ABSTRACT

This 73-page paper is a research-based that documents the two years (January 2013 -

December, 2014) detailed scholarly involvements and contributions conducted with support

from MAAP and external agencies for the accomplishment of MDGs towards ASEAN 2015

integration. All these have been accomplished in Year 2013-2014 only , in her capacity

being the Maritime Academy of Asia and the Pacific (MAAP) Research and Extension

Services and now as MAAP External Relations Director Official and as the President of the

Philippine Association of Extension Program Implementers, Inc ((PAEPI with SEC-2009-

10059) that supports ASEAN 2015 integration thru MDGs accomplishments particularly

MDG number 8 on global partnerships. The documentary evidences such as communications,

photos and outcomes for each activity recognized by reputable various external institutions

are on file at the External Relations Office (ERO) office and MAAP Human Resource

Division/Administration and may be presented upon request. Guided by vision, mission,

INTRODUCTION

The primary goal and advocacy towards ASEAN 2015 integration is to contribute to realizing

an ASEAN maritime community that is people centered and socially responsible with a view

to building an inclusive and cohesive society where the well-being, livelihood and welfare of

the peoples are enhanced. The MAAP and PAEPI voyage plans envision the following

characteristics: human development, social welfare, protection, and social justice, rights,

ensuring environmental sustainability, building the ASEAN identity and narrowing the

development gap. The MAAP and PAEPI contribution mirrors the ASEAN commitment in

building a caring and sharing community by 2015 thru the accomplishment of the

Millennium Development Goals (MDGs). The MDGs present 8 sets of goals and targets for

improving the well-being and reducing poverty in its broadest sense that are in line with the

purposes of ASEAN. She joins ASEAN by contributing its share in the attainment of the 8

MDGs: MDG 1(poverty); MDG 2 (education); MDG 3 (gender); MDGs 4, 5and 6 (Health);

MDG 7 (environment) and MDG 8 (global partnerships) by focusing on the 5 key factors

namely: Advocacy and linkages, knowledge, resources, expertise and regional cooperation.

These factors are not meant to be specific but rather a foundation or basis upon which one

can refine and transform into actions, to support global partners in accelerating the MDG

attainment. Various work programs or activities and initiatives which may have relevance to

the specific MDGS are presented upon which others can emulate and can plan a way forward

for supporting MDGs and ASEAN 2015.

This paper identifies the progress, common challenges and lessons learned and good practices

in global partnership to alleviate poverty and narrow the development gap thru mutual

assistance and cooperation; promote sustainable development so as to ensure among others,

the high quality of life of its people; to develop human resources through closer cooperation

in education and life-long learning and to enhance the well-being and livelihood of the

peoples of ASEAN by providing them, with equitable opportunities for human development,

social welfare and justice.

Maritime is a global profession. MAAP prepares its students in a global seafaring profession

in the Asia Pacific region and beyond. MAAP academic partnership in January 2013-

December 2014 includes: 20 Maritime universities representing 11 countries (Korea, Japan,

Myanmar, Taiwan, Malaysia, Singapore, Vietnam, Indonesia, Russia, China, Cambodia

and Philippines), mostly are co- members of the ASEAN Maritime and Fisheries University

Forum; Australia (Australia–ASIAN Research and Educational Foundation); USA

(American University of Sovereign Nations or AUSN and University of Tennessee thru

Tennessee Renewable Energy and Economic Development Council (TREEDC); Europe

(Southampton University and Gdynia Maritime University thru TRANSNAV) etc. PAEPI on

the other hand, is composed of various educational institutions, not only maritime and also

partners with global entities that shares similar thrusts and concerns

This paper presents MAAP (Vadm Euardo M R. Santos , AFP Ret) and PAEPI ( Dr Angelica

Baylon) various actions in supporting development agenda of ASEAN with findings based

on existing MOAs signed separately by MAAP and PAEPI with external global and local

institutions for the past two years 2013-2014. The PAEPI accomplishments on international

linkages, were all realized because of MAAP support

ABOUT MAAP AND PAEPI

MAAP ably led by its pioneer President VAdm Eduardo Ma R Santos, AFP (Ret) envisions

itself as a leading institution of excellence in the maritime education and training in the Asia-

Pacific region and beyond. Its mission is to provide quality education and training to

midshipmen/trainees for the development of competent seafarers who shall possess the

character, knowledge, and skills necessary for the successful pursuit of a maritime career.

MAAP commits to manage a maritime education and training environment that satisfies its

clientele’s requirements and achieves greater efficiency by continual system improvement.

The Academy as an institution of higher learning has an outcomes-based objectives as

follows: provide excellent maritime education and training; provide and develop competent

manpower and enhance their welfare; provide, maintain and enhance the best facilities and

equipment; develop and enhance academic and training programs/services; strengthen its

community relations through extension services; conduct innovative research and

development programs; maximize sponsorship/placement/employment of students/graduates;

and strengthen national and international linkages and partnership.

The MAAP Quality Policy Manual, involves efficient and effective documentation and

implementation of policies, processes, and programs relevant to maritime education and

training services that meet customer, statutory, and regulatory requirements as influenced by

the business environment including changes or risk associated and international standards

of STCW ’78 as amended in 1995, 1997, and 2010, PNS ISO 9001:2008 Quality

Management Systems, PSB 100:2002 Standards for Quality Maritime Education and

Training; CHED Rules for a Quality Standards System (QSS) in Maritime Academies,

MARINA standards, PNS ISO 9004:2009 Managing for the Sustained Success of an

Organization– A Quality Management Approach, Offshore Petroleum Industry Training

Organization (OPITO) Standards, ISO 2000:2005 Food Safety Management System, other

IMO and DNV requirements.

On the other hand, PAEPI with SEC – CN 2009-10059 led by its President Dr Angelica M

Baylon who is also MAAP ERO, is a private, non-stock, non-profit organization dedicated to

the promotion and enhancement of the role of extension program implementers in managing

a research-based extension programs and productivity in research. Its vision, mission and

goals (VMGOs) is to be a leading professional association on research-based extension

programs in the Philippines and in the ASIA PACIFIC Region and beyond. PAEPI advances

and advocates professionalization of Extension Program Implementers as a career and as

service provider in the following 4 development areas: Socio- Welfare; Socio- economic,

environmental and infrastructure / technology and renewable energy for innovation,

productivity and sustainability. To date, the Association is composed of members from

various government agencies (DOE, DOST, CHED , NRCP and attached agencies), Local

Government Units, Higher Education Institutions, private agencies, non-government

organizations and soon international institutions from Asia Pacific region and Beyond .

The 1st PAEPI Biennial Convention and General Assembly was conducted in December

2008 hosted by Capitol University with Dr Angelica Baylon as elected President. As PAEPI

President, PAEPI was officially registered at SEC in 2009 and provided SEC registration

number 10059.

The 2nd PAEPI Biennial Convention and General Assembly was conducted in December

2010 with theme "Implementation of Research-Based Extension Program for MDGs

Accomplishment cum Advocacy on Magna Carta for Extension Service Workers" with Dr

Roberto Padua and Congressman Amang Rodriguez as GOH and Speakers hosted by

Aklan State University (ASU). Dr Baylon did not run for officership and officiat

theme" Enhancing Research and Extension Services through GIS" with DOST Regional Dr

Victor Mariano as GOH and Speaker hosted by MAAP and BPSU.

The 4th

PAEPI Biennial and General Assembly and 1st PAEPI International Conference

was successfully accomplished on December 1-3, 2014, hosted by Pamantasan ng Lungsod

ng Pasig ( University of Pasig) with theme “Implementation of Research-Based Extension

Program Towards Attainment of ASEAN 2015 Integration cum Sharing of PAEPI Best

practices on 4 Development areas and General Assembly and Election of Officers“. The 5

plenary distinguished foreign speakers were: Director Warren Nevad , TREEDC , MTAS

University of Tennessee USA , Dr. Peter John Wanner, Associate Professor, Graduate

School of Intercultural Studies, Tohoku University, Sendai City, Japan , Dr Steven Ray

Gershon, Associate Professor, Faculty of Arts and Sciences, Oberlin University, Tokyo,

Japan and Prof Rajesh Arora , PhD President/CEO TQMS Global, Mumbai India. The

other plenary local speakers were: Technological University of the Philippine (TUP)

President Dr Adora Capili and PAEPI President/MAAP ERO Dr Angelica Baylon with

keynote Speaker ABS CBN Foundation President Ms Gina Lopez.

PAEPI as a professional association has an outcomes-based objectives as follows: provide

excellent education and training for extensionists ; provide and develop competent

professional extensionists and enhance their welfare; provide; develop and enhance

academic and training programs/services; strengthen its community relations through

extension services; conduct innovative research and development programs; provide

professional opportunities to its memberships ; and strengthen national and international

linkages and partnership.

Both MAAP and PAEPI various recognitions are reflected in a number of commendations,

invitations for scholarly activities and agreements for academic and professional

endeavors/contributions both local and international. All these are documented

chronologically and presented in this paper with photo proofs and respective web links for

more details to serve as basis or reference for the International of Global Achievers Award

for Excellence in Education

This paper focuses on the chronological activities and initiatives that Dr Angelica Baylon

had in one way or the other contributed as MAAP ERO and as PAEPI President. These

were all accomplished directly or indirectly thru various international and local agreements

that she had initiated and accomplished for World Peace thru MDGS accomplishment

towards ASEAN 2015 Integration.

METHODOLOGY

This research (formal and informal) is based on direct access to facts, information from data

bank classified as archival consist of primary and secondary documents .This is a qualitative

study that relies on 3 basic data gathering techniques: observation, interviews and social

artifact (usually documents) content analysis . Each of these techniques represents a

continuum of from less to more structured. Systematic research methodology was used

wherein the collection of facts and potential useful data are achieved through direct

observation or through gathering from records chronologically from January 2013 to

December 2014. These are all recorded thoroughly, accurately and systematically using field

notes, video and audiotapes, photographs and other suitable means. Observation is the

process by which facts become data. Conclusions are drawn based upon hard evidences

gathered from information collected from real life experiences or observations (Empirical)

by the researcher herself.

DISCUSSION/FINDINGS

On January 4, 2013 (still vacation and no classes at MAAP) was the

visit of the Incheon National Maritime High School (INM) Officials

(Vice –Principal of INM and Ms. Song) to discuss MOA for a

maritime senior high school (SHS) scholarships (basic maritime

education grade 11 and 12 in South Korea for MAAP qualified and

interested scholars) for possible signing in March 2013. It must be

noted that INM had MOA signed with MAAP for sending top INM

Korean graduate as paying student at MAAP since 2009. However, was not successful

because the Korean students gave up after the 2-month Indoctrination Period and decided to

study in Korea instead. Hence, instead of sending Korean students at MAAP, INM officials

opted to sponsor Filipinos to study in Korea, for the MAAP and INM partnerships.

On January 16, 2013 – Welcome Dinner for the arrival of the

Baekryeoang High School (BHS). Korean teachers and students at

Bataan Peninsula State University (BPSU) for their one-month

English Training Program with Dr. Baylon as an invited guest who

delivered message It must be noted that MAAP was responsible in

introducing BHS Korea to BPSU for the English Training Program of

the paying Korean students with MOA signing held at MAAP campus

on August 11, 2012 wherein BPSU, BHS, PAEPI and Bataan Christian High School (BCS)

were all thankful for the opportunity with MAAP as venue and host for the international

cooperation and MOA signing. The photo-documentation report is shown at link

English Training twice a year contributing to the vision of the Province of Bataan as a

Global University Campus.

On January 19-23, 2013, Dr Baylon actively participated in the

open forum as participant of the International Maritime Conference.

She informed the participants that MAAP supports K-to-12

implementation for maritime SHS thru MAAP partnership with INM

Korea as its volunteer international maritime school. .Held at John B

Lacson Maritime University (JBLMFU) Arevalo Campus, Iloilo

City, Dr. Baylon having learned that JBLMFU has a maritime high

school had requested for its curriculum so MAAP may connect

JBLMFU to INM Korea, however, she was not provided the requested curriculum until she

left. Aware of the $50,000 scholarship per student (all free) for the interested Filipinos, Dr

Baylon prepared a 26-page proposal using the MAAP curriculum basic maritime subjects

vis-à-vis the 5 maritime INM subjects which MAAP supported as long as government

agencies would recognize the initiatives and there are interested Filipinos/parents

willing to avail of the good educational grants and cultural opportunities.

Celebration of the AMOSUP

Community and Development Shelter Program with Hon Sec Marianito

D. Roque as GOH and Speaker. Once again, MAAP, being a part of

AMSOUP takes care of the welfare of the welfare of seafarers and

family thru various basic and community development programs to

improve the quality of life. Graduates of MAAP are automatically

members of AMOSUP and avail all the good services and privileges that

AMOSUP provides.

On February 22, 2013, Prof. Angelica M Baylon, PhD, was awarded the Professorial

Chair on Maritime Education (Highest Academic Rank bestowed to an educator) by

the autonomous Lyceum University of the Philippines (LPU President/CEO Peter Laurel)

at the Lyceum International Maritime Academy (LIMA) campus in Cuta Batangas

City. The letter dated February 14, 2013 by LIMA Vice President Dr Dexter Buted to

MAAP President explicitly expressed LPU-LIMA appreciation to MAAP DRES Director

as an asset to MAAP and to all organizations she is connected and reads as follows:

“Prof. Baylon has been very supportive to us at LIMA for review of papers and other

consultancy services. Recognizing her kind generosity, extensive experiences both

past and present, propriety ideas, flexibility, stability, enthusiasm, credibility and

good reputation, LPU-LIMA with autonomous status in the Philippines , is elated to

include Dr Angelica M Baylon in the roster of LPU distinguished professorial chairs.

With the blessings of MAAP President VAdm Santos, who is also a front runner

when it comes to quality maritime education and training for Filipinos, this

Research and Extension services, fully supports the DepEd Order No. 36 Series 2012 Re:

Guidelines on the 2012 Implementation of the Senior High School (SHS) Modeling in

Selected General Secondary Schools under the K to 12 Basic Education Program” thru its

submission of a 26-page detailed project proposal dated December 21, 2012 to DepEd

entitled “Incheon National Maritime High School (INM ), South Korea as International

Volunteer Maritime School for the Senior High School (SHS) Modeling Program (Grade 11

and 12)”, which the DepEd approved as per its official confirmation letter dated January 14,

2013. She takes part with the R and D process by DepEd and CHED on K to 12

implementation program with MOA signing done on March 1, 2013 witnessed by CHED

(Atty. Dr Vitriolo), DepEd and TESDA (Director Jocelyn Castillo), Incheon DEPED

Supervisor (Ms. Song) who individually spoke about the importance of the MAAP-INM

project. MAAP partners with INM Korea and had volunteered INM as the sponsor

international model high school for the 6 Filipino MAAP scholars who graduated grade 10

and are taking the grade 11 and 12 maritime curriculum at Incheon National Maritime (INM)

High School from June 25, 2013 – May 31, 2015. Thru this initiative, MAAP is serving as

a national contributor for the national R and D process to impact curriculum

Since May 5, 1995, she is recognized commissioned officer with

a rank of Lieutenant Commander (LCDR), Philippine Navy

(PN) in the Reserve Force of the Armed Forces of the

Philippines (AFP) (Ref: Authority: Letter from the Office of the

President of the Republic of the Philippines. She is regularly

invited speaker in various gatherings and activities nationwide.

Director for External and Community Affairs and Human Resources. Prof Manaouis, one of the members

of the PACUCOA Accreditation Team visited MAAP for

the first time on March 14-15, 2013, and tasked to

evaluate two Areas at MAAP: Area 7 (Student Personnel

Services) and Area 8 (Social Orientation and Community Involvement). MAAP QAD

had documented the proceedings of the entire PACUCOA Preliminary visit copy

furnished all departments concerned. It is interesting to note the remarks of Prof

Manaois on Strengths of Area 8 (being chaired by Dr. Baylon) which is hereto copied in

“MAAP is blessed. The institution is fortunate because the Director for DRES (referring to

Dr. Angelica Baylon) is currently or previously the President of the Philippine Association

of Extension Program Implementers, Inc (PAEPI) that made the institution (MAAP)

Policy Implementation. MAAP was able to have the Junior PAEPI (referring to one of

On April 6, 2013, SPCF upon accomplishing the PAEPI institutional application form

becomes an institutional member of PAEPI with members from the SPCF, an indicator of

confidence and trust in PAEPI, being led and supported by MAAP in partnership with other

HEIS who shares the same advocacies for the betterment of Extensionists in the country.

Certainly, MAAP under the admirable leadership of Its President VAdm Santos

thru its DRES Director (now ERO) Prof Angelica Baylon continuous to lead the way

She served as one of the moderators (in the morning) and

Caceres Hotel, Naga City, Camarines Sur. She also presented an 8-minute

video about MAAP for dissemination of 4-year scholarships that MAAP

offers which she does in all official business trips. She also toured Naga

(CBSUA, Missibis, churches etc courtesy of CBSUA friends).

On May 21, 2013, Dr. Baylon and MAAP Registrar Dr. Flor Abesamis, were sent to

various agencies to gather data for MAAP needed for decision making based on

objective research. They visited DOST (Regional Director Dr Vic Mariano), CHED (Director

Dr.Virginia Akiate), Civil Service Commission (CSC Director Atty. Myrna Macatangay)

SPCF (Director Dr. Chris Manaois), and AUF (Director Dr. Robert Pagulayan), after joining

the Regional CHED celebration in Pampanga, Philippines. The objective research result was

submitted in June 2013 with recommendations for ACAT and all concerned program heads

appropriate actions.

On June 19-21, 2013, TRANSNAV in Gydynia Maritime University in Poland

Dr. Baylon participated in the 10th

Jubilee Anniversary of 2013 TRANSNAV in POLAND.

The Conference was jointly organized by the Faculty of Navigation (chaired by its Dean

Prof. Capt. Dr. Adam Weintrit) of the Gdynia Maritime University (Rector Dr. Piotr

Jedrrzejowicz) and by the Nautical Institute (NI) President Capt. S Krishnamurthi, FNI

and Chief Executive Philip Wake Msc RD FNI). The Conference, conducted every two years,

It is from this conference that Dr Baylon was approached by the NI President Capt Krish,

FNI if MAAP could assist in the membership expansion of the Nautical Institute in the

Philippines, She responded positively because MAAP is led by its pioneer president VAdm

Santos who is also the Exec VP of AMOSUP composed of more than 80,000 seafarers. The

same has been reported to MAAP President upon return and as expected VAdm Santos

approved the NI request. Dr Baylon facilitated the needed requirements based on the request

of external institution based in London (NI). This is a positive indicator that MAAP is well-

recognized globally as an institution that can be relied on for international linkage and

cooperation. Both VAdm Santos and Dr Baylon are Associate Fellows of Nautical Institute in

London, with Dr Baylon as the only lady and not a master mariner nor an Admiral

/Vadm to be recognized as an Assoc Fellow on the first instance.

On June 24-28, 2013 in Berlin Germany-

It must be noted that Dr. Baylon expertise is on Chemistry with the late Dr. Clara Y Lim

Sylianco as her mentor, however, position opportunities had made her go to maritime.

Nevertheless, the values and skills learned from Dr. Sylianco have been nurtured. As A

DOST, NRCP and PCASTRD scholar made possible thru her recommendations being a

National Emeritus Scientist and UP Diliman Academician, her

goodness, kindness had certainly contributed in Dr. Baylon’s struggle

to live up to the belief and expectation of the great kind Dr Sylianco.

Dr Baylon was grateful to be informed and invited by Dr. Amelia

Guevarra (one of the respected USEC of DOST, and distinguished

chemist/ educator/scientist/researcher at all times) for Dr. Sylianco’s honor rites.

On July 27, 2014, Dr. Baylon attended the Honor Rites for Dr. Clara Y Lim-Sylianco–

Outstanding Filipino Biochemist and National Scientist at t h e National Academy of

Science and Technology (NAST) for the honor program before bringing Maam Sylianco to

the Libingan ng mga Bayani at Fort Bonifacio in Makati.

Whoever and Whatever is Dr Baylon now, she owe it to

goodness and generosity of Dr. Sylianco who was her

mentor/adviser in Chemistry, who trusted her,

recommended her scholarships (MS and PhD) at DOST,

NRCP and PCASTRD and allowed her to work in her

laboratory in UP Diliman for her MS Chemistry . She

also had taught Chemistry in UP Manila for 3 years (1993-1996) in the College of Arts and

Sciences.

On August 23, 2013- Dr. Baylon presented the 6-month (March–Sept

2012) NRCP research project entitled “Challenges, Problems, Issues and

Priorities In Philippine MET from the Maritime Schools and training

The study presented is the very first research funded by

NRCP on maritime with Maritime Academy of Asia and the

Pacific (led by VAdm Eduardo Ma R. Santos, AFP (Ret) as

President) as the first maritime school with its Research

and Extension Services Director Dr Angelica M Baylon, as a

regular member of the NRCP Division 1 (Government,

Educational and International Policy division) as the

proponent of the said study. After the successful activities hosted by MAAP (NRCP

monitoring and evaluation of the funded research project cum presentation of the studies to

MAAP community and PAEPI activity with DOST Regional Director as GOH and

speaker), in 2013, Dr Baylon received commendations in a form of a poems from reputable

personalities in the scientific community. One from the NRCP and the other from the DOST.

Asia and the Pacific. I had been fortunate to have met Dr Angelica M Baylon. My brief stay

in your campus was made possible through her intercession. I must admit though that you

are more fortunate for having someone like her to be working with. I was indeed amazed by

your superb handling of Annual National PAEPI General Assembly and Election of Officers.

I am indeed in deep quandary to pick up the appropriate words to describe her prowess. As

On July 30, 2013- MAAP President forwarded to DRES, his approval to the request and

invitation letter dated July 26, 2013 by the visionary President of WIMAPHIL (Women in

Maritime Philippines http://www.wimaphil.org/aboutus.asp) Carla S. Limcaoco for Dr.

Baylon to sit as one of the members of Board of Trustees of WIMAPHIL . It is an

organization created to empower women and strengthen their involvement in various

merging of the 6 INM Filipino scholars with the 12BHS Korean Students with

Principal Hyeon Sang Yoon and 3 English Teachers during their educational tour in Seoul

Korea ( Sept 7, 2013). Dr . Baylon had luncheon meet ing wi th Principal of

Baekryeong Middle School (Dr Hyeon Sang Yun) to discuss educational projects of his

students in the Philippines held at Harbor Park Hotel, Incheon Korea( Sept 9 2013) . She

also met with INM Principal (Dr Myeong Sik Kim) along with MAAP DMA Director for the

45 day program of INM Filipino scholars at MAAP Philippines held at Incheon National

Maritime High School Incheon Korea (Sept 10,2013).

On September 15-28, 2013 was the

International Maritime English Training

Conference facilitated by MAAP at its

campus and one of the participants Mr.

Phung Trong Hieu, Director for

International Cooperation Department of Hochinminh City Maritime Vocational

College of Vietnam congratulated and thanked MAAP President Vadm Santos of his good

impression about MAAP . In his letter dated Oct 1, 2013, which was forwarded by

MAAP President to Dr Baylon, the letter says to wit: “It is my first time to have met Prof

Baylon and I can say that she is an A-rate and truly an asset of your Academy and to

anyone she is associated with. It is for that reason, the more, I and my institution are

happy to partner with MAAP because of the kind and quality of manpower that MAAP has

in the person of Prof Angelica Baylon, PhD and Ms Jane Magallon under your impressive

leadership!

On Sept 28, 2013, 4 out of 8 MAAP nominees

made it to the National Ten Outstanding

Maritime Students (TOMS) of the Philippines.

Dr Baylon served as guardian and MAAP

representative during the Awarding of the top 4 MAAP Students as National Ten

Outstanding Maritime Students of the Philippines at the Ninoy Aquino Stadium

with more than 60,000 students in attendance representing 95-CHED accredited

maritime Schools in the Country. The MAAP top students namely 1/Cl Jo Marie

Hieras, 1/Cl Ho,/ ICl Vea and 1/Cl Norico received their respective plaque

and cash with VP Jojomar Binay as GOH and Speaker . Also 1/cl Caringal won in

the photo contest for the most liked photo on face book.

On October 3-4, 2013 at Manila Hotel for the International Research Conference on

Higher Education with theme “ Responding to the Challenges for Global Excellence

Through Multi- Disciplinary Research” at the grand ballroom Manila Hotel , Philippines

hosted by PUP in collaboration with NRCP, DOST and CHED , Dr Baylon served as

oral presenter for the 10-page paper entitled “MAAP- INM

International Partnerships : Its Relevance in Philippine MET “.

This is a positive indicator that MAAP best practices are

documented and shared for other HEIs to know and emulate as

MAAP contributes its share for the enhancement of Maritime

curriculum in the country with the Filipino MAAP scholars serving

as INM pilot students for the 2-year K-12 project in INM Korea. It

is interesting to note that one of the foreign participants congratulated her and disclosed that

her presentation is one of the best that retained in his mind (Demeke Gebresenbet

Bayyou an IT Educator(Assistant Professor-I) B.Tech., M.Tech., member IEEE emailed

Dr Baylon to wit

On the second day, Dr Baylon visited the booths for the various research

poster exhibits with two MAAP Faculty members (Ms. Cathy Dimog,

Ms Orbe and Dr Jun Barlis) with respective research posters as shown on

photo with list of more than 200 participating institutions both local and

international.

On October 29-30, 2013, Dr. Baylon participated in the 14th

Asia Pacific Manning and

Training Conference with theme “Equipping the maritime industry with the latest seafarer

recruitment, retention and training strategies “held at Sofitel Hotel Philippines. During the

said conference, MAAP President/ AMOSUP Exec VP VAdm. Santos was as one of the

distinguished discussants (at the center with MARINA

administrator Dr. Maximo Q. Mejia and Magsaysay Maritime

Corporation President Marlon Rono facilitated by FNI George

Hoyt). MAAP have been requested by the International Nautical

Institute (NI) based in London to serve as the branch contact lead

agency to manage the NI in the Philippines for membership

expansion. (Ref: email request letter dated Sept 18, 2013 and

reported to MAAP President and approved on Sept 28, 2013 Ref

DRES-MR-2013-128 with action plans). The meeting with NI

Director on Special Projects FNI David Patraiko for the

On November 6-7, 2013, the MAAP External Affairs (DRES) Director Dr. Baylon who is

also incumbent President of the Philippine Association of Extension Program implementers

(PAEPI) upon invitation by the Association of Local Colleges and Universities –

Commission on Accreditation (ALCUCOA) during the 6th

ALCUCOA Conference at the

mini-theater of the University of Makati, served as the resource person on the “How tos” on

extension services program planning, development, monitoring and evaluation. (Ref Letter

presidents and administrators of local colleges and

universities, their deans, program chairpersons and

members of accreditation teams in connection with

to capture the essence of extension and how to measure its impact on the recipients.

As part of MAAP extension services, she also presented an 8-minute video presentation

about MAAP, informing the participants that MAAP offers scholarship to deserving Filipino

students who wish to avail a rewarding career in the seafaring profession. After having

trained and conducted actual accreditation procedures she has been granted ALCUCOA

external senior accreditor on 10 areas particularly: Extension, Research and

Administration for local colleges and universities. Her first accreditation study and visit was

on November 7, 2013 at the University of Pasig (Pamantasan ng Lungsod ng Pasig) with

certification issued by its University President II President Atty. Alcazar.

On Nov 22, 2013, Dr Baylon on behalf of MAAP President served as

guest speaker during the graduation of the 70th

PAMTCI- IMO.3.12

Batch 2013, held at MAAP Campus in Mariveles Bataan. The 2

weeks training was competently facilitated by C/E Christopher

Maambong, PhD, President of Brilliant Shipping, organized by the

Philippine Association of Maritime Training Center (PAMTCI) led

General Assembly with theme “Cross Border

Education and the ASEAN Landscape” held at

Century Park Hotel in Manila. She submitted the

MAAP 24-page case study entry for the PACUCOA

contest entitled “MAAP

PACUCOA Accreditation

Journey In Preparation for ASEAN 2015: a case

study for internationalization” and the 4 posters

prepared by MIC for Crafts and Arts Club 1/Cl

Nathaniel De Jarol.

On December 12, 2013 was arranged and well-

coordinated by MAAP pioneer Research and Extension

Services Director Dr. Angelica M Baylon as regards

the request letters by two institutions (BCS and PLP) to

partner with MAAP which she both signed as witness

being MAAP ERO and PAEPI President. Both PLP and

BSC are members and partners of PAEPI. MAAP President VAdm Santos signed MOU

with the Bataan Christian School (a private top high school) represented by its BOD

Chairman Atty Renato C. Bagay for their offering of a Senior Maritime High School in the

Province of Bataan, using the curriculum of the Incheon National Maritime (INM) High

School , South Korea. It must be noted that MAAP has MOA with INM Korea represented

by its Principal Mr. Kim (former Hanjin CEO) for its sponsorship of six (6) MAAP

Filipino scholars as pilot test students for the two–year studies in Korea for grade 11 and 12

on March 1, 2013 witnessed by CHED (Executive Director Atty Julito Vitriolo), DepEd

(Dr Valle), TESDA (Dr. Grace Corazon Castillo), Korea DEPED Supervisor Ms Yunsok

Song. The six (6) Filipino (MAAP-INM students arrived on Dec 31 2013 for a 3 week

studies at MAAP( Basic Safety Course etc) to get Philippine Seaman’s Book so when they

get back again to Korea on February 5, 2014, they may go on shipboard training aboard

Hanjin Vessel bound to China or Japan. The MOU signing between MAAP and Bataan

Christian High School were witnessed by the provincial DEPED and provincial TESDA

Directors. The 18-page proposal prepared by Dr Baylon had used the Korea’s INM

Curriculum as a pilot curriculum being the volunteer and sponsor international school for the

6 MAAP Filipino scholars who completed grade 10 in 2013 for the grades 11 and 12 in

Korea. The proposal consist of the criteria for the BCS

selection and recruitment; significance and justification

of the proposal; proponents; background and rationale;

Implementation scheme; Activities and Strategies to be

year’s celebration. This was after 6 months when they left for Korea on June 25 2013.

The Maritime industry continues to play a vital role in the

country’s economic development. But while the seafarers

are out in the sea for many months, who takes care of their

families? Is the topic ‘family’ integrated in the curriculum

of Maritime HEIs and Training? What are the activities of

private shipping industries (local and international) that

promote the welfare of the family? What are the

implications of these initiatives to the maritime industry, nation building and integral human

development? These are the basic questions that CRC addressed by bringing together the key

stake holders in the global maritime and shipping industry, education and training. Dr.

Bernardo Villegas welcomed the guests to UA&P, after which, the speakers, who were not

only brilliant minds, but people who have spent significant years in the maritime industry,

presented on various topics. Mr. Gerardo A. Borromeo, CEO of Philippine Transmarine

Carriers (PTC) spoke about “Reintegration of the seafarers as a strategy for nation building.”

Ms. Ma. Socorro Oca, publisher of SeafarerAsia, tackled “Care for the family of seafarers:

implications to the maritime industry.” Ms. Doris Magsaysay Ho talked about “Maritime

Associations: their role in strengthening the Filipino family.” Ret. Vice Admiral Eduardo

Ma. R. Santos, President of the Maritime Academy of Asia and the Pacific (MAAP) , and

the Exec. Vice President of the Associated Marine Officers’ and Seamen’s Union of the

Philippines (AMOSUP) gave his reaction to the presentations. Dep. Exec. Dir. of STCW

Office, Atty. Jabeth Dacanay, presented on “Maritime Administrations’ role in

strengthening the Filipino family.” Finally, Ms. Josephine Francisco, Group Chief Quality

Officer (CQO) and President of the Ship Management Division of TDG companies, talked

about “The integration of human development in the maritime education and training

curricula.” Capt. Emmanuel Regio, current President of the Filipino Association of

Mariners’ Employment (FAME) gave the Closing Remarks.

An open forum followed the presentations, in which guests from different agencies and

On March 26, 2014 –invitation by Capt. Fazlur

Rahman Chowdhury, AFNI (Associate Fellow of the

Nautical Institute), and met at Hotel La Corona Best

Western, wherein a seminar-workshop was being

conducted by him, for MARINA (Maritime Industry

Authority) staff on the interpretation and implementation

of STCW-78 Convention,

as amended. Some

representatives of other government agencies like DOH, CHED,

MTC, and NTC also participated in the 2-week event. Capt. FR

Chowdhury introduced Dr. Baylon to the participants. It was

be noted that Dr Baylon serves as the development contact

person of NI in the Philippines as MAAP (VAdm. Eduardo Ma

R Santos has been requested by NI to assist

in NI membership expansion in the

Philippines. He also spoke highly about Nautical Institute (NI) and

IMarEST (Institute of Marine Engineering, Science and Technology)

and the respective roles of these organizations in the betterment of

professional skills, knowledge and cooperation. He encouraged everyone

to check the websites and to join these good international

organizations.It must be noted that the EMSA (European Maritime

Safety Agency) made a number of visits to assess the training and certification standards in

Philippines for the purpose of continued recognition of Filipino certificates for employment

on EU flagged ships and had provided some recommendations. The Philippine government

took the matter seriously and is taking a number of steps to improve things. Dr. Maximo

Mejia Jr., a professor of the World Maritime University has been appointed as the new

MARINA Administrator. His Excellency President Benigno C. Aquino Jr. has already

signed a bill into law that brings all matters relating to seafarers' training and certification

under MARINA as a single administration. The third step in this

direction is the seminar for common understanding of the Convention

so that all concerned can work together for the common cause. Dr.

Mejia invited Capt. FR Chowdhury, a Visiting Professor of the

WMU who was formerly Deputy Chief Examiner of the UK-MCA

when 1995 version of STCW was implemented in the UK.. Capt. FR

Chowdhury expressed his general satisfaction of the system and

process in the Philippines. He believes that the new measures will further improve the

standards. Indeed, it was a great honour and pleasure to have met and talked to Capt. FR

Chowdhury, a co- AFNI in this global maritime world!

MAAP President VAdm Santos,, GlobalMET Vice-chairman hosted the initial learning event

facilitated by two GlobalMET experts Capt Richard Teo, FNI and Dr. Christopher John

Haughton, FNI with their designated TKF project administrator for MAAP Dr Angelica M

Baylon, AFNI, at its campus in the Center for Advanced Maritime Studies of MAAP,

Mariveles Bataan, Philippines from 28 April to 2 May. Dr. Capt. Prof. Atty. Alvin

Tormon, the recently appointed Executive Director of MARINA – STCW Office, graced the

occasion and provided the participants inspiration and updates on MET developments as far

as STCW implementations are concerned. The 16 participants representing MAAP,

MARINA, PhilCAMSAT, NMP, NTC, Mariners, IDESS, NYK Traing Centre, NYK

Academy and AJCE (Aboitiz) compared current MET delivery with STCW benchmarks and

industry needs and built awareness of the CBETA needed to address the gaps. The

experiential learning emphasized adult learning (andragogy) and outcome achievement rather

than pedagogy theory. All these activities are in one way or the other are very much related to

specific, essential aspects of the teaching/learning process. The TKF 2nd

phase is scheduled on

October 6-7, 2014 and final phase on November 25, 2014 at the Manila Yacht Club.

been submitted to NRCP as part of the 1st Quarter Progress research report on July 20,2014.

The 16 participants representing MAAP, MARINA, PhilCAMSAT, NMP, NTC, Mariners,

IDESS, NYK Traing Centre , NYK Academy and AJCE (Aboitiz) ) compared current MET

delivery with STCW benchmarks and industry needs and built awareness of the CBETA

needed to address the gaps. The experiential learning emphasized adult learning (andragogy)

and outcome achievement rather than pedagogy theory. All these activities are in one way or

the other are very much related to specific, essential aspects of the teaching/learning process.

Participants are encouraged to l use the knowledge gained during the initial learning event.

They are to review their teaching, learning and assessment and prepare for the second

learning event in the program to be held in late November. This will be three days of

experiential learning devoted to Applying Corrected Benchmarks/Competences to the

Relevant Programs/Courses.Active participation throughout the five days augers well for the

future of MET in the Philippines. The TKF 2nd

On June 19-20, 2014 – as organizer for the visit of the NRCP Monitoring and Evaluation

team (from main office and NRCP Div1 represented) at MPH MAAP campus in Mariveles

Hennkens and Joel L Cuello) during the YPA9 Conference, Arizona USA. We had discussed

about the project “New Technologies and distributed infrastructure for socially noble,

genetically modified low water non-food pure oil, seed crops, and perpetually sustainable,

readily available and environmentally sensitive organic waste feedstock to produce high

value drop-in transportation and work-related green kerosene, green diesel, green gasoline

and high value motor and engine lubricants“. With permission from YPA9 conference chair

Dr Darryl Macer, they were able to listen to MAAP video presentation and action plans

presented by Dr Baylon. Aside from meeting kind Filipino communities (led by Mr Virgilio

and Mrs Betty Guevara in Arizona), she was also glad to meet her good friend Enrg Andrew

Gizara , owner and CEO of Integrated Power Technology Corporation (“IPTC”) from

California USA. Again cheers to him for goodwill and friendship! They

After this USA academic linkage and networks: with approval from MAAP President, it is

proposed that MAAP to host the International Youth Peace Ambassador Training Workshop

in 2016. Preparation shall form part of MAAP-ERO action plan in partnership with various

youth organizations in the country, the UNESCO and hopefully NRCP. As member of

NRCP, a proposal shall be submitted for the NRCP Division1community outreach activity in

providing research-based proposal writing for international youth to be trained. Further,

having utilized the vast library resources in the US (Arizona, Los Angeles and Nevada), an

NRCP funded research project shall be proposed on Maritime Public Health Maritime

Bioethics and Maritime Cultural and Human Security Issues. AUSN (courtesy of Public

Health Expert AUSN President Dr. Atty Thomas Gionis and Bioethics Expert Provost Dr

Prof Darry Macer) in cooperation with Fulbright Academy of Law, Peace and Public Health.

A 15,000 US dollars educational scholarship for post graduate degree on Bioethics and

Public Health can be availed by interested Filipinos. One of the studies that have been

proposed for the degree is a comparative study of ASEAN (Philippine and Thailand with Ms.

Ananya, General Manager of Eubios Ethics Institute) Public Health/ Bioethics Issues vis –a-

vis USA. Having learned, listened and participated in the classroom discussion some

thoughts and ideas emanated. The complete data from the USA on public health provided by

Dr. Gionis provided much updated insights which are useful especially that MAAP has

AMOSUP hospitals for the medical welfare of the member seafarers as a rich source of data

and information, none would have thought of if not provided the opportunity to join the

classes and listen to the discussions for free in the USA. All these shall be accomplished in

due time with no difficulty because of the data and contacts that have made known because

of the chance to have met people from the USA and Thailand who had promised to support

any MAAP projects on public health and bioethics which is something new as it will be on

global maritime issues. Moreover, to introduce the new found investors from USA about low

cost kerosene, diesel, gasoline and high value motor and engine lubricants production in the

Philippines which are also applicable for use in the vessels. They have forwarded proposal

which is to be studied and coordinated with other agencies/ Bataan as to its applicability and

feasibility to be reported to MAAP President for his directives as part of MAAP external

relations and linkages.

the SG Headquarters, Tokyo Skytree and Hakone Ropeway and Mt Fuji prior to her lecture

to Nippon Care fit Education Institute on Sept 4, 2014. She learned Prof Ikeda’s philosophy

on culture and peace and the 192 countries he visited in the promotion of peace and culture.

In 2015, approved by MAAP President, she will connect Hato Kai photo exhibit, similar to

what they have been doing in PMMA, and Capitol University in the Philippines and in the

other 192 countries around the world to encourage students to go in the seafaring world thru

photos for MAAP students’ participation as well with lectures from Capt Sekiya and team.

collaboration with the Provincial Disaster Management Office shall be done for a customized

participants, except the staff. Within those there were 24 non-member participants, giving

future expectations for the growth of JAHSS. The mayors’ speeches (Namie Mayor Tamotsu

Baba and Minaminsanriku Mayor Jin Sato) were impressive when they explained their

On September 7, 2014, chaired a session on Case Studies of

Vulnerable Societies with Commentator from Tokyo

University Prof Mitsugi Endo

After networking with BOLT and Tohoku University, the

following is the action plan for MAAP. As language education

issues for graduate students and undergraduate students who

travel overseas is also very important and was one of the

important areas that Tokai University addressed sending

Language Professors aboard ships to teach the personal English

while touring and doing their active work while traveling the

Ocean, a requirement for their graduation, as well. If MAAP

students /personnel on the ship for a whole year traveling, maybe

BOLT can talk about some ways for improving English Language

Learning of MAAP students with some type of seminars at MAAP

for staff. BOLT Volunteer professors can come to MAAP and

assist in giving free seminars in February or March of Every year

as part of the faculty development programs which Pamantasan ng

Lungsod ng Pasig (PLP) led by Dr April Alcazar is availing for

free from the foreign experts. This was reported to MAAP and its

partners (NRCP, PAEPI etc) who share similar interest to avail free trainings by foreign

experts.As a grateful recipient of the NRCP research grant for the project A-102 entitled:

Manning Productivity gain Cycle and Emergent Industries, whose request letter dated June

25, 2014 for clearance was approved by NRCP ( Reference: NRCP/RDMD-REMS/1-

2014/JMR-171-4022) for the official travel from August 4-Sept 9, 2014 in reference to

external invitation requests for various academic activities in the USA( August 4- 31) and

Japan (September 1-9, 2014).

On September 13, 2014, received a good news via email from Project Leader Prof Dr.

Capt Jinsoo PARK ([email protected]) as regards a Research contract with Korea

International Cooperation Agency (KOICA) awarded to Korea Maritime University (now

named as Korea Maritime Ocean University (KMOU) for the project entitled “Development

of Long-Term Master Plan for Philippine Aids to Navigation". This was the initially

coordination of MAAP and KMOU since the 2013 AMFUF meeting held in Vladivostok

Russia. MAAP already had issued in November 2013, the cal for participants. MAAP would

be provided a slot for a research assistant (RA) for

two years who will also study full time as student of KMOU graduate school (either for MS

or PhD Course for Nautical Science). Applicants must be with STCW COC or as deck

officer. Successful MAAP applicant will be fully supported with Full scholarship (tuition

fees) for his MSc or PhD Course + Living cost (Foods/Accommodations) to start in January

2015. If everything goes well, there will be MOA signing between MAAP and KMOU for

the project this 2015, thus would enhance maritime faculty at MAAP.

On September 10, 2014, upon arrival, a post activity

accomplishment report dated Sept 17, 2014 to NRCP that

have been supported by MAAP and partner academic and

scholar institutions for a strong

external linkage and relations

was prepared duly noted by

MAAP President. The same have been reported on September

17, 2014 to the NRCP Division 1 meeting held at the

Philippine Normal University, Manila.

On September 18, 2014, Dr Baylon was an invited participant

in the maritime forum held in Aloha Hotel presided by STJ Leo

Santiago and Capt. Adonis Donato with MARINA Admin

Mejia as GOH and had noted a

number of issues particularly on

MLC. She also met PLP

Biennial Convention preparation to be hosted by PLP, which

they requested endorsement from NRCP, CHED, PACUCOA,

ALCUCOA etc.

on MET in a Global context (Australia, Indonesia, India, USA and Malaysia). The activity

started with Invocation led by Workshop administrator, MAAP ERO Dr Angelica M

Baylon, AFNI (seated on the extreme who documented the entire proceedings). The Global

MET Vice- Chair / MAAP President / Project Leader Vadm Eduardo Ma R Santos, AFP

(Ret), AFNI ( seated on the left) acknowledged the presence of everyone , provided a recap

of Phase 1 held at MAAP campus on April 28 to May 2 and provided the rationale of the

TKF project and objectives. There are three teams: Utopian Team is led by PHILCAMSAT

C/E Alfredo Haboc on Training course delivery; The Reformers Team led by MAAP Dean

C/M Renante Garcia on Educational course deliver and The FuntaskTik team led by

MARINA Ms Katrina Gravador for the government side. The teams provided an update on

what each has completed and accomplished so far, action reflection learning attained and

issues and problems encountered. It was a very productive and enjoyable meeting with

VAdm Santos and Capt Teo listening and providing thoughts and guidance! The teams

agreed that the final draft MET intervention strategic report to be handed by each team on

November 7 with final session on November 25 for final collaborative presentation on

November 27, 2014 at the Manning and Training Conference in Sofitel Hotel. Working

On October 7, 2014 – In the evening was the MAAP

sponsored 3rd Nautical Institute Branch meeting, held at

MMAP house with NI Philippine Branch Chair MAAP

President VAdm Santos as the presiding chairman. They

had finalized the programme of activities for the NI

Manila Command Seminar to be hosted in the Philippines for

the first time on November 28, 2014 in Sofitel Hotel. This was in support to the request of the

Main NI Branch led by NI President Capt Robert McCabe, FNI and Capt David Patraiko,

FNI. The other Command Seminar was held in Australia, London and Glasglow. Photo

During the opening ceremonies, the 10 Philippine

Delegates were individually introduced and provided a TREEDC medallion. With 96 Tennessee

mayors and 30 TREEDC member colleges, the Filipino delegates were warmly welcomed and

honored by an applause and standing ovation by the Americans which was very heartwarming

and memorable.

It must be noted that MAAP (VAdm Santos) and PAEPI (Dr. Baylon) have been commended

by TREEDC, whose efforts helped TREEDC grow its International Exchange programme in the

Philippines in the implementation of a successful educational forum on February 27, 2014 at

On October 20, 2014 - On invitation by Incheon National Maritime High School, South

Korea (Ref: Letter dated Sept 23, 2014) had met and discussed the MAAP – INM Project

evaluation of the program from both the Korean and Filipino students perspectives and the

new program design for the 10-month MAAP-INM project for the interested and already

admitted students at MAAP for the 10 month cultural exchange program. She stayed at

Harbor Park Hotel c/o INM.

On October 23-24, 2014, was a meeting with CHED

International Affairs Director Atty Milla and Also Region 4A

Director Dr Virginia Akiate at the Commission on Higher

Education (CHED) with PLP President Dr April Alcazar. They

are both invited to apply as member of RQAT team in Region 4.

In the evening was a meeting with C & E Publications for

Quezon City and also submitted her updated CV and 56-page paper accomplishment report to

the NRCP as one of the nominees for the 2014 NRCP Achievement awardees with 6 Boxes of

documentary proofs in Manila. Likewise as per invitation by CHED region 4, she submitted

her letter of intent to be one of the RQUAT members in Region 4 and made a follow-up on the

CHED endorsement for the Dec 1-3 PAEPI Convention so the same may be emailed to all

concerned PAEPI member HEIS in the country.

On December 5 2014 , Dr Baylon was selected and

nominated by the NRCP Division 1 (Educational,

Governmental and International) for the 2014 Research

Lifetime Achievement Award yet to be confirmed by

the NRCP, Governing Board for the awarding in March

2015 at Manila Hotel .Citation cited by the NRCP

Division 1 to wit : “ in recognition of her invaluable

accomplishments as a distinguished researcher in the

fields of maritime education and training (MET) , research, coastal management, celestial

navigation, among others, benefitting the country’s maritime schools such as the Maritime

Academy of Asia and the Pacific (MAAP) and Lyceum International Maritime Academy

(LIMA), to name a few, having authored and co-authored a number of technical articles on

challenges in Philippine MET published in international journals of ecology and

conservation, innovative and interdisciplinary research, maritime navigation, and sea

transportation for which she is cited in the 2013 “Philippine Men and Women of Science”.

The internationally- and nationally-funded research projects she has conducted resulted to

the development of human resources and curriculum programs in MET for which she

received the Outstanding ASIAN Research Leadership Award in 2011 and the First

International Roberto Padua Research Impact Award in 2009. Her contributions in

research and development in Bataan province effectively addressed information gaps and

uncertainties in relation to policy implementation and management, helped strengthen local

capacities through training and formal/non-formal education, uplifted the fisher folks’

quality of life, and developed environmental education programs focused on maritime

environment. Having served as keynote speaker, guest lecturer, resource person,

dissertation/paper reviewer, professorial chair, facilitator, scientific adviser/consultant,

session chair, organizer, leader and workshop administrator in the realm of global MET, she

is the only lady, not a master mariner, to have been listed 7th

representing the Philippines in

the roster of 100 experts in the field of Maritime Transport and Navigation (TRANSNAV)

from Poland, Europe, and the rest of the world as member and rewriter of the International

TRANSNAV Scientific Programme Committee/Program Council, and who has been

recognized as Associate Fellow of the Nautical Institute in London serving as development

contact person in the Philippines. She also holds the distinction as the only Filipino who is

listed 3rd

in the maritime researchers’ roster as member of the International Editorial Board

of the Australian Multi-Cultural Interaction Institute (AMII), listed 1st among 23 honorary

professors of the Australian-Asian Research Educational Foundation (AAREF), and the only

Filipino as Visiting Professor in Maritime Science and Community Studies at American

University of Sovereign Nations (AUSN), Arizona, USA. She is likewise a recognized and

accredited ASIAN Peer Reviewer with her name and technical papers entered in the Google

Scholar.

On December 18, 2014 received email invitations from local ( Mindanao University of

Science and Technology- formerly Mindanao Polytechnic State Colege , Cagayan de Oro

City ) to serve as one of the external reviewers of dissertation/thesis in their graduate

program and also received from Constanta Maritima Universiti in Romania as one of the

invite Honorary member of the editorial Board of the International Journal of Marine

Technology and Environment and the same have been accepted.

On Dec 18 -19, 2014, Dr Baylon was invited as PACUCOA accreditator

for the PhD Maritime Education program of JBLacson Maritime

University Graduate School , Iloilo City . She was with PACUCOA

Chair Buzar, Dr Gloria Ruzgal and Dr Raoul Capisonda and they stayed

Supported by MAAP on official business, it can be surmised that one of her Best Practices is

on “Strong linkages, timely coordination and preparation and submission of proposals” that

resulted to funded projects led by MAAP thru the DRES now ERO or thru PAEPI, that

benefited people within and outside MAAP for better Education and Training (MET) and the

same have been documented, presented and published for others to emulate and replicate. To

summarize, these are the 2013-2014 major projects with signed Memorandum of Agreements

1. Funded INM Project for the K to 12 project on maritime that benefited 6 MAAP

scholars who graduated grade 10 for the $ 50,000 US dollars scholarship per student.

First time in the history of MET, for Philippine and Korean partnership for K to12 project

that benefitted INM, MAAP, DEPED, CHED, TESDA, 6 Filipinos, Philippines and

Korea in general), with quarterly reporting of MAAP President to various agencies as

regards the status of the INM scholarship program.

PAEPI Biennial Convent on December 1-3, 2014 to be hosted by the University of

Pasig (Pamatasan ng Lungsod ng Pasig), as one of the 4 plenary American speakers

along with Dr Peter Warner (Tohoku University) and Dr Steven Ray Gershon

(Oberlin University). Renewable Energy is one of the PAEPI Extension Services

Program under Environmental/Health Development Area in addition to socio-welfare,

socio-economic and infrastructure /technology development areas. All PAEPI member

institutions shall form part of the Philippine Energy Efficiency Alliance Project (PEAAP)

to be presented by TREEDC Director Warren Nevad and PAEPI President Dr Angelica

M Baylon on Dec 1-3, 2014 PAEPI forum. MAAP President instructed Dr Baylon to

prepare the memo of understanding with NORESCO and Renaissance Renewable Energy

for the possible project at MAAP campus and the same shall form part of MAAP action

plan in 2015. There were three companies who manifested interest to invest in the

Philippines on Renewable energy facilities. NORESCO advised Dr Baylon to think big

for their intended 100-200 Million US dollars investment on Renewable energy project in

the Philippines.

4. Funded NRCP research project .This was the 2nd

project for MAAP. The first 6-month

study project in the amount of Php 250,000 was accomplished already. NRCP research

list of grants and the 2nd research project (April 15, 2014 – April 15, 2015) is on-going.

This will benefit MAAP, maritime industry and other stakeholders because the study is

funded in the amount of Php 500,000 with policy implications on the Manning Industry

Productivity Gain Cycle and Emergent Industry. This promotes MAAP visibility being

included in the roster on NRCP which may also be used in accreditation for MAAP to be

recognized by PACUCOA as a COD or COE similar to UP etc. MAAP faculty and staff

are encouraged to submit proposal for funding by NRCP and they have been informed to

apply as member to avail of the opportunity to submit proposals for funding (Reference:

external agencies who thanked MAAP President for his support. MAAP President with many

positions both in local and global arena have been honored. Recent awards in 2014 to MAAP

President are bestowed by the City of Pasig with Key to the Cities , first time with Pasig

City Resolution; by the Maritime Industry Authority with Plaque of recognition for his

leadership in raising the bar in MET; By the Nautical Institute in London as branch Chair of

the Nautical Institute in the Philippines with an initial rank of Associate Fellow with Dr

Baylon also been granted with such a prestigious rank on the first instance ( only lady and

not a master mariner) ; by the BCCFI as elected Board of the Bataan Coastal Foundation

Incorporated (BCCFI) even in his absence with Dr Baylon as his alternate representative; as

Honorary member of the National Research Council of the Philippines recommended by

NRCP Division 1 approved by the NRCP Governing Board . As of this time, there are more

than 200 awards that MAAP has received for the past 15 years from both local and

international and a separate paper may be prepared because this 73 –page paper for years

2013- 2014 only would not be enough.

MAAP and PAEPI are updated with varied trends, issues and concerns and pro-actively

support the Philippine government and global partners through its own initiatives. MAAP and

PAEPI are keeping abreast with international standards thru benchmarking and international

cooperation and external linkages in preparation for ASEAN 2015 and beyond. MAAP and

PAEPI supports external request for local and international cooperation. All these have been

with full support from MAAP with Dr Baylon as the external link, preparing , coordinating ,

executing , monitoring , documenting and reporting the same to all institutions who share

similar thrusts and concerns for local and international integration for a better and

sustainable world .

All these for the greater glory and honor of God with MAAP , PAEPI and its human

resources in collaboration with external partners as His instruments in having all these

accomplished and realized in the fastest, shortest and economical means with good outcomes

and results.

ACTION PLAN FOR YEAR 2015

New International or Global Partners shall be visiting MAAP in 2015 to sign Memorandum

of Understanding or Agreement with MAAP. Scheduled to visit MAAP for various purposes

namely: paying trainees for disaster management offered by MAAP or by the Province of

Bataan with MAAP as the venue (Nippon Care Fit Education Institute, Japan); Photo

Exhibit (Hato- Kai or Seafarers Group in Japan); free provision of training services

(BOLT and Tohoku University) and hosting of an International Youth Ambassador training

Workshop in the Philippines ( Eubios Ethics Institute, Thailand); funded 2-year MS or

PhD Nautical Studies at Korea Maritime and Ocean University, Busan Korea as Research

Assistant with free tuition fee, board and lodging etc ( KOICA and KMOU, Busan Korea)

and Renewable Energy Facilities using USA Technologies by various foreign investors

(100-200M USD by NORESCO CEO Neil Petchers; by Renaissance Energy/Tranquility

International President Tim Haney; Vis-Solis German Technology Carlos Meyer) and

soon the Global Achievers Foundation (GAF) for any assistance on the Philippines for

international cooperation and a lot more as more professional networks are being added for

multi-disciplinary and trans-disciplinary international integration .

The new responsibility and tasks to its empowered executive staff of the newly established

office External Relations Office (ERO) and being honored as PAEPI Chairman Emeritus,

coupled with full support and guidance from MAAP President and all its external partners

and friends, had provided much confidence for various initiatives in partnership with

academic external partners to come up with action plans for 2015 for Global or International

Integration.All these action plans has MAAP support and approval which shall further result
