mengembangkan ketrampilan individu, kemampuan, pengetahuan

atau sikap yang dapat merubah perilaku pegawai untuk mencapai

tujuan organisasi yang telah ditetapkan. Sinambela (2016:170)

Pengembangan adalah suatu proses pembelajaran jangka

panjang menggunakan suatu prosedur yang sistimatis dan

terorganisasi dengan mana manajer belajar pengetahuan

konseptual dan teoritis untuk tujuan umum.

Menurut Flippo, pengembangan sdm merupakan suatu

proses dari

1. Pelatihan untuk meningkatkan keahlian serta

pengetahuan untuk melakukan pekerjaan tertentu.

2. Pendidikan yang berkaitan dengan perluasan

pengetahuan umum dan latar belakang

Terdapat persepsi yang membedakan pelatihan dan

pengembangan, perbedaan tersebut pada intinya

mengatakan bahwa:

Pelatihan dimaksudkan untuk membantu meningkatkan

kemampuan para pegawai untuk melaksanakan tugas

sekarang.

Pengembangan lebih berorientasi pada peningkatan

produktivitas kerja para pekerja dimasa depan.

Dinyatakan dengan kata lain, pelatihan adalah suatu bentuk

investasi jangka pendek, sedangkan pengembangan

merupakan investasi sumber daya manusia jangka

panjang.

Perbedaan tersebut tidak perlu ditonjolkan karena manfaat

pelatihan yang ditempuh sekarang dapat berlanjut sepanjang

karier seseorang. Berarti suatu pelatihan dapat bersifat

pengembangan bagi pegawai yang bersangkutan karena

mempersiapkan memikul tanggung jawab yang lebih besar

dikemudian hari.
