Secretary’s RePORT It is a rural, non-profit making and Non-Government Organization. The main objective
of our organization is to provide services to person with disabilities in different ways.
Our organization has been working with the person with disabilities since last
20(Seventeen) years and gathered a lot of experience. It is working with a good
reputation and psychological attachment with the local people.
In the year 1995 Rampurhat Spastics and Handicapped Society was registered as
grass root level voluntary organization under the West Bengal Society Registration
Act, 1961 for providing services to the persons with disabilities. Since twenty years the
organization has been gathered a lot of experience.
Disability is not a Disease; it cannot be cured by treatment or medicine. It is a type of physical
and mental condition and it gives lifelong disadvantages. We think that every person with
disabilities must have talent and power to work though it is very limited. The persons with
disability face some problems in doing work but they are not incapable and incompetent at all.
In spite of their limited talent and power to work they can be made talented and useful by giving
them proper training, love, affection and encouragement. Keeping this view in mind Rampurhat
Spastics and Handicapped Society is providing different types of services to the persons with
disabilities of Birbhum district. The persons with disabilities and the Parents of the disabled
children started to change their negative attitude. From our practical experience we realize that
more disadvantages is the negative attitude of the people of our society towards the persons with
disability than their physical and mental barriers. Our organization is trying to change the
attitude of the people of our society through Awareness Camp, Seminar, different Workshops,
and World Disabled Day celebration since its inception. Our society provides services to the
persons with disability from the depth of the heart and made an example. As a result, in the year
2003-2004, we got National Award for the “Best Residential Care Centre”. It is an inspiration
before the organization. Each and every person of our society would accept that persons with
disabilities are inseparable parts of our society. They would realize that the persons with
disabilities are also human beings; they have right to live like other persons with full of dignity
and honour. They are the part and parcel of our society and family; they are our relatives. We
have to think that if we were handicapped in the course of time then we realized that it is not a
sin; it is not a diseases. So we have to take it as disability is our social problems. We trust that in
the near future all can unhesitatingly say that the traditional adverse mentality has been changed
and the society is now composed of barrier free environment and the persons with disability will
get social status.
We hope to continue our noble work and achievement and accelerate the present activities. I
want to convey my gratitude to the staff of this organization for their sincere hard work for
improvement of all the inmates and also convey our best wishes to the beneficiaries, and
guardians, members of the society and well wishers of „Rampurhat Spastics and Handicapped
Society‟.
We are very thankful to donors who have extended their helping hands for human resource
development. Our organization also extends its sincere thanks to Ministry of Social Justice and
Empowerment, National Trust, Dr. Asish Banerjee –Minister Edu.&Ayush, Benevolent
Foundation, NIMH Kolkata, NIMH Sekendrabad, NIOH Kolkata, Art of Living-Farakka Branch,

RESIDENTIAL CARE CENTRE (“SAMARTH’’Centre Based):
(Ashirbad Relief Institute)
“After my death or in my illness who will take care of my child?”
From this concept a parent of a child with multiple disability started this
prolong care service centre named “ASHIRBAD RELIEF INSTITUTE” to
the four persons with disabilities at initial stage in the year of 1999.
ASHIRBAD RELIEF INSTITUTE is a residential Home for persons with
disability. In this unit we provide services to person with CP, MR, MD &
Autism. We started this unit with four children at initial stage in the year
1999 and the numbers of beneficiaries have been increasing gradually. This
unit was sponsored by “National Trust” from 16th April, 2002 to 31st March,
2005 for twenty beneficiaries under the “Reach and Relief Scheme”. In this
period we received “National Award” from the National Trust (Ministry of
Social Justice & Empowerment) for the “Best Residential Care Centre” for
the year 2003-2004 which is a great inspiration before the Organization.” The
National Trust awarded to the secretary as “Best parent” for the year 2008-
09.
The National Trust has launched the scheme “SAMARTH” Centre Based
Services from 1st April, 2005 for 9 (nine) years with the support of the

on all developmental areas and evaluate their abilities at the interval of every
six months.
To maintain and develop in physical area we provide physiotherapy so
that beneficiaries may use their optimum strength. All the educable children

O.P.D. & EARLY INTERVENTION CLINIC:
From the very beginning of the society, we have been continuing the “Out
Persons Department & Early Intervention” Clinic for the outsider‟s beneficiaries
with different disabilities. The services provided every Wednesday from 9 am. to 1
pm. A patient comes to our O.P.D clinic for their difficulties. Here we assess and
evaluate the client covering general information; birth histories, intellectual ability,
developmental and functional assessment, and therapeutic need assessment. After
assessment reports, a programme plan is made and the programme is demonstrated
to the parents for follow-up it at home. Where ever necessary appropriate referral
services are also provided to the family for obtaining proper services.
Besides this clinical service, we also provide home based services. Through this
unit we offer physical, educational, Behavioral management programmes by
identifying and assessing children. We also give moral support to parents through
parents counseling for their differently abele children.
COUNSELING PROGRAMME:
Counseling is a Psychological part of medical science, which is very helpful for a
frustrated man. Most of parents feel themselves guilty and accuse themselves for
their present situation and problems due to their unwanted condition with the child.
We believe that before doing any activities or programme with the child we should
make the parents mentally strong, so we try to make realize the real fact occurred
with them and if they wish to make their children develop then they have to take
the condition of their children as challenge. So, parent-counseling programme is
the vital part of disabilities.
PHYSIOTHERAPY SERVICES:
This programme is mainly focused on Cerebral Palsy, Mental Retardation with
motor problems, delay motor milestone, abnormal motor pattern and Loco motor
disability. After details assessment, we provided services to the beneficiary‟s
through physical & functional management within daily living activities. We
suggest or advice to the parents for providing some special furniture, assistive
devices, Aids and appliances to their children. Regular evaluation is done for the
next programmes. A qualified physiotherapist is involved in this work.
MEDICAL SERVICES:
Our doctor comes to our organization for check-up the beneficiaries at
regular interval. He also advice or consult about personal hygiene &care.
According to Doctor‟s suggestion/advice we take care of the beneficiaries. Any
emergency case we admitted the beneficiaries in Hospital.
HOME-BASED SERVICES: We also help them for getting disability certificates, concession certificate,
pension facilities and Legal Guardianship certificate etc. Besides these services we
aware them about their equal right of living in the society like other normal
persons and facilities that government provided for them.
VOCATIONAL TRAINING:
In our vocational training programme three units have been opened for the adult persons
with disability to make them socio-economically independent. At the same time the
organization is also benefited through this programme. The sub-units are:
