1. Introduction

Department of Tourism , Government of Odisha (hereinafter referred to as "DoT" or "Authority" or "Department of Tourism") envisages to develop Khandagiri- Udayagiri

heritage zone and its precincts in an integrated manner in order to leverage the tour ism

potent ial and enhance the aesthetics of the precincts.

Therefore, DoT intends to engage an agency empanelled under Category A for the preparation of an Integrated Heritage and Tourism Masterplan for Development of Khandagiri-Udayagiri and its precincts

Description of delineated area for integrated masterplan

Importance

• Anciently known as Kumara and Kumari parvatas respecti vely • represent one of the earliest groups of Jaina rock-cut architecture in

eastern India in the fi elds of history, rock-cut architecture, art and religion . • There are all together eighteen caves in the Udayagiri and fifteen caves in

the Khandagiri. • The excavation of these caves was first initiated by Kharavela and his

successors around the first century B.C. • Among all the caves, the double storied Ranigumpha is the most imposing

one in the Udayagiri . • Besides, the caves like Svargapuri-Manchapuri and Jaya-Vijaya on Ihe

Udayagiri are also double storied. • The famous inscription of Kharavela occurs on the roof of the

Hathigumpha caves of the Udayagiri .

Connectivity and approach Roads

• The caves are located at the outskirts of Bhubaneswar and is well connected by the city bus service , auto, cabs etc

heritage aesthetics of the zone is lost due to presence of unorganised vending spaces, unregulated traffic, littering by visitors etc.

There is a bus parking and dedicated parking for Khandagiri-Udayagiri area but there is an issue of on-road parking along the monuments which leads to unorganised spaces and accidents. There is a yearly festival - Khandagiri mela , in which there are hundreds of local shops which sit along the road in between Khandagiri-Udayagiri and creates traffic congestion and accidents. The approach from the NH 16 on the eastern side and the southern zone of the Khandagiri-Udayagiri area has densely populated residential area.

In view of the above, it is imperative to analyse challenging factors Vis-a-VIS potential of destination for conceptualising plans and interventions that will lead to enhancing the destinations' profile

4 . Objective of the assignment

The main objective of this assignment is to conceive, plan and develop an integrated heritage and tourism master plan for development of Khandagiri-Udayagiri into a world-class tourist attraction with features . amenities and attractions. It is expected that the overall approach and plan should reflect historical and cultural significance of the destination and complements to the overall sustainability and heritage/architecture conservation objectives.

The main objectives of the assignment are­

• Undertake a holistic assessment of the destination and identify potential components and projects which are feasible from technical , commercial, legal

and environmental perspective . • Undertake detailed Infrastructure gap assessment • Prepare a detailed master plan. DPR and BoO for execution of Khandagiri­

Udayagiri Heritage and Tourism masterplan with a workable model for infrastructure and project development

For this , the selected agency is expected to undertake the following­

• Detailed stakeholder consultations with relevant authorities, local communities in the residential zones, NGOs, Khandagiri-Udayagiri specific parishads etc for understanding the on-ground issues and planning of the precincts to retain/ regain the lost heritage characteristics of the area with aesthetical and infrastructural enhancement of heritage site

• To identify various Interventions for diversion of traffic with inclusion of unique innovative components like sustainable transportation/ Non-Motorised transport/ pedestrianisation etc

• To propose plans for Amalgamation/re-use of existing infrastructure

• To recommend unique tourism information signages/ location orientation map and streetscape with roadside seats and landscaping

• To proposed alternate space for rehabilitation for local vendors

• To enhance the heritage and aesthetic value of the destination .

Detailed scope of work of the projects are listed below; 1. Stage I Baseline report and conceptual plan

a. Survey and Preliminary analysis of the existing situation including-o Infrastructure gap assessment o Assessment of existing tourism infrastructure o Information on existing tourism activities o Tourist inflow analysis - current and future scenario o Study of existing rules/ regulations and laws applicable o Collection of all relevant secondary datal reports available, o Site specific Contour assessment o Existing conservation proposals and other development proposals o Assessment of precincts of the heritage zone - residential areas, built

space assessment, existing local shops (Types of shops etc) o Sample survey for understanding the types of visitors and other local

community's stakeholder consultation o Traffic assessment o Existing Tourist footfall throughout the year / festivals and prOjection of

footfall based on trends o Assessment of commercial , Public semi-public zone and local

encroachments and rehabilitation plan for same o Benchmarking of national and international lake front case studies

b. SWOT Analysis c. Preparation of proposed zoning plan with detailed list of individual components and

sub-components d. Preparation of indicative Conceptual plan (Minimum 2 options) with emphasis on

potential for development of heritage zone including rehabilitation plan for the existing shops

2. Stage II Preparation of integrated heritage and tourism masterplan (Draft) a. Master Plan Report (Understanding the site, documenting, evaluating the potential

and determining priorities for conseNation, use, interpretation and tourism promotion, etc. ConseNation

b. Visioning session with project stakeholders - Present findings from Background Research & Comparable

c. Development Strategies along with Design toolkit with necessary public amenities for a successful tourism development with a special focus on Accessibility planning and Universal design with Illustrative drawings for the identified components (as relevant)

d. Branding, marketing and promotion of the heritage asset development and sustainable management.

e. Visitor flow plan and management f. Indicative budget of proposed project with prioritization of projects g. Funding and Implementation mechanisms h. Operation and Maintenance strategy for sustainability of the project i. Strategy in historic precinct keeping in consideration the historic urban areas,

Interpretation and use plan , Community participation and opportunities and policy framework)

j. Final presentation and submission of the Master Plan for the archaeological site

Step-1 Technical Proposal

The interested empanelled agencies must submit a Conceptual plan of the site specifying components and subcomponents. For each of the identified components, the plan should reflect various themes and sub themes.

Method of submission The submission must be done in the fonn of Soft copy as well as hard copy . • Soft copies shall be emailed to [email protected] and

[email protected] in the .dwg , .pdf , .jpeg , .doc, .pptx etc. • Hard copies must be submitted in Minimum A3 size as a part of the technical proposal.

Note: The applying agencies may be called for a technical presentation of the concept plan submitted.

Step 2: Financial Proposal The financial bids of only the shortlisted agencies (Agencies those score minimum 70% marks in the technical proposal i.e. ",70 out of 100 marks). will be considered for financial proposal opening. The financial bids of only the shortlisted agencies would be opened. While preparing the Financial Proposal, the applicants are expected to consider the requirements and conditions as per the tender document.

• Evaluation of the bids will be based on L-1 basis • The financial proposal shall be the quoted in lump sum and shall be submitted in

the given format (Form-B). • All taxes and surcharges as applicable shall be paid by the selected agency. DoT

will only reimburse the GST as applicable.

• The Financial proposal shall separately mention the GST amount.

• Final quote should be inclusive of out of pockeUreimbursable expenses,

The Technical Proposal (Part A) and Financial Proposal (Part B) must be inserted in separate sealed envelopes, along with bidder's name and address in the left-hand corner of the envelope and super scribed in the following manner.

" Any interlineations, erasures or overwriting shall be valid only if they are initiated by the person signing the Proposal prior to submission of the Proposal.

9. Proposal Opening

DoT will check responsiveness of the bid, followed by technical proposal. Only short-listed bids , post evaluation of technical proposal , will only be eligible for financial bid opening. Proposals will be opened in the presence of applicants or their authorized representatives who choose to attend the proposal opening, at the date and time mentioned and in the following location.

The applicant's representatives who are present shall sign a register evidencing their attendance. In the event of the specified date of Proposal opening being declared a holiday

for DoT, and Proposals shall be opened at the appOinted time and location on the next working day. The Financial Proposals of only those firms shortlisted based on the responsiveness shall be opened . The date and time of opening of the Financial Proposals will be intimated to the qualifying applicants later.

A Bid Security in the form of 001 Bank Guarantee from any scheduled Commercial Bank in favour of 'Director Tourism" payablel encashable at Bhubaneswar for INR 1,00,000/­(Rupees One Lakh only), is to be furnished by the empanelled agency.

Without the requisite EMD the bid shall be treated as non-responsive and rejected. The format for bank guarantee has been provided in Form C.

The Bid Security submitted by unsuccessful applicants shall be returned after signing of agreement with the successful applicant.

DoT shall forfeit the Bid Security in the following scenarios-I. If an applicant withdraws the proposal during the period of validity of the proposal ,

Or II. If the successful applicant fails to execute the agreement or the work assigned.

11 V~hllty of P.roposal Proposals shal l remain valid for 180 days from the last date of submission of proposals. A proposal valid for a shorter period shall be rejected as non-responsive.

Proposals filled in all respect must reach DoT at the address, time and date specified in Schedule of the Application Process through Speed Post, Registered Post or Courier or by hand delivery only . If the specified date for the submission of Proposals is declared as a holiday for DoT, the Proposals will be received up to the appointed time on the next working day.

Proposals received after the deadline for submission of Proposals prescribed by will be rejected.

Any applicant may modify or withdraw its proposal after submission but prior to the deadline for submission of proposal, if DoT receives in time the written notice of the modification or withdrawal. The responsibility of submitting the modified bid, within the deadline for submission of proposal will rest solely with the applicant.

I. No applicant shall be allowed to modify its proposal after the deadline for submissions. Applicant shall be allowed to modify the bid after the last date, only if

the same is requested by DoT, to accommodate clarifications on the proposal submitted, subject to the proposal substantially conforming to the requirements of this solicitation.

II. In the event of withdrawal of a proposal by any applicant within the validity period, the Bid Security submitted by the applicant shall stand forfeited.

16.Performance Security and Agreement

DoT shall issue a Letter of Award (LoA) along with the Draft Contract Agreement to the Selected applicant post opening of the financial proposals . Within 15 days of such issuance, the selected firm is required to submit a Performance Security in the form of Bank Guarantee for an amount equivalent to 10% of the project consultancy charges and enter into the contract agreement with DoT and start the work on an immediate basis.

18. Right 10 Accept and Reject

DoT reserves the right, without any obligation or liability, to accept or reject any or all the proposals at any stage of the process , to cancel or modify the process or any part thereof or to vary any or the term and condition at any time, without assigning any reason whatsoever.

1g. Disputes

------------------------------------~ All legal disputes are subject to the jurisdiction of Bhubaneswar courts only.

20.Liabilily

The Liability of the selected Agency in any case shall not be beyond the amount of fees payable to the selected Agency .

21 . IAdemAity

The Selected Agency always during the pendency of this agreement, keep the Government! DoT indemnified to an amount not exceeding the total fees payable to the Selected Agency under this agreement.

22. Confidentiality

The Selected Agency shall treat the details of the output of the Assignment and the Services as confidential and for the Selected Agency's own information only and shall not publish or disclose the details of the output, deliverables / milestones submitted to Selected Agency or the Services in any professional or technical journal or paper or elsewhere in any manner whatsoever without the previous written consent of the competent DoT.

1. We the [Indicate the Name of the Bank] [Hereinafter referred to as 'the Bank'] at the request of the Consultant do hereby unequivocally and unconditionally guarantee and undertake to pay during the above said period, on written request by DoT an amount not exceeding INR to the DoT, without any reservation. The guarantee would remain valid up to [date] and if any further extension to this is required, the same will be extended on receiving instructions from the Consultant on whose behalf this guarantee has been issued.

2. We the Bank do hereby further undertake to pay the amounts due and payable under this guarantee without any demur, merely on a demand from the DoT stating that the amount claimed is due by way of loss or damage caused to or would be caused to or suffered by the DoT by reason of any breach by the said Consultant [sJ of any of the terms or conditions or failure to perform the said Bid . Any such demand made on the Bank shall be conclusive as regards the amount due and payable by the Bank under this guarantee. However, our liability under this guarantee shall be restricted to an amount not exceeding INR -,-___________--",_ (in words) .

3. We , the Bank undertake to pay the DoT any money so demanded not withstanding any dispute or disputes so raised by the supplier [s] in any suit or proceeding instituted/pending before any Court or Tribunal relating thereto, our liability under this agreement being absolute and unequivocal. The payment so made by us under this bond shall be a valid discharge of our liability for payment there under and the supplier(s) shall have no claim against us for making such payment.

4. We , the Bank or our local branch at Bhubaneswar further agree that the guarantee herein contain shall remain in full force and effect during the aforesaid period of =-=---:_. days and it shall continue to be so enforceable till all the dues of the DoT under by virtue of the said Bid have been fully paid and its claims satisfied or discharged or till DoT certifies that the terms and conditions of the said Bid have been fully and properly carried out by the said Consultant[s] and accordingly discharges this guarantee. Unless a demand or claim under this guarantee is made on us in writing on or before the (date) we shall be discharged from all liability under this guarantee thereafter.

5. We, the Bank or our local branch at Bhubaneswar further agree that the DoT shall have the fullest liberty without our consent and without affecting in any manner our

obligations here under to vary any of the terms and conditions of the said Bid or to extend time of performance by the said Consultant [s] from time to time or to postpone for any time or from time to time any of the powers exercisable by the DoT against the said Consultant[s] and to forbear or enforce any of the terms and conditions relating to the said bid and we shall not be relieved from our liability by reason of any such variation , postponement or extension being granted to the said Consultant[s] or for any forbearance act or omission on the part of the DoT or any indulgence by the DoT to the said Consultant[s] or by any such matter or thing whatsoever which under the law relating to sureties would but for this provision, have effect of so relieving us .

6. This guarantee will not be discharged due to the change in the name, style and constitution of the Bank or the Consultant [s] .

7. We, the Bank or our local branch at Bhubaneswar lastly undertake not revoke this Guarantee during its currency except with the previous consent of the DoT in writing.

8. We, the Bank further agree that this guarantee shall also be invokable at our place of business at Bhubaneswar in the State of Orissa.
