Brentford Community Stadium: Valuation of Community Benefits 1. Introduction 1.0.1 Substance were commissioned by Lionel Road Development Ltd to provide some further information about the value and distribution of the community benefits that are currently delivered by Brentford FC Community Sports Trust and the Griffin Park Learning Zone. 1.0.2 The work follows the production of Community Impact Report researched and written by Substance in April and May 2013. 1.0.3 This report outlines:

• An estimation of the value of the work undertaken by Brentford Community Sports Trust (BFCCST) and Griffin Park Learning Zone (GPLZ) in 2012-13

• An estimation of the future value of work undertaken by BFCCST and GPLZ based on estimated increase in participants and outcomes identified in the first report

• Digital mapping of venues and organisations currently engaged by BFCCST and GPLZ

2. Methodology 2.1 Collecting Data - Views 2.1.1 The bulk of data used for this valuing exercise was collated using Substance’s Views software and includes data in the financial year 2012-2013. 2.1.2 Views is a state of the art project management and impact reporting platform developed by Substance. Views is used by several hundred statutory, voluntary, charitable and private sector organisations who deliver personal and social development outcomes. Developed with backing from NESTA and the Cabinet Office it helps both frontline deliverers and funders/commissioners to assess and improve what they do. 2.1.3 Views has been developed by Substance , an experienced social research co-operative with a deep commitment to, and understanding of, the latest developments in impact measurement as well as the pressures on front-line delivery organisations. Views reflects this knowledge as much as the conventions of the software development community, enabling the evolution of a product that is driven by users’ needs. Views is a secure, fully encrypted and password protected web based application that has passed Government penetration tests and demonstrated compliance with CESG GPG 13. Substance is registered as a data handler with the Information Commissioner’s Office (ISO number: Z9541305). It also holds ISO 27001 Information Security accreditation. 2.1.4 Views has quickly become established as a market leading impact measurement tool and is now being used to monitor the effectiveness of hundreds of projects and programmes funded, managed or delivered by: the Greater London Authority, London Boroughs of Greenwich, Southwark and Lambeth, Manchester City Council, the FA Premier League Charitable Trust, Football League Trust, Catch-22, Business in the Community, P3, Greenhouse, Sported, Elfrida Rathbone Camden, Glasgow Council on Alcohol, the Metropolitan Police, Groundwork UK, Origin Housing, Liverpool Housing Trust, and many others1.

2.1.5 In football, Views is used by all professional football clubs in the Premier and Football Leagues. Both the Premier League Charitable Trust and the Football League Trust (of which BFCCST is a member) utilise Views with member clubs and as an overall programme level tool to monitor work, participants, outputs and outcomes. 2.1.6 BFCCST has used Views and its predecessor, SPRS, as its data management and monitoring and evaluation system since 2006. 2.1.7 In order to capture activities not recorded in Views we also used the Sportworks Light tool, developed as part of the Sportworks research for the Sported Foundation, to enable activities where only aggregate attendance data was available. 2.2 Data 2.2.1 For Brentford Community Sports Trust we used Views to process data relating to 409 projects delivering 5,540 sessions and attracting a total attendance of 110,875 by 14,537 individual participants from 1st April 2012 to 31st March 2013. This was supplemented by our use of Sportworks Light to process data relating to a further 19 projects delivering 79 sessions and attracting a total attendance of 10170. 2.2.3 For the Griffin Park Learning Zone we used Sportworks Light to process data relating to 40 projects delivering 126 sessions and attracting a total attendance of 1,911. 2.3 Estimating Value - Sportworks 2.3.1 Research Basis 2.3.1.1 The approach adopted in this valuing exercise is based on comprehensive research undertaken from 2010-2013 by Substance for the Sported foundation. This research sought to explore new ways of valuing the impact of sport for development work of the kind that BFCCST and GPLZ both adopt. 2.3.1.2 To see a full explanation of the approach developed and the research basis for the current valuation exercise, please see:

2.3.1.3 The full research report is available as a free download at:

http://www.sported.org.uk/media/60913/003221_sw_research_report_highres.pdf 2.3.1.4 Sported is a foundation established as a result of the legacy promises of London 2012 which vowed to use sport to change the lives of young people. It is now the largest organisation supporting thousands of community and grassroots organisations across the UK who deliver sport for development. Established by Sir Keith Mills GBE, Deputy Chairman of London 2012 and Chief Executive of the London Olympic Bid, Sported has over 2,300 Members, has distributed over £2.4 million in grants to date and through providing support to its Member organisations, is giving well over 200,000 young people an opportunity to access sport. 2.3.1.4 In 2010 Substance were commissioned by Sported, to conduct a comprehensive piece of research, creating the business case for investing in sport for development work for disadvantaged young people in the UK. The key objectives of the research were to:

• Assess and demonstrate the value of the sport for development sector

• Identify how to improve the planning and effectiveness of delivery across a range of social policy domains

2.3.2 Approach to Valuing Sport’s Impact 2.3.2.1 The approach to determining the financial value of Brentford’s work is based on detailed research into the impact that sport for development projects have in reducing the risk of seven negative outcomes occurring and the proportionate reduction in the financial burden to society associated with:

i. Crime and anti-social behaviour ii. Educational attainment iii. Educational attendance iv. Substance misuse v. Wellbeing vi. Fitness vii. NEET

2.3.2.2 The data valuing model that underpins Sportworks was based on the use of a triangulated approach that drew on three principal sources:

i. High quality social policy research relating to risk and protective factors in each of the specific social policy areas

ii. Correlations between programme activity and the achievement of different outcomes drawn from data relating to over 160,000 participants in sport for development projects over a five-year period

iii. Case study process evaluations with ten sport for development projects identified as contributing to the specified outcomes.

2.3.2.3 Based on the demographic profile of participants and the profile of work delivered the data-valuing model generates a risk score (or assessment of the likelihood of participants facing each problem) and an impact score (or assessment of the degree to which that risk will be reduced by the activity). Any reduction in risk, when taken as a proportion of the cost to society of a negative outcome occurring if no activity took place, allows us to produce an estimated cost saving. For example, if the cost per school truant is £4,000 per annum and a project reduces the risk of participants truanting by 5%, the saving to society will be £200 per participant per annum. 2.3.2.4 Sportworks was piloted with 3,888 projects from 198 agencies over a six-month period up to 31st March 2012 and following reviews by Professor Fred Coalter and Professor Simon Shibli was launched by Sir Keith Mills at a high profile event hosted by Deutsche Bank in May 2013. It is now being used by over 50 projects and trialled and considered as a social valuing model by Sport England, Sport Wales, Sport Northern Ireland and Sport Scotland. 2.3.2.5 Using data entered into the Views Sportworks application and Sportworks Light by BFCCST and GPLZ, we were able to estimate the value of the impact of the work of BFCCST and GPLZ in 2012-13. 3. Value of Work (2012/13) 3.0.1 In the Community Impact Report for the Brentford Community Stadium development, Substance outlined the levels of participation in projects run by BFCCST in 2012/13, detailing:

• Number and profile of participants • Location of participants • Outcomes and qualifications delivered

3.0.3 For the current valuing exercise we have worked with both BFCCST and GPLZ to review data held and find ways of including participant details, sessions delivered and work with schools that was not fully covered in the first report. 3.0.4 This provides us with a comprehensive set of data about the work of both organisations for the financial year 2012-13. It should also be noted that of the total participant numbers of 7,621 in BFCCST work in 2012/13, 35.11% live in the London Borough of Hounslow local authority area.

3.1 Brentford FC Community Sports Trust 3.1.0 Participant and session data from Brentford FC Community Sports Trust that was entered into Views was processed by the Views Sportworks application to generate impact scores and social cost saving projections for each of the Trust’s strands of work. In the following illustrations we have broken down the percentage impact scores for each of the Trust’s strands of work across the outcome areas measured by Sportworks as well as a corresponding cost saving projection based on the number of participants attending projects within different strands for the financial year 2012/13. 3.1.1 Sport and Coach Development 3.1.1.1 This impact area refers to work in developing sports participation, skills and coaching. Although many of the other outcome areas will involve sport – for example as a way of delivering improved health - this section refers to work where the sporting outcome is primary. 3.1.1.2 The figure of £3,698,053 represents the upper limit in the range of projected cost savings for the financial year 2012/13. The results generated by Sportworks for each project include a corresponding confidence score that is based on the extent and reliability of the data being processed. Taking each of these confidence scores into account the lower limit on the range of projected cost savings for Sport and Coach Development work in the financial year 2012/13 is £1,018,275. Summary – Sports and Coach Development: Upper limit value: £3,698,053 Lower limit value: £1,018,275

3.1.2 Education Support 3.1.2.1 This impact area refers to work undertaken by BFCCST and especially the GPLZ in delivering educational outcomes – which includes support for schools and colleges in improving attendance, delivering their curriculum as well as educational qualifications and softer outcomes. It includes work with those not in education, employment or training (referred to as NEETs). Table 3: Education Support Values

3.1.2.2 The figure of £7,202,650 represents the upper limit in the range of projected cost savings for the financial year 2012/13. The results generated by Sportworks for each project include a corresponding confidence score that is based on the extent and reliability of the data being processed. Taking each of these confidence scores into account the lower limit on the range of projected cost savings for Education Support work in the financial year 2012/13 is £2,290,966. Summary – Education Support: Upper limit value: £7,202,650 Lower limit value: £2,290,966 3.1.3 Volunteering 3.1.3.1 No projects were specifically marked specifically against this outcome area. This is due to the way that projects are allocated to one or more outcome areas and that volunteering spans across these. As such, and to avoid double counting, the financial value is attributable in other areas of work. In the Community Impact Report we showed that in 2012/13 there were 238 volunteers with 1,747 volunteering opportunities undertaken in the period. These spanned different areas of work as follows:

3.1.4 Community Cohesion and Safety 3.1.4.1 This area refers to work that supporters greater community cohesion – the ability of people of different backgrounds (ethnic, generational etc.) to interact in a positive way – as well as improved safety for people, for instance by reducing crime and anti-social behaviour. 3.1.4.2 The figure of £8,948,999 represents the upper limit in the range of projected cost savings for the financial year 2012/13. The results generated by Sportworks for each project include a corresponding confidence score that is based on the extent and reliability of the data being processed. Taking each of these confidence scores into account the lower limit on the range of projected cost savings for Community Cohesion work in the financial year 2012/13 is £2,794,647. 3.1.5 Health and Wellbeing 3.1.5.1 This impact area refers to work undertaken both to improve physical health – such as reducing obesity in young people – as well as improving well being, which embraces good mental health, confidence and self esteem. Table 6: Health and Well Being Values

3.1.5.2 The figure of £2,423,986 represents the upper limit in the range of projected cost savings for the financial year 2012/13. The results generated by Sportworks for each project include a corresponding confidence score that is based on the extent and reliability of the data being processed. Taking each of these confidence scores into account the lower limit on the range of projected cost savings for Health and Wellbeing work in the financial year 2012/13 is £559,427. 3.1.6 Economic Regeneration and Employment 3.1.6.1 Although all of the other impact areas support the ‘regeneration’ of an area, this refers to those that specifically seek to improve employability and might include, for instance, support and training for businesses. 3.1.6.2 The figure of £515,989 represents the upper limit in the range of projected cost savings for the financial year 2012/13. The results generated by Sportworks for each project include a corresponding confidence score that is based on the extent and reliability of the data being processed. Taking each of these confidence scores into account the lower limit on the range of projected cost savings for Economic Regeneration and Employment work in the financial year 2012/13 is £116,588. Summary – Economic Regeneration and Employment: Upper limit value: £515,989 Lower limit value: £116,588

3.1.7 Mass Participation Events 3.1.7.1 We also processed aggregated data for a number of other activities not recorded in Views using the Sportworks Light tool in order to generate impact scores and cost saving projections for the fullest possible range of the Trust’s work. These are often events where there are a large number of people attending, including some work with schools and the provision of free tickets to matches at Brentford FC. In these cases individual participant information may not be available, which reduces the accuracy of the cost saving estimates. Table 8: Mass Participation Event Values

3.1.7.2 A number of factors should be borne in mind when considering these findings. Data entered into Sportworks Light is more limited than that stored in Views as well as being presented in aggregate form rather than relating to identifiable individuals. Accordingly this has an impact on the confidence scores that are generated. Furthermore, the delivery sites were taken as proxies for participant postcodes which will reduce the accuracy of the findings. 3.1.7.3 The figure of £8,108,473 represents the upper limit in the range of projected cost savings for the financial year 2012/13. Taking the confidence scores for each project into account the lower limit on the range of projected cost savings for these events in the financial year 2012/13 is £1,205,787. 3.2 Griffin Park Learning Zone 3.2.1 Participant and session data from the Griffin Park Learning Zone was also entered into Sportworks Light in order to generate impact scores and social cost saving projections for that element of the club’s work. This data is predominantly where the GPLZ has delivered sessions for schools where individual participant data is not available. Table 9: GPLZ Values

3.2.2 A number of factors should be borne in mind when considering these findings. 4. The Value of Future work 4.1 Basis of Increase 4.1.1 In the Community Impact Report we estimated the likely increase in scale of delivery by BFCCST and GPLZ should the proposed development of the Brentford Community Stadium go ahead. 4.1.2 The Community Impact Report stated (emphasis added) that:

Our work suggests that there could be considerable expansion in delivery to young people, but also significant increases in work with adults and older people, making a ‘step change’ in BFCCST delivery. The current number of unique participants is 7,621, as recorded in 2012. Our work suggests that in the short term the new facilities could help increase participation by a further 7,700+ ‘people visits’ a year. Not all of these will be unique individuals, however. As such, we are estimating an increase of 50% of this (3,866) in unique individuals in the short term based on 2012 levels, making a total in the region of 11,000 per year.

4.1.3 However, for the purposes of predicting increases, in the previous report we used a lower figure of 30% increase in participants as a basis. This is due to uncertainties over future funding of projects and in order to be prudent in expectations. We are adopting the same approach in this report. 4.2 Values 4.2.1 Although our valuing of work undertaken is based on detailed data about actual work undertaken in the past (2012-13), it is almost impossible to predict precisely how a facility will increase this delivery in the future, especially in relation to the impact on individuals’ lives and the contribution made in reducing their risk of negative social outcomes. The precise shape of work that will be delivered, who is engaged and attends, how long they attend for and the actual impact of work on individuals are dependent on many different variables between now and when the facility begins operation. 4.2.3 However, using our previous research as a reasonable basis on which to predict increases in delivery and impacts, we provide an estimate that the values of work undertaken in 2013-14 might increase as follows. 4.2.4 Although we present both upper limit and lower limit values, we emphasise the lower limit values as these have the highest levels of confidence. 5. Summary of Value 5.0.1 Sportworks estimates that the work delivered across all 6 outcome areas, mass participation events and learning zone activity in the financial year 2012/13 would have had a value in terms of cost savings to society of £8,481,138. As we have outlined a number of caveats about the figures (and especially the inclusion of provision of match tickets in mass participation events) we would err on the side of caution with the figures and use the lower limit figure as a baseline. 5.0.2 On the basis of a 30% increase in participant engagement once Lionel Road is developed (based on our assessment of increased delivery with the new facilities and opportunities) we might reasonably expect the value of the work delivered in terms of cost savings to society to rise to £11,025,479. 5.0.3 However, it should be re-emphasised that this is a prediction and not a guarantee as circumstances for delivery of this kind of work can change. Also, this is a baseline from 2012/13 and conducting this exercise again, closer to the time of completion of the Brentford Community Stadium might be advisable to provide a more up to date baseline prior to occupancy.

6. Mapping Community Work 6.0.1 In our Community Impact Report we provided graphical representations of the distribution of participants on schemes run by BFCCST in the form of online digital maps. 6.0.2 This report outlines the geographical scope of the current work undertaken by BFCCST and GPLZ in terms of the venues and organisations that they currently engage in their sessions. 6.0.3 We have done this in order to illustrate the way that, at present, Griffin Park, and in future Lionel Road, can act as a ‘hub’ from which a wide range of venues, organisations and areas are engaged. 6.0.4 This should be viewed in conjunction with the mapping of participants we undertook for the Community Impact Report which illustrated the reach of the work of BFCCST and GPLZ and mapped participants against Indices of Multiple Deprivation data. 6.0.5 In total we were provided with 401 sessions with postcodes of the organisation/location of sessions. We mapped these in two ways. 6.1 By session type / impact area:
