I. EXECUTIVE SUMMARY The ongoing COVID-19 pandemic in Pakistan has affected businesses far and wide, including those
in the agriculture sector. Farmers, agricultural machinery manufacturers, agribusinesses, and
dealers are facing challenges which are now visible. The four-year, United States Agency of
International Development’s (USAID) funded Pakistan Agricultural Technology Transfer Activity
(PATTA) also encountered numerous COVID-19 related challenges over the quarter, especially
as the project was unable to organize field agricultural technology promotional events, including
demonstrations and expos for farmers. Farmers’ access to efficient agricultural technologies has
been constrained due to Government of Pakistan (GoP) mandated lockdowns, partial lockdowns
and travel restrictions. Moreover, PATTA’s key agribusiness partners found it problematic to
promote and sell their products to target markets.
In its third quarter of Year 3 (Y3Q3), PATTA followed the COVID-19 related rules and guidelines
set forth by the GoP and USAID to safeguard the agriculture sector. The project swiftly
spearheaded a robust response to support its agribusiness partners (Supply Side Partners –
hereinafter SSPs) by helping them tackle the pandemic and mitigate losses. In line with USAID’s
global Digital Strategy, PATTA adopted to COVID-19 by quickly transitioning to the use of digital
media platforms, mobile communications and other implementation innovations to respond to
the needs of SSPs and small farmers. The project facilitated its SSPs to continue raising awareness
on new and efficient agricultural technologies and relay critical information. PATTA also
undertook several innovative initiatives supporting private-sector focused information
dissemination on agricultural technologies to at-risk farming communities to aid in the GoP
response to COVID-19.
Over the quarter, PATTA supported 16 SSPs with promotion of their agricultural technologies
by converting field demonstrations into 17 radio tele-demonstrations. Shows were broadcast
across 23 districts of Sindh, Punjab, Balochistan, Gilgit-Baltistan (GB) and Khyber Pakhtunkhwa
(KP), successfully raising technology-related awareness among rural farmers in these areas.

Furthermore, the project signed an agreement with the Department of Agriculture, Livestock
and Fisheries, KP, to respond to the COVID-19 crisis through a tele-farming initiative comprised
of effective digital communication strategies, mobile advisory services, and awareness-raising
campaigns targeting small farmers. Phase I of this tele-farming initiative increased awareness of
safe usage of the latest agricultural technologies and products among small farmers through
promoting five technologies of five SSPs through SMS and Robocalls to 52,500 farmers. In
addition, PATTA attained a No Objection Certificate (NOC) from the KP for the existing districts
of Mardan, Peshawar and Mansehra, and for the new districts of Dera Ismail Khan, Charsadda,
Swabi, Malakand, and Swat.
Over the quarter, PATTA also supported 19 SSPs with the promotion of their agricultural
technologies and products in two editions of ‘Kisan World’ agricultural magazine, distributed to
over 30,490 farmers across Pakistan. This initiative encouraged SSPs to adopt new ways of
connecting to farmers during the COVID-19 pandemic. In addition, PATTA promoted project
milestones and other information in this magazine for increased visibility.
PATTA’s COVID-19 response also included social media campaigns to increase awareness on
agricultural technologies. A wheat harvesting campaign was launched on May 16, 2020 to promote
the wheat harvesting technologies of SSPs, aimed at increasing understanding and adoption of
these technologies among smallholder farmers to reduce post-harvest losses. PATTA also
published an international blog titled ‘’How Innovation and Agility are Supporting Pakistani
Smallholder Farmers During COVID-19” on Medium.com. Similarly, PATTA launched an audio-
visual social media campaign on May 7, 2020 comprised of the project’s key partners’ testimonials
to increase visibility among stakeholders.
PATTA is also pleased to note that a Memorandum of Understanding (MoU) was signed with the
Bank of Punjab (BOP) on June 3, 2020 for technology promotion and commercialization. The
project will facilitate the BOP’s engagement with project stakeholders including SSPs, 1Demand-

Side Partners (DSPs), and farmers, with the goal of raising awareness of available financial schemes
and products.
As a result of the above initiatives, PATTA achieved significant progress against its quarterly
targets. A total of 357 Full-Time Equivalent (FTE) jobs were created and the value of annual sales
of farms and firms reached USD 4.426 million. The project helped leverage USD 0.582 million in
terms of private sector investment, with 31,258 individuals applying improved agricultural
management practices, and a total of 43 agricultural tools and technologies commercialized.
Over the next quarter (Y3Q4), PATTA will continue to adapt implementation methods to
achieve targets, in evaluation of the transpiring COVID-19 crisis in Pakistan.
II. HIGHLIGHTS OF KEY ACCOMPLISHMENTS PATTA is a four-year project contributing to USAID’s Development Objective 3 - “Increased
Private Sector-led Inclusive Economic Growth” - through job creation and increased incomes in
the agriculture sector. The project aims to work with the private sector to adapt, commercialize,
promote, and disseminate affordable, effective, and appropriate agricultural technologies to
smallholder farmers in Pakistan. This is anticipated to lead to increased agricultural productivity,
enhanced resilience to climate change, reduced post-harvest losses, and ultimately higher incomes
among smallholder farmers. By April 2021, the project expects to have leveraged at least US$4.8
million in private sector capital investment to commercialize 500 agricultural technologies that
meet the needs of smallholder farmers. This project anticipates increasing the sales of PATTA’s
agribusiness partners by US $17.68 million. Through awareness-raising efforts promoting these
technologies to at least 225,000 stakeholders, PATTA expects 122,500 smallholder farmers to
utilize these technologies and, in turn, benefit from sales amounting to $8.58 million. As a result
of this activity, the project also aims to create a minimum of 3,400 FTE jobs. PATTA’s objectives
per its Results Framework are as follows:

III. PROGRESS BY COMPONENT The following section describes PATTA’s progress against its objectives, or components. In this
reporting quarter, PATTA could not implement demonstration and training activities in
accordance with the coded activities planned due to government-mandated bans on gatherings
and lockdowns throughout Pakistan. However, thanks to the approval of PATTA’s Contracting
Officer Representative (COR), several activities within PATTA’s existing scope were re-
organized to occur in the digital sphere (i.e. various “tele-activities”) and completed during the
quarter, contributing to progress against PATTA’s targets.
III.1. Component One: Enable agricultural technology businesses to expand and
adapt their products and services to smallholder farmers’ needs
Under this component, PATTA engages and builds the capacity of private sector agricultural
technology companies (i.e. SSPs) to invest in increased marketing of products that meet the needs
of smallholder farmers. PATTA is currently working with 37 SSPs involved in the manufacturing,
assembly, supply, or import of agricultural technologies to scale up investment, promote and
commercialize new technologies. PATTA’s facilitation of collaborative interventions (i.e. trainings,
demonstrations, etc.) and productive linkages between SSPs and Demand Side Partners (DSPs)
aims to increase technology adoption among smallholder farmers, thereby boosting the revenues

of smallholder farmers and partner companies, and ultimately improving the agriculture-fueled
economy and food security situation of Pakistan.
During Y3Q3, keeping in view the prevailing COVID-19 situation and the project’s Cost Benefit
Analysis (CBA) results, PATTA explored alternatives to field-based technology promotion, such
as using radio shows, tele-farming, and a nationwide agriculture-focused print magazine.
Identification of potential agricultural technologies (products and processes) for adoption at various tiers of farmers
PATTA held virtual meetings with SSPs for identification, shortlisting, and commercialization of
relevant technologies with respect to climate, geographical locations, crop phonological cycle and
smallholder farmers’ needs. PATTA completed one round of virtual meetings with SSPs and
identified 31 new technologies for promotion through PATTA-supported promotional activities
using different forms of media such as radio and print. During the reporting quarter, PATTA
supported the promotion of 96 (31 new, 65 old) technologies.

Engage and facilitate SSPs for private sector capital investment to introduce and commercialize
agricultural technologies
Under this activity, PATTA engages SSPs in different areas to encourage investment in
commercializing agricultural technologies through demonstration events in which DSPs are
identified to establish more dealerships in new geographical areas across Pakistan.
Support the expansion of SSPs through improved access to finance
In previous quarters, PATTA supported 20 SSPs with the development of business and financial
plans to enable effective use of available resources for maximum impact at minimum cost, and
conducted an analysis of SSPs’ financial management systems and processes to identify potential
for automation, technology upgradation and bottleneck removal. Over the quarter, PATTA
continued this analysis by collecting the required information from Kold Kraft, Eastern Agro,
Auriga Chemicals, Kolachee Industries, and Pak Gharo. SSP feedback on Financial Business Plans
was also collected.
Coordinate and connect FIs with SSPs to launch loans and leasing products
During the quarter, PATTA continued supporting SSPs by disseminating information on different
financial facilities through WhatsApp and email. Matra Asia is one such example of an SSP which
benefitted from this outreach by opting for a relief package for SMEs affected by COVID-19,
offered by State Bank of Pakistan (SBP)7. SBP announced loans through commercial backs to help
SMEs pay their employees at financing rate of three percent, including a deferred payment option
and with no impact to credit history. Matra Asia approached PATTA for such a facility and was
linked with Faysal Bank to avail this financing opportunity. After the initial due diligences process,
a financing facility of PKR 13.74 million (US$ 85,905) was approved on May 20, 2020 by Faysal
Bank. The Approval Letter can be found in Annex II.
In addition, on June 3, 2020, a Commitment of Collaboration (CoC) was signed between PATTA
and the Bank of Punjab (BOP). Under this CoC, BOP will support PATTA’s SSPs with availing
various financial options under SBP relief packages for SMEs. The BOP will collaborate with

PATTA on local training and awareness sessions to impart knowledge and understanding of basic
financial concepts, products and services, and with guiding SSPs and DSPs. The bank will seek
feedback from PATTA’s SSPs to develop innovative lending products for agribusinesses.
Engage SSPs and DSPs through meetings to create B2B linkages for new dealership
During the quarter, 35 new dealers were engaged with three different SSPs in the new districts
of Quetta, Swabi, Charsadda, Malakand and Swat. All 35 dealers signed dealership agreements
aimed at disseminating the products of SSPs in the downstream market. PATTA plans to train
dealers located in new districts on Basic Selling and Marketing skills with the purpose of equipping
them with the essential selling skills for better performance and technology promotion.

Technical assistance to selected SSPs on highly participatory SBCC tools and processes
During the quarter, SSPs worked remotely to promote their technologies and encourage positive
behavior change to cope with the pandemic. Most SSPs shared updates on their technologies on
social media platforms such as Facebook, WhatsApp, and Instagram. PATTA coordinated with 12
SSPs through the SBCC Working Group on WhatsApp to develop technology awareness
messages for their DSP networks and farmers during the pandemic. Supported SSPs included
Cattlekit, Solve Agri Pak, Matra Asia, Farm Dynamics Pakistan, Ali Akbar Group, Greenland Zone,
Soby Engineering, Dairy Solution, Farm Solutions, Ravi Agric, KBBS, and Auriga Group. Following
are some of the messages designed and posted for this social media awareness campaign.

III.2. Component Two: Capacity-building of DSPs to Increase Smallholder
Farmers’ Access to Affordable, Appropriate, and Effective Agricultural
Technologies
Under this component, different capacity-building initiatives for DSPs have been designed to
improve their overall businesses, including management practices and marketing. DSPs are
engaged to invest in, help commercialize and increase smallholder farmers’ access to affordable,
appropriate and effective agricultural technologies. Under this component, PATTA conducts DSP
trainings on enhancing marketing skills to increase sales and improve financial management
practices, and engages SSPs and DSPs to create Business to Business (B2B) linkages for new
dealerships. PATTA supports SSPs to link with newly identified DSPs through exposure visits to
SSP manufacturing sites and by arranging linkage engagement meetings. PATTA and SSPs jointly
organize these dealer engagement meetings where SSPs develop the capacity of participating
dealers on products/technologies. Due to Covid-19 pandemic, no demonstration or expo was held and
therefore, this activity will be planned and executed in the next quarter subject to government regulations
on public gatherings.
III.3 Component Three: Scale up the Adoption and Use of Agricultural
Technologies
Under this component, PATTA organizes different agricultural technology demonstration
activities, facilitates the participation of SSPs in these activities, provides trainings to the SSP
salesforce on basic selling skills and advanced managerial skills, and raises awareness among
partners about improved technologies and best practices in agriculture through mass media
campaigns and other means. PATTA supports and conducts demonstration activities for SSPs and
DSPs on promoting the uptake of agricultural technologies. The project provides a platform for
SSPs/DSPs to participate in technology awareness demonstration sessions, mega demonstration
events with individual SSPs, field plot demonstrations, and expos. PATTA, with the support of

stakeholders, mobilizes farming communities and arranges and manages onsite events.
Technology awareness demonstration events are jointly planned by PATTA and its partner
SSPs/DSPs, keeping in view the cropping season, new geographical locations and potential
business expansion opportunities.

Engage DSPs/SSPs in demonstration activities that promote uptake of agricultural technologies
PATTA’s technology promotion activities are usually on-site demonstrations and dependent on
the physical presence of SSPs and farmers. However, due to the COVID-19 outbreak and
suspension of field activities per GOP regulations, PATTA collaboratively developed and
streamlined innovative methods of supporting beneficiaries while maintaining the safety and health
of all parties involved. With prior approval from PATTA’s COR, the project was able to engage
SSPs in alternative, digital activities focused on agricultural technology promotion, such as tele-
demonstrations, tele-farming and technology promotion through print media.
Innovation 1: Tele-demonstrations through radio to promote uptake of agricultural technologies
PATTA converted its expertise of organizing
live, on-field demonstrations into tele-
demonstrations to reach diverse farmer
groups across Pakistan. PATTA supported
SSPs to raise awareness of improved livestock
and horticulture technologies through
collaboration with the Suno FM Radio Pakistan
network, SSPs and provincial Agriculture
Extension Departments. From May – June
2020, PATTA supported a total of 16
agribusiness partners to promote technologies
via 20 radio shows broadcast across 23
selected districts of Sindh, Punjab, Balochistan,
Gilgit-Baltistan and Khyber Pakhtunkhwa to
three million listeners. Radio tele-
demonstrations delivered the latest
information on agri-tech innovations, with an
eye on formerly unreached farmers in the most remote areas of Pakistan. PATTA developed an
on-air plan for pre-recorded radio programs that allocated 30 minutes per show in each province.

Tele-demonstrations Phase 1
PATTA developed and submitted a briefer for Tele-demonstrations Phase 1 for clearance to the
Development, Outreach and Communications (DOCs) office. Following approval, PATTA
convened two groups of four SSPs each which represented separate technology clusters, and
organized pre-recordings of the radio shows. PATTA also coordinated with SSPs to plan tele-
demonstrations through radio and carried
out pre-recordings and subsequent airings.

Farmers who listened to PATTA’s Phase 1Tele-Demonstrations have positively adopted new agricultural products. For example, farmer Nawazish Ali, from the village Nomal in GB, adopted Vanda feed for his cattle after hearing about it via PATTA’s tele-demonstration. Nawazish Ali indicated: “PATTA’s radio show was very beneficial for me because it increased my knowledge about the latest agricultural technologies related to cattle feed. I have started feeding my cows Vanda provided by the project’s partner agribusiness Matra Asia. I can see that the cows are producing an additional 1 liter of milk every day and their health has improved too”.

PATTA also widely circulated and disseminated the airing program for the radio shows to farmers
and dealers using different networks (i.e. Provincial Agriculture Extension departments, farming
communities, farmer associations, Farm Service Centers, and local NGOs). The below chart
shows the number of technologies promoted by SSPs during the first phase of tele-

PATTA launched the second phase of tele-demonstrations on June 24, 2020, in collaboration
with the local Suno FM radio network. The project supported a total of eight SSPs with promotion
of their agricultural technologies through a total of 10 radio shows, out of which seven were
broadcast in selected districts of Sindh, Punjab, Balochistan, Gilgit-Baltistan and Khyber
Pakhtunkhwa provinces. The remaining three radio shows will be broadcast during the in the first
month of next quarter.

Innovation 2: Tele-farming initiative in collaboration with GoKP to promote uptake

Mobile communication can improve farmer access to information for improved productivity and
innovation, especially during the COVID-19 pandemic. In coordination with the Government of
Khyber Pakhtunkhwa (GoKP), PATTA furthered its mission while contributing towards the
safekeeping of the local agriculture sector by leveraging the connectivity of mobile-based

communication to continue raising awareness of agricultural technologies and their safe use.
Specifically, the project developed effective, customized mobile advisory services and awareness-
raising campaigns catering to the needs of small farmers in this region. PATTA is pleased to report
that during the quarter, advisory services via SMS and Robocalls were delivered to 50,200 farmers
across the province, including farmers in the Newly Merged Districts.
Coordination with GoKP and signing of agreement
PATTA signed an agreement with the Department of Agriculture, Livestock and Fisheries, GoKP
to collaboratively launch tele-farming advisory
services to improve farmer’s accessibility to
critical information on agricultural technologies,
increase their resilience, and uplift morale
during this fragile time. Fortunately, since
November 2018 this provincial agriculture
department has been a key ally of USAID in its
mission to enhance food security and generate
agriculture sector employment opportunities in KP.
Content development
PATTA kicked off its tele-farming initiative by developing social messages for a total of 11
technologies of 11 SSPs to support the adoption and safe use of technologies. The messages
promoted specific technologies, including U.S.-based technologies. These messages were
translated to Urdu and converted into voice recordings for Robocalls. Next, SMS and Robocall
content was submitted to the KP Agriculture Extension Department for further execution. SMS
and Robocalls were developed for the following agricultural technologies, with green highlights
designating U.S.-based technologies:

Innovation 3: Demonstration of agricultural technologies through print media
PATTA facilitated its SSPs to promote their agricultural products and tools in the agriculture-
specific Kisan World magazine, a popular print medium with farmers in Pakistan. The magazine
has a total readership of 32,000 farmers across
Pakistan. SSPs were facing difficulties in promoting
their products to farmers and PATTA filled this
communication gap so that SSPs could formally
reach more farmers. Kisan World magazine is
published in Lahore and reaches the SSPs’ target
audiences across all major districts in Pakistan, where agribusinesses are unable to organize
promotional events or technology demonstrations due to the ongoing COVID-19 crisis.
Farmers’ adoption of agricultural technologies promoted by USAID PATTA through the tele-farming initiative is obvious. In district Mardan, farmer Zulfiqar adopted Rhodes grass feed for his livestock animals and said, “I have planted the technology on my eight kanals land and it has germinated well. This is a great product for livestock farmers.”

Content development
PATTA developed content to promote SSPs’ technologies as well as the project’s technology
transfer initiative. Each magazine page that promoted SSPs’ technologies also contained USAID
branding per the Mission branding and marking guidelines following DOCs office clearance.
PATTA supported a total of 18 SSPs to promote their agricultural technologies in two editions
of Kisan World magazine. The project also developed content for the third edition in which seven
SSPs will be supported to promote their products, to be released in July 2020. For detailed of
technologies promoted see Annex V.

PATTA facilitates SSPs with the organization of demos to promote and commercialize U.S.-based
agricultural technologies at various geographical locations across Pakistan. During the quarter,

Awareness-raising on improved technologies and best practices in agriculture Awareness-raising activities are instrumental for PATTA’s behavior change strategy, which has
been designed to address technology uptake among farmers, dealers and SSPs. These targeted
behaviors are the factors which, if practiced correctly and consistently, can bring about significant

and compounding impact on agricultural technology adoption. Awareness-raising is very
important for strategic behavior change through dissemination of information/ messages on
selected agricultural technology clusters with beneficiaries/ farmers.
Due to the prevailing situation of COVID-19 outbreak, the SBCC working group mutually agreed
not to conduct meetings until the pandemic ends. However, members interacted remotely.
Support partners in designing awareness materials on improved technologies for mass media
campaigns
PATTA supported SSPs Ali Akbar Group and Cattlekit with the design of social media campaigns
for the promotion of their technologies during the challenging time of COVID-19. Key behaviors,
recommended themes and calls-to-action were included in these campaign messages. Audiences
were reached directly with technology messages and connected through different digital media/
new media or any trusted sources for wider dissemination. SSP Cattlekit conducted a campaign
on the hay-making process and provided online trainings to progressive farmers through
demonstration videos posted on their social media platforms. Similarly, SSP Ali Akbar Group
started promotional campaign for their Hybrid Chili seeds.

Facilitate SSPs to rollout mass media campaigns on agriculture technologies
PATTA developed a concept note on the SBCC awareness raising campaign to promote
agricultural technologies. An RFP was published to competitively recruit a BSP to design and
implement campaigns to raise awareness in different thematic areas and increase the use of
agricultural technologies through improved behaviors among men and women farmers. Under
this initiative, PATTA is designing different behavior change messages to increase knowledge on
different thematic areas like milk hygiene, low cost feed rashan,8 harvest and post-harvest
management, and use of various agricultural technologies (small machinery, tools, etc.) among
farmers. During the reporting quarter, PATTA partially completed the hiring process of this BSP.
IV. CROSS-CUTTING THEMES
Gender Inclusion
Gender-inclusive social media campaign on wheat harvesting technologies
Keeping in view the wheat harvesting season and COVID-19, PATTA developed a gender-
inclusive campaign on wheat harvesting technologies of SSPs that included the two-wheel mini
tractors with reaper, three-wheel tractors with reaper binder, grass cutters, and wheat threshers.
The social media campaign had a gender integration aspect because women in Pakistan play a very
critical role in wheat harvesting. Women usually harvest wheat with hand-operated sickles and
this is an extremely laborious, time- and energy- consuming activity. Due to cultural and social
constraints, women do not have information about women-friendly wheat harvesting agricultural
technologies. Lack of information about technologies limits technology adoption by women and
reinforces gender division in agricultural tasks. In light, two of the five technologies highlighted in
PATTA’s campaign were women-friendly wheat harvesting technologies (two-wheel mini tractors
with reaper and brush cutters). PATTA also used gender-inclusive language and visuals in the
campaign which were tailored to cultural norms and sensitivities related to women’s
representation in the agriculture sector.

PATTA received USAID DOCs office clearance for a briefer developed on the women-centric
radio show program titled “Jadeed Technology Ka Istamal – Banaye Kisan Aurat ko Khud
Muhtar”. The radio show, in collaboration with Suno FM radio network (Suno FM 89/96), will
host women representatives from the SSPs Dairy Solution, Farm Solutions, Solve Agri Pak, and
Cattlekit for discussion on increasing women’s access to livestock-based agricultural technologies.
During the quarter, PATTA liaised with these representatives to prepare them for the upcoming
pre-recording of these shows. The women-centric tele-demonstration radio shows will be aired
during the next quarter and broadcast across multiple districts in all provinces of Pakistan.
V. COMMUNICATION AND OUTREACH Communications development for tele-demonstrations of agricultural technologies
PATTA developed a script and radio briefer for Phase 1 and 2 of the tele-demonstrations of
agricultural technologies in partnership with Suno FM radio network. The briefer on radio shows
titled “Jadeed Technology Ka Istamal – Kisan Khushaal” was submitted to the USAID DOCs office
for clearance. In addition, PATTA received clearance for a briefer related to a women-centric
radio show titled “Jadeed Technology Ka Istamal – Banaye Kisan Aurat ko Khud Muhtar”.
Furthermore, communications guidelines were given to 16 SSPs for their participation in the radio
programs in this quarter. PATTA team supported SSPs in developing their responses for the radio
show in line with the project’s communication guidelines.
Social media campaigns
Wheat harvesting campaign: PATTA launched an awareness-raising social media campaign in
May 2020 to highlight the usage and benefits of wheat harvesting agricultural technologies during
the COVID-19 pandemic in Pakistan. The campaign comprised of five Urdu social media posts
targeting Pakistani farmers to increase their awareness of PATTA-promoted wheat harvesting
technologies. The campaign emphasized on maintaining social distancing while completing wheat
harvesting-related tasks. The wheat harvesting social media campaign reached a total of 96,795
people and generated 4197 engagements (including reactions, comments, shares).

Phase-2 tele-demonstration of the agricultural technologies airing schedule and to increase

#Throwback Video Testimonials: Two #throwback video testimonials of PATTA’s SSPs and
stakeholders appeared on USAID Pakistan’s social media pages on May 7, 2020 and May 28, 2020,
respectively. The first testimonial highlighted the views of Ms. Samina Fazil, President of Islamabad
Women’s Chamber of Commerce and Industry. Mr. Osman Shahid, Director Marketing at
PATTA’s SSP Soby Engineers, provided his views in the second video testimonial. He stated,
“PATTA has supported us in many ways. Earlier it was as if we were working in a cage, but PATTA
expanded our horizon and helped us to work outside our towns. PATTA gave us assistance in developing
our marketing functions as well as re-engineering agricultural technologies.”

Op-ed on PATTA’s response to COVID-19
PATTA supported the development of an op-ed / blog titled “How Innovation and Agility are
Supporting Pakistani Smallholder Farmers During COVID-19”. The op-ed highlighted PATTA’s
quick adoption of digital communication and media platforms to respond to the pandemic by
developing customized messages aimed at smallholder farmers that promote ongoing technology

Harvesting Prosperity in Khyber Pakhtunkhwa: Promoting Agricultural Technologies through
Mobile Communication: PATTA developed a story on the project’s tele-farming initiative in
collaboration with Bureau of Agriculture Information, Department of Agriculture Extension
Khyber Pakhtunkhwa. It is highlighted as a collective response to tackle the current COVID-19

situation by increasing awareness of safe usage of the latest agricultural technologies and products
among small farmers. The story was submitted to the DOCs office for clearance.
Becoming a Successful Sales Leader: PATTA developed a success story titled ‘Becoming a
Successful Sales Leader’ to narrate the journey of Mr. Muhammad Usman, Zonal Sales Manager
at SSP Matra Asia. He participated in PATTA’s ‘Basic Selling Skills’ and ‘Advanced Managerial and
Supervision Skills’ trainings and expanded the SSPs sales in seven districts of Punjab province.
USAID Responds to COVID-19 with Radio Tele-Demonstrations to Promote Efficient Agriculture
Technologies to Pakistani Farmers: This story focused on PATTA’s tele-demonstrations and project
support to the Government of Pakistan in its response to the COVID-19 through various communication
tactics such as information dissemination on agricultural technologies to at-risk farming communities.
Training materials on effective report writing
PATTA, in collaboration with CNFA Headquarters program team, developed training materials
on “Effective Report Writing” to impart understanding of professional reporting to PATTA staff.
The training focused on good practices of concise communication and writing as per the USAID
Style Guide. The training was delivered to PATTA Staff via Microsoft Teams on June 8, 2020.
Kisan World magazine branding, design, and content development
PATTA developed the content of the magazine in collaboration with representatives of the Kisan

This has also been cleared by the DOCs office.
VI. MONITORING AND EVALUATION PATTA’s MEL unit provided required support to organize evidences and primary data sources
for all project Work Plan activities completed April - June 2020. Standard data collection tools
were kept up-to-date and shared with project staff to ensured that these tools were used, and
guidelines were followed on the collection and storage of performance data.
PakInfo/USAID Reporting: The MEL team populated the project’s quarterly progress
template against each indicator for Y3Q2, along with other required performance data by the
PakInfo portal. Similarly, MEL updated the project sites on Pakinfo for all three years.
Support in development, update and implementation of project database
During the reporting quarter, the MEL unit continued its efforts to strengthen PATTA’s data
collection and management system. The team customized TolaData as project indicators required
and uploaded the data from Y1-Y3Q2 on TolaData. Similarly, KoBo tools used for data collection
of indicators were developed during the recent reporting quarter.
MEL orientation session on data management in TolaData
PATTA organized an orientation session on May 12, 2020 for the CNFA Headquarter team on
PATTA’s data collection and management. PATTA’s Chief of Party, CNFA M&E Global Director,
CNFA MEL Specialist, and CNFA Program Officer participated in this session. PATTA’s MEL team
shared the field office’s process of data collection (i.e. MEL tools, data entry through KoBo
Toolbox, and data management in TolaData).
Participation in IP training organized by USAID
On June 29, 2020, the USAID – Project Management Unit organized a training for implementing
partners on the Pakinfo Site Location Module. PATTA’s MEL Director participated in the training
through Google Meet.

VII. PATTA ENGAGEMENTS AND KEY MEETINGS KP Extended NOC to CNFA-PATTA for Existing Three Districts and Allowed CNFA
to Implement PATTA in Five Additional Districts: Home and Tribal Department, KP
issued NOC letter in favour of CNFA-PATTA. The NOC has been extended for three existing
districts (Peshawar, Mardan, Mansehra) and KP government has allowed CNFA to implement
PATTA program in the following five additional districts:1) Dera Ismail Khan (DIK), 2) Charsadda,
3) Swabi, 4) Malakand, and 5) Swat.
Department of Agriculture and Livestock, KP and PATTA Signed Agreement for
Tele-Farming: An agreement was signed by KP and PATTA to start tele-farming in
collaboration with Department of Agriculture and Livestock, GoKP. The Bureau of Agriculture
Information, Department of Agriculture Extension Khyber Pakhtunkhwa (KP) runs the Tele-
Agriculture/Farming System in KP. The overall aim of the program was to provide advisory
services using Information Communication Technology to improve farmers’ access to timely and
relevant information on agricultural technologies and services. Under this agreement, PATTA
was to promote ag-technologies through 50,000 pre-recorded Robo calls and 50,000 SMS
through Call Centers of Department of Ag Extension, KP.
Meeting with Secretary Agriculture, Livestock and Fisheries, GB: PATTA conducted a
telephone meeting with Secretary Agriculture, Livestock & Fisheries Gilgit-Baltistan to assess the
region’s agricultural activities considering the current Covid-19 pandemic. PATTA team also
discussed the prospects of launching an SMS campaign through the provincial government to send
advice and information to small farmers. In addition, PATTA interacted with Director Livestock
Department on advice of Secretary Agriculture, Livestock & Fisheries regarding the current
situation of Covid-19 to use the Farmer Facilitation System (FFS) to access farmers and promote
agricultural technologies.
Meeting with USAID Small and Medium Enterprise Activity (SMEA) Project: PATTA
team held a meeting via Zoom on April 24, 2020 with representatives of USAID SMEA project
to chalk out collaborative initiatives. Ideas discussed included website development for SSPs and

DSPs, e-commerce-related applications, access to finance, and trainings on women
entrepreneurship.
Meeting Between Bank of Punjab (BOP) and SSP KoldKraft: PATTA facilitated a meeting
between SSP KoldKraft and Bank of Punjab on April 21, 2020. SSP KoldKraft introduced their
agricultural manufacturing and operations to the bank representatives. This meeting was
organized so that KoldKraft could explore bank financing for cold storage facilities related to
meat and livestock.
PATTA Participation and Submission of Technology Transfer Program Proposal to
Ministry of National Food Security and Research (MNFS&R), GoP under National
Panel of Experts on Agriculture Reforms and Reconstruction: National Assembly
Speaker’s Special Committee on Agriculture Products had taken an initiative called the ‘National
Dialogue for the Agriculture Sector Development” in collaboration with Ministry of National
Food Security and Research (MNSF&R),
GoP. The President of Pakistan, Mr. Arif
Alvi, inaugurated the program on March
12, 2020 in Islamabad and experts finalized
recommendations on eight thematic areas.

Committee, invited experts to transform
recommendations finalized during National
Dialogue into a strategy to respond to the Covid-19 situation as well as prepare a framework for
next five years under the Prime Minister’s Agriculture Initiative. A panel chaired by Member of
National Assembly Ms. Shandana Gulzar Khan and comprising of representatives from several
organizations and departments held a series of meetings via Zoom to finalize a detailed
implementation plan along with a budget range for the eight thematic areas in agriculture sector
to be submitted to the Federal Minister for Planning and Development, Mr. Asad Umer, for
approval and budgetary allocation during 2021-2022. The following organizations/representatives,

Following PATTA’s participation in the expert panel review, the project submitted USAID-
PATTA’s recommendations to Federal Government about “Small Farmers’ Agricultural
Technology Transfer Initiative”. After approval from COR and DOC’s clearance, PATTA
submitted a concept note titled ‘Small Farmers’ Technology Transfer Initiative” to Secretary,
Special Committee on Agriculture Products, Government of Pakistan.
Meeting Held between PATTA and SMEA: As a follow up for the best use of resources
among USAID PATTA and SMEA projects, a second skype meeting was held between PATTA
and SMEA teams on May 8, 2020. Syed Noman Ali – BDS specialist from SMEA and Dr Waqar
Ahmad- Director Agri Technologies and Abid Marwat Khan- BDMS specialist from PATTA
participated. Both projects agreed to start collaboration for online trainings by USAID SMEA
project on marketing, ISO certifications, and organizational development.
COP-PATTA Joined Following Webinar Sessions:
• Joined an interactive webinar co-hosted by the Food and Agriculture Organization of the
United Nations, the U.S. Department of Agriculture and the U.S. Mission to the UN Agencies
in Rome on ‘Bold and transformative innovation for a more sustainable global agriculture’ on

May 5. 2020. This interactive webinar intended to provide inspiration for innovation actors
and decision-makers globally to unlock the potential of innovation to improve agricultural and
food system sustainability in all three dimensions – social, economic and environmental
• Joined Special Event ‘Going Virtual in the COVID-19 Era 2.0’ organized by Society for
International Development (SID) Washington on May 8, 2020. SID hosted an event to discuss
fundamental techniques and platforms that we can use to adjust to a work-from-home lifestyle
in the COVID-19 era.
Meeting with Chief Executive Officer (CEO) Pak Agri Market: PATTA team held a
meeting with CEO Pak Agri Market Ayesha Ahmed on May 28, 2020, regarding potential
collaboration with PATTA and SSPs. Pak Agri Market is a woman-headed agriculture-based
enterprise aiming to promote agricultural technologies, services, and dealers linked with
agricultural companies. Pak Agri Market has collaborated with Telenor Pakistan under the
Khushal Zamindar program and is connected with four million farmers across Pakistan. In the
meeting CEO Pak Agri Market confirmed interest in partnering with PATTA and its SSPs for the
promotion of agricultural technologies and services, especially to women entrepreneurs in
agriculture sector.
COP-PATTA participated USAID COVID-19 Implementing Partner Call: The
USAID COVID-19 Task Force invited PATTA to
participate in a webinar with USAID leadership to
cover a broad range of COVID-19 related topics,
including programming, security, monitoring and
evaluation, continuity of operations, acquisition
and assistance, and more. Webinars were
organized on a regional basis. COP-PATTA
participated in the Asia Region-USAID COVID-19
Implementing Partner Call on May 12, 2020 from
9:00 PM to 10:00 PM EDT. The purpose of this call
was to discuss USAID's COVID-19 response
efforts and its impact on operations.

Agreement Signed with Agriculture Extension Department, KP: On June 10, 2020,
PATTA signed an agreement with Agriculture Extension Department, KP for Phase 2 - Tele-
Farming Initiative to promote agricultural technologies to farmers in the province. PATTA will
promote and commercialize 40 agricultural technologies (including U.S.-based technologies) from
SSPs to 400,000 small farmers in five new target districts (Charsadda, Swabi, Swat, Malakand, and
Dera Ismail Khan) including New Merged Districts (NMDs) of Khyber Pakhtunkhwa province.
The initiative will be carried out between June/July and September 2020 and will disseminate
information through 800,000 Robocalls and 800,000 SMS related to livestock and agricultural
technologies.

IX. CHALLENGES
CHALLENGES ACTIONS
As per revised MEL Plan, PATTA had
proposed to collect data from DSPs for
farm-Level FTEs and technology adoption
at the producers’ level. Per methodology,
PATTA physically collects data from DSPs.
However, the project found it challenging
to physically collect data from the DSPs on
these two indicators due to the Covid-19
pandemic and GoP travel restrictions.
PATTA devised a solution by opting for the
following methods to collect data from DSPs:
• Data was collected from SSP sales
teams on behalf of their listed DSPs
• Data was collected from DSPs via
telephone
• Data collected by visiting DSPs in
areas having no restrictions on travel
Due to the Covid-19 lockdown and social
distancing orders from the GoP, PATTA
could not carry out major field activities,
including technology awareness
demonstrations (such as demos, expos, and
field plots as well as other forms of
technical assistance for SSPs and DSPs).
PATTA devised a new strategy to engage
farmers and SSPs remotely. Under this
strategy, PATTA conducted the below tele-
demonstration activities after COR
concurrence:
1. Tele-Agricultural Technology Demos via Radio shows;
2. Advertisement of technologies in monthly Kisan World Magazine;
3. Tele-Farming Call Center in KP in collaboration with Agricultural Department, Government of KP.
Due to the pandemic and ban on public
gatherings, most of PATTA’s activities
(namely demonstrations, expos, field plots,
and trainings) could not take place, which
impeded PATTA’s ability to achieve
progress on quarterly targets.
A few activities were converted into tele-
activities. However, other activities were
postponed until next quarter, subject to
government policy regarding the COVID-19
lockdown.

SUCCESS STORY
Becoming a Successful Sales Leader
Muhammad Usman was born and raised in district Muzaffargarh, Punjab, where he attended a
local public school. He completed a bachelor’s degree from Bahauddin Zakariya University in
district Multan and began job-hunting. In 2018, Usman was offered a position of ‘Territory Sales
Manager’ at Matra Asia, a large input provider committed to facilitating livestock farmers in
Pakistan’s expanding dairy sector. “I joined Matra Asia as a nervous fresh graduate and was assigned
the tough task of increasing company sales of Vanda (animal feed) bags in districts Muzaffargarh,
Bhakkar, and Mianwali. The company was selling 1500-2000 units per quarter and I had to somehow
reach a bigger target. I felt challenged because I had no prior experience in agribusiness sales or
professional training,” explains Usman as he recalls his initial days at Matra Asia. Despite being
unable to access sales-related professional development opportunities, Usman decided to take
full charge and improve his skills on-job. In November 2018, based on Usman’s deep commitment
to increasing Matra Asia’s business in three districts of Punjab, the higher management selected
him for a ‘Basic Selling Skills Training’ organized by United States Agency for International
Development’s (USAID) four-year Pakistan Agricultural Technology Transfer Activity (PATTA).
“I was very excited about PATTA’s training since I had heard about its popularity from other colleagues in
the agribusiness sector. I wanted to learn effective selling strategies, and this seemed like the best
international platform to me,” he says.
USAID PATTA’s Basic Selling Skills trainings are directed towards sales representatives from
leading Pakistani agri-tech companies to enable them to improve agricultural technology sales and
outreach. PATTA’s sales force training workshops include classroom sessions, motivational tips,
group discussions and role play exercises. Participants learn about maximizing face-to-face sales
with farmers, building stakeholder engagement, and developing informational collateral to
promote unique product features to achieve higher sales. The project’s 37 agribusiness partner
companies are gaining a competitive edge by learning about effective selling strategies. Their sales
staff are increasing company sales including U.S.-based technologies, identifying selling strategies,
and nurturing relationships with clients. Moreover, sales representatives can improve their social
skills such as time management and working as part of a team, resulting in better overall
performance and interaction with key agriculture sector clients.
USAID PATTA’s sales training introduced Usman to new selling concepts such as network
growth, target setting, customer identification, and development of region-specific marketing
plans. Usman participated in the training and then spent the next six months in re-building Matra
PATTA’s nurturing sales training equipped Muhammad Usman with a new skillset and he was able to increase agribusiness Matra Asia’s Vanda bag sales from 1500 to 15,000 in seven districts of Punjab province

Asia’s presence in target districts Muzaffargarh, Mianwali, and Bhakkar. By May 2019, Usman was
able to work in 12 new progressive markets and 30 new dealers to sell 3,000 Vanda bags in the
quarter. The results were evident to Matra Asia’s higher management and consequently Usman
was promoted to the position of ‘Zonal Sales Manager’ with a team of three junior sales officer.
In addition, Usman became in-charge of additional districts including Rajanpur, Dera Ghazi Khan,
Layyah, and Dera Ismail Khan in Punjab. “I carried a bigger responsibility on my shoulders now and felt
the urge to train the sales officers reporting to me. This was my first managerial role and I was very
nervous,” explains Usman.
In 2020, Matra Asia selected Usman for PATTA’s ‘Advance Managerial and Supervision Skills
Training’, a specialized module featuring team management skills from a sales perspective. PATTA
identified SSPs to participate in this training for increased investment in capacity-building of
salesforce leaders and managers so that they could effectively contribute to business development
and overall agricultural development in Pakistan. Since project inception, USAID PATTA has
cumulatively conducted 35 two-day trainings sessions on “Basic Selling” and “Advanced Sales,
Managerial and Supervision Skills”. These trainings have targeted more than 600 agribusiness
representatives in 10 locations from 24 SSPs to enable them to drive agricultural technology sales
in Pakistan’s growing farm economy.
Usman is now trying to meet Matra Asia’s assigned target of selling 18,000 bags of Vanda in the
current quarter. He has successfully sold 15,000 and is quite confident that he will be able to
perform well with his team of sales staff who have been supported by PATTA. “The advanced
training has opened my eyes. I am more aware of the potential of an effective sales pitch and
entrepreneurial skills. I have learnt how leaders in agricultural sales can inspire others to reach their goals,
” he explains. PATTA’s SSP Matra Asia has benefitted immensely from Usman’s dedication because
agribusiness efficiency is directly correlated with the individual capacity of its leaders, managers,
and sales staff. Usman’s journey with Matra Asia and USAID PATTA will continue to reach new
heights as the results are motivating and tangible. He confesses, “I want to become Matra Asia’s
Sales Manager one day”.”

Annex IV: Environmental Compliance Report
Introduction
Environmental Compliance under 22CFR216 has been recognized as an integral part of PATTA
project implementation. PATTA screens all activities before they are executed to ensure that
negative impacts, if any, are mitigated and that the project is in line with USAID’s Environmental
Compliance regulations.
As the world was struck with the Covid-19 pandemic, as in many other countries, the
Government of Pakistan (GOP) imposed lockdowns to minimize the spread of this contagious
and lethal virus. To ensure staff health and safety and to comply with government orders, PATTA
kept its offices closed during the quarter. Staff worked remotely and were available to connect
via phone and virtually, performing necessary operational tasks and project activities through
improvisation. Namely, to continue outreach to farming communities while maintaining social
distance, PATTA conducted awareness campaigns targeting the livestock and agricultural sector
through radio, and via dissemination of robocalls and SMS messages. The objective of these
campaigns was to ensure the farming community could stay abreast of guidelines for safe use of
technology and information on the latest technologies capable of improving their livelihoods.
Some of the key activities performed that accounted for the health and safety measures
recommended during the pandemic are as follows:
1. Tele-demonstrations: agricultural technology awareness demonstration sessions using
radio as a medium;
2. Tele-farming: the dissemination of SMS and Robocalls promoting agricultural technologies
in Khyber Pakhtunkhwa;
3. Agricultural technology demonstration through print media via the Kisan World magazine,
issued monthly.
During the execution of these activities, standard operating procedures (SOPs) were followed to
ensure all activities performed were compliance with environmental compliance guidelines,
including guidance issued by the WHO, GOP and USAID with respect to COVID-19. Social
gatherings were avoided to the extent possible by conducting virtual meetings. Any physical
gathering/meetings with SSPs and DSPs were also arranged as per guidelines through maintaining
six feet of distance while using protective gear like surgical 3 ply masks or KN-95 masks, thereby
avoiding direct physical contact. Moreover, gatherings did not permit the attendance of more
than 5 people simultaneously. PATTA also developed SOPs for reopening project offices at a
later date and when permissible, to ensure the continued safety of its staff.
Tele-demonstrations through radio to promote uptake of agricultural technologies PATTA’s
overall goal is to uplift Pakistan’s agriculture sector through a robust, private sector-led
technology transfer intervention which improves the economic status of beneficiaries through
increased income (sales) and employment opportunities for beneficiaries. Keeping in view the
prevailing COVID-19 situation and ban on public gatherings which prevented the project from
holding onsite demonstrations, PATTA explored other means of agricultural technology
promotion and commercialization to support farmers and its SSPs through the use of social media
and radio programs. The program planned for a total of 29 SSPs to attend radio shows, with only
4-5 SSPs accommodated per show as a precautionary measure against COVID-19. All radio show
participants were provided with the recommended health and safety protocols to avoid the
spread of the coronavirus. Attendees took the guidance seriously and followed all protocols
during the execution of these tele-programs, maintaining social distance, using protective masks,
frequently sanitizing hands, avoiding physical contact, etc.
Tele-farming initiative in collaboration with Government of KP to promote uptake of
agricultural technologies
One of PATTA’s key activities is adoption and upscaling of technologies through demos and
awareness campaigns. As mentioned, since it was not possible to organize in-person gatherings
of farmers to raise awareness of agricultural technologies, to keep staff and project beneficiaries
safe, PATTA used Information Communication Technology (ICT). ICT methods are known to
improve farmer’s access to timely and relevant information on agricultural technologies and to
relevant services like input and output markets. PATTA therefore used websites and mobile apps
to carry out the above-mentioned objective. Staff involved in execution of related activities
followed all the previously mentioned guidelines.
Demonstration of Agricultural Technologies Through Print Media
In light of the pandemic, PATTA is now engaging SSPs in the promotion and commercialization
of agricultural technologies using print media to continue generating farmer awareness on
agricultural technologies and developing business linkages between SSPs and DSPs/farmers to
increase business sales in new geographical locations. Namely, PATTA’s AgTech unit identified a
local agricultural magazine – Kisan World - which is published on a monthly basis and widely
circulated to farming communities across Pakistan. PATTA proposed to promote at least 5 to 8
technologies of each SSP through monthly magazine and 10 SSPs were supported through one
edition. Staff involved in related activities, such as meetings, followed the aforementioned
COVID-19 SOPs.
Summary of COVID-19 preventive guidelines imparted to PATTA Project Stakeholders:
As mentioned earlier in the report, all relevant stakeholders have been instructed to follow the
WHO, GOP and USAID recommended preventive guidelines with respect to COVID-19, which
are as follows:
• Regularly and thoroughly clean your hands with an alcohol-based hand rub or wash with
soap and water for at least 20 seconds.
• Maintain at least 2-meter distance between yourself and others so that you could avoid
contamination from coughs, sneezes, or small liquid droplets from their nose or mouth
which may contain virus.
• Avoid crowding in the immediate vicinity as far reasonably practical.
• Avoid touching eyes, nose and mouth to avoid cross contamination.
• Make sure you, and the people around you, follow good respiratory hygiene. This means
covering your mouth and nose with your bent elbow or tissue when you cough or sneeze.
Then dispose of the used tissue immediately and wash your hands.
• If having a fever, cough and difficulty breathing, inform project management, leave the task
at hand immediately and seek medical attention.
PATTA will continue following a robust safety and hygiene plan for resumption of the office
activities. including:
• Floor and surfaces cleaning with disinfectant and periodic disinfectant spray in the office.
• Arrangement for health/temperature check at the entrance.
• Installation of disinfectant dispensers in the workplace.
• Obligation of clean desk policy and no biometric attendance to avoid chances of cross
contamination.
• Assurance of respiratory hygiene at the workplace.
• Limited physical interaction with visitors.
• Staff will be advised to stay at home if there are any symptoms of suspicious of being
infected with virus.
• Promote virtual meetings at the workplace rather than in person meetings and
maintenance of safe social distance.
Conclusion:
During the quarter, PATTA adapted to barriers created by the pandemic in a very effective
manner, keeping important activities going through innovative measures which followed guidance
to reduce the spread of COVID-19.
