LONDON - Chris Evans, the new host of BBC TV’s popular “Top Gear” motoring show apolo-gised on Monday for a stunt filmed near the Cenotaph war memorial in central London after widespread condemnation for showing a lack of respect.

Images splashed across the pages of British newspapers, showed the

show’s co-host, U.S. actor Matt LeBlanc, speeding and spinning a car along a deserted Whitehall, the road near Parliament which is home to government offices as well as the Cenotaph, focal point for Britain’s Remembrance Day services.

“It does not look good at all,” Ev-ans told listeners of his BBC Radio programme. “On behalf of the Top

Gear team and Matt, I would like to apologise unreservedly for what these images seem to portray.”

Retired army officer Colonel Richard Kemp said the filming on Sunday was an error of judgement and that Westminster Council should never have allowed it to go ahead.

The council in turn said the BBC

producers had gone beyond what was agreed and had never given approval for the car to carry out wheelspins down Whitehall.

The episode is the latest contro-versy to be generated by Top Gear which has offended Mexicans, Ar-gentines, Germans, Indians, truck drivers, cyclists and environmental-ists among others over the years.

Last year, the BBC decided not to renew the contract of former presenter Jeremy Clarkson, whose blunt banter and swagger helped the show become a global success but also generated controversy, after he punched a member of the production team, leading to the hir-ing of Evans and ex-”Friends” star LeBlanc. Lamar’s “untitled unmastered” album, released March 4 with no prior announcement, sold 178,000 units across album and song sales and streaming activity, according to figures from Nielsen SoundScan.

The album is a compilation of the Compton, California rapper’s unreleased demo recordings and is his second chart-topping album. It follows a breakout year in 2015 for Lamar, whose album “To Pimp a Butterfly” won five Grammy awards in February.

Surprise album releases, which are not common, have paid off for

some of music’s biggest stars in recent years.

Most notably, a self-titled digital album of new songs and videos re-leased in December 2013 by R&B singer Beyonce was a complete surprise to fans and collaborators. The album surpassed U.S. sales of 1 million copies in its first week and topped the Billboard 200 chart.

Last year, rappers Drake and Future topped the Billboard 200 album chart with their surprise col-laborative effort, “What a Time to Be Alive,” announced by Drake on Instagram the night before it was

NORTH CAROLINA - A new book by bestselling author John Gr-isham is giving new impetus to a handful of companies striving to develop what they say could be a trailblazing treatment for cancer and Alzheimer’s disease. “The Tumor” is a fictional account of a 35-year-old man with brain cancer who, a decade into the future, is treated with focused ultrasound - a real-life technology that is currently being researched as a potential cure for more than 50 diseases.

Focused ultrasound uses soundwaves to destroy damaged tissue deep within the body, doing away with the need for incisions or radiation therapy. It has been approved in the United States as a treatment for several condi-tions, including prostate cancer.

As a treatment for brain and other cancers, it remains a futuristic con-cept. Research is at an early stage and, with clinical data in short supply, U.S. insurers have so far been reluctant to provide coverage.

But the book, which Grisham has released free of charge, could help developers to make a case for funding needed to take this niche technol-ogy into the mainstream, said several company executives and physicians interviewed by Reuters. “Having a world-famous author talk about it can only help raise awareness,” said Mark Carol, chief executive of Charlotte, North Carolina-based SonaCare Medical LLC.

SonaCare has two focused ultrasound devices on the market, one to treat diseased cells in soft tissue and another to ablate prostate tissue.

Men using SonaCare’s device as a treatment for prostate cancer had a 9-in-10 chance that an MRI scan would show no sign of a tumor after 12 months, according to a study published in The Lancet Oncology in 2012. “All that is required now is to ensure that those who are using JKBM receive Class III and may not be upgraded. Presently there are still some deviations, where people using JKBM will pay for a class I or class II hospital room” he explained.

Parta also explained that so far there have been 13 weaknesses of the BPJS program noted from the monitoring that has been going on since last April. These weaknesses include things like lack of infor-mation to participants regarding their rights and obligations, limited number of registration counters, less than optimal referal system, lack of a valid PBI database, frequent changes to policies as well as lack of funding for promotion and prevention.

“First of all, we will propose to the governor that the JKBM be maintained. Then we will approach the Ministry of Health in Jakarta and request that integration of the program in Bali be postponed.

Moreover there are no sanctions” he said.

Head of the Bali Health Agency, I Ketut Suarjaya, said that regional health insurance like JKBM is expected to be integrated into the JKN by January 1, 2017. Actually, the rule obliging the integration of all health insurances into the JKN will be effective as of January 1, 2019. The parliament’s proposal to postpone the integration will be discussed on Thursday (Mar. 17).

“Now, it depends on the policy of the leadership; the governor, parliament and the regent or mayor. If it (JKBM) is indeed still needed, I think it will require a higher policy as well” he said. Until the end of February 2016, said Suar-jaya, approximately 52.02 percent or 2,121,916 people have signed up for membership to the JKN program, while the remaining 47.98 percent is still covered by the JKBM pro-gram. As a rule, the 40 percent or 1,631,462 people categorized as poor are recorded as the PBI. How-ever, only 935,626 people or 22.94 percent of the PBI has been financed

by central government. “The remaining 695,000 people

are not guaranteed by the JKN but fall into the 40 percent categorized as poor. If indeed the regional

government is willing to subsidize the program, the cost would be IDR 182 billion per year. This will be discussed in the coordination meeting with the governor to see

whether the PBI subsidies will be agreed to or shared between the provincial and district or municipal governments” explained Suarjaya. (kmb32)

EvEry Temple and Shrine has a special date for it an-nual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is consid-ered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carry-ing offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

He said that corn production in 2015 amounted to 40,603 tons of dry shelled corn or slumped 10 tons. In terms percentage, it indicated a 0.02-percent decline. On the other hand, soybean production is noted to experience a decrease by 928 tons of dry beans or 11.34 percent. Decline in pro-duction only occurs in the second sub-round (May - August) amount-ing to 1,189 tons of dry beans or 19.96 percent. On the other hand,

in the first sub-round (January to April) and third sub-round (Sep-tember to December) there is an increase of respectively 78 tons of dry beans (22.94 percent) and 183 tons of dry beans (9.68 percent).

Further, he said, the decline in corn production happened due to a decrease in harvested area of 1,339 hectares or 8.03 percent. Some factors caused the decrease in harvested area of corn includ-ing the decline in planted area in January 2015 amounting to 341 hectares, in May 2015 (128 hectares) and September 2015 (50 hectares). In addition, a lot of corn was harvested at young age, commodities were transferred to tangerine and there was water shortage due to hot weather fac-tors or drought.

Similarly, the fall in the soy production is dominantly caused

by the decrease in the harvested area of 211 hectares or 3.94 percent, and the decrease in productivity of 1.17 quintal / hectare (7.66 percent). In general, he added, there are sev-eral factors causing the decrease in harvested area of soybean. Among other things are the transfer of com-modities to other crops, drought factor due to water availability (re-duced water supply) and others.

Seen from the decline in produc-tivity, it tends to be caused by several things such as the use of inappropri-ate fertilizer with recommendations as in Klungkung district, inadequacy of water supply and the presence of pests as happened in Sukawati subdistrict, Gianyar. “The decline in soybean production occurred in six districts namely Jembrana, Gianyar, Denpasar, Karangasem, Buleleng and Tabanan,” said Adi Nugroho. DENPASAr — Like rice, the corn and soybean production in Bali in 2015 also decreased when compared to the previous year. However, the decline in the production figure is still provisional. This was conveyed by the Head of Central Statistics Agency (BPS) Bali, Adi Nugroho, Monday (Mar. 14).

BEIJING - China’s military must pour efforts into developing cutting edge defence technology, which has strategic significance, China’s President Xi Jinping said on Sunday, according to state media reports.

Xi also stressed professionalis-ing the country’s military brass, the official China Daily reported on Monday. The armed forces have long been plagued with cor-ruption, which senior officers have cautioned threatens combat capabilities.

Xi, who also chairs the elite Central Military Commission, has targeted corrupt military officials as part of a sprawling campaign

against graft that has felled many political foes.

The capability to innovate will determine the future of the Chinese armed forces, he said, briefing law-makers from the military.

China has poured funds in recent years into developing a high-tech weapons manufacturing industry. It has found buyers among cost-conscious countries that are unable to buy arms from the United States and its allies.

China’s military rise has un-nerved Asian countries, including Japan, Vietnam and the Philippines, with which Beijing has maritime territorial disputes.

Xi is seeking to drag the People’s Liberation Army, the world’s largest armed forces, into the modern age, cutting 300,000 jobs and revamp-ing its Cold War-era command structure.

China said earlier this month it would hike military spending by 7.6 percent this year, the lowest increase in six years, amid a slow-ing economy.

SEOUL - Google’s artificial intelligence (AI) program on Tuesday beat South Korean professional Lee Sedol in the an-cient board game Go, recovering from Sunday’s loss to win its fourth match in a five-game series.

AlphaGo, developed by Google subsidiary DeepMind, had already clinched a series victory with its third win on Saturday, in a result that shocked the world.

The program made history last year by becoming the first machine to beat a human pro player, but 33-year-old Lee, one of the world’s top players, was seen as a much more formidable opponent.

“I am disappointed that the matches are over, and also disappointed that I could not end the series on a high note,” Lee told reporters, thank-ing fans for their support and adding that he had wholeheartedly enjoyed the games.

“I think the humans still have a good chance,” he added.Go, most popular in countries such as China, South Korea and Japan,

involves two contestants moving black and white stones across a square grid, aiming to seize the most territory.

It is perfect for artificial intelligence research because there are simply too many moves for a machine to win by brute-force calculations, the route IBM’s Deep Blue used to famously beat former world chess champion Garry Kasparov in 1997.

Until AlphaGo’s victory last year, experts had not expected an artificial intelligence program to beat a human professional for at least a decade.

“AlphaGo’s win is important, because, unlike techniques used in previ-ous programs, it is applicable generally, and can be used for many other things,” said Daniel Sleator, a computer science professor at Carnegie Mellon University.

Google executives say they aim to apply the technology underlying AlphaGo to create algorithms and programs to assist humans in fields from medical care to scientific research and robotics.

Mr. Joglo has visited many joglo houses in Java, particularly in the area of Rembang, Central Java. In Singaraja, many hotels have started to display joglo houses as they create a peaceful atmosphere that harkens to times gone by. The name joglo is used to refer to many similar types of houses including Balinese gladak houses, gazebo type structures and others.

“Hotels often order several units of various sized joglo houses. Theses houses are synonymous with

the identity of the Indonesian people. Joglo houses are produces according to local astrol-

ogy and the auspicious days that it dictates. We produce these houses in Pati, Central

Java but the particular design depends on what the customer wants. The price

of these houses is increasing because they are made using high quality teak

GIANYAR — Since the 1980s, the people at Ketewel village, Sukawati, have made shrine decorations known as murda craft and this region is now the center of the murda craft industry.

Murda artisan Ketut Mita, admitted that his craft business often goes through ups and downs, but added that he has still managed to earn a living with this business. He explained that most customers will order a single set of murda but that on good days he gets as many as ten orders, with each sold for anywhere between IDR 25,000 and IDR 700,000 a piece.

In one day Mita can only produce one or two murda as he explained that Ketewel murda frames are carved with intricate ornamental motifs that include images of holy bells, dragons, elephants, mango leaves and others.

His wife, I Nyoman Sutini, added that the making of murda ornaments indeed requires special skills and takes a long time because everything is done manually without the help of ma-chines or molds. “To make the bottom frame, we must first form it by using iron and then cast it with concrete. Then it can be carved according the customers request”, she said. (kmb35)

SEOUL - North Korean leader Kim Jong Un said his country would soon test a nuclear war-head and ballistic missiles capable of carrying nuclear warheads, the North’s KCNA news agency reported, in what would be a direct violation of U.N. resolutions which have the backing of the North’s chief ally, China.

Kim made the comments as he supervised a successful simulated test of atmospheric re-entry of a ballistic missile that measured the “thermo-dynamic structural stability of newly developed heat-resisting materials”, KCNA said.

“Declaring that a nuclear warhead explosion test and a test-fire of several kinds of ballistic rockets able to carry nuclear warheads will be conducted in a short time to further enhance the reliance of nuclear attack capability, he (Kim) instructed the relevant section to make prear-rangement for them to the last detail,” the agency said.

South Korea’s defence ministry said there were no indications of activities at the North’s nuclear test site or its long-range rocket station, but that North Korea continues to maintain readiness to conduct nuclear tests.

South Korean President Park Geun-hye said the North would lead itself to self-destruction if it did not change and continued the confrontation with the international community.

The North’s report comes amid heightened ten-sion on the Korean peninsula as South Korean and U.S. troops stage annual military exercises that Seoul has described as the largest ever.

In the apparent re-entry simulation, the official newspaper of North Korea’s ruling Workers’ Party carried pictures on Tuesday of a dome-shaped object placed under what ap-peared to be a rocket engine and being blasted with flaming exhaust. In separate images, Kim observed the object described by KCNA as a warhead tip.

The North has issued belligerent statements almost daily since coming under a new U.N. resolution adopted this month to tighten sanctions against it after a nuclear test in January and the launch of a long-range rocket last month.

In 1962, the United States launched a ballistic missile with a live warhead in what was known as the Frigate Bird test. China conducted a similar test in 1966. (rtr)

Most of the migrants, who marched out of the Idomeni transit camp in northern Greece on Mon-day and got around a border fence, had been taken back to Greece on Monday or overnight on trucks, an official said.

Greece’s Deputy Defence Min-ister Dimitris Vitsas said he could neither confirm nor deny the re-ports.

Reporters and aid officials on the scene said the migrants had been left at the Greek border and that there were migrants on both the Greek and Macedonian sides of the border.

The 1,500 migrants hiked for hours along muddy paths and forded a rain-swollen river to get around the border fence where they were detained by Macedonian security forces.

About 30 reporters, including a Reuters photographer, were also detained.

A second group of about 600 migrants was prevented from crossing into Macedonia on Mon-day and many of these spent the night camping in the Greek mountains, according to a Reuters photographer.

At least 12,000 people, includ-ing thousands of children, have been stranded in the Idomeni camp, their path to the EU blocked after Macedonia and other nations along the so-called Western Balkan route closed their borders.

European Union leaders are try-ing to stem a flow of migrants and refugees that brought more than a million people fleeing war and pov-erty in the Middle East and beyond to the EU since early 2015.

They are due to hold a new summit with Turkey this week to seal an agreement intended to halt the exodus.

Greek Prime Minister Alexis Tsipras said on Tuesday there was “no chance” border shutdowns throughout the Balkans would be lifted and urged refugees to move to reception centres set up by the state.

Jan van’t Land, an official with medical charity Medecins Sans Frontieres at Idomeni, said around 400 migrants had returned to Ido-meni camp.

“There are still many hundreds of people on both the Greek and the Macedonian side of the border,” he told Reuters.

Conditions at the Idomeni camp have deteriorated after days of heavy rain. Scuffles have broken out there in recent days as destitute people scrambled

SINGARAJA - Many fear that without adequate recording, research and scientific studies traditional games will disappear over time. In the current digital age, children and teenagers tend to be absorbed in playing with technological gadgets like smartphones.

Member of Commission IV of the Buleleng House of Representatives, Made Mangku Ariawan, considers it necessary to conduct a scientific study and present a seminar in order to support the existence of traditional games in North Bali. Magoak-goa-kan game, for instance, teaches the meaning of unity and cooperation to teenagers. When the lessons learned

by playing this game are applied in daily life, it can improve the spirit of collaboration.

“We have seen the magoak-goakan game first hand but it shodl be accompanied by scientific studies that can prove that this game is at the root o the establishment of Buleleng itself” said Mangku Ariawan from Panji village, on Sunday (Mar. 13).

Ariawan said that he hopes there there will be support from academ-ics from Undiksha Singaraja and the regent of Buleleng in relation to the research and writing of scientific studies regarding the and values and benefits of contained in the megoak-goakan game. This scientific study

would then need to be then discussed in a seminar, and written as a record of the cultural values of this game. In short, traditional games must be conserved.

“In the future, the magoak-goa-kan dance/game could become an important part of our cultural identity. Its history needs to be written down scientifically and discussed through a seminar. We will establish communication with the Rector of Undiksha. Hopefully, we can establish cooperation so that scientific studies can be done as soon as possible. As the largest campus in Buleleng, Undiksha should play a role and contribute actively to the

scientific study of this matter” he emphasised.

In the past, the magoak-goakan traditional game involved dozens of young men from Kelod Kauh hamlet, Panji, Sukasada. At that time, teenagers coalesced into the Satya Warta customary youth club (STT) and gathered into a single file snake-like formation on a wet and muddy terrain. They each held the waist of the person in front of them and made their way around the field accompanied by the sound of baleganjur gamelan music. Those in the front of the line represent the head of the snake and are in charge of pursuing and capturing the play-

ers at the back of the line – or tail of the snake. When the head of the snake catches the tail, the game is considered to be over and must be repeated. The Megoak-goakan game has been played for gen-erations since the days of Buleleng kingdom led by the king Ki Gusti Ngurah Panji Sakti.

“I appreciated the performance of the public and the young generation in preserving the magoak-goakan game at Panji village, by playing a few rounds the day after Nyepi. In the past, it was only played in the field of Panji village. Now, it can be performed throughout the neighbor-ing villages” he said. (kmb34)

Sukiswati explained that farm-lands are divided into dffertn cat-egories including; irrigated fields (paddy field) and non-irrigated fields such as gardens, moors, es-tates, people’s forests, grasslands, abandoned land, pools, embank-ment and state forest. Irrigated fields are in fact decreasing from year to year: “but the area of non-irrigated fields is actually increas-ing” she said.

Non-irrigated fields covered 40, 185 heactares in 2012 but then increased to 40, 271 hectares by 2013 and by 2014 covered some 40,470 hectares. This shows that non-irrigated fields increase by 199 hectares between 2013 and 2014 but this number also indicates that irrigated paddy fields saw a reduc-tion of some 222 hectares.

“The remaining 23 hectares were converted into non-agricultural land” said Sri. This can be seen from the data that shows that the total area of non-agricultural field area in 2013 consisting of roads, housing, offices, river and others was 21,478 hectares and increased by 23 hectares to 21,501 hectares in 2014.

Regarding the reduction in the area of paddy fields, the Head of the Tabanan Development Planning Board (Bappeda), I.B. Wiratmaja,

described the rate of land conver-sion in Tabanan as the highest in Bali. He said that this was due to the fact that so many people working in Denpasar and Badung see this area a desirable place to get away to. “Tabana sees no major economic benefit from being a ‘place to rest’”, said Wiratmaja.

Therefore, Tabanan’s district government is looking into strate-gies to deal with the expanding conversion of agricultural lands. The local government has been seeking both legal and economic means of dealing with the issue by starting important initiatives such as the ‘healthy rice’ program and the ‘building a social economy together’ program.

The ‘healthy rice’ programs aims at encouraging local farmers to grow organic rice. “To meet the needs for organic fertilizer, the district gov-ernment encourages the processing of organic fertilizer by providing cattle for farmers who participate in the program. Manure from these livestock is processed into organic fertilizer” explained Wiratmaja.

The district government has also preparing subsidies for purchasing organic fertilizer, seeds and other land cultivation costs. The amount of subsidy is

IDR 6.5 million per hectare on

average. Wiratmaja went on to say that

in addition to this assistance, the district government also provides a market for healthy rice products. “Grain is purchased for IDR 1,000 more than the government purchase price (HPP) on the condition that the rice be harvested by subak groups who are participating in the program”, he explained.

As an initial stage, the target market for the organic rice from the

‘healthy rice ‘ program is Tabanan’s civil servants. The idea is that the healthy rice program will allow farmers to earn a greater income as incentive not to sell or convert their land and has the added benefit of changing the general attitude of farmers regarding organic farming.

Through the ‘building a creative social-economy’ program, the local government encourages the devel-opment of productive economic ac-tivities based on agriculture. “In this

program, farmers get a guaranteed absorption of their crops” he said.

The superior agricultural com-modities being worked on through this program depend on the par-ticular potential of each village. The marketing of these products is done through village-owned enterprises (BUMDES), that buy the agricultural products that are distributed to local government owned enterprises or directly onto the market. Analysts had been divided over whether the Bank of Japan would expand its lavish asset purchases or cut interest rates still further to spur growth. The decision to wait-and-see took share prices lower in most region-al markets, with Japan’s benchmark Nikkei 225 index falling 0.7 percent to 17,117.07.

Japan’s economy contracted in the last quarter of 2015, buffeted by the slowdown in China and other emerg-ing economies. Recent data suggest it might shrink again during this quarter, in what would be Japan’s third “tech-nical recession,” or two straight quar-ters of contraction, in four years.

“While the BOJ refrained from adding more stimulus today, sluggish economic activity and the stronger yen suggest that policymakers will have to announce more easing soon,” Marcel Thieliant of Capital Economics said

in a research note.The continued weakness prompted

the BOJ to impose a “negative interest rate” policy that took effect last month and requires banks to pay a fee of 0.1 percent on excess reserves kept at the central bank.

That measure followed similar moves in Europe but is unpopular with financial circles and the public, who are seeing rates paid on their own savings deposits shrink ever closer to zero.

The BOJ’s meeting comes just ahead of a meeting this week by the U.S. Federal Reserve that will be closely watched for hints of possible future rate hikes.

Japan’s interest rates have remained near zero for years. Under BOJ Gov. Haruhiko Kuroda, the central bank has been buying roughly 80 trillion yen ($700 billion) of government bonds

and other assets a year.The injections of cash into the

economy are meant to drive prices higher, prompting businesses and consumers to spend more, but demand has remained tepid, falling 1.2 percent from a year earlier in the October to December quarter.

Given that trend, the BOJ’s descrip-tion of private demand as “resilient” marked a “fresh high of absurdity,” Thieliant said.

Japan’s current spring “labor offen-sive” is expected to yield only modest wage increases, despite appeals to the business community to do more to help support the economy.

The BOJ’s statement Tuesday noted a slowdown in housing and public investments and recent vola-tility in global financial markets. It forecast that exports and industrial output would remain sluggish and said inflation was likely to stay at about 0 percent for now but eventually climb toward a 2 percent target set three nearly years ago.(ap)

WASHINGTON — Employers stepped up hiring in 30 states in January, led by big gains in Florida, Texas and North Carolina, while 20 states shed jobs.

THE NUMBERS: The unemployment rate fell in 28 states, rose in 8 and was unchanged in 14. The unemployment rate doesn’t always decline even when more hiring occurs, because more Americans may start job hunting and push up the rate even as others are hired.

Florida added the most jobs of any state, gaining 32,200. That was followed by Texas with 31,400 and North Carolina with 23,200. Florida’s biggest employment gains occurred in restaurants, hotels and amusement parks.

Pennsylvania lost 16,100 jobs, the most of any state. New Jersey shed 14,100, and in South Carolina, total jobs fell 10,100.

BIG PICTURE: Fewer states gained jobs in January as hiring slowed a bit nationwide. Overall, employers added 172,000 jobs in January, below the average pace of hiring last year. Hiring nationally picked up in February, to 242,000, and the unemployment rate remained at an eight-year low of 4.9 percent.

The nation’s job market is generally improving, though many Americans are no longer working or looking for work, and wage growth remains tepid.

THE TAKEAWAY: Slower growth overseas and the strong dollar may have lowered hiring in January. The financial markets also fell sharply that month as fears of a global recession intensified.

The U.S. economy, however, has remained healthy despite those challenges. Consumer spending rose at the fastest pace in eight months in January, as more Americans have paychecks to spend.

BOJ keeps monetary policy unchanged despite risks to growth

TOKYO — Japan central bank chose Tuesday to keep its mon-etary policy mostly unchanged but noted a raft of risks for an economy making scant headway toward a sustained recovery.

Since around 9 a.m. local time (0200 GMT), taxi drivers and other public transportation drivers have been rallying in the city center.

Some are carrying banners with messages denouncing “dark and illegal” transportation applications and imploring Jakarta Governor Basuki Tjahaja “Ahok” Purnama to help the drivers, while others are shouting slogans like “Reject Uber and Grab Car.”

The strike is making it harder to find taxis in downtown Jakarta, and the transportation situation could worsen dur-ing rush hour.

Representatives of the Land Transportation Drivers As-sociation seek to meet with Purnama and President Joko Widodo and “convey their protests regarding the presence of illegal transportation operating as non-public transporta-tion through application service companies,” said Adj. Sr. Comr Budiyanto from the Jakarta Police’s traffic directorate, according to the Jakarta Post newspaper.

The chairman of the Jakarta Land Transportation Owners has urged people to use other, non-application based means of transportation after the protest.(ant)

JAKARTA - The House of Representatives (DPR), during its plenary meeting here on Tuesday, passed the bill on protection and empowerment of fishermen, fish farmers, and salt farmers into law.

All legislators present at the meeting expressed their agreement to the passage of the fishermen protection bill into law. House Speaker Fadli Zon thereafter banged his gavel to mark the passing of the bill into law.

Chairman of the Houses Commission IV, Edhy Prabowo, noted in his speech that the fishermen, fish farmers, and salt farmers had lived in poverty

so far due to poor infrastructure, limited access and financing.

He pointed out that the low level of their economy has had a negative impact on the families who de-pend on their efforts.

“The wives and children of fishermen, fish farm-ers, and salt farmers employ traditional methods to increase the value-added products with a lower selling price,” he pointed out.

JAKARTA - President Joko Widodo (Jokowi) invited retired personnel of the armed forces (TNI) and veterans to the Presidential Pal-ace to hold talks, Indonesian Defense Minister Ryamizard Ryacudu stated at the Presidential Palace Complex here, Tuesday.

“Oh yes, the president also wants to meet and have close talks. Close ties must exist between the retired army personnel and the government,” the minister stated while accompany-ing the retired army personnel and veterans to meet President Jokowi at the Presidential Palace.

On the occasion, the president received the chairman of the Associa-tion of Retired Armed Forces of the Republic of Indonesia (Pepabri) and chairman of the Legion of Veterans of the Republic of Indonesia (LVRI).

The presence of both organiza-tions at the Presidential Palace is a mark of their support to the govern-ment. Currently, these organizations are not considered to be close to the current government since the 2014 presidential election as they were supporting Jokowis political oppo-nent during that time.

The defense minister remarked

that the president was particularly concerned regarding the aspirations and condition of the veterans and retired personnel.

“The president wants to pay atten-tion to all matters concerning these retired army personnel and veterans, including what is going on with them, their condition, and that everything is all right. Since the chairman is already 90 years old, he could not come, and he was represented during the meeting,” the minister revealed.

Minister Ryacudu emphasized the need to foster strong relations and a sense of togetherness between the current government and the retired army personnel and veterans.

“The retired army personnel and veterans are aligned and ready to help the government,” Ryacudu af-firmed. On the occasion, the central executive boards (DPPs) Chairman of Pepabri Agum Gumelar also updated the president on the current condition.

“I would say that he (the presi-dent) was very eager to communicate with the retired personnel and veter-ans, which is apparent by the amount of time he spent to hold talks with them,” the minister added.(ant)

JAKARTA - The National Po-lices Densus-88 anti-terror squad should continue to protect children and heed of the principle of propriety, according to the Indonesian Child Protection Commission (KPAI).

“The KPAI lauds the swift ac-tions of Densus-88 in handling terrorism. But, it should continue to give priority to protect children,” KPAI deputy chairman Susanto stated here on Tuesday.

Therefore, Susanto noted that the manner in which Densus-88 oper-

ates should be evaluated following its raid on the integrated Amanah Ummah Roudlatul Atfhfal kinder-gaten in Klaten on Thursday.

He pointed out that the search conducted on the kindergarten triggered a sense of fear among the kindergarten children.

“The investigation into the kin-dergarten frightened the children and is against the principle of child protection due to which such a raid needs to be evaluated,” he affirmed.

According to Susanto, radical-ism, extremism, and terrorism may not develop in Indonesia as they are against the teachings of religions recognized in Indonesia.

The state, through the National Anti-Terror Agency (BNPT) and Densus-88, has the obligation to undertake preventive measures and handle any crisis.

BERLIN - German police said they suspect an explosive device caused a car to explode and kill the driver on a road in central Berlin on Tuesday morning.

Berlin police sealed off the area. A spokesman said one man, the driver, had been killed in the explosion.

Bomb experts were on the scene investigating whether there were any further explosives and officers told residents in the area to stay indoors and keep their windows shut.

The explosion took place on a wide street in the Charlottenburg western district of Berlin and the car, a Volkswagen Passat, was heading towards the city centre.

A top NFL official acknowl-edged for the first time on Monday a link between football-related concussions and chronic traumatic encephalopathy (CTE), the degen-erative brain condition caused by repeated blows to the head.

The statement came from the National Football League’s se-

nior vice president for health and safety, Jeff Miller, when he was asked during a hearing before the U.S. House of Representatives’ Energy and Commerce Committee whether a link has been established between football and disorders such as CTE.

“The answer to that question

is certainly yes,” Miller said in testimony recorded in a video clip posted by the television sports channel ESPN on its website.

Miller’s comment marked the first time a senior league official has publicly conceded the sport’s connection to CTE, which medi-cal research has closely linked

with the repeated head injuries, often leading to aggression and dementia.

An NFL spokesman did not im-mediately respond to a request for comment on Miller’s testimony.

A high incidence of degenerative brain disease in former professional American football players has led

thousands of NFL alumni to press for and win a settlement that could cost the league $1 billion.

The subject gained additional attention from the 2015 film “Con-cussion,” which starred Will Smith as a doctor who fought NFL efforts to conceal his research on brain damage suffered by players. (rtr)

As Leicester restored its five-point lead at the summit over Tottenham with eight games re-maining, former Real Madrid and Liverpool coach Benitez made a losing start to his reign as New-castle manager.

Newcastle is facing relegation, one point from safety, while Leices-ter is on track for a first-ever league title a year after being bottom of the standings before narrowly avoiding the drop.

“We had to dig in today,” Le-icester captain Wes Morgan told British broadcaster Sky Sports. “It wasn’t a pretty game but the most important thing is we came out with the three points.”

The Portuguese coach, who is in his first managerial job abroad after being assistant to Jose Mourinho at Real Ma-drid, was reported to have left Middles-brough’s training ground unexpectedly on Friday following a row.

The northeast club announced Saturday that Karanka did not take training that day and wouldn’t be in charge at Charlton on Sunday.

Karanka appeared to be on the way out but Middlesbrough an-nounced Monday that he “will be resuming first- team duties with the club with immediate effect.”

A top NFL official acknowl-edged for the first time on Monday a link between football-related concussions and chronic traumatic encephalopathy (CTE), the degen-erative brain condition caused by repeated blows to the head.

The statement came from the National Football League’s se-

nior vice president for health and safety, Jeff Miller, when he was asked during a hearing before the U.S. House of Representatives’ Energy and Commerce Committee whether a link has been established between football and disorders such as CTE.

“The answer to that question

is certainly yes,” Miller said in testimony recorded in a video clip posted by the television sports channel ESPN on its website.

Miller’s comment marked the first time a senior league official has publicly conceded the sport’s connection to CTE, which medi-cal research has closely linked

with the repeated head injuries, often leading to aggression and dementia.

An NFL spokesman did not im-mediately respond to a request for comment on Miller’s testimony.

A high incidence of degenerative brain disease in former professional American football players has led

thousands of NFL alumni to press for and win a settlement that could cost the league $1 billion.

The subject gained additional attention from the 2015 film “Con-cussion,” which starred Will Smith as a doctor who fought NFL efforts to conceal his research on brain damage suffered by players. (rtr)

BERLIN - German police said they suspect an explosive device caused a car to explode and kill the driver on a road in central Berlin on Tuesday morning.

Berlin police sealed off the area. A spokesman said one man, the driver, had been killed in the explosion.

Bomb experts were on the scene investigating whether there were any further explosives and officers told residents in the area to stay indoors and keep their windows shut.

The explosion took place on a wide street in the Charlottenburg western district of Berlin and the car, a Volkswagen Passat, was heading towards the city centre.

Analysts had been divided over whether the Bank of Japan would expand its lavish asset purchases or cut interest rates still further to spur growth. The decision to wait-and-see took share prices lower in most region-al markets, with Japan’s benchmark Nikkei 225 index falling 0.7 percent to 17,117.07.

Japan’s economy contracted in the last quarter of 2015, buffeted by the slowdown in China and other emerg-ing economies. Recent data suggest it might shrink again during this quarter, in what would be Japan’s third “tech-nical recession,” or two straight quar-ters of contraction, in four years.

“While the BOJ refrained from adding more stimulus today, sluggish economic activity and the stronger yen suggest that policymakers will have to announce more easing soon,” Marcel Thieliant of Capital Economics said

in a research note.The continued weakness prompted

the BOJ to impose a “negative interest rate” policy that took effect last month and requires banks to pay a fee of 0.1 percent on excess reserves kept at the central bank.

That measure followed similar moves in Europe but is unpopular with financial circles and the public, who are seeing rates paid on their own savings deposits shrink ever closer to zero.

The BOJ’s meeting comes just ahead of a meeting this week by the U.S. Federal Reserve that will be closely watched for hints of possible future rate hikes.

Japan’s interest rates have remained near zero for years. Under BOJ Gov. Haruhiko Kuroda, the central bank has been buying roughly 80 trillion yen ($700 billion) of government bonds

and other assets a year.The injections of cash into the

economy are meant to drive prices higher, prompting businesses and consumers to spend more, but demand has remained tepid, falling 1.2 percent from a year earlier in the October to December quarter.

Given that trend, the BOJ’s descrip-tion of private demand as “resilient” marked a “fresh high of absurdity,” Thieliant said.

Japan’s current spring “labor offen-sive” is expected to yield only modest wage increases, despite appeals to the business community to do more to help support the economy.

The BOJ’s statement Tuesday noted a slowdown in housing and public investments and recent vola-tility in global financial markets. It forecast that exports and industrial output would remain sluggish and said inflation was likely to stay at about 0 percent for now but eventually climb toward a 2 percent target set three nearly years ago.(ap)

WASHINGTON — Employers stepped up hiring in 30 states in January, led by big gains in Florida, Texas and North Carolina, while 20 states shed jobs.

THE NUMBERS: The unemployment rate fell in 28 states, rose in 8 and was unchanged in 14. The unemployment rate doesn’t always decline even when more hiring occurs, because more Americans may start job hunting and push up the rate even as others are hired.

Florida added the most jobs of any state, gaining 32,200. That was followed by Texas with 31,400 and North Carolina with 23,200. Florida’s biggest employment gains occurred in restaurants, hotels and amusement parks.

Pennsylvania lost 16,100 jobs, the most of any state. New Jersey shed 14,100, and in South Carolina, total jobs fell 10,100.

BIG PICTURE: Fewer states gained jobs in January as hiring slowed a bit nationwide. Overall, employers added 172,000 jobs in January, below the average pace of hiring last year. Hiring nationally picked up in February, to 242,000, and the unemployment rate remained at an eight-year low of 4.9 percent.

The nation’s job market is generally improving, though many Americans are no longer working or looking for work, and wage growth remains tepid.

THE TAKEAWAY: Slower growth overseas and the strong dollar may have lowered hiring in January. The financial markets also fell sharply that month as fears of a global recession intensified.

The U.S. economy, however, has remained healthy despite those challenges. Consumer spending rose at the fastest pace in eight months in January, as more Americans have paychecks to spend.

The Federal Reserve Bank of Atlanta forecasts the econ-omy will expand at a modest 2.2 percent annual rate in the January-March quarter, up from a sluggish 1 percent increase in the final three months of last year.(ap)

BOJ keeps monetary policy unchanged despite risks to growth

TOKYO — Japan central bank chose Tuesday to keep its mon-etary policy mostly unchanged but noted a raft of risks for an economy making scant headway toward a sustained recovery.

Since around 9 a.m. local time (0200 GMT), taxi drivers and other public transportation drivers have been rallying in the city center.

Some are carrying banners with messages denouncing “dark and illegal” transportation applications and imploring Jakarta Governor Basuki Tjahaja “Ahok” Purnama to help the drivers, while others are shouting slogans like “Reject Uber and Grab Car.”

The strike is making it harder to find taxis in downtown Jakarta, and the transportation situation could worsen dur-ing rush hour.

Representatives of the Land Transportation Drivers As-sociation seek to meet with Purnama and President Joko Widodo and “convey their protests regarding the presence of illegal transportation operating as non-public transporta-tion through application service companies,” said Adj. Sr. Comr Budiyanto from the Jakarta Police’s traffic directorate, according to the Jakarta Post newspaper.

JAKARTA - President Joko Widodo (Jokowi) invited retired personnel of the armed forces (TNI) and veterans to the Presidential Pal-ace to hold talks, Indonesian Defense Minister Ryamizard Ryacudu stated at the Presidential Palace Complex here, Tuesday.

“Oh yes, the president also wants to meet and have close talks. Close ties must exist between the retired army personnel and the government,” the minister stated while accompany-ing the retired army personnel and veterans to meet President Jokowi at the Presidential Palace.

On the occasion, the president received the chairman of the Associa-tion of Retired Armed Forces of the Republic of Indonesia (Pepabri) and chairman of the Legion of Veterans of the Republic of Indonesia (LVRI).

The presence of both organiza-tions at the Presidential Palace is a mark of their support to the govern-ment. Currently, these organizations are not considered to be close to the current government since the 2014 presidential election as they were supporting Jokowis political oppo-nent during that time.

The defense minister remarked

that the president was particularly concerned regarding the aspirations and condition of the veterans and retired personnel.

“The president wants to pay atten-tion to all matters concerning these retired army personnel and veterans, including what is going on with them, their condition, and that everything is all right. JAKARTA - The National Po-lices Densus-88 anti-terror squad should continue to protect children and heed of the principle of propriety, according to the Indonesian Child Protection Commission (KPAI).

“The KPAI lauds the swift ac-tions of Densus-88 in handling terrorism. But, it should continue to give priority to protect children,” KPAI deputy chairman Susanto stated here on Tuesday.

Therefore, Susanto noted that the manner in which Densus-88 oper-

ates should be evaluated following its raid on the integrated Amanah Ummah Roudlatul Atfhfal kinder-gaten in Klaten on Thursday.

SEOUL - North Korean leader Kim Jong Un said his country would soon test a nuclear war-head and ballistic missiles capable of carrying nuclear warheads, the North’s KCNA news agency reported, in what would be a direct violation of U.N. resolutions which have the backing of the North’s chief ally, China.

Kim made the comments as he supervised a successful simulated test of atmospheric re-entry of a ballistic missile that measured the “thermo-dynamic structural stability of newly developed heat-resisting materials”, KCNA said.

“Declaring that a nuclear warhead explosion test and a test-fire of several kinds of ballistic rockets able to carry nuclear warheads will be conducted in a short time to further enhance the reliance of nuclear attack capability, he (Kim) instructed the relevant section to make prear-rangement for them to the last detail,” the agency said.

South Korea’s defence ministry said there were no indications of activities at the North’s nuclear test site or its long-range rocket station, but that North Korea continues to maintain readiness to conduct nuclear tests.

South Korean President Park Geun-hye said the North would lead itself to self-destruction if it did not change and continued the confrontation with the international community.

The North’s report comes amid heightened ten-sion on the Korean peninsula as South Korean and U.S. troops stage annual military exercises that Seoul has described as the largest ever.

In the apparent re-entry simulation, the official newspaper of North Korea’s ruling Workers’ Party carried pictures on Tuesday of a dome-shaped object placed under what ap-peared to be a rocket engine and being blasted with flaming exhaust. In separate images, Kim observed the object described by KCNA as a warhead tip.

The North has issued belligerent statements almost daily since coming under a new U.N. resolution adopted this month to tighten sanctions against it after a nuclear test in January and the launch of a long-range rocket last month.

In 1962, the United States launched a ballistic missile with a live warhead in what was known as the Frigate Bird test. China conducted a similar test in 1966. (rtr)

Most of the migrants, who marched out of the Idomeni transit camp in northern Greece on Mon-day and got around a border fence, had been taken back to Greece on Monday or overnight on trucks, an official said.

Greece’s Deputy Defence Min-ister Dimitris Vitsas said he could neither confirm nor deny the re-ports.

Reporters and aid officials on the scene said the migrants had been left at the Greek border and that there were migrants on both the Greek and Macedonian sides of the border.

The 1,500 migrants hiked for hours along muddy paths and forded a rain-swollen river to get around the border fence where they were detained by Macedonian security forces.

About 30 reporters, including a Reuters photographer, were also detained.

A second group of about 600 migrants was prevented from crossing into Macedonia on Mon-day and many of these spent the night camping in the Greek mountains, according to a Reuters photographer.

At least 12,000 people, includ-ing thousands of children, have been stranded in the Idomeni camp, their path to the EU blocked after Macedonia and other nations along the so-called Western Balkan route closed their borders.

European Union leaders are try-ing to stem a flow of migrants and refugees that brought more than a million people fleeing war and pov-erty in the Middle East and beyond to the EU since early 2015.

They are due to hold a new summit with Turkey this week to seal an agreement intended to halt the exodus.

Greek Prime Minister Alexis Tsipras said on Tuesday there was “no chance” border shutdowns throughout the Balkans would be lifted and urged refugees to move to reception centres set up by the state.

Jan van’t Land, an official with medical charity Medecins Sans Frontieres at Idomeni, said around 400 migrants had returned to Ido-meni camp.

“There are still many hundreds of people on both the Greek and the Macedonian side of the border,” he told Reuters.

Conditions at the Idomeni camp have deteriorated after days of heavy rain. Scuffles have broken out there in recent days as destitute people scrambled

SINGARAJA - Many fear that without adequate recording, research and scientific studies traditional games will disappear over time. In the current digital age, children and teenagers tend to be absorbed in playing with technological gadgets like smartphones.

Member of Commission IV of the Buleleng House of Representatives, Made Mangku Ariawan, considers it necessary to conduct a scientific study and present a seminar in order to support the existence of traditional games in North Bali. Magoak-goa-kan game, for instance, teaches the meaning of unity and cooperation to teenagers. When the lessons learned

by playing this game are applied in daily life, it can improve the spirit of collaboration.

“We have seen the magoak-goakan game first hand but it shodl be accompanied by scientific studies that can prove that this game is at the root o the establishment of Buleleng itself” said Mangku Ariawan from Panji village, on Sunday (Mar. 13).

Ariawan said that he hopes there there will be support from academ-ics from Undiksha Singaraja and the regent of Buleleng in relation to the research and writing of scientific studies regarding the and values and benefits of contained in the megoak-goakan game. This scientific study

would then need to be then discussed in a seminar, and written as a record of the cultural values of this game. In short, traditional games must be conserved.

“In the future, the magoak-goa-kan dance/game could become an important part of our cultural identity. Its history needs to be written down scientifically and discussed through a seminar. We will establish communication with the Rector of Undiksha. Hopefully, we can establish cooperation so that scientific studies can be done as soon as possible. As the largest campus in Buleleng, Undiksha should play a role and contribute actively to the

scientific study of this matter” he emphasised.

In the past, the magoak-goakan traditional game involved dozens of young men from Kelod Kauh hamlet, Panji, Sukasada. At that time, teenagers coalesced into the Satya Warta customary youth club (STT) and gathered into a single file snake-like formation on a wet and muddy terrain. They each held the waist of the person in front of them and made their way around the field accompanied by the sound of baleganjur gamelan music. Those in the front of the line represent the head of the snake and are in charge of pursuing and capturing the play-

ers at the back of the line – or tail of the snake. When the head of the snake catches the tail, the game is considered to be over and must be repeated. The Megoak-goakan game has been played for gen-erations since the days of Buleleng kingdom led by the king Ki Gusti Ngurah Panji Sakti.

“I appreciated the performance of the public and the young generation in preserving the magoak-goakan game at Panji village, by playing a few rounds the day after Nyepi. In the past, it was only played in the field of Panji village. Now, it can be performed throughout the neighbor-ing villages” he said. (kmb34)

Sukiswati explained that farm-lands are divided into dffertn cat-egories including; irrigated fields (paddy field) and non-irrigated fields such as gardens, moors, es-tates, people’s forests, grasslands, abandoned land, pools, embank-ment and state forest. Irrigated fields are in fact decreasing from year to year: “but the area of non-irrigated fields is actually increas-ing” she said.

Non-irrigated fields covered 40, 185 heactares in 2012 but then increased to 40, 271 hectares by 2013 and by 2014 covered some 40,470 hectares. This shows that non-irrigated fields increase by 199 hectares between 2013 and 2014 but this number also indicates that irrigated paddy fields saw a reduc-tion of some 222 hectares.

“The remaining 23 hectares were converted into non-agricultural land” said Sri. This can be seen from the data that shows that the total area of non-agricultural field area in 2013 consisting of roads, housing, offices, river and others was 21,478 hectares and increased by 23 hectares to 21,501 hectares in 2014.

Regarding the reduction in the area of paddy fields, the Head of the Tabanan Development Planning Board (Bappeda), I.B. Wiratmaja,

described the rate of land conver-sion in Tabanan as the highest in Bali. He said that this was due to the fact that so many people working in Denpasar and Badung see this area a desirable place to get away to. “Tabana sees no major economic benefit from being a ‘place to rest’”, said Wiratmaja.

Therefore, Tabanan’s district government is looking into strate-gies to deal with the expanding conversion of agricultural lands. The local government has been seeking both legal and economic means of dealing with the issue by starting important initiatives such as the ‘healthy rice’ program and the ‘building a social economy together’ program.

The ‘healthy rice’ programs aims at encouraging local farmers to grow organic rice. “To meet the needs for organic fertilizer, the district gov-ernment encourages the processing of organic fertilizer by providing cattle for farmers who participate in the program. Manure from these livestock is processed into organic fertilizer” explained Wiratmaja.

The district government has also preparing subsidies for purchasing organic fertilizer, seeds and other land cultivation costs. The amount of subsidy is

IDR 6.5 million per hectare on

average. Wiratmaja went on to say that

in addition to this assistance, the district government also provides a market for healthy rice products. “Grain is purchased for IDR 1,000 more than the government purchase price (HPP) on the condition that the rice be harvested by subak groups who are participating in the program”, he explained.

As an initial stage, the target market for the organic rice from the

‘healthy rice ‘ program is Tabanan’s civil servants. The idea is that the healthy rice program will allow farmers to earn a greater income as incentive not to sell or convert their land and has the added benefit of changing the general attitude of farmers regarding organic farming.

Through the ‘building a creative social-economy’ program, the local government encourages the devel-opment of productive economic ac-tivities based on agriculture. “In this

program, farmers get a guaranteed absorption of their crops” he said.

The superior agricultural com-modities being worked on through this program depend on the par-ticular potential of each village. The marketing of these products is done through village-owned enterprises (BUMDES), that buy the agricultural products that are distributed to local government owned enterprises or directly onto the market. BEIJING - China’s military must pour efforts into developing cutting edge defence technology, which has strategic significance, China’s President Xi Jinping said on Sunday, according to state media reports.

Xi also stressed professionalis-ing the country’s military brass, the official China Daily reported on Monday. The armed forces have long been plagued with cor-ruption, which senior officers have cautioned threatens combat capabilities.

Xi, who also chairs the elite Central Military Commission, has targeted corrupt military officials as part of a sprawling campaign

against graft that has felled many political foes.

The capability to innovate will determine the future of the Chinese armed forces, he said, briefing law-makers from the military.

China has poured funds in recent years into developing a high-tech weapons manufacturing industry. It has found buyers among cost-conscious countries that are unable to buy arms from the United States and its allies.

China’s military rise has un-nerved Asian countries, including Japan, Vietnam and the Philippines, with which Beijing has maritime territorial disputes.

Xi is seeking to drag the People’s Liberation Army, the world’s largest armed forces, into the modern age, cutting 300,000 jobs and revamp-ing its Cold War-era command structure.

China said earlier this month it would hike military spending by 7.6 percent this year, the lowest increase in six years, amid a slow-ing economy.

China, the world’s second-largest economy, is increasingly exposed to international crises like the Middle East but has little experience at dealing with them, unlike estab-lished powers like the United States and Russia. (rtr)

SEOUL - Google’s artificial intelligence (AI) program on Tuesday beat South Korean professional Lee Sedol in the an-cient board game Go, recovering from Sunday’s loss to win its fourth match in a five-game series.

AlphaGo, developed by Google subsidiary DeepMind, had already clinched a series victory with its third win on Saturday, in a result that shocked the world.

The program made history last year by becoming the first machine to beat a human pro player, but 33-year-old Lee, one of the world’s top players, was seen as a much more formidable opponent.

“I am disappointed that the matches are over, and also disappointed that I could not end the series on a high note,” Lee told reporters, thank-ing fans for their support and adding that he had wholeheartedly enjoyed the games.

“I think the humans still have a good chance,” he added.Go, most popular in countries such as China, South Korea and Japan,

involves two contestants moving black and white stones across a square grid, aiming to seize the most territory.

It is perfect for artificial intelligence research because there are simply too many moves for a machine to win by brute-force calculations, the route IBM’s Deep Blue used to famously beat former world chess champion Garry Kasparov in 1997.

“It was just an incredible game,” DeepMind founder Demis Hassabis told reporters.

Until AlphaGo’s victory last year, experts had not expected an artificial intelligence program to beat a human professional for at least a decade.

The program’s developers overcame the hurdles it faced with a design that enabled it to learn on its own, hoping it would be able to approximate human intuition by studying old matches and using simulated games to hone itself.

“AlphaGo’s win is important, because, unlike techniques used in previ-ous programs, it is applicable generally, and can be used for many other things,” said Daniel Sleator, a computer science professor at Carnegie Mellon University.

Google executives say they aim to apply the technology underlying AlphaGo to create algorithms and programs to assist humans in fields from medical care to scientific research and robotics.

Last week, Eric Schmidt, executive chairman of Google parent Alpha-bet Inc, told reporters he expected the technology would eventually be deployed across all of Google’s services. (rtr)

The name joglo is used to refer to many similar types of houses including Balinese gladak houses, gazebo type structures and others.

“Hotels often order several units of various sized joglo houses. Theses houses are synonymous with

the identity of the Indonesian people. Joglo houses are produces according to local astrol-

ogy and the auspicious days that it dictates. We produce these houses in Pati, Central

Java but the particular design depends on what the customer wants. The price

of these houses is increasing because they are made using high quality teak

GIANYAR — Since the 1980s, the people at Ketewel village, Sukawati, have made shrine decorations known as murda craft and this region is now the center of the murda craft industry.

Murda artisan Ketut Mita, admitted that his craft business often goes through ups and downs, but added that he has still managed to earn a living with this business. He explained that most customers will order a single set of murda but that on good days he gets as many as ten orders, with each sold for anywhere between IDR 25,000 and IDR 700,000 a piece.

In one day Mita can only produce one or two murda as he explained that Ketewel murda frames are carved with intricate ornamental motifs that include images of holy bells, dragons, elephants, mango leaves and others.

His wife, I Nyoman Sutini, added that the making of murda ornaments indeed requires special skills and takes a long time because everything is done manually without the help of ma-chines or molds. “To make the bottom frame, we must first form it by using iron and then cast it with concrete. “All that is required now is to ensure that those who are using JKBM receive Class III and may not be upgraded. Presently there are still some deviations, where people using JKBM will pay for a class I or class II hospital room” he explained.

Parta also explained that so far there have been 13 weaknesses of the BPJS program noted from the monitoring that has been going on since last April. These weaknesses include things like lack of infor-mation to participants regarding their rights and obligations, limited number of registration counters, less than optimal referal system, lack of a valid PBI database, frequent changes to policies as well as lack of funding for promotion and prevention.

“First of all, we will propose to the governor that the JKBM be maintained. Then we will approach the Ministry of Health in Jakarta and request that integration of the program in Bali be postponed.

Moreover there are no sanctions” he said.

Head of the Bali Health Agency, I Ketut Suarjaya, said that regional health insurance like JKBM is expected to be integrated into the JKN by January 1, 2017. Actually, the rule obliging the integration of all health insurances into the JKN will be effective as of January 1, 2019. The parliament’s proposal to postpone the integration will be discussed on Thursday (Mar. 17).

“Now, it depends on the policy of the leadership; the governor, parliament and the regent or mayor. If it (JKBM) is indeed still needed, I think it will require a higher policy as well” he said. Until the end of February 2016, said Suar-jaya, approximately 52.02 percent or 2,121,916 people have signed up for membership to the JKN program, while the remaining 47.98 percent is still covered by the JKBM pro-gram. As a rule, the 40 percent or 1,631,462 people categorized as poor are recorded as the PBI. How-ever, only 935,626 people or 22.94 percent of the PBI has been financed

by central government. “The remaining 695,000 people

are not guaranteed by the JKN but fall into the 40 percent categorized as poor. If indeed the regional

government is willing to subsidize the program, the cost would be IDR 182 billion per year. This will be discussed in the coordination meeting with the governor to see

whether the PBI subsidies will be agreed to or shared between the provincial and district or municipal governments” explained Suarjaya. (kmb32)

EvEry Temple and Shrine has a special date for it an-nual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is consid-ered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carry-ing offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

He said that corn production in 2015 amounted to 40,603 tons of dry shelled corn or slumped 10 tons. In terms percentage, it indicated a 0.02-percent decline. This decline occurred at first sub-round (January to April) amounting to 3,748 tons of dry shelled corn (11.40 percent) and second sub-round (May-August) amounting to 1,219 tons of shelled corn (46.47 percent). In contrast, in the third sub-round (September to December) in fact there was an increase of 4.957 tons of dry shelled corn (97.08 percent).

On the other hand, soybean production is noted to experience a decrease by 928 tons of dry beans or 11.34 percent. Decline in pro-duction only occurs in the second sub-round (May - August) amount-ing to 1,189 tons of dry beans or 19.96 percent. On the other hand,

in the first sub-round (January to April) and third sub-round (Sep-tember to December) there is an increase of respectively 78 tons of dry beans (22.94 percent) and 183 tons of dry beans (9.68 percent).

Further, he said, the decline in corn production happened due to a decrease in harvested area of 1,339 hectares or 8.03 percent. Some factors caused the decrease in harvested area of corn includ-ing the decline in planted area in January 2015 amounting to 341 hectares, in May 2015 (128 hectares) and September 2015 (50 hectares). In addition, a lot of corn was harvested at young age, commodities were transferred to tangerine and there was water shortage due to hot weather fac-tors or drought.

Similarly, the fall in the soy production is dominantly caused

by the decrease in the harvested area of 211 hectares or 3.94 percent, and the decrease in productivity of 1.17 quintal / hectare (7.66 percent). In general, he added, there are sev-eral factors causing the decrease in harvested area of soybean. Among other things are the transfer of com-modities to other crops, drought factor due to water availability (re-duced water supply) and others.

Seen from the decline in produc-tivity, it tends to be caused by several things such as the use of inappropri-ate fertilizer with recommendations as in Klungkung district, inadequacy of water supply and the presence of pests as happened in Sukawati subdistrict, Gianyar. “The decline in soybean production occurred in six districts namely Jembrana, Gianyar, Denpasar, Karangasem, Buleleng and Tabanan,” said Adi Nugroho. DENPASAr — Like rice, the corn and soybean production in Bali in 2015 also decreased when compared to the previous year. However, the decline in the production figure is still provisional. This was conveyed by the Head of Central Statistics Agency (BPS) Bali, Adi Nugroho, Monday (Mar. 14).

It will be great to surf against the local boys who will make this an epic event as they all surf really well also. It’s going to be a fun few days in and out of the water.”

This year will also feature a Night Surfing expression session starring Bruce Irons and the Mad Hueys boys towing into a few night time barrels with DJs from Red Bull keeping the pool party pumped up

until well into the night. “We are hoping for a repeat of

the amazing 8 foot conditions the original Bruce Irons expression session had in 2013,” said Shaun “Hazza” Harrington from The Mad Hueys.

LONDON - Chris Evans, the new host of BBC TV’s popular “Top Gear” motoring show apolo-gised on Monday for a stunt filmed near the Cenotaph war memorial in central London after widespread condemnation for showing a lack of respect.

Images splashed across the pages of British newspapers, showed the

show’s co-host, U.S. actor Matt LeBlanc, speeding and spinning a car along a deserted Whitehall, the road near Parliament which is home to government offices as well as the Cenotaph, focal point for Britain’s Remembrance Day services.

“It does not look good at all,” Ev-ans told listeners of his BBC Radio programme. “On behalf of the Top

Gear team and Matt, I would like to apologise unreservedly for what these images seem to portray.”

Retired army officer Colonel Richard Kemp said the filming on Sunday was an error of judgement and that Westminster Council should never have allowed it to go ahead.

The council in turn said the BBC

producers had gone beyond what was agreed and had never given approval for the car to carry out wheelspins down Whitehall.

The episode is the latest contro-versy to be generated by Top Gear which has offended Mexicans, Ar-gentines, Germans, Indians, truck drivers, cyclists and environmental-ists among others over the years.

Last year, the BBC decided not to renew the contract of former presenter Jeremy Clarkson, whose blunt banter and swagger helped the show become a global success but also generated controversy, after he punched a member of the production team, leading to the hir-ing of Evans and ex-”Friends” star LeBlanc. Lamar’s “untitled unmastered” album, released March 4 with no prior announcement, sold 178,000 units across album and song sales and streaming activity, according to figures from Nielsen SoundScan.

The album is a compilation of the Compton, California rapper’s unreleased demo recordings and is his second chart-topping album. It follows a breakout year in 2015 for Lamar, whose album “To Pimp a Butterfly” won five Grammy awards in February.

Surprise album releases, which are not common, have paid off for

some of music’s biggest stars in recent years.

Most notably, a self-titled digital album of new songs and videos re-leased in December 2013 by R&B singer Beyonce was a complete surprise to fans and collaborators. The album surpassed U.S. sales of 1 million copies in its first week and topped the Billboard 200 chart.

Last year, rappers Drake and Future topped the Billboard 200 album chart with their surprise col-laborative effort, “What a Time to Be Alive,” announced by Drake on Instagram the night before it was

NORTH CAROLINA - A new book by bestselling author John Gr-isham is giving new impetus to a handful of companies striving to develop what they say could be a trailblazing treatment for cancer and Alzheimer’s disease. “The Tumor” is a fictional account of a 35-year-old man with brain cancer who, a decade into the future, is treated with focused ultrasound - a real-life technology that is currently being researched as a potential cure for more than 50 diseases.

Focused ultrasound uses soundwaves to destroy damaged tissue deep within the body, doing away with the need for incisions or radiation therapy. It has been approved in the United States as a treatment for several condi-tions, including prostate cancer.

As a treatment for brain and other cancers, it remains a futuristic con-cept. Research is at an early stage and, with clinical data in short supply, U.S. insurers have so far been reluctant to provide coverage.

But the book, which Grisham has released free of charge, could help developers to make a case for funding needed to take this niche technol-ogy into the mainstream, said several company executives and physicians interviewed by Reuters. “Having a world-famous author talk about it can only help raise awareness,” said Mark Carol, chief executive of Charlotte, North Carolina-based SonaCare Medical LLC.

SonaCare has two focused ultrasound devices on the market, one to treat diseased cells in soft tissue and another to ablate prostate tissue.

Men using SonaCare’s device as a treatment for prostate cancer had a 9-in-10 chance that an MRI scan would show no sign of a tumor after 12 months, according to a study published in The Lancet Oncology in 2012. LOS ANGELES - Rapper Kendrick Lamar dropped a sur-prise album that went straight to the top of the weekly U.S. Billboard 200 album chart on Monday, following in the steps of Beyonce, Drake and Future.

The Indonesians were stoppe Sunday at the international airport serving Jakarta as they tried to board a flight to Bangkok, from where they planned to continue on to Syria, Jakarta police spokesman Muhammad Iqbal said.

Among those identified were a family of five with three children from Tangerang, west of Jakarta,

Iqbal said in a statement late Sun-day. Five others, including at least one child, were from the Indonesian part of Borneo island.

The group is being held at the airport while police work to estab-lish the identities of the remaining suspects. Police did not say whether those detained planned to join IS.

Hundreds of Indonesians, many

in families, have travelled to join the jihadists since they seized large swathes of territory in Syria and Iraq and proclaimed a “caliphate”.

As of December 2015, more than 200 Indonesians had been deported by Turkey after trying and failing to enter Syria, Jakarta-based think-tank the Institute for Policy Analysis of Conflict said in a report last month.

The flow of Indonesians heading to join IS and other extremist groups has sparked fears that sophisticated terror networks could be revived in

the world’s most populous Muslim-majority country.

IS claimed a January suicide and gun assault in Jakarta that left four militants and four civil-ians dead, and was the first major terror attack in the country for seven years.

Indonesian authorities have complained that weaknesses in the country’s anti-terror laws make it difficult to stop would-be militants heading abroad, and parliament is considering adopting tougher mea-sures.(afp)

There are people who are not in a position to pay for the increase in the pre-mium, while the JKBM does not require any payments. There is no need for the government to collect data on the beneficiaries of the premium assistance (PBI) be-cause people using the JKBM program receive Class III. Thus, the recipients who have been selected are necessarily economically disadvantaged people.
