  • Prakata Standar addressing teleinformation plan ini memberikan acuan untuk penetapan address RTU dan teleinformasi dengan menggunakan protokol IEC 870-5-101 dan IEC 870-5-104 untuk mengakomodir SPLN S5.001 2008 tentang teleinformasi data untuk operasi jaringan dan SPLN S5.001 2008 tentang teleinformasi data untuk pemeliharaan instalasi sistem Standar ini mencakup konfigurasi protokol IEC 870-5-101 dan IEC 870-5-104, standar addressing Remote Station dan Standar addressing teleinformasi yang digunakan dalam sistem SCADA untuk operasi maupun pemeliharaan. Standar ini dapat menjadi acuan dalam implementasi Sistem Otomasi Gardu Induk (SOGI) di lingkungan PT PLN (Persero) P3B Jawa Bali.

    1. Ruang lingkup

    Standar ini dimaksudkan untuk menetapkan standar addressing teleinformation plan PLN P3B Jawa Bali. Standar ini, berlaku untuk sistem SCADA: a. Inter Regional Control Center, disingkat IRCC; b. Regional Control Center, disingkat RCC;

    2. Tujuan Standar ini memberikan pedoman addressing teleinformasi untuk implementasi SOGI. Standar ini diimplementasikan pada Gardu Induk baru, pengembangan bay baru dan rehabilitasi Gardu Induk.

    3. Acuan normatif Dokumen normatif berikut berisi persyaratan-persyaratan yang menjadi referensi dalam pembuatan standar addressing teleinformation plan untuk protokol IEC 870-5-101 dan IEC 870-5-104. Pada saat publikasi standar ini, dokumen normatif yang tersebut dibawah ini masih berlaku. Semua dokumen normatif ini, mungkin untuk dilakukan revisi sehingga pihak-pihak yang menggunakan standar ini diharapkan untuk mencari kemungkinan menggunakan edisi terbaru dokumen normatif yang bersangkutan. a.     c. Edaran Direksi PT PLN (PERSERO) no. 004.E/DIR/2006 tentang Pedoman Proses Pencapaian Sasaran melalui Penetepan Enterprise Risk Manajemen di PT PLN (PERSERO);

    d. SPLN S5.001 2008 tentang Teleinformasi Data untuk Operasi Jaringan Tenaga Listrik

    e. SPLN S5.001 2008 tentang Teleinformasi Data untuk Pemeliharaan Instalasi Sistem Tenaga Listrik

    4. Istilah dan Definisi

    4.1 ASDU Application Spesific Data Unit. Paket data pada application layer protokol IEC 870-5-101 dan IEC 870-5-104

    4.2 Control center Pusat kendali pengoperasian sistem tenaga listrik dimana master station ditempatkan.

    4.3 Inter regional control center (IRCC) Pusat kendali yang terhubung dengan beberapa regional control center.

  • 4.4 Intelligent electronic device (IED) Peralatan elektronik berbasis mikroprosesor yang memiliki fungsi tertentu untuk melakukan telekontrol, telemetering, telesignal, proteksi, dan meter energi.

    4.5 Regional control center (RCC) Pusat kendali jaringan transmisi tegangan tinggi.

    4.6 Remote station Stasiun yang dipantau, atau diperintah dan dipantau oleh master station, yang terdiri dari gateway, IED, local HMI, RTU, dan meter energi.

    4.7 Remote terminal unit (RTU) Peralatan yang dipantau, atau diperintah dan dipantau oleh master station. [IEV 371-06-04]

    4.8 Supervisory control and data acquisition (SCADA) Sistem yang mengawasi dan mengendalikan peralatan proses yang tersebar secara geografis. [ IEC 60870-1-3 ]

    4.9 Telecontrol Kendali peralatan operasional jarak jauh menggunakan transmisi informasi dengan teknik telekomunikasi. [IEV 371-01-01] CATATAN: Telekontrol dapat berisi kombinasi perintah, alarm, indikasi, metering/pengukuran, proteksi dan fasilitas tripping, tidak menggunakan pesan suara.

    4.10 Telesignal Pengawasan status dari peralatan operasional dalam jarak tertentu dengan menggunakan teknik telekomunikasi seperti kondisi alarm, posisi switch atau posisi katup. [IEV 371-01-04]

    4.11 Telemetering Transmisi nilai variabel yang diukur dengan menggunakan teknik telekomunikasi. [IEV 371-01-03]

    5. Penentuan CAASDU dan IO Address IEC 870-5-101 dan IEC 870-5-104 Untuk kompatibilitas addressing antara IEC 870-5-101 dan IEC 870-5-104, maka digunakan pola sebagai berikut: Panjang Common Address of ASDU = 2 byte Panjang IO Address = 3 byte

    6. Standar Addressing Remote Station Untuk menghindari overlapping addressing remote station di sistem Jawa Bali, maka alokasi addressing remote station di sistem Jawa Bali diatur sebagai berikut:
