1. INTRODUCTION
This Scope of Work, together with drawings and documents listed on Drawing Control Sheet No. KD-116361 and applicable SAUDI ARAMCO Engineering Standards, constitutes the basis to construct Traffic Inspection Facilities and Additional Parking Lots in KJO Service Center, Al-Khafji Joint Operations (KJO) in the Kingdom of Saudi Arabia.
This Scope of Work generally describes the major components of the Work. CONTRACTOR shall also refer to the Drawings indicated in Drawing Control Sheet No. KD-116361 and referred standards for complete description of the Work.
1.1 OBJECTIVE
The purpose of this Scope of Work is to outline the general requirements for CONTRACTOR to construct Traffic Inspection Facilities and Additional Parking Lots in KJO Service Center in Al-Khafji, Saudi Arabia in accordance to KJO Standards to provide sufficient parking spaces for KJO employees and CONTRACTOR’s vehicles.
1.2 BACKGROUND
At present the existing number of parking spaces is not enough to accommodate all vehicles with business in KJO Service Center. KJO decided to construct Additional Parking Lots in KJO Service Center in order to accommodate KJO employees and CONTRACTOR’s vehicles at KJO Service Center and additionally to install Traffic Inspection Facilities.
2. PROJECT SUMMARY
The following sections summarize all works to be covered during construction stage. Following are the summary of the CONTRACTOR’s scope of work:
To provide sufficient parking spaces for KJO employees and CONTRACTOR’s vehicles.
To construct Traffic Inspection Facilities for all vehicles.
3. GENERAL REQUIREMENTS
3.1 CONTRACTOR’s Responsibility
CONTRACTOR shall provide fully qualified, competent and safety oriented personnel including fulltime on site supervision, thoroughly familiar with this type of work and engineering standards required for the project. CONTRACTOR’s

personnel shall have experience in construction, installation, site testing, and commissioning for projects similar to that contemplated for the Contract.
3.1.1 Procurement
1.1.1.1. CONTRACTOR shall develop a detailed procurement
package to cover all equipment that will be required and submit to Al-Khafji Joint Operations (COMPANY) for approval.
1.1.1.2. CONTRACTOR shall procure materials only from
COMPANY and/or SAUDI ARAMCO regulated/approved Vendor’s list. In order to procure materials from outside vendors which are not registered in Company or not included in Saudi Aramco standard, CONTRACTOR shall follow the instruction specified in Attachment 2 to Schedule C.
1.1.1.3. CONTRACTOR shall provide all materials required to
complete the project successfully.
3.1.2 Construction
3.1.2.1 CONTRACTOR shall submit his construction schedule for the project. The installation, tie-in/interfacing and commissioning/start-up shall be completed upon agreed schedule. All preparations and logistic works shall be accomplished and performed prior to the installation time.
3.1.2.2 CONTRACTOR shall submit “Traffic Re-routing Plan for KJO review and approval prior to start of construction.
3.1.2.3 CONTRACTOR shall formulate detailed methodology for construction emphasizing careful implementation in any means will not hamper, damage or disrupt any existing operations and /or any utilities near the vicinity of the proposed parking.
3.1.2.4 CONTRACTOR shall exercise extra care during construction in order not to damage the existing underground utilities.
3.1.2.5 CONTRACTOR shall at all times inform COMPANY
representative of any deviation from what is shown in the drawings and documents against the actual site condition for immediate resolution
3.1.2.6 CONTRACTOR shall at all times maintain updated drawings
and documents in their Construction for redlined mark-up of As-Built information.

3.1.2.7 CONTRACTOR shall take precautionary measures to protect existing facilities such as communication, and electrical cables and other obstructions in the path of construction. In the event CONTRACTOR damages any of the existing facilities, equipment, cables, etc., CONTRACTOR shall be responsible for repair of such damage at his own cost.
3.1.2.8 CONTRACTOR shall be responsible for ensuring that all
SOW will be performed strictly as per the safety requirements of the COMPANY. CONTRACTOR shall be responsible for instructing the workers accordingly and requesting up-to-date advice in this respect from COMPANY representative.
3.1.2.9 CONTRACTOR shall develop and implement a Safety &
Environmental Program that will conform to COMPANY General Instructions and procedures.
3.2 Project Management and Control
CONTRACTOR shall assign a full time Project Manager (PM) for the entire duration of the project. The Project Manager shall be authorized to sign, implement, effect and impose all the associated activities related to the project implementation. The Project Manager shall be responsible for overall management and quality control of the of the project. In the absence of the PM, qualified alternative personnel shall be replaced by CONTRACTOR for such period to undertake his duties. Such replacement shall be informed to COMPANY and CONTRACTOR need to obtain a prior approval for the same.
3.3 KJO HSE Requirements
3.3.1 CONTRACTOR shall adhere to all directives stipulated in the Health,
Safety and Environmental (HSE) requirements in the execution of the construction activities.
3.3.2 CONTRACTOR shall exercise utmost care for safety and environment
throughout the duration of the project in accordance with the approved safety procedures and regulations. CONTRACTOR shall assign a full time HSE Engineer who is responsible for all safety and Environmental concerns of the project but prior to site mobilization the CV of the assign Safety Engineer must be submitted to COMPANY for review and approval.
3.3.3 CONTRACTOR shall submit to COMPANY a Loss Prevention
Program/HSE Plan that will be implemented throughout the duration of this project but it shall be submitted at least one month before the commencement of work. The program/plan shall include but not be limited to issuance/receipt of work permits, safety meetings, orientation seminars, etc. Accordingly, it shall be brief, concise and specific to the work scope.

3.3.4 CONTRACTOR shall submit to COMPANY a specific detailed waste management plan detailing type and anticipated quantity of solid/liquid wastes generated during all the project and proposed suitable disposal method.
3.3.5 CONTRACTOR shall submit a detailed Hazard Identification Plan (HIP)
covering all the activities under this project and not only for demolition work.
3.3.6 CONTRACTOR shall submit to COMPANY all relevant safety
procedures/method statements along with Job Safety Analysis (JSA) for all the activities with high risk potential for review and approval.
3.3.7 CONTRACTOR shall submit to COMPANY a specific Environmental
Management Plan that will be implemented throughout the duration of this project and Environmental Aspect Register as per KJO contract “Schedule D” requirements.
3.3.8 CONTRACTOR shall submit 'Emergency Response Plan' to be bridged
with the KJO Emergency Response Plan with respect to the scope of work.
3.3.9 CONTRACTOR shall abide by the 'Schedule D'.
3.3.10 CONTRACTOR should submit a Transportation Plan as may be applicable in the scope of work.
3.3.11 CONTRACTOR shall submit a Safety Training Plan.
3.4 QA/QC
CONTRACTOR shall, at all times, implement QA/QC procedures and guidelines throughout the duration of the project in accordance with the approved COMPANY QA/QC procedures and regulations and other applicable International Standards. CONTRACTOR shall assign a full time and highly qualified Quality Control Engineer who is responsible for planning, organizing, control and execution of quality assurance and quality control of the work in accordance with the guidelines of COMPANY QA/QC unit.
All QA/QC personnel assigned by CONTRACTOR for the project shall be approved by KJO. In order to obtain the approval for the designated personnel, the CV and related documents of the concerned personnel shall be submitted to the company for review and approval.
CONTRACTOR shall submit Project Quality Plan (PQP), Inspection Test Plans (ITPs), Method statements, QC procedures, etc. for Company review and approval.

4. APPLICABLE DOCUMENTS
4.1 Project Design Documents
CONTRACTOR shall perform the work in complete compliance with the project design documents as stipulated in Drawing Control Sheet No. KD-116361. The list of drawings and documents shown is only a guide for CONTRACTOR to understand the overview and concept of this scope of work. It will be the full responsibility of CONTRACTOR to review, delete and/or add drawings and documents which he feels necessary for the successful completion of this project.
4.2 Codes and Standards
SOW shall be completed in accordance with KJO procedure, regulations, SAUDI ARAMCO, International industry codes and standards shown in Section 7.0 of this Scope of Work. In case of any conflict, the more stringent code shall apply for resolving the subject
5. DETAILED ENGINEERING AND DESIGN
CONTRACTOR shall review the Detailed Design, Specifications, and Engineering Drawings developed for this project and necessary for construction works. CONTRACTOR shall call the attention of COMPANY in case if any deviation to the current design is being required.
6. SCOPE OF WORKS
6.1 Civil/Structural Works
6.1.1 Demolish existing asphalt pavement parking area, curb stones, and side walk that will be affected for the construction of new parking area and traffic inspection building.
6.1.2 Remove, repair or replace existing fence that will be affected on the construction of new perimeter fence as shown in drawing # SK-CIV-001-DEMO.
6.1.3 Remove and fill existing open area at the rear side of the building to meet the proposed grading elevation of parking area.
6.1.4 Remove two (2) sliding gate including motors and other accessories connected to this.
6.1.5 It is the responsibility of CONTRACTOR to repair the existing fence that may be damaged during the construction of the additional parking area.
6.1.6 Remove all irrigation pipe line that will be affected on the construction of parking area, cut, plug and remove all pipes that will not be use.
6.1.7 Remove and replace existing pavement and side walk that will be affected as shown in the drawing.
6.1.8 Remove, relocate and re-planting of existing plants that was affected by the construction of new parking area. Relocating the affected plants and trees need prior permission from KJO-CBD.

6.1.9 CONTRACTOR shall submit a demolition plan.

6.2 Civil/Structural Works
CONTRACTOR shall supply all materials, labor, equipment, scaffolding, tools, supervision, consumables and incidentals required to complete the WORK including but is not limited to the following:

6.2.2 CONTRACTOR shall construct new parking shade as shown in drawing

6.2.3 CONTRACTOR shall construct new parking area this will include concrete curb, walkway, and traffic signage as shown in drawing no. KA-116365, KA-116367, KA-116368.
6.2.4 CONTRACTOR shall construct new Traffic inspection shade as shown in
drawing KA-116372.
6.2.5 CONTRACTOR shall construct SSD/1 SECURITY FENCING (SAES-0-101) with double gate single gate (2 sets) with concrete column as shown in drawing no. KA-116360.001 to 003.
6.2.6 CONTRACTOR shall construct new parking area this will include concrete curb, walkway, and traffic signage as shown in drawing no. KA-116365, KA-116367, KA-116368.
6.2.7 CONTRACTOR shall provide landscaping area with irrigation system as shown in the drawing No. KA-116367, KA-116395
6.2.8 CONTRACTOR shall construct shed and drivers waiting area at FOUR
(4) locations as shown in drawing no. KA-116371 & KA-116365.
6.2.9 CONTRACTOR shall construct new asphalt pavement road as shown in drawing no KA-116366.001.
6.2.10 CONTRACTOR shall install trench with grating and curb and gutter as
shown in drawing no. KA-116366, KA-116357.
6.2.11 CONTRACTOR shall provide parking lot for “handicapped personnel”.

6.2.12 CONTRACTOR shall provide collecting pit inside the inspection pit for cleaning and maintenance purpose of the inspection pit.
6.2.13 CONTRACTOR shall ensure that the bottom level of the Traffic inspection
shade has more height than the maximum height of the vehicle anticipated to be inspected inside the Traffic inspection shade in order to enter freely or maneuver inside the Traffic inspection shade as shown in drawing number KA-116378.001
6.2.14 CONTRACTOR shall ensure that the “Inspection Platform” has the
maximum height in order to inspect the vehicle, which has the maximum height anticipated to be entered inside the Traffic inspection shade.
6.2.15 CONTRACTOR shall construct new parking shade with a total slot of 104,
6 slots for Traffics and 98 for cars as shown in drawing KA-116365.
6.2.16 CONTRACTOR shall construct concrete wall with granite tile finishing with decorative steel grilles on top at two (2) locations. The design of this fence should match the existing. CONTRACTOR shall as-built the area prior to construction of new fence and steel grilles.

6.3 Electrical Scope of Work
6.3.1 CONTRACTOR shall install 150W LED street lighting fixtures with 9m
poles as per KA-116379.
6.3.2 CONTRACTOR shall install 250W flood light luminaire with 5m pole for perimeter fence lighting as per KA-116379.
6.3.3 CONTRACTOR shall install lighting fixtures (2 x 28w) for the parking
sunshades, typical parking sunshade detail is shown in drawing KA-116382.
6.3.4 CONTRACTOR shall install 2 receptacles & 6 high bay lighting fixtures
(150W, HPS) for Traffic inspection area.
6.3.5 CONTRACTOR shall install new transformer, new power panel board, & new lighting control panel rack mounted to supply all the loads of new parking lot. Power supply shall be taken from the available 480V power source at the adjacent substation.

6.3.6 CONTRACTOR shall install new grounding grid consisting of ground rods and inspection grounding pits. The grounding grid shall be connected to existing grounding grid.
6.3.7 CONTRACTOR shall connect all electrical equipment and metal structures
to the new grounding grid as per SAES-P-111.
6.3.8 CONTRACTOR shall install 2 ceiling fans for each waiting area of the drivers.
6.3.9 CONTRACTOR shall protect existing main Medium voltage cables in and
outgoing feeders to T-18 substation to avoid any damage in M.V cables. REFERENCE DRAWINGS:

6.4 Painting Works 6.4.1 CONTRACTOR shall supply and paint all the concrete and steel works as
per project specifications.

CONTRACTOR shall adhere to the applicable KJO and SAUDI ARAMCO Engineering Standards, Codes, Library Drawings and applicable Industry Codes and Standards listed below when performing the works.

In case of any conflict between these codes/standards and the specifications, CONTRACTOR shall highlight such conflict to the Company Representative for his determination. In general, the higher standard shall prevail to the extent of such difference. For the avoidance of doubt, notwithstanding any provision herein, the Company Representative’s decision in this regard shall be final.
8. TESTING AND COMMISSIONING
CONTRACTOR shall provide labor and field equipment necessary when making all tests. Test data must be recorded and submitted to COMPANY Representative.
CONTRACTOR shall have full responsibility for the start-up, pre-commissioning and commissioning.
CONTRACTOR shall ensure that these activities shall be executed with proper coordination with other activities and/or interfacing with other CONSTRUCTION CONTRACTORs.
9. CLEAN-UP
CONTRACTOR shall maintain good housekeeping throughout the duration of the project, and to leave the work site clean and orderly upon completion of this job.
All waste materials shall be removed from the site by CONTRACTOR using KJO Waste Manifest Forms (Hazardous & Non-Hazardous) and disposed off to an area approved by the COMPANY representative and Environmental and Laboratory Department (ELD).
10. AS-BUILT DRAWINGS
CONTRACTOR shall keep a complete and correct record of all changes (as-built conditions) that occur during construction. These construction changes shall be properly marked on full size drawing prints (using “RED” markers for additions and “GREEN” markers for deletions). No other marks shall be on the prints except as-built information. One (1) set of full size, as-built markup shall be submitted to COMPANY Representative within two (2) weeks after completion of construction work. CONTRACTOR shall submit both hard and soft copies of Project Records and As-Built Drawings/Documents to KJO.
