931, na localidade Borgo d’Ale (Piemonte,

Vercelli), era Professor da Teoria da Relatividade, na Universidade de Turim, tendo desde

1978 colaborado com artigos de divulgação científica e publicado vários livros. Em 1979

recebeu o prestigiado Prémio Albert Einstein, oferecido pelo Conselho Mundial da

Cultura. Faleceu em 23 de Outubro de 2014. Pelo Grupo Socialista do Parlamento

Europeu a proposta foi retirada a 15 de Janeiro de 1994.

Foi um dos primeiros registos na integração imediata nos quadro do CIFA, ainda não

estava terminado o ano 2019. António José da Costa Maya, é uma personalidade

ímpar no conhecimento desta actividade ovnilógica no nosso país, com uma

experiência e vivência no seio da nossa sociedade reconhecida a todos níveis. Foi o

Chefe de Redacção do extinto jornal NOSTRA1 (empresa NOSTRADAMUS, Editorial de

Publicações Lda., constituída em Janeiro de 1978), de Lisboa, conhecido pelo “Jornal

da Actualidade Misteriosa” possui uma cultura invejável a todos títulos, sendo uma

figura social predominante muito afável enorme personalidade que nos apraz

registar.

Estudou Ciências Religiosas Orientais em 1967-68, na École des Hautes Études , em

França.

Sempre pronto para servir e apoiar as actividades e objectivos consignados da

entidade, o nosso estimado amigo e colega está representação como

Desta vez aconteceu no Pinhal Novo, de forma casual e na razão do confinamento

que vivemos nos dias de hoje, a testemunha acompanhada pela filha, foi até à janela

quando se deparou com algo brilhante, tendo conseguido vários registos fotográficos

conforme passamos a reproduzir.

Este tipo de caso, normalmente a grande distância, conduz a duas prováveis causas

(mais perentórias) na sua explicação: drone ou avião com reflexo do pôr-do-sol.

Infelizmente possibilita este tipo de confusões na identificação!

Pela mente aberta na partilha da informação e do seu testemunho, contribuiu para

enriquecer a nossa experiência de análise deste tipo de manifestações.

Pontos luminosos a deslocarem-se de forma rápida, a grande distância do observador,

na região de Sintra, foi uma aparição que classificamos como o posicionamento dos

satélites Starlink (da SpaceX), não trazendo qualquer novidade.

Mais um registo, desta vez nos céus do Porto (Matosinhos), de um ponto luminoso

em deslocação (ou imobilizado?) durante, aproximadamente, 15 minutos. Pela

informação visualizada trata-se mais uma vez de um satélite em posicionamento da

rede Starlink (Elon Musk) ou drone. O filme obtido do fenómeno a grande altitude, é

apresentado no plano A como forma inicial (com algumas distorções mesmo assim) e

no plano B alterado pela regulação da objetiva do telemóvel, não indicando outra

forma na constatação do fenómeno. Excelente oportunidade de registo para todos os

efeitos.

Ponto luminoso branco localizado no céu da vila, a grande distância do observador,

trata-se de mais um caso típico de avistamento de um balão led. O local e perspetiva

da observação estão em linha visual com o parque de eólicas existentes na localidade.

Na Costa da Caparica surgiu este registo fotográfico que merece a sua divulgação pela

consistência do registo fotográfico. Num primeiro momento de avaliação poderíamos

afirmar que teria duas explicações prováveis: seria uma ave (gaivota) ou uma asa

delta. Infelizmente o nível de qualidade é de baixa resolução. Vamos com a

colaboração do detentor do registo dissecar este acontecimento… que nada tem em

retractação no fenómeno dos Não Identificados.

Uma luz estranha sobrevoou no passado dia 6 do corrente mês, várias localidades dos

arredores de Lisboa. Vários relatos oriundos de Sacavém descrevem um objecto

luminoso que mudava de cores e formato, que poderia se traduzir provavelmente

num balão led ou drone. Caso surjam mais descrições desta aparição será retratado

de forma oportuna.

Por que o Pentágono resolveu divulgar

três vídeos de OVNIS. Autoridades americanas confirmam a veracidade das imagens que mostram

os objetos e que já circulavam há anos.

O Pentágono retirou na terça-feira 28 (abril) o sigilo de três vídeos

gravados por pilotos da Marinha americana que mostram objetos

voadores não identificados, os denominados OVNI’s. O conteúdo já

circulava há anos, mas esta foi a primeira vez que o governo americano se

pronunciou sobre o caso e confirmou a veracidade das filmagens.

Um desses vídeos com imagem em preto e branco é de novembro de

2004, e os outros dois, de janeiro de 2015.

O Departamento da Defesa explicou que decidiu divulgar o material “para

dissipar qualquer ideia falsa do público sobre a veracidade ou não das

imagens transmitidas, ou sobre saber se havia ou não mais

[filmagens]”. O Pentágono acrescentou que “o fenómeno aéreo

observado nos vídeos ainda é classificado como ‘não identificado'”.

Em uma dessas gravações, observa-se um objeto de forma elíptica a

mover-se rapidamente. Alguns segundos depois de ser detetado por um

dos sensores da Marinha, desaparece pela esquerda, após uma

aceleração repentina.

Em outro vídeo, um objeto é visto acima das nuvens. Ouve-se no áudio da

cabine o piloto ser questionado sobre se o aparelho era um drone. “Tem

um enxame (…) Meu Deus, estão todos contra o vento! Um vento oeste

de 120 nós (cerca de 220 km/h)!”, diz seu parceiro de voo. “Olhe para

isso!”, afirma o interlocutor, no momento em que o objeto começa a

girar.

O piloto aposentado da Marinha David Fravor, que viu um desses OVNIs

em 2004, disse à rede de notícias americana CNN em 2017 que o objeto se

deslocava de forma irregular. “Quando me aproximei dele, ele acelerou

rapidamente para o sul e desapareceu em menos de dois segundos”,

relatou, acrescentando que era “como uma bola de pingue-pongue

batendo em uma parede”.

O fato de um objeto ser classificado pelas autoridades com um OVNI não

significa necessariamente que ele tenha origem extraterrestre. Como o

próprio nome indica, o termo aponta apenas que não foi possível

identificar o que foi observado. Fenómenos meteorológicos, aviões

experimentais e drones são algumas das explicações para um

avistamento – além, é claro, da hipótese mais popular, embora menos

provável, de visitantes alienígenas.

Harry Reid, ex-senador de Nevada, estado que abriga a base conhecida

como Área 51, epicentro das teorias da conspiração sobre extraterrestres,

comemorou em um twitte a divulgação pelo Pentágono das imagens.

Lamentou, porém, que os vídeos “apenas toquem a superfície das

investigações e da documentação disponível”. “Os Estados Unidos

devem examinar seriamente e cientificamente, assim como todas as

implicações potenciais para a segurança nacional. O povo americano

merece ser informado”, concluiu.

COMO SÃO CLASSIFICADOS OS VÁRIOS TIPOS DE INFORMAÇÃO

NO ARQUIVO CENTRAL DA ENTIDADE

Torna-se necessário compreender nesta sociedade altamente tecnológica, que modelos de

acervos convencionais devem ser objeto de uma atualização que permita a sua consulta de

forma eletrónica. O arquivo digital que está em elaboração (desde 2017) tem o seu suporte

no formato pdf. Para que isto seja consumado, os originais (ou reproduções) da informação

são classificados nas suas mais variadas vertentes (assuntos) que vão permitir o acesso à

informação na plataforma digital.

Assim sendo, nesta edição da NI, vamos proceder à elucidação acerca dos arquivos

existentes no CIFA e sempre ao dispor dos ME (membros efetivos) e MA (membros

associados), cujo fim é ampliar o suporte de todos quanto trabalham na Investigação, de

forma a poderem desenvolver as atividades da forma mais sustentada. É este o nosso ideal e

objeto de trabalho.

Desde publicações de especialidade em vários formatos (já utilizamos a digitalização em

tabloides até A3, por exemplo), documentos oficiais e de entidades associativas (APPO e

muitas outras), recortes da imprensa nacional e internacional (classificado sempre em nível

secundário), registos fotográficos e obras literárias nacionais e internacionais, enfim tudo

contribui para a centralização da informação que deve ser tratada e reconhecida.

Nas várias categorias existentes exemplificamos as seguintes: imprensa diária e

internacional (AIN-AII), arquivo documentos oficiais nacionais e internacionais (ADE-ADI),

arquivo de publicações da especialidade nacional e estrangeiras (APN/API), arquivo

multimédia (incluem AFN - fotográfico - e AVN-vídeo, também a nível mundial) e

obviamente, o mais importante de todos, a BRO – Base de Registos de Ocorrências

nacionais. É aqui que neste caso que vamos dar a conhecer o processo modelo de gestão

desta informação.

Cada processo de informação recolhido (independentemente da fonte) é classificado com as

seguintes variáveis: ID na identificação de número do processo (BRO#xxxx); DATA

(dia/mês/ano); registo do segmento de testemunhos num nível estipulado como

Civil/Militar/Outras entidades e forças de segurança (CIV/MIL/GNR/PSP/…); classificação

temporária da informação segundo tabela classificativa do CIFA - mantém a fórmula

aprofundada no modelo Hynek (CUFOS), e por fim, se o processo está encerrado ou aberto

na salvaguarda de novas instruções para eventualidade na sua abertura (ENC-ABE). Na

situação de incapacidade de avaliação dos dados existentes, temos a definição INC

(informação de dados não consistentes para apreciação) na atribuição. Também estão

sinalizados no modo de visualização do processo os casos referenciados como: AC - Aviação

Comercial / AM - Aviação Militar, TT - Traumas Psicofisiológicos, RV - Radar-visual, ES -

Efeitos Secundários ou Eletromagnéticos, EB - Efeitos no solo.

Os incidentes com explicação são designados pela abreviatura: FI – Fenómeno Identificado

(múltiplas categorias inseridas em vários ambientes).

Gostava de realçar que todos os dados pessoais dos intervenientes nas ocorrências e

identificados perante o CIFA e mesmo oriundos de outras entidades, são utilizados em

acesso sob RESERVA, assegurando, deste modo, a salvaguarda da identidade pessoal.

No próximo número, iremos centralizar-nos no modelo classificativo usado pelo

Departamento de Investigação tanto para os NI e FI no que diz respeito às ocorrências no

nosso país.

Toda a nossa capacidade organizativa é fundamentalmente impulsionada para a atividade

nacional, pelo que, na esfera internacional, não iremos tomar de posição, deixando assim a

responsabilidade para as entidades existentes e com o mesmo objeto de estudo.

O “legado histórico” pertença de muitos investigadores com várias décadas de atividade em

Portugal, para não ficar sujeito a abandono e eventual perda, recomenda-se que seja

partilhado (cedência temporária de reprodução é suficiente), de modo a não privar as

gerações futuras do seu valor documental. Em poucas palavras diria que sem um tratamento

arquivístico dedicado, não seria possível termos acesso à História Nacional dos Não

Identificados que, a todos níveis, deve ser assegurado.

Ninguém tenha dúvidas que este trabalho exige uma enorme determinação pessoal, tempo

e abnegação.

Preservar e lembrar todos aqueles que fizeram a História é a nossa missão!

Desde os tempos mais remotos que a Ovnilogia é

retratada na sua essência pela discussão da

investigação mundial, o que sucedeu um pouco

por todo o mundo.

Critérios, metodologias e tabelas de classificação são desenvolvidos

por centenas de investigadores civis que, ao longo do globo terrestre, procuram

encontrar uma “orientação” na clarificação, no âmbito das manifestações

entendidas como os Não Identificados.

Nem a propósito, nesta edição do boletim (ver última página) fazemos uma

abordagem de um experiente ovnilogista do nosso país vizinho, com

“pergaminhos” na divulgação e estudo e com elevado nível no apuramento

científico do fenómeno OVNI, a merecer a nossa grande honra e respeito

profissional, relevando a sua opinião neste trabalho.

A procura sistemática de respostas vindos do firmamento deve ser encarada de

forma “fria” e “calculista” para não se enveredar por caminhos que possam

levar-nos à descredibilização da temática que temos como objecto de estudo.

No critério de avaliação de métodos (passiveis de erros) nos trabalhos, o rigor na

preservação das propriedades das “evidências” encontradas deve ser

permanente, devendo ser estudadas e revistas periodicamente, como o tempo

já o comprovou no derrubar das teses de confirmação mais “seguras”.

Sim, falamos por exemplo do caso português ocorrido na cidade de Évora, em

02NOV1959, que durante muitos anos foi considerado como uma das

referências nacionais por alguns investigadores nessa época e onde

recentemente, e com base num estudo científico editado pela revista “Science

& Vie”, ficou comprovado que os aclamados “cabelos de anjos” ou “fibralvina”

afinal provinham de micro-organismos presentes numa camada presente alta

atmosfera do nosso planeta, ao contrário das suas explicações erróneas sobre a

sua origem. Esta particularidade de registos era atribuída quando uma

substância “pegajosa”, caída do céu após observação e passagem de OVNIs, era

detectada.

O estudo da Ovnilogia nacional no âmbito civil, deve merecer uma constante e

perspicaz atenção face às novidades divulgadas em Ciências, porque só assim é

que a desmitificação necessária deste fenómeno pode ser cumprida.

Através do mais apurado rigor metodológico que devemos perseguir, temos

total confiança nas metas e objectivos a que estamos destinados.

SÍNTESE: O guarda-nocturno contratado pela FAP, Serafim Vieira Sebastião, afirmou ter

observado de perto um OVNI e os seus ocupantes sobre um paiol de munições nas

instalações americanas “Azores Air Station”. No confronto visual chegou a desmaiar, tendo

sido levado para o hospital onde recebeu alta ainda no mesmo dia.

CONHEÇA O NOSSO TRABALHO (2) !…

OS FENÓMENOS IDENTIFICADOS (FI)

A catalogação dos fenómenos englobados com uma (às vezes de forma múltipla)

provável explicação na casuística nacional é extremamente vasta em categorias

definidas pelo CIFA muito recentemente. Para que exista uma visão global da

evolução da identificação destes fenómenos (consistente em mais de 95% da

globalidade dos registos na base BRO), o nível de classificação abrange (como

aconteceu por exemplo na década de 90) a evolução tecnológica, que envolveu

muitos cidadãos em contradição ou confusões geradas em muitas ocorrências.

Depois de um trabalho aprofundado para a apresentação da “Tabela de

Classificação de Fenómenos Aeroespaciais (OVNIs)”, relevamos as principais

categorias em vigência e que tiveram origem na análise de muitas centenas de

testemunhos no seu principal relato:

FI-A: Meteoro/Meteorito;

FI-B: Raio em bola/Raio globular;

FI-C: Planetas (na sua maior expressão como Vénus, Marte, Júpiter,…);

FI-D: Aves selvagens;

FI-E: Sinalização de aeronaves tripuladas (aviões, helicópteros, dirigíveis,…);

FI-F: Drones e modelos de aeromodelismo (aeronaves não tripuladas);

FI-G: Satélites (também em posicionamento, incluindo a Rede Starlink-Space X,…);

FI-H: Fraude (deliberada pela manipulação da mente humana, em fotografia/vídeo,…);

FI-I: Projectores lasers no âmbito na promoção de eventos colectivos;

FI-J: Fenómeno Atmosférico e/ou Marítimo;

FI-K: Fenómeno Meteorológico;

FI-L: Geobiologia (forças telúricas,…);

FI-M: Campos eléctricos (alterações das correntes eléctricas,…);

FI-N: Gases do pântano;

FI-O: Ilusões de óptica, confusões de interpretação;

Certamente, com o factor das novas tecnologias serão incluídos outros modelos com

probabilidades de explicação, que serão adicionados na sua caracterização.

Os fenómenos observados a grande distância permitem habitualmente o seu

enquadramento nestas categorias, que são orientadas directamente com a

complementaridade de alguns programas informáticos existentes na web e acessíveis a

qualquer cidadão curioso (como exemplo, o Heavens-Above.com, etc). Procurar

respostas para “objectos estranhos” que ocorrem no firmamento que muita vezes

estão há distância de um “clique” !!!

Procurar no relato o maior número de dados para verificação, certamente é o caminho

mais correcto para dissipar dúvidas que envolvem o mistério secular apelidado de

Fenómeno OVNI.

Longe das incertezas e certos da melhor busca racional para os milhares de ocorrências

que acontecem por todo o globo, o caminho da desmitificação tornou-se obrigatório na

visão destas fenomenologias.

No próximo número será feito a abordagem clássica dos “Encontros Imediatos”, e o

que estes significam, no modelo que o CIFA determina para englobar os demais

modelos de observações nos fenómenos considerados como inexplicáveis.

Com um histórico de divulgação da Ovnilogia baseado nos muitos artigos publicados

em sites na Internet, Olivério Gomes teve a sua passagem pelos grupos CEAFI e CNIFO

Nuno Montez da Silveira revela que a maior parte dos investigadores

são da área das letras e que é difícil fazer investigações quando

faltam noções de física, de química, astronomia, astrofísica,

astrobiologia; que a Ovnilogia deve ser multidisciplinar e que a falta de

investigadores que se apoiem nestas bases descredibiliza a Ovnilogia

perante a população em geral.

Nuno considera que as pessoas têm receio de discutir os casos de

Ovnis e de serem ridicularizados devido ao mau trabalho prestado

pelos investigadores. Conta que no período entre 2005 e 2010 -

durante o qual a SPO esteve activa - as pessoas, ao verificarem que

era feito um trabalho sério “de maneira correcta e humilde”, queriam

discutir seriamente o fenómeno, passando a haver mais interesse pelo

assunto e maior disponibilidade para partilhar aquilo que viram, “pois

não vão ser rotuladas de malucas, já que quem o divulga também não

o é”, acrescenta.

“Se as coisas forem feitas com seriedade e com o máximo rigor

científico possível, mesmo com as limitações que se têm, pode-se

fazer muito pela normalização da Ovnilogia e pela sua credibilização”.

Quanto ao futuro da Ovnilogia, Nuno Montez da Silveira alega que

não haverá muita novidade, apesar de ver com bons olhos a

conjunção de investigadores para realizar uma investigação séria e

mais pública do fenómeno. Caso esta iniciativa não tenha sucesso,

não vê com bons olhos o futuro da Ovnilogia em Portugal, uma vez

que não há uma investigação séria do mesmo.

IMPRENSA REGIONAL EM ACÇÃO PARTICIPATIVA (EP)

Castelo Branco

Registamos com agrado a pronta colaboração da imprensa albicastrense,

concretamente do jornal RECONQUISTA, de Castelo Branco, através do seu Director

Agostinho Dias. Pela disponibilidade de acesso para a recuperação de ocorrências

do passado e da actualidade divulgadas neste diário fundado em 1945, a nossa

gratidão e apreço à sua estimada Direcção.

Mais um dignificante exemplo em prol do Conhecimento e Cultura que, com a

participação de todos, fará a diferença na recolha de informações nacionais.

Começámos por questionar de onde lhe vem o gosto pela Ovnilogia

sendo ele uma pessoa da área do direito, responde-nos não ter uma

ideia definida de como começou o gosto por este tema, usando a

grande frase “nós não escolhemos os interesses, os interesses é que

nos escolhem”, dizendo também que os pais foram muito importantes

por apoiarem o gosto pelo fenómeno.

Questionámos-lhe qual a prova definitiva de que não estaríamos sós

no universo, e o Nuno Montez da Silveira responde-nos que muitas

vezes pensamos que o fenómeno se restringe aos Ovnis, mas quando

se parte para a investigação de campo poderemos constatar que

temos de nos tornar críticos e que isso é um dos problemas da

Ovnilogia. Quando começou a investigar vinha com a ideia de que a

casuística OVNI seria a resposta, mas após a investigação de campo

e de entrar dentro do tema, acabou por ficar mais crítico e um pouco

céptico. Refere também que é difícil a investigação, pois não existem

critérios e terminologias comuns ou metodologias idênticas em toda a

comunidade ovnilógica, o que torna difícil a sua investigação.

Nuno Montez da Silveira diz que seria importante existir uma

universidade ou uma entidade que certificasse quem seria

investigador e quem poderia ter uma palavra a dizer sobre o assunto.

Ele refere que os melhores anos para a Ovnilogia portuguesa foi a

década de 70/80, que existiam associações que dedicavam o seu

tempo à casuística nacional, que nos inícios dos anos 90 se verificou

um vazio e que, desde cedo, as associações deixaram de partilhar as

suas conclusões. Conta que devido a querer dar “um cunho mais

científico” à Ovnilogia foi criada a SPO, que entre os anos 2005 e

2010 passou a existir mais visibilidade na comunicação social e que,

nessa altura, tentou recolher depoimentos e tornar credível o tema.

Diz que actualmente estamos a estagnar, devido a não existirem

locais onde se possa consultar os dados de casos cujas investigações

estejam a ser feitas.

Para este investigador, o caso mais relevante e que merecia uma

melhor investigação seria o de 1 de Junho de 2004, devido à

existência de várias testemunhas, de registos fotográficos, de registos

de radares da força aérea e que uma investigação mais aprofundada

traria algumas respostas. “O fenómeno Ovni só terá uma explicação

quando ele se manifestar aos cidadãos em geral”, refere ainda.

“A Ovnilogia deveria ser investigada pelas universidades, a

investigação feita por cientistas de diversas áreas, que tivessem a

liberdade de investigar, especular e de encontrar uma explicação para

o fenómeno”. Nuno considera que os governos não saberão mais do

que a informação que existe sobre o fenómeno, mas que, por vezes,

poderão usar o fenómeno para camuflar alguns projectos militares.

Montez da Silveira revela que os investigadores deverão ter espírito

crítico e de autocrítica sobre aquilo que estão a investigar, se há

bases sólidas sobre aquilo que estão a divulgar. “Enquanto não existir

uma evidência física sobre o fenómeno Ovni ter uma origem

extraterrestre, o que nós temos são histórias e podemos ou não

acreditar nelas”. Um investigador deve ter a honestidade de, ao não

ter dados que provem um determinado fenómeno, dizer que não sabe

o que é, e não especular se é extraterrestre ou sobrenatural, refere.

objecto.

Embora a distância entre a testemunha e o

fenómeno seja muito grande e crie enorme

dificuldade a uma provável explicação, tudo

aponta estarmos perante a passagem de um

balão a sobrevoar a localidade.

“OBJECTO LUMINOSO” PASSOU NA FIGUEIRA DA FOZ

No passado dia 28 de Abril,

sobre a Figueira da Foz,

Margarida Cireneu foi

testemunha da passagem

de um objecto luminoso.

Embora o estudo de

aprofundamento do registo

fotográfico não esteja

concluído, revelamos que na

sua ampliação se obteve

uma alteração e

consequente desfocagem da

imagem reproduzida, que

não corresponde ao

fenómeno observado.

Recentemente, tive uma pequena intervenção num debate on-line sobre o

tema pesquisa "de campo" versus pesquisa "de gabinete". A primeira consiste

na pesquisa de observação de OVNIs na presença da testemunha. Visa

adquirir informações sobre o que é observado. A segunda corresponde ao

estudo complementar dessas informações, com vista à sua possível resolução.

A aquisição de dados do sujeito receptor é realizada através da sua

transmissão directa ao pesquisador, a qual pode ser feita de várias maneiras,

presencialmente ou não.

Suponhamos que o OVNI é um objecto material. Nesse caso, são importantes

os dados de magnitude, azimute, altura angular, dimensão aparente, dinâmica,

duração, reações fisiológicas, efeitos sobre o meio ambiente, sequelas do

evento, etc. Dados e medições numa cronologia espaço-temporal rigorosa.

Métricas, intervalos e graduações, as "propriedades" desse fenómeno que são

capturadas no papel e que o tele-analista examina para determinar a sua

natureza.

Se a pesquisa for bem feita e os dados acumulados estiverem completos,

técnicos e objetivos, eles permitirão a solução do caso (a menos que seja uma

anomalia desconhecida).

Portanto, não é obrigatório que o analista (com as actuais ferramentas

tecnológicas disponíveis) tenha de ir ao local com a testemunha para

solucionar um avistamento de OVNI, como foi claramente demonstrado. O seu

laboratório (escritório), laptop ou PC e programas astronómicos, geográficos e

outros, são suficientes para avaliar as características observadas e explicar os

eventos com garantia de acuidade.

Suponha que o OVNI seja uma manifestação do folclore ou mitologia

contemporânea que surgiu no meio da Guerra Fria e da era espacial.

Historiadores, antropólogos, sociólogos e académicos de outras disciplinas

fizeram descobertas notáveis e desenvolveram teorias e modelos essenciais

com base em arquivos, livros e documentos, actuais ou antigos.

Dias atrás, terminei de ler “Groundless”, uma obra de Gregory Evans Dowd,

professor de história e cultura americana na Universidade de Michigan. É um

estudo da génese, disseminação e efeitos dos boatos, meias-verdades e

falsidades na América colonial do século XVIII. Como o boato se transforma

em lenda e a lenda dá origem a uma história errada. O professor Evans

elaborou uma tese académica que se tornou um modelo específico de

comportamento sociológico numa época épica específica.

Alguém julgará que o facto de esta investigação exemplar ter sido realizada

num gabinete da universidade ou no escritório de sua casa seja desvalorizado

devido ao facto de não ter visto pessoalmente os índios Seneca ou os colonos

britânicos da época?

São os dados e as informações, preservados em papel durante três séculos,

que importam. Portanto, não é essencial o encontro frente a frente para o

narrador da história, neste caso.

Na minha trajectória de investigação, em simultâneo com três décadas de

actividade profissional diversa, dediquei grande parte do meu trabalho

ovnilógico aos campos teórico, estatístico, metodológico e de análise de casos.

Mas, tenho uma experiência não negligenciável em pesquisa de campo, citada

em inúmeros artigos e livros. Esta não é essencial para esclarecer um relato

de um OVNI, mas fornece uma sensibilidade adicional: fundamentalmente, a

de comprovar quão convincente é o testemunho de uma pessoa que conta ter

observado algo fenomenologicamente irregular e que consegues solucionar

ser Vénus, a Lua ou simplesmente ser ofruto da sua imaginação.

Em resumo, manter a dicotomia entre pesquisa presencial ou análise remota é

um preconceito errado. A verdadeira investigação, idealmente, deve pretender

o uníssono, a unificação de ambos. Mas, raramente o entrevistador está

interessado em (ou é competente para) ir além do encontro com a testemunha.

E, é aí que a investigação subsidiária deve surgir.

No debate que mencionei inicialmente, questionava-se qual é actualmente a

maior prioridade, se uma tarefa ou a outra. Uma vez que são ambas

importantes e os nossos arquivos estão repletos de casos, prosseguir com as

pesquisas - como se a próxima fornecesse algo diferente das anteriores -

serve apenas para adicionar casos que serão considerados falsos nos anos

seguintes. Na minha opinião, é essencial analisar as “evidências” maciças

colectadas ao longo de sete décadas e realizar uma análise conjunta. Por

outras palavras, conforme escrevi: “a pesquisa é o começo, não o fim”.

Na minha opinião, temos toneladas de pechblenda; se há rádio escondido, é

preciso procurá-lo, e não, escavar mais algumas gramas, porque isso só

levará a adiar “ad infinitum” a resolução do mistério.

Finalmente, algumas notas empíricas, que não podem ser ignoradas. A verdade

é que a qualidade da maioria das pesquisas de OVNIs em Espanha está longe

de ser impecável. Elas geralmente contém o inviés grave da presunção

"extraterrestre". Sejamos honestos e reconheçamo-lo. E, o que geralmente não

é mais do que uma mera entrevista jornalística coloquial,fica pela metade. Não

há discussão crítica. E, sem solução de continuidade, vai para a revista

periódica, convenientemente ilustrada.

Como argumento a favor da investigação indispensável no terreno, diz-se que a

comunicação não verbal ajuda a avaliar a testemunha. Verdade. Desde que se

disponha do treino necessário, o que, 99% das vezes, brilha por ausência. Mas,

de qualquer forma, apenas serviria para detectar os casos fraudulentos. Porque

para determinar que o observador confundiu-se com um planeta, uma estrela,

um projéctil ou uma reentrada na atmosfera, não é preciso ver se ele sorri, se é

presunçoso ou tímido, condescendente, cínico, ignorante ou culto. Além do

mais, se é tão importante conhecer a testemunha, por que é que a maioria das

pesquisas ufológicas é incapaz de explicar os casos que são esclarecidos

posteriormente?

Gostaria de destacar enfaticamente a necessidade de dados rigorosos e não de

palpites bem-intencionados, nem de experiências pessoais descontextualizadas.

Tem de se passar da intenção à acção. Vamos olhar para os dados reais. Eles

são provenientes do GEIPAN, órgão oficial francês acima de suspeitas. Neste

estudo de Dezembro de 2016 (http://www.geipan.fr/index.php?id=

181&no_cache=1&tx_ttnewsA.backbackPid. = 211 & tx_ttnews), indica-se que a

percentagem de casos inexplicáveis nos casos investigados caiu para 2% nos

últimos 10 anos.

Mas, o mais importante é que apenas 10% dos casos exigiram uma

investigação no local. E, ele ressalta que "o uso de novas ferramentas digitais e

da Internet está a revolucionar a técnica de investigação".

A frequência de uso de cada tipo de pesquisa comprova o grau de relevância de

uma sobre a outra. Afinal, “todo o material colectado de uma investigação de

campo é levado ao gabinete para análise. É nesse âmbito que a análise é

realizada e é também onde as conclusões são tiradas.”. (1)

Ninguém diz que não é necessário falar com a testemunha, mas que a via

pessoal não é essencial para a resolução dos casos, como geralmente se

assume de modo errado. Pelo contrário. Tem uma utilidade mínima para

resolver a factualidade. E, como escrevi no meu artigo anterior, tendo já

colectado imensa quantidade de material, o que importa é analisá-lo e não dar

prioridade às "saídas ao terreno".

Porque historicamente tem sido a investigação de gabinete ou remota, seguindo

rígidas diretrizes científicas, as que fizeram avançar o nosso conhecimento

sobre o "mistério" dos OVNIs, e o levaram numa direção inequívoca: a maioria

das testemunhas pensa que vê - imagina - o que não é. E, muitos dos

investigadores amadores aumentam a deturpação. E, é o acumular de

testemunhos erróneos o que produz o "fenómeno OVNI". O efeito multiplicador

dos exegetas do sensacionalismo, da subcultura ovnilógica e do entretenimento,

cinema e televisão criaram um para-fenómeno, uma mitologia moderna, da qual,

historiadores e sociólogos, já estão a explicar a sua origem e evolução.

Não se trata de negar por negar. É que a inexistência de evidências de visitas

extraterrestres ao nosso planeta não é afirmada apenas pelos malvados céticos,

negativistas, reducionistas e descrentes. Dias atrás, lia a obra de um

astrobiólogo da Universidade de Victoria (Canadá), um firme impulsionador e

defensor da procura de vida e comunicação com a inteligência extraterrestre,

que escreve no início do seu livro: “Apesar das afirmações dos entusiastas de

OVNIs, a vida extraterrestre não apareceu espontaneamente às nossas portas.” (2)

A História é o nosso legado que devemos partilhar e

fundamentar as suas raízes desde o conhecimento e sua

sabedoria relevando-se na obtenção de pilares com valores

que consagrem a sociedade na sua existência através dos

tempos . O que seria do Homem se não tivesse um passado

renegando as suas origens ?

É esta uma das muitas razões fundamentadas que procuramos obter e evidenciar nas

iniciativas do CIFA, com a necessidade na preservação da História do Não Identificados

no nosso país. Não chega desculpar-nos com a falta de tempo e outros motivos, sempre

pessoais, que renegam a imperiosa medida de conservar as dezenas de iniciativas civis

que muitos “corajosos” tiveram em épocas diferenciadas na sua entrega apaixonada no

estudo de um dos mistérios universais que ousa resistir ao tempo. Tomar medidas em

prol desta enorme “riqueza” histórica, faz-nos sentir responsáveis hoje e no futuro, para

as presentes e futuras gerações que nunca deverão abnegar os padrões do

conhecimento. Consideramos imperativo passar do planeamento para acção e vincar

valores que devem ser considerados como marcos de referência na conservação

documentacional de Portugal. Hoje somos nós a lutar pela preservação de documentos,

amanhã são os historiadores a relevar o nosso papel na dignificação da História deste

fenómeno.

Estamos vivos e recomendamos os seguidores na “coragem” e determinação necessária

para que o estudo da ovnilogia nacional seja uma referência internacional.

a baixa altitude em terrenos próximos á residência. O OVNI teria ficado imobilizado a

poucos metros do solo, produzindo efeitos nefastos num batatal.

OS “NÃO IDENTIFICADOS” (EI–1ºG)

Dentro das várias classificações reconhecidas em demais organizações de estudo a

nível mundial a opção dos “encontros de perto” foi baseada na tradicional tabela

utlizada pelo Professor Allen Hynek com algumas variantes que consideramos

pertinentes. Assim e para conhecimento geral, apresentamos as opções validadas e

consideradas pela nossa entidade e que são vitais para atribuição dos fenómenos

não explicados no nosso país:

mas sim determinar com certa facilidade pormenores aerodinâmicos do fenómeno.

Deixamos aqui de forma sumária e fotográfica alguns exemplos representados na casuística

nacional do CIFA (base BRO) que identificam o caracter e modelo de ocorrências.

Relevamos o facto da necessidade de aprofundar o índice de estranheza e credibilidade nestes

encontros que, desde o estudo do perfil da testemunha até às condições meteorológicas locais

na data, determinam a incapacidade ou não de encontrar explicações plausíveis.

No próximo número daremos relevo aos extraordinários “Encontros do 2ºGrau” que são os

mais criteriosos no âmbito investigativo no estudo dos OVNI , colocando em prática acções

forenses “in loco” na investigação de campo, também equacionando procedimentos nas

designadas atribuições de “levantamento de provas e evidências”.

O número considerável de avistamentos nacionais são habitualmente enquadrados

neste modelo de classificação, onde a testemunha pela sua proximidade consegue

registar dados importantes de relevo face ao fenómeno constatado. Não existe em

referência genérica e em processos de avaliação nacional pelo CIFA qualquer efeito

directo sob o(s) observador(es) que possam causar distúrbios psicofisiológicos

“Quando o fenómeno ocorre a menos de 250 metros do observador,

é possível a obtenção de pormenores relevantes para a sua

descrição e identificação.”

Foi com enorme prazer que tivemos a cedência temporária dos arquivos

pessoais do colega Onofre Varela, da cidade de Rio Tinto (Gondomar).

Foi nos inícios de Setembro do corrente ano que contactámos o autor

propondo a cedência temporária dos seus trabalhos que foram divulgados

na imprensa nortenha. De forma eloquente e peremptório Onofre Varela

manifestou, de imediato, a sua total disponibilidade em colaborar no

projecto anunciado, tendo sido muito bem acarinhado pelo CIFA – Centro

de Investigação de Fenómenos Aeroespaciais.

Já com alguns artigos sobre Ovnilogia, esporadicamente editados durante

o ano de 1974 na imprensa do Porto, Onofre Varela (jornalista, cartoonista

e desenhador artístico) formalizou uma proposta de publicação semanal

ao jornal “O Primeiro de Janeiro” que , de imediato, foi aceite. Estávamos

nos tempos áureos da discussão pública do fenómeno OVNI, em que o

tema era retratado, de forma espontânea e quase diária, por muitos

orgãos de comunicação social.

Em 29 de Outubro de 1978 dava-se inicio aos trabalhos de divulgação

naquele jornal, com a publicação do primeiro artigo, sempre com a

chancela de colaboração do CEAFI, de que era membro activo.

Reconhecido pelas múltiplas participações públicas em nome do CEAFI,

Onofre Varela é um puro “lutador de ideologias” expressivas e de opinião

sobre a divulgação da ovnilogia em Portugal.

Foi ao longo de mais de 130 artigos, publicados sob a rubrica “OVNIS

EXISTEM” que, em 26 de Julho de 1981, mais precisamente com o artigo

intitulado “Mea Culpa”, no artigo nº 133, dava como terminada a sua

vasta colaboração, passando o ” testemunho” a outro experiente colega

do grupo, que prosseguiu então os “caminhos” iniciados.

A reter, desta passagem de testemunho, fica a simpatia do Onofre Varela,

que sendo extremamente comunicativo soube como ninguém manter as

centenas dos leitores à época como seguidores dominicais, na verdadeira

expressão da palavra, na discussão pública dos fenómenos OVNI.

Um exemplo a seguir na afirmação e preservação da História dos Não

Identificados em Portugal.

Seguem-se brevemente outras iniciativas programadas (Faro e Lisboa),

com a mesma intenção, do enriquecimento cultural ovnilógico do

património português.

O nosso muito obrigado e especial reconhecimento ao Onofre Varela.

objecto na fotografia. Dado e

após várias de tentativas de

contacto sem sucesso, na

recolha do original da foto e/ou

mais detalhes sobre o ocorrido,

as opiniões multiplicaram na

tentativa de explicação do

sucedido.

Na nossa opinião e sem mais

dados que sejam reveladores no

seu estudo fotográfico parece-

nos estarmos perante uma ave

(a grande distância) ou insecto

junto da lente da máquina

fotográfica (?) ou telemóvel.

A dúvida vai persistir dado não

termos a colaboração desejada

na sua explicação mais provável.

Certo e sabido é que não se

trata de um OVNI nos céus

algarvios.

Fotografia extraída de um vídeo realizado pelo Nuno Pina, em 11 de Outubro de

2017, pelas 15:32, na EM533, em Covide - Terras do Bouro, que ao acaso revelou

estranho objecto na paisagem. Embora ainda sem mais elemento que ajudem na

tentativa de explicação e tendo em conta que foi revelada após o visionamento

das imagens de vídeo, o artefacto voador postou-se de forma sólida onde é

descortinado o reflexo sol no suposto objecto.

Caso está em estudo pelo CIFA/Sede.

O radiotelescópio de Arecibo, em Porto Rico, está fora de serviço desde que um

cabo de suporte se soltou e causou um "rasgo" de 30 metros de comprimento na

sua antena parabólica, além ter danificado o "domo gregoriano", estrutura

semicircular suspensa sobre a antena, que abriga receptores de sinal…

O cabo tem cerca de 7,5 cm de diâmetro e é usado para sustentar uma plataforma

metálica sobre a antena. Segundo a Universidade Central da Flórida, que administra

o radiotelescópio para a Fundação Nacional de Ciências (NSF) dos EUA, o acidente

aconteceu às 02:45 da manhã de 10 de agosto de 2020 (horário local), e a causa

ainda não foi determinada.

Construído há quase 60 anos, o radiotelescópio de Arecibo foi o maior do mundo na

sua categoria até 2016, quando o radiotelescópio chinês FAST começou a operar.

Um ícone da ciência, ele já estrelou filmes como "Contacto" e "007 Contra

Goldeneye" e foi usado para detectar o primeiro planeta em órbita de outra estrela,

em 1994, e a primeira "explosão rápida de rádio" (FRB - Fast Radio Burst),

fenómeno que ainda intriga os cientistas. Em abril deste ano, ele foi usado para

fotografar um imenso asteróide que passou próximo à Terra.

O radiotelescópio de Arecibo também foi responsável por transmitir, em 1974, a

"Mensagem de Arecibo", escrita pelos astrónomos Frank Drake e Carl Sagan e

enviada para espaço como parte do projecto SETI (Search for Extraterrestrial

Inteligente, "Busca por Inteligência Extraterrestre").

O GOVERNO ARGENTINO DIVULGOU O

"CASO BARILOCHE" SOBRE O

AVISTAMENTO DE UM OVNI

O Ministério da Defesa da Nação desclassificou pela primeira vez documentos relacionados com uma investigação oficial sobre o avistamento de um objecto voador não identificado (OVNI), no chamado “caso Bariloche”, ocorrido em 1995. Apesar de, já em 2018, ter sido descartado que este objecto, visualizado no céu por pilotos e técnicos do aeroporto internacional de Bariloche, corresponda a algum elemento extraterrestre, o Governo concordou em entregar o arquivo completo, a pedido da Comissão de Estudos do Fenómeno OVNI, da República Argentina (CEFORA). A documentação foi desclassificada no âmbito da Lei sobre o Direito à Informação Pública e encorpa a investigação realizada pelo suposto avistamento de um OVNI em 31 de julho de 1995. CEFORA lembrou que neste caso estão os testemunhos do piloto Jorge Polanco que, durante uma operação de aterragem no aeroporto local, “foi interceptado por um objecto que o obrigou a realizar uma manobra de fuga de alto risco”.

Consiste também em informações fornecidas por outras testemunhas que comandavam um avião da Guarda Nacional, que realizava um vôo médico, pilotado pelos Comandantes Juan Domingo Gaitan e Rubén Cipuzak ; e o então chefe do Aeroporto, NCO Daniel García, que estava na torre de controle. Em 2018, o governo publicou um relatório final sobre este caso, no qual descartou que o evento fosse uma “nave” alienígena. Mas agora desclassifica todos os arquivos, incluindo os diálogos dos pilotos com a torre de controle, entre outros.

A mensagem contém informações sobre a localização da Terra e do Sistema Solar,

sobre a espécie humana (como elementos que compõem o nosso DNA, a altura

média de um humano e o número demográfico da nossa população) e o equipamento

usado para a transmitir.

"Temos uma equipa de especialistas analisando a situação", diz Francisco Cordova,

director do observatório. "O nosso foco é garantir a segurança da nossa equipe,

proteger as instalações e o equipamento e retomar a operacionalidade completa da

instalação o quanto antes, para que ela possa continuar a auxiliar cientistas ao redor

do mundo".

Nesse relatório oficial, divulgado há dois anos, a Força Aérea considerou que

o episódio se devia a uma confusão provocada por uma pessoa que do solo

decidiu testar um projector poderoso para as nuvens. É nesse momento

que as duas aeronaves se encontravam nas proximidades do aeroporto e

detectam esta situação que, no princípio, acreditaram ser um OVNI.

Parece mentira e já vamos (com a presente edição) no

1º ano de publicações internas a nível nacional. Com

o propósito único de servir todos aqueles que nos apoiam

de forma pontual e sistemática, diga-se, sem qualquer

contrapartida financeira ou profissional, senão prosseguir os objectivos

de estudo nacional consignados. A ideia passou de projecto e, consequentemente, para

acção, quando alguns inconformados (investigadores civis) sentiram a necessidade

empírica de o fazer avançar.

Nunca será fácil gerir todo um palco de opiniões e sensibilidades sobre o fenómeno,

numa estrutura civil e com inúmeras carências materiais e financeiras, mas o querer, a

determinação e a idoneidade destas pessoas tornaram o projecto realidade, sendo que

mantendo a dedicação tão intocável como fosse o seu primeiro dia.

Hoje, prevalecemos afincadamente nos trabalhos de organização documental e

processamento de métodos de trabalho mais apurados visando criar formas de

intervenção de campo, nunca descurando a formação básica no critério operacional.

Por isso e em breve, apresentaremos o “Manual de Investigação CIFA – Procedimentos

Elementares para Intervenção no Terreno (V.1.0)”, que vai procurar orientar e formar

todos os nossos Membros, dedicados nesta causa, permitindo assim intervir e integrar-

se com os requisitos recorrentes de avaliação nas mais diversas disciplinas académicas

inseridas no contexto deste estudo.

Espera-nos muito trabalho pela frente para que, de forma gradual e faseada,

consigamos compreender e desmitificar este fenómeno que ultrapassa fronteiras e que

diariamente nos confronta com manifestações desconcertantes ao raciocínio lógico e

científico.

Porque a procura pela Verdade dever ser de todos nós, fique connosco nesta longa

caminhada que trilhamos honradamente consigo!

TESTEMUNHA: Várias identificadas e tipógrafo do jornal “Diário de Notícias”(Funchal)

SINOPSE DA OCORRÊNCIA: Várias testemunhas presenciaram, sobre a baía do Caniçal, um

estranho objecto voador que foi fotografado por um tipógrafo do jornal “Diário de

Noticias”, do Funchal (Madeira). O OVNI mudava de cor constantemente e encontrava -se a

poucas centenas de metros de altitude, estando sempre visível (mais de 2 horas!!!),

chegando a iluminar o local que estava a sobrevoar.

OS “NÃO IDENTIFICADOS” (EI–2ºG)

O plano de consagração de evidências contextualizado nas manifestações dos

fenómenos OVNI, sempre foi atribuído aos designados vestígios ambientais após

detecção de um objecto desconhecido sobre um terreno. Assim aconteceu, mas

nunca comprovado em Portugal, na suposta aterragem (na década de 90) na zona

de Coimbra, como foi o caso designado do Poço Negro, de 14JAN1995 (BRO#0579).

planeada e antecipada, podem assumir resultados da sua execução na intervenção de campo.

Dezenas de acontecimentos internacionais fazem a narrativa destes encontros mas sempre

com défice enorme no modelo de trabalho criado (por exemplo, a falta de exames biológicos

em entidade credenciadas), que fazem habitualmente criar alguma controvérsia na sua melhor

aceitação na comunidade científica.

Encontrar explicações preliminares plausíveis antes de actuar, são a primeira atitude racional a

desenvolver para que não seja forçada uma actuação de recursos não justificados.

Colocando numa segunda fase o estudo psicológico do estado de consciência da testemunha,

as ocorrências neste modelo e para que seja possível obter resultados credíveis na sua

intervenção, devem ser realizados numa janela entre 24 e 72 horas (tendo em conta a

condição meteorológica) após a localização da área afectada. Tudo o que possa escapar ao

tempo útil associado, certamente virá minimizar os reais efeitos produzidos, visando a sua

conclusão. Sem um plano bem delineado e com os respectivos procedimentos calculados,

tornar-se-á sempre difícil dissecar os efeitos designados para estudo.

Enquanto a inexistência de protocolos de colaboração persistir, com as demais entidades de

investigação laboratorial no contributo como Ciência de auxílio na intervenção destes

acontecimentos, tudo continuará extremamente difícil na avaliação científica destas

ocorrências a nível nacional.

No pressuposto de efeitos físicos constatados no terreno após observação origina

um vasto número de trabalhos “in loco”, muito semelhante a uma intervenção de

uma equipa forense criminal. Analisar vestígios no terreno, fazer levantamento

topográfico e rastreio de metais, estudo das condições meteorológicas, executar

estudo do ecossistema do local e possível alteração térmica no confronto terreno-

objecto, enfim uma vasta gama de exercícios metódicos e processados somente de

forma

No final da década de 1970, o filme Encontros Imediatos do

Terceiro Grau, realizado por Steven Spielberg (filme que vi

em Março de 1978 no Cinema Trindade, Porto), converteu-se

no maior êxito de bilheteira do país… quiçá, do mundo…

e não apenas por ser um bom espectáculo cinematográfico,

com trucagens de uma fantástica beleza, mas também…

Ou principalmente, porque abria caminho à nossa

imaginação, à nossa esperança.

Se calhar, até… aos nossos medos… (mas também ao

nosso eterno combate à solidão, por não querermos estarmos

sós no universo) e, provavelmente, também, à nossa coragem e esperança por

desejarmos um encontro real com seres alienígenas, convictos de que, só teremos a

receber benefícios, pois se criaram uma técnica que lhes permite cruzar o espaço,

terão, necessariamente, de ser tecnicamente mais evoluídos do que nós, cuja

evolução implicaria o mesmo grau de desenvolvimento na moral e na ética.

E se os princípios químicos e físicos criadores da vida se repetem noutros pontos do

universo tal como evoluíram aqui, os extraterrestres também serão seres com muitas

semelhanças morfológicas connosco.

Portanto, não serão monstros, nem desembarcarão na Terra animados de intenções

bélicas, como em outros filmes de ficção científica nos foram apresentados como

invasores, colonizadores, perseguidores e destruidores.

Na verdade, estas maldades fizemo-las nós próprios, como a História regista, quando

invadimos territórios americanos, africanos e asiáticos. A maldade é nossa, e

espelhámo-la nos alienígenas da nossa imaginação, que desenhamos fortemente

bélicos, à nossa semelhança (o mesmo fizemos com Deus, que criamos à nossa

imagem e semelhança, e dizemos que foi ele quem nos criou à sua imagem e

semelhança!...). O que dizer que para além de maldosos, também somos vaidosos e

arrogantes, ao ponto de criarmos um deus perfeito que só pode ser cópia de nós!

Somos constantemente perseguidos pelo nosso ancestral medo colectivo aos

monstros, quer vivam eles nas selvas reais, quer venham das mitologias (da grega e

de outras), quer sejam inventados pelos nossos navegantes ou sejam alienígenas

vindos dos confins do espaço.

Esse nosso medo ficou bem expresso na reacção que os norte-americanos tiveram no

dia 30 de Outubro de 1938 (fez 82 anos em Outubro passado), quando Orson Welles,

cineasta e actor, anunciou aos microfones da rádio que Nova Jersey fora invadida por

marcianos aterradores. Antes que o radialista tivesse tempo de informar que o

programa fazia publicidade ao romance de ficção científica A Guerra dos Mundos, de

outro Wells, Halbert George Wells, semeou-se o pânico entre quem escutava rádio.

E pior ainda… o pânico propagou-se a quem não tendo escutado o programa

radiofónico, acreditou na versão contada por alguém que ouviu dizer a quem o

escutou!... E que era imensamente mais horrível, porque “quem conta um conto,

acrescenta-lhe um ponto!!! Um medo aterrador alastrou-se a 32 milhões de pessoas

convictas de que a América estava a ser invadida por monstros do espaço, e deu-se a

fuga espavorida.

Este medo que agitou a América não aconteceu por acaso. Aliás, não há medo algum

que se instale por acaso. O medo da guerra e dos seus maléficos resultados estava

latente na população americana (e europeia) desde o conflito global que foi a

Primeira Guerra Mundial (1914-1918), na qual os soldados americanos entraram em

1917. No final da guerra contaram-se 10 milhões de mortos, e na década de 1930

vivia-se uma paz podre. As várias facções do conflito de há cerca de duas décadas

continuavam a ser uma ameaça.

Havia crise económica, tensões políticas e sociais em várias partes do globo, regimes

totalitários, ideologias expansionistas, imperialismos, guerra fria entre URSS e EUA,

corrida ao armamento… tudo isto, mais a ideia de um domínio mundial por uma

potência imperialista hegemónica, acabou por conduzir à Segunda Guerra em 1939,

terminando em 1945.

A Guerra dos Mundos, de Orson Wells, antecede este segundo conflito mundial em

um ano. E a reacção espontânea de medo e fuga pode, a meu ver, ser ligada à

predisposição das pessoas com má memória da guerra e alarmadas com a

eventualidade de se confirmar um segundo conflito e, desta vez, cósmico!...

Provavelmente estará aqui a razão para que a transmissão radiofónica de Orson

Wells tivesse causado tanto pavor, a um nível que nenhum filme de terror ou de

antecipação científica terá conseguido suscitar.

Como disse Jacques Siclier, em Cinema e Ficção Científica (lembrado por Lauro

António na revista Opção, nº101, de 30 de Março de 1978): “Essa emissão de ficção

científica agitou a América, e durante 24 horas milhares de americanos julgaram,

realmente, ter visto marcianos. Outros, imaginaram-se ameaçados por um

desembarque inesperado das hostes nazis, do exército vermelho, ou, até, dos

chineses ou japoneses! De facto todos os perigos que então pairavam sobre o

mundo, e de a América tinha tanta consciência como a Europa (se bem que estivesse

menos directamente ameaçada) haviam tomado forma durante aquela noite de

pânico provocada pelo enfant-terrible que era Orson Welles. Os marcianos tinham

assumido, simbolicamente, o papel de agressores”.

ANÁLISE TEMPORAL DE UM FENÓMENO SOCIAL…

Embora este temor estivesse instalado na cabeça dos frágeis seres humanos, com o

correr do tempo o medo aos extraterrestres foi-se convertendo na curiosidade, e

um encontro positivo com seres alienígenas, sem belicismo nem horrores, foi

tomando conta das nossas consciências, e, até, muito bem aceite, talvez porque,

provavelmente aquilo que, inconscientemente, nós queremos… é salvarmo-nos de

nós próprios.

Para o abandono da ideia catastrofista da invasão de seres do espaço, terá

contribuído, muito provavelmente, o cientista Carl Sagan com a sua divulgação

científica serena e sem dramas, que nos aponta soluções racionais e caminhos de

encontro pacífico com prováveis extraterrestres.

Mas também Erich von Daniken, com as suas investigações e suposições, e a

colocação de hipóteses paralelas à Ciência (de Daniken tornarei a falar mais à

frente), e essas vontades e propostas pacíficas vieram a tomar conta das

esperanças de muita gente, mormente na juventude da década de 1970.

Aqui chegados, e já sem o medo da invasão dos extraterrestres-piratas, lembremos

que após a Segunda Guerra Mundial, houve várias vagas de observações de Discos

Voadores (termo que veio a ser substituído pela sigla OVNI - Objecto Voador Não

Identificado).

Essas observações iniciaram-se na década de 1940 com o célebre testemunho de

um homem de negócios e desportista norte-americano, Kenneth Arnold, que

pilotando o seu avião particular, no dia 24 de Junho de 1947, avistou um grupo de

nove engenhos com a forma de disco atravessando o céu a uma velocidade

surpreendente, estimada em 2000 Km/h.

Com este caso, os Discos Voadores iniciavam um novo ciclo de aparições, tão

frequentes que inquietaram a consciência dos observadores. Aquela suposta

invasão dos marcianos de H. G. Wells, transmitida na rádio por Orson Welles, ainda

não se tinha esbatido totalmente no consciente colectivo quando, uma década

depois, uma onde de “naves espaciais” se abate sobre os céus da América,

testemunhados por Desmond Leslie e George Adamsky.

Mais uma vez o fantasma da guerra veio à tona. As fortes marcas deixadas pela

Segunda Guerra Mundial obrigavam a perguntar se aqueles engenhos voadores

não seriam de fabrico russo? E as questões então colocadas: “De onde vêm os

Discos Voadores?”, “Que querem de nós?”… não tinham resposta.

O terror anti-soviético dominava o pensamento americano, e, mais uma vez, a

industria cinematográfica transportou todos esses medos latentes para a invasão

da Terra por seres extraterrestres.

Em 1951 Edgar Ulmer realizou o filme O Homem do Planeta X, contando a história

de um desconhecido que chega a uma vila norte-americana e prepara os

habitantes para a invasão de seres espaciais que chegariam em breve.

Entre o terror atómico e a ameaça latente do comunismo, a América inquietava-se,

e os Discos Voadores faziam parte dessa inquietação.

George Adamsky torna-se numa figura nacional. Dá conferências, faz viagens e é

recebido pela rainha da Suécia. Nas suas saídas frequentes para uma zona de

montanha, invariavelmente fazia fotografias de Discos Voadores e, uma vez, até

fotografou um astronauta “venusiano”. Garantiu ter entrado numa nave e ter feito

uma viagem espacial. Viu a Lua, descortinou na sua superfície, cidades, e enxergou

os seus habitantes, os selenitas!

Sabendo nós que nem a Lua nem Vénus são planetas habitados, interrogamo-nos

se George Adamsky mentiu, ou se enganou na descrição da viagem espacial que

fez, baralhando os itinerários.

Por outro lado, 20 depois das suas alegadas experiências, um cidadão inglês

deparou-se com a parte superior de um aquecedor a gás descoberto na

arrecadação dos avós, que tinha exactamente a forma do Disco Voador fotografado

por Adamsky, e no qual empreendeu a sua surpreendente viagem astral!

Quanto à hipótese de, em tempos remotos, termos sido visitados por seres de

outros mundos… é sempre uma hipótese a considerar. Porém, há quem vá mais

longe e transforme a hipótese em realidade. Foi o que fez o escritor suíço Erich von

Daniken, autor do livros Eram os Deuses Astronautas?.

Em entrevista a uma revista alemã, perguntado sobre a intenção da visita dos

extraterrestres, Daniken respondeu: “Se eu me apercebesse que num carreiro de

formigas havia insectos com inteligência que queriam entrar em contacto comigo,

que interesse tinha eu em pisar o carreiro e destruí-las? O mais lógico seria

esforçar-me para as entender e estabelecer uma troca de ideias. O mesmo sentirá

uma inteligência superior que nos visite… dominando uma técnica igualmente

superior que lhe permite cruzar longas distâncias no espaço, esse astronauta terá

de ser, também, eticamente superior”.

Partilho desta premissa de Daniken, embora a sua personalidade não me agrade

totalmente, já que faz afirmações fáceis, sem grande rigor científico… e o seu

passado semeado de casos de fintas ao fisco e de expedientes económicos que o

conduziram à cadeia, não ser o melhor cartão de recomendação para a sua

credibilidade.

Depois daquele programa de rádio de Orson Welles, parece que as populações

passaram a estar mais atentas à observação do céu, e talvez por isso foram

referenciados casos de Discos Voadores com muita frequência.

O fenómeno globalizou-se, e rapidamente os Discos Voadores alimentaram a

indústria da comunicação.

E já na década de 1970 era raro o dia em que a imprensa não noticiasse

observações OVNI em algum ponto do planeta, a maioria das vezes sob a forma de

globos de luz intensa, e alguns casos referiam, até, observações próximas de

estranhas naves pousadas no solo, que levantavam voo silenciosamente ou

emitiam silvos agudos, para de imediato ganharem velocidade vertiginosa e

desaparecerem no espaço.

O fenómeno OVNI globalizou-se e prendeu o interesse de imensa gente, mormente a

juventude, sempre ansiosa por saber, e ávida pelo enigma, pelo misterioso e atraída

pelo desconhecido.

Em consequência deste interesse, não havia cidade e nem escola que não tivesse o

seu grupo de investigação de Ovnilogia, termo rapidamente criado para servir o

mercado, e que passou a ocupar grupos associativos e escolares.

Cada grupo produzia o seu boletim informativo, de modo artesanal, sem qualquer

rigor gráfico, salvo raras excepções.

Este interesse juvenil rapidamente motivou editores sempre atentos a uma

oportunidade de negócio, e a juventude interessada no fenómeno OVNI constituía um

excelente segmento de mercado a não descurar.

Não havia semana em que os escaparates dos quiosques não mostrassem novas

revistas que tratavam o tema, nem mês que as montras das livrarias não expusessem

novos livros sobre o fenómeno OVNI e assuntos correlativos: As inscrições da planície

de Nazca, no Perú; o misterioso Triângulo das Bermudas com o desaparecimento de

barcos e aviões; os segredos das pirâmides Maias; as profecias enigmaticamente

detectadas no Vale dos Reis; registos da presença de extraterrestres no Génesis

bíblico (note-se que todos estes temas foram trabalhados e divulgados por Erich von

Daniken); a própria figura, e os feitos, de Jesus Cristo; os moais da Ilha de Páscoa, para

além de observações de Humanóides em várias partes do mundo…

E afirmou-se, até, a existência de vestígios de uma civilização extraterrestre,

encontrados na cave do emblemático arranha-céus de Nova Iorque, Empire State

Building!...

Havia literatura para satisfazer todos os gostos. Se alguns autores eram

desconhecidos, também havia textos assinados por autores de crédito afirmado, e de

várias procedências: Norte-americanos, ingleses, franceses, alemães, espanhóis e

portugueses.

A imprensa generalista dava conta, quase diariamente, da observação de OVNI

cruzando os céus de várias partes do mundo… e em África, recordo que houve um

presidente-ditador de um país (já não recordo qual… mas em África podia ser

qualquer um !...), que ao divulgar-se a observação de um OVNI sobre o seu país, quis

saber quem deu autorização para o OVNI voar no espaço nacional!...

É muito provável que tenha mandado prender alguém!

Eu próprio criei no jornal O Primeiro de Janeiro a rubrica OVNIS EXISTEM que mantive,

semanalmente, durante cerca de três anos (de Outubro de 1978 a Julho de 1981,

altura em que, profissionalmente, deixei o O Primeiro de Janeiro e me mudei para a

Empresa do Jornal de Notícias), onde comentava observações OVNI, a qual foi

continuada por Fernando Fernandes. Ao mesmo tempo, Joaquim Fernandes noticiava

e comentava, no JN, os fenómenos OVNI na sua rubrica 2001.

E em Lisboa, Seomara da Veiga Ferreira e Sanchez Bueno, eram duas de entre outras

personalidades que escreviam crónicas sobre o tema em jornais e revistas, proferiam

palestras e faziam investigação, organizados no grupo CECOP (Centro de Estudos

Cosmológicos e Parapsicológicos).

Com o correr do tempo, a ideia do contacto de terrestres com extraterrestres perdeu

agressividade. Largamos o medo às sangrentas invasões galácticas, e

maioritariamente estamos mais permeáveis à ideia da fraternidade entre mundos e

entre civilizações. É essa ideia, exposta por Steven Spielberg no filme Encontros

Imediatos do Terceiro Grau, que veio assinalar uma nova etapa na história dos

extraterrestres no cinema. O contacto que no filme é estabelecido entre eles e nós,

não foi provocado por nós próprios, mas sim induzido por eles. São os extraterrestres,

despidos de todas as intenções colonizadoras, que sinalizam o caminho a percorrer,

que escolhem os eleitos, que referem o local e a hora de contacto e, finalmente,

estendem os braços (eles e nós), não empunhando armas, mas em fraterna comunhão

na procura de uma linguagem que permita um mútuo conhecimento, num fraternal

encontro, não imposto pelos terrestres.

Ou seja; Não são os extraterrestres que se obrigam a aprender inglês para se

entenderem connosco. No filme esse entendimento começa por ser telepático e leva

os eleitos a perceberem e a conceptualizarem o convite ao encontro, o que é

facilitado por uma linguagem universal: A música.

E é com esta ideia benigna e pacífica dos nossos irmãos cósmicos que chegamos aos

nossos dias… e eu chego ao fim deste meu artigo que, espero, vos tenha agradado.

ANTENA DE ARECIBO DESABA

APÓS MESES DE DETERIORAÇÃO

ARECIBO, Porto Rico (Associated Press) 02DEZ2020 - Um enorme radiotelescópio, que já foi

danificado e que desempenhou um papel crucial nas descobertas astronómicas durante mais de

meio século, desabou completamente na terça-feira em Porto Rico.

A plataforma de recepção, de 900 toneladas, e a cúpula gregoriana - uma estrutura tão alta

quanto um prédio de quatro andares que abriga reflectores secundários - caíram na parte norte

do prato reflector largo, mais de 120 metros (400 pés) abaixo.

A Fundação Nacional de Ciência dos Estados Unidos (NSF na sua sigla em inglês) já havia

anunciado o encerramento do Observatório de Arecibo. Em Agosto, a quebra de um cabo auxiliar

abriu um corte de 35 metros na antena de 305 metros de diâmetro e danificou a plataforma

receptora que ficava suspensa acima dela. No início de Novembro, um cabo principal foi cortado.

O colapso do que até recentemente era o maior radiotelescópio do mundo causou decepção a

muitos cientistas.

“Parecia um estrondo. Eu sabia exactamente o que era ”, disse Jonathan Friedman, que

trabalhou durante 26 anos como pesquisador no observatório e mora nas proximidades. “Eu

estava a gritar. Eu estava fora de controle... Não tenho palavras para expressar isso. Foi uma

sensação profunda e terrível ”.

Friedman correu desde a sua casa e confirmou as suas suspeitas: Onde antes ficava a estrutura,

havia apenas uma nuvem de poeira, acabando com as esperanças de alguns cientistas de que o

telescópio pudesse ser consertado.

“É uma perda enorme”, disse a astrónoma Carmen Pantoja, que usou o telescópio para a sua

tese de doutorado. "Foi um capítulo na minha vida".

Cientistas de todo o mundo pediram às autoridades dos Estados Unidos e a outras para reverter

a decisão da NSF de fechar o observatório. A NSF acabaria por reabrir o centro de visitantes e

retomar as operações das instalações LIDAR, usadas para investigações da alta atmosfera e da

ionosfera, com análise de nuvens e precipitação.

O telescópio foi construído na década de 1960 com financiamento do Departamento de Defesa

dos Estados Unidos, devido à pressão para desenvolver defesas anti-mísseis balísticos. Durante

os seus 57 anos, sobreviveu a furacões, à humidade tropical e a uma série recente de

terremotos.

Foi usado para rastrear asteróides, conduzir pesquisas que levaram ao Prémio Nobel e para

determinar se um planeta é potencialmente habitável. Também serviu para treinar alunos na pós-

graduação e atraiu cerca de 90.000 visitantes por ano.

Sobre o ONOFRE VARELA… Nasceu no Porto em 1944 e iniciou-se no mundo do trabalho aos

13 anos como aprendiz de tipógrafo. Aos 17 era aprendiz de

desenhador litográfico e estudava Pintura na Escola de Artes

Decorativas Soares dos Reis, no Porto, em aulas nocturnas com o

estatuto de trabalhador-estudante. Aos 20 anos, ao serviço do

Exército foi enviado para a Guerra Colonial, na frente norte de

Angola (Dezembro de 1965 a Fevereiro de 1968).

Colaborou com a revista semanal Notícia, editada em Luanda e

Lisboa, fazendo banda desenhada (BD) no suplemento infantil Pica-

Pau, onde, de 1966 a 1968, publicou cinco histórias.

Regressado da guerra foi criativo gráfico em litografias e agências

de publicidade. Em 1973 deslocou-se a Paris e Bruxelas com uma

lista de editores de BD fornecida por Vasco Granja. Avistou-se com

o argumentista Claude Moliterni em Paris, e com os chefes de

redacção das três principais revistas de BD franco-

belgas:Tintin, Spirou e Pilote em Bruxelas. No regresso da

sua infrutífera viagem trocou correspondência com Hergé.

Publicou BD e/ou caricatura e cartune nos jornais: O Primeiro

de Janeiro, Notícias da Tarde, O Jogo, Jornal de Notícias, O

Comércio do Porto, entre outros.

Recebeu vários prémios e menções em Portugal e no

estrangeiro, e em 2012 foi homenageado no Amadora

Cartoon.

Em Outubro de 2020, foi distinguido como Membro

Honorário pelo nosso Centro, pela participação no Projecto

CIFA – Recuperação de Património Informativo Nacional

2020/2021 na cedência dos seus arquivos pessoais sobre

ovnilogia, após longos anos de divulgação e rubricas

periódicas editadas.

No seu atelier ostenta honradamente o

tributo distinguido pelo CIFA.

Várias testemunhas presenciaram, sobre a baía do Caniçal, um estranho objecto voador que foi fotografado por um tipógrafo do jornal

“Diário de Noticias”, do Funchal (Madeira). O OVNI mudava de cor constantemente e encontrava-se a poucas centenas de metros de

altitude, estando sempre vísivel (mais de 2 horas!!!), chegando a iluminar o local que estava a sobrevoar.

COMUNICADO DE PRENSA DE CEFORA

EL MINISTERIO DE DEFENSA DESCLASIFICO LOS DOCUMENTOS PERTENECIENTES AL CASO

BARILOCHE SUCEDIDO EL 31 DE JULIO DE 1995, BAJO EXPEDIENTE, 2020-60053899-APN-

DNAIP#AAIP, CON FECHA 9 DE SEPTIEMBRE DE 2020, DE LA LEY 27275 DE ACCESO A LA

INFORMACION PUBLICA.

ESTE EXPEDIENTE SE CONVIERTE, EN LA PRIMERA DESCLASIFICACIÓN OFICIAL POR PARTE DEL

GOBIERNO ARGENTINO, DE UN CASO VINCULADO AL FENOMENO OVNI.

La organización civil CEFORA, viene desarrollando una intensa campaña de solicitud de Acceso a la Información Pública de cara a la sociedad, a través de la Ley 27275, que faculta al ciudadano a pedir información de su interés a cualquier organismo del Estado.

Así aconteció con la búsqueda de expedientes o actuaciones vinculadas al caso en donde el Comandante Jorge Polanco en operación de aterrizaje, fue interceptado por un objeto que lo obligó a realizar una maniobra de escape de alto riesgo. Por otra parte, un avión de Gendarmería Nacional, que realizaba un vuelo sanitario, pilotado por los Comandantes Juan Domingo Gaitan y Rubén Cipuzak, fueron testigos protagónicos del episodio. El evento fue registrado por la Torre de Control donde se encontraba el Jefe del Aeropuerto el Subificial Daniel García, generando comunicaciones entre controladores aéreos y pilotos, siendo observado además, por múltiples testigos y personal del servicio Meteorológico y de pista.

Una cantidad de ciudadanos asesorados por CEFORA, realizaron solicitudes, generando en uno de ellos, Pablo Alvarez, por respuesta, la copia de la desgrabación de la Torre de Control, las declaraciones el día de los hechos en el aeropuerto de Bariloches de los tesigos principales y las actuaciones con los mails correspondientes de investigadores civiles preguntando por el caso, dando lugar e incio al expediente 5374181 del 9 de agosto de 1995.

La respuesta fue enviada por Bárbara Benetti, Responsable de Acceso a la Información Pública de la Dirección de Transparencia Institucional a través de una notificación emanada el 6 de julio del corriente año a través del sistema de Trámite a Distancia (TAD) mediante nota NO-2020-42399784-APN-IG#FAA emitida por el Brigadier Inspector General, Roberto Alfredo Orlando, de la Inspectoría General de la Fuerza Aérea Argentina; con su correspondiente nota embebida NO-2020-42328998-APNSEGE# FAA emitida por la Secretaría General de la Fuerza Aérea, la cual contiene como archivo embebido el pdf. “ANEXOS Respuesta pedido Caso BARILOCHE”.

Elevo la presente CCOO al señor Inspector General, en respuesta a su similar anterior NO-2020-39224498-APN-IG#FAA referente a la solicitud de Información Pública Expediente Electrónico EX-2020-38595692-APN-DNAIP#AAIP en el que el Sr. Pablo Álvarez, solicita acceso a la documentación existente en los archivos de la ex CEFAE (Comisión de Estudio de Fenómenos Aeroespaciales) sobre el caso “Bariloche” (1995).

En cuanto a lo solicitado, deviene oportuno aclarar que toda la documentación oficial referida al caso “Bariloche” (1995), que en algún momento fue parte de una reconstrucción de expediente en la época en que estuvo a cargo el Comodoro Guillermo ALOI, fue utilizada a partir de 2018, para el análisis y resolución definitiva del caso, pasando a incorporarse físicamente, a la carpeta del Informe Final del Caso Bariloche 1995, que obra en nuestros archivos, constituyendo los únicos documentos oficiales disponibles en soporte papel.

A continuación, incluimos la documentación oficial disponible sobre el mencionado caso, aclarando que algunos folios son idénticos a los ya elevados por el solicitante como ejemplos en sus Descripciones Extendidas: RE-2020-38595279-APN-DNAIP#AAIP (Carátula de Informe del Jefe de Aeropuerto Bariloche My. Jorge Luis OVIEDO,

dirigido al Jefe de la Región Aérea Centro); RE-2020-38595295-APN-DNAIP#AAIP (Declaración del Cte. The Pentagon’s UAP Task Force Franc Milburn

ExEcutivE Summary

In June 2020, the Senate Select Committee on Intelligence unveiled the Unidentified Aerial Phenomena Task Force (UAPTF) at the Office of Naval Intelligence—a successor to the Advanced Aerospace Threat Identification Program (AATIP). This paper dives down the rabbit hole with Defense Department insiders, scientists, and declassified material to find answers to a host of questions: Are mystery craft near-peer adversary platforms or exotic US platforms? What is the technology behind them? What kind of threat do they pose? What are the geostrategic implications? And what are we not being told?

On August 4, 2020, the Pentagon announced the establishment of the Unidentified Aerial Phenomena Task Force (UAPTF). This followed Chairman of the Senate Select Committee on Intelligence Marco Rubio´s June 17 report, which was attached to the Senate Intelligence Authorization Act for 2021. Deputy Secretary of Defense David Norquist approved the establishment of the multi-agency UAPTF, which is to be led by the Navy under the “cognizance” of the Under Secretary of Defense for Intelligence and Security (OUSDI).

The task force was created to “[improve] understanding of, and gain insight into, the nature and origins of UAP,” with the mission “to detect, analyze and catalog UAP that could potentially pose a threat to US national security.” Presumably, “UAP” refers to the same craft that the military, FBI, CIA, DIA, and others have been detecting and analyzing for the past seven decades.

The release stressed the Pentagon’s “paramount concern” for “the safety of our personnel and the security of our operations.” The Department of Defense [DoD] and military departments “take any incursions by unauthorized aircraft into our training ranges or designated airspace very seriously and examine each report.” These incidents appear to now be taken more seriously in public than the much-maligned Project Blue Book, about which one UFO historian commented: “The Air Force baked it, the press served it, and the public ate it.”

The Blue Book, which ran from 1952 to 1969 and succeeded projects Sign (1948) and Grudge, summarized its investigations thus:

• There was no evidence submitted to or discovered by the Air Force that sightings categorized as “unidentified” represented technological developments or principles beyond the range of modern scientific knowledge; and

• There was no evidence indicating that sightings categorized as “unidentified” were extraterrestrial vehicles.

Despite these conclusions, military and scientific interest in UFOs continued in secret after 1969.

The Senate Intelligence Committee currently “supports the efforts [of the UAPTF] at the Office of Naval Intelligence [ONI] to standardize collection and reporting on unidentified aerial phenomena, any links they have to adversarial foreign governments, and the threat they pose to US military assets and installations.” The Committee directed the Director of National Intelligence (DNI), together with other agencies, to submit a report within 180 days of the date of the enactment of the Act to congressional and armed services committees on UAP.

A key question about the UAPTF is this: Why isn’t the US Air Force leading it, when the stated mission of the Air Force is to “fly, fight and win...in air, space and cyberspace”? A recent podcast from the To The Stars Academy, which includes former Pentagon, intelligence, and aerospace insiders, suggests that this might reflect lingering stigma over the Blue Book, adding that there is a logic to the Navy’s taking the lead in view of its global mobility. Some Navy reports derive from the same areas where the USAF operates.

Former Deputy Assistant Secretary of Defense for Intelligence Chris Mellon suggests that the Air Force had difficulty acknowledging “mission failure,” describing it as “a bitter pill to swallow.” Lack of forthrightness might also have played a part. “AATIP did not have the access to sensitive classified Air Force information, [which was] in different stovepipes. Congress is making it very clear they want all hands on deck. They want all these organizations to contribute everything they have regardless of what compartment it’s in. They want the full picture.”

Mellon´s colleague Louis Elizondo, a TTSA director, former career counter-intelligence officer, and former AATIP director, says:

Everything is a potential threat until one is sure it is not a threat…when you look at what we are seeing from an intelligence perspective, there seems to be key interest in our military capabilities and specifically in our nuclear capabilities. If that´s the case and we don´t know what they are, we don´t know how they work, we don´t know who´s behind the wheel, we don´t know what their intentions are and somehow they can operate with impunity in our airspace, I think it´s a safe bet to say…that something with this level of technological capability could be a threat, should it want to be a threat…Anyone who says for sure they know it´s not a threat – they don´t know what they are talking about.”

Journalist Tom Rogan writes that the Navy “is front and center for a simple reason: its nuclear platforms keep attracting UFOs.” The Committee requires “Identification of any incidents or patterns that indicate a potential adversary may have achieved breakthrough aerospace capabilities that could put United States strategic [nuclear] or conventional forces at risk.” UAPs have regularly appeared at or near nuclear weapon sites ever since the late 1940s. Rogan says, “The ‘potential threat’ here is that the UFOs can detect and intercept these platforms on land, on sea, or undersea, and with impunity.” One particularly alarming claim concerns the destruction in flight of an ICBM by a UFO. Another serious consideration is the possibility of accidental nuclear war through misinterpretation of UFO data.

The Committee alludes to the “stove-piping,” saying it “remains concerned that there is no unified, comprehensive process within the Federal Government for collecting and analyzing intelligence on unidentified aerial phenomena, despite the potential threat. The Committee understands that the relevant intelligence may be sensitive; nevertheless, the Committee finds that the information sharing and coordination across the Intelligence Community has been inconsistent, and this issue has lacked attention from senior leaders.” This is a fairly damning indictment, as information sharing and coordination is essential when it comes to dealing with American adversaries.

Dr. Robert McGuire spent 27 years at the Institute for Defense Analyses and has decades of industry, government, and intelligence community experience. In a recent interview, he said:

If you have all these national assets, the issue is how can we use them to do a better job to figure out what the heck these things [UAP] are and why they are here and where they are going…. each of these assets is operated by an entity. And the entity jealously guards its prerogatives, its budgets and control of the assets it has been given to control. And it determines and distributes the data that comes from that asset…Total stove-piping.

Each of these instruments has exquisite capabilities… People just cannot begin to imagine just how amazing these assets are.

McGuire stressed the necessity to protect capabilities so that adversaries cannot learn how to evade detection. He suggested multi-sensor fusing by algorithm into a single product, and described the problem of instrument “filters” that eliminate unwanted “noise.” UAP may emanate filtered out signatures that need to be add to the filter library. He went on:

Let´s suppose a large spacecraft enters our atmosphere and is detected by some camera. Well let’s suppose it is moving at high speed and giving off electromagnetics. It’s tearing up the atmosphere and we have these sensors all over the world listening... until we fuse all these things together, we don´t know how to make them work collaboratively.

In a tweet, he added, “All bodies emit blackbody radiation. If observed platforms use something like the Alcubierre drive, then blackbody photons are shifted according to the general theory of relativity to far field observers into the visible spectrum.” Asked by the author if this means they can be tracked, he responded: “I think yes and one should look for a big shift/change when the things accelerate.”

Dr. Bruce Cornet, who carried out a nine-year investigation in New York State, told the author that craft he filmed, including a cigar-shaped object that “unfolded” wings and control surfaces that resembled “a black 707,” were emitting “reverse Doppler” and false commercial jet acoustic signatures in a deliberate effort to evade detection. The cigar-shaped object later stopped in mid-air and rotated 180 degrees. “Many times, they tried to mimic conventional aircraft sounds—jet engine sounds—sometimes propeller sounds… but the one thing that they couldn´t do was produce a normal Doppler sound,” he said. Cornet spoke to prominent theoretical physicist Dr. Jack Sarfatti, who told him that according to his theory about how UAP hulls work, their meta-materials used reverse Doppler. “This corroborated his [Sarfatti´s] ideas that the craft were anti-gravity.”

Sarfatti, a futurist, comments on this in one of a number of scientific papers he graciously shared with the author: “Explaining US Navy Close Encounters with Tic-Tac UAV.” This was a commentary on Dr. Hal Puthoff´s groundbreaking 2018 lecture, in which Puthoff (currently VP for science and technology at TTSA) provided hitherto classified details about the DoD´s UAP program. The strong gravity near field distortions will blend electromagnetic waves bouncing off the Tic-Tac, causing apparent mirage shape-shifting and even stealth cloaking, if desired by the controlling, probably fully conscious AI post-quantum computer (autonomous drone).”

thE PlayErS

The Senate Committee specifically mentioned data of the following types: geospatial [National Reconnaissance Office and National Geospatial-Intelligence Agency], signals, human and measurement and signature intelligence, and “centralized analysis of all unidentified aerial phenomena reporting for the Federal Government, regardless of which service or agency acquired the information.” The FBI was included. Absent from explicit mention was NASA—a key aerospace player—and its contractor, the Search for Extraterrestrial Intelligence (SETI), which, though not a federal agency, has ears to the sky.

The Department of Energy (DoE) also has a stake in UAP, given the latter´s interest in DoE nuclear sites, as do the Federal Aviation Administration and the National Transportation Safety Board for flight safety reasons. The US Space Force, though under purview of the USAF, also deserves mention. The Air Force Office of Special Investigations will have a data repository on UAP, and Air Force Special Operations Command and Joint Special Operations Command likely have crash retrieval roles. There was no reference to allies, despite the fact that US agencies have been liaising with counterparts from Brazil, Spain, and the United Kingdom for years. There is also no mention of private sector aerospace companies.

ourS or thEirS?The question “ours or theirs?” can be construed different ways. UAP might be exotic American tech, near-peer adversary platforms, or something else entirely. Chris Mellon addresses this in series two of the show Unidentified: Inside America´s UFO Investigation. On a podcast, he says: “We know that UFOs exist. This is no longer an issue. exist, and NAVY pilots―activedutypilots―havegoneon the record in The New York Times acknowledging the fact that they exist. So, the issue now is: why are they here, where are they coming from, and what is the technology behind these devices that we are observing?”

Mellon emphasizes recent military UAP experiences like the 2004 Nimitz/Tic-Tac encounter, which is particularly notable because the witnesses are so credible and the incidents are backed up with sensor information. He believes a breakdown in the UAP reporting system means sensitive installations and locations are being entered on a regular basis but are not being passed up the chain of command. “That´s why we consider this a potential threat, and that´s just not acceptable.”

The language in the Senate Committee report was not drafted by Mellon but by congressional staffers. It is clear, however, that Mellon and TTSA had a strong influence on the Pentagon’s release of Navy video evidence, Navy UAP acknowledgement, UAP reporting guidelines, briefings of lawmakers, interviews with military witnesses, and suggestions of intelligence platforms for tasking and driving the investigative agenda forward.

Senator Rubio said on CBS in July,

The bottom line is that if there are things flying over your military bases and you don’t know what they are because they’re not yours and they exhibit—potentially—technologies that you don’t have at your own disposal, that, to me, is a national security risk and one that we should be looking into… If it’s something from outside this planet, that might actually be better than the fact that we´ve seen some technological leap on behalf of the Chinese or the Russians or some other adversary…. Our perspective is there is someone flying in the airspace that no one else is allowed to fly in and we don’t know who it is and it isn’t something we have. We need to know what that is.

Dr. Lani Kass, a dynamic, engaging academic, is a senior fellow at the Mitchell Institute for Aerospace Studies and a board member of the US Air Force Institute of Technology. A former professor of military strategy at the National War College, she has served as special assistant to the Chief of Staff, US Air Force and as senior policy advisor to the Chairman of the Joint Chiefs of Staff. kept an open mind on the subject. Not dismissing ET—it’s idiotic to assume humans are the only intelligent beings in the galaxy, but I tend to focus on horses before zebras when I hear the clacking of hooves.”

She continues: “How much does anyone know about the B21? I’m more inclined to believe it’s terrestrial tech—ours or adversaries’—buried super deep in a compartment very few folks even know to exist—much less what’s in it.” She warns against a Western mindset of complacency and “cognitive dissonance” regarding Chinese tech advances. The key point here is not which theory Dr. Kass prefers, nor what she is willing to divulge; it is that a highly educated, open-minded former advisor to America´s most senior uniformed officers is willing to discuss UFOs on the record. This would have been unthinkable only a few years ago.

One problem with the Chinese tech theory is that much has been stolen from the US or otherwise acquired from Russia, with advanced Chinese fifth-generation aircraft reportedly having issues and requiring Russian engines. As for UAP, there are “five observables” (as well as a sixth, to be described later in this paper). These observables are characteristics captured by sensors and on visuals that don´t easily lend themselves to known or suspected terrestrial platforms. The five observables are instantaneous acceleration, hypersonic velocity, low observability, positive lift, and multimedium travel.

Dr. Puthoff remarked on the Nimitz case, “The F-18s could not obtain lock with their radars because they were stealthy, but Forward Looking Infrared Radar (FLIR) could pick them up to some degree based on their heat signatures. The Advanced Aerospace Vehicle appeared to demonstrate advanced acceleration, aerodynamic, and propulsion capability beyond anything that we knew existed on the planet.”

One scientific study, “Estimating Flight Characteristics of Anomalous Unidentified Aerial Vehicles,” notes:

Estimated accelerations range from almost 100 G to 1000s of Gs with no observed air disturbance, no sonic booms, and no evidence of excessive heat commensurate with even the minimal estimated energies… In many cases the number and quality of witnesses…and the equipment used to track and record the craft favor the latter hypothesis that these are indeed technologically advanced craft. The observed flight characteristics…are consistent with the flight characteristics required for interstellar travel…if these observed accelerations were sustainable in space, then these craft could easily reach

Some of the most incredible revelations come from a current Pentagon insider who has been involved in phenomenology research for the best part of a quarter century. In his own words, in communications seen by the author, he was “a DoD-deputized advisor to the Nimitz and Roosevelt investigator under a subcontract to the DoD” and senior scientific advisor to AATIP.

Dr. Eric Davis is currently adjunct professor at the Center for Astrophysics, Space Physics and Engineering Research at Baylor University. His profile includes combined work experience in aerospace physics, astronomy, and astrophysics; experience in national security and DoD, DoE, intelligence community and aerospace industry special projects. He was previously chief science officer for Earth Tech, working for long-term associate Hal Puthoff and Bigelow Advanced Aerospace Studies and the National Institute for Discovery Science (NIDS), conducting phenomenology research and servicing a DIA contract, known as the Advanced Aerospace Weapon System Applications Program (AAWSAP), to generate 38 scientific reports for AATIP, projecting exotic physics and technologies to 2050.

In an interview in May 2020, Davis revealed that AATIP had not ended in 2012 as previously believed but continued under a new name, new leadership, and in a new location—none of which he would disclose, but which we now know to be the UAPTF. Davis did reveal that he is still a consultant to the Pentagon´s UFO program and that it is still under the purview of the OUSDI. “This is an intelligence operation to gather data, analyze and evaluate it and recommend courses of action… and I have a history in this business going back to 1996, so the program director knows me very well, knows my boss very well; knows my former boss very well.”

Is Davis talking about being an advisor during AATIP days—i.e., from 2007 onward—or pre-2007? If the latter, then what was the name of the program pre-AATIP and which part of the DoD was running it? John Alexander, a legendary Vietnam War Green Beret, has briefed at the highest levels of government, including White House staff, National Security Council, Congress, Director of Central Intelligence, and senior DoD officials. He is a former Pentagon insider and expert on UFOs and the potential use of remote viewing, psychokinesis, and other psychic skills in military operations. Importantly, there have been sightings for millennia. That excludes the possibility of foreign development. Reports of interactions between humans and sentient non-humans have also been stated since recorded history and in all cultures. That leads me to infer that whatever we are observing, there is no one simple answer and these phenomena (yes, plural) are probably beyond our ability to imagine.

In response to the UAPTF disclosures, Alexander told the author that “While they [UAPTF] may think they have been asked to review UAPs, in reality they have been handed a project with the complexity of cancer.”

In 1985, Alexander formed the Advanced Theoretical Physics Group, so named to evade Freedom of Information requests about UFOs. The group was described by the Washington Post as “The Voodoo Warriors of the Pentagon.” Alexander writes:

The ATP project… allowed me to function within acceptable limits while simultaneously pushing the boundaries of traditional credibility. It also required finding the right network of people... Venturing into studies of psi phenomena and UFOs was not seen as career-enhancing.

Study of the UFO data could provide a potential for a leap in technology. This would not require access to a craft, but could be derived from scientific examination of the reports determining the theoretical physics required to achieve such results.”

If this sounds familiar, then one wonders what the DoD been doing chasing its tail since ATP and reinventing the wheel. If we go back to August 1954, for example, we see that the Air Force updated its AFR 200-2 “Unidentified Flying Objects Reporting” manual, which considered UFOs to be “any airborne object which by performance, aerodynamic characteristics, or unusual features, does not conform to any presently known aircraft or missile type, or which cannot be positively identified as a familiar object.” It lists the objectives of UFO reporting thus: “First as a possible threat to the security of the United

States and its forces, and secondly, to determine technical aspects involved.” It seems not much has changed. The recent revelations beg the questions: why now, and why were we not told all this before?

In June 2019, Louis Elizondo went on the record admitting that the US Government has debris from a UFO in its possession. The New York Times (NYT) quoted Davis in July, saying: “Mr. Davis, who now works for Aerospace Corporation, a defense contractor, said he gave a classified briefing to a Defense DoD agency as recently as March, about retrievals of off-world vehicles not made on this earth.”

The same article issued a correction for former senator Harry Reid after writing: “Mr. Reid, the former Democratic senator from Nevada who pushed for funding the earlier UFO program… said he believed that crashes of objects of unknown origin may have occurred and that retrieved materials should be studied. ‘After looking into this, I came to the conclusion that there were reports—some were substantive, some not so substantive—that there were actual materials that the government and the private sector had in their possession,’ Mr. Reid said in an interview.”

The correction read: “An earlier version of this article inaccurately rendered remarks attributed to Harry Reid, the retired Senate majority leader from Nevada. Mr. Reid said he believed that crashes of objects of unknown origin may have occurred and that retrieved materials should be studied; he did not say that crashes had occurred and that retrieved materials had been studied secretly for decades.” Reid did tweet in April 2020: “I’m glad the Pentagon is finally releasing this [video] footage, but it only scratches the surface of research and materials available. The US needs to take a serious, scientific look at this and any potential national security implications.”

Discussing metamaterials, the NYT stated: “No crash artifacts have been publicly produced for independent verification. Going from data on a distant object in the sky to the possession of a retrieved one on the ground makes a leap that many find hard to accept and that clearly demands extraordinary evidence. Numerous associates of the Pentagon program, with high security clearances and decades of involvement with official UFO investigations, told us they were convinced such crashes have occurred, based on their access to classified information. But the retrieved materials themselves, and any data about them, are completely off-limits to anyone without clearances and a need to know.”

The slide above refers to “evaluations of AAV [advanced aerospace vehicles]” from “crashed‘retrieved materials.” Coincidentally, veteran UFO researcher Dr. Jacques Vallée and Stanford´s Dr. Garry Nolan are conducting research into three categories of purported UFO-related materials.

Journalist Alejandro Rojas nailed Davis on crash retrievals in April 2019:

There have been crashes, the superpowers on the earth have had their share of crashes and they have recovered the vehicles from their crashes. He expands on this in a recent email: “There’s no need to violate the laws of physics, and in this instance, none have been observed to be violated which is in accord with other observational and technological UAP data inputs going back for several decades. Instead, what one observes is a technology that exceeds the most advanced of human thought and engineering capabilities that requires a new frame of reference for understanding a new materials science, a new propulsion physics, and a new power physics. Asked in the interview whether it will be possible to develop technology based on observation of the phenomena, Davis replies: “It´s really hard to predict. Probably long-term, not near-term…. And these things don’t look like anything we can manufacture on earth, so we don’t have the manufacturing or industrial technology for it. For example, that’s what the 38 papers that the DIA wanted in their [inaudible] to Bigelow Aerospace Advanced Space Studies contract, was to take the physics and engineering of 2009-2022, extrapolate it to 2050, are we going to be able to have the physics and engineering and the technology/industrial base that will produce a vehicle that will match the Tic-Tacs by 2050?”

Because what happens if the Tic-Tacs decide to turn against us; and they used their advanced weaponry—whatever they have—against us and start hurting people, destroying things? We’ve seen hints of that in Project Blue Book´s investigation into the Northern Tier silo encounters with the giant UFOs that shut down their warheads’ navigation systems. And that happened multiple times. It happened in the late 60’s and it happened in the mid 70’s. And then there´s Colares [Brazil], where the box-shaped UFOs were actually killing people and injuring large numbers of people. And they were using beams to do it. So, UFOs have not been benevolent. They have not shown any space brotherly love and peace type movements towards us. It has all been just hide and seek, hide and seek, and we’ll use stealth as far as possible so that humans don’t see us in the environment and then when we expose ourselves, we expose ourselves, do our little fun games and then take off. They may be testing our technology. They may be testing the US Navy´s capabilities when they do this and they have also done this with the Air Force too. What are they doing it for? They are not humans so they don´t think like humans. In case they decide to become aggressive, we´re screwed.

Dr. Travis Taylor, an aerospace engineer and astronomer who has worked on various programs for the Department of Defense and NASA, writes in his book An Introduction to Planetary Defense – A Study of Modern Warfare Applied to Extra-Terrestrial Invasion: “We would be the Natives if attacked by aliens…Will they be nice or nasty? Do we wish to become extinct as some natives did?...Or will we fight back? Perhaps we should prepare for the worst and hope for the best. Now is the time for preparation before it is too late!”

Referring to unarmed Navy F18s in the Nimitz incident, Davis states: “So that was a test that could not be performed, to see whether you could shoot one down [because the Navy F18s were unarmed]…it’s about planning for potential eventualities and we have to worry about something more advanced that could be overwhelming our military technology, so we’ve got to be able to extrapolate to 2050 will our physics be there, will our engineering be there, will our industrial manufacturing technology be there to produce Tic-Tac-type technology….the military needs to be looking at making the weapons and that´s why we have the 38 papers.”

You CANNOT EVER definitively explain Tic-Tacs/UAPs unless and until you actually have such a craft in your lab to examine/measure it for the purpose of comparing its measured properties/capabilities with one’s theoretical predictions. In an August 2020 email to Sarfatti, Davis comments: “I have no UFO propulsion physics projects to be funded because my new employer doesn’t fund that type of research topic. I know that a few USG personnel already know who you are and what you’re about, but exotic or UFO propulsion physics research is not in their portfolio. When I was running the Advanced Theoretical Physics project in the 1980’s, I did the same thing. The reason was funding. I’d do it again now if that was the goal. Dr. Davis makes an interesting comment on commercial applications of Tic-Tac tech: “And on the flip-side of that, boy that would be wonderful if we could get there because commercially it would revolutionize transportation and energy on the earth.” Commander David Fravor, the aviator who intercepted the Tic-Tac in 2004, also has things to say about the technology, which was far beyond anything he had seen previously or since—technology that could change the world.

It is shown how, within the framework of general relativity and without the introduction of wormholes, it is possible to modify a spacetime in a way that allows a spaceship to travel with an arbitrarily large speed. Dr. Sarfatti says the technology behind the Tic-Tac UFO (2004 Nimitz incident) is not mysterious at all: it folds space into a warp drive in such a way as to get to where and when it desires with tiny amounts of energy. Sarfatti says high frequency gravity weapons (HFGW) are possible (“TIC-TAC has that weapon I predict”). He told the author that HFGW are “planet destroyers.” He says: “such craft can be manufactured with technology though not yet off-the-shelf in three to eight years depending on the scale of the effort… The smoking gun fact is that Tic-Tac is both a low energy non-FTL [non-faster than light] warp drive fighting machine, making our Top Gun pilots look like Haile Selassie’s cavalry with spears against Benito Mussolini’s tanks, machine guns and airplanes in 1935.”

He describes Tic-Tac as “a weapon that rendered Commander Fravor’s F18 like a mouse played [with] by a giant Schrodinger cat.” Fravor’s wingman, interviewed on Unidentified, commented on the intercept: “It was so unnerving because it was so unpredictable. High-G, rapid velocity, rapid acceleration…so you were wondering, how can I possibly fight this?”

“Engineering the metamaterial is the big problem, just like refining the required isotopes at Oak Ridge in Manhattan Project was the big problem that John A. Wheeler managed in WWII,” says Sarfatti, who studied under nuclear physicist Hans Albrecht Bethe—an important contributor to the Manhattan Project who described himself as “the midwife” of the H-bomb.

A recent article recounts: “Lt. The Scientific Coalition for Ufology´s report, “A Forensic Analysis of Navy Carrier Strike Group Eleven’s Encounter with an Anomalous Aerial Vehicle,” examined the extreme speed, acceleration, and power outputs demonstrated by the Tic-Tac UFOs. Hill: In 1968, Dr. Robert Wood…said people could feel themselves shaken or vibrated by the field…wherein such items as people, walls, cars, and water are set to vibrating. Several witnesses mention the UFO hum or whine as a sound felt as well as heard…If the field frequency is raised to ultrasonic values in a focused beam, this form of internal vibration would amount to a heat weapon. If UFOs use this form of heat weapon, the energy is not transmitted by the atmosphere, but across space by the UFO force field and directly deposited in objects (or people) having a different resistance to the field vibrations than their surroundings or supports. The greatest energy release occurs at the interfaces or contact surfaces, accounting for surface burns.

Many people have concluded that UFOs use ultrasonic vibrations as a weapon. Maybe they do. All that it would require would be a beamed force field with a sizeable cyclic component of the field of appropriate frequency. For this special application possibly, it would be entirely cyclic with no net force. Perhaps the regular UFO power plant can assume the weapon function by raising the cyclic field frequency to ultrasonic values.

Dr. Eric Davis references Hill´s contribution in an email: “In his posthumous book, Dr. Paul, who had a close encounter experience in the 1940s, gave a physically precise (non-advanced propulsion physics) explanation for the ultrahigh accelerations and lack-of-sonic booms observed in UAP sightings. A declassified secret British report was completed in December 2000 by Defence Intelligence 55. DI55 has been described as a “space weapons section” responsible for “assessing the scientific and technical aspects of UFO reports since 1967.” The report, “Unidentified Aerial Phenomena in the UK Air Defence Region,” stated that UAP information studied revealed that UFOs—whatever their origin—were of “no defence significance.” Information studied “does not have any significant Defence Intelligence value. However, the study has uncovered a number of technological issues that may be of potential defence interest.”

The report continues:

The close proximity of plasma related fields can adversely affect a vehicle or person. Radiated effects are reported in some very rare instances to be sufficient to cause scorching of human skin and damage to nearby terrestrial objects… Within the influence of the field, and effectively in its near probable near-field discharge path, coupling to vehicle electronic and electrical systems can occur and affect equipment operation. Although this effect has been limited to the temporary malfunction of internal combustion engines and radios within the UK, it is of importance that aircraft equipment could exceptionally be affected for a limited period, according to authoritative open scientific reports from the USA.

The report did reference a 1977 incident in Finland involving military personnel and radio frequency (RF) jamming from UAP exposure. (Interestingly, Commander Fravor claimed radar jamming by Tic-Tac in the Nimitz encounter.)

It was also clear…that this could only be the result of technologies which encompass scientific and engineering attributes which are well beyond even the far-term aspirations of any aerospace industry on earth. For example, attributes and abilities which allow a vehicle and any occupants to: emit “some sort of invisible field, which, when in close proximity, can reportedly cause humans and equipment to respond in unusual ways. At worst, a close range exposure to a UAP can cause some disturbing mental and physical effects and cause electronics and electrics to temporarily malfunction.

The conditions for the initial formation and sustaining of what are apparently buoyant charged masses, which can form, separate, merge, hover, climb, dive and accelerate are not completely understood. Nevertheless, the underlying physics may have some military application in the future in the form of active visual, radar and IR decoys and passive electromagnetic spectrum energy absorbers… The relevance of plasma and magnetic fields to UAP were an unexpected feature of the study. It is recommended that further investigation should be into the applicability of various characteristics of plasmas in novel military applications.

The report assessed:

There is no evidence that any UAP, seen in UKADR, are incursions by air-objects of any intelligent (extra-terrestrial or foreign) origin, or that they represent any hostile intent… Attempts by other nations to intercept the unexplained objects, which can clearly change position faster than an aircraft, have reportedly already caused fatalities. However, there is no indication that deliberate UAP chasing has caused this in the UKADR.


The report recommended, however, that ”No attempt should be made to out-manoeuvre a UAP during interception… pilots should be advised not to manoeuvre, other than to place the object astern if possible.” The report also went into some detail about the effects on humans.

DI55 kept an open mind:

In order to take an unbiased approach the possibility of some sort of exotic vehicle, either terrestrial or from space could not be ruled out until all available evidence had been examined. While it is clear that there are no artefacts on which any hands-on technical assessment can be made the possibility of technologies beyond the scope of human engineering and conception could not initially be ruled out. Even if it were discovered that such craft actually exist and were the product of other intelligent beings, any attempt to reproduce the exceptional performance achievements attributed to UAP could only be attempted using existing technology. The effects observed visually, on radar or through the apparent radiating field from UAP might be advantageous, for example as a countermeasure or decoy… any attempt at the description of possible or probable technologies to construct a vehicle would be at the limits of current human understanding and involve technologies which may appear (one day) to be possible.

thrEaD 3The Soviet Union and Russian Federation had their own experiences with UFOs. Most startling for the Soviets, according to researcher Robert Hastings, an expert on the relationship between UFOs and nukes, was the Byelokoroviche incident, in which

a disc-shaped UFO apparently hovered over a nuclear missile base for an extended period. At one point during the encounter, a number of nuclear missiles suddenly activated—without authorization from Moscow or any action being taken by the missile launch officers—and were preparing to launch!

Had they done so, World War III would have very probably been underway. Fortunately, after 15 seconds, the anomalous activation ceased and the missiles returned to stand-by status. A subsequent investigation by the Soviet government discovered no equipment malfunctions that would have explained the event.

It is evident that the Americans were not the only ones losing control over their nukes due to incursions by UFOs over highly sensitive launch sites. The Soviets also lost aircraft, according to Britain’s DI55 and pilots considered UFOs “a definite threat.”

It shows that the Soviet Union had a massive program also trying to get to the root of all of this. In this document a number of research institutes and military institutes are listed. Of course, they had the same concerns we did. Is there a threat from the phenomena or might the Americans make headway before us and that be a threat?

The UK´s DI55 report noted: “There is evidence from openly-published scientific papers, that scientists in the former Soviet Union have taken a particular interest in UFO Phenomena...and are pursuing related techniques for potential military purposes. For example, very high power energy generation, RF weapons, Impulse Radars, air vehicle drag and radar signature reduction or control, and possibly for radar reflecting decoys.” DI55 quotes a Russian source as saying: “The military were interested in UFOs including the belief that if the secrets of the UFO could be described they would be able to win the competition against prospective enemies by incorporating the technology.”

Sarfatti told the author:

There is no defense against T^3 weapons with conventional technology and I am quite sure that Vladimir Putin has been aware of this for about five years or more while our guys scratch their balls. The US Navy Close Encounters with Tic-Tac and anomalies at Skinwalker Ranch are now qualitatively understood by me and a few others, and among other things are a greater military threat than nuclear weapons in the wrong hands because control of space and time itself on a local scale is a weapons




technology for which there is no defense with conventional military weapons systems. Vladimir Putin is allegedly aware of me and this reality I was told by two Russians who track my work… US Space Force is dead in the water without this technology if Russia or China get it first…Putin’s physicists know better, I strongly suspect, and they are laughing at us.

Ominously, he divulged in response to a question by the author on how many American/Western adversary scientists follow his work: “Approximately 300 Iranians on LinkedIn… tracking my Tic-Tac weapons-related physics…I have 6,000 contacts on LinkedIn - no time to filter them. I don’t know off hand how many Russians and Chinese - fewer than Iranians it seems.” The author has examined some of the Iranian contacts, who turned out to be scientists at regime-linked research universities and Iran´s space program.

Col. John Alexander is unconvinced that Russia, China, or anyone else already has this tech or will develop it any time soon. This belief is likely based on his years of experience at the Pentagon, high-level contacts, and Davis/Puthoff Green peer group.

Shoot thEm DoWn? The author asked Dr. Sarfatti if a Tic-Tac with its surrounding field would be susceptible to directed energy weapons like lasers, EMP devices, air to air missiles, railguns, or nuclear warheads detonated in proximity. He replied, “Perhaps not if the surrounding warp field is strong enough. This is a topic for research. A white hole artificial event horizon generated by the metamaterial prevents anything from entering no matter how powerful the rocket engine.”

The author then asked: “Some cases suggest that radar and infrared homing air to air and ground to air missiles are not guaranteed to bring down a craft exhibiting Tic-Tac characteristics. For air to air missiles, the 1976 Tehran episode is a prime example. Cannons like 23mm Gatling type have also been shown to do nothing to UFOs…UFOs very often cause weapon systems on fighter aircraft to fail and avionics...and have effects on ground vehicles and other machinery with electrical circuits. Is this a result only of the field surrounding them, or do you


think they could have some advanced electronic warfare and electronic counter-measures that beat anything terrestrial powers have?”

Sarfatti: “EMP [from Tic-Tac] with low power metric engineering should not be difficult. Again, these are all problems for research.”

Despite unsubstantiated claims of multiple UFOs (up to nine by one count) being brought down by “electromagnetic pulse weapons,” Alexander told the Huffington Post in December 2017, “No chance! Zero chance! In the 1980s, I was the guy developing all of the pulse-power weapons systems. We couldn’t have done it then. In the 60s, they had a laser system, but your range was extremely limited, and we didn’t have operational laser weapons in that time frame.”

Alexander expanded to the author:

Would put zero credibility on anything he [the former USAF pilot in the Huffington Post article] said. The concept is not new. Corso [Colonel Phillip] claimed that our radar systems of the early 1960s could bring down UFOs. In fact, he told us that in a face-to-face encounter with ET at WSMR [White Sands Missile Range], he had to request the radars be turned off so ET could zip off.

From a straight engineering perspective that doesn’t make sense. If one believes these are ET craft that must transit the galaxy, they would have engineering capable of withstanding a wide variety of radiation threats. The contention that there were so many possible UFO crashes is puzzling… It appears that ET must have a quality control problem. Who or what are they, where do they come from, and what do they want? These questions are complicated, as there are likely more than one type of Non-Human Entity (NHEs), given the variety of types of craft and occupants reported. Many books have been written on this topic and the answers are known to nobody, or only a very few inside certain US unacknowledged special access programs (USAPS), or black projects of other powers. Solely based on narrow observation of terrestrial science within our current understanding, NHEs could be biological, biological cloned, synthetic-artificial, or a combination of technology and biology. In his April 2019 interview, Dr. Davis says: “We do know one thing. We know they´re there. We don´t know their origin because they don´t want to communicate that to us.”

Col. Alexander says: “As for the ETH [extraterrestrial hypothesis], I’m not a fan as you know. IMO it is just too simple an explanation. One 1960s biologist and cryptozoologist had ideas about what these uninvited visitors might be and where they come from. David Marler´s excellent work on Triangle UFOs, forwarded by Col. Alexander, concludes: “These are craft of unknown origin. We appear to be confronted with something other than human technology, therefore the implications are profound. The objects may be spatial, temporal, or dimensional in origin.” What is clear is that the first triangles were seen in the early 1890s, which is before the Wright brothers, before the USAF, and before Lockheed Skunk Works, home of exotic and revolutionary platforms like Stealth.

Elizondo says: “AATIP had the required clearances regarding the origin, the issue was no one actually knew the answer. occurred within 300 meters and in the direct line of sight of a rancher, he surmises: “As inconceivable as it seems, the best explanation was that the mutilation actually took place at another location and the body returned. Only two alternatives allow for that scenario: an invisible UFO or interdimensional interaction, and both exceed our understanding. This is a case in which PSP proved to be completely in charge, and absolutely malicious.”

Alexander told the author:

As for the PSP, I’d guess the options are limitless. It was clear at the ranch that the “it” was in control. Brandon [Brandon Fugal, the ranch owner] sees that as potentially dangerous as was evident in the Skinwalker Ranch series. According to him, Tom, the ranch foreman, was seriously attacked. Also, from a UFO perspective, there have been several injuries. The Brazilian case with UFOs zapping people on the island is probably best known example. The concept of the Trickster again is near universal and appears in many myths. I argue we need to look at the panoply of observations, then step back and do macro-pattern analysis.

Your question about spatial, temporal, or dimensional in origin, the answer is both yes and I don’t know. All of the above are possible. IMO there does appear to be a consciousness component. However, that does not mean that some interactions don’t take place in physical reality as we know it. Remember, at the end in my UFO book I indicate that the topic is terribly complex and possibly beyond our (human) capability to imagine. Given the minuscule resources used to research the topics, I don’t expect any breakthroughs soon. BTW I do think we should try.

As for the structure of observed UFOs, that is problematic. We have from little balls of light to hard craft miles in diameter. Then there are thousands of variations in between. IMO it is the variety of observation that is problematic (and argues against the ETH)…I am not familiar with the incidents you mentioned about malevolent NHEs but will look it up. The notion of “remotely induced heart attack” is reminiscent of research in


Soviet use of parapsychology in which KGB defector Kokolov reported such experiments.

Dr. Sarfatti believes T^3 derives from future humans: “We are talking time travel to the past, instant travel to moon, Mars, stars.” He is joined here by Dr. Michael P. Masters, a professor of Biological Anthropology with specializations in hominid evolutionary anatomy, modern human variation, archaeology, and biomedicine. In Identified Flying Objects, he theorizes that

these aliens—rather than being from a different planet in a distant solar system—may simply be us, from a different time in the distant future.

As I worked toward becoming a professor of biological anthropology…it became increasingly evident that if these “aliens” are in fact real, then they must be part of the hominid lineage, and clearly toward the future end of our current position along the fourth dimension of space time. Additionally, in the same way that we have come to understand the current human condition by examining the morphology and culture of our hominid ancestors, it seemed reasonable that these “aliens of time” may also be working to probe their own evolutionary past, by dint of the much more sophisticated anthropological tool of time travel.

Information Requirements

What we are being told, or not being told, by the US Government (USG) and major allies is the subject of wide debate. The author will necessarily restrict comments to what has been presented here. If people working for USG are saying UFOs are real and that they

have conducted retrievals of “off-world” vehicles not made on this earth, then there are a lot of questions to be asked, including (but not limited to) the following: How long has USG had these vehicles? When and where and how did they acquire them? How did the vehicles crash? Where does this leave crash retrieval cases as documented by researchers? Where did these vehicles come from? What was in them? Were any NHEs recovered, and if so, were they alive or dead? Is there ongoing communication with NHEs on earth or elsewhere? Why have UFOs and retrievals been kept from the public, for how long, how, and by whom? What are the full political, economic, technological, and geostrategic implications of the recovered technologies? How much success has there been in understanding these technologies? What else is being covered up? What does the historical UFO presence indicate about the intentions of the intelligence(s) behind them?

An important question, not least for families and comrades of those affected, is how many UFO intercepts have been attempted and what were the losses in crew and aircraft? Were losses the result of deliberate aggression by UFOs or humans, accidental, or the result of interaction with them? Frank C. Feschino´s Shoot Them Down! The Flying Saucer Air Wars Of 1952 examines the disappearances of large numbers of USAF aircraft and pilots in UFO intercepts. Richard Dolan´s scholarly two-part tome on UFOs and the National Security State examines secretive official preoccupations with UFOs and their concealment from the public. In the Nimitz case, witnesses have described what could best be described as a cover-up.

The aforementioned interview with the NYT journalists elicited this: “[E]ven if there are crashes that have been reverse engineered, our sense is that they have not made a lot of progress with that reverse engineering, and I don’t think anybody knows that much about where these craft are from, or all the questions everybody has a desire to understand,” although this assessment is open to question.

Thomas Wilson, a career intelligence officer, who was serving as Vice Director for Intelligence to the Joint Chiefs of Staff when the alleged events unfolded. Dr. Eric Davis figures prominently in the story. The affair has all the necessary key words and phrases: intelligence, “unacknowledged special access program [USAP],” aliens, crashes, “aerospace technology contractor.” The words allegedly uttered by Wilson, and reminiscent of the recent NYT article, are: “technology that was not of this Earth—not made by man—not by human hands.”

The author believes it quite possible the affair is true—or elements thereof—based on his knowledge of the researchers involved, including Richard Dolan (who claims to be protecting his source and is thus unable to definitively prove his theory) and long-time intelligence insider Dr. Robert McGuire as well as Dr. Davis, whose statements were already presented. However, their comments do not constitute iron-clad evidence in this particular case; nor does an intriguing five-hour discourse by an anonymous X-Files character, however cleverly the supposed dots are connected. Proof requires an indisputably genuine document, recording, or verifiable insider going on the record. Anything else is supposition and theory. Not all researchers believe the document is genuine, but the case is certainly worthy of further investigation.

A very simple system is available to grade sources and information, and ufology would benefit greatly from its application. Source reliability is graded from A (completely reliable) to F (cannot be judged). Information is graded from 1 (confirmed by other sources) to 5 (cannot be judged). If a source chooses to remain anonymous, then neither the source nor the information he or she provides can be assessed in public, so any claim based on either remains theory or supposition. Stating that one knows someone who says X, Y, or Z is not proof.

If the Wilson Document proves authentic and there is a USAP or USAPs studying non-human tech run by private enterprise and outside the purview of senior USG officials and lawmakers, the Deputy Secretary of Defense and the UAPTF will have to identify them, and lawmakers may need to subpoena them. If there has been analysis of craft and occupants for decades and perhaps even interactions with NHEs and/or the civilizations they come from, then any hitherto secret programs would be the place to start the investigation.

Those hiding behind anonymity, with nothing to lose, who call on TTSA members to go on the record about everything they know, risking jail and loss of security clearances and effectively ending lifelong careers based around phenomenology, demonstrate wishful thinking about the classified world and those who keep its secrets. Certainly, any secret program should be under the purview of elected law-makers and potential illegal activities accounted for; but this is a far cry from total exposure to the entire world of America’s innermost secrets. Highest security measures would appear eminently sensible, for whoever deploys T^3 first gains undisputed global and regional dominance against any terrestrial adversaries or combinations thereof. The DIA´s 38 scientific reports extrapolating engineering-physics to 2050 make even more sense with reference to China, in that the US military must stay ahead of terrestrial foes while trying to counter off-world threats. Former senator Reid, one of the prime movers for establishment of AATIP, said of the program in a 2009 letter to the then DEPSECDEF: “Ultimately, the results of AATIP will not only benefit the US Government, but I believe will directly benefit the DoD in ways not yet imagined. The technological insight and capability gained will provide the U.S with a distinct advantage over any foreign threats and allow the US to maintain its preeminence as a world leader.”

Beijing will (in the author´s opinion) likely have the same objectives. Given China’s interest in stealing US technology and supplanting US military and economic dominance, any American T^3 research into platforms that Mellon describes as having “dominant battlespace awareness” and the observables will be irresistible. Col. Alexander is unconvinced, however, that the Pentagon will take UAPTF findings seriously. He told the author that he wrote to DEPSECDEF in August, offering “to tell them [UAPTF] what we did over three decades ago… I’ll guess this is not a front-burner issue for them.” In September he wrote: “It has now been long enough to say that there has been no response to my DEPSECDEF UAP/UFO letter. Micro-everything and unfortunately better prosthetics. The question I always ask is “Compared to what?” Funding is zero-sum game and you run out of money long before you run out of important things to fund.”

In another email he says: “In both white and black world there is intense competition for resources (money). There are some places where big bucks can be found and oversight not as good as it could be. But, none have unlimited resources as ***** claims. Black world competition is just as fierce as white.”
