Menjelang tutup tahun 2018, in-dustri penerbangan nasional dih-adapkan de ngan public issue yang cukup menghebohkan untuk tidak mengatakan merepotkan, yaitu perihal harga jual tiket penerban-gan dalam negeri. Secara internal INACA bersama anggota terus men-cari jalan-jalan tengah berhubung harga jual tiket dipandang mahal dan dikaitkan dengan risiko dampak negative terhadap kegiatan ekonomi masyarakat, dan se-cara eksternal INACA sebagai satu-satunya organisasi in-dustri penerbangan di negeri ini, menghadapinya dengan sebijaksana mungkin meng ingat terlibat di situ pemerintah sebagai regulator, anggota INACA sebagai operator dan me-dia serta masyarakat sebagai konsumen.

Kegiatan industri penerbangan pada umumnya berjalan baik dan fakta serta data yang ditampilkan di buku Laporan Tahun 2018 ini mencerminkannya.

Hanya dalam OUTLOOK, secara objektif ada dipesankan bahwa tahun-tahun berikutnya diprediksi akan menyaji-kan tantangan baru dan perkembangan baru terutama dari perubahan-perubahan dalam tingkat pertumbuhan jum-lah penumpang, maupun perubahan yang semakin intens dalam disrupsi kegiatan ekonomi, digitalisasi masyarakat, behaviour dalam berbisnis dan cara bertransaksi jual beli dan menggunakan teknologi, dan sete rusnya.

Towards the end of 2018, the national aviation industry was confronted with a public issue which was quite horrendous not to say troublesome, namely regarding the selling price of domestic flight tickets. Internally, INACA and members spent attention continuously to look for ways to weather the storm as the ticket prices are seen as expensive and are associated with the risk of negative impacts on community economic activities, and externally, INACA as the only aviation industry organization in the country, deal with it as wisely as possible considering that the issue involved the government as a regulator, mem-bers of INACA as operators and media as well as the public as consumers.

Aviation industry activities generally run well and the facts and figures displayed in this 2018 Annual Report reflect the circumstances proportionately.

Only in OUTLOOK, objectively, it is predicted that the following years are forecasted to present new challenges and new developments, especially from changes in the growth rate of passenger numbers, as well as increasingly intense changes in disruption of economic activity, digitalization of society, behavior in business and ways buying and selling and using technology, and so on.

Di tahun 2018 bertambah 10 rute domestik, namun tidaklah linier de ngan pertumbuhan atau per-tambahan kapasitas tempat duduk penumpang. Per periode sejak 2015 hingga 2018 diperoleh angka bahwa jumlah rute penerbangan dalam negeri resminya bertambah 43%, jumlah kota yang dihubung-kan bertambah 27% tetapi kapasitas seat bertambahnya 17%. Ini tentu mencerminkan gejala pertumbuhan penerbangan berjad-wal di dalam negeri pada umumnya tetap positif namun kurva kenaikannya semakin melandai dibandingkan dengan rangkaian pertumbuhan di tahun-tahun sebelumnya.

Demikian pula bila dilihat total jumah penum pang rute dalam negeri yang diangkut tahun 2018 berjumlah 101.961.266, meningkat 5,23% terhadap tahun sebelumnya. Selama periode 4 tahun sebelumnya memang telah terjadi pertumbuhan yang fluktuatif sekali dari tahun ke tahun yakni 0,96% (2014), 0,17% (2015), 16,65% (2016) dan 8,40% (2017).

Yang terasa lebih berat oleh operator penerbang an da-lam tahun 2018 adalah kenyataan bertahannya pada level relative tinggi kurs mata uang dollar terhadap rupiah, demikian juga harga bahan bakar avtur, yang membuat lemahnya kekuatan finansial perusahaan. Para anggota INACA sepanjang tahun dan bahkan mengantisipasi tahun-tahun berikutnya, dibayangi oleh prospek beban keuangan yang berpotensi akan semakin memberatkan.

Tetapi dengan proyeksi dari peme rintah tingkat per-tumbuhan ekonomi nasional tahun 2019 akan berkisar 6%, kami di INACA lega mengatakan the show will go on posi-tively with good growth.

In 2018 there were 10 new domestic routes added, but it would not be linear with the growth or increase in the passenger seating capacity. For the period from 2015 to 2018 statistical figures showed that the number of official domestic flight routes increased by 43%, the number of cities connected increased by 27% but the seat capac-ity increased by 17%. This certainly reflects the symptom of the growth of scheduled flights within the country in general, which remains positive, but the upward curve is sloping compared to the series of growth in previous years.

Likewise, the total number of domestic route passengers transported in 2018 was 101,961,266, an increase of 5.23% over the previous year. During the previous 4 years there has indeed been a fluctuating growth from year to year namely 0.96% (2014), 0.17% (2015), 16.65% (2016) and 8.40% (2017).

Tetapi juga harus diakui, bahwa persaingan di bisnis penerbangan meliputi jumlah dan keragam an pesaing, persaingan dari moda transportasi lain, tingkat persaing-an, persaingan harga, aktivitas pemasaran pesaing, dan sebagainya.

Terkait semua itulah Rapat Umum Anggota INACA tahun 2018 mengangkat tema Managing the Dynamic Challenges in the (national) Aviation Industry.

What is even more difficult for airline operators in 2018 is the fact that it remains operating at a relatively high level of the exchange rate of the dollar against the rupiah, as well as the price of aviation fuel, which weakens the company’s financial strength. INACA members throughout the year experience and in even anticipating the following years, are overshadowed by the prospect of financial burdens that will potentially become increasingly burdensome.

But with the projections from the government the national economic growth rate in 2019 will be around 6%, we at INACA are relieved that the show will go on positively with good growth.

But it must also be recognized, that competition in the aviation business includes those aspects of the number and diversity of competitors, competition from other modes of transportation, level of competition, price competition, marketing activities of competitors, etc.

With regard to all this, the 2018 INACA Member General Meeting raised the theme Managing the Dynamic Challenges in the (national) Aviation Industry.

Momen PerubahanLarangan Eropa Dicabut

Kejadian yang cukup monumental bagi industri pener-bangan nasional di tahun 2018 antara lain terlaksananya penghapusan semua maskapai pener bangan Indonesia dari Daftar Keselamatan Udara (larangan penerbangan) Uni Eropa. Pada tanggal 14 Juni 2018 semua maskapai penerbangan yang bersertifikat di Indonesia dihapus dari larang an terbang oleh pihak otoritas penerbangan Uni Eropa.

Pencabutan larangan tersebut didahului dengan pelaksa-naan sistem pengawasan keselamatan pe nerbangan sehing-ga Indonesia berhasil mendapat nilai yang sangat baik dalam ICAO USOAP (Universal Safety Oversight Audit Programme), dalam mempersiapkan Komite Keselamatan Udara UE untuk mengusulkannya. Otoritas Penerbangan Indonesia tampak sekali berkomitmen untuk membangun dan me ningkatan keselamatan berkelanjutan dengan domain utama penga-wasan, kepatuhan dan dengan peningkatan kompetensi melalui Pelatihan (OJT, On the Job Training) Inspektur, agar tidak terkena lagi larangan terbang Uni Eropa.

Moment of ChangeEuropean ban lifted

A monumental event for the national aviation industry in 2018 has been recorded as the removal of all Indonesian airlines from the European Union Air Safety List (flight ban). On June 14, 2018 all certified airlines in Indonesia were removed from the flight ban by the European Union aviation authorities.

The lifting of the ban was preceded by the imple-mentation of the aviation safety surveillance system so that Indonesia succeeded in getting an excellent score in the ICAO USOAP (Universal Safety Oversight Audit Programme), in preparing the EU Air Safety Committee to propose it. The Indonesian Aviation Authority had been clearly committed to building and improving sustainable safety with the main domains of supervision, compli-ance and with increased competence through Inspector Training (OJT, on the job training), so as not to be exposed again to the EU flight ban.

Kurs Dollar Keputusan pihak Uni Eropa itu tentu merupakan

perubahan positif yang cukup lama ditunggu oleh industri penerbangan di Indonesia. Tetapi pada aspek keuangan, maskapai nasional merasakan semakin beratnya beban peningkatan cost sebagai dampak dari bertahannya penu-runan nilai Rupiah terhadap US Dollar. Kurs per USD 1 masih berada rata-rata di bawah Rp 13.400 pada tahun 2017 kemudian mulai menaik menjadi di atas Rp 13.500 mulai OKtober 2017 dan selama tahun 2018 nilai tukar Rupiah melonjak sehingga mencapai rata-rata Rp15.176 per dolar

Dollar ExchangeThe above mentioned European Union’s decision is

certainly a positive change that has been long awaited by the aviation industry in Indonesia. But on the financial aspect, national airlines feel increasingly heavy the bur-den of increased costs as a result of the continued decline in the value of the Rupiah against the US Dollar. The exchange rate per USD 1 was still at an average of under Rp. 13,400 in 2017 then starts to rise to above Rp. 13,500 in October 2017 and during 2018 the Rupiah exchange rate jumped to an average of Rp. 15,176 per US dollar in Octo-ber 2018, although the value of the rupiah has increased slightly to an average of Rp14,493 per US dollar in the last two months of 2018.

AS pada Oktober 2018, kendati nilai rupiah meningkat sedikit menjadi rata-rata Rp14.493 per dolar AS pada dua bulan terakhir 2018.

Public Issue, Harga TiketKeadaan itu kemudian berdampak pada timbulnya public

issue terkait tariff dan harga jual tiket penerbangan dalam negeri, dimana mau tak mau harga jual tiket oleh airlines mengalami kenaikan dibandingkan harga jual tiket sebel-umnya yaitu pada periode tahun 2017-2018.

Di Indonesia memang harga jual tiket pener bangan rute dalam negeri ikut ditentukan oleh pemerintah, yaitu den-gan menetapkan ketentuan tariff batas atas dan tariff ba-tas bawah. Pihak maskapai penerbangan haruslah menjual tiket dengan harga yang berada dalam koridor batas tariff yang ditentukan tersebut.

Public issues, ticket pricesThe situation then has an impact on the emergence of

public issues related to tariffs and selling prices of domes-tic flight tickets, which inevitably the ticket selling price by airlines has increased compared to the previous ticket selling price in the period 2017–2018.

In Indonesia, the selling price of domestic route flight tickets is also determined by the government, namely by setting the upper and lower limit tariffs. The airline must sell the ticket at a price that is within the specified tariff limit corridor.

Keselamatan Penerbangan Selain itu, tahun 2018 pihak regulator bersama indus-

tri penerbangan nasional dibawa pada perhatian terhadap pengembangan LCC Low Cost Carrier. Yaitu dalam hal keselamatan, semua maskapai harus sama, baik LCC mau-pun yang medium dan full service. Untuk memastikan aspek keselamatan tersebut, secara fisik, Ditjen Perhubungan Udara di antaranya ikut melaksanakan bimbingan untuk pembangunan sarana penunjang seperti terminal bandara LCC dengan panjang runway yang sesuai kebutuhan pesa-wat yang dioperasikan oleh maskapai LCC tersebut. Dan, pembangun an terminal bandara LCC untuk mengembang-kan aksesibilitas yang akan dipadukan dengan konektivitas maskapai LCC sehingga terbangun suatu transportasi udara yang terpadu secara nasional hingga ke pelosok tanah air.

Adapun pada aspek non fisik, dilakukan peng awasan seperti misalnya terhadap laporan keuang an dan laporan perawatan serta perbaikan (maintenance) pesawat secara berkala. Lapor an keuangan berkala ini juga untuk meli-hat bagai mana maskapai penerbangan LCC memenuhi persyaratan maintenance untuk menjamin keselamatan penerbangannya. Selain itu juga pengembangan dan

Flight Safety In addition, in 2018 the regulator along with the na-

tional aviation industry were brought to the attention of the development of the LCC (Low Cost Carrier). Namely in terms of safety, all airlines must be treated the same, both LCC and medium and full service. To ensure the safety aspect, physically, the Directorate General of Civil Aviation carry out guidance for the construction of supporting facilities such as LCC airport terminals and runway lengths that meet the needs of the aircraft operated by the LCC airline. And, the construction of the LCC airport terminal to develop accessibility that will be integrated with the connectivity of the LCC airline so as to build a nationally integrated air transportation to all cor-ners of the country.

As for the non-physical aspects, supervision is carried out such as on financial reports and maintenance reports as well as regular maintenance of aircraft. This periodic financial report is also to see how LCC airlines meet maintenance requirements to ensure flight safety. For the reason of developing and supervision of human resources as the executor of the sys-tem and facilities and infrastructure operators, Directorate General of Civil Aviation will issue licenses to such flight personnel in accordance with­international flight rules.

Pertumbuhan PenumpangJika dilihat sejenak lebih jauh ke masa di belakang, industri

penerbangan di Indonesia bertumbuh sangat fantasis mulai tahun 2000 setelah pemerintah Indonesia melakukan dere-gulasi pe nerbangan, yang kemudian mengubah segalanya. Pemerintah memberikan izin bagi maskapai pener bangan baru untuk menerbangi rute-rute gemuk, maskapai bebas menentukan tipe pesawat yang akan dioperasikan tanpa batasan usia pesawat, asalkan memenuhi persyaratan dan kelaikan udara. Jumlah penumpang Angkutan Udara di Indonesia periode 2000–2008 bertumbuh rata-rata lebih 20% per tahun, di atas pertumbuhan pasar dunia, karena dorongan deregulasi dan perubahan eksternal (ekonomi, teknologi, globalisasi).

Pertumbuhan penerbangan domestik di Indonesia diproyeksikan akan terus bergerak sesuai pertumbuhan permintaan penumpang dan jasa lainnya.

Pada periode 2012–2018 jumlah penumpang yang di-angkut mengalami pertumbuhan yang positif:

pengawasan sumber daya manusia sebagai pelaksana sis-tim dan operator sarana dan prasarana tersebut. Untuk itu Ditjen Perhubungan Udara akan mengeluarkan lisensi kepada personil penerbangan tersebut sesuai dengan per-syaratan aturan penerbangan internasional.

The growth of passenger number If we look for a moment further back in time, the avia-

tion industry in Indonesia grew very fantastically starting in 2000 after the Indonesian government deregulated the national aviation industry, which then changed almost ev-erything. The government gives permission for new air-lines to fly ‘fat routes’ meaning lucrative routes, the airline is free to determine the type of aircraft that will be oper-ated without the age limit of the aircraft, provided it meets the requirements and airworthiness. The number of pas-sengers in Air Transport in Indonesia in the period 2000-2008 grew an average of more than 20% per year, above the average growth of the world market, due to the encour-agement of deregulation and external changes (economy, technology, globalization).

The growth of domestic airlines in Indonesia is projected to continue to move in line with growth in passenger de-mand and other services.

In the period 2012–2018 the number of passengers transported experienced positive growth as shown in the above figures.

Keuangan Maskapai PenerbanganMaskapai penerbangan Indonesia di tahun 2018 umum-

nya memang diterpa masalah keuangan, sebenarnya se-jak terjadinya pelemahan nilai tukar Rupiah tahun-tahun sebelumnya. Bahan Bakar Minyak, avtur, merupakan kom-ponen terbesar untuk biaya operasi penerbangan (TOC, Total Operating Cost), yaitu sekitar 40–45%. INACA pernah mencatat dari April 2016 sampai Desember 2018 harga ter-endah dan tertinggi untuk avtur itu berbeda sebesar 171 persen, kurs USD beda 17 persen. Untuk TOC, komponen pembayaran leasing (sewa pesawat) 20 persen. Komponen biaya pegawai 10 persen. (Garuda Indonesia punya 10 ribu

karya wan, Citilink 2.000, Sriwijaya Air 4.500 orang). Margin keuntungan usaha penerbangan maksimal hanya 3 persen, itupun jika tarif tiket pesawat yang diterapkan mendekati tarif batas atas.

Maka, maskapai berinovasi mencari sumber pendapatan lain agar tidak rugi, contohnya Lion Air dari pengenaan bi-aya baggage, Garuda Indonesia meningkatkan pendapatan dari ongkos kargo.

Baik juga dicatat, pemerintah tidak pernah menaikkan tarif batas atas sejak tahun 2016 dengan pertimbangan keterbatasan daya beli masyarakat.

Airline FinanceAirlines of Indonesia in 2018 are generally hit by

financial problems, actually since the weakening of the Rupiah exchange rate. Fuel oil, aviation fuel or avtur, is the largest component for aviation operating costs (TOC, Total Operating Cost), which is around 40–45%. INACA has recorded that from April 2016 to December 2018 the lowest and highest prices for the aviation fuel differ by 171 per cent, the USD exchange rate is 17 per cent different. For TOC, the leasing payment component (aircraft lease) is 20 percent. The component of employee costs is 10 per cent. (Garuda Indonesia has 10 thousand employees, Citilink 2,000, Sriwijaya Air 4,500 people). The maximum profit margin for aviation business is only 3 per cent, and even then if the applied airline ticket rates are approaching the upper limit tariff.

So, the airline is innovating to look for other sources of income so as not to lose, for example Lion Air from the imposition of baggage fees, Garuda Indonesia increases revenue from cargo fees.

Good also noted, the government has not raised the upper limit tariff since 2016 with the consideration of limited consumer public purchasing power.

Harga bahan bakar mesin jet di du-nia sejak Juli 2017 sampai Januari 2018 naik cukup signifikan hingga 37,90%, penerbangan di Indonesia pun sejak itu menjalani tahun 2018 dengan kon-disi keuang an yang sungguh mem-beratkan. Harga avtur pada Juli 2017 tercatat US$ 1,42 (Rp 19.170) per galon lalu naik menjadi US$ 1,95/galon pada Januari 2018.

Dari situ bermula tantangan baru bagi industri pener-bangan di dalam negeri, tetapi sebenarnya juga di skala glob-al, di mana dampaknya selain terhadap keuntungan finansial maskapai juga mengakibatkan tarif penerbangan pun ten-tulah semakin mahal. Tiket yang harganya semakin mahal jelas berpotensi membuat perminta an perjalanan dengan pesawat menjadi turun dan industri penerbangan berjadwal merupakan pihak yang pertama-tama merasakannya.

Di Indonesia ada lagi tambahan beban keuangan bagi operator penerbangan, yaitu mata uang rupiah yang me-luncur melemah terhadap US Dollar. Biaya-biaya pun tentu meninggi lagi.

Pertanyaannya, bagaimana trio antara pemerintah se-bagai regulator, maskapai penerbangan sebagai operator yang tergabung dalam INACA, dan masyarakat konsumen mau dan mampu mencarikan jalan tengah untuk teratasi-nya problem-problema yang timbul?

Maskapai penerbangan nasional selama tahun 2018 haruslah ‘jeli’ mengelola bukan saja jauh le bih efisien dari tahun-tahun sebelumnya, tetapi justru seraya bersiap me-nyongsong tahun 2019 dan seterusnya yang cukup susah memprediksinya.

Aviation menciptakan layanan baru de ngan helikopter disebut Helicity untuk kebutuhan transport dalam kota dan antar-kota, diresmikan sebenarnya pada akhir tahun 2017 (4/12/2017) di satu lokasi helipad Wisma Aldiron, Jakarta. Operasi penuhnya mulai tahun 2018. Aviation created a new service by helicopter called Helicity for transportation needs within the city and between cities, actually inaugurated at the end of 2017 (4/12/2017) at a helipad location of Wisma Aldiron, Jakarta. Its full operations begin in 2018. Starting by operating four heli-copters namely one Bell 429 unit, two Bell 505 units, and one Eurocopter EC130 unit, the charter airline is targeting to increase its Helicity fleet to 30 helicopters in five years, and build an operation base in big cities in Indonesia. In 2018, there are already around 171 helispots scattered in Jakarta, Bogor, Depok, Tangerang, Bekasi, Cikarang and Karawang, with a charter price of Rp 7 million for a 15 minute flight, with 3­5 passengers, depending on the type of helicopter being operated

to make requests for trips by plane go down and so the scheduled airlines industry is the first to experience it.

In Indonesia in 2018 there is an additional financial weight for airline operators, namely the rupiah currency

that slides weakening against the US Dollar. The opera-tional costs in IDR are certainly rising again.

The question is, how would the trio between the government as regu-lator, the airline as the operator incorporated in INACA, and the con-sumer community willing and able to find a middle ground to overcome the problems that arise?

Apa yang dihadapi dan diharap-kan oleh jajaran maskapai non-scheduled atau penerbangan charter? Jika lingkungan bisnis di Indone-sia sangat sehat dalam arti adanya kepastian, stabil dan fair maka akan bermunculan kontrak-kontrak penye-waan pesawat udara untuk mendu-kung efektivitas usaha utama mereka. Demand akan tumbuh. Pemerintah pun dapat menyokong pertumbuhan pasar melalui regulasi yang jelas, ter-masuk misalnya penghapus an pajak spare parts pesawat dan efisiensi biaya produksi.

Sehubungan itu pihak pemerintah berkewajiban untuk memberikan kepastian regulasi, kestabilan busines enviro-ment, equal & fair treatment, serta kebijakan-kebijakan yang mendukung kemampuan bersaing. Sementara para pebisnis charter flight berkewajiban (sesuai dengan visi & misi-nya) untuk ‘to maintain compliance with the aviation safety and security aspect’, sehat keuangan serta kreatif and innovative agar mampu bertahan (survive).

Maskapai penerbangan tidak berjadwal pada umum-nya melihat proyeksi bisnis penerbangan charter tetap akan positif, memberikan harapan. Selain bisnis penerban-gan charter dengan pesawat fixed wings, juga perspektif bisnis yang menggunakan helikopter tengah menyinarkan harapan yang mendorong kemajuan- kemajuan berikutnya.

What are the non-scheduled or charter airlines faced and expected? If the business environment in Indonesia is very healthy in the sense of certainty, stability and fairness, airplane rental contracts will emerge. Demand will grow. The government can also support market growth through clear regulations, including for example the elimination of aircraft spare parts taxes and efficiency in production costs.

In this connection, the government is obliged to provide regulatory certainty, stable business environment, equal & fair treatment, and policies that support Airlines competitiveness. While the charter airlines managements are obliged (in accordance with their vision & mission) to ‘to maintain compliance with the aviation safety and secu-rity aspects’, healthy financial and creative and innovative to be able to survive.

Non­scheduled airlines in general see the charter flight business projection to remain positive, giving hope. In addition to the charter flight business with fixed wings aircraft, also the business perspective of using a helicopter is shining hope that drives the next advances.

Penerbangan berjadwal oleh national airlines di rute in-ternasional mengalami fluktuasi jumlah pe numpang naik turun dalam lima tahun ter akhir, namun secara keselu-ruhan bersama seluruh airlines, penerbangan luar negeri menghasilkan pe ningkatan yang konstan untuk jumlah penum pang. Yang menggembirakan tentu passenger load factor yang rata-rata meningkat terus sehingga di tahun 2018 tercapai rata-rata 74,94%.

Harga AvturHarga avtur jelas menjadi salah satu faktor penyebab ter-

jadinya suasana gonjang ganjing di industri penerbangan. Menjelang berakhirnya tahun 2018, kenaikan yang ter-jadi pada harga avtur menyentuh sendi-sendi kehidupan industri penerbangan, karena dampak berantainya me-ningkatkan biaya-biaya operasional penerbangan, kemu-dian dampaknya lagi meningkatkan secara struktural tarif dan harga jual tiket penerbangan, dan ini berdampak luas menjadi isu publik yang menghebohkan.

Harga Avtur ditentukan mengacu pada biaya distribusi, jadi harga pada setiap bandara berbeda-beda. Penentuan harga Avtur pun dibedakan menjadi dua jenis: regular, yang artinya sudah termasuk langganan dan nonregular. Harga Avtur yang dibeli oleh maskapai regular itu sudah disepakati dalam kontrak jangka panjang. Sedangkan, penentuan un-tuk maskapai nonregular berbeda yakni mengacu pada harga Avtur saat membeli. Adapun, harga Avtur mengacu Mean of Platts Singapore (MOPS). Jadi, ketika harga minyak dunia turun, Avtur pun menyesuaikan. Selain harga minyak dunia, Avtur juga mengacu nilai tukar mata uang, biaya dis-tribusi, rantai pasok dan lain-lain.

Harga Avtur setiap lokasi berbeda. Misalnya, untuk Bandara Sultan Iskandar Muda Banda Aceh, harga Jet A-1 dibandrol Rp 9.800 per liter ke pengiriman pesawat. Semen-tara di Bandara Soekarno Hatta Cengkareng harga Jet A-1 yang dijual Pertamina ke pengiriman pesawat sebesar Rp 8.410 per liter.

Contohnya lagi, harga Jet A-1 di bandara Juanda Surabaya sebesar Rp 9.080 per liter. Sementara di Bandara Frans Kaisiepo Biak Papua mencapai Rp 11.280 per liter. Harga ini belum termasuk PPN 10% dan pajak penghasilan 0,3%, harga tersebut juga tidak berlaku untuk penerbangan internasional.

Avtur Price Avtur price is clearly one of the factors causing the

turmoil in the aviation industry. Towards the end of 2018, the increase in avtur prices touched the joints of the avia-tion industry’s life, due to the impact of its multiplier effect that further on increasing the flight operational costs, then the impact again structurally increases fares and flight ticket prices, and this has a wide-ranging impact on a horrendous public issue.

Avtur prices are determined according to distribution costs, so prices at each airport would be different. Avtur pricing is also divided into two types: the regular, which means it includes subscriber companies, and the non-regular. Avtur prices purchased by regular airlines have been agreed under a long-term contract. Mean-while, the price determination for non-regular airlines is different, it would refer to the real-time price of Avtur when buying. Concurrently Avtur prices would also refer to Mean of Platts Singapore (MOPS). So, when world oil prices go down, Avtur will adjust. In addition to world oil prices, Avtur also refers to currency exchange rates, distri-bution costs, supply chains and others.

Avtur prices for each location are different. For example, for the Sultan Iskandar Muda Airport in Banda Aceh, the price of Jet A-1 is stipulated at Rp 9,800 per liter to aircraft delivery. While at Soekarno Hatta Cengkareng Airport of Jakarta, the price of Jet A-1 sold by Pertamina to aircraft delivery is Rp 8,410 per liter.

Musim Puncak Angkutan HajiMusim yang selalu paling padat setiap tahun bagi industri

penerbangan nasional Indonesia adalah ketika mengangkut pergi dan pulang jamaah calon haji dari Indonesia ke Mekkah di Saudi Arabia. Untuk musim tahun 2018 total berjumlah 204.000 jemaah haji reguler dan 17.000 jemaah haji khusus. Jumlahnya setiap tahun rata-rata berkisar 200.000 orang, tetapi untuk tahun 2018 pihak pemerintah Saudi Arabia menambah jumlah kuota sekitar sepuluh ribu yang boleh diterima untuk mendarat di Saudi Arabia bagi jamah calon haji dari Indonesia. Angkutan ini dilaksanakan secara penerbangan charter, oleh satu operator dari Indonesia yaitu Garuda Indonesia dan satu operator Saudi Arabia yakni Saudi Airlines, mengoperasikan total 538 kali penerbangan.

Kuota haji yang diberikan pemerintah Kerajaan Arab Saudi un-tuk tahun 2018 yakni mencapai 221.000 jemaah, mengalami pe-nambahan sebanyak 10 ribu dari kuota haji pada tahun 2017 yaitu sebesar 211.000 jemaah.

The Peak Season for Hajj Transport The most dense season every year for the Indonesian

national aviation industry is the period when transporting vise versa of pilgrimage pilgrims from Indonesia to Mecca in Saudi Arabia. For the 2018 season a total of 204,000 regular pilgrims and 17,000 specially arranged pilgrims were making the travel. The number each year averages around 200,000 people, but for 2018 the Saudi Arabian government increases the quota with around ten thou-sand that can be accepted to land in Saudi Arabia for pil-grims from Indonesia. This transportation is carried out by charter flight, e.g. by one operator from Indonesia, Garuda Indonesia and one from Saudi Arabian operator, Saudi Airlines, both operating a total of 538 flights.

The pilgrimage quota for Indonesia granted by the government of the Kingdom of Saudi Arabia for 2018

which reached 221,000 pilgrims, experienced an increase of 10 thousand from the pilgrimage quota in 2017 which amounted to 211,000 worshipers.

Natal dan Tahun BaruUntuk musim liburan tahun baru dan Natal tahun 2017 jum-

lah keseluruhan penumpang berangkat di dalam negeri men-capi 5.264.475 orang dan pada musim liburan tahun baru dan Natal 2018 jumlah penumpang berangkat mencapai 4.530.456, itu ber arti mengalami penurunan -13,94%. Ini berdasarkan pemantauan di 36 bandara selama total 18 hari sebelum dan setelah hari natal dan tahun baru.

Adapun pada rute luar negeri, puncak musim liburan tahun baru dan natal tahun 2017, jumlah penumpang be-rangkat tercatat mencapai 1.604.511 penumpang sedang-kan tahun 2018 jumlahnya 1.788.006 yang berarti terjadi kenaikan sebesar 11,44%.

Christmas and New YearFor the new year holiday season and Christmas in 2017 the

total number of passengers departing domestically reached a total number of 5,264,475 people and in the New Year and Christmas holidays in 2018 the number was 4,530,456, it meant a decrease of -13.94%. This is based on monitoring at 36 air-ports for a total of 18 days before and after Christmas day and the New Year.

As for overseas routes, the peak of the new year’s holi-day season and Christmas in 2017, the number of departing passengers was recorded at 1,604,511 passengers while in 2018 the number was 1,788,006 which meant an increase of 11.44%.

Tahun 2018 musim puncak masa angkutan Lebaran dimulai dari 7 Juni hingga 24 Juni 2108 (H-8 s/d H+8). Selama masa angkutan Lebaran 2018 tersebut berjumlah 13 maska-pai berjadwal yang mengoperasikannya.

Selama masa angkutan Lebaran tersebut total jumlah penumpang domestik dan internasional di 36 bandara yang dipantau selama periode H-8 hingga H+7 berjumlah 5.933.945 penumpang, itu mening kat 5,35 persen dibanding-kan jumlah realisasi pe numpang tahun sebelumnya seban-yak 5.632.393 penumpang. Jumlah penumpang domestik tahun 2018 sebanyak 5.061.297 penumpang dan di rute internasional sebanyak 872.648 penumpang.

During the said period, the total number of domestic and international passengers at 36 airports monitored during D-8 to D + 7 amounted to 5,933,945 passengers, an increase of 5.35 percent compared to the number of passenger realization in the previous year of 5,632,393 passengers. The number of domestic Lebaran passengers in 2018 was 5,061,297 passengers and on international routes was 872,648 passengers.

Pembangunan BandaraBandar udara merupakan infrastruktur utama yang dibangun

oleh pemerintah dan begitu seriusnya hingga seolah semua pem-bangunan bandara baru maupun yang bersifat pengembangan atau perluasan atau peningkatan kapasitas, dipacu agar diselesaikan da-lam masa peme rintahan kabinet periode 2014–2019. Pemerintah menge rahkan perusahaan-perusahaan milik negara (BUMN) agar berusaha keras untuk dapat membangun bandar udara, meningkat-kan akses masuk ke wilayah dan menjadi pintu masuknya kegiatan ekonomi dan pariwisata.

Salah satu yang menonjol ialah pembangunan Bandar Udara Internasional Jawa Barat (BIJB)—di Kertajati. Bandara itu diresmi-kan oleh Presiden Joko Widodo pada 24 Mei 2018, namun tak segera bisa menunjukkan kinerja seperti yang diharapkan, tidak dapat beroperasi dengan optimal. Salah satu yang mendorong dibangun-nya BIJB sebenarnya adalah untuk menggantikan Bandara Husein Sastranegara. Untuk sepenuhnya memin dahkan ternyata membu-tuhkan waktu lebih lama.

Problem yang mirip juga terjadi di provinsi Kalimantan Timur. Bandar Udara Pranoto yang terletak sekitar 30 km di arah timur laut ibukota provinsinya Samarinda, diresmikan oleh Presiden pada tanggal 25 Oktober 2018, tetapi juga tidak segera dimanfaatkan sepenuhnya oleh airlines.

Dengan beroperasinya bandara baru tersebut, Bandara Interna-sional SAMS Sepinggan di Balik papan mesti bersiap berbagi porsi lalu lintas udara dengan Bandar Udara Pranoto. Sebagian pener-bangannya akan beralih ke sana, sementara itu bandara Sepinggan sendiri uitilisasinya belum optimal. Setelah pembangunan terminal baru, kapasitasnya berlebih dan belum dimanfaatkan sepenuhnya.

Airport DevelopmentThe airports are the main infrastructure being constructed

by the government so seriously that it seems as if all new airport development and or expansion or capacity enhance-ments are being encouraged to be completed during the cabi-net administration period of 2014-2019. The government is deploying state-owned companies (BUMN) to work harder to be able to build airports, increase access to the region and be an entry point for economic and tourism activities.

One thing that stands out is the construction of the West Java International Airport (BIJB)—in Kertajati. The airport was inaugurated by President Joko Widodo on May 24, 2018, but it was not immediately able to show the performance as expected, it could not operate optimally. One of the reasons for the construction of BIJB is actually to replace Bandung’s Husein Sastranegara Airport. To fully move it would take longer time.

Similar problems also occur in the province of East Kalimantan. Airport of Pranoto, which is located about 30 km northeast of the provincial capital Samarinda, was inaugurated by the President on October 25, 2018, but it was also not fully utilized by airlines.

With the operation of the new airport, the existing SAMS Sepinggan International Airport in Balikpapan must be prepared to share a portion of air traffic with Airport of Pranoto. Some of the flights traffic will switch there, mean-while the airport itself is not yet optimally utilized. After the construction of the new terminal, the capacity is in excess and has not been fully utilized.

Customer Satisfaction SurveyBekerjasama dengan Angkasa Pura II, INACA turut melak-

sanakan kegiatan pengukuran Customer Service Index (CSI) tahun 2018 di Bandara yang dioperasikan oleh AP II, diawa-li dengan kegiatan di Bandara Soekarno-Hatta pada 6–12 Agustus 2018. AP II mengelola 16 bandara.

Dengan Angkasa Pura I juga dilaksanakan kegiatan se-rupa, melalui kegiatan survei kepuasan pelanggan jasa bandara untuk tahun 2018 di 13 bandara yang dikelola oleh Angkasa Pura I. Survei tersebut merupakan upaya berkelanjutan untuk melakukan perbaikan layanan dengan mendengar suara pengguna jasa bandara. Dengan Angkasa Pura I survei dilaksanakan pada 23 Januari hingga 8 April 2018 di 13 bandara.

Pengukuran CSI dilakukan setiap tahun oleh tim inde-penden dari INACA dengan menggunakan metode survei kuesioner dan wawancara terhadap penumpang, air crew, station manager, konsesioner, dan perusahaan kargo di bandara. Selain menggunakan metode survei dan wawan-cara, metode lain yang digunakan yaitu observasi dan focus group discussion (FGD). Observasi dilakukan terhadap ter-minal penumpang, apron, landasan, dan terminal kargo. FGD dilaksanakan bersama station manager atau ground handling, dengan metode konsesioner, dan perwakilan pe-rusahaan kargo.

Yang diukur pada survei CSI untuk penumpang yaitu akses dari dan menuju bandara, pelayanan informasi bandara, pemeriksaan keamanan, pelayanan check-in, pelayanan imigrasi dan bea cukai, fasilitas berbelanja, fasilitas termi-nal, lingkungan, dan area kedatangan. Aspek yang diukur adalah dari air crew, station manager, metoda konsesioner, dan perihal kargo ialah segala aspek yang terkait pelayan-an, fasilitas, dan petugas di lapangan.

Customer Satisfaction SurveyIn collaboration with PT Angkasa Pura II, INACA partici-

pated in the 2018 Customer Service Index (CSI) measure-ment at the Airport operated by AP II, beginning with sur-vey activities at Soekarno- Hatta Airport on August 6–12, 2018. PT AP II manages 16 airports.

With PT Angkasa Pura I, a similar activity was also carried out, through the airport service customer satisfac-tion survey for 2018 at 13 airports managed by PT Angkasa Pura I.

The survey is an ongoing effort to improve services by hearing the voices of airport service users. With PT Angkasa Pura I the survey was conducted on January 23 to April 8, 2018 at 13 airports.

CSI measurements are implemented annually by an independent team from INACA using the questionnaire survey method and interviews with passengers, air crew, station managers, concessionaires, and cargo companies at the airport. Besides using survey and interview, other methods used are observation and focus group discussion (FGD). Observations were made on the passenger termi-nal, apron, runway, and cargo terminal. The FGD is carried out in conjunction with the station manager or ground handling companies, with the concession method, and representatives of the cargo company.

Measured in the CSI survey for passengers consists among others access to and from the airport, airport in-formation services, security checks, check-in services, immigration and customs services, shopping facilities, ter-minal facilities, the environment, and arrival areas. The aspects measured are the statement of air crew, station manager, of concession method and the subject concerning cargo are all aspects related to services, facilities, and officers in the field.

Bidang Kesekretariatan• Penyelenggaraan Rapat Umum Anggota INACA tahun

2018 pada tanggal 25 Oktober 2018 bertempat di Jakarta, dihadiri oleh seluruh Anggota.

• INACA mengikuti kegiatan latihan PKD (Penanggulangan Keadaan Darurat) bersama team dari KNKT (Komite Na-sional Kecelakaan Transportasi) dan Ombudsman di tiga bandara Angkasa Pura I yaitu Bandara Adi Soemarmo, Solo; Bandara El-Tari, Kupang dan Bandara Hasanuddin, Makassar.

• Kegiatan Konperensi berskala Nasional maupun Interna-sional seperti 5th IATEC (International Aviation Training and Education Conference) pada tanggal 13 Maret 2019 di Jakarta, dihadiri oleh lebih kurang 250 peserta dari dalam dan Luar Negeri.

Penyelenggaraan 4th IBCAS (Indonesia Business and Charter Aviation Summit), dengan sejumlah 200 peserta dan 28 pembicara, berlangsung pada 29-30 Agustus 2018, di Jakarta.

• Melakukan re­layout dan penyesuaian system Web INACA dengan menggunakan tehnologi Wordpress 5.1.1, dalam mendukung penyediaan informasi dan data un-tuk kepentingan anggota baik yang bersifat administrasi, peraturan-peraturan maupun teknis operasional secara interaktif melalui jalur Website http://inaca.or.id/, serta sa-rana media sosial lainnya seperti Facebook dan Twitter.

Bidang Safety, Security & Environment• Melanjutkan Audit bekerjasama dengan Pertamina

Aviation terhadap system pengisian bahan bakar pesawat udara di sejumlah 10 DPPU pada 22–31 Juli 2019 .

• Melanjutkan kegiatan bekerjasama dengan Angkasa Pura I dalam mengidentifikasi Hazard di Bandara yang menyangkut Foreign Object Debris (FOD), Bird hazard, Hydro Planning, Aircraft maneuvering area yang amblas.

• Program pelatihan Safety & Security telah dilakukan bekerjasama dengan Direktorat Jenderal Perhubungan

Udara dan Komisi Nasional Keselamatan Transportasi (KNKT) untuk CASO (Company Aviation Safety Officer) Training sejumlah 3 batch dengan jumlah peserta 72, ASAT (Aviation Safety Auditor Training) dengan 25 peserta.

• Melanjutkan penerapan Program Safety Predictive Method melalui Flight Data Analysis (FDA) untuk anggota peme-gang AOC 135

Bidang Operasi & Teknik• Bersama DKPPU, membentuk kelompok kerja penerapan

system pelaporan Occurrence & Hazard Report mengacu kepada ICAO Taxonomy agar dapat diterapkan oleh selu-ruh anggota terutama pemegang AOC 135 dan operator helicopter

• Fasilitas Airport terkait pengelolaan limbah/waste management perlu dipikirkan, juga penanganan bird strike prevention (Telah Menyampaikan surat kepada Direktorat Bandar udara, AP1, APII, mempertanyakan tentang program waste management, bird management dan FOD control di bandara).

• Mengenai umur pesawat agar dapat dikembalikan sesuai standard pabriknya dengan memantau progress hasil FGD PM 155, INACA menyampaikan surat kepada Menteri Perhubungan dan para anggota perihal hasil RUA 2018, surat bernomor: INC-1001/A/68/XII/2018 tanggal 5 Novem-ber 2018 (BUTIR 7).

• Terkait issue masalah Security Clearance masih dikena-kan kepada Air Charter dan Cargo, diharapkan INACA da-pat mengkomunikasikannya dengan pembuat kebijakan tersebut, untuk itu INACA telah menyampaikan surat kepada Menteri Perhubungan dan para anggota perihal hasil RUA 2018, surat bernomor: INC-1001/A/68/XII/2018 tanggal 5 November 2018.

• Memantau rencana pembukaan Bandara YIA (Yogyakarta International Airport) dengan melakukan HIRA YIA pada tanggal 22 April 2019 oleh Capt Toto Soebandoro bersama dengan beberapa Airlines.

Bidang Niaga• INACA melakukan koordinasi secara terus menerus dengan

pemangku kepentingan, guna mempertahankan upaya pe-merintah untuk tetap menurunkan Tarif Batas Atas.

• Melakukan koordinasi dengan pihak terkait, khusus-nya Direktorat Angkutan Udara, apabila ada kebijakan pemerintah yang memberatkan Badan Usaha Angkutan Udara.

• Masih tetap mengajukan keberatan atas tarif Pelayanan Jasa Navigasi Penerbangan (PJNP) terkait dengan besaran dari biaya navigasi/Route Charge dan Terminal Navigation Charge kepada pihak LPPNPI.

• Mengajukan surat permohonan kepada pihak AP1, AP2 dan Pertamina aviation untuk pertimbangan keringanan biaya kebandarudaraan dan Avtur.

• INACA tahun 2018 melaksanakan kegiatan Pengukuran Tingkat Kepuasan Pelanggan atas semua aspek layanan yang diberikan oleh pihak Airnav (Perum LPPNPI), di 10 (sepuluh) lokasi AirNav yaitu di Jakarta (JATSC), Makassar (MATSC), Denpasar, Surabaya, Medan, Balikpapan, Batam/Tanjung Pinang, Bandung, dan Ternate.

Hasilnya sebagai berikut: Service Quality Index (SQI) yang merupakan agregat dari Cockpit Crew Satisfaction Index (CSI), dan Observed Quality Index (OQI) mencapai 4,31 point dengan interpretasi Sangat Puas.

Beberapa catatan dari aspek-aspek yang dinilai Cockpit Crew dan perlu mendapat perhatian dan perbaikan dari AirNav Indonesia adalah sebagai berikut :

• Organizing National and International­scale Conference activities such as the 5th IATEC (International Aviation Training and Education Conference) on March 13, 2018 in Jakarta, were attended by approximately 250 partici-pants from within and outside the country.

The 4th IBCAS (Indonesia Business and Charter Aviation Summit), with 200 participants and 28 speakers, on 9-30 August 2018, in Jakarta.

• Doing the Re­layout and adjusting the INACA Web system using Wordpress 5.1.1 technology, in support of providing information and data for the benefit of mem-bers both administrative, regulatory and operational technical interactively through the Website http: //inaca.or .id /, and other social media facilities such as Facebook and Twitter.

Field Of Safety, Security & Environment• INACA in collaboration with Pertamina Aviation con-

tinued the Audit on the aircraft fueling system in 10 of DPPU on 22-31 July 2019.

• Also in collaboration with Angkasa Pura I INACA continued the activities in identifying Hazards at the Airport concerning Foreign Object Debris (FOD), Bird hazards, Hydro Planning, Aircraft maneuvering areas.

• The Safety and Security training program has been carried out in collaboration with the Directorate General of Civil Aviation and the National Transportation Safety Commission (NTSC) for CASO (Company Aviation Safety Officer) Training with a total of 3 batches with 72 partici-pants, and ASAT (Aviation Safety Auditor Training) with 25 participants.

• Implementation of the Safety Predictive Method Program through Flight Data Analysis (FDA) for AOC 135 member holders.

Operation & Technique• Together with DKPPU, INACA formed a working group

to implement the Occurrence & Hazard Report reporting system, referring to ICAO Taxonomy so that it can be ap-plied by all members, especially AOC 135 holders and he-licopter operators.

• INACA pay attention to Airport facilities related to waste management and asked to be considered, also handling bird strike prevention (For this matter INACA has sub-mitted a letter to the Airport Directorate, AP I, AP II, questioning about waste management, bird manage-ment and FOD control programs at the airport).

• INACA raised the issue regarding the age of the aircraft to hope that it can be reregulated according to factory stan-dards by monitoring the progress of the Fous Group Dis-cussion and Minister Regulation No. 155, for this regard INACA submitted a letter to the Minister of Transportation

and INACA members regarding the results of RUA ( Annual General meeting) 2018, letter numbered: INC-1001/A/68/XII/2018 dated November 5, 2018.

• Regarding the issue of the Security Clearance which is still imposed towards Air Charter and Cargo, it is hoped that INACA can communicate it with the policy maker, for that INACA has submitted a letter to the Minister of Transportation and members regarding the results of RUA 2018, letter numbered: INC-1001/A/68/XII/2018 on November 5, 2018.

• INACA monitored the plan to open the YIA Airport ( Yogyakarta International Airport).

Commercial Fields• INACA is coordinating continuously with stakeholders,

in order to maintain the government’s efforts to keep reducing the Upper Limit Rates for ticket price.

• Coordinating with related parties, especially the Direc-torate of Air Transport, to observe if there is government policy that is burdening the Air Transport Business.

• INACA continues to object to the Aviation Navigation Services (PJNP) tariff that related to the navigation cost/Route Charge and Terminal Navigation Charge by the LPPNPI.

• INACA submitted letters to AP1, AP2 and Pertamina avia-tion for consideration of airport and Avtur cost relief.

• INACA in 2018 carried out Customer Satisfaction Mea-surement activities for all aspects of services provided by Airnav (Perum LPPNPI), in ten AirNav locations, namely in Jakarta (JATSC), Makassar (MATSC), Denpasar, Surabaya, Medan, Balikpapan, Batam/Tanjung Pinang, Bandung and Ternate.

The results are as follows: The Service Quality Index (SQI) which is an aggregate of the Cockpit Crew Satisfac-tion Index (CSI) and Observed Quality Index (OQI) reaches 4.31 points with a Very Satisfied interpretation.

Dari Ketua Penerbangan Kargo Apa yang mendorong bisnis angkutan

kargo udara bertumbuh? Ada indikasi semakin meningkat permintaan pe-ngiriman barang lewat udara. Antara lain Garuda Indonesia segera akan me-nambah jumlah pesawat kargo menjadi 4 unit yaitu pada awal 2019. Itu antara lain berkaitan dengan jumlah ekspor ikan yang terus naik dari sentra-sentra perikanan di wilayah Indonesia bagian timur sehingga mendo rong bertumbuhnya permintaan jasa kargo udara. Bagi operator angkutan kargo, salah satu inidika-si bagi berkembangnya bisnis angkutan kargo tampak pada makin banyak perusahaan kargo yang berkelas dunia me-masuki Indonesia misalnya Federal Express, UPS, DHL. Di ting-kat nasional perusahaan TIKI JNE, MSA, Megacitra.

Kenaikan volume kargo juga ditopang oleh tren dagang elektronik (e-commerce) yang ikut merambah wilayah kepu-lauan Indonesia ini.

Jadi, bisnis angkutan kargo di tahun 2018 pada dasarnya tetap menaik kendati garis peningkatannya relatif landai. Dan menjelang akhir 2018, tarif biaya angkutan kargo juga banyak diwacanakan, seperti halnya ihwal harga tiket penumpang. Tarif biaya angkutan kargo udara pun cenderung akan naik sehubungan dengan biaya-biaya operasional penerbangan yang meningkat.

Namun baik dicatat bahwa Kementerian Perhu bungan tidak bisa mengatur tarif tersebut. Merujuk pasal 128 UU Nomor 1 Tahun 2009 tentang Penerbangan, tarif angkutan kargo berjadwal disesuaikan dengan mekanisme pasar, se-mentara tarif angkutan kargo tidak berjadwal ditentukan berdasarkan kesepakatan antara pengguna jasa dan penyedia jasa angkutan.

Tahun 2018 Garuda Indonesia memastikan hendak me-nambah armada pengangkut kargo pada awal 2019. Dengan bertambahnya pesawat Garuda Indonesia khusus kargo, akan meningkatkan efisiensi dalam pengiriman kargo udara, karena langsung menuju ke tujuan tanpa harus transit di Jakarta.

Rencananya pesawat kargo baru dari Garuda Indonesia itu akan terdiri dari pesawat Airbus A330 yang berkapa-sitas angkut 60 ton dan Boeing 737-800 yang berkapasitas angkut 23 ton, akan melayani kargo untuk rute regional karena kapasitasnya yang lebih besar. Bagi Garuda Indo-nesia sendiri itu dinyatakan dalam rangka meningkatkan pendapatan perseroan di luar non-penumpang.

What drives the air cargo transportation business to grow? There are indications of increasing demand for shipping goods by air. Garuda Indonesia will soon add the number of cargo planes to 4 units, namely in early 2019. That is related to the number of fish exports that continue to rise from fishing centers in eastern Indonesia so as to encourage the growing demand for air cargo services. For cargo airlines operators themselves, one indication for the development of the cargo transportation business is evi-dent in the growing number of world-class cargo compa-nies entering Indonesia, for example Federal Express, UPS, DHL. At the national level there have been company such as TIKI JNE, MSA, Megacitra.

The increase in cargo volume is also supported by the trend of electronic commerce (e-commerce), which has also penetrated the Indonesian archipelago.

So, the cargo airlines business in 2018 basically continued to rise despite the relatively sloping increase line. And towards the end of 2018, cargo airlines rates are also widely discussed, as is the case with passenger ticket prices. Air cargo tariffs tend to rise too due to increased aviation operating costs.

However it is good to note that the Ministry of Transportation cannot regulate such tariffs. referring to Article 128 of Law Number / 2009 concerning Aviation, that scheduled air cargo rates are adjusted to market mecha-nisms, while unscheduled air cargo transportation rates are determined based on agreement between the service user and the transport service provider.

Kargo Meningkat 8–10%Binis kargo udara domestik pada 2018 diperkirakan

meningkat 8–10% dari tahun sebelumnya. Pihak operator memperhitungkan bahwa pelaku usaha jasa kurir telah mu-lai merambah ke daerah- daerah pelosok sehingga itu men-jadi penopang meningkat nya kargo udara. Juga, kenaikan itu ter kait dengan perluasan penggunaan e-commerce yang menjangkau ke lebih banyak daerah pelosok.

Maskapai penerbangan pun meningkatkan jumlah pen-erbangan dan membuat biaya pengiriman menjadi lebih murah.

Pesawat yang sejatinya pengangkut penumpang, oleh operator memanfaatkan ruang bagasi untuk mengang-kut barang kargo, maka ongkos pengirim an kargo terse-but ditawarkan dengan harga relatif lebih murah alias ‘terjangkau’.

Cargo Business Increases 8–10%Domestic air cargo business in 2018 is estimated to

increase 8-10% from the previous year. The operators cal-culate that the courier service business has begun to spread to remote areas so that it becomes a support for the busi-ness increase in air cargo. Also, the increase was related to the expansion of e-commerce usage which reached more remote areas.

The airlines also increased the number of flights and made shipping costs lower.

On the aircraft that are actually passenger carriers, the operator utilizes luggage space to transport cargo goods, then the cargo shipping costs are offered at relatively cheaper prices.

In 2018 Garuda Indonesia ensured that it wanted to increase its cargo carrier fleet in early 2019. With the increase of Garuda Indonesia’s special cargo aircraft, it would increase efficiency in air cargo shipments, because it would go straight to its destination without having to transit in Jakarta.

The new cargo plan from Garuda Indonesia will consist of an Airbus A330 with a capacity of 60 tons and a Boeing 737-800 with a capacity of 23 tons, and so that will serve cargo for regional routes due to its larger capacity. For Garuda Indonesia, it was aimed in order to increase the company’s income as non-passengers revenue.

Previously, the INACA member airline Garuda Indone-sia had operated two cargo aircraft, namely the type of Boeing 737-300 and Boeing 737-400, each with a carrying capacity of 15 and 18 tons.

In fact, specialist freighter operator have difficulty competing with passenger aircraft due to the noticeable difference in fares. But, there are indications of i ncreasing demand for goods shipping by air.

There are projections that domestic cargo in 2019 will reach 20 percent growth compared to 2018.

The Addition of Cargo Fleet

Sebelumnya maskapai anggota INACA ini telah meng-operasikan dua pesawat kargo, yakni tipe Boeing 737-300 dan Boeing 737-400, masing- masing berkapasitas angkut 15 dan 18 ton.

Pada kenyataan penerbangan spesialis kargo dengan pesawat freighter mengalami kesulitan untuk bersaing dengan pesawat penumpang lantaran perbedaan tarif yang cukup mencolok. Tapi, ada indikasi semakin meningkat permintaan pe ngiriman barang lewat udara.

Ada proyeksi kargo domestik tahun 2019 bisa mencapai 20 persen pertumbuhan dibandingkan tahun 2018.

It was concluded that the price increase was also carried out in line with the airlines’ operational costs that contin-ued to increase, mainly influenced by the cost of aviation fuel and aircraft lease.

Air cargo constitutes the second largest revenue for airlines after the income from ticket sales.

However, cargo tariff adjustments are not necessarily applied evenly to all commodities.

For example, there are those who provide lower prices for international destination of marine commodities from Eastern Indonesia, to be in line with the government’s vision and mission to increase exports.

The operator claims an increase in air cargo rates as a form of adjustment to changes in the shipping service market which has now also become e-commerce based.

Di situ disimpulkan bahwa kenaikan harga juga dilaku-kan sejalan dengan biaya operasional penerbangan yang terus meningkat terutama dipengaruhi biaya avtur dan sewa pesawat.

Angkutan kargo udara merupakan pendapatan terbesar kedua bagi maskapai setelah pemasukan dari penjualan tiket.

Namun demikian, penyesuaian tarif kargo tidak serta merta diterapkan merata untuk seluruh komoditas.

Contohnya, ada yang memberikan harga lebih murah untuk komoditas hasil laut tujuan internasional dari Timur Indonesia, agar sesuai dengan visi dan misi pemerintah untuk peningkatan ekspor.

Operator mengklaim kenaikan tarif kargo udara sebagai bentuk penyesuaian perubahan pasar jasa pengiriman yang saat ini telah menjadi berbasis e-commerce.

Lapangan Usaha (LU) pengangkutan dan komunikasi pada 2019 diprakirakan tumbuh dalam kisaran 7,1%–7,5%. Prospek pertumbuhan LU pengangkutan dan komunikasi dipengaruhi oleh pesatnya perkembangan ekonomi digi-tal terutama e-commerce. Itu dinyatakan dalam Laporan Perekonomian 2018, Bank Indonesia.

Menyongsong tahun 2019, Bank Indonesia mencatat bahwa sinergi kebijakan oleh pemerintah juga ditempuh untuk konsisten melanjutkan reformasi struktural mela-lui empat strategi utama. Pertama, strategi meningkatkan daya saing perekonomian nasional. Upaya ini dilakukan melalui penguatan empat elemen dasar yakni ketersediaan infrastruktur, kualitas modal manusia (human capital), adopsi teknologi, dan dukungan kelembagaan. Kedua, strategi untuk mengembangkan kapasitas dan kapabilitas sektor industri. Ketiga, strategi meng optimalkan pemanfaa-tan ekonomi digital. Terakhir, strategi untuk memperluas sumber pembiayaan ekonomi. (Laporan Perekonomian Indonesia 2018, Bank Indonesia).

Pertumbuhan ekonomi Indonesia pada 2019 di prakirakan tetap solid pada kisaran 5,0%–5,4% ditunjang oleh per -mintaan domestik yang tetap kuat, baik konsumsi maupun investasi. Konsumsi swasta diprakirakan tumbuh dalam kisar-an 5,2%–5,6% pada 2019 dipengaruhi oleh tingginya konsumsi ru-mah tangga dan kon-sumsi lembaga non-profit yang melayani rumah. Jadi, yang berkaitan lebih langsung pada potensi per-gerakan warga sebagai konsumen angkutan udara dapat dicerminkan melalui pertumbuhan sektor perdagangan, hotel, restoran, pengangkutan dan komunikasi, yang di-indikasikan pada data tersebut di atas. Proyeksi pertum-buhan ekonominya di tahun 2019 bergerak antara 5 hing-ga 7,5%. Berdasarkan proyeksi ini tentu merupakan sinar harapan cukup positif bagi proyeksi pertumbuhan jumlah penumpang penerbangan di tahun 2019.

Relatif mahalnya harga avtur dan kurs dollar yang tinggi terhadap rupiah masih merupakan masalah yang dihadapi oleh industri penerbangan sejak akhir 2018 hingga ke ta-hun 2019. Masih ada kenaikan cost lagi, yaitu biaya air navigation.

Kementerian Perhubungan bersama dengan instansi terkait terus berupaya meningkatkan konektivitas mela-lui pembangunan dan pengembangan bandar udara serta meningkatkan keselamatan penerbangan melalui pemenuhan ketentuan yang dipersyaratkan oleh Organisasi Penerbangan Sipil Internasional (ICAO). Bagusnya, sub sektor navigasi penerbangan juga berkomitmen untuk tu-rut berperan dalam mendukung program tersebut. Sektor navigasi penerbangan nasional saat ini diselenggarakan oleh AirNav Indonesia dan sudah berjalan dengan baik. Namun biaya operasional dan investasinya harus didukung oleh stake holder penerbangan. AirNav merupakan entitas yang tidak boleh mengambil keuntungan dari usahanya dan harus menerapkan sistem cost recovery.

Kementerian Perhubungan telah melakukan penyesuaian Biaya Pelayanan Jasa Navigasi Penerbangan (PJNP). Penyesuaian tersebut dilakukan bertahap dalam rangka meningkatkan pelayanan jasa navigasi penerbangan dengan tetap berdasarkan ketentuan internasional dan prinsip cost recovery.

Penyesuaian biaya PJNP ini merupakan bentuk dukungan finansial bagi AirNav untuk memenuhi kewajiban serta mengutamakan dan senantiasa meningkatkan pelayanan navigasi penerbangan bagi para pengguna nya. Bagusnya

Transportation and communication (TC) business sec-tor in 2019 is predicted to grow in the range of 7.1%–7.5%. The growth prospects for transportation and communica-tion would be influenced by the rapid development of the digital economy, especially e-commerce. That was stated in the 2018 Economic Report, by Bank Indonesia.

Welcoming 2019, Bank Indonesia noted that the policy synergy by the government was also pursued to consistently continue structural reforms through four main strategies. First, a strategy to improve the competitiveness of the national economy. This effort was carried out through strengthening four basic elements namely the availability of infrastructure, the quality of human capital, technology adoption, and institutional support. Second, strategies to develop the capacity and capability of the industrial sec-tor. Third, a strategy to optimize the use of the digital econ-omy. Finally, strategies to expand sources of economic fi-nancing. (from: 2018 Indonesia Economic Report, Bank Indonesia).

Indonesia’s economic growth in 2019 is predicted to re-main solid in the range of 5.0%–5.4%, supported by strong domestic demand, both consumption and investment.

OUTLOOK Safe Projection

The projected economic growth in 2019 of those certain sectors will range between 5 and 7.5%. Based on this projection it certainly constitues a ray of hope to see quite positive trend for the projected growth in the number of airlines’ passengers in 2019.

The relatively high price of aviation fuel and the high dollar exchange rate against the rupiah would be still a problem faced by the aviation industry from the end of

2018 to 2019. However, there is still another increase in costs, namely the cost of air navigation.

The Ministry of Transportation together with related agen-cies continues to work on improving connectivity through the development of airports and improving flight safety through meeting the requirements required by the Interna-tional Civil Aviation Organization (ICAO). The good thing is that the aviation navigation sub sector is also committed to play a role in supporting the program. The national aviation navigation sector is currently hosted by AirNav Indonesia and is already going well. However, its operational costs and investment must be supported by aviation stakeholders. Air-Nav is an entity that cannot take profit of its business and must implement a cost recovery system.

The Ministry of Transportation has made adjustments to the Cost of Flight Navigation Services. The adjustment was made in stages in order to improve flight navigation services while still based on international provisions and the principle of cost recovery.

This airnav cost adjustment is a form of financial support for AirNav to fulfill obligations and prioritize and always improve flight navigation services for its users. The good thing is, this cost adjustment agreement has taken into account input from service users while the adjustment is implemented in stages.
