The Meeting of the Academic Council was held at 02.00 p.m. on Wednesday,

18th

November 2020 in the Seminar Hall. The internal members attended the meeting in the

Seminar Hall and all the external members attended through Google Meet

The Principal and Chairman of the Academic Council welcomed the members of the

council. He mentioned that this meeting got delayed due to COVID-19 pandemic situation

and also mentioned that the external members were attending through online.

The Principal highlighted the achievements of A.V.C. College (Autonomous). The

college was placed by NIRF All India Ranking in Rank-band 101-150 during 2020. He also

mentioned that consecutively A.V.C.College (Autonomous) has been placed in this rank band

third time while the number of participating colleges increases steadily every year. Based on

his experience of visiting as an UGC Expert committee member, he made comments on

curriculum, innovations, and evaluations of our college. He mentioned that this year 10

scholars were awarded Ph.D. in different departments and added that conduction of research

for dissertation work at Master Degree level certainly paves the road for research degrees.

The Principal commented that although COVID-19 led to problems in conducting

offline classes, it stimulated interest in many staff and students to learn the Information

Technology quickly, adopt, adhere and imbibe the knowledge. He recalled the commencing

of online classes immediately after lock down using the Google Meet and shared the

experience of having conducted the online classes and CIA examinations through the same.

We began the online classes well in advance to other institutions. He expressed his gratitude

to the Secretary for his guidance as a technocrat in the field and appreciated all the staff

members, students and technical staff members. Further, he mentioned the conduct of online

quiz and series of Webinar using the online platform with the experts from various countries,

states and different institutions. He noted that so far more than 50 online quiz and webinars

were conducted. He also highlighted the students’ activities through webinar series titled

“Enthusiastic Students: Knowledge Resource”, Webinars are conducted on every Saturday

from 5.00 to 6.00 p. m. on different topics by various students. As on date, 20 Webinars were

conducted by the young minds. He appreciated all the students for their contribution and

strenuous work for conduction of these Webinars.

He mentioned that more than 75 international and 35 national level papers were

published. Staff attended and acted as resource persons in more than 25 international

conferences, and staff and students attended more than 120 national level conferences. He

emphasized the research achievements made by the staff and students.

He mentioned the problems of the last few years in getting Autonomous Grant and

said that the Autonomous Grant of 16 lakhs for the year 2019-20 was received from the

UGC. He also informed that the institution received more than 50 lakhs of the previous years’

autonomous grants from the UGC. He spoke about the CPE grant as well. Further, he referred

to the student project schemes and external grants received from different funding agencies

such as TNSCST for various activities.

Then he proudly mentioned that several students actively participated in different

activities such as sports, fine arts, external competitions, seminars, conferences, workshops

etc., and brought laurels to the institutions. He highlighted the following outstanding

achievements.

He mentioned that the International level of achievements in sports by

Ms. M. Vishnusri I-B.Com. represented in the World School Championship Beach

Volleyball Tournaments (International I S F) San Vito To Capo (Italy) held at Italy.

Mr. M. Karan II-B.B.A., S. Davidlivingston II-B.Sc. (Phy), M. Hariprasath II-B.Sc. (Phy)

secured Runner's-up in the Youth Rural Games & Sports Federation of India Hand Ball

Senior International Tournament 2019-20 held at Pokhara, Nepal. Mr. K. Charumathi

II-B.Com. secured winner's position in the Youth Rural Games & Sports Federation of India

Hand Ball Senior International Tournament 2019-20 held at Pokhara, Nepal. At National

Level, our College Handball (Men) Team represented in the Das Memorial South India Level

Inter Institution Hand Ball Tournament held at Dindigul. Mr. S. Prem Kumar II-B.Sc. (Bot)

secured Third place in Netball (Men) 13th

Championship Basketball (Women) Tournament and secured Runner's-up. Mr. S. Sanjay

III- B.Sc. (Che) Silver Medalist in 59 Kg category, Mr. M.Sethuraman I-B.A. (Tamil) Silver

Medalist in 83 Kg category and Mr. K. Vishwa III-B.C.A. Silver Medalist in 96 Kg category

in Power Lifting for Men, Mr. R. Bharath I-B.Com. Gold Medalist in 109 Kg category,

Mr. G. Prabhakaran II-B.B.A. Silver Medallist in 55 Kg category and

Mr. S. Aadhithyavarman III-B.Sc. (Phy) Bronze Medalist in 89 Kg category in weight lifting

for Men and they secured over all Third Place in Bharathidasan University Inter – collegiate

competitions. Ms. S. Vanitha III-B.A. (Eco) (Kabadi Women), Mr. J.Abdul Rahman II-

B.Com. (Basketball Men), Ms. K. Bhuvaneshwari II-B.C.A., (Basketball Women),

Ms. S.Kiruhba II-B.Com. and Ms. S. Swetha II-B.B.A. (Volleyball Women), Mr. A. Abinash

II-M.Com. (Cricket Men), Mr. U. Sargunam II-B.Sc. (Phy), Mr. P. Pradeep II-B.A. (Eng)

(Ball Badminton Men) represented Bharathidasan University team and won different prizes.

Our students won prizes in Bharathidasan University Inter - Collegiate competitions viz.,

Mr. M. Rahul III-B.C.A. Bronze Medalist, Ms. V. Kavya III-B.Sc., (C/S) Gold Medalist in

Shot-put (with New Meet Record) and Silver Medalist in Discus Throw, Ms. R.Sindhuja I-

B.Com. Bronze Medalist in Boxing. Our College Volleyball (Women) team secured Runners-

up, Ball Badminton (Men) team secured third place, Cricket (Men) team secured Third Place,

and Basketball (Men) team secured fourth place in Bharathidasan University Inter-Collegiate

Tournaments.

He consolidated the Fine Arts student achievements by mentioning 10 different prizes

won in the Inter Collegiate Cultural Competition at Bharathidasan University - BDU Fest –

2019. He mentioned that our college students got third place in A.V.V.M Sri Pushpam

College (Autonomous), Poondi, four prizes in the Inter Collegiate Cultural Competition the

STET Women’s College, Mannargudi, got Runners-up in the Fine Arts competition

conducted by Government Arts College for Women (Autonomous), Kumbakonam. Further,

the Fine Arts team won overall Championship in Intercollegiate Cultural competition

organized by Kaveri Kathir. He mentioned about helmet awareness video developed by

Department of Visual Communication and the appreciation and awards received from

Collectorate of Thanjavour and Nagapattinam. He emphasized that the Part-V service

organizations conducted various extension activities, lab to land programme, awareness

activities related to various aspects including Government of India’s programme such as

Swatch Bharath, Make in India, etc.,

He once again reiterated the problems faced due to pandemic situation and mentioned

that most of the online programme were uploaded as YouTube programme which can be

viewed by all at any time. He mentioned that all the resolutions of last Academic Council

Meeting of both official and individual resolutions were implemented. He highlighted that the

students’ resolution for additional training for soft skill developments, communication, and

placement activities were enhanced. He also mentioned that action taken report is available

for reference. Next, he invited the members to move the Official Resolutions followed by

individual resolutions.

Mr. C.S. Iyappan, Controller of Examinations expressed his concern against the paper

‘Programming in C’ offered as a Core Course by Department of Mathematics as it is a

Computer Science Paper. He also insisted to offer these kinds of papers with less credits.

Dr. S. Govindarajan, HOD of Mathematics explained that the title was included in the

skeleton by the Board of Studies in 2018-19 and now only the content of the syllabus was

finalized. Further, he assured that it would be removed in the next BOS and one new course

would be included as a core paper. Dr. R. Nagarajan, Principal and Chairman of Academic

Council insisted that the paper may be retained as skill based or elective paper instead of

removing it completely from the Mathematics UG syllabus. He also mentioned that as it is a

skill based paper and with Mathematics background, the students could become good

programmers.

The same observation was expressed by COE for the same paper i.e. ‘Programming in C’

offered by Department of Physics. He also noted that it could be offered as an EDC paper

instead of Core paper. Mr. K. Singaravelan, Head of the Dept of Physics, agreed to change.

Dr. R. Nagarajan, Principal and Chairman of Academic Council insisted to keep these kinds

of papers as Skill based paper, EDC, etc. and introduce a new paper as a core course with the

content of Physics and its applications. The HoD of Physics agreed to consider these points in

the forthcoming BoS.

17. Resolved to conduct UG (2017 Batch), PG (2018 Batch), M.Phil. (FT & PT Batch) and

UG Diploma (BPO 2019 Batch) Theory, Practical and Project Semester Examinations of

April 2020, through online due to COVID-19 Pandemic situation by having only internal

examiners for valuation.

Dr. V. Dhivaharan, Correspondent, Sengamala Thayaar Educational Trust Women’s

College, Sundarakkottai, Mannargudi Taluk, asked clarifications regarding the internal

valuation although it was conducted through online mode. COE explained the regular

procedure and mentioned that the valuation alone was done internally due to COVID -19

Pandemic situation.

18. Resolved to have PG (2018 Batch Students Only) Project Evaluation and Viva-Voce

Examinations of April 2020 on a single day due to COVID-19 Pandemic situation.

Examinations of April 2020, due to COVID-19 Pandemic situation.

Dr. S. Tamilvelu, Head of the Department of Tamil, observed that since we had the single

valuation, revaluation might have been allowed to the requesting students. COE answered

that due to COVID -19 Pandemic situation, the external examiners could not be called.

Further, HoD of Tamil emphasized that it is a single valuation and hence revaluation might

have been allowed. The COE recalled the discussion in the council meeting regarding this

matter. Dr. V. Dhivaharan, mentioned that the revaluation is the privilege of students and he

asked whether revaluation was allowed or not. COE explained the regular procedure of

allowing the revaluation and mentioned that this time it was not allowed due to Pandamic

situation. But, Dr. V. Dhivaharan felt that it was injustice for the students and asked to speak

with Principal. Dr. R. Nagarajan, Principal and Chairman of Academic Council explained

the regular practices and also mentioned that due to internal valuation it was missed. Further,

the Principal also agreed that in the subsequent examination the revaluation practice would be

followed. Dr. K. Mehanathan, HoD clarified about the practices followed in the

examinations. Principal and Chairman of Academic Council mentioned that these

modifications were only for pandemic situations and when the things come to normal the

regular practices would be followed.

20. Resolved to request to conduct Value Added Courses on different skills such as

Employability Skills, Soft-skills, Research skills, Expertise development, Laboratory/Filed

skills, Programming skill, etc., at UG and PG levels in each Department which may be

extended to the aspiring students irrespective of Departments.

Dr. S. Tamilvelu moved the resolution of introducing Skill based courses by interested

Faculty Members to the aspiring students irrespective of Departments. Dr. G. Vivekanandan,

HoD of Chemistry put forth the problems associated with the conduction of course i.e. time,

resources, students’ motivation, responses, etc., during outside class hours. Dr. S. Tamilvelu

clarified that the course was purely optional for students, and could be taught outside class

hours, viz., evening, weekends, holidays or through online by using the expertise of different

staff members. He also explained that the course has activities, assignments, tasks, but no

fees and no formal examination mode of evaluation and ultimately certificate would be given

from the institution to the students who complete the course work. Dr. S.T. Sankar, HoD of

Visual Communication sought clarification on the authority of issuing of certificates.

Dr. R. Nagarajan, Principal and Chairman of Academic Council said that the course

completion certificates could be given by the institution along with the course

co-ordinator(s)/ Department. He further emphasized the need for such course by quoting the

‘Campus to Corporate’ course conducted for the final year UG students in the last few years

and its impact on the campus placements by referring to students’ participation in interview,

performance and achievements which have been increasing. He also pointed out the field

workshop conducted on field data collection by Department of Tamil, Census Technique

conducted by Department of Zoology and Field Visits and Industrial visits organized by

various departments to develop the skills of students. He also mentioned that this is an

optional course for students and staff and insisted to have a syllabus of 50% theory and 50%

practical. Dr. M. Mathivanan, HoD of Commerce asked clarification about the level of the

course i.e. Diploma or Certificate and non-conduction of examinations by citing the existing

courses. Principal and Chairman of Academic Council said that Diploma or Certificate

courses need compulsory examinations and fees, these courses could be called as Skill Based

Courses without any fees and examinations. Dr. S.T. Sankar, HoD of Visual Communication

suggested that interested staff could be allowed to attend the course and Principal and

Chairman of Academic Council agreed. Dr. V. Dhivaharan appreciated the effort. However,

as secretary, he shared his experiences regarding the poor quality of recent graduates and the

level of understanding of current students. He expressed the opinion that more attention

might be given to core subjects as the students did not know the basic concept of their major

subject. He also insisted to give all core content of the discipline as subjects in the

forthcoming BoS and include recently developed subjects as skill based courses by citing

examples from Zoology. These additional courses should not be an overdose to students.

Mr. K. Karthikeyan, Secretary of A.V.C. College also appreciated the views of

Dr. V. Dhivaharan and admitted the need of basic concepts for employment. He also

expressed the time constrains and insisted to make use of available hours/acting hours to

create awareness on employability skills by using Department Placement Co-ordinators.

Such awareness could create motivation and interest to undertake such skill based courses.

Principal also felt the time constrains and on the basis of his teaching experiences he

favoured the ‘interaction method’ to impart the basic elements to students and to evaluate the

subject imbibed by students. Dr. S. Tamilvelu explained the necessity for such courses by

comparing other institutions. Dr. R. Karthikeyan felt that the facilities and expertise needs to

be analyzed thoroughly and hence it should be placed first in the BOS before presenting it

here. Dr. S. Tamilvelu explained that as a member resolution, he placed the same in this

meeting and insisted that he did not compel all the staff to have a course.

Dr. S. Govindarajan asked clarification on the existing training programmes and this soft skill

course structure, modality, student enrollment, class conduction, etc. Dr. S. Tamilvelu and

Principal and Chairman of Academic Council clarified his questions. Dr. S. Govindarajan

expressed the fear that it would lead to discrimination among the faculty, inferiority among

students and affect the students who are not enrolling for these courses. Principal and

Chairman of Academic Council pointed out that as it is not compulsory course for students as

well as staff and these problems could be sorted out. Dr. K. Mehanathan asked about the

course structure and assessment procedures. Principal and Dr. S. Tamilvelu mentioned that

the course curriculum needs to be prepared based on the expertise and structured and

modality of conduction also needs to be planned. Such plan needs to be submitted to

principal well in advance for approval before starting the course. Dr. A. Palanisamy,

Professor and Head, Department of Physical Education, Bharathidasan University welcomed

the move. He narrated his experience of conducting the value added course in his department

and also highlighted the significance given by NAAC for these kinds of courses. Further, he

suggested that the value added courses might be offered department-wise, instead of faculty.

Finally, Principal and Chairman of Academic Council stated that atleast one value added

course from each department might be offered outside the college hours. No course fee would

be collected from the enrolling students. Suitable evaluation would be conducted by

respective staff members by using practical tests, tasks, assignments, seminars, etc. without

any formal examination. Completion Certificate would be issued to the students.

The resolution was passed.

21. Resolved to request to raise the passing minimum marks for M.Phil. Programmes to 45%

from 40% as the PG Programmes require 45%.

Dr. Palanisamy, Professor and Head, Department of Physical Education, Bharathidasan

University welcomed the move stating that minimum 55% is required for higher education or

appointment as teacher in colleges. Dr. P. Mariappan, Head, Department of Zoology, Rajah

Serfoji Govt. College insisted that it could be modified into 50% as followed in his college -

Rajah Serfoji Govt. College. Dr. R. Nagarajan, Principal and Chairman of Academic Council

reminded about the last year academic council deliberations and said that university

representatives denied the changes in M.Phil. regulations by saying that that is University

course. Mr. C.S. Iyappan, COE mentioned that since the norms for research programmes are

framed by the parent university, the autonomous colleges could not deviate.

Dr. R. Karthikeyan, HoD of Economics explained that the passing minimum in internal and

external evaluation is 40% each and the aggregate must be 50%. Dr. A. Palanisamy asked

clarifications regarding the aggregate marks of M.Phil. and PG courses. Mr. C.S. Iyappan,

COE clarified that though the passing minimum in CIA and Final examination is 40%, the

aggregate must be minimum 50% for a pass. Dr. G. Vivekanandan insisted the existing norms

keeping in view the part-time candidates profession. Dr. S. Tamilvelu narrated and compared

the system within the university. Principal and Chairman of Academic Council said that as

the norms and rules were framed by the University, the resolution had to be moved in

University senate by Dr. S. Tamilvelu who is also a senate member.

The resolution was deferred.

22. Resolved to request the authorities that some students are not able to complete the Degree

as they could not sit for the End Semester Examinations due to Covid-19. Hence, these

students may be allowed to appear for the arrear papers irrespective of Odd and Even

Semesters in the forthcoming Supplementary Examination.

Dr. P. Mariappan, Head, Department of Zoology, Rajah Serfoji Govt. College viewed that

End Semester examination should be conducted for all papers irrespective of Odd and Even

semesters. Dr. R. Nagarajan, Principal and Chairman of Academic Council explained about

the existing system followed in the College. Students can reappear for a paper only in the

supplementary examinations of the same semester. Dr. S. Tamilvelu felt that this resolution

might be moved by COE as an official resolution as all Departments had passed the same in

their BOS meeting. Dr. K. Mehanathan, Dr. S. Govindarajan, Dr. R. Karthikeyan and

Dr. G. Vivekanandan took part in the interactions. COE insisted that if this move was

allowed, he could not publish the result in time. Getting question papers from the setters for

arrear papers takes enormous time. Principal stated that Question paper Workshop could be

conducted, if required. Finally, Principal and Chairman of Academic Council stated that

because of the prevailing COVID -19 pandemic situation, all students having arrears

irrespective of Odd and Even semesters would be allowed to apply in the forthcoming

November Supplementary Examination and the prevailing rules during that time would be

followed for conduction and evaluation of Examinations.
