As we enter our 119th year we look toward the future with hope and the past with gratitude. This year’s annual report highlights some of our trailblazing growth and innovation, and celebrates some of our amazing partners who help to make it all happen. Without the support of our donors—individual, corporate and foundations—none of this would be possible.

This year we fully launched the advocacy component of The Possibilities Project. Only through systemic change can we break out of the cycle that still ranks Virginia 49th out of 50th for young people aging out of foster care. We are fully committed to that change. It is simply not acceptable that nearly 500 young people age out in Virginia every year with few resources, few personal connections, and little hope. While we celebrate our first graduates of The Possibilities Project, we long to do more, advocating for a Commonwealth that will embrace its responsibility to adequately provide for those who we have taken into our care.

While our Foster Care Adoption team sharpens its focus on providing permanency for teenagers in Foster Care, our Post Adoption program continues its expansion, providing much needed support for more and more families who work every day to build the loving relationships that can overcome a lifetime of trauma.

This year we are particularly thankful for our partners, who work with us hand in hand to provide support and training for our young people. Orga-nizations such as Better Housing Coalition, SunTrust, Goodwill, and Great Expectations help us to be more efficient by providing their expertise in areas like Housing, Financial Literacy, Job Training and Educational Counseling. It truly takes a village to support our children and youth—our great partners and supporters make all that we do possible.

The CHS Post Adoption Program has grown and prospered along with the hundreds of adoptive families and children whom we educate and support. Through our Post Adoption services, we have coached, connected and hosted events for families, and provided recreational, therapeutic activities for their adopted children. Families served include Roger and his adopted son Joe, a young man whose family had a history of instability and disruption. Through the guidance and coaching provided by our trauma-informed social work team, Roger now understands how trauma effects the development of youth, and he learned parenting approaches that help children heal from their past experiences. Earlier this year CHS social workers from our Foster Care Adoption and Post Adoption Programs were privileged to join Roger and Joe during their adoption finalization ceremony.

In addition to serving families like Roger and Joe, in the past year CHS’s Post Adoption Program has expanded our partnerships in theFredericksburg area. We not only served more adoptive families and children throughout the Rappahannock Region, we also educated schools and community programs about the importance of recognizing trauma—and how it impacts the special circumstances of adoptive families.

Over the past year, CHS has worked diligently to recruit, train and approve more families who would like to adopt a teenager. CHS is proud that this year almost 50% of our adoptions were of youth over the age of 12. Because of their age and history of trauma, these children are often incorrectly labeled as “troubled” or “unadoptable.” CHS knows that children are amazing and resilient...including older children like Kyle, Miranda, Conner and Layla.

CHS placed sixteen year old Kyle after he had been in foster care for nearly four years. Miranda was adopted by her new forever family a month before she turned 13 – just in time to enjoy the first birthday party she’d ever had in her life. Right before Christmas we celebrated 17 year old Conner’s adoption...now each youth is thriving at home and school!

We were equally thrilled to celebrate Layla’s adoption, two days before her 18th birthday! Layla has a number of special needs, and having a family, home and support into adulthood is so important for her lifelong happiness and well-being!

Virginia currently has about 950 youth awaiting adoption. Last year about 20% of waiting youth “aged out” of foster care without a permanent family. It’s amazing the difference a family can make to a teenager who may believe that he or she is unwanted, unloved and better off alone in the world. We look forward to seeking out more amazing families for some amazing teens!

CHS’s trailblazing Possibilities Project (TPP) has continued to expand to meet the needs of youth who have aged out of foster care with little to no supports. In addition to providing youth with housing, workforce and life skills, vocational training and college, and myriad other critical supports, we have now initiated an alumni phase of the program. The TPP Alumni Phase is offered to participants who have successfully completed the core

components of the program and are transitioning to independence.

The youth who are currently in TPP’s Alumni Phase are employed full time, maintain their own households and actively return to participate in CHS events—which include advocating for other young people who have aged out of foster care. Youth who chose to opt-into this phase of the program serve as youth mentors to other TPP participants and enjoy supports that include:

• Limited case management services • A monthly stipend to help with expenses that decreases over the course of the year • Annual medical review reminders and insurance resources • Access to CHS’s new TPP Portal providing resources and educational information • Emergency financial assistance and follow up care • Birthday recognition and invitations to TPP events

This new Alumni Phase of TPP has already been a valued resource to the aged out youth CHS serves—including Shawn, one of TPP’s first graduates. When Shawn’s car broke down and required major repairs, he had no family to help with the repair costs that would ensure he had transportation to work. The financial hardship could have derailed Shawn’s progress, but with the support of TPP, he was able to navigate the crisis, access community resources and remain on solid financial footing.

SERVING AGED OUT YOUTH BY PROVIDING ONGOING RESOURCES AND ENGAGEMENT

CHS has created a Panel of Experts, which has begun by exploring the obstacles to success of youth who have aged out of foster care. The Panel is comprised of local, state and national experts in areas such as housing, employment, education, finance, healthcare, mental health and finding permanent connections. Stay tuned in 2019 as the Panel releases its proposed solutions to help youth overcome these obstacles. We will take these recommendations to legislators, administrative agencies and community partners to advocate for implementation. We are extremely grateful to all of our panel members for their time, contribution and dedication to helping youth with foster care experience.

We’ve also begun building relationships with key legislators at the General Assembly, spreading the word about the needs of youth in foster care and youth who age out of foster care. We’ve attended Commission on Youth meetings, testified at budget hearings and joined with advocacy partners in many workgroups to advocate as a team for youth with foster care experience. Along with that, we published an article in University of Richmond Law Review on the state of the foster care system and recent legislation affecting foster care. We are looking forward to continuing to build on these efforts to make systemic change in 2019.
