Among the five provinces comprising the region, Davao del Norte has
the biggest population in 2015 with 1.02 M, followed by Compostela Valley
with 736,000, Davao del Sur (excluding Davao City) with 633,000, and Da-
vao Oriental with 559,000. Davao Occidental had the smallest population
with 316,000. (Refer to Table 3).
Davao City, the only highly urbanized city in the region posted a population of 1.63 M.
The total population of Region XI accounted for about 4.8 percent of the Philippine population in

The population of Region XI (Davao Region) as of August 1, 2015 was 4,893,318 based on the 2015
Census of Population (POPCEN 2015).
The population of Region XI increased by 1.74 percent annually, on average, during
the period 2010 to 2015. By comparison, the rate at which the region’s population
grew during the period 2000 to 2010 was higher at 1.97 percent.

A series of coordinative and advocacy activities were conducted to further strengthen the regional strategies in the implementation of
the Responsible Parenthood and Reproductive Health (RPRH) Law and respond to President Duterte’s Executive Order No. 12 which is
aimed at attaining zero unmet need for Family Planning, this includes:
A joint Regional Population Management Council (RPMC)
and Regional Population Officers Conference (RPOC) were
conducted last February 2-3, 2017 at the Star Hotel, Davao
City. The activity was attended by 51 participants coming
from different sectors such as the Academe, Local Govern-
ment Units, National Government Agencies, Civil Society
Organizations and other partners in the implementation of
the Philippine Population Management Program (PPMP) in
the region. The said activity was also a revival of the Region-
al Population Council XI of which had slept for more than a
decade. However, with the strong support of the present
administration on the RP/RH Law Implementation, a need to
strengthen collaborative efforts with other partners through
reviving the said council.
The RPRH Law PME Guide Provincial Roll-out Orientation
was scheduled on:
January 10, 2017 - Davao del Norte;
January 11, 2017 - Compostela Valley;
January 12, 2017 - Davao Oriental;
January 18, 2017 - Davao del Sur and Davao Occidental;
January 27, 2017 - Davao City.
The activity aimed at strengthening the understanding in plan-
ning, monitoring, reporting and evaluation framework of the
RPRH Law implementation and identify gaps and challenges in
data collection.

Family Planning Zero Unmet Need Evaluation were as fol-

the re-introduction to PME forms and the Key Result Areas
(KRAs) Indicators.

For CY 2017, a total of 6,693 students were reached through various AHD mechanisms:

Launching of Teen Tambayan was organized by
Tagum City Health Office Population Section and Pro-
vincial Population Office with the Technical assistance
of POPCOM XI last July 31, 2017 at Canocotan Na-
tional High School, Tagum City with 75 participants
composed of Vice Governor Dujali, Teachers, Stu-
dents, Tagum City Councilor, Barangay Officials, De-
pEd Division of Tagum, Population Officers, Nurses
and POPCOM Staff. Vice Governor Dujali emphasized
in his message the important role of the youth sector
in the development, as well as, the improvement and
development of Tagum City in terms on investments.
The Blessing and Ribbon-cutting of the Teen Tam-
bayan of Canocotan led by Vice Governor Dujali. A
Press Conference was done to address issues and
concerns of the activity.
Orientation on the 2017 AHD Program and Workshop
on Basic Filmmaking was conducted last August 9-
11,2017 at the Apo View Hotel, Davao City with 41
participants. Resource speakers invited were Davao-
based independent film makers - Bagane B. Fiola and
Arnel Barbona, film producer/writer - Angely Pamila
Chi and Film Producer/critic - Jay Rosas.
POPCOM Region XI 2017 AHD Film Festival Regional
Awarding Ceremony was conducted at Pinnacle Hotel
and Suites Davao City with 61 participants . The high-
lights of the activity were the short presentation of the
recently conducted Regional Selection on October 30,
2017 at the Ritz Hotel, Davao City. The film director of
each film entry were asked to provide the synopsis of
each film prior to the film screening of the entries
trailers and 15-minute film version. The film entries
from 11 participating schools were “Pagkahigmata” of
the Tagum National Comprehensive High School,
“Panlantaw” of Panabo National High School, “Suwab”
of Barayong National High School, “Meetup” of the
Nabunturan National Comprehensive High School, “La
Esperanza” by Digos City National High School,
“Dibuho” of Mambago-B National High School, “Mia” of
Mati National Comprehensive High School,
“BidlisiwsaPaglaum” of the Kapalong National High
School, “Paglaum” of Sta. Ana National High School,
“Kadlaw’n” of the Davao City National High School
(DCNHS) and “Lakang” of F. Bangoy National High
School.Nabunturan National Comprehensive High
School’s Film ‘Meet-up’ swept a total of seven (7)
awards comprising Best Cinematography, Best Screen-
play, Best Editing, best Musical Scoring, Best Produc-
tion Design, 2nd place in Best Film (15-minute catego-
ry) and 3rd place for the Best Film (2-minute catego-
ry).JamesLlenado of Tagum City National Comprehen-
sive High School’s “Pagkahigmata” won Best Director.

Adoption of the RPRH Law and the Executive Order No. 12, Creation of the Provincial/City/Municipality/Barangay Implementation Team (P/C/M/BIT), and designation of RH Officer
As partners in development, the Local Government Units (LGUs) trail blazed new
policies and initiatives to further the implementation of the Philippine Popula-
tion and Management Plan (PPMP) specifically on the establishment of Teen
Centers in their respective localities, to wit:

Health Framework.

Knowledge and Resource Sharing
POPCOM - Region XI spearheaded the 2017 Regional
Population Congress last July 20-21, 2017 at Pinna-
cle Hotel, Sta. Ana Avenue, Davao City with 176 partic-
ipants coming from the different population program
partners in the region. The activity was graced by the
presence of the Executive Director who delivered a
very inspiring message among the population officers
and workers on the updates of the Philippine Popula-
tion Management Program and its strategic plan dur-
ing the present administration. Ms. Linadores Deli-
cana called for the continued and untiring support to
strengthen the implementation of the PPMP Program
in the region. Three (3) invited speakers shared their
best practices and experiences in the PPMP such as:
‘Program for Teens’ by Dr. Darleen Estuart - Director,
Brokenshire Women Center; RPRH implementation in
Panabo City by Ms. Lorelie Oriol - Population Officer I,
POPDEV Integration by Engr. Alexander Ypil - Digos City
Planning & Development Coordinator. Ms. Odette
Nacionales, Chief of the Administrative Division Cen-
tral Office made an orientation on the Gender Respon-
sive Population Strategies(GRPopS) as a beneficial
toolkit in mainstreaming gender-responsive PPMP
strategies in the LGUs and National Line Agencies. A
Press Conference was conducted with Executive Direc-
tor Perez as guest. It was covered by ten (10) media
personnel from various media outfits such as Manila
Bulletin, GMA Super Radyo, Business Mirror, SunStar
and Daily Mirror. On the second day, the Regional FLE-
POWPHIL members were allotted with time to discuss
and agreed upon on issues concerning their organiza-
tion.

Capability Building for POPCOM - Region XI Staff
A Resource Person from the Civil Service Commis-
sion was invited in the Regional Office to provide inputs on the Section 5, Rule XVII of the Omnibus
Rules Implementing Book V of Executive Order 292
last January 16, 2017.
Eleven (11) Regional Staff with the eight (8) Job Or-
ders attended the National Convention on Generat-
ing Demand to Attaining Zero-Unmet Need for Mod-
ern Family Planning and POPCOM Organizational
Development last February 20-24, 2017 at the Villa Lorenza Resort, Pililia, Rizal. The activity was also a
celebration of POPCOM’s 48th Anniversary celebra-
tion. The activity was conducted to review, share
good practices, and agree on common strategies
towards the attainment of zero unmet need for mod-
ern family planning and to launch a POPCOM-wide
organizational development program.
PO IV Ma. Linadores Delicana, IO III Moises Villacorta
and AO V Gemma Matildo attended the Training of
Trainers (ToT) on Gender-Responsive Population
Strategies (GRPoPs) together with Population Offic-
ers of Mindanao Cluster at Pinnacle Hotel, Davao
City last September 11-15, 2017.
PO II Honey Grace Aguba and IO I attended the Inter-
personal Communication (IPC) for Responsible
Parenthood-Family Planning (RPFP) Focal Persons
and Population Officers at the BSA Tower, Metro Ma-
nila last September 11-15, 2017.
PO IV Ma. OIC-Regional Director and IO II attended the Training-Workshop on Communicating Population
and Reproductive Health Data to Decision makers on
September 18-22, 2017 at Days Hotel, Tagaytay City.
The highlight of the activity was to understand demo-
graphic and reproductive health concepts and re-
search data/findings/ and situating such concepts in
the national population management programs and strategies.
IO III Moises Villacorta attended the 2018 ICT Plan-ning last October 16-20, 2017 at The Linden Suites,
Pasig City with 20 participants. The highlights of the
activity were ISSP 2016 Budget Utilization of POP-
COM-Region XI is 99.98%. No Budget for ICT in 2018
Establishment of IT unit in the Region, for recommen-
dation in the right-sizing plan.
IO I Sheryll Jane Fernandez attended the Parent –
Teen Trail Training of Trainers last October 23-27,
2017 at Hotel H2O, Luneta, Metro Manila with 23
participants.
IO III Moises Villacorta attended the Workshop on
Project Concepts Development for the Integration of the PPMP 2017-2022 strategies in Sectoral Pro-
grams last November 22-23, 2017 at Linden Suites
Ortigas Center, Pasig City with 30 participants.
PO IV Ma. Linadores Delicana and PO II Honey Grace
Aguba attended the Local Migration Information Cen-
ter last November 23-25, 2017 at Linden Suite, Orti-
gas, Manila.
IO III Moises Villacorta attended the Writeshop to
Enhance KATROPA Module and Development of the
Special Population Group (SPG) Toolkit last Novem-
ber 27-19, 2017 at BSA Twin Towers, Ortigas Center,
Pasig City with 20 participants.
PO I Rolando Borja presented his poster entitled
“Mainstreaming Men’s Involvement in Gender and
Adolescent Development” in the 9th Asia Pacific Con-
ference on Reproductive, Sexual Health and Rights
(APCRSHR) in QuangNinh Exhibition of Planning and
Expo Center, Ha Long, QuanhNinh, Vietnam last No-
vember 27-30 ,2017. The conference highlights were
the unification of efforts in addressing and advocat-
ing gender, sexual, and reproductive health and
rights in the region. Gender discrimination especially
among LGBTI was given enough space in the satellite
sessions to heightened awareness of the struggle of
the LGBTI community.
