ORDER IN COUNCIL.V I I EltEAs His Excellency the Governor in Council maymake Regulations under the provisions of " The Inspec-1 on of Scaffolding Act, 1924," as amended: Now,therefore, His Excellency the Governor in Council, act-ing in pursuance of such powers, and on the advice ofthe Executive Council, loth hereby make the followingRegulations:

Part II. Inspection of Scaffolding.Scaffolding adjacent to Electric Wires.

18a. (1.) Every owner of scaffolding who intendsto erect scaffolding adjacent to or under or over anyelectric wires sled I give notice of the presence of sucheleetric wires to nut Inspector at least twenty-four hoursbefitioi the emu rnencement of such erection, and the In-speet or Aiall forthwith notify the Electric SupplyAuthority or other person or authority having controlof such wires tliereof.

(2.) Upon receipt of such notice from the Inspector,the Electric Supply Authority or other person or amthority aforesaid shall thereupon remove or make safesuch wires.

(3.) The owner of scaffolding shall pay in advanceto the Electric Supply Authority or other person orauthority aforesaid the cost of removing or making safesuch wires.

(4.) No person shall erect scaffolding in such a posi-tion as may make it possible for any person to comein contact with any live electric wires under any cir-cumstances whatsoever.

(5.) No person shall erect scaffolding in such a posi-tion as may make it possible for any material or plantwhich may be carried by any person or persons to comein contact with any live electric wires under any cir-cumstances whatsoever. Live wires shall not be at-tached to any scaffolding without the approval in writ-ing of the Inspector, and no Inspector shall give suchapproval unless approved insulated cable is used.

(6.) No bare wires shall be used to supply light orpower to any apparatus or plant on or under any scaf-folding. All live wires shall be at such a distance fromscaffolding that they cannot be touched by a personleaning over or carrying out his usual duties on suchscaffolding.

Fees to be paid for the Inspection of Scaffolding.Regulation 20:Regulation numbered 20 (1) is hereby amended by

adding a proviso at the end thereof as follows:" Provided that when any building or structure is

being erected in conjunction with, or is intended to beused ot; -form part of another building or structuretieing erected simultaneously therewith, then for thepurpose of calculating the fee to be paid under thisregulation the cost shall be the total cost of all suchbuildings or structures taken altogether."

Part IV. Miscellaneous Provisions.Notification by Municipal Council or Road Board.

Regulation 27:Every Municipal Council or Road Board shall, within

seven days of the receipt of any notice under any build-ing By-law or Regular ion in force for the time being inthe district of the intention of any person to commenceto build, take down, alter, add to, or repair any build-ing, notify the Chief Inspector of the following particu-lars in respect of such notice:

(I.) Date of receipt of notice.(2.) Name of owner of building.(3.) Address of owner.(4.) Name of contractor (if any).(5.) Address of contractor.(6.) Situation of building.(7.) Description of work to be performed.(8.) Cost of work.

offence and punishable, on summary conviction, by a pen-alty not exceeding Five pounds, unless he shall provethat:

(a) That a certificate of an Inspector was immedi-ately previously obtained in respect of suchstock or produce to the effect that such stockor produce was free front the seeds of StarThistle; or

(h) That the said stock or produce was removed orwent or was taken beyond the limits of theholding without his knowledge, and that he hadtaken all reasonable means to prevent the samefrom being. removed, or going or being takenbeyond such limits.

(2.) The word "holding" in this By-law includes anyland or collections of lands constituting or worked asone property.

Notice of intention to Borrow.Proposed Loan of £6,500.

NOTICE is hereby given that the Katanning RoadBoard proposes to borrow the amount of Six thousandlive hundred pounds, sterling (£6,500).

The amount is proposed to be raised by the sale ofDebentures, the repayment of which will be spread over:1 term of twenty (20) years from date of issue thereof.The amount of the said Debentures and. interest at therate of. Six and one quarter pounds per cent. (£6 5s.per cent.) per annum is to be paid at the Western Aus-tralian Bank, Katanning.

In lieu of establishing a sinking fund it is proposedto make provision for payment of interest and the re-demption of the Loan by making half-yearly paymentsof. Two hundred and eighty-six pounds eighteen shil-lings and fourpenee (£286 18s. 4d.) over the said termof twenty years.

Forty Debentures will be issued in all, and each ofthese payments will be by way of principal and interestcovering the retirement of one Debenture and one in-terest coupon in respect of each of the remaining De)bentures, from time to time.

The purpose for which the Loan is to be applied isthe building of extensions and additions to the Katan-ning Town Hall and the provision of new Board roomsand offices, etc., as set out in plans and specificationscovering the proposed work.

The works and undertakings for which the Loan isproposed to be raised will, in the opinion of the Board,he of special benefit to that portion of the KatanningRoad District known as the Central Ward, which em-braces the whole of the surveyed and gazetted townsiteof Katanning, with the exception of that portion lyingto the South of the Northern boundaries of KojonupLocation 366 and Reserves 1.0553 and 9908; the wholeof Kojonup Location 2801, Lots E21 and E6 (Locations1596 and 189), and the whole of that portion of KojonupLocation 1619 lying to the Westward of the Easternboundaries of Lots 3 and 4 thereof (as shown in sub-divisional plan L.T.O. Diagram 5959), and any LoanRate applicable to such Loan will be levied on the rate-able land within the said Central Ward of the said Dis-trict.

The plans and specifications and an estimate of thecost of such work, and the statement of proposed ex-penditure are open for inspection of ratepayers at theoffice of the Board for One Month after the last publi-cation of this notice.

The hours during which such inspection may be madeare from 9 a.m. to 12.30 p.m. and from 1.30 p.m. to 4p.m. on Mondays to Fridays, both inclusive, and from9 mm. to 12 1100)1 on Saturdays, public holidays (if any)excepted.
