THE EXACT MAGNITUDE OF TİKA’S FAR-REACHING SERVICE AND ACHIEVEMENTS, WITH ITS THOUSANDS OF PROJECTS IMPLEMENTED IN SOME 140 COUNTRIES AND PROGRAM OFFICES IN SOME 54 HAS PROVED VERY DIFFICULT TO SPEAK OF IN ITS ENTIRETY. IF TURKEY HAS BEEN RANKING AMONG THE TOP DONORS IN TERMS OF DEVELOPMENT ASSISTANCE, IT IS TO A GREAT EXTENT DUE TO THE PIONEERING EFFORTS OF TİKA.

actor in terms of e ciency and geographical and sectoral outreach capacity, and TİKA, its foremost public actor for development and hich stands at the very heart of the nation’s development cooperation, to continue to strive to perform an even more profound role in shaping this ne paradigm.

TİKA, a staunch advocate of the idea that development is only possible through complete participation of all individuals and communities, has continued to contribute to these goals and the implementation of a human oriented approach in development in 2015. TİKA’s projects and activities contribute to global peace and help in the creation of individuals, communities and institutions hich are more resilient to poverty, climate change, natural disasters and other crises.

Turkey has been determinedly maintaining e orts to build global peace through TİKA projects to ards friendly nations and sister countries as part of its active and principled foreign policy hich e ectively shapes and in uences the global agenda. ith all its po er, TİKA has been protecting hundreds of ancestral monuments including mos ues, caravanserais, bathhouses, dervish monasteries, bridges, and hospices in order to preserve our common heritage

ith those ith hom e are bonded through centuries-long historical, religious and cultural ties. These holehearted cooperation e orts have increased Turkey’s international prestige and visibility, and manifests in its foreign aid capacity. TİKA has been implementing all its projects and activities in cooperation ith NG s, universities, and several private and public bodies in stakeholder countries, and through this creating the synergies necessary for productive and sustainable business, economic, social and cultural relations.

t is impossible to understand TİKA ithout considering the significant shi in Turkey’s foreign policy approach hich occurred in the early 2000s. This shi re ected the country’s determination

to become an important regional and global actor, and the e ects of this can be seen in the significant increase in projects carried out by the organization. Around 1 .000 such projects ere implemented by TİKA bet een 2002-2015, hile nearly 2.000 ere implemented in 2015 alone. hen considering the fact that TİKA carried out only 2.220 projects in the decade bet een 1 2 and 2002, the significance of this shi , and the great impact that TİKA has had regionally and globally in recent years, comes into sharp perspective.

The geographical reach of TİKA’s operations has also e panded. The number of Program Coordination

ces, only 12 in 2002, increased to 25 in 2001, and then to in 2012. The organization e pects to have

A uick glance at TİKA’s sectoral projects and activities in 2015 ill also illustrate its successful engagement in complementary operations. f all TİKA run projects realized in 2015, those in the arena of social services and infrastructure, particularly related to education and health, ranked first in terms of the number of projects out of the total for the year those aimed at strengthening services and infrastructure for the development of a sustainable economic base came second and those hich targeted the strengthening of manufacturing sectors to simultaneously increase employment opportunities and decrease ine ualities

an objective at the very center of the Sustainable Development Goals SDG agenda ranked third.

n 2015, the United Nations’ Millennium Development Goals MDGs , hich aimed to achieve minimum levels of development on a global scale, e pired and

ere e ectively replaced by the 20 0 Sustainable Development Goals SDGs . The MDGs ensured improvements in a number of areas including the reduction of poverty, increased access to primary education, reduced child mortality rates, and e panded access to clean ater resources. Ho ever, there remains a great need for continuing this progress in both a uantitative sense, hich allo s for easily measurable evaluations of progress, but also in a

TİKA’S FOUNDING OBJECTIVE AND MANDATE

economic growth and investment; provide assistance in such areas as reducing poverty and unemployment, promoting education, good governance, the role of women and family in society, the transference of information technologies, environmental management and management of natural resources, energy, infrastructure and sustainable development; and provide assistance to institutional and human resources-related capacity-building efforts in these countries.

• Coordinate where necessary the provision of humanitarian and technical assistance to other countries and communities.

• Implement programs, projects and activities in cooperation with other public institutions, universities, non-governmental organizations and private sector actors in beneficiary countries; provide specialized assistance where necessary.

• Prepare or facilitate and implement projects and programs aimed at strengthening cooperation in public management, law, education, culture, and other social fields in the designated countries and communities; provide scholarships and similar assistance to public officials and other individuals from such countries for education and training in Turkey.

• Implement cultural cooperation programs abroad, including with centers engaging with Turkish culture.

• Ensure implementation, technical coordination and monitoring, prepare inventories and reports on development assistance and other foreign aid efforts undertaken by Turkey.

• Engage in social and cultural projects and activities aimed at preserving common cultural and social heritage and values in other countries, and at eliminating prejudices between societies and strengthening dialogue between them.

• Participate in international cooperation within TİKA’s areas of activity; ensure coordination; and implement joint projects with international organizations and their representatives where necessary.

• In addition to the designated countries, provide technical contributions and assistance to countries with which Turkey shares a common history, geography, and social and cultural ties regardless of their development status; evaluate requests for technical assistance and invitations for joint projects from all countries wishing to work with TİKA.

n the aftermath of the disintegration of the Communist Bloc and the Soviet Union, the Turkish Cooperation and Coordination Agency (TİKA) was founded in 1992 by Decree-Law No.

480 under the Ministry of Foreign Affairs as a technical assistance agency, then known as the Turkish Cooperation and Development Administration.

Placed later under a State Ministry, TİKA’s mandate and working principles were prescribed in Article 1 of Law No. 4668 and published in the Official Gazette on May 12, 2001, issue 24400: “To lay down the principles and procedures concerning the foundation, organization and mandate

of the Turkish Cooperation and Development Administration as a legal entity under the Prime Ministry to assist the development of developing countries and communities and other countries including primarily the Turkic-speaking republics and related communities and Turkey’s neighbors; develop economic, commercial, technical, social, cultural and educational cooperation with such countries through projects and programs; and execute the assistance action.” TİKA was reorganized by Decree-Law No. 656, passed on October 24, 2011 to improve efficiency in technical cooperation and coordination.

Accordingly, TİKA was founded as a special budget public legal entity under the Prime Ministry to develop economic, commercial, technical, social, cultural and educational relations through projects, programs and activities with designated states and communities; administer contributions, assistance, and related processes and perform other tasks as prescribed by the laws. The said Decree-Law entered into force upon publication in the Official Gazette on November 2, 2011, issue 28103. TİKA performs the following functions:

• Strengthen economic, commercial, technical, social, cultural and educational relations with designated countries and communities through projects and activities with a focus on mutual development; prepare cooperation programs and projects in line with the needs of the said countries and communities; make relevant arrangements and follow-up on projects; ensure coordination in implementation of such projects and programs.

• Prepare economic infrastructural instruments and assistance programs that may assist designated countries and communities in development processes; foster an environment conducive to

Contributions to Education Sector in 2015

Mustafa Kemal Atatürk Primary School Renovation and Furnishing Project

Plasnica Municipality is a small administrative unit centerd in the Plasnica village of Western Macedonia. The municipality includes the villages of Plasnica, Lisicani, Dvorci, Preglovo and Oreovec. It is one of the two municipalities in the country where the Turkish flag is raised and the Turkish language is recognized as an official language.

The Mustafa Kemal Primary School, which was built in 1992 as a two-storey, 16-classroom school in the Plasnica Municipality, was renovated by TİKA and provided with required equipment and material. Currently, 51 personnel work in the school, providing education to 414 students. Education is carried out in Turkish from the first year to the ninth grade.

AfghanistanInfrastructure and technical equipment for physics, chemistry, biology and computer classes in 8 different regions in Afghanistan including Kabul was renovated. Physical capacities of existing scientific laboratories were improved.

Bangladesh Solar energy panels, 15 computers and related hardware and lab material were provided to establish science and computer laboratories running on solar energy.

The Bahter High School is one of the old-est, largest and most prominent boys’ high schools in the province of Balkh Province in the city of Mazar-i Sharif. The old building was demolished and a new 42-classroom school building to cater for 7.500 students was con-structed. The three-storey 3.600 square me-ter school, includes a library, a conference hall, chemistry, biology, physics and computer labs, a teachers’ room, a principal’s office, a

deputy principal’s office and other adminis-trative rooms. The complex also includes a guard’s post, a prayer room, a football field, stages, a volleyball field, pavilions, a water well and reservoir, and toilet stalls. In addi-tion, the backyard wall of the high school was repaired and landscaping work, including greening and forestation of the parking lot, walkways and access roads was completed.

Assistance for the education sector in Afghanistan

A school building for 185 students was constructed by TİKA in the Angkor Ban village of Kang Meas town in the province of Kampong Cham in Cambodia (formally the Kingdom of Cambodia), which is among the poorest countries in Southeast Asia.

The two-storey building, the construction of which began in March, 2015 and was completed shortly thereafter, contributes significantly to the improvement of education infrastructure in the region. The children living in the village are now able to learn in a modern, healthy environment.

WE CARE ABOUT EYE HEALTH

An ultrasonic pachymeter device was delivered to the Rozaje Health Center’s Eye Clinic in the Sanjak region of Montenegro.

A phacoemulsification device was delivered to the Kahul Eye Surgery Clinic of the Moldova Vulkanesti Regional Hospital. It is the only eye health center serving Kahul and the surrounding area, and was struggling to deliver services on account of several malfunctioning medical devices. The phacoemulsification device the hospital was previously using was an outdated model for which parts are no longer available. This threatened the clinic’s ability to perform life-changing ophthalmology surgeries, including cataract removals for which the need is very high.

TİKA granted 50 phacoemulsification tubing packs to be used in cataract surgeries, as well as an ophthalmology surgery microscope, and an ocular

measurement device and related equipment for training purposes to a hospital in Niger. Experts were deployed to give phacoemulsification trainings to ophthalmologists working in Niger hospitals in order to promote the phacoemulsification techniques for cataract treatment. Cataracts are a major health problem throughout Africa.

Cataract patients in Niger received medical operations as part of the “Niger Cataract Project” which TİKA undertook in cooperation with NGOs.

TİKA delivered consumable surgical materials needed for a training, facilitated with cooperation from the Ministry of Health, on phacoemulsification surgery at the Ophthalmologists of Senegal Dantec Hospital to which TİKA had previously also delivered a phacoemulsification device.

A phacoemulsification device was granted to the Zvezdara Hospital Ophthalmology Clinic, which is the only one of its kind in Belgrade, the capital city of Serbia. The clinic conducts operations on 2.500 cataract patients a year and yet, there are over 2.700 patients on the waiting list. The capacity of the clinic was improved by the donation.

A course on ocular traumas, which are known to be among the major causes of blindness, was held in Kyrgyzstan in cooperation with the Turkish Ophthalmology Association. Trainees from Uzbekistan, Kyrgyzstan, Kazakhstan and Azerbaijan participated in the course.

Bebek ölüm oranlarının azaltılması ve anne-çocuk sağlığının geliştirilmesine yönelik Türkiye tecrübesinin Azerbaycan toplumu ile paylaşılması amacıyla, 2014 yılından itibaren uygulanmaya başlanan “Hoşgeldin Bebek” Anne-Çocuk Sağlığını Destekleme Projesi 2015 yılı eğitimleri Nahçıvan ve Balaken’de eş zamanlı olarak düzenlenen “Yenidoğan Canlandırma Eğitimi” ve “Emzirme Rehberliği Eğitimi” programları ile başlamıştır. Ulus-lararası Doktorlar Birliği gönüllüsü Türk doktorlar ve proje kapsamında yetiştirilen Azerbaycanlı doktorlar tarafından verilen ve geniş katılım sağlanan eğitimler sonunda

yapılan sınavlarda başarılı olan kursiyerlere sertifika verilmiştir. Bakü’de Azerbaycan Tıp Üniversitesi Cerrahi Kliniğinde “İşitme Tarama Eğitimi” gerçekleştirilmiş ve uzman doktorlar tarafından Gebele’de bölge illerden gelen sağlık personeli ve gönüllüler için “Emzirme Rehberliği Eğitimi” ve Gebele Merkez Hasta-nesinde doktor ve hemşireler için “Neonatal Resütasyon” eğitimleri verilmiştir. Bakü ve Ağcabedi’ye yönelik eğitimlere devam edilmiştir. Eğitimler esnasında ayrıca topuk kanı alma konusunda görsel bilgilendirmeler de yapılmıştır.

The 2015 phase of the “ elcome Baby” Maternal and nfant Health Support Project, initiated in 2014 to share the Turkish e perience in decreasing infant mortality rates and improving mother and infant health ith Azerbaijan, began in Nakhichevan and Balaken ith “Neonatal Resuscitation Training” and “Breast- eeding Guidance Training” programs hich attracted broad participation. Trainees ho passed e ams successfully ere given certificates by Turkish volunteers from the nternational Doctors Association and Azerbaijani colleagues ho

had received the same training earlier in the project. A “Hearing Screening Training”

as given at the Azerbaijan Medical aculty Surgery Clinic in Baku, hile in abala, a “Breast- eeding Guidance Training” as given by e perts to health personnel and volunteers from nearby cities. A “Neonatal Resuscitation Training” as also given to doctors and nurses from the abala Central Hospital. The Medical Laboratory of the Nursing School, which aims to improve women’s status and protect families by offering vocational level academic education on nursing, physiotherapy, administration and a number of other subjects, was supported by the delivery of new equipment to improve its service quality and to help meet the needs of its ever-increasing student body.

A training program was organized between March 21 and April 11, 2015 at the Ankara Yüksek İhtisas Training and Research Hospital and the Dr. Zekai Tahir Burak Maternity Hospital for 4 doctors and 8 midwife nurses from The Gambia as part of the third phase of the Gambian Health Personnel Training Program carried out in cooperation with the Gambian Ministry of Health.

Guinea-Bissau A training program was organized between November 11 and 28, 2015 at the Dr. Zekai

Tahir Burak Maternity Hospital for 6 doctors from Guinea-Bissau on women’s health and birth in cooperation with the Guinea-Bissau Ministry of Health.

Georgia A training program was organized at the Ankara Etlik Zübeyde Hanım Gynaecology

Training and Research Hospital for 9 doctors from Georgia on gynaecologic laparoscopic surgery, which is a newly introduced surgery technique in the country.

Uzbekistan A training program was organized at the Dr. Sami Ulus Obstetrics and Infant Health

Training and Research Hospital and the Ankara Etlik Zübeyde Hanım Gynaecology Training and Research Hospital for 8 health professionals from Uzbekistan.

Sudan A gynaecology and obstetrics clinic was built at the Umdom Hospital in the Sudanese

capital of Khartoum in the Sharq an-Nil Province with local fundraising. The medical equipment was provided by TİKA.

Turkmenistan

A training program was held at the Ankara Etlik Zübeyde Hanım Gynaecology Training and Research Hospital for 20 Turkmen doctors on birth and neonatology as part of the “Project for Improvement of Human Resources in the Health Sector” organized in cooperation with the Turkmenistan Ministry of Health and Medical Industry.

A delegation of doctors from Turkey was assigned to plan the training programs for the Turkmen doctors who came to Turkey for gynaecology, birth and neonatology trainings.

The “Smiling Children Happy Family” project has been providing plastic surgery care for Uzbek children and youth since 2009. Fergana hosted the project for a third time in 2015 at the Fergana Children’s Hospital, and attracted patients from neighboring provinces including Namangan, Andizhan and so forth. Nineteen Turkish doctors and nurses

from the plastic surgery departments of different universities treated 381 patients and performed 139 plastic surgery operations to treat cleft lip and/or palate, burn marks and other such congenital conditions. Relevant medical material and medication were also provided by TİKA.

At 34.000 square meters, the Gaza Turkey-Palestine Friendship Hospital is the largest hospital in the Gaza Strip and Palestine with its 150-bed capacity and 10 buildings. It is planned for the hospital to serve as a training and research institution under the Gaza Islam University.

Ten community clinics, to help combat diabetes and support paediatric and maternal health among other objectives, were opened in Gobindapur, Ratanbur, Basilvog, Roynagor, Old Malidhia, Borrabarra, Barogaon, Crokarchar, Bajbi and Alampur for the rural people of Bangladesh, 84% of whom are at or are below the poverty line. Around 200.000 people live in the city of Mara i on Mindanao sland, hich is the second largest region in the Philippines. The Amai Pakpak Health Center is among the most important health institutions on Mindanao, and o ers services to mainly middle and lo er-income citizens. t treats an average of 1 .500 inpatients and 2 .500 outpatients annually. And performs around 450 operations and 550 deliveries a year.

Since before the fall of the Soviet Union, the villagers of Tazakend, in the Marneuli Municipality of the Kvemo Kartli region in Georgia, have struggled ith the laborious task of fetching their drinking ater across the Armenian border. re uent cuts in the

supply have made it even harder for them to access clean ater. To reduce hardship and resolve ater scarcity issues, T KA drilled a

Due to rising demand and the increasing importance of foreign policy, the “International Young Diplomats Training Program” has massively expanded its scope from working only with the Central Asian Turkish Republics at its beginning in 1992, to welcoming trainees from the Balkans, the Middle East, East and Southeast Asia, Africa and Latin America.

The training program provides a valuable multicultural platform for a large number of young diplomats, and introduces them to Turkish foreign policy and diplomacy as well as its history, art, music and literature.

Institutional and individual capacity building are pillars of sustainable development and among the essential components for achieving the Millennium Development Goals.

Leadership serves as a catalyst for sustainable development as strong leaders are able to plan strategically in the face of change, and guide others through turbulent times.

Institutional leadership is related to increases in both individual and institutional abilities. When people working in related fields know each other, they are more likely to collaborate on value added projects. Via this training program for public and private sector executives, Turkey aims to further bilateral relations through the building of networks which support such projects. More specifically, TİKA aims to contribute to the creation of networks between middle and high-level executives from countries in close geographical and/or cultural proximity to Turkey in the interest of widening the scope for such cooperation opportunities.

The Leadership School Program was started in 2013 with cooperation from the Scientific and Technological Research Council of Turkey (TÜBİTAK) and the Turkish Management Sci-ences Institute (TÜSSİDE). The program is meant to organize trainings for the improvement of management qualifications of middle and high-level public executives in Central Asian, Balkan and African countries.

The training programs also serve as platforms for the exchange of information between countries on topics including R&D, technology, state subsidies, technology transfers, assistance for small and medium enterprises (SMEs), and improvement and innovation opportunities in the public sector. Along with sharing know-how and experience, Turkey also aims to build a long-term cooperation network to foster mutual gains.

The qualitative outcomes and impacts of such capacity building programs require relative-ly long periods of time to comprehensively assess, and are not easily attributable or measurable. However, a total of 212 middle and high-level executives, who took part in five training pro-grams, have had the opportunity to exchange information with public Turkish bodies and institu-tions.

The project, which started in 2013 with 16 trainees, continued in 2014 and 2015 thanks to recognition from political and state actors and an eventual rise in demand for its continuation.

Turkey hosted the Second Chief Prosecutors Meeting of the Economic Cooperation Or-ganization, of which Turkey is among the founding members, in Antalya between the 2nd and 5th of November, 2015.

The International Police Training Cooperation Project, organised jointly by TİKA and the General Directorate of Security, began as a pilot exercise in Kyrgyzstan and Albania during the 2007-2008 term. Since then, a number of other countries have joined the project including Kazakhstan, Turkmenistan, Mongolia and Palestine during the 2008-2009 term, Bosnia-Herzegovina in 2010, Azerbaijan and Uzbekistan in 2011, Macedonia and Tunisia in 2012, Montenegro, Maldives, South Sudan and Lebanon in 2013, and Moldova in 2014.

Apart from opportunities to exchange experience between the police organizations of cooperating countries, the project provides in-service and applied training to create shared understandings and the use of uniform terminology among participating nations in the fight against crime. The project also aims to institutionalize international standards in policing practices and coordinate joint efforts

In Namibia, around one third of women experience physical violence, and the number of children abandoned due to violence-related family breakups is drastically high. The insufficient number of women’s shelters vis-à-vis the high number of women who are victims of violence only fans the flames of the problem.

TİKA has been making efforts to increase the service capacity of shelters for women and children through the provision of equipment and material assistance, and supporting the sustainability of the shelters through the procurement of income-generating equipment. In 2015 for instance, TİKA provided a shelter for women and children, operated by the Namibia Ministry of Gender Equality and Child Welfare, with items including domestic appliances, beds and wardrobes.

In addition, TİKA provided equipment support for vocational training and workshops for the women. The target group were the residents of the Katutura neighborhood, which is 9 kilometers outside of Windhoek, Namibia’s capital city. During South African rule, Katatura was created as a segregated neighborhood for black people, who were at the time, not welcome in the white neighborhoods of Windhoek. Today, Katatura’s population remains very poor, and unemployment rates in the area are extremely high.

Several courses including on glasswork,

pottery, tie-dyeing/dyeing and knickknackery were held in the framework of the project. The items produced during the courses were sold via the internet and through a small outlet store. From this, a total of 560 women were provided with employment. Of this total, 110 women were provided with permanent jobs, while 450 were given temporary work which boosted their skills.

The Namibian Minister of Gender Equality and Child Welfare, Doreen Sioka, is highly appreciative of TİKA’s efforts to support women in the country. Minister Sioka pointed out that violence towards women and children is a chronic problem in Namibia, saying, “TİKA’s assistance holds great meaning for us. Women victims have been given the chance to live in more secure and comfortable environments. And thanks to TİKA’s equipment aid for the children’s shelter, our children will grow up playing with toys in a better environment rather than going astray on the streets.” TİKA officials believe that societies which fail to ensure suitable social, economic and cultural conditions for women will be unable to develop. Not only is it important for women to be able to lead personally fulfilling lives, but they are also the ones who generally care for children. Their talents and potential must be fostered and embraced if societies are to progress. TIKA will continue to strive to provide and improve assistance in this area.

80 women in Herat were granted sewing machines in cooperation with the Herat Turkmens Council for skill building and engagement in income-generating activities.

60 women in Herat were granted carpet waving materials in cooperation with the Turkmen community. The project is meant to increase household income via women’s contribution.

Six-month needlecraft, furnishing, computer and Quran courses were given to women living in the Aqcha district of the Province of Jowzjan Vilayeti with the aim of providing them with employment opportunities to contribute to household income. 62 women benefitted from the courses.

30 low-income women in the Afshar dominated region of Kabul were granted carpet looms and sewing machines in order to support their engagement in income-generating activities.

Quran classrooms, and a restroom and washroom were built by TİKA at a 100-outlet trading complex operated by women in the city of Mazar-i Sharif. A total of 120 female students are expected to benefit from the project.

Azerbaijan Vocational courses were held and material-equipment were granted as part of the Active Women

and Young Girls Cooperation Network Project, which was organized in cooperation with the Azerbaijan Eurasia Regional Center.

Benin Nine women from the Se town in Benin were given pottery training in Menemen and technical

material was provided for a workshop which was also constructed. In 2015, two senior trainers from Menemen went to Se town to conduct a one-month course.

Djibouti TİKA granted material to the Djibouti National Union of Women, which holds several courses on

topics including literacy, cooking, and sewing and helps families in need, and disaster victims.

Chad An expert was appointed to assist in capacity building for Gaoui women who make a living from crafting pottery in the Republic of Chad.

Ethiopia TİKA granted electronic equipment and furniture to be used in training and guidance services for youth and women in the north-eastern province of Afar in Ethiopia.

Gabon Three cassava squashing machines and a generator were granted to women living in the Gabon countryside to support women’s employment and improve the agricultural capacity of the area.

Iraq 25 sewing machines, sewing kits and fabric were granted to women in the Yahyava Camp

in Kirkuk, while 10 sewing machines, sewing kits and fabric were also granted to a sewing workshop for poor women in Iraq’s Altun Kupri Public Education Centre.

Cameroon

TIKA undertook the repair and refurbishment of Tsinga Education Centre, which was built in 1960 by the Cameroonian government and operated by the Ministry of Women and Family to offer training in various subjects including computers, local handicrafts, clothing, tourism, cooking and hair dressing. Having been forgotten, it had gone 55 years without any maintenance or repair until TIKA’s 2015 efforts.

Congo

Various technical equipment was granted to the Congo Ministry of Women and Family in order to increase women’s employment in the country.

50 sewing machines with overcasting and embroidery features and fabric were granted to the Congo in support of women’s employment.

Kosovo

TİKA supported the creation of a needlecraft workshop for women in Kosovo through procurement and provision of equipment , and carrying out required repairs.

Material was provided to women in Kosovo to support native clothing production. In 2014, TIKA also supported needlecraft and hair dressing workshops and assisted in the establishment of an outlet in which their products could be sold.

Namibia A women’s shelter providing accommodation to women victims of violence was provided with various equipment.

Uzbekistan TİKA refurbished a building specifically reserved for women’s activities in Uzbekistan.

Pakistan 200 sewing machines were granted to Pakistani women in need.

Senegal

Material was provided for use in improvement of physical infrastructure of the Tivaouane Women’s Support Center in order to support the center’s economic development activities which include the provision of vocational training to women and young girls in the Tivaouane region.

Within the context of the Dialogue, Community and Trans-Border Reconciliation Project initiated in cooperation with local NGOs and USAID Senegal, 3 water wells were drilled to support the agricultural potential of the Casamance region of Senegal, where poor and marginalised people, including migrants forced to flee their homes due to violence in the country, constitute the majority of the population.

Tunisia Looms and equipment for native rug weaving were provided to 60 housewives in Gabes in order to create income-generating employment.

Zambia TİKA supported the visit of 10 women entrepreneurs from a group under the Zambia Small Sized

Industrial Union operating in the handicraft, textile, trade, agricultural, mining and construction sectors to Turkey. The organization was established in 1982 by mostly small and medium enterprises, 60% of which are owned by women.

The Street Children’s Education Center, which has been struggling to save children from organized crime and from poor living conditions on the streets of Somalia’s capital of Mogadishu, provides a home for around 100 orphans. TİKA completed the construction

of three common purpose buildings which include living space, educational facilities, and a new kitchen and dining hall, all of which support the organization’s mission of preparing orphans to reintegrate into society and improving education in Somalia.

Afghanistan

In cooperation with the Sari Pul Governorate, TİKA supported a 6-month vocational skills development course for female students who are either orphans, or relatives of martyrs, to enable them to engage in income generating activities.

In the framework of the V. Orphan Solidarity Days, TİKA distributed stationary, school bags and books to a total of 1.000 students from 9 provinces, as well as to 70 orphans sheltered at the Kabul Istanbul Friendship Orphanage.

TİKA supported the participation of 6 primary school students and two attendants from the Kabul Istanbul Friendship Orphanage to TRT 37th International April 23rd Children’s Festival.

TİKA provided support for the Kabul İstanbul Friendship Orphanage.

Albania A minibus was provided for use in activities for orphans. A total 537 orphans in various cities of Albania were provided with food and clothing aid.

Azerbaijan TİKA, in cooperation with the Union of Disabled Women, an association in Azerbaijan specializing

in activities to support disabled people, undertook repairs of the Gunerzi Children Center which was established to support children from poor families in the Gazah region near the Armenian border in order to help their parents avoid having to send them to orphanages.

Bangladesh TİKA undertook the establishment of a computer lab for orphaned students at the Darul Aman Orphanage in Bangladesh, and built three playgrounds at other orphanages in the country.

Ethiopia Furniture and equipment were provided for a child care center that provides shelter for orphans in the Addis Ababa and Oromia provinces of Ethiopia.

Palestine Income generating milk cows, clothing, cleaning material and stationery were distributed to orphan families in Palestine in the context of Orphan Solidarity Days.

Kazakhstan Equipment was sent to an orphanage in the Atyrau city of Kazakhstan.

Kyrgyzstan

A school service vehicle was granted to the Altın Yuva Orphanage in Kyrgyzstan which provides shelter for 125 orphans and poor children to ensure their access to school in the winter.

The Issyk-Lake Fishermen Orphanage was repaired. 4 teachers were appointed for a year to give education to orphans in the Cal Orphanage in the

framework of V. Orphan Solidarity Days.

Macedonia Books were distributed to orphans from poor socioeconomic backgrounds in different regions of Macedonia in the framework of V. Orphan Solidarity Days.

Namibia In response to a request from the Namibia Ministry of Gender Equality and Child Welfare, TİKA

provided support for a service building at the “Namibia Children’s House” which provides shelter for 64 children in Namibia’s capital city of Windhoek.

Uzbekistan TİKA repaired, renovated and provided equipment and movable goods for all three storeys of

Orphanage No. 32 in Bukhara in response to a request from the Bukhara Governorate. The ground floor consists of an administrative office, a library, a medical ward and a computer room, while the second and third floors include dorms for girls and boys.

Pakistan 200 sewing machines were distributed to abandoned women in need. 20 milk cows were granted to families in need. Books and stationary were distributed to orphans.

Somalia TİKA built and furnished two orphanages in the Hargeisa town of Somaliland. A sesame machine, a grain milling machine, and poultry and coops were provided for the use of

orphan families as part of a project to improve the living conditions of orphan families.

Sudan Material needed by the Orphans Complex was provided.

Tajikistan TİKA repaired and refurbished the Korgarcavonon Romit Rehabilitation Center which helps the reintegration of over 300 orphaned and disabled children into society as healthy individuals.

Thailand TİKA is supporting the construction of an orphanage in the province of Pattani.

Togo Stationary was distributed to poor and orphaned children in six rural villages.

Tunisia

Sewing machines and milk cows were procured for orphan families in cooperation with NGOs. 660 families in need were provided with food packages and 260 orphans were given clothing in

the month of Ramadan in cooperation with the Tataouine Union of Institutions operating in the province of Tataouine.

The Elderly and Disabled Persons Medical-Social Rest Home has been offering social and medical services since 1945 in the Uralsk city of North-western Kazakhstan. The rest house provides accommodation and services for 269 elderly individuals and 300 mentally disabled people from 13 different nationalities who have come to the home on account of old age or the inability to maintain independent living situations.

In 2014, TİKA granted bedsteads, beds, quilts, pillows, bedlinens and computers to the home, and in 2015, replaced the windows to improve insulation and ensure the comfort of residents through Kazakhstan’s cold winter months.

As part of the project to support the Dakar Center for the Deaf, the only official education institution for disabled people in western Africa and which provides education to 120 students between the ages of 3 and 14, TİKA completely renewed the school building, built a three-classroom vocational training block and a playground, donated a student service vehicle, replaced movable goods in the classrooms, and procured vocational training equipment for use in the block.

Hearing devices and an audiometer device were granted to ensure more effective use of the FM education system, which was also provided by TİKA. The project aims to empower disabled people and reintegrate them into society in Senegal, where the disabled typically lack equal opportunity in education due to poor educational infrastructure and cycles of poverty.

Wheelchairs were granted to a community clinic in Karimama in Northern Benin upon the request of the Benin Foreign Ministry.

Upon the request of the Turkish Alumni Development and Solidarity Society, 110 wheelchairs were granted for the use of primary and high school students who have previously had to discontinue their educations. Other disabled people in Asosa, the capital city of the Benishangul in Western Ethiopia were also provided with wheelchairs.

50 battery-powered electronic mobility devices were procured for disabled people in Jericho, Qalqilya, Jenin, Salfit, Umm Tuba, and al Khalil in Palestine.

Wheelchairs were granted to the “Ueterie Welfare” orphanage in the Okahandja region of Namibia.

In 1990, the Tamil Eelam Liberation Tigers began an armed resistance against the Sri Lankan government in a bid for autonomy, forcing the Muslim minority to leave the northern part of the country. Numerous houses were destroyed and the infrastructure of the region was devastated during the civil war.

Many families in Sri Lanka were forced to take shelter in temporary huts and under trees after having returned to their villages following the cessation of armed conflict in 2009. In light of this, and upon request from the Sri Lankan Prime Minister Dissanayake Mudiyanselage Jayaratne on behalf of those

displaced during the civil strife, TİKA built 100 houses in a village in the Northern Mannar Tharapuram region of the country. It was here where residents faced the most devastating effects of the civil war. Additionally, 25 water wells were drilled in the village, and TİKA provided computers for a training center operated by the National Youth Council for vocational training in Mannar. The name of the village has subsequently been changed to Turkish City. The project, carried out in cooperation with the Housing and Resource Development Institution, is expected to revive the village to its former energetic and productive status.

Housing and Accommodation Projects Completed in 2015

Permanent housing project for Rohingya Muslim minority community

TİKA has begun construction work on a new residential area to include 28 houses, a small mosque, boundary walls and a stabilized road for Hodja Gulak residents, whose homes are scheduled to be demolished in the framework of the Balkh Province Sultan-ul Ulema Hodja Bahauddin Veled Madrasah Restoration and Extension Building Project in Afghanistan.

TİKA undertook the logistics for 30 prefabricated houses granted to Bosnia-Herzegovina by the Konya Metropolitan Municipality.

TİKA supported a delegation from the Algerian Ministry of Housing and City Planning to visit Turkey.

In cooperation with the Disaster and Emergency Management Presidency of Turkey (AFAD), a permanent housing project was started in seven towns for members of the Rohingya Muslim minority community who have been displaced due to violence in Rakhine state in Myanmar.

Housing material was procured for 5.000 homeless families to build their own homes. They have been living in tin huts at risk of freezing in the winter in the Erongo region of Namibia.

Over a thousand Muslim people, whose homes and villages were destroyed during violent strife in Rakhine (Arakan) state in Myanmar in 2012, now struggle in temporary camps and settlements. Responding to the Rakhine Action Plan, initiated by the Rakhine Government, TİKA, in cooperation with AFAD and the Myanmar Embassy of the Republic of Turkey, has proposed a six-phase project to provide permanent housing for around 30.000 Muslim people in the area. In the context of

the project, construction of bamboo houses began in 2015. Upon completion, the total number of homes constructed is planned as follows: 842 houses in 6 villages of Kyauk Taw town, 285 houses in 2 villages in Myauk Oo, 447 houses in 5 villages of Min Byaer town, 100 houses in a village of Kyauk Phyu town, 232 houses in 2 villages of Myay Bone town, 62 houses in 2 villages of Yan Byar town, and 1782 houses in 8 villages of Pauk Taw town.

At the request of Somalia’s civil aviation administration, a 696 square meter building was built by TİKA to serve as a multi-purpose training center. Theoretical and practical training in civil aviation will be given in the building, which is expected to go into operation in 2015 to meet the civil aviation training requirements of the country.

At the request of Maya Ivanova, the wife of the President of the Republic of Macedonia Gjorge Ivanov, TİKA provided technical equipment and repaired infrastructure to increase the working capacity of the Macedonian Civil Aviation Agency.

In joint coordination with the General Directorate of Civil Aviation (SHGM), the International Civil Aviation Organization (ICAO), the Technical Cooperation Bureau, and the African Civil Aviation Commission (AFCAC), TİKA plans to organize a training program in the field of civil aviation for experts from Senegal, Sudan and Bangladesh as part of a project aiming to prepare technical assistance and training programs designed specifically for African countries.

TİKA is currently supporting the UNDP in a project to rehabilitate the well-worn Enguri bridge that connects Abkhazia and Georgia. The assistance is in line with Turkey’s efforts to promote a peaceful solution to the Abkhazian conflict, and reflects its efforts to play a role in

trust building and reconciliation between the Georgian and Abkhaz communities through cross border passages. The inauguration ceremony for the bridge is expected to be held in February, 2017.

TİKA and the General Directorate of State Airports Authority of Turkey collectively undertook renovation work at Somalia’s Mogadishu Airport to make the facility, previously destroyed during civil strife emanating from the humanitarian crisis of 2011, accessible to world again. This work included removing plane wreckage from and expanding the runway and modernizing electronic and security infrastructure. The first phase of the Mogadishu Airport Rehabilitation Project included the completion of maintenance and repair work to the terminal building, and the erecting of wire fences and walls around the runway to ensure the safe landing and take-off of

planes. In the second phase, a VOR system, comprising of a ground station and aircraft receivers which allow the aircraft to determine the station’s position. Somalian personnel were given training on the use of the system in Turkey. Turkish Airlines has begun regular flights to Mogadishu since the completion of the installation of the system.

TİKA also initiated the establishment of the Civil Aviation Applied Training Center as a permanent contribution to Somalia’s civil aviation capacity. The construction phase was completed in December 2015, and regular training programs for Somalian personnel on civil aviation are planned as a next step.

The most devastating flood to hit the Balkan region in the last 120 years occurred between the 13th and 18th of May, 2014, and left 86 people dead in Bosnia-Herzegovina, Serbia, Croatia, Romania and Slovakia. A total of 2.5 million people were affected by the disaster which forced hundreds of thousands of people to leave their homes.

Serbia was hit the hardest, with 51 dead which 30.000 people displaced. The Serbian Prime Minister called the flood the “worst natural disaster Serbia has faced in the last 100 years”. The town of Obrenovac, in the north-western region of the country experienced the worst damage. The Sava River flooded the area and submerged almost 90% of the town and forced the evacuation

of 24.000 people. The Nikola Tesla power station, which supplies half of the nation’s energy was only just spared, thanks to the erection of by sandbag dykes. Flood and soil erosion significantly damaged 500 homes and completely destroyed 20 in the town of Krupanj in Machva which is situated in a valley between mountains, through which a number of relatively small creeks run. Landslides virtually wiped the village of Rebelj, in the town of Valjevo, off the map.

A bridge over the Jovanovacka River near the village of Brachin in Razanj Municipality was also damaged. As part of efforts to restore infrastructure damaged by the floods, TİKA built a new bridge.

The presidency of the Union of the Comoros re uested the establishment of an M radio station to operate under the authority of the state in the capital city of Moroni. TİKA, responding to this re uest, undertook the establishment of the radio station as part of the improvement of communication infrastructure in the nation. The station is planned to be used as for education, and is

e pected to contribute to the improvement of human rights and democracy in the region.

During President Recep Tayyip Erdoğan’s visit to Cuba in February 2015, Cuba State Television (ICRT) and TİKA signed a project protocol for the procurement of a dubbing system to enable the television station to create voiceovers in Spanish. TİKA procured and delivered all the required material and equipment for the system in accordance with the protocol signed by TİKA’s President

Serdar Çam and the ICRT President Danylo Sirio Lopez.

The first phase of the project has included the broadcasting of Spanish-dubbed programs prepared by the Turkish Radio and Television Corporation (TRT) on Cuba state television stations, and is planned to continue with the broadcasting of television series and documentaries, also made by TRT.

Electrical testing equipment to measure electrical installations was granted to the Grenada Ministry of Communications, Works, Physical Development, Public Utilities, ICT and Community Development in order to increase the quality of energy supply services on the island.

Hungary Natural gas and electricity infrastructure of the Gyula Krudy Tourism, Hotel

Management and Culinary Vocational High School, which has been operational since the 1930s in Szeged, one of Hungary’s largest cities, was renovated.

New electricity cables, 1.2 kilometres in length, were laid to replace the electrical installations of the Constitutional Court facilities.

TİKA assisted in delivering a training program organized by the Turkish Electricity Distribution Company (TEDAŞ) between the 17th and 24th of May, 2015 for 12 personnel from the Sudan Electricity Distribution Company.

Ukraine TİKA replaced the power lines of Maternity Hospital No. 3, which has a capacity to

serve 140 inpatients, in the town of Zavoskoye in the Nikolayev Municipality of Ukraine. A diesel-powered generator was also procured and installed as part of the hospital’s energy system.

Two KDE6500t-type power generators were delivered to the Zimbabwe Ministry of Education.

In 2015, TIKA began to implement projects in the Philippines. The “TIKAbuhayan” program was developed to support projects related to income generation and job creation through sustainable agriculture and animal husbandry – industries upon with 60% of the rural population depend. Kabuhayan means livelihood in Tagalog, one of the two official languages in the country. The program aims to implement these agricultural and husbandry projects in the least developed, hardest-to-reach and disaster prone areas with the collaboration of regional, public and civil society groups. By the end of 2016, it is expected that ten thousand people will have benefited directly from the program, while another three thousand will have indirectly benefited from it. In helping to create sustainable livelihoods, the projects also aims to contribute to stability and peace in the country.

The program includes two projects in the realm of pisciculture. The Phillipines is made up of over 7.107 islands and fishing has always played an important role in the economy. The country combines production from municipal marine fisheries and inland fisheries. One of the biggest obstacles to the setting up of production infrastructure is a lack of investment capital. This also constrains the growth of production. In this context, assistance from TİKA include the preparation of the project area, and delivering training in technical production skills and marketing. One such project will be implemented in Maguindanao which is the least developed part of the country according to national and international observers. The project aims to contribute to the stability of the region.

The other pisciculture project will be implemented on Hilutungan Island, an area hard hit by Typhoon Haiyan and where fishing is the primary source of income. Two

years after the typhoon, recovery continues at a snail’s pace. While there is no urgent humanitarian need on the island, medium and longer-term projects have not been implemented. The main objective of TİKA’s program is to have a quick impact, with a sustainable effects. In its first year, 50 tons worth of fish harvest is expected, with targeted increases in productivity by the third year.

A poultry-farming project is also being implemented in the scope of the TİKAbuhayan program. The pilot project will take place in two of the least developed regions of the country. It is estimated that 100 people will benefit directly, while 75 thousand people will indirectly benefit from the project. The aim is to channel the pilot project’s profits into investment for new poultry farming initiatives, and thus increasing the number of beneficiaries.

Another project related to the program will be focused on goat husbandry. This profitable business has so far remained underdeveloped in the country. The project, which includes goat husbandry preparation, training and application, will be implemented in Kupicay in the Upi region of Mindanao. It is estimated that 175 people will directly benefit, and 100 thousand will indirectly benefit from the project. The project also aims to highlight the important economic impact that goat dairy production can have, and overcome local suspicion about goat’s milk by providing educational training. The project will be implemented in the Upi region where different religious communities including Muslims, Christians and practitioners of other local religions live alongside one another. As such, the project aims to play an important role in fostering peaceful cooperation among these different religious groups.

Agriculture and Husbandry Assistance in Philippines

In 2005, as part of the “Greenhouse Vegetable Gardening Development Project of Eastern Macedonia”, TİKA provided seeds and assistance for greenhouse cultivation to 60 families on the borders between Strumica, Vasilevo and Bosilovo municipalities. The project aimed to contribute to the production of tomatoes and peppers in the region, and it proved to have a positive impact as local people in need expressed strong demand for the project’s continuity.

In continuing the project, TİKA has provided seeds and assistance in greenhouse cultivation to an additional 500 families in 72 villages on the borders of Radoviš, Konče,

Stip, Karbinci, Berovo, Veles, Demir Kapija, Negotino, Doyran and Villanova municipalities in Eastern Macedonia. The project aims to increase the quality of produce, and to extend the vegetable gardening season year-round through the promotion of greenhouse production. In the scope of the project, TİKA has provided assistance through the construction of greenhouses and the installation of drip irrigation systems, as well as provided technical support related to tomato and pepper production. Overall, the project aims to increase household income far beyond what can be expected from traditional livelihood strategies.

Darfur is a region divided into five federal states including Central, East, North, South and est Darfur. t has received the global attention on account of its rich agricultural land and abundant natural sources. Ho ever, its full potential has been sti ed due to a brutal civil ar hich has caused displacement and inter-tribal con icts, and necessitated the establishment of United Nation camps for the internally displaced. Due to terror threats and political con ict, road transportation bet een the capital of Khartoum and the Darfur region is uite di cult, and living e penses are

uite high in relation to the conditions of the country. As the region has received almost no investment, agriculture and stockbreeding are the primary livelihood activities.

Since 2010, T KA’s “Seed Distribution Project” has supported regional development in

the area. Beginning in 2005, T KA’s project partners, the ederal Agricultural Ministry and e perts from the Africa City of Technology, selected recipients to receive corn, chickpea, sesame, tomato, melon, atermelon, cucumber, carrot, gumbo and acacia gum seeds provided by T KA. T KA also provided technical e uipment including hoes, plo s and irrigation pumps. The project has aimed, over time, to produce the highest uality crops possible by analysing the local soil structure and planting season, and providing the best uality seeds.

TİKA’s Apiculture Development Project’, hich aims to improve the uality and e tend

the reach of apiculture across Azerbaijan, has reached its fourth phase. The project began in 2005 ith the distribution of a thousand beehives, concentrated in the southern part of the country. We Organise Training Programs for Human Resource Development in the Agricultural Sector

Two experts from the Azerbaijan Apiculture Association were trained in two programs entitled “Diagnosis of Bee Disease and Damage” and “Analysis of Bee Production”.

A meeting for experience sharing on water and soil resources was organised for 4 experts from Azerbaijan, Kirghizstan and Bosnia-Herzegovina.

With cooperation from JICA and the Ministry of Food, Agriculture and Livestock, a training program for dairy farming, sheep and goat breeding was organised for 10 participants from Kazakhstan, Kyrghyzstan, Uzbekistan, Tajikistan, and Turkmenistan.

A congress on agricultural productivity and food quality was organised for 14 participants from Kazakhstan, Uzbekistan, Georgia, Afghanistan, Mongolia, and Pakistan.

With the cooperation of the Directorate General of Forestry, a training program on an eco-system based forest development project was organised for the Marsh Marigolds forests in Kyrghyzstan.

A training course on greenhouse cultivation was organised in Antalya for 10 experts from the Tajikistan Agricultural Ministry. As part of the training, study visits to hydroponic and organic greenhouses were also organised.

A training program on greenhouse cultivation was organised at the West Mediterranean Agricultural Research Institute (BATEM) with the participation of 3 faculty members from the Turkmen Agricultural University.

A theoretical and applied training program for 5 Sudanese veterinarians on specific animal vaccinations was organized in a laboratory affiliated with the Ministry of Food, Agriculture and Livestock in Istanbul.

A training program on artificial insemination was organized in Izmir with the participation of 3 Sudanese experts.

In cooperation with the General Directorate of Ankara Agricultural Reform (Ministry of Food, Agriculture and Livestock), a theoretical and applied training program was held at the TİGEM facilities in Polatlı and Kastamonu with the participation 7 Zambian experts.

4th International Soil and Water Resource Congress

The Fourth International Soil and Water Resource Congress, organized by the General Directorate of Agricultural Research, Ministry of Food, Agriculture and Livestock, was held in Kahramanmaraş from the 1st to 4th September, 2015. The congress took place at the Kahramanmaraş Sutcu Imam University in cooperation with the Eastern Mediterranean Transitional Zone Agricultural Research Institute.

A total of 41 research institutes, 27 universities, and a number of international scientific organisations (such as ICARDA, CIMMYT, FAO) attended the congress. During the event, 150 oral presentations and 100 posters were presented and discussed by the participants. TİKA sponsored the participation of experts from Kyrgyzstan and Azerbaijan.

2nd International Agriculture, Food and Gastronomy Congress

With assistance from TİKA a conference organised by the Agriculture and Food Confederation was held in Antalya between the 8th and 12th of April, 2015. The conference aimed to increase agricultural productivity and food quality. During the congress, participants discussed the

promotion of modern technologies including high-efficiency and high-quality production materials in the agriculture and food sectors. A total of 14 experts from Afghanistan, Uzbekistan, Georgia, Pakistan, Kazakhstan and Mongolia attended the congress.

Vocational Training Programs for Turkic Republics

Geographical proximity, and shared cultural and historic heritage play an important role in shaping Turkish development assistance. Thanks to its liberal economy and close ties to global markets, Turkey is well-placed to support the integration of Turkic republics and their communities into the world economic system.

As part of these efforts, TİKA and the Turkish Ministry of Economy, have been running training programs to support institutional capacity and human resource management in these nations since 2007.

The programs have aimed to bolster the international trade capacity of the Turkic republics by assisting them in bringing their domestic policies in sync with the international market. Through these programs, Turkey has also aimed to share its experience and knowledge with these nations whilst also supporting their relations with each other and with international economic and commercial organisations.

To date, 9 related projects have been implemented. The projects were announced by Turkish trade counsellors / attaches who also assisted in the selection of project candidates. The introduction of Turkish expertise/techniques has been an integral part of these projects, and as such, candidates were given two-week training

programs in Turkey. Theoretical trainings were carried out in Ankara, while participants were also provided with opportunities to visit other sites and cities around the country (such as for instance, industrial chambers, trade chambers, free trade zones, organized industrial zones and technological parks) to enhance their learning, and allow them to gain practical experience. On the last day of each training program, participants were expected to give presentations on the economic and commercial status of their home countries.

Technical assistance training, an important part of capacity building, comes with long-term benefits. This type of training supports sustainable development in ways that financial aid cannot do on its own. The Turkish Ministry of Economy has organised vocational training programs for experts and academics in several countries with two long-term objectives in mind: improving the quality of human resources in these nations, which is essential for these countries to build their own development pathways; and the fostering of deeper economic relations between these nations and Turkey.

The training programs have also served as platforms for public officials and academics to exchange knowledge and experience, and build networks from which future productive collaborations and partnerships can emerge.

Bread Factory in Bishkek

TİKA supported the establishment of a bread factory, which is today the most modern and hygienic in Kyrgyzstan, in the country’s capital of Bishkek to support the nation’s long tradition of breadmaking. Bread is also a symbol of peace and abundance, and thus, is a fitting medium through which Turkey shares its wealth and experience with Kyrgyzstan. As part of the project, hygiene equipment, bread crates and pallets were provided for the factory, and 11 Kyrgyz personnel, expected to work in the factory, were trained at the Istanbul Metropolitan Municipality Bread for Citizens Project factory in Cebeci District.

The Halk Bread Factory was built on Tokombaev Street in the 12th District on land allocated by the Bishkek Municipality and is the first bread factory in the area. The 3 thousand square meter public factory has been operating since May, 2015 with a production capacity of 3 thousand loaves per hour. The factory employs 17 people including 10 workers and 7 managers.

The factory has attained quality certificates for its bread and the production process meets the highest technological standards. It features a single-line tunnel furnace powered by natural gas, a flour storage room, a cooling room, a quality control laboratory and other technical rooms, a dining hall, administrative units, a training room and a meeting space. The bread is produced in the tunnel oven and is ready for morning distribution each day. While at present, only one type of adobe bread is produced (and sold in loaves of 300, 400 grams or 500 grams), nearly 6 thousand loaves of it are baked each day while the

factory plans to increase production to 25 thousand loaves per day.

The public bread factory has become one of the most successful public production facilities in Kyrgyzstan in a short space of time and has won several public tenders to sell bread in social clubs, nurseries, senior centers, schools and military units. The bread has become highly popular, and can also be found in markets, and at 18 kiosks in the Bishkek Municipality. The price is highly competitive and below market value

at between 9 and 11 Kyrgyzstani Som (0,13-0,15 US Cents) per loaf, depending on flour quality and weight.

Establishment and Renovation of Sewing and Shoe-making Workshop in Vaziani

As a result of wars which raged continuously from 1990 to 2008 in Abkhazia, 300 thousand Abkhazians were displaced and many Abkhazian state institutions including schools, universities, theatres and other social-cultural organisations were forced to relocate to Georgia. Today, many of these Abkhazian migrants live in large cities in Georgia including Tbilisi, Kutaisi, Zugdidi and Poti. In cooperation with international organizations, the government of the Autonomous Republic of Abkhazia and the Georgian government are working together to improve the economic, social and political conditions of this displaced community

It is within this context that, in response to the Abkhazian Government’s request, a sewing and shoe-making workshop was established to build vocational skills and generate employment opportunities for the Abkhazian migrants living in the town of Vaziani near Tbilisi. The project was carried out with cooperation from the Abkhazian Government and Gardabani Municipality Governorate. A 3-storey 720 square meter building in the town center was selected for the establishment of the workshop. The first floor of the building hosts a nursery where 17 employees look after 170 children from both displaced and local families. The second floor was designed to provide accommodation for 5 Abkhazian families. Before TİKA’s assistance, the third floor was in bad condition and could not be used.

Over the course of a 6-month project, TİKA fully renovated and decorated the third floor and transformed it into a sewing and shoe-making workshop with 10 rooms over 240

square meters. TİKA equipped the workshop with a sewing machine, a shoe stitching machine, a milling machine, a pressing machine, a drying machine, a cutting machine and a shoe ironing machine, shoe molds, a treadle and a steam ironing table. Office equipment including computers, printers and cupboards were also provided, and the workshop store was renovated. To kick off workshop production, a range of materials, including fabric of various types and thicknesses, and shoe leather and shoe soles were supplied. At present, 4 employees work

producing shoes and 11 work the sewing equipment. Between them, they produce 300 pairs of shoes and 400 bed linen sets every month. In addition to standard production, bespoke shoes, bed sheets, curtains, table and bedspreads, aprons and floor mattresses are also produced in the workshops and sold in the local market. The workshops are currently planning to begin producing equipment for the Tbilisi Municipality and other public organizations.

Carpenter Training Workshop and Machine Repair in Thies

A carpenter training workshop in the Thies Chamber of Industry in Senegal was renovated by TİKA to enhance vocational training opportunities and to support the growth of a qualified workforce. As part of the renovations, existing defective machines were repaired and other necessary materials and equipment were provided. Furthermore, in cooperation with the Ministry of National Education, 10 experts from the workshop were provided with 1600 hours of training at the Ankara Atatürk Vocational and Technical High School in April, 2015.

Two furniture manufacturing instructors from the Turkish Ministry of Education travelled to Senegal and trained 10 experts from the Thies Chamber of Industry for seven days to strengthen their theoretical and practical knowledge. During the training, the participants produced an office table and two office stands and were awarded with certificates upon completion of the program.

Cassava Processing Machines for Women in Malinga, Gabon

The village of Malinga has a population of 1.500 inhabitants and is located approximately 750 kilometers from Gabon’s capital of Libreville and 40 kilometers away from the nearest settlement. Due to its isolation and low population, Malinga is frequently underserved when it comes to public services. Its location near the border with Congo means it holds potential for trade, but lack of transportation and communication infrastructure has stifled this potential, keeping productivity and employment rates in the village low.

Cassava farming and processing is one of the livelihood activities upon which many people in Malinga depend. Women in particular engage in the processing of the root into flour and paste via traditional methods that rely on the use of stones and sticks. An integrated project was implemented in Malinga with the support of TİKA, in part to mechanise the farming process and reduce

the drudgery of physical labor performed by women, and to generally support women’s employment in the region. As part of these efforts, three cassava processing machines were donated. As there is no electricity in the village, a generator was also provided to use for cassava production, and other village activities.

In addition to the introduction of machinery which has reduced the time required to process cassava while also relieving women of the difficult physical labor associated with this task, the project has also enhanced cassava-related economic activity in a number of other ways including the storage, transportation and marketing of cassava flour and paste. The centrality of cassava to village life, and the boost in cassava-related productivity from this project has translated into increased quality of life for all those who live in the village of Malinga.

Tourism Statistics Training for Kyrgyz National Statistical Institute

Tourism statistics are based on calculations of income and economic activity resulting from tourism-related activities in any given country. These calculations might include tourism-related income from the following sectors, services and activities: food and beverage, accommodation, health, transportation, sports, education, culture, international and domestic travel agency services, package tours, mobile phone roaming, marina services and individual goods and services including clothes, souvenirs and carpet-rugs etc. Awareness of tourism-related income and activity is important for countries to better manage their own tourism sectors, and to maximize the opportunities presented by tourism for economic and social growth and development.

A tourism statistics training program was organized in Ankara for 5 experts including, department directors and senior economists from the Kyrgyz Republic National Statistical Institution.

Preservation of Ulcinj’s Cultural Heritage

TİKA supported the English publication of a book by Architect Dr. Igbala Kerovic entitled “Ulcinj’s Cultural Heritage” which was originally published in Bosnian. The book identifies all immovable Ottoman cultural assets in the city of Ulcinj in the southern part of Montenegro. In addition to supporting the

book’s English translation, TİKA also printed 500 copies of the book. As part of the project, TİKA also assisted the documentation of Ottoman heritage in the city of Ulcinj. The book has also been distributed to universities, institutions, organizations, and libraries across Montenegro.

In response to a request from the Serbian Ministry of Commerce, Tourism and Tele-communication, and in support of the Serbian Tourism Development Strategy, TİKA printed the Ministry’s strategy book and its promotional material.

A tourism training event was held at the Antalya Muratpasa Application Hotel for a 10-person delegation identified by the Ministry of Tourism of Togo.

The National Institute of Sports and Tourism of Turkmenistan and the Ashgabat Tourism Vocational High School were supported within the scope of the Tourism Improvement Project in Turkmenistan.

2 tourism experts from Vanuatu were provided with training from the Turkish Cooks Federation for 2 weeks on Turkish culture and cuisine.

In cooperation with the Ministry of Culture and Tourism, officials from the Zambia Ministry of Art and Tourism, the Zambia Tourism Authority, the Accommodation Sector Institute and Zambian private sector representatives were trained in the “Classification of Hospitality Operations” in Lusaka between November 23rd and December 2nd, 2015 during which. Turkey’s experience in tourism was shared.

Sportsground and Children’s Park for Children and Young People in the Aler Neighborhood

We create recreational spaces for children and adults

Qarabagh, a northern district of the city of Kabul lies 44 kilometers from the city center and, has a population of 180 thousand. Most citizens in the area are engaged in agriculture, livestock rearing, and even wine making. Previously, TİKA provided assistance for the construction of volleyball and basketball courts in Geliller, a region in the Qarabagh district. More recently, in 2015, TİKA also provided support for construction of volleyball and basketball courts and playgrounds for children in the neighborhood of Aler.

The district’s administrative head, Abdul Sami Sharifi, welcomed the project with the following statement:

“There were no sports facilities or playgrounds for young people or children here. Thanks to the newly built sportsgrounds, young people can now enjoy taking part in sport activity in the area. The children now can play in the playground in ways that they only saw in movies or in their dreams. Turkey has transformed our children’s dreams into reality.”

The Afghanistan Olympic Committee President Fahim Hashemi emphasized that the sportsground constructed with Turkish support will play an important role in the development of sport in the region.

Albania The Ardhmeria Cultural Association provides education to 150 children between the

ages of 1 and 7 in a building which the association has renovated. TİKA provided assistance for the establishment of a playground for the kindergarten.

Bangladesh Playgrounds were built for 3 orphanages in Bangladesh.

Kyrgyzstan

The Atatürk Park, established by the Kyrgyz Republic, symbolizes the nation’s friendship with Turkey. It is one of the most visited parks in Bishkek. The landscaping and renovation of the park was carried out by TİKA.

Open and indoor sports equipment was provided to 5 campuses of the Osh State University. The project aims to ensure that the university’s 30 thousand students are encouraged to take part in sporting activities.

Lebanon The Ottoman period fountain in Sanayeh Park in central Beirut was restored.

Niger TİKA supported the construction of a sports complex with a capacity to host 1.260 students, and a 648-student dormitory.

Romania A new play garden has been built in a kindergarden run by Turkish and Tatar teachers

and which serves Romanian, Turkish and Tatar children. Renovation of the Turkey-Niger Friendship Forest was carried out.

Humanitarian Aid Activities in 2015

Many Palestinians were wounded as a result of the attacks in Gaza. As the treatment capacity of the country is inadequate, 125 wounded people were treated in Turkey with assistance from TİKA.

Following the Gaza war, the Gaza blockade led to poverty and unemployment. During the month of Ramadan in 2015, a total of 50 thousand families in Gaza were provided with a month’s supply of food.

At the request of the Health Ministry of the Palestinian Unity Government, fuel assistance has been provided to Gaza hospitals to help them meet their energy needs.

Cash aid was given to two thousand families to repair their war-damaged homes which were damaged in the war. The Deputy Minister of Social Affairs of the Palestinian Unity Government and the Presidency of the Gaza Zakat Committee helped to identify the families.

Medication and other medical supplies have been provided to the Gaza Health Ministry, including for the treatment of cancer patients. Thousands of patients have benefited from this assistance, including 900 cancer patients.

Humanitarian aid to Palestine

Various projects were supported in response to urgent humanitarian crises in Gaza. A total of 46 projects have been implemented between 2005-2015.

In 2015, Nepal, one of Asia’s poorest countries,

was hit by a massive earthquake with a magnitude of 7.8. Following the earthquake, the country experienced a number of landslides, floods and avalanches worsening the situation. As a result of these natural disasters, 8 thousand people lost their lives and 19 thousand were left injured. According to the UN, the earthquake has affected 8 million people across 20 regions of the country.

In the wake of the earthquake, Turkish institutions and organizations have been delivering aid and carrying out humanitarian activities for Nepal. As part of this assistance, a dermatome instrument and a baby incubator were donated by TİKA to a hospital in Kathmandu. Additionally, 4 aid trucks carrying food packages for 1.300 families, and school bags and stationery material for 800 students, were sent to two villages in Nuwakot, a hard hit region in the earthquake zone.

Humanitarian Assistance to Nepal

TİKA similarly supported Tajikistan which was also badly affected by natural disaster in 2015. Devastating mudflows resulting from heavy rain and floods hit Shugnan, Vanj, Rushan, Darvaz, Ishkashim and Murgab districts in the

country on the 19th of July, 2015. In response to Tajik Prime Minister Qohir Rasulzoda’s call, TİKA sent aid packages, consisting of three-month supplyies of basic food items, for 160 affected families.

A major earthquake hit Afghanistan in 2015 and left more than 115 dead, 580 wounded, and 7.630 homes destroyed. The 7.5 magnitude earthquake’s epicenter struck in the province of Badakhshan in the Hindu Kush mountain range in Afghanistan’s far north. Due to the dangerous conditions resulting from the earthquake in the affected regions, it became difficult to deliver aid and assistance, with many aid organisations struggling to access the zone. TİKA was one of the first international organizations on the scene in regions affected by the disaster. TİKA’s assistance operation, which included the provision of tents, blankets and 56 tons of food aid to 700 families, became one of the most successful international aid campaigns in the response.

Five-person tents for 100 families, 200 blankets and food aid packages were distributed to the victims of the earthquake in Rhodos district and its surrounding rural areas in the Nangarhar region. An additional 8 tons of food aid packages were distributed to Bihsud and its surrounding rural areas.

Panjshir, surrounded by high mountains and located along the Panjshir River, is 96 kilometers northeast of the capital city of Kabul. In March, huge avalanches hit Panjshir Valley in the economically deprived province, destroying homes, blocking roads and killing people and hundreds of animals. Following the disaster, victims whose homes were destroyed took refuge in nearby centers. As the roads were closed, the Afghan army delivered aid packages to the victims by helicopter. The government of Afghanistan declared a 3-day period of national mourning, and called for help. In response, TİKA provided food packages to 80 affected families.

Many families were displaced due to the intensification of fighting in Kunduz and Hoja Ghar in Takhar province. A total of 950 of these families, including 600 in Taloqan, 180 in Qalay-i-Zal and 170 in Mazar-i-Sharif were provided with blankets and food. In addition, the Talukan Afghan-Turkish Friendship Mother and Child Health Clinic, sponsored by TİKA, provided free healthcare services to the displaced.

Dozens of civilians lost their lives and thousands were injured in terrorist attacks in Kabul. In response to emergency calls from the Afghan authorities, TİKA distributed food packages to 500 families affected by the terrorist attacks.

In March of 2015, 35 people and many animals lost their lives in a flood disaster in the Celal-Abad region which also rendered many homes uninhabitable. It is estimated that approximately 1.500 homes were damaged. Following the disaster, the victims took refuge in the district of Zengui in Beshutin in Celal-Abad. TİKA distributed food packages to 40 affected families .

Eastern Macedonia was hit by heavy flooding that caused the blockage of roads connecting the villages in the territory of Stip. TİKA distributed urgent food supplies to 8 such villages which were left isolated and unreachable by road by the flooding.

In August of 2015, the Pena River overflowed its banks due to heavy rains in the Tetovo region. This caused massive loss of life and land. TİKA sent emergency food and accommodation to people suffering as a result of the disaster.

In 2004, a two-week training program was carried out for experts from developing countries. The training was established to run for a 3-year period in cooperation with JICA, AFAD and Istanbul Technical University. Participants from Azerbaijan, Albania,

Georgia, Moldova, Uzbekistan, Tajikistan and Turkmenistan attended the training program entitled “Earthquake Engineering and Disaster Management” held held between the 31st of May and 13th of June.

WE SUPPORT DISASTER EDUCATION

In cooperation with TİKA and the Ministry of Health, a training program was organized at the İzmir Urla International Emergency Disaster Training and Simulation Center for health personnel from Ivory Coast and Benin. A total of 8 health personnel attended the training program including 4 from Ivory Coast and 4 from Benin. The training aimed to facilitate more efficient use of ambulance vehicles donated by TİKA, and to assist

hospital health personnel in providing improved emergency health services. The training spotlighted health and emergency services in Turkey and showcased materials used in ambulances. The training also covered: emergency room and incident management; patient team approaches for the provision of advanced life support; trauma management scenarios; hospital disaster planning; and medical emergency management simulations.

A training program, supported by TİKA and organized by the Izmir Urla International Emergency Disaster Training and Simulation Center was held for 15 health personnel from the Lebanese Islamic Medicine Association in Izmir, and held between 30th March and 10th of April in 2015.

A delegation of 10 experts from the Lebanese High Council on Disaster, which is headed by General Secretary Muhammad Khair, was supported in April of 2015 to visit Turkey to conduct fieldwork in Ankara, Konya and Istanbul.

The Least Developed Countries (LDCs) are the world’s poorest 48 nations. They struggle with structural economic problems, stagnant development, and weak institutions and human resources. Nearly a billion people live in the LDCs, 34 of which are located in Africa, 13 of which are in the Asia Pacific region and one of which is in Latin America.

Turkey has been working to develop relations with countries beyond its geographical neighborhood over the last 15 years. As part of these efforts, Turkey follows a specific agenda with regard to LDCs, as assistance for these nations is seen as a global priority for international development cooperation. Aiming to improve relations and build cooperation opportunities with these regions, Turkey declared 2005 the African Year and 2006 the Latin American Year. Since 2011, Turkish relations with LDCs have gained special momentum. For instance, Turkey hosted the 4th United Nations Conference on the Least Developed Countries in Istanbul between the 9th and 13th of May, 2011, out of which emerged the Istanbul Declaration, and the comprehensive Istanbul Program of Action. The Istanbul declaration confirms and further strengthens the commitments of the international community and development partners to the LDCs, setting out a cooperation framework and the obligations of the UN system, international institutions and developed countries. Within the context of South-South Cooperation, it also lays out the responsibilities of developing countries and LDCs themselves. The Istanbul Program of Action is a detailed agreement outlining specific actions to be carried out and completed by 2020, both by LDCs and their development partners, to achieve sustained and equitable growth in these countries.

Various projects, programs and activities were carried out by TİKA in 2015 for the LDCs. Within this scope, cooperative activities were carried out in partnership with Somalia, Afghanistan, Senegal, Ethiopia, Djibouti, Chad, Mauritania, Guinea Bissau, Benin, Comoros Islands, Gambia, Zambia, Zimbabwe, Uganda, Togo, Burkina Faso, Yemen, Cambodia, Madagascar, Mali, Mozambique, Bangladesh, Nepal, Myanmar and the Democratic Republic of Congo. These projects aimed to strengthen the existing economic infrastructure of the LDCs and to enhance human resources to increase these nations’ resilience to economic crises and environmental disasters, and to increase their ability to compete in the global economy.

- Various educational projects were carried out in Bangladesh and Cambodia. For instance, the Joyrampur High School in Bangladesh, which serves 296 students, was renovated, and outfitted with a library, a solar powered computer room, and a science laboratory. In the village of Angkor Ban, in the Kampong Cham Province of Cambodia, a two-storey school building was built and equipped. School attendance in the region is low, and the additional infrastructure is expected to improve this.

- Projects to enhance education and employment in Ethiopia were carried out. Within the framework of strengthening educational infrastructure, several schools were equipped in the Afar region, which is one of the most impoverished and underdeveloped provinces in the country. Furnishing and electronic materials were also provided for a center focusing on the empowerment of women and young people in the region. To increase employment opportunities, agricultural equipment and seed support was provided for people living in rural areas of the country. The assistance also aims to help them in their efforts to adapt to sedentary ways of life.

- A training program was organized to increase the production capacities of women engaged in pottery making activities in the Gaoui region of Chad.

- To strengthen maternal and child healthcare in Mauritania, TİKA furnished 2 operating rooms, 6 patient rooms, 4 infant rooms and 1 sterilization machine room in the Paediatric and Emergency Department at the Nouakchott Mother-Child Hospital. Landscaping for the hospital was also carried out with support from TİKA.

- In order to improve Mozambique’s information and technology infrastructure, a 4-person delegation from the country paid a visit to Turkey with support from TİKA. During the visit, the delegation had the opportunity to meet Turkish experts from the General Directorate of Vocational and Technical Education of the Turkish Education Ministry and Gazi University of Turkey. An additional 4 experts from the National Research Fund, an autonomous institution affiliated with the Mozambique Ministry of Science and Technology, also visited Turkey with support from TİKA between the 9th and 13th of March, 2015. During the visit, they met with officials from the Scientific and Technological Research Council of Turkey.

- Tailoring equipment and sewing machines were donated to the Public Tailoring Center in the Namibian city of Lüderitz, which has a high unemployment rate. The project aims to increase the employment rate in the region. Various joinery materials and machines, computers, and sewing machines were also donated in the capital Windhoek, aiming to provide employment opportunities to women. In addition, two briquette machines and a mixer were donated to immigrants in the Erongo region as part of the Walvis Bay City Immigrant Vocational Rehabilitation Project.

-Eye surgery microscopes, eye measurement devices and equipment were donated in Niger. Cataracts are a major health problem in the country, as in the rest of Africa. The donations will be used to train doctors in Nigerien hospitals,contributing to the dissemination of phaco technique applications in the fight against cataracts.

- The Dakar Center for the Hearing Impaired Improvement Project was carried out by TİKA. The project aimed to strengthen social infrastructure in Senegal. Additional activities for Senegal included TİKA’s equipping of the Tivaouane Vocational Training Center for Girls, improving the educational infrastructure of the Sokhna Fatou Ba Ahmed Kindergarten, the first nursery school in Tivaouane, and the training of 10 people under the Thies Chamber of Commerce Leather Training Program which aimed to help alleviate unemployment in the region. The workshop at the Thies Chamber of Commerce was also renovated, and faulty machines repaired. The Tivaouane Women’s Support Center, which aims to empower women, was also equipped.

TİKA restores, protects and promotes Ottoman sites from Africa to Latin America, but our efforts have been particularly concentrated in the Balkan countries, Turkey’s immediate neighbourhood. Thanks to TİKA’s projects, many previously destroyed Ottoman sites have been restored, and today, enrich world cultural heritage. Projects in the field of cultural cooperation, including the restoration of historical sites, play a very important role in fostering positive relations and dialogue between people in different societies and in the construction of a harmonious and peaceful common future.

TİKA has supported over 100 projects across 18 different countries on 3 continents over the last three years. In the Balkan region, 28 sites across 7 countries were restored, and feasibility studies

for 30 additional projects were completed. In Africa, a total of 41 sites have been restored, 13 of which are concentrated in 3 countries. It is planned that an additional 24 sites across different African countries will be restored in the upcoming year, while 32 restoration projects are currently underway.

The Protection of Turkish Cultural Heritage Abroad and the Prevention of Illegal Trafficking of Turkish Cultural Heritage Board was established in accordance with the Prime Minister’s Notice No 2008/15. The driving motivation for the project is the improved coordination and strategic development of restoration sites abroad. The Board is currently continuing to work in coordination with TİKA.

The Keciove Mosque in the Kasbah region of Algeria is a symbol of the nation’s independence. The mosque is listed as a World Heritage site, and holds great importance for both Algeria and Turkey in that it represents the common history between our nations Through technical consultations and coordination with Algerian authorities, and particularly the Algerian Ministry of Religious Affairs and the Ministry of Culture, TİKA developed a plan for the restoration of the mosque. Close examinations of the interior decor of other Algerian mosques dating from the Ottoman era were conducted to ensure accuracy of the architectural characteristics of the period. The project is currently in its final stage, with interior decorations and calligraphy being carried out under the supervision of a delegation

of leading academicians and experts from Turkey.

The Keciova Mosque was first constructed in 1520 by Hayreddin Barbarossa. It was used as a military storage facility following the invasion of Algeria by the French in 1830. It was later demolished and replaced with a cathedral. This remained for 54 years. The demolition of the mosque angered Algerians, and damaged national dignity. In 1962, following Algerian independence, the mosque was restored and became a symbol of Algerian independence. During this conversion, the Christian symbols were removed, but the main architectural features of the cathedral were preserved. The current renovation project plays an important role in restoring the mosque to its original state.

The search for the tomb of Suleiman the Magnificent started in accordance with the Research Support Agreement signed between the Szigetvár Municipality of Hungary and TİKA. Thanks to TİKA’s financial support, a research group of Turkish and Hungarian experts was established. Remains of the tomb of the Ottoman sultan Suleiman the Magnificent, who died in 1566 while his troops were besieging the fortress of Szigetvar in southern Hungary, have finally been found. The tomb is understood to have been built over the spot where Suleiman’s tent stood and where he died. It is four kilometers away from the Szigetvár Castle. Objects discovered during the dig suggested the site was indeed Suleiman’s tomb, while additional evidence uncovered during further

excavations confirmed the find.

The dig will be helpful in understanding the military tactics and strategies used during the era of Suleiman the Magnificent. Archaeological works will also be carried out to unveil the whole of the stockade and the town. When the excavations are complete, the site will be designed as an archaeological park and will include a symbolic tomb, a visitors’ center, and historical replicas of a mosque, a lodge used by Mevlevi dervishes, and a military compound.

The finding is one of the most important archaeological excavations in recent years. These excavations will provide a better understanding of Ottoman history.

The historical Çifte Hammam from the Ottoman period was built in the 16th century in the city of Tetovo, in the northwest of Macedonia. The hammam sits alongside the Pena River and is opposite the historic Alaca Imaret Mosque. The baths reflect the characteristics of civilian buildings from its era. The bathhouse was built with an alternate wall technique, a unique architectural feature of the era. It has two large and two small domes, with the main dome having seven corners.

The Çifte Hamam was restored by TİKA in accordance with a project prepared by the Ministry of Culture of Macedonia. In addition to the restoration, a comprehensive drainage system has been installed around the

building and environmental management features, including exterior lighting have been installed.

The restoration of the Tetovo Hamam contributes to overall efforts to preserve the historical monuments of the Ottoman period, and protect cultural heritage. The site has already begun to be used as an art gallery and exhibition hall under the Ministry of Culture of Macedonia.

The Macedonian Minister of Culture Elizabeta Kanceska Milevska stated that the 16th century site has been restored to its previous glory and that “The restoration is just one of the projects symbolizing the friendship between Turkey and Macedonia”.

The restoration of Bang Uthit Mosque in Thailand, which was built in the early 20th century by Thai Muslims, was completed under a comprehensive project carried out by TİKA.

The Bang Uthit Mosque was constructed in Thailand’s capital of Bangkok during the sovereignty of the Kingdom of Siam, as Thailand was formerly known. Having been recognized by the Kingdom of Siam, the Ottoman Empire was asked to send a coat of arms to put on the front of the mosque.

Within the scope of the restoration project, roofing works, land plastering, gypsum plaster working, electrical line renovation, interior lighting and electrical outlets, exterior lighting, hidden lights, interior and exterior paint work, operable window and carpet installation, and stair case and external stair renovation were carried out. A women’s shrine and minaret were also restored, along with an alter and pedestal, and embroidery pencil work and gold foil application was also complete.

Empire, installed on the entry gate of the mosque to express the Thai Muslims’ loyalty to the Empire, was restored and covered with gold leaf.

The restoration of the mosque was complete within four months. The altar, pulpit and lectern of the mosque were renovated with special marble sent from Turkey. A mezzanine was constructed to provide women a place to pray, and a minaret in the Seljuk style was constructed.

The Bang Uthit Mosque has been used for over a century, along with its külliye. The tradition of ‘külliye’ is particularly marked in Turkish architecture, within the Seljuki period – particularly the Ottoman Empire and also in Timurid architecture and madrasas where religious education is provided.

The Bang Uthit Mosque is said to have served food for people in need for over a hundred years. Given the mosque’s historical importance, its renovation holds great significance to the Muslim community in the region.

The UNDP Istanbul International Private Sector and Development Center began activities in Istanbul in 2011 under an agreement signed between the Turkish government and the UNDP. The center is one of the UNDP’s 6 global centers across the world. Turkey has been contributing to the center since its establishment.

Within the context of the Container Business Models Project, TİKA supported projects related to the Afghanistan, Kyrgyzstan and Tajikistan Agricultural Value Chain Improvement Program. To foster development of vocational skills, a workshop entitled “Container Markets in India: The Role of the Private Sector” was organized. In cooperation with the Islamic Development Bank, additional workshops regarding the impact of investment of multi-stakeholder container market platforms were also supported. Within the scope of projects realized in cooperation with the Development Partnership Program, a multi-stakeholder vocational rehabilitation project in Kosovo and a technologically advanced beekeeping project in Uzbekistan were supported. The vocational training project developed by Turkey in 2015 for Kosovo was presented as a good example in the 2015 Global Human Development Report issued by UNDP.

COOPERATION WITH MULTILATERAL INTERNATIONAL INSTITUTIONS

The UNDP European and Central Asian Regional Service Center was relocated from Bratislava, the capital of Slovakia, to Istanbul in 2014. The center officially opened in April of 2015. The regional programming is supported by the Turkish Foreign Ministry.

TİKA and the Turkey-UNDP Partnership for Development Program, which was established with financial support from the Turkish Development Ministry, agreed to collaborate on development projects in other countries. The project entitled “Improving Social Resilience” was implemented in the Abkhazian region of Georgia to strengthen the agricultural value chain. In addition, a multi-stakeholder vocational training program in Kosovo and beekeeping projects based on advanced technology in Karakalpakstan in Uzbekistan were completed.

TİKA began implementing the Global South-South Development Project in 2008 with the support of the Turkish Foreign Ministry and the UNDP.

This project aims to support Turkey’s role as an international donor whilst finding ways to lead projects in development cooperation. It was intended to enhance TİKA’s capacity in the preparation and implementation of programs and to increase Turkey’s Official Development Assistance (ODA) effectiveness in line with the principles of the Paris Declaration, adopted in 2005.

Country strategies and development cooperation strategies were established in pilot countries such as Bosnia and Herzegovina, Tajikistan, and Senegal in line with aid effectiveness principles. A web-based Expert Knowledge Bank has also been established to share Turkish expertise and experience among public and private sector workers, academics, and actors in the international community.

TİKA, JICA, the General Directorate of Fisheries and Aquaculture and the Ministry of Food, Agriculture and Livestock have been carrying out training programs over the course of three years to strengthen aquaculture in Central Asian countries.

The project, which initially began in 2010, trained 44 experts from the region. Due to positive feedback on the education program, it has been decided that the trainings will be repeated once a year for three years starting in 2015.

TİKA has been supporting the “Milking, Sheep and Goat Breeding Training Program” in cooperation with JICA and the Lalahan Livestock Research Institute since 2013. The project aims to share Turkey’s experience in

the livestock sector with Middle Eastern and Central Asian countries. A total of 20 experts from Kyrgyzstan, Uzbekistan, Tajikistan, Kazakhstan and Afghanistan were trained.

Technical Capacity Development Training Program on Live Animal Breeding for Afghanistan and Central Asian Countries

This three-year project, which began in 2012, has been implemented with cooperation from the Ministry of National Education and JICA. It has aimed to develop a curriculum in industrial automation technologies and to establish information sharing channels to foster cooperation between target countries. The participants were

from Pakistan, Uzbekistan, Kazakhstan, Azerbaijan, Kyrgyzstan, Turkmenistan, Tajikistan, Afghanistan and Palestine. Since the project’s beginning, 129 participants from 14 courses have received basic and intermediate level training on industrial automation technologies.

In cooperation with the General Directorate of Renewable Energy, TİKA has been organizing trainings for participants from Western and Central Asia, Eastern Europe, the Black Sea Region and the Middle East. The trainings include developing knowledge and skills on energy efficiency, and in so doing, contribute to the efficient use of energy in the region, reduce CO2 emissions, and identification and implementation of applicable opportunities for reducing energy costs.

Another multilateral cooperation area with JICA is the organization of two-year workshops entitled “Implementation of Energy Management Standards in the Member States of the Black Sea Economic Cooperation Organization (BSEC).” The Ministry of Energy and Natural Resources, JICA and BEC have also been organising workshops to implement energy management standards in the region since 2010.

In March of 2011, TİKA signed a memorandum of understanding with KOICA to promote Triangular Cooperation opportunities for Central Asian and African countries. The memorandum also includes support for efforts towards reaching the Millennium Development Goals, and the establishment of harmonization of donations within the scope of aid effectiveness.

Non-governmental organizations (NGOs) are independent actors that contribute to development cooperation through their unique and innovative approaches.

Turkish NGOs are at the forefront with flexible budgets and management, high voluntary human resource capacity, and fast operation as well as close contact with the public. In this respect, Turkey has become an important player in the international arena.

Increasing the effectiveness of external aid through cooperation with NGOs has become a priority objective for TİKA. NGOs contribute to increasing the international network and

capacity of TİKA and create new international cooperation opportunities for Turkey.

Different NGOs carry out projects and activities in different areas. In line with Turkey’s foreign policy priorities, NGOs have been supported in accordance with TİKA’s legislation, tasks, objectives and policies. In cooperation with NGOs, TİKA has supported projects in diverse contexts, but primarily in Africa between 2012 and 2015. Of these, a large amount have been related to health, and the nation which has received the most support was Niger.

TURKMEK International Vocational and Technical Education Project has been in operationsince 2010 in collaboration with TİKA and the Istanbul Chamber of Commerce (ITO).Its aim is to realize short-term vocational training programs, which will strengthencooperation with other countries, increase human resource power and build cultural tiesbetween Turkey and its partners.

Inadequate ducation constitutes one of the main problems in developing countries.Lack of adequate training opportunities leads to the lack of a qualified work force. TheTÜRKMEK project is designed to train personnel and entrepreneurs who will contribute to national and regional development, especially in African countries.

ACTIVITIES

TÜRKMEK International Vocational and Technical Education Project is carried out by theIstanbul Chamber of Commerce and NGO cooperation. Trainees from different regions andcountries are trained in Turkey on various vocational and technical trainings over a period of 3 months.

Within the scope of the TÜRKMEK Project, there are more than 200 vocational andtechnical training courses in 62 subjects in high schools affiliated with the Ministry ofNational Education. The program contributes to the promotion of Turkish language andculture through social and cultural activities.

RESULT It contributes to the protection, increase and development of employment in developingcountries.

Trainees contribute to the development of relations and cooperation between Turkey andtheir respective nations on economic, political, social and cultural issues.

TURKMEK International Vocational and Technical Education Program for Africa, the Middle East and Asian Countries Health

Within the scope of the African Cataract Project, the Eye Medical Center in the Lamorde Hospital has been built in cooperation with the Islamic Development Bank in Niger and the Niger Ministry of

Health. The Eye Center, which is built on an area of 400 square meters, consists of two units. TİKA provided material support and medical team support by sending doctors to the hospital.

A health and humanitarian project was organized in Niger by a delegation within the scope of the NGO cooperation program.

In 2013 and 2014, assistant surgeons from Somalia attended specialist-training programs at the Istanbul Medeniyet

Turkish doctors shared their experience with local doctors by attending operations. In the health centers, midwives were also trained.

Within the scope of NGO cooperation on eye treatment, in Sudan, health care teams have been appointed on staggered dates to pro-vide health services to people suffering both from blindness or sight difficulty, and have

inadequate access to health services. Due to its geographical location and status of being the largest country in Africa, Sudan has been the logistical center for the projects well as its primary beneficiary.
