Strategy for the betterOur main strategy to face the dynamics of world oil prices is by optimizing assets and resources as well as improving efficiency. PHE WMO strives to increase oil & gas reserves through appropriate exploration strategies and to increase profit by optimizing oil and gas production through operational excellence.
Situasi ekonomi nasional dan global pada tahun 2016 belum
memperlihatkan perubahan signifikan dibanding tahun 2015.
Harga minyak mentah dunia yang mencapai titik terendah di
awal 2016, yaitu US$27,49/barel, tetap belum mencapai nilai
kewajaran, sehingga PT Pertamina Hulu Energi West Madura
Offshore (PHE WMO) harus cermat dalam melakukan
operasi. Kerja sama dengan seluruh pemangku kepentingan
menjadi kunci utama untuk meraih kinerja yang lebih baik.
The national and global economic situations in 2016 have
not shown any significant change compared to 2015. The
world crude oil prices reached the lowest point in early 2016
at US$27.49/ barrel, which has not reached the fair value,
prompted PT Pertamina Hulu Energi West Madura Offshore
(PHE WMO) to be cautious in performing the company’s
operations. Engaging all stakeholders is believed to be the key
in achieving better performance.

Strategi lain adalah meningkatkan kualitas para pekerja serta mengembangkan kompetensi mereka melalui pendidikan dan pelatihan, termasuk sertifikasi keahlian yang berstandar. Selama tahun 2016, PHE WMO menyelenggarakan pelatihan sebanyak 20.920 jam dan diikuti 401 karyawan.
PHE WMO berkomitmen menjadikan lingkungan kerja aman dan sehat bagi para pekerja, dengan menerapkan OHSAS 18001 serta ISO 14001:2005 Environmental Management System. Selama tahun 2016, PHE WMO tidak dihadapkan pada kasus kecelakaan kerja fatal dan mencatat 15,2 juta jam kerja selamat.
Kami juga menerapkan praktik-praktik terbaik operasi dan produksi migas, dengan mengelola dan menjaga kelestarian lingkungan. Sejak tahun 2015, PHE WMO memberlakukan kebijakan konservasi air dengan target mengurangi total volume pemanfaatan air sebanyak 10% setiap tahun. PHE WMO memiliki kawasan konservasi mangrove dalam upaya melakukan restorasi dan perlindungan habitat di area konservasi mangrove Gresik dan di Kabupaten Bangkalan, Madura.
PHE WMO berupaya menurunkan emisi GrK dengan target 3% dari emisi yang dihasilkan tahun 2015. Demikian pula dengan pengelolaan limbah, kami memastikan tidak ada limbah yang mengandung bahan beracun dan berbahaya (B3), serta tidak ada air terproduksi yang mencemari lingkungan maupun badan air.
Other strategies are improving the quality of employees and developing their competencies through education and training, including standard certification of competencies. During 2016, PHE WMO conducted 20,920 training hours and attended by 401 employees.
PHE WMO is committed to creating safe and healthy work environment for employees, with the application of OHSAS 18001 and ISO 14001:2005 on Environmental Management System. During 2016, PHE WMO did not experience any cases of fatal accident and recorded 15.2 million safe man-hours.
We also apply best practices for oil & gas operations and production, by managing and maintaining environmental sustainability. Since 2015, PHE WMO has implemented a water conservation policy aimed at reducing total volume of water utilization by 10% annually. PHE WMO has a mangrove conservation area in an attempt to restore and protect habitat in Gresik mangrove conservation area and Bangkalan, Madura.
PHE WMO set a target to reduce GHG emissions by 3% of the emissions generated in 2015. In waste management, we ensure that no toxic and hazardous material (B3) waste and produced water contaminating the environment or water bodies.

Tingkat produksi minyak mentah tahun 2016 mencapai 9.430 BOPD, atau 100,8% dari target rencana Kerja (rK) sebesar 9.360 BOPD. Demikian pula dengan capaian produksi gas pada tahun 2016 sebanyak 103,25 MMSCFD atau 100,6% dari target rK sebesar 102,6 MMSCFD. Memasuki tahun 2017, PHE WMO mulai menyalurkan kondensat kepada pembeli berdasarkan Perjanjian Jual Beli Kondensat (PJBK). PHE WMO telah mendapatkan Surat Penetapan Provisional ICP dari Menteri Energi dan Sumber Daya Mineral pada tanggal 30 Desember 2016 yang lalu untuk Provisional ICP Kondensat Madura.
Peningkatan kinerja mempengaruhi pendapatan usaha PHE WMO. Total perolehan pendapatan selama tahun 2016 mencapai US$330,574,132.05, turun 27,5% dibanding tahun 2015 senilai US$421,452,212. Untuk perolehan laba bersih yang dibukukan pada tahun 2016, mencapai US$75,179,387.09 naik 63,2% dibanding tahun 2015 sebesar US$46,452,474.
Terjaganya pendapatan usaha selama tahun 2016, menjadikan kami tetap dapat berkontribusi terhadap negara dengan melaksanakan kewajiban pembayaran pajak. PHE WMO juga tetap dapat berkontribusi pada pembangunan infrastruktur publik dan pemberdayaan masyarakat melalui pengembangan komunitas (community development atau CD). Total biaya pembangunan infrastruktur publik pada tahun 2016 mencapai US$49,068.
Sepanjang tahun 2016, kami melanjutkan tiga program CD yakni ‘Si Komo Pasir’ (Aksi Konservasi Mangrove Berbasis Pemberdayaan Masyarakat Pesisir) - Taman Pendidikan Mangrove; Sidorukun Kampung Hijau Sumber rejeki, dan Air Bersih Berkelanjutan HIPPAM Sumber Barokah.

Crude oil production in 2016 reached 9,430 BOPD, or 100.8% of the Work Plan (rK) target at 9,360 BOPD. Gas production in 2016 reached 103.25 MMSCFD, or 100.6% of rK target or equal to 102.6 MMSCFD.
Entering 2017, PHE WMO began to distribute condensate to buyers under the Condensate Purchase Agreement (PJBK). PHE WMO has received the ICP Provisional Approval Letter from the Minister of Energy and Mineral resources on December 30, 2016 for ICP Provisional of Madura Condensate.
Increased performance affected PHE WMO’s operating revenues. Total revenues in 2016 reached US$330,574,132.05, down 27.5% from 2015 worth US$421,452,212. The Company booked net profit of US$75,179,387.09 in 2016, up 63.2% compared to US$46,452,474 in 2015.
The stable operating revenues during 2016, enabled us to continue contributing to the state through payment of taxes. PHE WMO also continuously contributed to the development of public infrastructure and community empowerment through community development (CD). Total spending for public infrastructure development in 2016 reached US$49,068.
Throughout 2016, we continued three CD programs namely ‘Si Komo Pasir’ (Mangrove Conservation Action Based on Coastal Community Empowerment) - Mangrove Education Park; Sidorukun Kampung Hijau Sumber rejeki, and Sustainable Clean Water HIPPAM Sumber Barokah.

Kami mengucapkan terima kasih atas kerja keras semua pemangku kepentingan. Kebersamaan yang terbangun menumbuhkan optimis bahwa PHE WMO akan terus berkembang dan menjadi yang terbaik, tidak hanya di lingkungan PT Pertamina Hulu Energi (PHE), tetapi juga di antara perusahaan migas nasional.
Sesuai dengan rKAP, kami telah menyiapkan biaya operasi (opex) sebesar US$167.1 juta dan biaya modal (capex) sebesar US$122.2 juta, biaya produksi per barrel US$16.13 per BOE dan melanjutkan efisiensi 8%.
Kami berkeyakinan tidak ada usaha yang tidak membuahkan hasil. Melalui kerja keras dan kebersamaan, PHE WMO berupaya mewujudkan visi menjadi perusahaan minyak dan gas bumi kelas dunia.

STRUKTUR TATA KELOLA PERUSAHAAN Corporate Governance Structure
Struktur tata kelola PHE WMO sesuai dengan Undang-Undang No.40 Tahun 2007 Tentang Perusahaan Terbatas, terdiri atas Rapat Umum Pemegang Saham (RUPS), Dewan Komisaris, dan Direksi. [G4-34]
1. RUPS merupakan organ Perusahaan tertinggi dalam struktur tata kelola.
2. Dewan Komisaris merupakan organ Perusahaan yang memiliki tugas dan tanggung jawab mengawasi, serta memberikan nasihat kepada Direksi dalam mengelola PHE WMO.
3. Direksi merupakan organ Perusahaan yang memiliki tugas dan tanggung jawab mengelola PHE WMO.
Kami telah menerapkan manajemen risiko sesuai dengan Traktat Manajemen Risiko PT Pertamina Hulu Energi West Madura Offshore. Penerapan manejemen risiko merupakan bagian dari good corporate governance. Seluruh Tim Manajemen telah menandatangani Traktat Manajemen Risiko pada tanggal 19 Februari 2016. [G4-14]

2. TheBoardofCommissionersistheorganoftheCompanythat has the duties and responsibilities to oversee and provide advice to the Board of Directors in managing PHE WMO.
3. TheBoardofDirectorsistheorganoftheCompanythathasthe duty and responsibility of managing PHE WMO.
We have implemented risk management in accordance with PT Pertamina Hulu Energi West Madura Offshore Risk Management Plan. The implementation of risk management is part of good corporate governance. The entire Management Team has signed the Risk Management Treaty on February 19, 2016. [G4-14]

Pada tahun 2016 telah diidentifikasi 37 risk event yang kemudian diseleksi untuk memilih risiko yang dikategorikan top risk. Selanjutnya dilakukan close monitoring untuk memastikan mitigasi telah dipenuhi. Top risk dipilih berdasarkan kriteria:• Risk event yang dapat risiko kuantitatif inherent melebihi
treshold;• Risikoyangterkaitdenganaspekstrategis,reputasi,kepatuhan,
dan perkara hukum, dan memiliki level dampak inherent di atas level dampak 3;
• Risk appetite dan risk tolerance dari manajemen.
In 2016, 37 risk events have been identified, which were then selected to be categorized as top risks. Furthermore, close monitoring was conducted to ensure mitigation has been met. Top risks were selected based on criteria:• Riskeventswithinherentquantitativeriskexceedingtreshold;
• Risksassociatedwithstrategicaspects,reputation,compliance,and legal cases, and have an level of inherent impact above impact level 3;
• Riskappetiteandrisktolerancefrommanagement.
Tahapan manajemen risiko dimulai dari identifikasi risiko, evaluasi risiko, mitigasi risiko, monitoring implementasi mitigasi risiko dan pelaporan manajemen risiko perusahaan disusun dalam bentuk risk register. Risk register berfungsi untuk meningkatkan pencapaian nyata perusahaan dalam aspek kesehatan dan keselamatan kerja dan lingkungan, kepatuhan hukum, penerimaan publik, kinerja operasi dan produksi, kinerja keuangan, tata kelola, serta reputasi perusahaan. PHE WMO telah menyajikan risk register, mitigasi, dan peta risiko perusahaan tahun 2016 dalam Buku Risk Register 2016. Implementasi rencana mitigasi risiko dimonitor dan dilaporkan setiap bulan kepada manajemen, PHE, dan stakeholder lainnya.
Risk management stages start from risk identification, risk evaluation, risk mitigation, monitoring of risk mitigation implementation and corporate risk management reporting in the form of risk register. Risk register serves to improve the actual achievement of the company in the aspects of occupational health and safety and environment, legal compliance, public acceptance, operating and production performance, financial performance, corporate governance, and reputation. PHE WMO has presented risk register, mitigation and risk map of 2016 in Risk Register 2016. Implementation of risk mitigation plan is monitored and reported monthly to the management, PHE, and other stakeholders.

Pada tanggal 19 Februari 2016 telah dilakukan penandatanganan Traktat Manajemen Risiko oleh Presiden/GM PHE WMO dengan SMT, serta Direct Report. Penandatanganan traktat merupakan bentuk komitmen perusahaan pada penerapan prinsip-prinsip manajemen risiko. Hal ini juga berfungsi sebagai bukti implementasi manajemen risiko dalam kegiatan operasional guna mendukung pencapaian sasaran perusahaan.
On February 19, 2016, President/GM of PHE WMO and SMT signed the Risk Management Treaty as well as Direct Report. The signing of the treaty was a form of the company’s commitment to the application of risk management principles. It also served as evidence of risk management implementation in operational activities to support the achievement of the company’s targets.

Rangkaian tahapan ini dilakukan secara partisipatif melalui sebuah mekanisme pembinaan hubungan dengan pemangku kepentingan atas beragam isu, ekspektasi, dan masukan dari pemangku kepentingan.

The governance of community development programs is managed in structured, systematic and participatory manner to encourage community independence according to local wisdom, and local culture. The community development program progresses gradually, starting from planning, implementation, monitoring and evaluation of the program, as well as reporting. This series of stages is carried out in a participatory manner through a mechanisms for building relationships with stakeholders on various issues, expectations, and feedback from stakeholders.
