Introduction

NUCLEAR INSTALLATIONS DIRECTORATE

This report presents the activities undertaken by the Nuclear Installations Directorate in 2020. The activities included trainings, virtual meetings and workshops, conduct of regulatory oversight of nuclear installations, coordination of activities in nuclear safety, nuclear security and safeguards in Ghana.

About the Directorate

The Directorate comprises Nuclear Safety, Nuclear Security, and Safeguards and Non-Proliferation Departments. The Directorate's mandate is to ensure the safe, secured and safeguarded application of nuclear technology including nuclear power plants in Ghana.

The functions of the Directorate are as follows:

i. Facilitate the development of national policies on the regulation and management of activities and practices with respect to safety, security, safeguards and non-proliferation of nuclear installations;

ii. Issue, modify, suspend or revoke authorization, and determine conditions for authorization of nuclear installations on nuclear safety, security, safeguards and non-proliferation;

iii. Regulate research on radiation and nuclear safety, security, safeguards and non-proliferation and radioactive waste matters;

iv. Develop regulations for nuclear installations on nuclear safety, security, safeguards and non-proliferation;

v. Collect information, documents and views from private and public organisations or persons as may be necessary and appropriate for the discharge of functions of the Authority;

vi. Support in the implementation of Nuclear Emergency Preparedness and Response;

vii. Ensure that operators provide training, information and guidance on nuclear safety, security, safeguards and non-proliferation;

viii. Educate the public on nuclear and radiation matters;

ix. Exchange information and co-operate with regulatory authorities of other countries and relevant international organisations on matters of nuclear safety, security, safeguards and non-proliferation;

x. Review safety, security, safeguards and non-proliferation submittals from authorised persons or applicants; and

xi. Raise awareness to policy makers and other public officials whose job requires an appropriate knowledge of nuclear safety, security, safeguards and non-proliferation.

xii. Oversee the work of the Nuclear Security Support Centre.

NUCLEAR INSTALLATIONS DIRECTORATE

Nuclear Safety mandate of the Directorate seeks to ensure safe operation of nuclear facilities in Ghana. Regulations under development include Siting, Design, Licensing, Construction, Commissioning, Integrated Management Systems, Emergency Preparedness and Response of nuclear installations.

The Safeguards and Non-Proliferation Department reviewed draft regulations, assessed accountancy reports from facilities, submitted comprehensive safeguards and additional protocol reports and design information questionnaire to the International Atomic Energy Agency (IAEA), hosted IAEA inspections; and organised meetings and training workshops with stakeholders.

The Nuclear Security Department finalised drafting of Nuclear Security regulations and has started developing guideline documents, conducted reviews of licensee submittals, participated in Coordinated Research Projects (CRPs) of the IAEA and also saw to the running of the Nuclear Security Support Centre (NSSC). The NSSC provided technical support services for lifecycle equipment management and scientific support services for the prevention, detection of, and response to nuclear security events. The Centre also facilitated the development of sustainable human resources in nuclear security-related issues.

Core Activities of Directorate

NUCLEAR INSTALLATIONS DIRECTORATE

The Nuclear Installations Directorate sees to regulatory oversight of nuclear installations in Ghana. The current activities include drafting of regulations, oversight of activities of Ghana Research Reactor-1 Facility, coordination of nuclear security activities, facilitation of implementation of international legal instruments, facilitates safeguards relations with the International Atomic Energy Agency, oversight of siting activities for nuclear power programme, coordination of Ghana Nuclear Power Programme Organisation (GNPPO) regulatory activities, among others. The activities of the three Departments are discussed below.

The activities of the Safeguards & Non-Proliferation Department include:

• Developing a System of Accounting for and Control of all nuclear materials subject to safeguards by establishing efficient measurement procedures and arrangement for identifying, reviewing and evaluating the quantities of nuclear material received, produced or removed from inventory.

• It is tasked to take inventory of and account for any such nuclear material within the country and report regularly to the IAEA.

• Establishing a verification of records and reporting system for provision of Information to the IAEA in accordance with Article 58-68 of the Comprehensive Safeguards Agreement.

• Facilitate the conduct of inspections by International Atomic Energy Agency (IAEA) designated inspectors to verify design information, inspections and complementary access as per the Additional Protocol requirement.

• Collaborate with agencies in the country, responsible for emergency to establish plans and procedures for coping with abnormal occurrences involving nuclear materials.

• Exchange information and co-operate with regulatory authorities of other countries.

• Auditing accounting and operating records and updating the nuclear material book inventory.

• Physical measurements of nuclear materials and collection of samples for analysis, verifying operation and calibration of instruments.

NUCLEAR INSTALLATIONS DIRECTORATE

The Nuclear Security Department performs the following activities:

• Training of FLOs in nuclear security and the use of detection equipment;

• Provision of technical and scientific resources to support local, regional, and national response to nuclear security events, evidence gathering and forensics; Search and Secure, identification and recovery of lost or orphan radioactive sources;

• Assisting National Security Council Secretariat to drafting of National Action Plan for CBRN;

• Facilitating activities of the Nuclear Security Committee; and

• Oversees the activities of the Nuclear Security Support Centre.

The Nuclear Safety Department performs the following activities:

• Drafting of nuclear security regulations and guidance documents as part of the development of regulatory infrastructure for nuclear power programme;

• Regulatory reviews of licensee and applicant submittal related to nuclear safety practices and activities;

• Nuclear safety authorisations, inspections and enforcements;

• Educating the public on radiation and nuclear safety matters;

• Facilitating implementation of European Commission’s Instrument for Nuclear Safety Cooperation (INSC) Project of the Authority;

• Coordinating environmental issues of nuclear power programme with Environmental Protection Agency;

• Preparing for site evaluation of nuclear installations in Ghana; and

• Participating in IAEA Technical Cooperation (TC) projects.

Major Activities Undertaken in 2020 NUCLEAR INSTALLATIONS DIRECTORATE

In 2020, the NID conducted the following activities:

• Gap analysis of Safety Infrastructure based on GSR Part 1 using a questionnaire developed by ENCO, with various staff of the NRA forming the bases for Regulatory Strategy and Action Plan under Task 1 of INSC Project;

• Gap Analysis of the Management System based on IAEA GSR Part 2, GS-G 3.1 and GSG 12, using a questionnaire developed by ENCO, with the Task 2 Workgroup;

• Coordinated the drafting of processes and procedures for:

Management Processes: Policy Making, Process Management, Governance, Performance Management, Change Management, and Project Management

Core Processes: Development of Regulations and Guides, Notification and Authorisation, Review and Assessment, Inspection, Enforcement, Emergency Preparedness and Planning, and Safeguards Reporting.

Support Processes: Procurement, Transport Management, Human Resource Management, Finance/Accounting, Information and Communication Technology, Instrumentation, Document and Records Control;

• Virtual Workshop on Strategic Regulatory Approaches as part of EC INSC Project, 28th July – 27th August, 2020

• Virtual Workshop on Site Licensing activities as part of EC INSC Project,14th – 21st September, 2020

• EU/INSC Task 6 virtual workshop on Stakeholder Involvement, Transparency and Public Information from December 14-18, 2020.

• Hosted GNPPO Meeting on Environmental Framework for nuclear power programme during which working groups were formed to address interfaces with Environmental Protection Agency, Energy Commission, and Factories Inspectorate on 26th February 2020.

• Held meeting with Ghana Atomic Energy Commission on GHARR-1 enforcement action on 1 July 2020 addressing the reasons for which the facility was not in operation.

• Held Test Run with ENCO on implementation of virtual workshops and support in line with the European Commission Instrument for Nuclear Safety Cooperation (INSC) Project with the NRA on 23 July 2020.

• Held virtual bilateral meetings with International Safeguards Engagement Program (INSEP) of United States Department of Energy (US-DOE) on 30 July 2020 and 28 August 2020.

• Held Video Conference with ENCO on European Commission’s Centre of Excellence for East and Central Africa Project 60 Extension on 26 August 2020.

• Held discussions on completion of National Action Plan for CBRN on 1 September 2020.

• Participated in the following Session of the Virtual 64th General Conference of IAEA: The Operator’s Forum on 22 September 2020; FORO Side Event on 23 September 2020; FNRBA Virtual Side Event on 24 September 2020; RCF Plenary on 25 September 2020.

• Held virtual Project 60 Meeting with ENCO on their review of Laws and Regulations on security of radioactive sources on 11th December 2020.

• Participated in the preparation of National Report for the Joint Convention on the Safety of Spent Fuel Management and the Safety of Radioactive Waste.

DIRECTORATE SUPPORT ACTIVITIES

1. Facilitate collaborations with United States Nuclear Regulatory Commission (USNRC), European Commission (EC/EU), Regulatory Cooperation Forum (RCF), Forum of Nuclear Regulatory Bodies in Africa (FNRBA), Canadian Nuclear Safety Commission (CNSC), Environmental Protection Agency and other local stakeholders in the conduct of the Directorate business.

Challenges NUCLEAR INSTALLATIONS DIRECTORATE

The challenges faced by the Directorate were as follows:

i. Requests to join AFCONE Regional Collaborating Centres for Safeguards was turned down on 9th April 2020.

ii. Lack of adequate practical training for staff of the department to build capacity in performing regulatory activities.

iii. Low staff strength within the departments of the Directorate.

iv. Lack of inspection equipment.

v. Lack of effective communication at the workplace.

This year has been a fruitful one in terms of development as well as the Directorate’s overall output even in the midst of COVID-19 pandemic.

The conducive working environment that exists as well as the level of staff cooperation and professionalism is highly commendable and must be maintained.

The following are recommended to the management for consideration;

1. Measures should be taken at the various ports of entry and exits to prevent the illicit trafficking of radioactive materials.

2. The Authority should team up with other competent authorities to establish a nuclear forensics laboratory to enhance nuclear and radiological emergencies investigation.

3. Nuclear security inspections of high risk facilities need to be carried out with involvement of the Nuclear Security Department.

4. Workshops and drills be organized in order to equip and update the knowledge of technical staff on the effective use of equipment and its maintenance culture.

5. A tailor-made programme to bring newly assigned persons up-to-speed in realizing the objectives of the Directorate and for continuity.

6. Training for all staff to improve their ability in drafting of regulations.

7. The Authority should introduce special Access Control Measures that could ensure a balanced authorized access control to staff, visitors and vehicles on site.
