This was only the second. time 1st MEB has participated in the Team Spirit series of exercises since the brigade was assigned the MPF mis- sion in 1.986. But the MPF portion of TS '88 was re- markably more ambitious than last year,when the MEB concentrated on offloading a small amount of equipment from the Maritime Proposi- tioning Ships at pierside. The "in-stream" offload of one shipload of gear from two of the four ships of Maritime Propositioning Squadron -3 was a unqualified success and a "first" for Team Spirit, ac- cording to exercise planners. The weather and sea-state in Pohang's unprotected harbor made unloading the anchored ships a challenge. The two other MPF Brigades - the 6th MEB from Camp Lejeune and the 7th MEB from 29 Palms - had conducted par- tial in-stream offloads before, but never in an exposed har- bor in inclement weather. In the State Senate, three senators have introduced a resolution calling for the financial institutions to "negotiate with all deliberate speed an interim agreement which protects the interests of creditworthy members of the armed forces." The resolution also calls for these institu- tions to work with the mil- itary to develop "mutually agreeable legislation" for the next legislative session. The Senate resolution, sponsored by Senators Jimmy Wong, Mary George, and. Steve Cobb, will be voted on by the state legislature within, the next two weeks. To date, lending instita- tions have failed to Set. meeting date to resolve differ- ences with the min tary. Financing, at 13.99 percent, was arranged through First Hawaiian Bank. The total sales price was $10,447, minus a downpayment of $1,300. At the time of contracting, Dero- cher signed a separate agree- ment stating that the car could not be shipped off-is- land without the consent of First Hawaiian Bank. She never received a copy of the no-rernova I agreement, and was never in formed that con- sent would be unreasonably -withheld by the bank. In the fall of 1987, Derocher approached First Hawaiian Bank for the required consent because she was anticipating orders to Camp Pendleton, Calif. She had never boon late or missed any payments. Further, credit reports classi- fied her credit worthiness as excellent. She expected the granting of consent to be a routine procedure. To her amazement, the bank informed her that consent would not be granted unless she paid off the entire balance on the note. Like most service- members on fixed incomes, the pay-off was virtually im- possible. She is currently attempting to accumulate the funds nec- essary to pay the remaining balance of $3,100 but, to date, has been unsuccessful: This amount is 25 percent of her annual base pay. A new Air Station Order (ASO 11014.16) "encourages superior maintenance and overall appearance of grounds and buildings in work and bil- leting areas among all Brigade and Air Station units," The

Defense Secretary urges servicemembers to buy savings bonds

The Department of the Navy will be conducting its 1988 U.S. Savings Bond Drive until May 1. The campaign is a rerni nder to servicemembers to review or update their savings program.

Secretary of Defense Frank Carlucci recently addressed tbvimportance of the Savings Bond program:

"The Department of Defense is conducting the 1988 Savings Bond campaign. During the campaign, a savings *ids canvasser will be contacting you to explain the benefits of savings bonds and invite you to increase the amount of your present bond allotment.

"The payroll savings plan for U.S. savings bonds is an easy and convenient method of savings regularly that offers tax advantages and market-based interest rates for small sums of money. When you join the plan, you select an amount to be set aside from each paycheck to buy bonds. The rest is automatic; you, save payday after payday without interruption,

Bonds held for five years earn market-based interest. The market-based rate is adjusted every six months. The current rate is 7.17 percent. Bonds held a minimum of five years will not earn less than the current minimum rate in effect at the time of purchase. The current minimum rate is six percent. Interest is exempt from state and local income taxes, and Federal income tax can be deferred until bonds are cashed or they reach maturity.

I urge all military and civilian personnel to take advantage of the savings bonds program, It provides an opportunity to build personal security through convenient and systematic savings with the added advantages of tax breaks and market- based variable interest rates."

April 15 is D-Day! Obviously, the easiest way to avoid penalties is to file a timely return. To be consid- ered on time, your return must have no later than a April 15 postmark. The two post offi- ces on board the Air Station will be open until 4:30 p.m. All 'returns brought inside these two post offices before 4:30

p.m. will be postmarked April 15.

The drop boxes on board the Air Station are controlled by the Kailua Post Office. If you put your return in a drop box on April 15, make sure it is before the last pick-up time listed on that box. Your return will receive that day's post- mark only if picked up on April 15.

Drug/Alcohol Incidents A civilian was detained

for fraudulent use of a DoD decal, open container, tro- passing, and possession of marijuana. The man was stopped, for a traffic ticket for expires state registration. Several open beer bottles were on the floorboards of the car, and suspected marijuana was seen in the open ashtray. A search of the vehicle revealed a partially burnt marijuana cigarette, a cellophane wrapper with suspected mari- juana, and an open bottle of vodka.

A records check found that the man had been perman- antly barred from the Air Station in 1982. The man told MPs that he gained access to the Air Station with the decal that was on his car when he bought it, and that he was going to North Beach to surf.

A dependent wife was detained for DUI and having an open container after she was stopped for speeding. While initiating the traffic stop, the MP's observed an open bottle of rum. A breath test resulted in a .07% blood alcohol content.

Three Marines, a ser- geant and two lance corporals were arrested in Honolulu for disorderly conduct. When the three were asked to leave a nightclub due to their obnox- ious behavior and spitting,

one of the lance corporals threw a glass at a window. All three were released on $25 bail and scheduled to appear in court.

Miscellaneous A corporal was the victim

of a burglary after someone entered his secured room and stole a cassette player, com- pact disk player and $100 from his wallet. While an investigator from the Crimi- nal Investigation Division was questioning residents of the' barracks, a lance corporal admitted to taking the items, because, he said, that they did not belong to the corporal. A search of the lance corporal's room recovered the stereo gear, but not the cash.

In addition to these events, of the 24 larcenies reported this week, 3 were solved by the recovery of the missing property. There were 3 DUI/DWI of military per- sonnel reported off station, and 2 incidents of domestic disturbances.

Unit sweep urinalysis test- ing resulted in two Marines being investigated for mari- juana use and one for cocaine use.

spouse, if you file jointly, are on military duty outside of the United States you can get an automatic extension of two months.

When you eventually file, simply attach a statement explaining why you were entitled to this extension.

All taxpayers, whether in or out of the country, can get an automatic four month exten- sion. All you need to do is file Form 4868 by April 15, 1988.

Once you have filed for the automatic extension, you can- not file on Form 1040EZ or have the IRS compute your tax for you. At the end of the extension, you must file either Form 1040A or Form 1040.

New legislation will let civilians transfer leave

Fellow workers in need will benefit The Department, of

Defense's 2.1 million civilian workers will soon be able to transfer annual leave to fel- low workers who find them- selves in need.

Although it has not yet been implemented on the Air Station, the program was made possible by a provision in recent legislation..

The government tested the concept on a selective basis last year and has extended this concept to all federal agencies and employees.

Those employees in this situation who wish to continue in the employ of the government need leave. This program al- lows co-workers to donate annual leave to the person who needs it."

Under the program, only employees in an emergency situation can participate, said Office of Personnel Manage- ment officials.

"This is not a case where someone has just used up their leave and wants to bor- row some to go on a vaca- tion," said Hoehn. "Only those in absolute need will be able to participate, and only annual - not sick - leave can be used in the program."

If the employee or family member dies, any leave not used will be "recredited" to the donors' accounts.

The Office of Personnel Management is unsure about how the program will be ad- ministered. "We will give the agencies the leeway in deter- mining who is eligible," said Hoehn. "We are working to get regulations to the agen- cies as fast as we can."

Defense civilian personnel officials will determine how to handle the program when they receive the Office of Per- sonnel Management guide- lines.

Obscene calls shrouded behin physician's title

The fake "Dr. Richard Davis" is making obscene and nuisance phone calls again revolving around a false survey into people's private lives.

The fake "Dr. Davis" is very convincing when talking to his victim and has recently added a new gimmick when challenged by his victim. He uses a female to convince his victim the call is legitimate. "Dr. Davis" has been success- ful in persuading women to answer many personal ques- tions before they realize that the call is fake as he starts asking more obscene ques- tions. The questions that he poses are not normally the type asked over the phone.

There are certain things that people can do if they receive a call from "Dr. Davis", or any obscene or nuisance phone call.

In most cases, the caller is seeking an emotional reac- tion from the victim. By deny- ing him this response, you

Make a log of the exact time and date that you receive obscene or nuisance calls.

Don't list your wife's first name in the phone book; use initials if you like. A woman's name may attract unwanted attention and the caller can use her name during his obscene call, adding to the emotional trauma.

Never volunteer informa- tion to a person that you don't know on the phone, such as "my husband is out of town for, a few weeks,"

Never give your name, number or address to a stranger, either over the phone or otherwise.

Most important is to report; the call immediately to the Military Police or, if you live off base, the Honolulu Police.

The program, which began in 1982, has awarded 1,081 full-time scholarships so far.

Night Owl Tax'Assistance The Legal Services Center

will remain open from 5.8 p.m., Monday, Tuesday, and Thursday evenings during the second week of April to offer ,tax assistance to Marines, sailors and their dependents.

The evening shift will pro- vide more flexible hours for active-duty personnel who desire help with their taxes but are unable to find the time during the workday. Retired 1 stLt. Children's Carnival

The Child Development Facilities will hold their 6th annual Children's Carnival April 23 at the Child Devel- opment Center, building 579. The Carnival offers games and activities especially designed for young children and their families.

. Games include a Fishing Pond, Wheel of Fortune, Bean Bag Toss and Feed the Lion. Everyone wins a prize every time! There will also be a number of fun activities including a Trikeway, Create A Craft, The Artist's Den, Puppet Shows, Clowns, an Obstacle Course, and many, many more.

Special activities just for the "under two" crowd will be available, including an infant/toddler Fun House, Toddler Bean Bag Toss, Toddler Treasure Hunt, and more.

The adults are not forgotten at the Carnival. There will be a number of exciting door prizes including T-shirts, free pizzas, free movies, frozen yogurt, and an outer-island trip from Aikahi Travel. There will be a White Ele- phant sale featuring low- priced children's toys and clothing.

Marriage, Life Workshop

"Help - Is On The Way", a program designed to help couples build a "tough Mar- riage," will be conducted April 17 19 from 6 to 8 p.m. at the Station Chapel by Dr, Paul Mickey from the Duke Univer- sity Divinity School.

The workshop will be a prac- tical, hands-on program giv- ing couples and singles ideas and information that can be put to immediate use in help- ing to strengthen a marriage or life.

Continues Two more large -scale

searches for the missing girl, Jie Zhao Li, will be conducted and volunteers are needed to aid the effort.

Although the fast-paced amphibious landings and simulated post-D-Day battles may have gained more atten- tion than the brigade's MPF operation, the Hawaii Ma- rines did accomplish what they set out to: demonstrate and exercise their capability to put a highly-mechanized MEB ashore quickly in a re- mote area.

The 1st MEB element most directly responsible for exe- cuting the complex "in- stream" offload was BSSG-1, whose Marines and sailors worked day and night to get the combat gear into the hands of the MEB's gunfiglit- ors. BSSG-1 sent the largest numbers of people to Korea early for the exercise. Most of those who have yet to return to Kaneohe are also from BSSG-1.

POHANG, Korea-Wi the chatter of small arms fire and hoarse shouts from fire team leaders echoing off con- crete walls, small groups of Marines rushed from building to building, engaging an elu- sive enemy for control of the streets.

The mock combat was all part of 3.d Bn., 3d Marines' recent participation in exer- cise Team Spirit '88 in the Republic of Korea.

While there, a squad of Marines from Co. K, 3/3 took advantage of the presence of a. combat town on the 1st ROK Marine Division base in Pohang to get some; realistic training in urban walrfare.

Regimental Sergeant Major A.J. Kellog Jr. pointed out that Cpl. Sanders' moustache also belonged in a special "Most Non-Regulation" cate- gory and promptly ordered Sanders to trim it.

Another category, "Wimpy- est," was dropped after pos- sible winners failed to show up at the awards ceremony.

"Making this kind of assault, I have to rely on my fire team leaders and they have to com- municate with each other because I lose sight of my men in the different build- ings," said LeGault.

"This is good training for them though, since it requires more individual action and

thinking on their parts," he added.

One drawback to this par- ticular combat town was the fact that only two of the build- ings had four walls. "These aren't full buildings, so it isn't realistic to the extent that the Marines can just enter or exit through the back where a wall would normally be, instead of trying to make their way through a door or window," said LeGault. "Still, this is a

type of training we don't get to do too often," he added.

Other training that 3/3 Marines conducted while in Korea included a live fire and, maneuver course, an infiltra- tion course, the Mountain Warfare Training School, and a lot of long humps in freezing cold and rain.

"This is all a big change from Hawaii, but it's all good train- ing," said LeGault.

UDP Marines link with 1st MEB at Team Spirit '88

POHANG, Korea-Two units from 1st MEB, currently assigned to Okinawa-based units under the Unit Deploy- ment Program, temporarily returned to their parent unit to take pail; in exercise Team Spirit '88.

The two units, HMM-364 (Composite) and 1st Bn., 3d Marines, were returned to form part of the air and ground combat elements for the let MEB in its Maritime Prepositioning Force role during the exercise.

The "Purple Foxes" of HMM- 364, along with a detachment from HMH-463, forMed a com- posite squadron that provided support to both U.S. Marine and Republic of Korea forces, according to Maj. D. T. Shoe- make, the squadron opera- tions officer.

Known as "the pineapple guys" to some of their MAG-36 counterparts, the squadron performed a number of mis- sions, including reconnais- sance, resupply, reconnais- sance insertions, and troop movements, as well as exten- sive boat operations with the amphibious transport fleet supporting the beach assault phase of the exercise.

Being back with the MEB meant the pilots got to do what they're used to - sup- porting Kaneohe Marines. "We've been doing a lot of short hops moving troops," said istLt. John Pio li, a pilot from '364. "It might only be a 2,000 meter walk for these guys, but we'd rather pick them up. They've been out

there a long time, so they're glad to see us."

The "groundpounders" of 1/3, who also temporarily re- joined 1st MEB for this exer- cise, took up their accustomed role as part of the ground combat element for the Ha- waii. brigade.

Operating to the north of the city of Pohang, 1/3, along with a company of tanks from 1st Tank Bn. from Camp Pendleton, dug into defensive positions, covering one of the avenues of approach to the city. Meanwhile, Co. C was cross-attached to 1st Tanks to

act 118 a mechanized infantry team, according to Maj. E.J. Hagan, S-3 for 3rd Marines.

Their responsibility during this operation, along with the rest of 3rd Marines, was to defend the port and city of Pohang prior to D-Day. Both units were to remain in Korea for the duration of Team Spirit, then return to Okinawa to finish their six-month de- ployment; before returning to the sunshine of Hawaii -a welcome change from some of the miserable weather they oncoun Cored during "Team Spirit '88."

HQMC, WASHINGTON, D.C.- The Marine Corps Sports Program is developing to allow the growth. of four new sports.

Field Hockey, lacrosse, rugby and team handball will he introduced to the program, add ing what Col. Peter Angie, director of the morale support

at many Marine Corps bases and is now scheduled as an intramural sport with Re- gional and All-Marine compe- tition by popular demand.

Field Hockey and lacrosse are being introduced to get more people involved in out- door intramural sports, says Maj. Robert Wolf, sports sec - lion, HQMC. Both games are alternative choices for Ma- rines uninterested in the more

widely played basketball and football.

As an alternative to basket- ball, team handball combines basketball and soccer, though it has very little in common with court handball. Since team handball can be played on an indoor basketball scour, it's an ideal sport for all sea- sons and can easily be used for unit physical training.

"Team handball and field hockey will be introduced to the east coast during May,"

said Col. Angle. The introduc- tion will continue later on the west coast and in the Western Pacific.

Once a sport is introduced in an area, it's up to the individ- ual Marine to express an inter- est in the sport. "Athletic di- rectors can offer, but Marines must show an interest," said Maj. Wolf. "The beauty of the Marine Corps' Programs is that commanders or their des- ignated representatives have the freedom to tailor their

Division I Team Champion- ships at the U.S. Open Greco- Roman Competitions hold March 31-April 2 in Cedar Rapids, Iowa.

This year the Combat Center will host the Military Rodeo Asso- ciation's (MRA) National Finals Rodeo. MRA cowboys and cowgirls from across the nation will be competing for national honors. The May 20 performance will be open to all authorized contestants and the May 21 and 22 per- formances will be the MRA National Finals Competition.

Timed events for all the per- formances will be open. A rodeo dance will be conducted May 20 and 21, following the rodeo. Other activities include a carnival. Barbecue and guest celebrities. The world- famous Riata Ranch Cow- girls/Trick Roping and Rid- ing Group will perform. This year's rodeo will present the best cowboys and cowgirls that the MRA has to offer. The most widely used is the self directed level, where Marines use fit- ness centers, running tracks, cross country courses and other services as individuals or as part of a unit, Most publicized is the intramural program, with teams within an organization competing against each other in a wide variety of sporting events.

Less than one percent of all Marines participate in more advanced levels of competi- tion, said Maj. Wolf, But Marines with talent, who have an interest in competing,

can advance through the Regional, All-Marine, and Armed Forces level, to na- tional and international com- petition.'

The result of a strong sports program, said Col. Anglo, is to enhance combat readiness and provide emotional release from stress. He explained that the main emphasis of a sports program is on the unit level, where troops can develop lead- ership, team spirit and moral character through sports.
