Director’s Desk

Agri Startup Ecosystem is getting accelerated with greater emphasis given for

innovation as in the “Remunerative Approaches for Agriculture and Allied

Sector Rejuvenation” under the revamped scheme of Rashtriya Krishi Vikas

Yojana, (RKVY-RAFTAAR) in 2018-19.

RAFTAAR provides the required push was provided by for the promotion of

startup incubation ecosystem, also to nurture the dreams of Agripreneurs and Agri startups by

providing monetary support for creating of new ventures in the field of agriculture and allied

sector, RKVY-RAFTAAR supports start-up incubation by identifying new ideas and

technologies. The RKVY-RAFTAAR programme partners with academic, technical,

management and R&D institutions throughout the country, so the new agri ventures can utilize

the incubation facilities and expertise available with such institutions and also aim to develop

synergy in this process.

ICAR-CIRCOT has supported incubation programme by providing Agri-business incubation

service in the post-harvest processing of cotton and value addition to its by-produce. To be

associated with this prestigious RKVY-RAFTAAR programme. ICAR-CIRCOT has expanded

its incubation activities in the field of agriculture and allied sector with provision for financial

assistance to promising startups since January 2019.

CIRCOTR-ABI has floated two platforms namely Uday and Ankur under RKVY-RAFTAAR

Scheme. Uday is for Pre-Seed stage funding where innovators will get technical mentorship

through AOP to materialize their innovative idea/concept into a workable prototype. The

selected start-up will get a grant-in-aid up to Rs. 5 Lakhs. Ankur is seed stage funding

programme under which agri-startups with Minimum

Viable Product (MVP) will get technical mentorship to refine their products, support to increase

the market compatibility of product & a grant-in-aid support of up to Rs. 25 Lakhs to establish

or upscale the business venture.

CIRCOT R-ABI with its dedicated mentors, State-of-the-Art incubation facilities

and networking capability has so far completed AOP and resident incubation Programme. So far

26 budding agripreneurs of CIRCOT R-ABI from the first two cohorts were sanctioned grant-

in-aid support to the tune of 2.97 crores to convert their minimum viable products into

business ventures. The development that is worth noting is that considerable number of start-ups

led by women have capitalized this platform. I am sure that this effort to showcasing the success

stories of Start-ups nurtured by CIRCOT R-ABI would foster a culture of innovation

and agripreneurship in agriculture and allied sector.

I would like to congratulate our entire team of CIRCOT R-ABI for their remarkable efforts

towards nurturing their agri-business venture. I hope that this publication proves to be useful to

the readers, potential startups/agripreneurs as a ready reference.

ICAR-Central Institute for Research on Cotton Technology (CIRCOT), one of the premier

constituent institutes of the Indian Council of Agricultural Research (ICAR), was established in

the year 1924 by the then Indian Central Cotton Committee (ICCC) with the twin objectives of

assisting cotton breeders in the development of new strains by evaluating various fibre quality

parameters and carrying out research on their spinning potential. In 1966, the administrative

control of the Institute was transferred from ICCC to ICAR and renamed as Cotton

Technological Research Laboratory (CTRL). From April 1991, the Institute was renamed as

Central Institute for Research on Cotton Technology (CIRCOT), with the aim of conducting

basic and strategic research in processing of cotton & its agro-residues, development of value-

added products and quality assessment of cotton. The Institute extends effective technological

support to the country's cotton breeding programme for varietal development with improved

quality that suits industry needs. ICAR-CIRCOT is also actively involved in skill development

and has a vibrant agri-business incubation centre.

ICAR-CIRCOT has immensely contributed in the modernization of ginning industry in India,

making it self-reliant in manufacturing of ginning machinery. The Institute has developed

technologies for processing of cotton and other natural fibre blends, development of composites

and technical textiles, eco-friendly technologies in wet processing and value addition to the

plant by-produce. ICAR-CIRCOT has carried out pioneering work in the area of

Nanotechnology and has established the country's first Nanocellulose Pilot Plant facility in

2015 that operates with energy efficient chemo-mechanical process. ICAR-CIRCOT is a

Referral Laboratory for cotton fibres and has been accredited with ISO/ IEC 17025:2017 by

National Accreditation Board for Testing and Calibration Laboratories (NABL). ICAR-

CIRCOT has been accredited with ISO 9001:2015 for its Quality Management System by

Bureau of Indian Standards (BIS). ICAR-CIRCOT has been conferred with prestigious Sardar

Patel Outstanding ICAR Institution Award twice for the years 2004 and 2019 for its

significant contribution in research & development of various cotton post-harvest technologies

and value addition of by-products, skill development of human resources in agriculture and

textile sector, commercial testing services, commercialization of technologies, entrepreneurship

development programs and start-up generation. Apart from these activities the Institute has two

vibrant Agri-Business Incubation Centres, promoting sustainable start-ups through networking.

ICAR-CIRCOT has a strong industry interface, has developed and commercialized high impact

and innovative technologies pertinent to growth of the industry, provides high end testing

facilities to industrial clients as well as promotes entrepreneurship among start-ups. It is the first

Textile institute in India to become a Referral Laboratory for Cotton Textiles. Calibration cotton,

a standard reference material is hallmark of ICAR-CIRCOT’s R&D with 300 corporate users, is

preferred over USDA Calibration Cotton is an import substitute. Having an established

reputation among textile industries, ginning industries and cotton farmers, ICAR-CIRCOT

catalyses the penetration of technologies among the masses. With a strong foothold in various

zones of India through its regional stations, the needs of stakeholders are met with this experience

and expertise. Apart from thousands of benefitted cotton growers, notable industries include M/s.

Rashtriya Chemicals & Fertilizers; M/s. ITC Ltd., M/s. Reliance Industries Limited; M/s.

Hindustan Unilever Ltd.; M/s. Cotton Corporation of India, M/s. Bajaj Steel Industries, M/s.

Precision Tooling Engineers, M/s. Forech Construction & Mining LLP to name a few.

The institute has been a frontrunner in protecting its intellectual property having filed its first

patent in 1974. Today the institute is having good number of IP enabled technologies having 73

patents (filed), 21 granted patents till date and also facilitated as a Zonal Centre to cater to the

needs of IP enabled West Zone Technologies. The IP protected/ Patent area covers most

advanced technologies as Nanotechnology, Textile Finishing and Composite Science. In the

year 2013, ICAR-CIRCOT was awarded the “Maximum License per Technology Award-

Nanocellulose” at Agri-Tech Investors Meet 2013 held in New Delhi. The innovators of the

institute recently received the ICAR Award for Outstanding Interdisciplinary Team

Research in Agricultural and Allied Sciences for the year 2013-14 under the category of NRM

and Agricultural Engineering for the Development of Flexi Check Dam Technology for

watersheds on 16th July 2016.

❖ Research Divisions and Infrastructure:

The research activities of the Institute are conducted through four research divisions.

Quality Evaluation and Improvement Division (QEID)

The Quality Evaluation and Improvement Division (QEID)

is equipped with the state of art equipment for evaluating

various aspects cotton quality. QEID also provide

technological input to breeders for developing strains with

enhanced fibre attributes at every stage of variety

development. Apart from above, the Division is engaged in

providing calibration cotton to the industries & machine

manufacturers. The QEI Division is also extends its facilities to trade and industries by way of

commercial testing and contributing towards the resource generation for the Institute. QEI

Division is acting as bridge between farmers and industry.

Mechanical Processing Division (MPD)

Mechanical Processing Division (MPD) is equipped with

state-of-art cotton processing machineries for undertaking

research and development on various stages of mechanical

processing of cotton. Mechanical Processing Division of

CIRCOT also plays a key role in evaluation of spinnability

of cotton samples received from breeding programmes under

All India Coordinated Research Programme on Cotton

(AICRP-cotton) and thereby helping cotton breeding program of the country.

Chemical and Biochemical Processing Division (CBPD)

Chemical and Bio Chemical Processing Division (CBPD)

carries out basic, applied and strategic research in the field

of pre-treatment, dyeing, finishing of cotton and blended

textiles, eco-testing and chemical processing, Research on

cotton by-Product and biomass Utilization, Nano materials

and Plasma treatment for functional finishing of cotton

textiles and Energy-efficient nano cellulose production from

cotton linter and their applications.

Transfer of Technology Division (TTD)

Technology transfer is the most important component of any

research organization. The success of the technology

development by an institute is attained by transferring the

technology to the targeted stakeholders and bringing about the

required social and economic transformation.

ICAR-CIRCOT is ably supported by its six Regional Stations

(Nagpur, Guntur, Dharwad, Coimbatore, Sirsa and Surat) in providing technology

commercialization and incubation facilities to prospective entrepreneurs and start-ups. Ginning

Training Centre, Nagpur is the only of its kind training centre in the Afro-Asian continent to impart

training on ginning, carry out research in development of new ginning machinery and has brought

out innovative modifications in the existing machinery to make them more energy efficient.

Pilot Plant facilities available for Incubation: Six pilot plants are established at the

institute and its regional stations for technology validation and commercialization and the same

are available for use by incubatees.

1) Particle Board Plant, 2) Roller Ginning Plant, 3) Briquetting Pilot Plant, 4) Cottonseed oil

extraction Plant, 5) Nanocellulose Pilot Plant and 6) Computerized Sample Preparation

Facility.

Nanocellulose pilot plant: India's first pilot plant for nanocellulose production has been

established at ICAR-CIRCOT, Mumbai with 3 tons/year (10 kg per shift of 8 hours) capacity.

Using this modern state of art facility, energy efficient chemo-mechanical and bio-mechanical

processes for nanocellulose production have been developed.

This facility is envisaged to be a major incubation center for budding entrepreneurs in the field

of Nanocellulose based product applications.

Testing facilities: ICAR-CIRCOT is the first Textile Institute in India to become a Referral

Laboratory for Cotton Textiles and has continued its NABL accreditation for mechanical and

chemical testing of cotton fiber yarn and fabrics under (ISO/IEC17025:2017).

ICAR-CIRCOT has established a National Laboratory for Advanced Material Characterization

(NLAMC) with financial support from ICAR-National Agricultural Innovation Fund (NAIF),

ICAR-Scheduled Caste Sub Plan (SCSP) and Rashtriya Krishi Vikas Yojana –Remunerative

Approaches for Agriculture and Allied Sectors Rejuvenation (RKVY-RAFTAAR) Scheme,

Ministry of Agriculture and Farmers Welfare (MoA&FW) New Delhi. This specific laboratory

is proud enhancement to the facilities offered by ICAR-CIRCOT. To support research, testing

and incubation needs of start-ups, students, researchers, entrepreneurs and industries, the

laboratory is adequately equipped with sophisticated instruments such as X-ray Diffractometer,

X-ray fluorescence spectrometer, Weather-O-meter, Automatic single yarn tensile strength

tester, Particle size analyser, Goniometer, Polarized light microscope, Raman

spectrophotometer.

An initiative was taken in 2008 across the National Agricultural Research System through the

World Bank aided National Agricultural Innovation Project (NAIP) project by establishing the

Zonal Technology Management and Business Planning & Development (ZTM-BPD) units in

different ICAR institutes across India. Taking into consideration its past credence as a unique

technology institute within the ICAR system with rich experience in technology

commercialization, technology transfer and Intellectual Property Rights management, the first

ZTM-BPD unit was launched at ICAR-CIRCOT in 2009. The exemplary efforts of the ZTM &

BPD Unit in technology commercialization, entrepreneurship development was recognized and

the unit was awarded the Best Performing NAIP-BPD Unit Award for Technology

Commercialization at Agri-Tech Investors Meet 2013 held in New Delhi.

Considering the success of ZTM-BPD in promotion of entrepreneurship in agricultural sector,

ICAR established 27 and 25 Agribusiness Incubation (ABI) centres in its research institutes

across India in 2015 and 2017 respectively. These centres aim to encourage, nurture and support

innovative agribusiness ideas and turn them into sound commercial ventures by forming

technology-led and knowledge driven enterprise thus strengthening the agricultural supply chain.

They will also provide technological knowhow, skill up-gradation and incubation facilities

leading to promotion of viable enterprises, generate economic opportunities for entrepreneurs

and to build prospective start-ups/entrepreneurs in agribusiness ecosystem. ABI's help in the

growth of innovation based new enterprises and improve their survival at substantial rate.

An Agribusiness Incubation Centre was established at ICAR-CIRCOT in 2016 to nurture the

cotton stake holders and support their business endeavours. Agri Business Incubation (ABI)

Centre at ICAR-Central Institute for Research on Cotton Technology, Mumbai facilitates

incubation of new enterprises for innovation technologies by admitting and providing them with

physical, technical and networking support and services. The centre provides services, facilities

and need based business support to start-ups and entrepreneurs to test their venture before setting

up of their own enterprise. The ICAR-CIRCOT Agri Business Incubation Centre has admitted

sixteen entrepreneurs, graduated seven incubatees, facilitated development and

commercialization of nine innovative products, facilitated funding for incubated entrepreneurs

and created opportunities for employment generation through business related activities.

Entrepreneurship development in the agriculture sector gathered momentum with the launch of

new component "Remunerative Approaches for Agriculture and Allied Sector Rejuvenation"

under the revamped scheme of Rashtriya Krishi Vikas Yojana, (RKVY­ RAFTAAR) in 2018-

19. RAFTAAR provided the impetus for the promotion of incubation ecosystem and financial

support to foster the emergence of Agripreneurs and Agri start­ ups. RKVY-RAFTAAR supports

start-up incubation by tapping innovations and technologies for venture creation in agriculture

and allied sector. The programme aims to utilize the incubation facilities and expertise already

available with participating academic, technical, management and R&D institutions in the

country and harness their synergies.

RKVY Division of Ministry of Agriculture and Farmers Welfare, recognizing the admirable

initiatives of the Agri Business Incubation Centre of the institute in the field of post-harvest

processing of cotton and its value chain, has bestowed CIRCOT as an Agri Business Incubator

under RKVY-RAFTAAR (Remunerative Approaches for Agri and Allied Sectors Rejuvenation)

scheme from 31st January 2019. Since then, CIRCOT has got a new wing with which it can

expand its reach to Agriculture and Allied Sectors. CIRCOT R-ABI is one of the prominent

among 29 RKVY-RAFTAAR-Agri Business Incubators established across the country.

CIRCOT R-ABI provides a platform to graduates/rural youth/farmers to

materialize/commercialize their innovative ideas/concepts in agriculture and allied sectors.

Through this platform individuals/startups with innovative ideas can have access experienced

expertise from the institute and its networking partners to bring their ideas in to reality. All

necessary nurturing, mentoring and provision for grant in aid is made available through this

platform. It is also having well equipped laboratories with hi-tech analytical instruments to cater

the needs of agri-innovator's and agri-startup's need to critically analyze the accurate

performance of their innovation. State of the art Incubation with expert network facility, office

space and digital infrastructure, facilitates agri-innovators to think in various dimensions to

bloom their innovations.

CIRCOT R-ABI has two operational programs under RKVY-RAFTAAR scheme. First program

is Uday which is pre-seed stage funding program under which funds up to Rs 5 lakhs are being

provided to agri-startups to translate innovative ideas in to workable prototype. Second program

is Ankur, seed stage funding program under which grant in aid amount up to Rs. 25 lakhs are

being provided to agri-startups to commercialize the MVP/ scale up the business activity.

During 2019-22, five cohorts have been conducted under pre-seed stage and seed stage funding

program of CIRCOT R-ABI to select, mentor and shape up the innovation-based business

ventures to attract funding support from the program. During these cohorts, three hundred and

seventy-five applications have been received from agripreneurs. Based on the innovation and

feasibility of business model, total seven two startups have completed Agri-preneurship

Orientation Program (AOP) & Incubation cum training program.

Under this scheme, the institute has supported total 26 Agri-startups for commercializing their

minimum viable products into commercial scale products. Under this scheme in the 1st cohort,

14 startups were supported where they were sanctioned grant-in-aid of Rs. 144.5 lakhs and in

2nd cohort, 12 startups were sanctioned grant in aid of Rs. 153 lakhs for flourishing their agri-

startups. Agripreneurs under 3rd, 4th and 5th cohort are in different stages of evaluation for funding

support.

CIRCOT RKVY RAFTAAR Agri Business Incubation Centre received 375 number of

applications. The applications were screened by the experts and shortlisted applicants presented

their innovative concepts/ideas before the RAFTAAR Incubation Committee (RIC). Based on

the criteria of Innovativeness, potential for start-ups, technoeconomic feasibility, 72 proposals

completed Training cum Agri-preneurship Orientation Programme/Training cum Startup Agri-

Incubation Program. After 2 months of Orientation/Incubation, 63 incubatees were selected for

presentation before Centre of Excellence Incubation Committee (CIC) for funding. RKVY

RAFTAAR Division of DAC&FW, Ministry of Agriculture & Farmers Welfare, New Delhi has

sanctioned total grant of Rs.144.5 lakhs to 14 selected agri start-ups under 1st cohort in 2020 and

total grant of Rs. 153 lakhs to 12 selected agri startups under 2nd cohort in 2021.

Innovation: Areca Sheaths are agricultural bio waste and are often burned for cooking or used

as manure for cultivation purposes. The startup used fallen sheaths of areca plant to manufacture

around 15.15 million tons cotton stalk residue each year. After cotton harvesting, farmers pull

out the stalks manually and burn them in open field. The burning of crop residues contributes

17% to overall air pollution. Cotton has the highest ratio of residues to the main product. The

calorific value of cotton stalk is high (4200 KJ/kg) which can be used to manufacture briquettes

Innovation: Onion seeds have short viability and often sub-standard onion seeds and unsold seeds with poor

viability are adulterated and sold to farmers on many occasions leading to lower crop yields. There is big

opportunity for development and use of rapid detection kit to determine onion seed quality at purchase/sale source

and reduce the problems faced by onion growing farmers. More than 90% of onion seeds goes back to farmers for

onion cultivation. Any kind of fraudulent practise in onion seed production and sale cycle ultimately cause losses

to farmers. Most common methods utilized to determine onion seed viability are namely Germination test,

Tetrazolium (TZ) assay and Boiling Water Test (BWT). These test methods are either time consuming or give

unreliable results; Germination test (7-12 days), BWT (40-60 min), TZ assay (18-24 hrs). Test results are unreliable

eg. BWT results are not reliable and TZ assay is difficult to perform for onion seeds. Hence, Dr. Anup Sonawane

has developed innovative Rapid Detection Kit for Determining Viable and non-viable Onion Seeds. The kit detects

viability of onion seeds within 45 minutes. With the aging or deterioration of onion seeds, the major biochemical

changes occur which is utilized as indicator for determining viable and non-viable seeds. The kit determines seed

viability by determining percent germination, seedling length and seed vigour index. The rapid detection kit will

help to establish transparency in entire cycle of onion seeds purchase and sale. The startup has filed Patent

Application for this innovation (Patent application no. 202121040199.

Innovation: M/s. VRSS Agro Engineering LLP, Pune has designed innovative farmer centric

smaller capacity grain storage silo from 250 kg, 500 kg, 1 MT and 5 MT capacities for different food

grains and dal (split pulses). They have developed innovative idea of using ozone fumigation instead

of toxic inorganic fumigants for protecting grain from insects and other biological agents during their

storage for long duration. As grain quality is influenced by moisture, temperature and insects, startup

uses dedicated sensors for continuous monitoring of grain quality parameters. Their silo uses efficient

aeration system with supplemental heating to maintain inside temperature (which can also be used as

grain drying purposes). For providing electrical input, Solar PV panels are used. This innovative silo

is easy to install due to nut bolted construction, is air tight and perfect for outdoor installation.

Mechanical grain handling solution is provided for smaller capacities to reduce individual farmers’

drudgery for grain storage and also reduce post-harvest losses due to weather, pests etc.

Innovation: Fishermen on multi may fishing boats are in deep-sea for 10-15 days hence, they

need to carry water in bottles or cans for drinking and other purposes which involves time, cost for

loading and occupies space. Due to limited potable water available on boats fishermen health is

affected, decreasing their efficiency, decreases productivity and returns from fishing operations,

increases onboard fuel consumption of boat due to weight of stored water. M/s. Atwater Engineers

India Private Limited has developed indigenous innovative desalinator which de-salinates sea water

for making potable water available onboard deep sea fishing boats for drinking and other purposes.

This indigenously built desalinator saves weight and space of water tanks and producing freshwater

as per requirement. As the weight on the ship decreases, for each single trip energy and fuel is saved

and space which is used for water tanks can be used for other purposes. The availability of unlimited

amount of potable water supply also removes restraining boundary of travel that freshwater supply

requires. With a desalination system, the range limit for fishing ventures will increase as the need

to refill water tanks or worry about limited amount of water supply will disappear. The continuous

availability of potable water on board in deep sea fishing boats will improve fisherman health,

resulting in more productive fishing operations and increased economic return to fishermen. The

freshwater produced can also be used for maintaining boat like preparation, washdowns, cleaning

or processing catch and general water usage while onboard.

During dehydration process inherent moisture present in fruits and vegetables gets evaporated and

Way Ahead….

Agriculture is contributing to about 20% to the country’s GDP. India is the global leader

in the production of commodities in agriculture, horticulture and allied sectors. The

sector is in need of innovative technology solutions to improve the productivity on one

hand and enhance its capability in post-harvest management and value creation, which

is very crucial, on the other. Agricultural sector is unique that it always faces inelastic

demand and excess supply and its alternation, which entails the need for innovative

solution either on technology front or management front to manage the surplus or

mitigate the scarcity. Agri Start-Ups are emerging as the new reinforcement to this

agricultural economy, that can bring in the new culture to the agriculture through

innovation and propel the growth trajectory.

The Agri start-up ecosystem is reconfiguring the Indian Agriculture from “Way of Life”

thinking to “Ways of Business” thinking. The innovations that arise to address the key

issues in agriculture pertaining to production, protection, post-harvest management,

value creation besides novel avenues of applications and utilization has the capability

to change the face of Indian agriculture. This change, which is imminent, is also going

to bring about a transformation to the farmers, who are the major stakeholders, and also

to the consumers with diverse, need-based, quality products.

The existing trend in the Agri Start-Ups clearly indicate, a spurt in the growth of those

ideas that a predominantly link with application of Information Technology that has

bridged the gap between the different value chain players in agriculture. This has to be

taken to the next level of creating a demand driven agriculture, enabling the agricultural

sector to come out of the vicious cycle of volatility.

The emergence of start-up culture will bring in more competition, transparent

information flow in the value chain enabling the stakeholders to make conscious and

right decisions. The Agri start-up should focus on creation of a strong platform for

fostering a technology-oriented growth in agriculture benefiting the producers that will

have an impact on the entire value involving the processors, traders, service providers

and ultimately the consumers.

Agri Start-Up culture has the potential to reverse the trend of migration from

agriculture, especially youth, and attract the qualified and trained manpower back into

agriculture as “entrepreneurial farmers” bringing in a transformative change in the

agriculture sector in general and rural economy in particular.
