OHCL Mission and Goals

Mission:

Providing guidance for emerging substance regulation impacting the automotive industry. Providing NA perspective to global industry and supply chain.

Goals:

• Define the global impact of emerging chemical management or product stewardship regulations on the automotive industry (TSCA, Canada-CMP, REACH, ELV, SCIP, Brazil ROHS, POP, China VIAQ).

• Support the development and operation of chemical reporting processes to meet both regulatory and customer requirements. (IMDS, SCIP)

• Interact with other automotive associations on regulatory, customer and reporting requirements. (SUAL, IMDS-SC, CLEPA, ACEA, JAPIA, IPC, ZVEI)

2020/21 Achievements and Highlights

• Supported various automotive industry groups representing the NA Automotive Industry – Continued participation in IMDS SC workgroup on Material MDS data quality

– Supplier Alliance support for SCIP database and Rec 019 revision

• Involved in the discussion of the addition of the Critical raw materials into the GADSL list through American Chemical Society.

• Participated in drafting the new REC 019.

• Participated in IMDS release 13, Enhancements testing

• Supported the GADSL annual update process– OEM and Supplier participation

• The Globally Harmonized System (GHS) Subgroup: chaired by Brenda Baney

– Provided ACEA EU Automotive Industry REACH Task Force with technical input on uses of REACH SVHCs • PFAS & PFHxS ban

• Dechlorane Plus

• BPA ban

– Participation in the review of the PIP 3:1 legislation from EPA

by Chuck LePard– Recognized by the IMDS SC for its contribution to IMDS Release 13

– Prepare and update on REC 001 Annex 1 through Release 13

– Supporting the IMDS SC update of IMDS Recommendations

– Prepared 3 enhancement requests for the IMDS Release 13

– Recommended changes for metal wizard functions• For 13+ release

– Recommended changes for recyclate ranges for polymers

– Review and participation of Recommendation 019 • NA provided feedback on how to address the REC019 semi-component deactivation

• SCIP S2S transfer effective 2nd quarter 2021

Workgroup Highlights/UpdateSupplier Alliance (SUAL) Subgroup: chaired by Yusuf Williams

• Primary focus on revision of Rec-019 and preparation for SCIP – Collaborative workshop between Electronics and Automotive industry

organization and ECHA to find common ground on electronics classification. • Resulted in global Rec-019 working group to rewrite the recommendation

– Collaboration with CLEPA, JAPIA, and IMDS Steering Committee• IMDS newsletter Rec-019 guidance

• Leading the Rec-019 rewrite

• Providing concrete examples of material classification changes to make for 8x deactivation

• IMDS integration with SCIP

– Engagement with IPC and ZVEI Electronics Organizations• Wrote a blog for IPC to explain automotive requirements for electronics

• IMDS Conference Planning subgroup: Chaired by Mike Wurzman & Brenda Baney

– The 2020 Summit was the first virtual summit and was a success• 472 registrants (up from 186 at 2019 in-person event)

• Over 9,000 views post conference

• Reached a global audience from over 20 countries

– 2021 Summit• Expanded agenda to include sustainability topics

– 2022 Summit will hopefully be a hybrid of in-person/virtual

Future View on Emerging Challenges

• Global focus on PFAS– Multiple regions targeting PFAS

– Whole class, not specific CAS (thousands of substances)

– Significant automotive use

• EPA implementation of reformed TSCA is very active– PFAS data requirement (above)

– Record keeping requirements (Includes Articles) from PBT Rule

– PIP (3:1) automotive exemption

– New Administration revisiting completed assessments

• EU Circular Economy

Get Involved!• The OHCL is only as good as it’s volunteers

• The subgroups will only accomplish their goals if we have interaction at multiple tier levels

• Your company should be active in:– Chemical Management and Reporting Work Group (OHCL) committee

– OHCL subgroups: SUAL, Rec & Doc for IMDS rules/guidance, or GHS for REACH insights and input to the REACH TF

– Travel not required for OHCL or subgroup meetings

identifying best practices for creating a robust conflict minerals program. Deb credits the RMWG and asks for more AIAG volunteer support.
