I renew my call for Congress to pass the National Housing Development bill and the Rental Housing Subsidy bill. These will enable all Filipinos—regardless of social status—to live in decent homes where their families can lead meaningful lives.

Greetings of peace!
The past year has been eventful – from the Taal Volcano eruption, Masbate earthquake, floods and landslides brought about by various typhoons, to the infamous and still ongoing COVID-19 pandemic which makes recovery extra hard for calamity-stricken communities.
Nonetheless, the NHA remained steadfast in its commitment of providing “comprehensive and well-planned human settlement for the homeless, marginalized, and low-income
families, thereby improving their quality of life.”

I sincerely commend the men and women of the NHA for stepping up to the challenges of the “new normal” as they stand committed to transparency, accountability, teamwork and responsiveness.
We take pride in its modest gains in accomplishing its Key Result Areas for 2020 despite the limited human resource, mobility and finances.
Moreover, the NHA has fulfilled its role in the Marawi rehabilitation as it is ahead of its set targets for debris management, completion of road infrastructures and construction of and land development for temporary shelters.
These reflect the NHA’s unwavering dedication to its mandate, especially the need of every Filipino family to have a shelter of their own to shield them from the virus and various elements has become paramount.
As the nation continues to heal as one, the Department of Human Settlements and Urban Development remains one with you in attaining our vision of Building Adequate, Livable, Affordable and Inclusive (BALAI) Filipino communities.
The dream of our kababayans to have decent and affordable shelters they can call their own is a right of every Filipino family and it is our responsibility that it be realized.

The COVID-19 pandemic has made 2020 a year filled with uncertainties, but such uncertainties bring out solidarity among our people. Indeed, this is what we should be doing in order to get through these challenges. As workers of government, we must make sure that we do our part in keeping one another safe from the harms brought about by the virus by
following our health and safety protocols such washing our hands and observing
social distancing.
The NHA has done its part in helping to contain the spread of
COVID-19 by effecting these measures and putting those standards into practice in order to ensure the health and safety of all our officials and employees through constant temperature

checks, weekly workplace sanitations, and alternative work arrangements.
To aid our beneficiaries, we have issued a moratorium on the payment of their housing monthly amortizations covering the periods between March 16 to June 15, 2020, as well as between November 1 to December 31, 2020. This is our contribution to the present administration’s “Bayanihan to Heal as One” initiative.
Even in times like this, I am still sure of the things that I should be proud of and grateful for. Allow me to thank all of our managers and all of their respective staff for their immense dedication in fulfilling their duties to the Authority despite the pandemic. The COVID-19 crisis has dampened our spirits in certain ways, but we must keep moving forward.
We should remain strong and steadfast amid all of the problems that we face. Once this is all over, we shall remain determined in providing the basic services that are expected of us- providing quality housing and basic facilities for our fellow Filipino people.
Lastly, I appeal to everyone to focus, remain calm, stay safe, and stay at home.

MANDATES
CHARTER
• Under PD 757 dated 31 July 1975, NHA was tasked to develop and implement a comprehensive and integrated housing program which shall embrace, among others, housing development and resettlement, sources and schemes of financing, and delineation of government and private sector participation.
• Under EO 90 dated 17 December 1986, NHA was mandated as the sole national government agency to engage in shelter production focusing on the housing needs of the lowest 30% of the urban population.
• Under RA 7279 (UDHA) dated 24 March 1992, NHA was tasked to provide technical and other forms of assistance to local government units (LGUs) in the implementation of their housing programs; to undertake identification, acquisition and disposition of lands for socialized housing; and to undertake relocation and resettlement of families with local government units.
• Under RA 7835 (CISFA) dated 08 December 1994, NHA was tasked with the implementation of the following components of the National Shelter Program - the Resettlement Program, Medium Rise Public and Private Housing, Cost Recoverable Programs and the Local Housing Program.
• Under EO 195 dated 31 December 1999, NHA was mandated to focus on socialized housing through the development and implementation of a comprehensive and integrated housing development and resettlement; fast tracking the determination and development of government lands suitable for housing; and ensuring the sustainability of socialized housing funds by improving its collection efficiency, among others.

Delivery Schemes
Direct Delivery
NHA undertakes housing development on its own through the award of civil works contracts. Project planning, financing, implementation/contract supervision, and disposition of housing units are undertaken directly under its Community-Initiative Approach Program (CIAP).
The CIAP is an implementation strategy designed to build on the initiative and promote the participation of affected families, through their Community Associations, in the housing development decision-making process particularly in the choice of housing sites and to allow them to acquire housing units in their selected sites.
Joint Venture
A strategy based on resource/expertise-sharing scheme with private landowners, private developers, local government units, civil society organizations (CSOs) with equity contribution taking the form of land or funds for development.
Technical Assistance
The NHA provides to its housing development partners the technical support and services in various aspects of project development to ensure proper planning as well as efficient implementation, operation, and management of the housing projects.

For 2020 Key Result Areas (KRAs), NHA accomplished 124% in Housing Starts (67,785 units out of 54,777 target units), 96% in Housing Completions (46,605 units out of 48,480 target units), 74% in Sales and Disposition (12,152 units out of 16,410 target units), and 98% in Collection (P1,663 Million out of the P1,695 Million target).
A. 2020 BOARD APPROVED WORK PROGRAM
Due to the COVID-19 pandemic which led to community quarantines that limited mobility of manpower and resources, the Work Program targets were recalibrated last May and September 2020. This recalibration resulted in a significant decrease of -51% in Housing Completions targets, an average of -36% in Sales and Disposition targets, and -40% in Collection targets.

B. SUMMARY OF CORPORATE PERFORMANCE VS. 2019
The 2020 performance in Housing Starts and Housing Completions significantly increased vs 2019 by 114% and 115%, respectively.
EHAP, which contributed to 32% in Starts grew by 126% and 42% share in Completions increased by 108%. Without EHAP, production still posted a positive growth vs 2019 by 96% in Starts and 51% in Completions.
However, the effects of the COVID-19 pandemic last year resulted in a decline by -19% in terms of disposed units and -12% in sales value for Sales and Disposition; and a decrease by -3% in Collection.

C. HOUSING PRODUCTION/ASSISTANCE
There were 67,785 units in Housing Starts and 46,605 units in Housing Completions accomplished in 2020. These included housing units and financial assistance from EHAP, contributing 32% from Housing Starts and 42% from Housing Completions.

C1. HOUSING STARTS BY PROGRAM
The total Housing Starts exceeded the recalibrated target by 124%. The total accomplishment consists of 68% share from housing units (46,233 units) and 32% from EHAP (21,552 units).
Accomplishment in housing programs with large targets is important for NHA to have a strong performance in Housing Starts. Programs with large targets include Typhoon Yolanda, AFP/PNP Housing Program, Resettlement Program for ISFs Affected by the Supreme Court’s Mandamus to Clean-up the Manila Bay Area, and Resettlement Assistance to LGUs (RAPLGU).
Despite not achieving strong performance in the aforementioned programs, the Resettlement Program, in general, was able to achieve its target by 104%. This was mainly driven by the 361% attainment under Resettlement Program for ISFs Affected by Infrastructure Projects which generated 12,580 units against the target of 3,480 units. The accomplishment mostly consisted of projects in Region 4 (Cavite and Rizal) and NCR.

The COVID-19 pandemic has brought difficulties in identifying suitable sites for some AFP/PNP Housing projects, delays in compliance of developers and LGUs with documentary requirements, and delays in project packaging (preparation of plans, cost estimates, other documentary requirements needed for the project proposal).
C2. HOUSING COMPLETIONS
The total Housing Completions reached 96% of its recalibrated target. The total accomplishment consists of 58% housing units (26,865 units) and 42% EHAP (19,740 units).
Programs with large targets include Typhoon Yolanda, Resettlement Program for ISFs Affected by the Supreme Court’s Mandamus to Clean-up the Manila Bay Area, and RAPLGU.

Despite only achieving only 35% of the target for Typhoon Yolanda, 80% performance in Resettlement Programs and EHAP helped increased the accomplishment.
Like Housing Starts, a significant challenge in accomplishment of targets is the COVID-19 pandemic. Other challenges include issues related to site condition and delays in implementation of both developers and LGUs. As a response to these challenges, NHA has continuously exerted efforts in the timely documentation of Suspension Orders and Time Extension, immediate processing of Variation Orders for additional works to suit actual site conditions, and immediate documentation of Contract Termination for projects with unjustified slippage.
D. SALES AND DISPOSITION
There were a total of 12,152 lots/housing units disposed in 2020 which generated a sales value of P2,648.249 Million.
The majority of the units disposed were Residential totaling 12,079, while only 73 units came from the sale or lease of Commercial/ Industrial/ Institutional (CII) properties. In terms of performance, 2020 sales value achieved 85% against its recalibrated target as compared to 2019 attainment of 96%. Units disposed were 74% of the recalibrated target as compared to 91% in 2019.
Resettlement Program has the highest number of accounts with a 56% share of total sales from residential units. The bulk of sales of residential units which amounted toP1,078.577 Million was mainly due to the 4,400 units under the Resettlement Program

for ISFs Living Along Danger Areas in Metro Manila. Moreover, the disposition of residential units under the AFP/PNP Housing Program has exceeded its target by 113%.
While the disposition of Commercial/ Industrial/ Institutional units only achieved 38% from its target, the sales of these units exceeded its target by 122%.
The decline in sales and disposition performance in 2020 was attributed to the restrictions imposed during the COVID-19 pandemic of which 54% of those units were impacted.

E. COLLECTION
In cognizance of the plight of the beneficiaries and as well as the NHA collection staff who were hindered by the imposed restrictions on mobility brought about by the COVID-19 pandemic, the NHA has implemented a moratorium on amortization for the period March 16 to June 30, 2020. This has resulted in a recalibration of the collection target in September 2020 from P2,818 Million to P1,695 Million or a decrease of approximately -40% from the original target.
Another round of moratorium on amortization was implemented by NHA from November 1 to December 31, 2020, which was not factored in the recalibrated target.
With this, the total amount collected in 2020 was P1,663.481 Million, or a collection achievement of 98% from its recalibrated target as compared to 101% attainment in 2019. In terms of collection distribution, 52% or P863.658 Million were from Residential Accounts and 48% or P799.823 Million were from CII Accounts.
Moreover, collection efficiency, which is a programmed collection (targeted to be collected in 2020) versus Total Amount Due (TAD), is only at 32%. Despite 75% efficiency from CII Accounts, only 20% efficiency from Residential accounts was attained.
Efforts to increase collection from Residential Accounts included collection outsourcing, fast-tracked hiring of additional collection personnel, and the development of a Billing and Collection System (BCS).

Receivables consist of P11.552 billion current receivables and P69.439 billion non-current receivables.
Receivables substantially consist of P10.776 billion installment sales covered by Conditional Contract to Sell (CCS) with terms of up to 30 years repayment period by the beneficiaries, rentals of P2.694 billion which primarily pertains to receivable from the Department of Transportation (DOTr) for the lease of the North Triangle property and Loans of P60.257 billion granted to beneficiaries under the various subsidized housing projects.
Inter-agency receivables are advances/non-interest-bearing loans to LGUs, NGAs, and Other Government Corporations which are subject to liquidation or reimbursement.
Inventories consist mainly of developed lots/houses available for disposition/sale and ongoing projects.
As of December 31, 2020, on-going projects or Work-in-Process Inventory marked at P47.336 billion, which majority pertains to Yolanda projects. This will be then transferred either to the Inventory for Sale or Inventory for Distribution account upon completion.

The biggest portion of liabilities pertains to trust liabilities of P10.219 billion. These are
funds entrusted to NHA for special purposes and collection from beneficiaries housing projects covered by Trust Agreement.

Net Assets/Equity – P141.972 billion
The overall net assets/equity or the excess of assets over liabilities of NHA amounting to P141.972 billion increased by 12% from the CY 2019 level of P126.994 billion mainly due to subsidy received from the National Government.
FINANCIAL PERFORMANCE
The aggregate Net Income/Surplus of NHA for CY 2020 is P30.022 million which is P3.539 million higher than that of P26.483 million earned in CY 2019.
Revenues – P2.057 billion
The Authority’s total income of P2.057 billion is mostly attributed to Business Income of P1.993 billion or 97%, consisting mainly of Rental Income of P350 million, Profit realized from Sales of P215 million, Amortization Interest of P680 million, Management fees of P463 million, and Other Income of P285 million.

For CY 2020, the total expenses of P2.027 billion were spent for Personnel Services of 1.205 billion, MOOE of P685 million, and Other Expenses of P137 million.
Net Income – P30.022 million
Out of the Authority’s Net Income of P30.022 million, 50% of which or a total of P15.011 million is cash dividend subject for remittance to Bureau of Treasury on or before May 15, 2021, pursuant to RA No. 7656 or Dividend Law Act.

HELP IS JUST AROUND THE CORNERIf there is a word to encapsulate the year 2020, it would be disaster. At the start of the year, we were startled by the sudden eruption of the Taal Volcano, then the COVID-19 pandemic came to change our lives in an instant, and to make our already worse situations even worse, Typhoons Rolly and Ulysses ravaged parts of the Bicol Region and Metro Manila.
The National Housing Authority for the year 2020 has never ceased to perform its mandate of helping beneficiaries, even if it proves to be disadvantageous. To address the economic struggles brought by the pandemic, General Manager Marcelino P. Escalada Jr., has suspended housing amortization payments twice in 2020: from March 16 to June 16, 2020, and from November 1 to December 31, 2020, in time for the Christmas season.
That Christmas season also saw how instant the Authority extended its help to the victims of Typhoon Ulysses. Financial assistance amounting to a total of P3,745,000 were given to 745 families in both Pasig and Marikina where the typhoon unleashed most of its damage aside from Christmas food packs on December 17, 2020. A day earlier on December 16, 78 families from Novaliches, Quezon City whose houses were destroyed by a week earlier by a fire were also recipients of financial assistance and food packs.
Meanwhile a total of P508 million pesos were allotted to those who were affected by Super typhoon Rolly in Region IV a month earlier in November 2020. This cash assistance program known as the Emergency Housing Assistance Program (EHAP) to victims of calamities is provided under NHA-Memorandum Circular No. 2019-28.
The EHAP as already mentioned provides a quick response cash assistance to qualified low- and marginal-income families affected by natural or man-made calamities for the purpose of augmenting their funds for the repair of their homes. Formerly the Housing and Materials Assistance (HOMA) Program, financial benefits are from P5,000 to P30,000 depending on the assessment or the level of damage to the beneficiary’s house-structures.
The cash assistance program was also instrumental in rebuilding the lives of the families of in Region XII. Back on October 16, 2019, a 6.3 magnitude earthquake shook the entire Soccsksargen province. In response to the disaster, the NHA Region XII immediately coordinated with affected LGUs in the Municipalities of Tulunan, M’Lang, Makilala, and Kidapawan City to procure the list of the affected families in order to provide them with financial assistance for the repair of their homes. A total of P2,940,000 were given to the beneficiaries affected.
The intention of the EHAP is an instant response to the needs of the affected families of calamities, either natural or man-made. Despite the program being somewhat of a footnote to NHA’s social services. It has undeniably helped its recipients restore their lives before the tragedies they have endured. It has been said that the Chinese use the same word to define crisis and opportunity. In a year full of disasters that was 2020, a little help could go a long way.

Sec. Eduardo Del Rosario was appointed as Chairman of the Department of Human Settlements (DHSUD) on July 12, 2017.
Prior to becoming DHSUD Chair, he was Undersecretary for Civil, Veterans and Retiree Affairs. His appointment as Undersecretary of the Department of National Defense was signed by the President of the Philippines on June 30, 2016.
He brought his significant experiences gained from serving as the General Officer-in-Charge of the Southern Luzon Command; Commander of the 2nd Infantry Division of the Philippine Army; Civil Relations Service; 803rd and 1003rd Infantry Brigades; Joint AFP Special Operations Group; Task Force Davao; Civil Affairs Group, Philippine Army; and the 73rd Infantry Battalion.
Sec. Del Rosario is also a retired Major General in the Armed Forces of the Philippines (AFP) having served the military for almost 37 years until his compulsory retirement in November 2012.
After graduating from the Philippine Military Academy in February 1980, Secretary del Rosario served in both field and staff duties and had undertaken professional and specialization courses in Scout Ranger Operations, Airborne, Field Artillery, Counter Terrorism, and Command General Staff Courses held locally and abroad. He likewise holds a Master’s Degree in Public Administration from the Philippine Christian University.
Marcelino P. Escalada, Jr., is the General Manager of the National Housing Authority, appointed by President Rodrigo Duterte. He has a Master’s Degree in Public Administration and is a Ph.D. candidate for Development Management. Prior to his appointment as NHA General Manager, he served as the Davao City Administrator in 2010 and headed in a concurrent capacity, the City Planning and Development Office, City Cooperative and Development Office and Special Projects until June 2016.
With his vast knowledge and experience in Public Administration, Development and Human Resource Management, Mr. Escalada spearheaded many strategic and innovative initiatives and under his leadership, the City government of Davao was hailed for “best” Human Resource (HR) practices. In November 2018, he was designated as Secretary General of the Housing and Urban Development Coordinating Council (HUDCC) while concurrently serving as NHA General Manager.

Sec. Medialdea is the current Executive Secretary under the Office of the President and is serving as Board Member of the NHA.
He began his work in government in 1998 at the Livelihood Corporation (National Livelihood Development Corporation) upon the invitation of President Joseph Estrada. He became a member of the board of trustees and administrator of the government-owned corporation while also serving as chairman of the Guarantee Fund for Small and Medium Enterprises. In 2000, he was appointed by Estrada as a presidential assistant for political affairs.
Sec. Medialdea received his BS Commerce Major in Management from Colegio de San Juan de Letran in 1972 and his law degree from San Beda College of Law in 1976. He passed the bar exams the following year.
Sec. Chua became Acting Secretary of National Economic Development Authority on April 20, 2020. He was also Undersecretary for the Strategy, Economics, and Results Group in the Department of Finance. Prior to joining the government, Sec. Chua was the World Bank’s senior country economist for the Philippines. In this capacity, he advised the government on strategies and policies to attain more inclusive growth— the type that creates more and better jobs and reduces poverty.
Sec. Chua completed his MA in economics in 2003 and PhD in the same in 2011 at the University of the Philippines School of Economics. Prior to joining the World Bank, he was Assistant Professorial Lecturer of Mathematics and Economics at the Ateneo de Manila University where he also completed his BS in Management Engineering in 2000.
Sec. Chua was named one of the Ten Outstanding Young Men and Women (TOYM) in January 2019 by the Junior Chamber International (JCI) Philippines.

Sec. Villar currently serves as the Secretary for the Department of Public Works and Highways (DPWH) since August 1, 2016. Before accepting President Duterte’s appointment he was elected on his third term as a member of the House of Representatives.
As a legislator he authored several bills on education, health and livelihood, including the Negosyo Act promoting microfinance and the Lemon Law protecting buyers of motor vehicles. He was also one of the proponents of the Co-Loading Act which opened domestic transport and shipping to foreign vessels.
Sec. Villar obtained his bachelor’s degree in Economics, Political Science and Philosophy from the Wharton School of the University of Pennsylvania. He also finished his Master’s Degree in Business Administration f rom the Univers i ty of Chicago Booth School of Business.
Sec. Carlos “Sonny” Dominguez, 74, the current Secretary of Finance has over 40 years of experience managing various organizations in the public and private sectors. He was a shareholder, and board chairman or member of over a dozen corporations across various industries such as power, agriculture, mining, banking, hospitality, real estate and investment.
He held many notable positions namely: Cabinet Secretary of the Environment and Natural Resources and Agriculture under President Corazon Aquino’s Administration, and president of corporations such as the Philippine Airlines, the Philippine Associate Smelting and Refining Corporation (PASAR), and Bank of the Philippine Islands Agricultural Bank.
Sec. Dominguez has a Master’s Degree in Business Administration from Ateneo De Manila University and attended the Executive Management Program at the Stanford University.

Sec. Silvestre H. Bello, 75, lawyer, peace worker and human rights advocate, currently serves as Secretary of the Department of Labor and Employment. He has extensive experience in public service where recently he was a part of the 16th Congress representing 1BAP Partylist. Previously, he served as Secretary to the Cabinet from July 2008 to Feb 2010. He was Secretary for the Department of Justice twice under the Aquino (July 1990- February 1992) and Ramos Administration (January 1998-June 1998). He was also Solicitor General (September 1996-June 1998). He is a member of various boards and was a former board member of Philippine Airlines, Baguio Country Club, Philippine Plaza Hotel, and Urbank Bank to name a few. Sec. Bello is also affiliated with different Law Offices and is legal counsel to C. Alcantara & Sons Law Offices.
Sec. Bello has a degree in Politicial Science from Manuel L. Quezon University in 1961 and finished his Bachelor of Laws from Ateneo de Manila University.
Sec. Ramon M. Lopez, is the current Secretary of the Department of Trade & Industry. He also served as Chairman of the ASEAN Economic Ministers as the Philippines assumes chairmanship of ASEAN for 2017.
He has extensive experience in trade and industry, development planning and chairs important advisory boards and councils. His capacity as trade chief allowed him to be one of the APEC Ministers responsible for Trade and has been invited to be a part of the World Economic Forum and to be a founding member of the WEF-ASEAN Regional Strategy Group and Stewardship Board for International Trade and Investment System.
He also served as the Executive Director of the advocacy group Go Negosyo from October 2005 to June 2016. Sec. Lopez topped his Master’s in Development Economics at Williams College in Massachusetts, USA in 1988 and finished his AB Economics degree at the University of the Philippines School of Economics in 1981. He was recently recognized as one of the Outstanding Alumnus of the School.
