1Introduction

ANNUAL REPORT 2009-10

1.1 Prelude

The principle that quality education could become an instrument par excellence for National

Development enunciated in the Education Commission Report (1964-66), led to the emergence of

standards in Indian Education. However the issue remained in the periphery until the National Policy on

Education (NPE), 1986, and the subsequent Programme of Action (POA); 1992, laid great stress on

reviving the quality side of education at every level As an outcome of the ideas contained in the NPE and thPOA, the National Assessment and Accreditation Council (NAAC) was established in 16 September

1994 as a creative idea to give positive thrust in the direction of quality enhancement of the Indian

Higher Education Institutions (HEIs). Since its establishment, the impact of NAAC on the National

Higher Education scenario has been direct and spontaneous. The process of quality assessment and

accreditation offered an entirely different frame of reference and work, milieu for educational endeavors.

NAAC's vision and mission statements reflect quality as an internal mechanism driving continuous

improvement. NAAC strongly believes that assuring and ensuring quality is largely the institution's own

responsibility. Quality cannot be imposed or regimented. It has to originate as a measure internal to the

institution and is essentially an outcome of the institutional level initiatives. The overriding concern in

quality assessment by NAAC is a means of understanding the HEI in a perspective through validation

and performance evaluation of the various academic and administrative processes of the institution.

NAAC has thus recognized and set its vision and mission with emphasis on building quality on the inner

strengths of the functional units of the institutions themselves; which promote and cultivate enriching

learning environments through planned educational processes. NAAC's ultimate goal is to develop a

quality culture wherein quality consciousness and striving for excellence will become powerful internal

driving forces at ad levels of colleges and universities.

Look through the evolutionary stages of NAAC, it becomes evident that NAAC has been nurturing

the quality of the institutions by attempting to make the whole exercise of Assessment and Accreditation

(A&A) to be essentially "home grown". Quality has to be tendered with great care, supported and

nurtured with the contribution of every member of the institution and the whole process has to result in

a socially acknowledged and appreciable exercise.

Even the earliest initiatives of NAAC reflect the NAAC's recognition of the importance and strong

need of Internal Quality Assurance Cells (IQACs) as the nurturing units of institutional quality. This is

visible from the fact that NAAC's process has never been mandatory. For long it remained as a quality

facilitating process and the prerogative of the HEIs to opt for assessment of their quality levels by

NAAC. Unless our HEIs and their stakeholders are willing and ready to acknowledge and approve the

good practices and quality levels of the institutional academic and administrative processes; the quality

culture is destined to be swallowed by waves emanating from an ocean of mediocrity. Despite the various

hurdles (real or imagined) if a symbiotic relationship could be established among HEIs, various agencies

and the society as a whole, surely Quality Assurance can be ensured. If HEIs can discharge their rightful

responsibilities, they can legitimately feel proud of accolades and appreciation for quality achievement.

This is the type of paradigm shift that NAAC has been pioneering since its inception through the

promotion of IQACs.

It is a fact that a large chunk of Indian institutions that have little exposure to modern management

practices and newer developments look up to agencies like NAAC to guide them build their Quality

Assurance (QA) Systems. To meet the expectations of such institutions, NAAC recommended the

establishment of IQACs in each college and make them functional. As part of such initiative by NAAC,

guidelines were drawn way back in the year 2002 to enable HEIs to initiate and establish IQACs to

achieve Quality and ensure Quality sustenance and enhancement. (Besides suggesting the composition

of IQACs with ample representation from stakeholders, local community, academic, administrative and

management components, NAAC has also provided the reporting templates to guide the institutions in

effective functioning of the IQAC. As NAAC evolved and matured over its 16 years of existence,

constantly striving to contribute to the quality improvement of the dynamic, complex and diverse Indian

HE system, the HEIs ecology also underwent dramatic changes. In its nascent years, NAAC

promulgated IQACs as a post accreditation initiative and built it into the Minimum Institutional

Requirements(MIRs) for HEIs while opting for re-accreditation. (Experiences of these institutions

strengthened the belief of NAAC that it is the IQACs of the HEIs which will provide direction and help

in pooling the institution's collective endeavor to constantly and consistently move forward enhancing

credibility of the educational process they are engaged in. (The increasing pressure on the HEIs to prove

their response to change and thirst for excellence and quality changed the institutional approaches to

quality. This led NAAC to re-look at its processes in a prospective manner and since 2007 (when NAAC

has adopted the current methodology), establishment of the IQACs in every HEIs has become a pre-

requisite for A&A process. NAAC's assessment now puts ample thrust not just on the existence of an

IQAC but on the performance of IQACs and the functional IQAC is one of the important evaluatory

aspect in the A&A process of NAAC.

An important outcome of the IQAC's is the Annual Quality Assurance Report (AQAR) which is a

compilation of the initiatives and their impact on the quality of the institutions. The AQARs also serve

the purpose of reporting and showcasing the functioning of the institution to the regulatory and funding

agencies and accountability to the stakeholders. Now it is also mandated that the accredited institutions

submit the AQAR, to NAAC. Apart from the various functions mentioned earlier the AQARs are also

used by the institutions as advocatory and propagatory material. NAAC is striving hard to evaluate the

AQARs and guide institutions to achieve quality and excellence. Once these reports are posted on the

website, stakeholders would look the external and internal benchmarking besides attract the feedback

from the stakeholders. They can be used for introspection and continuous improvement by the faculty.

Quality can thrive only with collective efforts of the stakeholders. Such a paradigm is what NAAC aims at

to lay a clear path for quality culture and excellence.

It goes without saying that Internal Quality As surance and A&A by NAAC are two inseparable sides

of the same coin. The failure to make them work-in unison will lead to mistrust and collapse of the

system. Quality Assurance is a positive, collective and inclusive approach to ensure effectiveness in the

institutional processes. NAAC expects the IQACs to become an integral part of the overall functioning

of the institutions and evolve their own internal process to continuously ensure the quality concern in

their functions. It is the expectation of NAAC and every agency involved in higher education that

through self conviction IQACs work towards transforming the institution and ensure that HEIs will

continuously surge ahead in pursuit of excellence.

The impact that the NAAC has made on Higher Education Institutions (HEIs) is evident from the

number of quality assurance seminars and workshops that have been conducted in the year 2009-2010 in

order to achieve its objectives. Hitherto, the NAAC has conducted awareness programs in almost all

States and this has triggered many regional level and district level activities.

At present, the success of NAAC is measured by the number of Colleges (4094) and Universities

(159) assessed and accredited. At a more philosophical level, the next question would be: who will assess

the assessor? A complex question like this demands introspection on the part of NAAC, hence NAAC

has tried to address the issue by inviting feedback from different stakeholders, both formal and informal,

to make course corrections and carry forward. It is further worthwhile to get attestation by the

international community of assessment and accreditation undertaken by NAAC.

The process of assessment and accreditation has created a tremendous momentum among the

academia on issues pertaining to quality and this has largely been due to the successful partnership

between NAAC and the State governments. As per the guidelines and suggestions of NAAC, all the 28

States, have established State Level Quality Assurance Cells (QACs) and State Level Quality

Assurance Coordination Committees (SLQACCs) at the State Level.

In case of National Capital Territory and 6 union Territories i.e., NCT of Delhi, Andaman and

Nicobar Islands, Chandigarh, Dadra and Nagar Haveli, Daman and Diu, Lakshadweep, and

Pondicherry, the colleges are minimal, hence the Directorate/ Commissionerate of Higher Education

of the respective UTs take care.

NAAC has sponsored and participated in many seminars, conferences and workshops in order to

achieve its mandate.

stAs a result of this as on 31 March 2010, around 70% of the accredited colleges

and accredited universities have established Internal Quality Assurance Cells (IQACs). Also

Affiliated/Constituent Colleges volunteering for Assessment for the first time, NAAC encourages them

to establish a functional IQAC as part of Institutional Eligibility for Quality Assessment (IEQA).

NAAC is the member of the International Quality Assurance Agencies in Higher Education

(INQAAHE) and a founder-member of Asia-Pacific Quality Network (APQN).

The objectives of NAAC is to assess and accredit institutions of higher learning, universities and

colleges or one or more of their units, i.e., departments, schools, institutions, programmes, etc.

The main objectives of assessment and accreditation are to:

a) grade institutions of higher education and their programmes;

b) stimulate the academic environment and quality of teaching and research in these institutions;

c) help institutions realise their academic objectives;

d) promote necessary changes, innovations and reforms in all aspects of the institutions working for the above purpose;

e) encourage innovations, self evaluation and accountability in higher education.

In order to meet its mandate NAAC will:

a) Review periodically and revise and update as and when considered necessary in the light of

experience gained the techniques and modalities of assessment;

stFrom 1 April 2007 onwards, NAAC had requested and encouraged all HEIs to

establish IQACs, not only in the accredited institutions as part of the Minimum Institutional

Requirements, but all.

1.2 NAAC: Objectives

b) Communicate the results of assessment and grading to the concerned institution in a form

and manner appropriate for corrective action, rectification and self improvement;

c) Help and encourage the institutions in developing their own procedures, techniques and

modalities for self evaluation;

d) Initiate research studies, in planning and evaluation of educational institutions, programmes

etc.;

e) Ensure an optimised use of resources and the achievement of the identified goals of

institutions of higher learning;

f) NAAC may collaborate with institutions, Indian and foreign, engaged in work of a similar

nature and may also undertake on request assessment and accreditation of institutions of

higher education, abroad.

NAAC's working is governed by the General Council (GC) and the Executive Committee (EC) on which

University Grants Commission (UGC), All India Council for Technical Education (AICTE), Ministry of

Human Resource Development (MHRD), Association of Indian Universities (AIU), Universities,

Colleges and other professional institutions are represented. Senior academics and educational

administrators are nominated as members on these two bodies.

3Academic Activities

3.1 Introduction

The prime agenda of NAAC is to assess and accredit Institutions of Higher Learning. During the year

2009-2010, NAAC has assessed and accredited 441 HEIs which include 236 Colleges for Accreditation;

1 College for Re-Assessment; 175 Colleges for Re-Accreditation; and 11 Universities for Accreditation;

18 Universities for Re-Accreditation(kindly see annexure 7.4).

NAAC is in constant collaboration with the State Governments by establishing Quality Assurance Cell

(QAC) and State Level Quality Assurance Coordination Committee (SLQACC) in each State. All 28

States have established QAC and NAAC is supporting this endeavor. This Cell primarily focuses on the

preparation of the Colleges to undergo the processes of assessment and accreditation. Many quality

improvement, programmes have been organized jointly by NAAC and QAC of States for Colleges.

The vision, mission and core objectives of the NAAC as stated are Quality Assurance in Higher

Education. Assessment and Accreditation is the tool in reaching these objectives. NAAC academic

activities may be viewed at two levels one is the Awareness programmes on Assessment and

Accreditation and the other is the Post Accreditation Programmes. The awareness / promotional

programmes mainly explains the policy, direction and guidelines of MHRD, UGC and NAAC for

Assessment and Accreditation. The post accreditation activities on quality sustenance and quality

enhancement are by means of sharing of Best Practices and preparing an Annual Quality Assurance

Report (AQAR) by the functional Internal Quality Assurance Cell (IQAC) in each accredited College

and University.

A programme or an activity may be a seminar, conference, workshop, symposium at the local, state,

regional, national or international level. These activities are organized by NAAC in collaboration with

the State Governments, QACs, UGC-Academic Staff Colleges, Universities, or Colleges. Some of the

activities are conducted by NAAC at the Headquarters itself(kindly see section 3.2). In addition to this

NAAC also sponsor's many academic activities in the form of seminars, workshops, conferences, etc to

accredited Higher Education Institutions (HEIs). Either a NAAC staff or NAAC representative is

present as a resource person in most of the programmes across the country. NAAC also constantly

review its mechanisms, procedures and methodology. In addition to this NAAC brings out quality

publications in collaboration with International agencies, research projects funded external agencies and

NAAC academic staff participate in these activities.

NAAC regularly attends to International and National Quality Assurance Agencies for sharing and

exchange of practices(kindly see section 3.7 and annexure 7.3).

A select brief of the academic activities across the country during the period 2009-2010 is given below in

the chronological order region-wise(kindly see section 3.3 to 3.6).

that the introduction of the Current

Methodology for A&A, is in tune with the

diversity and plurality that exists among higher

Lecture Series

NAAC-NCTE

Prof. H. A. Ranganath, Director, NAAC has taken initiative to start the lecture series at NAAC by

eminent educationist / academician / administrators. As reported in the earlier Annual Report 2008-

2009. NAAC continued for the current year 2009-2010 also.

stProf Jagadish Arora had an interactive session with NAAC staff on 1 May 2009 at NAAC. He delivered

a talk on 'Role of INFLIBNETin providing access to e-journals through UGC INFLIBNET Consortia'.

He said through the consortia, INFLIBNET is providing access to more than 6000 e-journals, and thus

is able to bridge the digital divide in Universities and Colleges. He also touched upon potential areas in

which NAAC and INFLIBNET could work together. His talk was followed by discussions with Director

and Advisers of NAAC.

In order to deliberate on issues related to assessment and accreditation activities, Prof. P. N. Srivastava,

Chairman, National Board of Accreditation (NBA), All India Council for Technical Education(AICTE), thvisited NAAC on 24 June, 2009. Prof. Srivastava had a detailed interactive session with Prof. H. A.

Ranganath, Director and other senior officers of NAAC. Prof Ranganath gave a brief overview of the

NAAC activities and the nuances involved in institutional accreditation undertaken by NAAC. Dr.

Jagannath Patil, Deputy Adviser made a brief presentation on NAAC. Speaking on the occasion, Prof.

Srivastava deliberated on pros and cons of NBA vis-a-vis NAAC accreditation. He also highlighted

some of his concerns and challenges in higher education. While appreciating the policies and

methodologies adopted by NAAC he raised the concerns on the challenges involved at different levels in

the effective implementation. Dr. M. S. Shyamsundar, Deputy Adviser coordinated the visit.

thNAAC-NCTE National Consultative Committee Meeting was held on 24 August 2009 in the NAAC

Campus. The meeting was chaired by Prof. H. A. Ranganath, Director, NAAC who at the outset

welcomed all the members to the first ever meeting of the NAAC-NCTE National Consultative

Committee (NCC) being held after the renewal of the MOU for the third time in October 2008. He

briefed the members on the background of the MoU and the activities undertaken prior to the present

extension. The MoU inked in the year 2002 was extended on two occasions, i.e in 2005 and 2008. He

threw light on the benefits accrued in the process of working together in the time span of seven years.

Prof. A. N. Vijayamurthy, Principal, MES Teachers College, Bangalore; Dr. Naina Nimkar, Principal,

Chandrashekar Agashe College of Physical Education, Pune and Dr K. Rama were present during the

Consultative Meeting. Dr. K. Rama, Deputy Adviser, NAAC briefed the members present on the

activities taken up during the seven years of NAAC-NCTE collaboration. The members were also given

an update on the training programmes organized by NAAC for Assessors (teacher education). The

Members were informed that during the seven year period; nine Assessors' Interaction Meetings were

held and that around 346 institutions were accredited by NAAC. The committee was informed on the

revision of the eligibility status with effect from April 2009. Draft IEQA format for Teacher Education

Institutions prepared by Prof. C Seshadri and Prof. C. S. Nagaraju was circulated to the committee

members with a request to provide suggestions/comments. The Second meeting of the National thConsultative Committee was held on 12 March 2010 at NAAC office to discuss about the

Policy of Assessment & Accreditation for deemed universities U/S 3 of the UGC Act 1956 having

NAAC Accreditation under Section 8(5) of NCTE Regulation 2009

NAAC had organized an international seminar on "Sustaining the impact of Quality Assurance:

Diversity of Institutions and New Forms of Education" jointly with Australian Universities Quality

Agency (AUQA), on August 27, 2009 at NAAC. Prof. H. A. Ranganath, Director, NAAC welcomed all

the delegates of the seminar. Prof. Arun Nigavekar, Former Chairman, UGC emphasized redefining

role of NAAC in the changing scenario of higher education. During the first technical session, Prof. S. P.

Thyagarajan, former Vice-Chancellor, University of Madras, spoke on "Sustaining the impact of Quality

Assurance in India" and Dr. David Woodhouse spoke on "Sustaining the impact of Quality Assurance in

Australia". The session was chaired by Prof. Prabhu Dev, Vice-Chancellor, Bangalore University. During

the second technical session, Dr. Antony Stella spoke on "New forms of Education: The Transnational

Dimension"; Prof. B. S. Sonde spoke on "Diversity of institutions and new forms of Education in

India". The second technical session was chaired by Prof. S. S. Katiyar, former Vice Chancellor,

Chhatrapati Shahu Ji Maharaj University. Thereafter Dr. M. S. Shyamasundar made a presentation on

"Challenges and strategies for Quality Assurance" followed by Dr. Jagannath Patil on "Two emerging

issues in Quality Assurance scenario-Ranking and Private Accreditation". Then the house was open for

general discussions. The open forum was chaired by Prof. K. C. Belliappa, Vice Chancellor, Rajiv Gandhi

University, Itanagar, Arunachal Pradesh.

Role of NAAC in Changing Scenario of HE

INTEL felicitated NAAC in recognition of “with all the work NAAC has been doing in last a few years for

improving quality of pre-service teacher education in India, We feel privileged to honour you and Intel would like to felicitate nd

you in this event” on 2 September 2009. This is a consequence of successful collaboration by Dr. K. Rama,

Deputy Adviser, as an editor with INTEL which resulted in the publication of a book entitled “Infusing

Dynamism in Teacher Education Through ICT Integration – Learnings from India”. The Director,

NAAC received the honour on behalf of NAAC. Other dignitaries present at the event include officials

from MHRD, Prof. M.S. Swaminathan, Prof. M. Anandakrishnan and officials from UGC, DST, CDAC

and Ministry of Electronics and Communications. IIT Kanpur, IISc Bangalore, DST, CDAC and NCTE

are the other higher education organizations who received the honour.

the Changing Scenario of Higher Education" was thheld at NAAC Campus on 11 September 2009.

A. Ranganath, Director, NAAC presented an overview of NAAC's genesis and its evolution since its

inception in 1994. He discussed at length the contributions of NAAC in promoting the concept of

assessment and accreditation of HEIs in the country.

Prof. Ranganath described the various strategies adopted by NAAC to provide a leadership to the quality

movement in the context of HEIs. He threw light on the initiatives of NAAC towards enhancement and

sustenance of quality in HEIs, in-house expertise, presence of huge quantum of resources in terms of

literature on quality assurance with over 125 publications, Journals, Self-Study Reports, Peer Team

Reports, research projects in progress, as well as about the new projects to be initiated shortly and

NAAC's linkages with international bodies related to assessment and accreditation. He also made a

mention of the plans that are the NAAC's anvil.

Presentation reviewed the concept of assessment

and accreditation in national and international

contexts. He further touched upon various

proposals made by Prof. Yashpal Committee and

Nat ional Knowledge Commiss ion. He

emphasized on the pioneering contribution of

NAAC in building up quality movement in HEIs

and keeping in view of the expertise, infrastructure

and rich resources of NAAC, he opined that the proposed office of National Accreditation Authority

(NAA) needs to be located in Bangalore at NAAC instead of starting afresh at Delhi.

Prof. S. P. Thyagarajan appreciated the contributions of NAAC and its credibility. He threw light on the

role of NAAC and contextual future role of NAAC.

Prof. Yash Pal appreciated the efforts made by NAAC in the field of quality assurance and appreciated

the academic and administrative ambience at the NAAC campus. He also endorsed the view that the

proposed office of National Accreditation Authority (NAA) needs to be located in Bangalore at NAAC

office. The major recommendation of the brainstorming session echoed by all the delegates including

Prof. Yash Pal is that the proposed office of National Accreditation Authority (NAA) needs to be

headquartered in Bangalore at NAAC campus. NAAC is the leading Assessment & Accreditation

resource centre, having adequate infrastructure facilities, substantial experience and expertise in the

field of Assessment & Accreditation.

The other observations/recommendations from the brainstorming session are as given below:

NAAC has done a reasonably good job in the field of Assessment & Accreditation with greater

credibility.

Social diversities including gender and location aspects may be taken into consideration for future

Accreditation exercises.

The idea of private accreditation agencies should be discouraged but the members were not averse

to multiple accreditation agencies.

The assessment and accreditation methodology of NAAC needs to be strengthened.

Role of NAAC in the changing scenario of higher education needs to be redefined with respect to

recognition cum accreditation, programme accreditation, national level ranking of universities,

preparation of national benchmarks, national and

international database, research and development

centre, developing reports and policy papers to

Government of India (GOI), accreditation of

multiple accreditation agencies, recognition of

regional / state level accreditation bodies etc.

Assessment & Accreditation by NAAC may be

made mandatory for all HEIs of the country.

NAAC may start programme accreditation.

Ranking of institutions may not be very much

relevant when compared to grading.

All accreditation agencies including NAAC are to be accredited once in three years.

While NAAC could be accredited by recognized international accreditation bodies, NAAC could

perform this function for all the multiple accreditation agencies getting recognized by Government

of India (GOI).

NAAC grading and duration of accreditation may be linked and longer period of accreditation may rd

be considered for the 3 cycle of institutional accreditation.

NAAC needs to continue to be an Apex Assessment & Accreditation body for Higher Education

Institutions in the country providing vision and leadership.

National Research Professor – EC, Chairman

PROJECTS IN PROGRESS

(a) NAAC Index/Ranking

Eminent Scientist, Academician & Chairman, Executive Committee, NAAC, Prof Goverdhan

Mehta, has been honoured as a National Research Professor by the Government of India in recognition

of his outstanding and wide-ranging contributions in the field of Chemical Sciences and Higher

Education. Professor Mehta will join a select band of 11 other distinguished personalities &

academicians under the scheme. The other noted personalities who have been conferred with this award

in the past include Sir C. V. Raman, Satyajit Ray, Dr. S.N. Bose, Ustad Bismillah Khan & Pandit Ravi

Shankar. This is a coveted honour as under the existing scheme the number of National Professors

cannot exceed 12 at any given time. Professor Mehta is currently the Honorary Professor & CSIR

Bhatnagar Fellow at the renowned Indian Institute of Science. Prof Mehta has been recognized the

world over for his pioneering contributions, particularly in the area of organic synthesis related to design

of biologically active molecules. Prof Mehta is the former Director of the prestigious Indian Institute of

Science, Bangalore and former President of the Indian National Science Academy (INSA). He is also

formerly the President of the Paris based International Council for Science (ICSU). Prof Mehta has been

instrumental in raising profile of NAAC at National and International arena. His penchant for taking on

newer challenges in the quality assurance arena and promoting academic excellence, with increasing

thrust on research components is well received by all stakeholders in the higher education.

National Consultative Meeting on Development of Quality Benchmarks - In line with our

continued efforts to fine-tune the assessment methodology and as suggested by Chairman-EC, NAAC a

project on benchmarking and new ranking model for Indian higher education institutions has been

undertaken by NAAC. First National consultative meeting on “Development of Quality Benchmarks thwas held on 8 September, 2009. 11 eminent experts participated in the meeting along with Director and

academic staff of NAAC. 7 groups of 2 experts each along with a facilitator from NAAC were

assigned 7 criteria for preparation of draft guidelines under respective criterion. The first outcome of

this project is the finalization of Guidance notes to fine-tune the process of Assessment and

accreditation. At present NAAC are assess HEIs based on 7 criteria with 36 Key Aspects consisting of

196 assessment indicators. NAAC receives feedback and suggestions from different stakeholders

regarding improvements and refinements of the process of assessment and accreditation. While the

existing methodology will continue to remain in force until it is modified, based on the feedback, it was

felt that there is a need to provide certain guidance notes to the members of the peer team committees as

well as to the NAAC staff to enhance rigour and objectivity to the assessment and accreditation process.

In this regard, for quantification purpose, out of 196 indicators, 25 indicators each have been

chosen/identified as core and desirable indicators, for which additional information may also be sought

from the institution for the assessment period. These suggestions are for Universities only.

Introduction of programme accreditation has been on the agenda of the NAAC for quite a long time.

Now that there has been an increased demand from the stakeholders, especially from the students, to

have reliable information about the quality of programmes in the university, the NAAC has initiated a

new project in this regard. Hence NAAC is inviting suggestions on possible strategy and framework for

undertaking programme accreditation in universities. NAAC would like to focus on:

1. Measurable "Generic parameters" common to all the departments of an university (Part A).

2. Development of quantifiable "Programme-specific standards" to measure the performance

of departments. This could vary from one department to the other (Part B).

A preliminary discussion meeting was held on January 27, 2010 with the following members to explore

the possibility of NAAC interacting with IEEE.

NAAC regularly receives international delegation from different parts of the world either related to

Higher Education in general or Quality Assurance in Higher Education in particular to learn and

mutually exchange ideas and practices related to External Quality Assurance (EQA). The list of

II NAAC Accreditation Award Ceremony

stvisited NAAC on 1 March 2010 to have insight into the methodology and process of NAAC for assessment and accreditation and also interaction with the academic staff. Mr. B. S. Ponmudiraj, Assistant Adviser,

NAAC coordinated the international academic interaction and presented an overview of the Indian experience of

Assessment and Accreditation. Dr. Praveen Mohadeb, Executive Director, TEC, Mauritius made a presentation on the

TEC experience of assessment. Academic staff of NAAC had an extensive discussion with the delegation. UGC–TEC

agreement was also highlighted by Mr. Ashok Mahajan, Deputy Secretary, UGC, India who coordinated the delegation on

behalf of the UGC. TEC will be signing an MoU with NAAC at the earliest for mutual academic learning.

Around 200 delegates from Universities, Deemed Universities and Colleges comprising Vice-

Chancellors, Principals and Educational Administrators attended the ceremony and collected their

Accreditation Certificates, in the second “NAAC Accreditation Award Ceremony” on 28 March, 2010 at

NAAC office, Bangalore. The Programme commenced with Dr. M. S. Shyamsundar, Deputy Adviser,

NAAC welcoming the guests. Prof. Ved Prakash, Vice Chairman, University Grants Commission was

the chief guest. Prof. Goverdhan Mehta, Chairman EC, NAAC presided over the function Prof. H.A.

Ranganath, Director, NAAC and the members of the Executive Committee and General Council of

NAAC graced the occasion and oversaw the proceedings. While welcoming the members of the

Executive Committee General Council, Finance Committee and representatives of Higher education

Institutions for the award ceremony, Prof. H.A. Ranganath, Director, NAAC said that the NAAC has

carved a niche for itself in the arena of Indian Higher education. In his key-note address Prof. Ved

Prakash, vice Chairman, UGC, congratulated the efforts of Prof. Mehta and Prof. Ranganath in

organizing the award ceremony which gave an opportunity for the interaction among the stakeholders

so as to facilitate the meeting of the assessor and the assessed. In his address Prof. Goverdhan Mehta,

Chairman, EC, NAAC, said “the Accreditation process should be treated as continual and not a one-time

effort. It is actually a process and not a destination, it is a journey and it is an endeavour, because quality

itself is an esoteric concept, you can never reach the final having attained a particular quality, this is an

important milestone for you”.

A two-day NAAC sponsored National Conference on "IQAC as a Vehicle for Institutional Excellence"

was organised by Government College for Women, Nawakadal, Srinagar on 24 & 25 September 2009.

The initiative was also supported by University of Kashmir and J&K Bank Ltd. The seminar was

inaugurated by the Dean, Academic Affairs, University of Kashmir, Prof. A.R. Yousuf. Prof. Syed

Fayyaz Ahamad, Registrar, University of Kashmir; Dr. N. D.Wanui, Director of Colleges; Dr. Yoginder

Verma, Director, UGC-ASC, HP University were the resource persons. The District Development

Commissioner, Srinagar, various heads of the Department and other eminent personalities were

present. Jenab Mubarak Gul, advisor to Chief Minister and M.L.A. representing the local Assembly

Constituency on this occasion suggested that the higher education department should monitor the

follow up action taken on the Action Report based on the seminar recommendations. Hon'ble Minister

for Higher Education Jenab Abdul Gani Malik in his valedictory address said, the government was

focussing on improving quality of education with due regard to upgrading infrastructure and

strengthening the college network in the state.

A two-day NAAC sponsored National Conference on "Improving the Quality of Teaching and

Learning in Higher Education: Issues, Practices and Assessment" was organized during October 23-24,

2009 by Model Institute of Education and Research at MIER College of Education. 90 delegates from

Jammu and Kashmir and Northern states of India participated in the conference. Hon'ble Minister for

Higher Education, Labour and Employment, J&K State, Sri. Jenab Abdul Gani Malik inaugurated the

conference. More than 30 educationists and researchers presented their papers focussing on different

paradigms of the theme. Dr. M.S. Shyamasundar, Regional Coordinating Officer of Northern Region, in

his Keynote Address deliberated on the role of NAAC in improving teaching and learning in higher

Two-day NAAC sponsored National level workshop was organized in Digboi College, Assam on the th ththeme "Management Involvement for Quality Enhancement" on June 28 & 29 , 2009. Mr. Ganesh

Hegde, Assistant Adviser, NAAC spoke on the assessment methodology of NAAC with specific focus

on reaccreditation. Dr. CVS Ranga Sai, Head of Business Economics, KET's VG Vaze College, Mumbai

was one of the resource people. The two-day long deliberations and discussions resulted in eight point

suggestion to the management of the colleges. About 25 Principals and coordinators of IQAC of

different colleges of North Eastern Region attended the workshop.

SLQACC and SQAC at WBSCHE, had arranged six(6) workshops between April and October 2009. thThe seventh workshop of this financial year was held on 18 November 2009 at Bangla Academy

Auditorium. It was a State level workshop, targeted at colleges eligible for Re-accreditation. Principals of

about fifty such colleges along with their NAAC coordinators were invited for this

orientation/assistance Programme. Prof. Sudarsan Raychaudhuri, Hon'ble Minister-in-Charge, Higher

Education Department, Govt, of West Bengal presided over the inaugural session and expressed his

deep concern for the necessity of assessment and accreditation. Prof. Subimal Sen, Hon'ble Chairman,

WBSCHE emphasized the same aspect and thanked SQAC for its uninterrupted and utmost effort in

organizing as many as 69 Orientation/Assistance Programmes, which have resulted in assessment and

accreditation of about 250 Colleges, state-aided universities and departments of West Bengal. Dr. Dipak

Prof. H. A. Ranganath, Director, NAAC participated in a one day seminar on "Quality Management in

Higher Education for Principals of Secular Colleges in Nagaland" at Kohima organized by the State

Level Quality Assurance Cell (SQAC) of the State Level Quality Assurance Coordination Committee

(SLQACC), Department of Higher Education, Government of Nagaland on 27 October, 2009.

NAAC sponsored Two Day State Level Seminar on "Role of the Stakeholders in Quality Enhancement

in Higher Education" was jointly organized by the Quality Assurance Cell(QAC), Higher & Technical th thEducation and Mizoram College Teachers' Association(MCTA) on 19 & 20 November 2009 at I&PR

Chancellor, University of Mumbai stressed on the necessity of re-accreditation. Prof. H. A. Rangnath,

Director, NAAC, was the Chief Guest on the occasion. He appraised the process of re-accreditation and

approach of NAAC and its continuous efforts for making the process of re-accreditation more simpler

and adaptable commensurate with the changes in the higher education sector. Prof. L. N. Dahiya, former

Vice-Chancellor, M.D. University, Rohtak; Dr. K. Venkatramani, Registrar, University of Mumbai

addressed the delegates. There were 173 participants across the state and paper presentations in separate

sessions.

Gopal Govind Poy Raiturcar College of Commerce and Economics, Framagudi, Ponda Goa has

organized one day orientation programme for faculty on IQAC in their college. Mr. Ganesh Hegde,

Assistant Adviser, NAAC has participated as a resource person and spoke on Sustaining the Impact of thQuality Assurance on 19 September 2009. The programme was aimed at providing a platform for

interaction among the staff, faculty and IQAC coordinators in the institutions. It was felt there should be

more interaction, networking and concerted efforts towards quality achievement.

Centre for Research and Development of Community Education (ICRDCE), Chennai, delivered the

Tertiary Education Commission (TEC), Mauritius had invited Dr. M. S. Shyamasundar, Deputy Adviser, th thNAAC during April 24 -30 , 2009 to Mauritius. He participated in the pre-audit workshop at Mauritius

th thon 26 April as a resource person and in a seminar on Second Cycle audit at Mauritius during 27 - 28 April

as a resource person. He participated as an Auditor in the Audit Panel of the Mauritius College of the Air th thduring 29 - 30 April. He visited TEC and interacted with its senior officials about various joint ventures

between NAAC and TEC through Memorandum of Cooperation (MoC) on this occasion. TEC has

shown positive response to sign a Memorandum of Understanding (MoU) with NAAC in due course of

time.

Dr. Jagannath Patil, Deputy Adviser, NAAC visited Association of African Universities (AAU), th thAcra, Ghana, on UNESCO Assignment during May 17 - 24 , 2009.

A eight-member delegation from the UGC (University Grants Commission), Nepal visited NAAC

during 3-4 June 2009 and actively participated in the Assessors Interaction Meeting (AIM). On this

occasion MoC (Memorandum of Cooperation) between NAAC and UGC, Nepal was signed by the

heads of both the organizations - Prof. H.A. Ranganath, Director, NAAC & Prof. Vinod Kumar

Shrestha, Member Secretary, UGC, Nepal. The event was witnessed by Dr. M. S. Shyamasundar, Deputy

Adviser, NAAC and Dr. Kushum Shakya, Director, QAA, UGC, Nepal. MoC emphasises on exchange

of information, mutual understanding, quality systems, staff exchange, exchange of reviewers,

collaboration, mutual recognition, development of good practice database etc. The MoC has taken effect

from June 2009 for a period of three years.

On invitation from ADB - Sri Lanka and the Distance Education Modernisation Project, supported by

Commonwealth of Learning(COL), Canada, Dr. K. Rama, Deputy Adviser, NAAC facilitated the

Quality Assurance Capacity Building workshop and workshop sessions on "Using performance st thIndicators for Internal Quality Assurance" during 21 - 24 June 2009. She is one of the editors of the

'Quality Assurance Toolkit for Distance Higher Education Institutions and Programmes' - a joint

publication of DEMP (ADB), UNESCO and COL. The toolkit was launched in Sri Lanka by

Sir John Daniel, CEO and President Commonwealth of Learning, Vancouver, Canada. Dr. K. Rama was

present on the occasion of the launch.

Quality Assurance & Accreditation (QAA) of University Grants Commission (UGC), Nepal had invited th thDr. M. S. Shyamasundar, Deputy Adviser, NAAC to train the assessors of Nepal during July 5 - 6 , 2009

and to assess a Community College (Balkumari College) as an International Expert / Peer team member th thduring 7 -10 July, 2009. As per the Nepal's QAA methodology, the institutions are graded as accredited

and non-accredited institutions and evaluated on the eight criteria framework stipulated by QAA of

UGC, Nepal.

India-UK Education Forum Joint Working Group conducted the preparatory meeting in the video-th thconference mode during August 11 -12 2009 in New Delhi. The event was organised by the Ministry

of Human Resource Development (MHRD). The event gave an opportunity for the experts on both the

sides to discuss quality issues in Higher Education. Dr. M. S. Shyam Sundar, Deputy Advisor, NAAC

participated in the meeting as a representative of NAAC. He shared his experiences as an observer of

both NAAC (India) and Quality Assurance Agency (QAA) of UK. He gave specific suggestions for

strengthening the relationship between the two institutions in the areas of quality in Higher Education.

There is a long history of interaction and co-operation between Australian Universities Quality Agency

(AUQA) and NAAC. The two agencies participated in the establishment of the Asia Pacific Quality

Network (APQN) in January 2003. Dr. David Woodhouse, Executive Director of AUQA and

Prof. V.S. Prasad, the then Director of NAAC as office bearers of APQN, signed a MoC between the two

agencies in January 2006 for a period of three years. Since MoC was very fruitful for the last three years.

Hence the MoC had been signed by Prof. H.A. Ranganath, Director of NAAC and

Dr. David Woodhouse, Executive Director of AUQA on August 27, 2009 to strengthen the relationship

between NAAC & AUQA further for another three years. This Memorandum of Co-operation covers

the following six areas: (1) Quality Systems; (2) Staff Exchange; (3) Use of each other's Reviewers;

(4) Joint Publication; (5) Good Practice Database; and (6) Collaboration in Quality Assurance.

Dr. M.S. Shyamasundar participated in the subgroup meeting under India-Australia joint working group thon Education held on October 7 , 2009 in New Delhi organized by the Ministry of Human Resource

Development (MHRD), Government of India. The Indian side was led by Mr. Sunil Kumar and

Mr. S. C. Khuntia, Joint Secretaries, MHRD and the Australian side was led by Mr. Colin Walters, Chief

Executive Officer, Australian Education International. Mr. Amit Khare, Joint Secretary (ICC), MHRD,

welcomed the dignitaries on both sides and briefed the delegates on the proceedings of the meetings of

Hon'ble Minister, HRD with the Australian dignitaries. The sub-group was also made abreast of the

HRD directives to form three sub-groups to work on a) Vocational Education and Training b) Quality

Assurance and c) Student Welfare. He highlighted the fact that the Reports of the Sub-groups should be

presented by December 2009. Dr. Shyamasundar briefed the delegates on the collaborative initiatives

being worked out by NAAC and Australian Universities Qualification Agency (AUQA), besides the

collaborative project between the two agencies and the related publications.

To promote mutual understanding in the area of higher education in India and Oman, a high level thdelegation from Oman visited NAAC on 4 November 2009. The delegation interacted with

Prof. H.A. Ranganath, Director and academic staff of NAAC. The seven member team was led by His

Excellency Mr. Humaid Ali Al-Maani, Ambassador, Embassy of the Sultanate of Oman, New Delhi, His

Excellency Dr. Ali Bin Saoud Al-Bemani, President of Sultan Qaboos University. The interactions made

room for positive discussion on the Indian experience with regard to assessment and accreditation.

th thMr. B. S. Ponmudiraj and Dr. Ganesh Hegde, Assistant Advisers, NAAC visited Australia during 9 -13

November 2009 under the NAAC-AUQA MoC. NAAC and AUQA have a Memorandum MoC for

three years. Ponmudiraj and Ganesh Hegde participated in the Auditor Training Workshop at

Melbourne. They had interaction with the AUQA Executive Director, Dr David Woodhouse and Audit

Directors of AUQA. The Standards, Protocols, offshore issues, curriculum, English language, auditing

NSAIs etc. were discussed at length during their study programme. The existing practices of AUQA

were shared by the AUQA staff in detail. Mr. Ponmudiraj and Dr. Ganesh Hegde made presentation on

Quality Assurance Developments in India. Scenario of Indian Higher Education, NAAC - Assessment

and Accreditation, Post - Accreditation Scenario, Internal Quality Assurance Cell and New Initiatives by

Government of India, Knowledge Commission Report, etc. were shared with AUQA staff. They also

visited Monash University, Clayton and Victoria University, Footscray as part of their study. In the latter

they discussed matters related to Audit and Risk. The Victorian Government has the risk management

and Framework to enable the government departments and its funded institutions. They also had

interactions with Ms. Sian Lewis, Executive Director Training Operations, Skills, Victoria Department

of Innovation, Industry and Regional Development.

The NAAC and COL have entered into a Memorandum of Understanding (MOU) in November 2004.

With the success of first collaboration, the MOU was extended between NAAC and COL for another

two years to collaborate on the following areas:

Compilation and dissemination of best practices and innovations in various higher education

institutions including those offering teacher education;

Dissemination of the Quality Assurance Tool Kit for Teacher Education, jointly developed by

COL and NAAC, in developing countries of the commonwealth;

Promoting the adaptation and utilization of the Quality Assurance Tool Kit;

Networking of higher education institutions and related Quality Assurance agencies;

Facilitating the promotion of quality enhancement and institutional excellence of higher

education institutions;

Quality benchmarking for dual-mode/ flexible forms of higher education institutions.

Evolving process based quality indicators for different modes of higher education programmes;

Promoting staff exchange/visits between NAAC and other Quality Assurance agencies and

institutions; and

Strengthening institutional Quality Assurance Systems.

Sir John Daniel, President & Chief Executive Officer of COL and Prof. H.A. Ranganath, Director, thNAAC signed the MoU at NAAC on 19 February 2010. On this occasion the President of COL also

delivered a lecture. NAAC Academic Staff and officers, former Vice-Chancellors and a few principals

3.8 Library and Information Services

The library continues to support the academic and research activities of NAAC through well resourced

collection of books and subscription to scholarly journals – Indian as well as International. The library

collection focuses on the core area of Quality, Assessment, and Accreditation in Higher Education. In

addition to providing access to books & journals, the library also functions as repository of Self Study

Reports. There are currently 4572 SSR's, RAR's archived in the library. Large number of people from

different corners of India visits the library to consult the SSR's. During the year under review more than

624 academics from various colleges and Universities located across the country visited the library to

consult these Reports. Some of the international delegation visiting NAAC also visited the library.

All the In-house publications of NAAC are put on display at the library. Most of the visitors who come

to NAAC have taken the opportunity to browse and buy many of these publications. Thus the library has

been instrumental in showcasing the In-house scholarship of the NAAC and creating awareness about

the academic/research work being carried out in NAAC.

During 2009-10 the library added 113 titles worth Rs. 1.72 lakhs for the benefit of the academics. The

library subscribes to 62 International Journals. Besides subscribing to 62 print journals, Library also

provides access to UGC-Infonet e-resources, which includes access to 4000 scholarly journals published

all over the world. During the year under review the library has taken subscription to SCOPUS, the

citation database from Elsevier. Elsevier provides access to 18,000 titles from more than 5,000

publishers all over the world. Academic Adviser extensively use Research productivity data from this

source for assessment visits to Universities.

stA 'Book Exhibition' was organized at NAAC Campus on 21 May 2009. The exhibition saw the display

of latest books in the field of Higher Education, Quality in Higher Education and allied areas of

relevance to NAAC. More than 4000 titles were displayed during the exhibition. NAAC staff and a few

assessors from Bangalore visited the exhibition.

In the third year of the XI plan period 2009-2010 onwards NAAC has planned achievable targets for the

forthcoming year 2010-2011. Based on the experience of last 16 years of its operations, and keeping in

view the future expectations of stakeholders, the NAAC has developed and initiated its Roadmap for the st

XI Plan, from the 1 of April 2007. With a tough mandate to assess and accredit institutions of higher

learning in the country, the NAAC came into existence in the year 1994 as an autonomous institution of

the UGC. Since then, the NAAC has been committed to the mission of upholding maintenance of

standards and quality enhancement of higher education in the country. The viewpoint of NAAC has

been an enabling effort, wherein all constituents of a higher educational institution will be empowered to

make best use of its available resources and intellect, thereby ushering in systemic quality assurance

mechanism.

As required by a vibrant quality assurance agency, the NAAC has been continuously fine-tuning its

assessment and accreditation methodologies to reach out to the target institutions, to achieve

notable recognition and wider acceptance. The methodology has been fine-tuned from time to time

considering the prevailing higher education scenario and feedback from stakeholders.

It was an uphill task for NAAC to take up the Assessment and Accreditation of such mammoth number

of Higher Educational Institutions (HEIs) in India. NAAC had to devise strategies and work around the

clock to create Quality Culture among all the stakeholders.

It required great commitment and conviction on the part of the NAAC staff to motivate the people in

the higher echelons of decision making to see the point of necessity that educational institutions are

assessed by an outside agency like NAAC. Keeping in tune with its mission and vision, NAAC has

accredited 4253 Higher Education Institutions. It has a huge database of expert assessors on its panel

and a good number of resource persons to spread quality culture among institutions

stA new methodology was introduced in 1 April 2007, as per this methodology, the higher education

institutions are assessed and accredited in a two-step approach. In the first step, the institution is

required to see 'Institutional Eligibility for Quality Assessment (IEQA) and the second step is the

assessment and accreditation of the institution. NAAC has identified seven criteria - i. Curricular

Aspects, ii. Teaching-learning and Evaluation, iii. Research, Consultancy and Extension, iv.

Infrastructure and Learning resources, v. Student Support and Progression, vi. Governance and

leadership and vii. Innovative Practices as the basis for its evaluation and validation.

National Assessment and Accreditation Council (NAAC) continuously endeavours to strengthen its

Assessment and Accreditation methodology. It also continues to explore new avenues in the field of

Quality Assurance. The methodology of NAAC has evolved over 16 years and has undergone several

changes based on feedback from stakeholders to match pace with changing higher education

scenario. In keeping with this tradition, NAAC has initiated stakeholder consultation process on a

few key issues for future.

1. The methodology of NAAC has stood the test of time for last 16 years mainly because it has

remained dynamic and responsive to the stakeholder feedback The recently fine-tuned stmethodology effective from 1 April, 2007 has been operational for about 3 years and NAAC

has received various suggestions and comments from the assessors, institutions as well as

NAAC staff and authorities. There is a felt need to introduce more quantifiable parameters in

order to strengthen the elements of objectivity and transparency in the process of grading. In

view of this, NAAC has decided to invite suggestions to make the present methodology more

robust and objective.

2. By 2010, the NAAC enters into another challenging phase, when it needs to handle st ndaccreditation of variety of institutions such as institutions for 1 accreditation, for 2 cycle

rdaccreditation (re-accreditation) as well as for 3 cycle accreditation. NAAC had done extensive

ndconsultations and research while introducing 2 cycle (re-accreditation) a few years back. Now

rdthat a good number of institutions are getting ready for the 3 cycle, NAAC has requesting

stakeholders for suggestions for appropriate strategies to be evolved to meet this

challenge.

3. NAAC is inviting suggestions on possible strategy and framework for undertaking programme

accreditation in universities.

NAAC has requested feedback and comments from all stakeholders including assessors, heads of

institutions, teachers, policy makers as well as students on the abovesaid plans.

UGC and President of the General Council of NAAC; Prof. Goverdhan Mehta, Chairman of

the Executive Committee of NAAC; members of the GC, EC, FC, AC, other NAAC

committees, all staff of NAAC; and the academia who have contributed significantly to the

development of NAAC.

The statement of accounts for the year 2009-2010 compiled and audited by statutory auditors is th th rd

adopted in the 20 Finance Committee meeting held on 30 September 2010 and approved by the 53 th

Executive Committee meeting held on 30 September 2010 (details in chapter 6).

The work related to furnishing of Board Room and Conference Room with the state-of-the-art

technologies like video conference, audio conference, access control is complete and fully functional.

A website is appreciated and updated regularly. We have uploaded all our latest

publications in the download section. Most of the reports and publications are easily downloadable

and this section is helping the institutions to download all the important publications at their end

NAAC has already initiated two-phased project on ICT, Wi-fi Campus, Restructuring MIS, Network, 10

Mbps Internet leased line and NAAC website. The project has been handed over to NIC, Government

of India.

Information and Communication Technology (ICT) section is very effective in supporting NAAC

Accreditation and Assessment process. The information pertaining to visit dates, selection of

members, etc., is available through customized software. Whole MIS module is developed and

managed by technical personals in NAAC. All the computers are connected through the LAN

network. High speed internet facility is provided to all the officers and employees of NAAC for

effective functioning. There is a constant monitoring mechanism of systems in place. The section is

upgraded as per the current needs when ever required. Windows Vista and Microsoft 2008 are used

as operating systems and it is working as the backbone to the overall server management and

administration. Networking division in ICT department is running through the Dell Manageable

switches.

New computers with high end configuration were purchased and also upgradation of certain

software done during the year for the NAAC office.

NAAC continues to outsource its additional manpower support requirement from time to time with

external employment agencies.
