ASEAN-I NDIA RESEARCH TRA]NING FELLOWSHIP(AI-RTF)

lndia has been the dialogue partner for ASEAN (Association of South East AsianNations) since 1992. ln 2012, on the occasion of 20th anniversary as dialogue partner,lndia-ASEAN celebrated commemcrative Sumnrit and cieciared enhancement ol itsrelations to strategic level.

lndia S&T Collaboration started formally in 1995 r,vith establrshment of ASEAN IndiaS&T working Grcuo (Aly/GST). iniiially, the collaborative ASEAN-lndia S&T activitiesv,'e!'e supportecJ through ASEAN lndia Fund (AlF). ln 2008, Government of lndiaestablished a dedicated fund viz ASEAN lndia S&T Development Fund (AISTDF) tosupport R&D projects and associated project development activities. The current totalbudget of AISTDF is an equivalent amount of 5 [,4illion USD in INR This anrount of 5Million USD is jointly contrbuted by Ministry of External Affairs (MEA) and Departmentof Science & Technology (DST). The Department of Science & Technology is the nodalDepartment foi' execution and implementation of ASEAN-lndia S&T Cooperationprogram from lndian side.

ThC PIan of Action of the ASEAN.INDIA PARTNERSHIP FOR PEACE, PROGRESSAND SHARED PROSPERITY (20i6-2C20), implements the goals anC objeciives of theASEAN-|ndia Partnership for Peace, Progress and Shared Prosperity on 30 November2004 in Vientiane, Lao PDR, and the Vision Statement of the ASEAN-IndiaCommemorative Summit, adopted by the Leaders of ASEAN and India on 20 December2012 in New Delhi, lndia. Through the implementation of this PIan of Action, ASEANand lndia will work towards supporting the ASEAN Community building and integratiorrprocess, including the ASEAN Community's Post-2015 Vision, for a politically cohesive,economically integrated, socially responsible and a truly people-oriented, people-centered and rules-based ASEAN, narrowing the development gap and enhancingASEAN Connectivity. Both sides wiil also further promote cooperation in addressingcommon and emerging challenges and enhance coordination in other internationalforum on issues of common concern to contribute to overall peace stability andprosperity.

The main objectives of ASEAN-India Science, Technology and lnnovation cooperationare based on following principles-

' Encourage and promote cooperation in science, technology and innovation,including through joint research activity, and development on cross-sectoralareas such as health, communicable and emerging infectious diseases,environmental management, climate change adaptation and mitigationmeasures, agricultural technologies, alternative energy, biodiversity, foodprocessing, advanced materials for development of value-added products, andspace technology and applications;

' Encourage and promote cooperation in biotechnology including through capacitybuilding and joint research and development for mutual benefit,

' Undertake activities and develop program / projects under the ASEAN-lndiaScience and Technology Development Fund;

ln order to support and facilitate mobility among young taiented researchers of ASEANMember States, lndia and ASEAN instituted the scheme "ASEAN-Indla Research TrainingFellowship' (AIRTF) Scheme for ASEAN young researchers to wcrk at any of the lndianresearch/ academic I nstitution

The AIRTF scheme is a fellorvshtp scheme witn the following objectives.

. To promote mcbility of screntists and researchers from the ASEAN Member States tclndia and pi'ovide them opportunity to work at Indian R&D/ academic institutions toupgrade their research skills and expertise.

. To facilitate exchange of information and contacts between the scieniists andresearcher's cf Indra and ASEAN Countries and create a netv;ork for buildingI tr:Cdl Ui I t U,idLU, d:,.rl ls.

As a spin-off the Fellowship ar,vai'dees may aiso have oppoilunity to get co-supervisors fromlndia for their research projects for Pl' D c: lr,4asters degree cn their retui'n to their homecountries.

lnitially to staft with 100 (One Hundred) Fellowships per year shall be awarded to youngscientists and researchers from ASEAN Member States to get affiliated with lndian academicand R&D institutions. These Fellowships shall be equally distributed among ASEAN MemberCountry. lnitially, 10 Fellowship shall be allocated for each ASEAN country. However, thisnumber could be re-adjusted in accordance with the number of applicants from respectiveeach ASEAN Member States.

The duration of the Fellowship will be for a period of up to six months. A minor variation in theduration would be allowed on recommendations of the lndian host lnstitute/ Universitydepending upon the actual requirement of the research project as mutually agreed betweenthe Fellowship holder and the lndian host institution. ,

lndia has a vast and excellent infrastructure for Education and Research in Science,Technology and Engineering. There are744 universities and extensive networks of more than5700 S&T lnstitutions, including several of national impodance. Most of these are Governmentsuppoded and cover vir-tually every branch and facet of natural science, technology andengineering.

Fellowship will be offered for working in research topics under any of the following broaddisciplines:

1. Agricultural Sciences2. Biological and Medical Sciences3. Chemical Sciences & Engineering4. Computer Science & Engineering4. Physical Sciences and Mathematics5. Ocean, Earth & Atmospheric Sciences6. Engineering Sciences7. Materials, Minerals and Metallurgy8. Science Policy / IPR Management / Technology Transfer & Commercialisation9. Other multi-disciplinary areas of Science, Technology and tnnovation

A suggestive list of Indian institutions along with the areas of research offered by them isenclosed as Annexure-J

1. Applicant must be holding nationality of any of the ASEAN Member state.

2. Possess at-least a Masters Degree in any Natural Sciences or an equivalent degree inTechnology i Engineering / Medicine / allled disciplines.

Applicant should be working in a national R&D or academic institution in his/ her homeA'SEAN Menrber country. The application should be erroorsed by the Head of his/ herinstitution confirnting that if seiected, hei she will be sanctioned leave for the Feilowshipperiod and will join his/ her duties back in the institution on completion of the Feilowship inlndia.

The upper age limit for the applicant is 45 years as on date of submission of application.

Fluency in English language

lndian nationals are not eligible for the Fellowship.

The Applicant should submit the application, through email, to the Science & TechnologyDivision of ASEAN -secretariat with a copy to IMRC Division, Department of Science-&Technology in the enclosed format along with the foilowing enclosures:

i. Application Form (Annexure-ll)

ii. Copy of Relevant Pages of Passport

iii. Copy of an endorsement from present employer, Culy filled in and signed, alongwith Signature of the applicant. Take a print out of the format of 'Endorsement ofPresent Employef appended at ihe end of the Apptication format and attach as.canned copy of the appropriately filled up document along with the applicationform).

iv. A copy of the letter / email from any lndian scientist/ institution with consent toaccept you to work with them, if you get selected.

The application form must be filled up only in typed script (NOT HAND WRITTEN).lncomplete and illegible applications will be rejected.

All the enclosures as above must be submitted along with the application.Applications without any of the enclosures as mentioned at i. to v. above will berejected.

Only electronic communication will be accepted and therefore, the complete application,in soft form, should be sent as attachment to the e-mail [email protected] and Sharma [email protected] after scanning the documentswherever required, only in a single soft file (Ms word format or pcif format).

Hard copies of the application by posU courier/ FAX are neitllel required nof will beconsid_eled.

It is strongly advised that the applicant, in his/ her own interest, should make a priorcontact with an lndian rnstitution, where work is in progress in his/ her area of interest, orwith a concerned scientist in lndia and obtain consent that the applicant, if selected forthe Feilowship. will be accepted to work in the institution on the proposed researchproject. A copy of such consent leiter should be enclosed with the application.

ln this connection, a suggesiii,e list of lndian academic and R&D institutions has beenenclosed with this Announcement to heip the applicant, but the applicant is free to contactany other institution in lndia for his/ her affiliation.

lf the applicant is not able to secure such prior consent. the IMRC Divrsion DST willfacilitaie to connect the applicant with a suitable matching lndian institute on ihe basis ofthe informaticn prcvided by the applicant and the research proposal submitted along vriththe application

Securing a pror consent from an lndian institution/ scientist does not guarantee theselection of an applicant. All applications received will hre scrutinised by ASEANSecretariat which in turn shall recommend /forward the application to iMRC Division DSTfor consideration and support. IMRC Division DST shall make final decision based on thequality of the i'eseai'ch proposal subrnrtted by the applicant applicant's academic rrreritand availabie slcts in the Fellowship scheme.

The applications can be submitted at any time during the year. There is no specificdeadline for submitting the applications.

Full financial assistance will be provided to the selected Fellows which will include thefollowing:-

a. All international travel related expenses i.e. round trip international airfare byexcursion/ economy class by shortest route from the international airport in thehome country of the applicant to the international airport nearest to the hostinstitution in lndia; visa fees, overseas medical insurance, etc.

b. A consolidated Fellowship amount of lndian Rupees (lNR) 50,000 per month (non-taxable) for accommodation, meals and other miscellaneous.

c. One-time grant of INR 4O,OOO!- for 6 months period for research contingelncyexpenses, airport transfers, domestic travel (by road) for attending scientific /eventsand field-trips within lncjia, and Institutional overhead charges @ Rs. 2,500/- permonth.

The allowance as in (a), (b) and (c) will be released to the host institution in lndia fordisbursement to the Fellow. The host lnstitution will arrange appropriateaccommodation for the Fellow on payment basis.

The selected Fellow is advised to take an appropriate policy for health insurancecoverage for the period of stay in lndia. The cost for obtaining overseas insurance policyis covered and reimbursable under AISTDF.

lndividual Fellow, or his/ her government / institution, is required to bear the followingcosts:

a. All expenses in the home country incidental to travel abroad, including expenditureincurred to obtain passport and visa and for medical examinatlons and vaccinationsas may be required as well as other miscellaneous expenses sueh as internal travelto/ from the international airport of departure in the home country.

b. Salary and other related allowances in the home country, if applicable, during theFellowship period.

4. Neither the AISTDF nor the host institution in lndia will assume any responsibilitywhatscever for the following expenditure of the Fellows during the tenure of theFellowship:

a. Compensation in tl're event of death, disability or loss of personal belongings orcompensation for damage caused by climatic or other conditions.

b. Travel and other costs incurred by the dependents who mighi accompany theFellows.

The Feilows will observe the regulations and procedures stipulated below. lf they fail to do so,the Fellowship shall be withdrawn.

a. During their tenures, Fellows shall not, either in or outside the host instituticn,inft'inge in any way on the human rights of others, including racial or genderdiscrimination or other forms of abuse.

b. Fellows shall stay in lndia continuously during the tenure of the fellowship andconcentrate on their scientific work at the host institution. Fellows shall not engagein other work, either paid or unpaid, during their tenure.

c. The Fellows shall follow the rules of the host institution and shall not underiake anyacts of research misconduct, e.9., fabricating or falsifying research results andmisuse of research funds.

d. A Fellow shall submit a research report to the DST and ASEAN SecretariaflASEAN COST on completion of his/ her tenure.
