When you live in Marana, an area that gets 282 sunny days and only 12 inches of rain each year, the temptation to get outside is strong. We’re an active community of hikers, bikers, golfers and weekend warriors. We live for the great outdoors.

About Marana

HISTORYOnce a small farming town, Marana has grown into a place that appeals to those who enjoy a rural area that has the amenities of a larger community. Positioned between Phoenix and, Tucson, Arizona’s largest commercial centers, Marana connects businesses to major markets and world-class resources, including research facilities, financial institutions, a skilled workforce and transportation options. While Marana incorporated in 1977, with about 10 square miles and 1,500 residents, its heritage spans many centuries. Positioned on the Santa Cruz River, the area was influenced by Native Americans and the area’s first European visitor, Jesuit missionary Father Eusebio Francisco Kino. A parade of historical figures continued to shape Marana for 200 years: the Juan Bautista de Anza expedition, the Mormon Battalion, Gold Rush prospectors, Civil War soldiers in battle, local miners in booms and

busts, stagecoaches, pioneers and the railroads. By 1890, Marana’s name was coined by Spanish-speaking railroad workers for the dense tangle of brush they cleared, a “Maraña.” Today, Marana covers more than 120 square miles with an estimated population of 50,025.

A Message from Ed HoneaMayor of Marana

There are many factors to consider when choosing your future home. Public safety, education, and recreation are just some of the qualities to look for, and over the last decade, the Town of Marana welcomed nearly seventeen-thousand new people to our community. We consider

this a testament to the quality of life we work so hard to provide, and we thank you for making Marana your home. As the fastest-growing community in southern Arizona for many years, it was important that we laid the groundwork early for smart and sustainable development. The Marana Parks and Recreation Master Plan 2020-2030 was recently completed with the participation of our residents, and we saw an opportunity to create a facility where people of all ages can recreate.

That opportunity is now becoming a reality.

In October 2021, Marana Town Council passed a temporary half-cent sales tax in support of building the Marana Community and Aquatics Center to be located on Marana Main Street. We chose the sales tax increase to fund this project so Town staff can direct existing funds toward providing the quality public service that we have come to expect. A sales tax also has the least financial impact on our residents, since sixty percent of our sales tax is paid by people coming

to shop here from outside our community.

The 55,000-square-foot multi-generational facility will include an indoor gymnasium, weight training areas, a cardio fitness space, group exercise rooms, meeting spaces, and other related amenities. The pool will benefit all ages, including children who are learning how to swim, experienced lap swimmers and competitors, and seniors.

Several locations were considered for the facility, but ultimately Town Council selected a site that would most benefit the anticipated growth north along Interstate-10 and would become the

Marana Town AdministrationTown Manager Terry Rozema is a 34-year veteran of the policing profession. He served nearly 24 years with the Tucson Police Department, finishing his career as an Assistant Chief. In January 2011, Rozema took helm as the Marana Police Chief with a mission of providing “unparalleled service and unwavering protection and to do so with uncompromised integrity” to the citizens of Marana.

Rozema holds a Bachelor’s degree in Criminal Justice from Calvin College. He is also a graduate of the F.B.I. National Academy and the Senior Management Institute for Police. He has been recognized for his service by way of various commendations and medals, to include; the Medal of Merit, Chief’s Citation of Excellence, Medal of Service, Distinguished Career Medal and 2015 Marana Rotary Club Man of the Year. Rozema also received the Erik Hite Foundation First Responder Family of the Year Award in 2016 and the 2020 AZ Police Chief of the Year award. He serves on numerous boards and committees.

A Message from Marana Police Department

2021 was a challenging year for the Marana Police Department (MPD) as we tackled obstacles brought on by the pandemic and responded to local issues.

Through these challenges, we explored new solutions and opportunities to implement for the future.

In November 2020, the State of Arizona passed Proposition 207 to legalize marijuana. This new legislation led to several revisions of our policies and procedures, but specifically impacted for our canine unit, which included dogs trained to detect marijuana. In response, we reassigned our marijuana detection canine to the U.S. Drug Enforcement Administration (DEA), a federal agency that can still prosecute marijuana cases at the federal level.

Like many industries, police departments have been impacted by the current shortages in supply chains. Due to the shortage of computer microchips that come standard in newer vehicles, MPD has been unable to add new vehicles to our fleet. To maintain levels of service, we began extending the maintenance of our current fleet through other available vehicle resources.

This year, MPD completed its third year of accreditation through the Arizona Law Enforcement Accreditation Program (ALEAP) and instituted a squad-based training program. Marana PD was also successful in trading our outdated .40 caliber handguns for 9mm pistols equipped with the red-dot aiming system. The trade was nearly cost-neutral and provided a newer weapon system and holsters for our officers.

We also made some changes to the structure of our department. This February, I was appointed to the position of Chief of Police after serving as Deputy Chief for nine years. To allow for future expansion, I added a second Captain position and a fourth Lieutenant position. In addition, five new officers and two new dispatchers were added to the roster. The added positions brought the authorized strength of sworn personnel to 103 and non-sworn to 31.

Additionally, MPD hired 13 new employees this year and is looking to fill eight additional positions, so recruitment remains a priority. To recruit, retain, and remain competitive in pay and benefits, the Town of Marana contracted a vendor to conduct a compensation study that should be completed by the end of the year. Marana Police Department Chief Reuben Nuñez started his law enforcement career in January of 1984 with the Tucson Police Department where he served for 27 years. During his tenure with the Tucson Police Department, Reuben worked patrol, major offenders unit, detectives, fugitive and the gang unit. Reuben rose through the ranks serving in several command assignments such as Human Resources, Special Investigations, Violent Crimes and the Chief’s Office. Reuben retired from Tucson Police as a captain in 2011. Reuben was recognized for his service by way of various commendations and medals to include; Medal of Valor, Medal of Merit, Unit Medal, Medal of Service and Distinguished Career Medal. In September of 2011, Reuben was hired as the Deputy Chief for the Marana Police Department and has served in both Support Services and Field Services Bureau. Chief Nuñez recently was the recipient of the Arizona Law Enforcement Accreditation Program (ALEAP) Commission’s Robert J. Devries Leadership in Accreditation Award for his success and advancement of police accreditation in the State of Arizona. Chief Nuñez holds a Bachelor’s degree in Justice System Policy & Planning from Northern Arizona University. Deputy Chief Nuñez is also a graduate of the FBI National Academy session 260, a graduate of SMIP and Northwestern University Police Staff and Command. Chief Nunez is married to his wife Martha of 40 years and they have three children and four grandchildren.

partner Atlas this year. A beautiful and well-attended ceremony was held to honor Atlas. We are grateful for the community’s support and countless expressions of condolences. We are also moved by the philanthropic donation from The Arizona Law Enforcement Canine Association (ALECA), who paid for two new canine partners so we could continue to deploy our canine officers and their partners. On September 2, 2021, we welcomed two new dogs to the department.

We continue to participate in several annual campaigns and fundraising events such as the Special Olympics Torch Run, the 9/11 Tower Challenge honoring the heroes of September 11th, National Night Out, and Governor’s Office of Highway Safety (GOHS)-sponsored speed and DUI enforcement details. Additionally, we participate in other holiday and community-based fundraising activities to benefit Marana residents.

The Marana Police Department is proud to be an active member in the community, and we stand united and dedicated to providing unparalleled service, unwavering protection with uncompromised integrity.

Northwest Fire District

The Northwest Fire District, led by Fire Chief Brad Bradley, is internationally accredited, has an Insurance Service Office (ISO) Classification Rating of 1, and is an innovative provider of all-hazards emergency response. These designations reflect our commitment to ensuring our community receives high-quality and cost-efficient fire, emergency medical, and prevention services. Our mission to save lives, protect

property, and care for our community is woven into the very fabric of the organization.

Protecting more than 125,000 residents and 3,400 businesses, the Northwest Fire District covers a 155-square mile area including the majority of the Town of Marana and areas of unincorporated Pima County.

Designated by the State of Arizona as a Premier EMS Provider, we provide advanced life support (ALS) ambulance transportation for the most injured or ill patients within the District and every Northwest Fire District firefighter is certified as an Emergency Medical Technician (EMT) or Paramedic. In addition to the full spectrum of fire suppression activities we provide, Northwest Fire manages a Hazardous Materials Team and Technical Rescue Team

for swift water, confined space, and rugged terrain rescues. We support progressive fire prevention codes and provide a variety of community education programs, which include: • Hands-Only CPR • Car Seat Inspections • Babysitter Classes • School Life Safety Programs • Mini-Muster Fire Safety Field Day • Fire Extinguisher Training

Governed by an elected five-member Board, the Northwest Fire District is funded through limited assessed value property taxes. Avra Valley Fire District The Avra Valley Fire District (AVFD) was established in 1977 to provide dedicated and caring professionals who safely serve the community of Avra Valley, Arizona, by protecting life and property through education, prevention, fire suppression and emergency medical services. Avra Valley Fire District encompasses an area of approximately 325 square miles and provides ambulance coverage for 365 square miles. The District straddles two counties, with 65.46% of the District within Pima County, and 33.74% in Pinal County. The District serves an estimated population of approximately 11,500 residents. The District provides a wide range of dedicated services to its residential and commercial property owners, as well as services to locations and persons outside the District through automatic and mutual aid agreements. In addition to fire protection, paramedic equipped units located in the District assist with advanced life support on medical calls and transportation services to hospitals. The District has 44 full-time employees of which 28 are EMT’s and 12 are State certified paramedics. Four of the full-time employees are administrative personnel. Marana Schools are an integral part of this community. As the community’s K-12 school district, Marana Unified

Two years ago, I came to this community to serve as the District’s Superintendent because of the commitment to excellence and incredible potential I see here. In Marana Schools, students receive the highest quality, comprehensive curriculum in safe, innovative, and award-winning learning environments. Students are challenged by rigorous curriculum, healthy relationships are fostered, and teaching is focused on individual student achievement. Our certified educators teach the concepts and skills students need to be successful in college, career, and life.

Building on this strong foundation, there are several priorities that we are committed to as a District. These efforts will further shape our future while celebrating what it means to be a student, teacher, or staff member in the Marana Unified School District. Together, we will:

Who is MHC Healthcare?MHC Healthcare (MHC) is an integral part of Marana, Tucson and the Greater Pima County, Arizona region. For over 64 years we have served the health care needs of people across the community. For much of our early history MHC served primarily the Marana area until the early 2000s when the organization began efforts to expand care across Pima County. We now operate 17 distinct facilities to provide compassionate, quality, and accessible whole person health care to our community.

What does MHC offer that makes us different?At Marana Main Health Center we have a one-stop service model providing our patients ease of access to their medical services without traveling to another facility. We provide quality healthcare with a heart and are committed to treating our patients, mind, body and spirit! Under one roof our services include: Medical, Behavioral Health, Telehealth, Dental, Women, Infants & Children (WIC), Insurance Screening/ Outreach, Imaging, Lab, Quick Care, Physical Therapy and Pharmacy along with state-of-the-art medical equipment. In our Dove Mountain Health Center, we offer an MHC Urgent Care with extended hours of operation.

The MHC family of health centers have board certified physicians as well as nurse practitioners in the fields of family practice, internal medicine and pediatrics. Many of our other 17 sites also offer multiple integrated health services under one roof.

MHC Counseling & Wellness Center/Behavioral Health serves all ages with a unique element that focuses on children’s mental health. The children’s wing offers play therapy, art therapy and hosts individual, group and family sessions. Our Behavioral Health department is comprised of psychiatrists, psychologists and licensed recovery coaches. MHC Counseling & Wellness Center is conveniently located next door to Marana Main Health Center, but many of our other health centers offer Behavioral Health services on site as well. What insurance do we take? What if you don’t have insurance?We make it easy for you. We accept most major insurances, AHCCCS Plans, Medicare, and have a Sliding Fee Scale (discounted health services). If you are uninsured or underinsured we will help you!
