(I The Country is facing an unprecedented crisis on account of COVID -19L Q „4l)tpDaf>deff^ In the wake of the corona pandemic and its far-reaching effects, the/ State Government machinery is functioning under extreme rtress to provide relief

measures in the State? The economy of the State is enduring an. enormous setback onaccount of the lock down induced stagnation in the economy; As a result, the Stateis facing an unprecedented resource crunch in view of COVID 19. On the other hand,there .has been a manifold increase in expenditure on account of up-gradation ofmedical- facilities including essential drugs and public health measures as well asprovision of livelihood support that includes financial assistance and supply of freeration to the poor and stranded labour to cope with this situation.

In order to curb the revenue expendirjre in wake of extreme resourcecrunch, the Government has decided' to embark on a slew of austerity measures. Toillustrate, the Government has imposed a ban on the" purchase of new vehicles andhas decided-to defer all new recruitment for Government jobs for an year. FinanceDepartment will be cirdilating comprehensive instructions on austerity measures toall the departments and autonomous bodies in this regard.

Against this, back drop, I request all Administrative Secretaries to identify,areas in which expenditure^ could be curtailed or rationalized by holding detaileddiscussions yrith yoTTr Head of Departments and all other concerned officers.Measures such as;ban on purchase of luxury items such-as air conditioners andexpensive furniture; unnecessary domestic or foreign travel, promotional activitiesincluding holding. Seminars / Worlcshdps in luxury hotels, incurring expenditure onavoidable repair works etc. unless it is very essential. This will save scarce resources•for priority and more productive use.

You are, therefore, requested to please inform the Finance Department, withintimation to my office, the steps taken or proposed to be taken in this regard,latest by ll^'' of May 20Z0.

To engage persons under Outsourcing Policy Part-ll.

In supersession of the Govt. Instructions of even No. dated 13-06-2019, 1 am

directed to refer to the subject noted above and to say that the State Outsourcing Policy dated 06-

04-2015 provides that in emergent cases involving public interest. Departments may engage

Group C & D level staff against vacant sanctioned posts on Outsourcing basis under Part-ll of the

Policy. Such contractual appointments are to continue till the regularly appointed candidates join.

2. Fresh engagement under Outsourcing Policy Part-ll :-

In view of the large number of recruitments made already, Government has taken a

decision to stop all fresh engagements of Group D personnel under Part-ll of the

Outsourcing Policy.

^ In respect of the fresh engagement of Group C personnel under Outsourcing Policy

(Part-ll), it is directed that the Departments/Boards/Corporations/Public

Undertakings of Haryana shall first seek permission of Chief Secretary (GS-II) and

then of Finance Department.

3. Extension of contract period;-

In cases of extension of contractual period of both Group C & D personnel under

Outsourcing Policy (Part-ll) beyond two years, the Departments/Boards/Corporations/Public

Undertakings in Haryana shall seek approval of Chief Secretary (GS-II). It is also clarified that

regarding extension for the 2"^ year, the condition of approval of Finance Department will remain

same. Only cases beyond 2 years are to be sent to CS(GS-I1 Sr.) for approval.

4. All Departments, Boards, Corporations, Public Undertakings in Haryana are

advised to strictly abide with the above instructions.

Subject: Hiring of personnel against regular sanctioned posts underPart-ll of State Outsourcing Policy.

Reference, on the subject noted above.

1. Departments have been submitting cases for hiring of personnel

against sanctioned vacant iposts under Outsourcing policy. As per provisions .of

Part-il of Outsourcing Policy, whenever it is emergent for the department to hire

personnel against sanctioned vacant posts, the departrnent can engage persons

by. sending requisition to Employment Exchange and by advertisement in the^

newspapers. The employment shall be offered purely on contractual basis initially

for a period not exceeding one year or till the regular selected candidates are

appointed, whichever Is earlier on 50% of the initial pay (pay In Pay Band +

Grade Pay + DA as admissible from time to time) of fresh entrant regular

employee after 1.1.2006 subject to minimum of Rs.8100/- per month or as fixed

by the State Government (in General Administration Department) from time to

time or at DC rate of concerned district, whichever is higher.

2- I am directed to convey that all Departments and Boards/

Corporations/ Public Undertakings shall meet their emergent requirements for

staff against sanctioned vacant, posts through outsourcing under Part-ll of the

Outsourcing Policy (conveyed vide, letter No.16/7/2015-1SGII, dated 6^ April,

2015 and as amended from time to time) till regular selected candidates are

made available by the recruitment bodies.

Care must be taken to evolve a transparent selection methodology,

which must be duly approved by the Administrative Secretary of the department.

4. It is hereby clarified that certain Departments have got "regular

posts on contractual basis" and these are strictly not covered under Part-ll of

Outsourcing Policy. However, Departments having such posts shall invariably

adhere to a transparent hiring process for filling of such nature of posts too.

4. Scope of Work

Creatingand managing online portal for application forms to be sought from candidates andthe development of related software application. Scope of relating to the application forms tobe sought from candidates and the development of related software application is given

below:

1. Information Services Module

1. The following information will facilitate availability of information to all the

applicants on anytime anywhere basis on the Online Recruitment Application

Portal (website) whichshall be maintained by HKCL:

• Information about Department/Organization.

• Advertisement

• Important dates

• Eligibility criteria

• Circulars/ Ordinances / Notices et

2. The content whichis to bedisplayed on the website shall be provided by

Department/ Organization.

3. Department/Organization shall appoint project coordinator who will act as single

point of contact throughout the project activities.

ii. Post Configuration Module

1. The software will facilitate configuration of various post by which individual post-

based eligibility can be configured.

2. Age, Qualification,.Work experience etc. details can be configured per post.

1 Software will facilitate online payment mode (Internet banking/Card

Payment) per post application fees.

iii. Candidate Registration Module

1. The online application which will be accessible to the candidates on the internet will

have inbuilt intelligence/ validation checks to enable self-scrutiny of application

forms and allow only valid data to be entered into the system.

2. Department/Organization shall provide requirement in stipulated format well in

advancetomake the requirements live on time.

3. The software will have following major sections;-(Required as per applicationform)

a. Creating individual User profile using software.

b. Personal lnformationsection.

c. Addresses section with Tele. Or Mobile No.

d. Contact Information section.

e. Eligibility Information section.

f. This section will check the eligibility invterms of applicant's qualifyingexamination, year of passing, required percentage marks, and any other specificinformation to be captured.

g. Other academic qualification details section.

h. Generation of Required documents section.

i. Experience details section

4. After registering, applicant will get a unique application form number (login ID)and password. Using the form number, the applicant will be able to completehis/her application and know the status of fee payment.

5. Facility to upload applicant's passport size photograph and signature on the onlineregistration form.

6. Software will validate the application considering the configured eligibility perpost.

iv. Pre Examination Module (At Home)

1. Online hall tickets will be available on the portal which can be downloaded by

the candidates prior to exam. Hall ticket will contain;

a. User-id

b. Password

c. Exam Date

d. Exam Time,

e. Exam Name

2. Set of instructions will be sent to the candidates with step by step instructions

to install the examination software.

3. Exam related information shall be communicated to all the eligible candidates

by SMS/Email.

v. Post examination Module (At Home)

1. Various reports will be submitted to the department such as - attendance,duration in which exam has been completed by candidates, answers submitted

by candidates.

2. Candidate data in the format designed by department will be submitted.

vi. MIS Module ^

1. The software will facilitate customized configurable reports as per therequirement.

2. Department can daily check the application processed per post.3. Facility to save the profile.

vii. Add-on Technical Services

Details Regarding Miscellaneous/ Add-on Technical ServiceHKCL shall provide following add on services to all the registered applicants on theAffiliate portal (website) which is maintained by the HKCL, under the guidance ofthe Department.

Applicant Login (on the Affiliate Portal) will facilitate Transaction services to theapplicant as listed below;

+ if any candidate Profile Update/maintain

+ Progression record from Registration to Selection

+ Messaging Services through login amongst applicants to resolve queries

5. Financial and Payment Terms

HKCL for providing services of its online Recruitment portal shall charge to departmentas under:

1. The charges mentioned above shall be additionally billed with applicable taxes, i.e.GST @18%.

2. HKCL shall arrange to integrate its own payment gateway & bank to accept theregistration fees online.

3. Department should release 100% of lump sum amount of Rs. 3,00,000 (Rs. Three Lakhonly) as stated above for minimum 5000 applications, before the beginning of theproject to start necessary tasks at HKCL end.^- Beneficiary Account details are givenbelow:

4. HKCL shall raise the bill for the balanced service charges within 15 days of conductionof each exam.

5. The department shall disburse the remaining of service charges of HKCL within 20days from the date of receipt of invoice from HKCL.

6. Any deductions (including for TDS) made by the Department, should be informedto HKCL. In case of TDS, Department should provide the TDS certificate withinperiod specified as per statutory provisions applicable.

7. If the process gets abandoned or halts due to any reason, then entire paymentshould be made to HKCL by department irrespective of incomplete process.
