The said stand may bo used by the owners of taxi-ears, on obtaining the necessary license from the Board,which reserves the right of refusing to grant a license atits own discretion.

The said stand shall not be used by any vehicles otherthan private taxi-cars.

The said stand shall be available to licensed privatetaxi-cars at all hours.

Regulations.Every request by producers n,ider subsection (I) of section 3 em u,,dcr snbsec-

tie,, (1) of section 10 of time Act shall be made in accorda,,ee witl, For,n No. I in theAppendix to these regulations: Provided that any request made under subsection (1)of section 3 of the Act and received by the Minister after the dkte of the assent tothe Act and before the commence,ueut of the Act shall be deemed to be in compliancewith and sufficient for the purposes of the Act, and these regulations, if such requesthas been mnade in a form which is substantially i,, conformity with Form Ne. 1 in tl,eAppendix to these regulations, and may be dealt with aceordi,igly.

2. (1) For the purposes of cxanmining requests of producers made under eithersubsection (1) of section 3 or under subsection (1) of section 10 of the Act, a,,d forthe purposes of taking any poll provided for in the said sections, there shall be aReturning Officer.

The Returning Officer shall be such person as the Minister may by writingunder his hand from time to time appoint to be the Roturning Officer for the purposesof these regulations.

Where the Minister appoints some person other than the Under Secretaryfor Agriculture to be the Returning Officer, notification of such appointment sl,all hepublished in the Government Gazette and in the West Australian aewapapen

The Minister may appoint a person to be Returning Officer in relation to aparticular request, and to the taking of the poll in relation to such request, or nayappoint a person to be Returning Officer genorally in relation to all requests and allpolls whilst his appointment continues in operation.

The Minister may cancel the appoiutnieat of any person as Returning Officer,but notification thereof sl,all as soon as reasonably may be be published in the Gouern-nierti Gazette and in the IVest Avstraiian newspaper.

TJ,,less and until the Ministor appoints some other person to be the Return-ing Officer, or if there be no other person holding office as R.eturaing Officer, theUnder Secretary for Agriculture shall be the Returning Officer for the purposes ofthese regulations.

3. Every request ,nade by producers under either subsection (1) of section 3, orunder subsection (1) of section 10 of the Act, shall be sent or delivered to the Return-ing Officer at his official address.

4. (1) Upon receipt of any request aforesaid, the Returning Officer shall ox-amine the same, and shall ascertain whether, and satisfy himself that, the personswho have signed such request as producers are in fact producers within the meaningof the Act, and are not i,, any way disqualified from joining in the said request bysubsoetioa(3) of section 3 of the Act.

For the purposes of tins regulatioa the Returning Officer may by notice inwriting under his hand sent or given to any person whose signature appears en arequest, require such person to furnish to the Returning Officer proof to his satisfac-tion that such person is entitled to join in such request, and if such person fails orrefuses within the time specified in the notice to furnish the proof required, theReturning Officer may strike th,c name of such person out of the said request, and bynotice in writing to such person advise him accordingly.

Where as the result of tl,e striking the name of any person out of a requestthe number of persons whose names remain o,m the request is reduced below fifty, theReturning Officer shall by notice in writing inform the persons whose names remainon the said request, accordingly, but shall thereafter retain the request in hispossession for one month.

if within the said period of one month any person alleging himself to be aproducer not disqualified by subsection (3) of section 3 of the Act, appears personallybefore the Returning Officer and requests permission to join in the request then inpossession of the Returning Officer as aforesaid, and to subscribe his name theretoas a producer making such request, the Returning Officer may, if lie is satisfied that theapplicant is not disqualified as aforesnid, permit him to subscribe Ins name to timesaid request, and thereupon such applicant shall be deemed to have been nn originalparty and subscriber to the said request.

If within the said period of one mouth aforesaid the addition of subscribersto the said request as provided for in paragraph (4) hereof causes the number ofnames of producers signed on such request to be increased to not less than fifty, thesaid request shall be deemed to be in order, and thereafter subsection (I) of section3 or subsection (1) of section 10 of the Act, as the case may be, shall npply and begiven effect to, according to the tenour thereof.

If at the expiration of the said period of one month the number of namnesremaining on the request then in possession of the Returning Officer ns aforesaid isstill less than fifty, the Returning Officer shall reject the petition by which such re-quest is ,nade.

5. Where a request which Imas been received by the Returning Officer is foundby the Returning Officer to be in order in accordance with the Act and these regula-tions, the Returning Officer shnll certify' to the same by a memorandum in writingunder his hand on the request, and then submit the sanme to the Minister for presenta-tion to tIme Governor in Council.

6. When in nccordance with subsection (I) of section 3 or subsection (1) of sec-tion 10 of the Act, the Governor issues a proclamation fixing a day for the taking ofa poll of producers, the day so fixed shnll not be less than one month or more thanthree months after the date of the publication of the proclamation in the GovernmentGasette.

7. Within fourteen days after the publication of n proclamation fixing a dayfor the tuking of a poll of producers, tIme Returning Oflicer shall by such notice oradvertisement as in his opinion is reasonably sufficient, informn producers or enableproducers to be informned-

of the intention to take the poi1;of the date fixed for the taking of the 011i nndof the place where producers wishing to vote at the poll may obtain the

necessary ballot papers.8. (1) As soon as reasonably may be, hut in any cv emit within fourteen days

after the publication of the proclamation fixing a day for time taking of a po1i, theReturning Officer shall cause ballot papers to be prepared for use at the poll.

Where the poll is to be taken under the pro\'isions of subsection (1) ofsection 3 of the Act, tIme ballot paper shall be in t lie Porn, No. 2 in the Appendix tothese regulations.

Where tIme poii is to be taken under the provisions of subsection (1) ofsection 10 of the Act, the ballot paper shall be in the Form No. 3 in the Appendixto these regulations.

9. (1) As and whenever any person claiming to be n producer desires to voteat any poll to which these regulations rcla te, lie shall snake application to the Return-ing Officer for a ballot paper.

(2) Such application may be made in person by the applicant, or by letter to theReturning Officer, signed by the applicant, and in either case the application shall besupported by evidence satisfactory to the Returning Officer of the eligibility of theapplicant to vote at the poii.

10. As and when an application is s-eceived by the Returning Officer from personsdesiring to vote at a poi1, and the Returning Officer is satisfied that the applicant iseligible to vote, the Returning 011icer shall enter the name and address of file appli-cant in a register, to be kept for the purpose, which thereafter shall be the electoralroll for the purposes of the poll in relation to which applications have been receivedas aforesaid, and also

when the application is made in person, the Returning Officer shall causethe applicant to sign Ins usual signature in the said register oppositethe entry therein of Ins name and address; and

when the application is made by letter, the Returning Officer shall junlieupon the said letter such mark as ismay ho sufficient to identify theletter with the entry made in the register relating to tIme applicant,and thereafter shall retain the letter in a safe place for purposes ofref erence.

II. (1) Where tIme producer making application for a ballot paper is a partner-ship, one only of the partners shall be entitled to vote on behalf of the partnership.In such ease the partners shall themselves select omme of their number to representthe partnership and to be the applicant for the purposes of these regulations. Theperson so selected simall thereupon make the application in Ins own name, but hisapplication shall be accompanied by n notification in writhmg of his selection by thepartnership signed by the other partners.

(2) Where the producer making time apphiention for a ballot paper is a companyor an assoeintion, the board of directors of the company or the committee of manage-ment of the association, as the ease may be, may by resolution appoint any person torepresent the company or time association and to make the application on behulf ofthe company. In such ease time person so appointed shall be time applicant for thepurposes of these regulations; he shall ,nalce the application in Ins own name, but isisapplication simall be aceonmpanicd by a msotifmeation in writing of his appointnment,signed by the secretary of the company or of the association, as the case mnay be.

12. As and when an applicant for a ballot paper imas been duly enrolled as provided f or in regulation 10, the Returning Officer shall, as the ease may require, giveor send to the appliennt a ballot paper, with the initials of the Returning Officer or ofsome other person authorised in that helsaif by the Returning Officer indorsed on tileback thereof, togetimer with an envelope marked ''Ballot paper envelope,'' an,lanother envelope addressed to the Returning Officer:

Provided that no ballot paper shall be given or sent to any applicant if theReturning Officer is satisfied that the ballot paper cannot be returned to him com-pleted before the time fixed for the closing of the poll.

The method of marking the ballot paper shall be as follows:If the voter desires to vote in the affirmative on the question, lie shall do

so by striking out the word ''No'' on the ballot paper, and if he desires tovote in the negative on the question, he shall do so by striking out the word''Yes'' on the ballot paper.

A ballot paper shall be informal for ally one of the following reasons,namely: -

it does not bear on the back thereof the initials of the Returning Officer,or of some other person duly authorised by the Returning Officer toinitial the ballot papers;

the counterfoil issued with the ballot paper is not properly completed andsigned by the voter;

the name of the voter appearing on the counterfoil does not appear in theregister of applicants kept by the Returning Officer;

the signature of the voter as written on the counterfoil is in the opinionof the Returniag Officer different from the signature of the applicantfor the ballot paper as written by such applicant, either in theregister of applicants kept by the Returning Officer or in his letterof application received by the Returning Officer; or

the voter when voting on the question has failed to strike out one of thewords and ''No'' appearing on the ballot paper, or has struckout both such words.

15, (1) When the voter has marked tile ballot paper as provided for by regula-tion 13, he shall

detach the counterfoil from the ballot paper and enclose the ballot paperalone in the envelope marked ''Ballot paper envelope'' and seal theenvelope;

then complete and sign the counterfoil;(a) then enclose the counterfoil and the sealed ballot paper envelope in the

envelope addressed to the Returning Officer, and seal the last-mentionedenvelope; and

(d) then deliver or send the last-mentioned envelope sealed with its en-closures aforesaid so as to be in the hands of the Returning Officerbefore the time fixed for the closing of the poll.

(2) Where the envelope containing the ballot paper envelope and the counterfoilis received after the time fixed for the closing of the poll; or where, when tl,e saidenvelope is sent through the post, sufficient postage has not been prepaid thereon,the ateturning Officer shall reject the same and the ballot paper shall be excluded fromthe poll.

16. When an applicant to whom the Returning Officer has issued a ballot papersatisfies the Returning Officer before the time fixed for the closing of the poll that theballot paper so issued to him l,as been lost or destroyed, the Returning Officer mayissue another ballot paper with the necessary envelopes to such applicant.

17. The Returniag Officer shall provide and keep a locked ballot box, and shallplace therein the envelopes addressed to him unopened as and when received by him,and leave the same in the ballot box until after the time fixed for the closing of thepoll.

18. Tl,c scrutiny and count of votes returned in the poll shall be conducted bythe Returning Officer and shall be commenced as soon as reasonably may be after theclosing of the poll.

19. For the purpose of such scrutiny and count the Returning Officer shallopen the ballot box and remove therefrom all the envelopes contained

therein;open each outer envelope and remove therefrom the counterfoil and

sealed ballot paper envelope contained therein;examine the counterfoil and satisfy himself that the same is duly com-

pleted and signed, and also that the voter who has signed the counter-foil is an applicant registered in the register of applicants kept bythe Returning Officer as aforesaid, and that the signatuie on thecounterfoil is the same as the signature of the said applicant;

where the Returning Officer is not satisfied in relation to any one of thematters mentioned in paragraph (c) hereof, reject the sealed ballotpaper envelope which accompanies the informal counterfoil;

open each ballot paper envelope which is not rejected in accordancewith paragraph (d) hereof, remove the ballot paper therefrom andexamine the same, and if the same is infor,nal, reject the ballot paper;

count the votes contained in the ballot papers which have not beenrejected in accordance with this regulation and ascertain the deter-mination of the majority of votes by such count of the said votes.

20. The Beturning Officer shall return in writing signed by him, to the Ministerthe result of the poll which has then been taken by him as aforesaid as soon as reason-ably may be after the result of such poll has been ascertained.

21. (1) As soon as reasonably may be after a poll has been concluded theReturning Officer shall furnish to the Minister in writing a statement of all theexpenses incurred by the Returning Officer in connection with the examination of therequest by producers in pursuance of which the poll was taken and also in connectionwith the taking of such poll.

(2) On receipt of such statement the Minister may submit the same to theAuditor General to be audited.

22. Any person alleging that he is a producer who makes any statement which iswilfully false in connection with any petition or request to which he is a party, or inrelation to an application by him for a ballot pnper, or in connection with any vote byhim at a poll taken under the Act, shall be guilty of an offence against these regula-tions and shnll be liable to a penalty not exceeding twenty pounds.

HIS Excellency the Lieutenant-Governor, acting in exercise of the powers conferredby section 7 of the Civil Defence (Emergency Powers) Act, 1940, has been pleasedto amend the Civil Defenco Regulations, 1941, as published in the Government Gazetteon the 17th day of October, 1941, and since a,nended as published in the GovernmentGazette on the 20th day of February, 1942, in the manner mentioned in the Schedulehereunder.

72. For the purposes of the regulations contained in this Partincludes not only the evacuation fro,n any premises but also

the process of transportation to another place and the process of entryto and settlement in another place of residence:

''Evacuation area'' ,neans any specified portion of the State which isdeclared to be an evacuation area, either by the Council or by theCommonwealth Military Authorities:

''Evacuation authority'' meal's the local authority in whose district anevacuation area or any part thereof is situate, and also the localauthority in whose district evacuees from any evacuation area arebilleted in accordance with these regulations:

''Evacuation officer" means a person appointed as an evacuation officer bythe Council or by the Chief Evacuation Officer, with the approval of theCouncil, and includes all divisional wardens and all head wardens andtheir deputies respectively and also any member of the Police Force whois authoriscd by the Commissioner of Police to act as an evacuationofficer:

''Evacuee'' means any person who, being resident in an evacuation area,is required to submit to evacuation therefrom in accordance with theseregulations and continues to be billeted as such evacuee:

''Owner'' means(1) in relation to land

the registered proprietor of the land, whether as the holderof a freehold or leasehold estate therein, and not being alessee or tennnt of tile registered proprietor of the pnra-mount estate or interest therein; or

a mortgagee in possession of the land; ora trustee, attorney or authorised agent of ally such registered

proprietor or mortgagee who is not residing in the State;(2) in relation to a vehicle, the person registered as the owner of the

vehicle under the provisions of the Traffic Act, 1919-1941.''Occupier,'' in relation to land, means any person in actual occupation

of the land as lessee, tenant, or licensee and not merely as a boarder orlodger.

73. (1) The Council ,nay(a.) at any time, and from time to ti,ne, by notice published in the Govern-

,nent Gazette and in a daily newspaper circulating in the portion ofthe State affected, declare any portion of the State specified in thenotice to be an evacuation area, and may by notice published in likemnammef declare that any portion of the State which has been declaredto be an evacuation area shall cease to be an evacuation area;

appoint ally person to be an evacuation officer;appoint any person who is an evacuation officer within the nlcaaing of

regulation 72 hereof to be Chief Evacuation Officer;by resolution prescribe and define the powers, authorities, and duties

of the Chief Evacuation Officer.(2) All appointments made by the Council under subparagraphs (b) and (e) of

paragraph (1) of this regulation shall be notified in the Government Gazette and ina newspaper circulating throughout the 4istricts to which these regulations apply.

(3) Any appointments mode by the Council under subparagraphs (b) and (c)of paragraph (1) of this regulation may be made either generally in respect of allthe districts to which these regulations apply or particularly in relation to any oneor more of such districts.

74. (1) The Com,uissioaer of Police may authoriso any members of the PoliceForce t0 act as evacuation officers, and shall do so if and wheaever requested by timeCouncil so to do.

The duties performed by a me,uber of the Police Force, when acting as fluevacuation officer shall, insofar as the conditions of Ins employment as a member ofthe Police Force arc concerned, be deemed to be a part of the duties of lus saideniployment.

As and whenever the Commissioner of Police authorises any member of thePolice Force to act as all evacuation officer he shall inform the Council thereof inwriting and furnish the member of the Police Force so authorised with a certificateof authority signed by the Commissioner of Police.

75. Every evacuation officer, when carrying out his duties or exercising hispowers under tins Part, shall, if called upon so to do by any persoa affected by theacts of such evacuation officer, produce evidence of his authority, either in the formof his official badge or a certificate of appointment by the Council, or a certificateof authority by the Commissioner of Police, as the ease may be.

76. (1) During the period of any emergency as proclaimed by the GovernorGeneral of the Commonwealth, or as declared by the Council or the CommonwealthMilitary Authorities in this State, any person residing in. an evacuation area maybe required by any evacuation officer to subniit, and, when so required, shall submit,to evacuation from the evacuation area in such manner, at such time and to suchplace as may be directed by the evacuation officer.

Where any person refuses to submit or in any mnnner resists or evadesevacuation in contraventioa of this regulation, he shall be guilty of a contravention ofthese regulations within the meaning of section twelve of the Act.

Where any person, contrary to this regulation, in any respect disobeys orrefuses to comply with any requisition of n,i cvacuatio,i officer under this regulation,it shall be the duty of any ,nember of the Police Force, when called upon by theevacuation officer, and notwithstanding that lie may not be authorised to act as anevacuation officer, to assist the evacuation officer in compelling the person offending asaforesaid to comply with the said requisition of the evacuation officer, and the evacuationofficer and the member of the Police Force aforesaid may use such force against theperson offending as aforesaid to compel compliance by him with the said requisition.

77. During tile period of aiiy emergency mentioned in regulation 76 of theseregulations, every evncuation officer shall, for the purposes of evacuation, have powerto requisition a,id take and use any vehicle, supplies of food, clothing, fuel, or otherthings and to enter into and take possession of and ue nny land, buildings, or otherpremises, the use of which he deems to be necessary in relation to tile housing, trnns-portation, maintenance, or comfort of evacuees.

Provided that this regulation shall not authorisc the requisitioning, tnking, or ushigof any vehicle which is employed in any service which the Council declares to be anessential service.

78. The owner or the person for the time being in control of any vehicle which isliable to be requisitioned under regulation 77 of thesc regulations shall forthwith complyin every respect and duly carry out any directions given to him by an evacuation officeria relation to the transport of evacuees, or of any articles or things which have beenrequisitioned by the evacuation officer, including tile driving of such vehicle by suchowner or person. Provided that where tile velnele is a niotor vehicle, tile owner or personin control thereof shall not be required by tile evacuation officer to drive such vehicle,unless such' o\vner or person is supplied either by the evacuation officer or some otherauthority with such motor spirit or other fuel as is necessary for the use of such vehicle.

79. (1) \Vhenever an evacuation officer, in tile exercise of ills powers under regu-lation 77 of these regulations, requisitions any article or thing or any vehicie lie shailmake such requisition by notice in writing and serve the same upon the owner or personapparently in control of the article or thing or vehicle requisitioned, and, if requestedso to do by such owner or person, shall give to him in writing a receipt or acknow-ledgment in respect of tile article, thing, or vehicle requisitioned.

(2) Every receipt or acknowledgment given bvan evacuation officer shall, as faras possible, state the nature, number or quantity, condition and value of the article,thing, or velnele requisitioned.

80. An evacuation officer shall not be personally liable for ally loss of or damageor hijury to any article, thing, or vehicle which has been lawfully requisitioned by himunder the authority of these regulations.

81. The propert iii any articie, thing, or vehicle winch is requisitioned by nilevacuation officer u,idcr tile authority of these regulations shalt remain in the ownerthereof, subject to the requisitioning thereof, and where any loss of or damage or injuryto any such article or thing (other than fair wear and tear) is occasioned by negligenceor wrongful conversion on tile part of any evacuee ivho has the use of such article ortlung, the owner of such article or thing shall be entitled to recover from such evacueecompensation hi respect of such ioss, damage, or injury in an action for tort.

82. When any articie or thing or vehicle which has been requisitioned by anevacuation officer is no longer required for the purpose for which it has been requisitioned,such evacuation officer shall cause the same to be returned to the owner or other personfrom whom it was requisitioned.

83. (1) The Council niny by resolution from thne to time prescribe a scale ofpayments to he made by way of hire or rent in respect of any article or thing orvehicle which is requisitioned by an evacuation officer.

The scale of payments prescribed by the Council under paragraph (1) of thisregulntion may also eontnin directions as to the times at which, lime manner in which,and the place where the payments when payable shall be Blade.

Wllen the Councii has prescribed a scale of pnynients as aforesaid, and whiistsuch scale continues in operation, the owner of any article or thing or vehicle which isrequisitioned by an evacuation officer shnll, whilst such article or thing or vehiclecontinues to be so requisitioned, be entitled to claim for and receive or recover as for adebt from the person or body liabie under regulation 84 of these regulations, paymentin accordance witIl the said scale for the hire or rent of thcar tide or tIling or vehicleivhieh has been requisitioned as aforesaid.

84. The persons or bodies hable to make payments for tile hire or rent of articlesor things or vehicles under paragraph (3) of regulation 83 of these regulations shallhe tile following:

(a) In the case of vehicles which are requisitionedthe evacuation authorityof the evacuation area in which the vehicle is requisitioned.

(b) In the ease of any article or thing which is requisitioned-where the article or tinng is placed in the possession of an

evacuee for use by such evacuee, and such evacuee does notsatisfy the evacuation officer who requisitioned the same thathe is without the means to paythe evacuee.

Where the article or thing is placed in the possession of anevacuee for use by such evacuee, aad he satisfies the evacua-tion officer who requisitioned the same that lie is without theinealis to paythe Council.

Where the article or thing is placed in the possession of theowner or occupier of any house, building, or preaiises inwhich any evacuee is billeted as the custodian thereof for usein such house, building, or premisesthe owner or occupierof such house, building, or premises.

85. (1) The Council may at any time, and from ti,ae to tiloe by notification in theGovermrnent Gazette declare that flay defined portions of the State comprised withinthe districts to which these regulations apply shall be billeting arcos for the purposesof this Part.

Every house, building, and other premises situate vithiu any billeting areadeclared as aforesaid which in the opinion of an evacuation officer is suitable as a placefor accommodating evacuees shall be liable to be requisitioned under these regulationsfor the billeting of evacuees.

Evacuees from any evacuation area may be billeted in any billethsg area inany house, building, or other p,-emises winch in accordance with paragraph (2) of tinsregulation may be requisitioned by an evacuation officer for such purpose.

86. (1) Whenever any house, building, or other premises is requisitioned by anevacuation officer for the billeting of evacuees therein, the following provisions shallapply:

The owner or occupier thereof shall hi every respect, but subject to tinsregulation, obey and comply with the directions of the evacuation officerin respect of the reception and accommodation of evacuees in such house,building, or premises

Except in ease of emergency or other special circumstances, the owner oroccupier shall not be required to receive and accommodate any numberof evacuees in excess of one evacuee for every room in the house, build-ing, or other premises other than a kitchen, bathroom, or lavatory.

Provided that, for the purposes of tins subparagraph, any inclosedverandah or balcony shall be deemed to be a room;

The owner or occupier shall provide for the evacuees received and accom-modated by him

(I) lodging of a reasonable standard, both as regards cleanliness,quolity, and convenience to tile satisfaction of an inspectorappointed by tile Council or by an evacuation authority; and

(ii) reasonable access to and use of facilities for cooking and forlaundry;

The owner or occupier shall net be required to provide for the accommo-dation of the evacuees any beds, bedding, linen, or other furniture whichis necessary for his own use or for the use of menibers of his family.

(2) If any owner or occupier shall in any respect, whether by act or omission,make any default in relation to nay duty or obligation imposed upon him by this regu-lation, or shall by any false statement Or nñsrcpresentatioa or other act attempt toevade any such duty or obligation, he shall be guilty of a contravention of these regu-lations within the meaning of section -twelve of tile Act.

87. (1) Every owner or occupier in whose house, building, or other premises anyevacuee is received and accommodated in accordance with these regulations shall, inrespect of the lodging and accommodation provided for such evacuee, be entitled toclaim and to receive and recover from the person or body liable to pay tile same, asprovided in paragraph (2) hereof, payment in accordance with tile following scalenamely

For every evacuee of 14 years of age or over that agesixenee per day.For every evacuee under 14 years of agefivepcnce per day.

(2) The persons liable for payment at the rates prescribed under paragraph (1)hereof shall be

In the case of an adult evacueesuch adult evacuee;In the ease of a female married evacueethe husband of such female

married evacuee;(e) In the case of an iafant evacueetile father of such infant evacuee;(d) In the ease of an adult female evacuee who is unmarried or a widow

such female evacuee.Provided that-

if any evacuee or the husband or the father of any evacuee who is liableto make any payment aforesaid is by reason of unemployment or forany reason temporarily unable to make the payment for which he isliable as aforesaid, and so satisfies the Council, the Council shall maketo the owner or occupier entitled thereto, the payment for which theevacuee or the husband or tile father of the evacuee, is liable asaforesaid;

where, in accordance with paragraph (i) of this proviso, the Council makesto an owner or occupier entitled thereto any payment on behalf of anevacuee, or the husband or father of an evacuee, the amount so paidshall be a debt owing to the Council by the person on whose behalf thepayment has been made.

58. The owner or occupier of any house, building, or oilier premises in winchally evacuee is received and accommodated under these regulations shall not be underany duty to provide such evacuee with board or food, but it silahl be competent forsuch owner or occupier to provide such evacuee with board or food, or with any otherarticle or thing which the evacuee may require and which the owner or Occupier is netliable under these regulations to provide, under or in pursuance of nny contract orarrangemeat catered into or made between the owner or occupier on the one hand andthe evacuee or any other person acting for or in the interest of the evacuee on the otherhand.

89. (1) Every evacuee who is billeted in nny house, building, or premises underthese regulations shall at all times, when he is in such house, building, or 1ennses,maintain good conduct and behaviour, refrain from doing any act, matter or thingwhich may be a nuisaacc, or otherwise be objectionable to other occupants in suchhouse, building or premises and so comport himself as to cause the least possible troubleand inconvenience to the said other occupants.

Any evacuee who in any respect fails duly to observe, perform, and complywith the provisions of paragraph (1) of this regulation shall be guilty of a contraven-tion of these regulations within the meaning of section twelve of the Act.

Where the owner or occupier is dissatisfied with tile manner in which anevacuee is behaving or conducting himself in the house, building, or premises of suchowner or occupier, he may report the snma to an evacuation officer or to the evacuationauthority. The officer or authority receiving the report shall investigate the samne, and,if satisfied as to the correctness thereof, may by notice relieve the owner or occupierof his obligation any longer to necommodate the evacuee in his house, building, orireln is es

4) When in accordance with paragraph (3) hereof an owner or occupier hasbeen relieved of his obligation to accommodate an evacuee in his house, building, orother prelnises, such owaer or occupier shall be entitled to call upon such evacuee toleave his house, building, or premises forthwith, and if the evacuee fails so to do, maycall upon any evacuation officer or member of the Police Force to evict the evacueefrom Ilis house, building, or premises.

(5) The delivery by an owner or occupier to an evacuation officer or a muemnberof the Police Force of tile notice issued to him under paragraph (3) of this regula-tion, and the request of the owner or occupier that the evacuee named in the noticebe evicted from ilis house, building, or premises, shall be sufficient warrant andauthority to the evacuation officer or member of the Police Force to evict suchevacuee fro,n the l,ouse, building, or premises of the said owner or occupier, and,where the evacuee refuses voluntarily to leave such house, building, or premises, itshall he time duty of the evacuation officer or member of the Police Force to evictlmhn therefrom if necessary by force.

90. (1) The Council may at any time and fro,n time to time, by notice ii,writing left at the office of any evacuation authority, require such evacuationauthority at the expense of the Council to do such act, matter, or thing as tileCouncil may deem necessary or expedient for the purpose of more effectually carryingout or giving effect to the regulations contained in this Fart.

Every evacuation authority shall duly and faithfully observe, perform andcomply with any requisition made upon it by the Council under this regulation.

If any evaeuatiO,l autimoritv fails in any respect duly to observe, perform, andcomply with any requisition aforesaid, the Council mar do or cause to he (lone mv act,,natter, or tiling in respect of which the evacuation authority shall be iii default, andmay recover froni the evacuation authority as a debt the amount of any costs or expensesincurred by the Council in ,naking good the default aforesaid.

91. Any person or body who or which in any respect, either by act or omissionfails duly to observe, perform, and comply with any obligation imposed upon hi,n or itby time regulations ec,ntained in this Part, shall be guilty of a contravention of theseregulations, withia the meaning of section twelve of the Act.
