1.0 EXECUTIVE SUMMARY

1. As of September 2021, total of nine subprojects of Yunnan Lincang Border Economic Cooperation Zone Development Project (the Project) were under construction, namely Nanting River Bridge and Access Road Subproject (C-RD04), Qingshuihe No.1 Road (C-RD01a), No. 2 Road (C-RD02) and No. 6 Road (C-RD02-1), Qingshuihe Guomen Elementary School Upgrading (C-SS05), International Production Capacity Phase I (C-ICA01), Zhenkang Hospital (C-SS01), Water Supply (C-ENV01) and river rehabilitation (C-ENV04). C-RD02 and C-RD02-have passed the completion acceptance inspection. For the C-ICA01, the dynamic compaction scheme has not been determined yet, no construction activity in this reporting period. The construction of water supply subproject and river rehabilitation subproject was mobilized at the end of this reporting period. Zhenkang Hospital had no major civil construction activities during this period as the high voltage corridor on site was not relocated yet. Therefore, monitoring during this period is mainly focused on the Nanting River Bridge and access road subproject(C-RD04), Qingshuihe Road No. 1 (C-RD01a) and Qingshuihe Guomen Elementary School Upgrading (C-SS05). 2. From the establishment of the GRM mechanism to the end of September 2021, the project management office, the contractors and construction supervision company of the nine subprojects under construction have not received any environment-related complaint or comments. 3. From August to September 2021, the external monitoring unit Yunnan Kunfa Environmental Technology Co., Ltd. organised air quality, water environment, sound environment and ecological monitoring. All monitoring indicators met the corresponding standards, except for the dissolved oxygen at upstream and downstream of the Nanting River Bridge, which did not meet the standards. The non-compliance was mainly due to high temperatures during the monitoring period, not construction activities. During the ecological survey, a second-class protected tree was found near the construction access road of the Nanting Bridge, and it was suggested that the construction unit should set up a fence for protection. The planting plan for the Qingshui River rehabilitation is not diversified and the gerbera (Cosmos bipinnata) is an invasive alien species. In order to protect the local terrestrial ecological environment, it is recommended to use native species if possible. 4. Overall, the environmental management work in the third quarter of 2021 is progressing Training on the implementation of the environmental management plan for the all contractors and construction supervision companies under construction is scheduled on 19 October 2021.

2.0 INTRODUCTION

2.1 Report Purpose and Rational 5. As required by the EIA & PA for the Yunnan Lincang Border Economic Cooperation Zone Development Project (YLBECZDP), the borrower is required to prepare quarterly EMRs for submission to the ADB. There is an inconsistency between PAM and the PA regarding the frequency of the EMR that should be prepared and submitted to ADB. The PAM requires the EMR to be submitted on a semi-annual basis, while the PA requires the EMR to be prepared and submitted on a quarterly basis. Hence, the LPMO decided that quarterly EMR shall be prepared and submitted to ADB as required in the PA. 6. This report is prepared by the Lincang Project Management Office (LPMO), with assistance from the LIEC, China Urban Construction Design & Research Institute Co., Ltd (CUCD). Environmental monitoring reports (EMRs) are required in order to evaluate and assess overall project activities to ensure the effective implementation of the environmental management plan (EMP). 7. The purpose of this Environmental Monitoring Report (EMR) is to document environmental management activities undertaken and environmental impacts as a result of project implementation, as well as identifying issues and suggesting corrective actions. This environmental monitoring report is the seventh quarterly EMR, covering the period from July to September 2021. 8. This seventh quarterly EMR is intended not only to cover the construction phase, but also demonstrate compliance with the EMP for the design, bidding, construction preparation stages and physical construction phase. In line with targets aimed at reducing any negative environmental impacts of the Project, and in accordance with relevant specifications and standards of the PRC, and policies of the Asian Development Bank (ADB), this report emphasizes the following areas: (i) progress made in implementing the EMP, (ii) implementation of mitigation measures, (iii) environmental monitoring and compliance, (iv) Grievance redress mechanism,(v) institutional strengthening and training, and (vi) problems that have occurred and corrective actions taken.

2.2 Project Objective and Components 9. The objective of the Project is that the competitiveness of urban centers, logistics and industrial parks, and land ports in the project counties and LBECZ be enhanced. 10. The Project is aligned with the following impacts: (i) economic growth potential for LBECZ and border areas of Myanmar enhanced; (ii) benefits of RCI in LBECZ and border areas of Myanmar realized; and (iii) living conditions and public health of residents of LBECZ and border areas of Myanmar improved. 11. There are 3 outputs involving civil works in the Project and one output that involves no civil works as defined in the loan agreement (LA) as follows, and referred thereto as Outputs 1 to 4 respectively, being.

12. Output 1: Cross-border trade infrastructure improved A. construction and operationalization of a border resident trade market, with a total

building area of 107,454 square meters (m2); B. construction of an international border cooperation area with a total building area of

171,633 m2; C. construction of five urban secondary roads of 4.55 km and a new 350 meter-long

bridge over Nanting River with approach roadway; D. Rehabilitation of a 523-meter Class II road to link Qingshuihe and Mangka border

port. 13. Output 2: Integrated urban environment infrastructure in Mengding and Qingshuihe National Port areas improved.

A. construction of a water supply system in Qingshuihe, including a treatment plant with a total capacity of 20,000 cubic meters per day, a water intake structure and water transmission line of 35 km, and a water distribution network of 28.1 km;

B. construction of a wastewater treatment system in Qingshuihe, including a treatment plant with a total treatment capacity of 10,000 cubic meters per day and wastewater collection pipe network of 7.26 km;

C. establishment of a MSW management system with six collection stations with a capacity of 7 tons per day (t/d), and toilets, in Mengding; two transfer stations (capacity of 27 t/d and 21 t/d) and one collection station (capacity of 7 t/d), and a toilet, in Qingshuihe; and MSW handling equipment for both towns;

D. rehabilitation of 2.38 km of Qingshui River and 1.00 km of Nanpa River, including ecological embankments and landscaping;

E. Delivery of six electric buses and construction of electric charging stations (one each in Mengding and Qingshuihe) for urban public transportation.

14. Output 3: Social infrastructure and services improved A. construction of a new PRC–Myanmar Friendship Hospital with 499 bed capacity and

a total building area of 56,009 m2; B. construction of a new Qingshuihe Hospital with 99 bed capacity and a total building

area of 9,006 m2; C. construction of a new Cangyuan Guomen No. 2 Elementary School with 1,080

student capacity and a total building area of 13,194 m2; D. upgrading and expansion of the existing Qingshuihe Guomen Elementary School to

1,080 student capacity; and construction of new classroom building, student dormitory, and cafeteria, with a total building area of 7,721 m2.

15. Output 4: Institutional capacity of involved agencies improved A. project implementation management and support and safeguards monitoring for the

implementation of the environmental management plan (EMP), resettlement plans, ethnic minority development plan, and gender and social development action plans;

B. cross-border trade and logistics capacity building; C. development of SMEs; D. teacher training and border elementary school curriculum enhancement; E. TVET school leadership; F. health care services and hospital management improvement; G. RCI development and capacity building; H. LBECZ master plan development and improvement study; and I. Policy dialogue on water tariff system.

2.3 Project Background 16. Since the engagement of the CUCD as the LIEC, the CUCD has mobilized its project team on 8th November 2019. The first introductory EMP training session was conducted by the national environmental specialist from CUCD on the 3rd December, 2019.The CUCD specialists conducted field work during the inception period. Two major objectives have been achieved by the CUCD team through these useful site visits: i) an understanding of the implementation progress and status; and ii) a first-hand appreciation of the environmental and social problems and issues to be addressed during project implementation. The consulting services inception report was submitted to LPMO on 31st December, 2019. 17. Handover of material from the start-up consultant who supported the early stages of project implementation since March 2019, to CUCD. The CUCD received from the LPMO a final package covering all work accomplished by the start-up consultant. The list of information received was shown in the first quarterly EMR report, covering the period before end of December 2019.

2.4 Project Implementation Progress 18. Project components include civil works in three counties (Mengding, Cangyuan & Zhengkang) in the Province of Yunnan. As of 30 September 2021, there were nine subprojects under construction. Status of Contractor Engagement and Project Progress has been summarized in the following table 2.4-1, table 2.4-2 and table 2.4-3. The International Capacity Phase I subproject has no construction activities during this period because the scope of ramming has not been determined. The Qinngshuihe No. 2 and 6 Road subprojects passed the completion acceptance inspection.

3.0 INSTITUTIONAL SETUP AND RESPONSIBILITIES FOR EMP IMPLEMENTATION AND SUPERVISION

3.1 Institutional Responsibilities for Environmental Management 19. The Lincang Municipal Government (LMG) is the Executive Agency (EA) of the project. As the EA, LMG is responsible for communication with ADB, loan repayment, as well as supervision and guidance of the LPMO and the Project Implementation Units (PIUs) for project implementation in three project counties. Lincang Border Economic Cooperation Zone (LBECZ), Cangyuan Wa County Government (CCG), and Zhenkang County Government (ZCG) are the project implementing agencies. 20. At the Prefecture level, LMG has established a project leading group (PLG), comprising members from concerned government agencies to facilitate the government interagency coordination for the project preparation and implementation. The PLG is headed by the mayor of LMG and with representatives from Lincang Municipal Finance Bureau, Lincang Municipal Development and Reform Commission, and other key bureaus of Lincang municipality. 21. However, LMG has largely delegated this role to the Management Committee of the Lincang Border Economic Cooperation Development Zone (LBECZ) where the majority of the project components are located. A project management office (PMO) has therefore been established within the LBECZ Management Committee, headed by the director, with staff from other units and offices of LBECZ. The PMO will be responsible in providing overall guidance, supervision, coordination, and management support for project preparation and implementation on behalf of LMG. In CCG and ZCG, a PLG has been established, headed by the implementing agency government head, for government interagency coordination and leadership during project preparation and implementation. In each of the implementing agency, a project implementation unit (PIU) has been established for interagency coordination, and management and implementation of its components. For LBECZ, the project PMO will also serve as the PIU for its components. 22. CCG implements the Cangyuan Guomen No. 2 Elementary School subproject, whilst ZCG implements the PRC–Myanmar Friendship Hospital subproject. All other physical subprojects are implemented by LBECZ, which also implements the capacity building component of the Project (as defined as output 4 of the project scope). LPMO is also responsible for engaging specialist domestic service providers such as design institutes needed to implement the project, although each PIU will appoint its own internal environmental monitoring services. At this time, there is one designated person, Environmental Management Coordinator (Mr. Li Hailiang) in the LPMO, responsible for the implementation of EMP and preparation of EMRs. This Environmental Management Coordinator will also be responsible for coordinating the environmental management activities in the PIUs at LBECZ. The environmental management coordinators in the PIUs at CYC & ZKC were not nominated right now. 23. The Project’s institutional structure of environmental management is shown in Figure 3.1.

24. Institutional responsibilities for EMP implementation have been covered in the updated EMP. Roles and responsibilities for major tasks assigned to EA, PLG, LPMO, ADB and IA were listed in the table 2-1 of updated EMP.

3.2 Incorporation of Environmental Requirements into Project Contractual Arrangements 25. CUCD has advised the LPMOs and PIUs that the content of the specific EMP documents must be fully incorporated into all bid documents and in the actual contract agreements to be signed with respective parties. It is also of critical importance that the bid prices from potential contractors, CSCs and EMS or certified environmental entity have taken into consideration of EMP requirements and the cost for EMP implementation is fully included in the total contract prices. 26. By the end of September 2021, LPMO has signed nine civil contract packages. The requirements for EMP implementation and specific tasks and mitigation measures were included in the five bid documents.

4.0 COMPLIANCE WITH PROJECT COVENANTS RELATING TO ENVIRONMENTAL MANAGEMENT

27. To date, all covenants in the Loan Agreement and Project Agreement have been executed as stipulated, while some are still to be enacted. A list of covenants and compliance status related to the environmental aspect is shown in the following table.

5.0 ENVIRONMENTAL MITIGATION MEASURES IMPLEMENTED IN THIS REPORTING PERIOD

28. There were nine contracts awarded by the end of September 30 2021, and Cangyuan County have not been mobilized yet.

A. China Construction Road & Bridge Co., Ltd. was awarded the contract of C-RD04 (Nanting Bridge and Approach Road); the contract was signed on October 19th 2019, and mobilized on November 13th 2020.

B. Yunnan Road and Bridge Co. Ltd. was awarded the contract of C-RD02 (Qingshuihe No.2 Road); the contract was signed on April 27th 2020, and mobilized on April 30th 2020.

C. Yunnan Road and Bridge Co. Ltd. was awarded the contract of C-RD02-1 (Qingshuihe No.6 Road); the contract was signed on April 22nd 2020, and mobilized on April 25th 2020.

D. China Railway Ninth Bureau Group Co., Ltd. was awarded the contract of C-SS05 (Qingshuihe Guomen No.2 Elementary School Upgrading) subproject. The contract was signed on July 9, 2020, and mobilized on September 22, 2020.

E. Longsheng International Construction Group Co., Ltd. was awarded the contract of C-ICA01 (International Production Capacity Phase I sub-project). The contract was signed on October 16, 2020, and mobilized on October 26, 2020.

F. Yunnan Zhenghao Construction Co., Ltd. was awarded the contract of C-RD01a (Qingshuihe No.1 Road). The contract was signed on March 5, 2021, and mobilized on May 30, 2021.

G. Yunnan Construction First Hydraulic and Hydropower Construction Co., Ltd. was awarded contract C-ENV04 (Qingshui River rehabilitation), with entry on September 1, 2021 and completion expected on February 28, 2023.

H. Hebei Province Second Construction and Engineering Company Limited was awarded contract C-ENV01 (Water Supply), which was signed on 2 September 2021.

I. Guizhou Construction Group Third Construction Engineering Co. was awarded the civil contract C-SS01 (Zhenkang Hospital) on July 7, 2021.

29. Qingshuihe No.2 and No. 6 were completed and accepted during this reporting period. International Capacity Phase I had no construction activity during this period due to the undetermined extent of ramming. The Zhenkang Hospital site involves the relocation of the high voltage corridor, and there is no large-scale construction activity during this reporting period except for local surface clearance at the site. The water supply and river rehabilitation subprojects were mobilized on later September 2021, and no large-scale construction activities have been carried out during this reporting period. The implementation of environmental mitigation measures is focused on Qingshuihe No.1 Road, the Nanting River Bridge, and the Qingshuihe Primary School. 5.1 C-RD04 Nanting River Bridge and Access Roads 30. During the construction period, the contractor has carefully implemented the mitigation measures proposed in the EIA phase, such as. Temporary retaining facilities are set up on the side slopes; the amount of production

wastewater generated during construction is small and is used for dust sprinkling after sedimentation and does not flow directly into the river; construction waste and soil are piled and set up retaining walls, etc., effectively reducing the impact of road construction on water bodies along the road.

The construction camp is rented the former highway department house, and mobile toilets were purchased on site and cleaned regularly.

Construction waste is collected separately and reused as possible; appropriate waste storage containers are provided, and construction waste is regularly transported off-site for disposal.

Trash bins are set up at construction sites and cleaned regularly. To prevent the breeding of flies and mosquitoes during the high temperature season, spraying treatment is used.

The construction area is far away from residential areas, and construction is prohibited at night. Noise-reducing shelters are set up at construction sites to reduce noise dispersion; radio intercoms are used for on-site communication.

5.5 COVID-19 Risk Prevention

31. As of October 31, 2021, there are 125,979 cumulative confirmed cases and 2,733 existing confirmed cases nationwide. 1,563 cumulative confirmed cases in Yunnan Province, of which 1,164 are imported from abroad, and 91 existing confirmed cases, including 86 imported from abroad. In Lincang City, there is one cumulative confirmed case, which was cured in February 2020. There were no new confirmed cases in Lincang during this reporting period. On August 20, August 21-22, and September 3 2021, the Gengma Autonomous County Response to the Epidemic Leading Group Command organized full nucleic acid testing of key prevention and control areas, including seven border villages in Mengding Township, and all the test results were negative.

32. In September 2020, the loan implementation environmental consultant assisted the Lincang City Project Office in developing a health and safety plan for responding to the New Crown epidemic as a supplementary document to the environmental management plan. On 13 August 2021, the Lincang City Leading Group Command for Response to the Epidemic issued Announcement No. 8 on further improving the regular prevention and control of the New Crown pneumonia epidemic, insisting on the principle of no travel to the border 3 counties (Zhenkang County, Gengma Autonomous County, Cangyuan Autonomous County), and the principle that people in the border 3 counties should not go out unless necessary, and that those who do need to enter or leave the border 3 counties should hold a certificate of consent to enter (leave) from the border county epidemic prevention and control command and provide proof of a valid negative nucleic acid test within 72 hours, as well as check the Yunnan Health Code.

33. The construction units have taken a number of measures on site to strengthen the prevention and control of the epidemic on site. Prepare sufficient medical masks, stock up on disinfectant and know how to prepare and

use it, and ensure that other epidemic prevention supplies are in place.

Conduct disinfection of the construction site, living areas, office areas, machinery and equipment and take adequate house-keeping practices.

Workers were provided with information on the prevention and control of the epidemic, disseminated knowledge on pneumonia prevention, and educated to guide them to pay attention to personal hygiene, wash their hands regularly and wear masks.

Closed management of construction sites, strict implementation of the real-name system, registration and verification of real names entering and leaving the sites. Body temperature testing points are set up at the entrances and exits of construction sites, living areas and office areas, and all personnel must wear masks and have their body temperature tested before entering.

All vehicles entering the site are registered. When external vehicles such as those distributing materials and supplies and hauling spoil enter the construction site, body

temperature must be taken and masks worn by the personnel on board, and goods, materials and waste are arranged by the construction unit to be received and unloaded by the personnel on site.

Cooking utensils and tableware should be cleaned and disinfected in a timely manner, and a system of meal sharing and staggered meal times should be implemented. At the same time, construction workers should be provided with the necessary cleaning facilities and hand-washing liquid for washing before meals to ensure food safety.

6.0 SUMMARY OF ENVIRONMENTAL MONITORING

6.1 Environment Monitoring Plan and Responsibilities 34. The environmental monitoring plan required by ADB and specified in the EIA for this project is summarized in table 3-2, 3-3, 3-4, 3-5, 3-6, 3-7 and table 3-8 in the updated EMP, covering various stages of project progress, including pre-construction and design stage, construction stage and operation stage respectively, that are to be carried out by LPMO, the contractors, the CSCs, and EMA. 35. Baseline monitoring prior to construction. Local Design Institute was retained to conduct the existing environmental monitoring during pre-construction and design stage according to the requirement of the EIA. The responsibility was to monitor the quality of water, air, noise and soil at each constructive site for one time in order to gain baseline information. A good understanding of the background information of the constructive sites will be achieved from the monitoring results. The LPMO has engaged a licenced monitoring agency and conducted baseline monitoring in the middle of June 2020. The monitoring results were presented in the 3rd quarterly environmental monitoring report.

36. External environmental monitoring. According to the ADB EIA requirements, during the construction period, the LMP shall hire an external monitoring agency to conduct quarterly impact monitoring on each construction site to evaluate the implementation effectiveness of the environmental management plan. During the reporting period, the environmental consultants and biodiversity consultants of the consulting company updated the external environmental monitoring and biodiversity external monitoring plan during the construction period according to the project site conditions. For details, see Table 3-5 and Table 3-6 in the updated EMP report. The external environmental monitoring agency was mobilized on December 26, 2020 and conducted the 2nd quarterly monitoring in May 2021 and the 3rd monitoring in August 2021. The 3rd quarter monitoring results for 2021 are presented in Section 6.2.

37. Internal Environmental Monitoring by the contractors for construction phase. Monitoring of the quality of water, air, noise and soil during the construction period is a responsibility of the contractor which is defined in the EIA. The construction supervision company (CSC) shall carry out visual inspections at the construction site, including daily, weekly, monthly and quarterly observations, such as weekly inspections of dust reduction measures (sprinkling, transportation means coverage, etc.), maintenance of vehicles and construction equipment, construction waste management; sanitation and safety status, clean water availability and emergency response plan; quarterly inspection of slope stability, surface soil stacking and restoration of construction sites, borrow pits compensatory planting and vegetation restoration, leakage disposal sites and construction sites; random inspection of the intensity of soil erosion and vegetation reconstruction after heavy rains. As of the end of June 2021, Yunnan Lutong Construction Supervision Consulting Co., Ltd. is responsible for the environmental supervision of the C-RD04 project construction site, and Yunnan Supervisory Association Consulting Co., Ltd. is responsible for the environmental supervision of C-RD01a,

C-RD02 and C-RD02-1. Kunming Construction Consulting Management Co., Ltd. is responsible for the supervision of C-SS05 Qingshuihe Guomen Primary School Upgrading and C-SS01 Zhenkang Hospital. Yunnan Engineering Construction Supervision Co., Ltd. is responsible for C-ENV01 Water Supply subproject and C-ENV04 River Rehabilitation subproject. 38. Environmental Monitoring Plan for operation phase. The O&M operator and PMO were retained to monitor the quality of water, air, noise and soil during the operation period which is defined in the EIA. The monitoring parameters, monitoring frequency and sampling locations were updated in table 3-7 in the updated EMP. This part will be implemented one time during commissioning which will be supervised by PIU and LCEEB. 39. Environmental Monitoring Performed by Construction Supervision Company. The responsibilities of CSCs at the constructive sites is to supervise the contractor’s EMP implementation performance, prepare the contractor’s environmental management performance section in monthly project progress reports, and ensure occupational health and safety management at work sites. The key points of specific monitoring description for CSCs was listed in table 3-4 in the updated EMP. CSCs need to do daily, weekly, monthly, quarterly visual inspection and recording. Yunnan Lutong Construction Consulting& Supervising Company is responsible for the C-RD04. Yunnan Supervisory Association Consulting Co. Ltd is the engaged for C-RD01a, C-RD02 and C-RD02-1. Kunming Construction Consulting and Management company is engaged for construction supervision of C-SS05. 40. Environmental Reporting Plan. Environmental reporting plan was listed in table 3-9 in the updated EMP. During this reporting period, the monthly monitoring reports for July to September 2021 were submitted to PIU in LBECZ by the CSCs of C-RD04, C-RD01a, C-SS05 and C-ENV04. C-ICA01, C-RD02 and C-RD02-1 have no construction activities during this reporting period so the CSCs did not prepare environmental monitoring report. C-RD02-1, C-RD02-1, and C-ICA01 had no construction activity during this reporting period and did not prepare monthly environmental Progress Report.C-SS01 Zhenkang Hospital has no intensive construction activities and no Supervisory Environmental Report has been prepared for this reporting period as the high voltage corridor has not yet been relocated.C-ENV01 Water Supply Project entered the site at the end of September and no Supervisory Environmental Report has been submitted for this reporting period.

6.2 Environmental Monitoring Results 41. Noise. Yunnan Kunfa Environmental Technology Co., Ltd. monitored the noise around the project construction site and sensitive points from 11 August 2021 to 12 August 2021. The daytime and nighttime noise on two consecutive days could meet the Sound Environment Quality Standard (GB3096-2008) Class 2 and Class 4a standards. The impact of the project construction on the surrounding residents is not significant. It is recommended that the contractors continue to strengthen the management of construction vehicles, reasonably configure construction machinery activities and reduce the pollution of sudden noise. 42. Air quality. According to "Ambient Air Quality Standards" (GB3095-2012), the 24-hour average concentration secondary standards of TSP, PM10, PM2.5, NOx, SO2 and hourly CO are 300 ug/m3, 150 ug/ m3, 75 ug/ m3, 80 ug/ m3, 150 ug/ m3 and 10 mg/ m3.

43. From the monitoring data of Yunnan Kunfa Environmental Technology Co., Ltd. from August 10, 2021 to August 12, 2021 and from August 14, 2021 to August 16, 2021, the concentration of pollutants at each monitoring point meets the Ambient Air Quality Standard (GB3095-2012) Class II standard. Road construction dust has a certain impact on the air environment along the route, and the air pollution mitigation measures proposed in the EIA should be implemented seriously, and the site should be sprinkled with water to reduce dust and covered with tarpaulins and other measures.

section of the Nanting River met the Class III standard of the Environmental Quality Standard for Surface Water (GB3838-2002) except for dissolved oxygen, and the exceedance of dissolved oxygen was not obvious. The main reason for the exceedance was due to the high temperature on the monitoring day.

6.3 Ecological monitoring 46. In September 2021, Yunnan Kunfa Environmental Technology Co., Ltd. organized ecological experts to conduct the third quarter ecological monitoring. The survey used several methods such as site survey, data collection, consultation with relevant departments and interviews with local residents. As the sub-projects involved in ecological monitoring were under construction at the time of the survey, only the Nanting River Bridge was under construction and the Qingshui River Rehabilitation subproject has design document, so this survey mainly conducted a detailed survey of the construction area of the Nanting River Bridge and the Qingshui River rehabilitation area, and a baseline survey for the remaining sub-projects. The main findings of the ecological survey are as follows.

(1) Flora: The natural vegetation within the construction area of the Nanting River Bridge consists of seasonal rainforests, oyster forests, and shrubs and grasses. The natural vegetation distributed within the construction area of the Qingshui River rehabilitation subproject is mainly sparse shrubby grasses.

A total of 114 families, 382 genera and 612 species of terrestrial vascular plants were identified in and around the construction area of Nanting River Bridge and Qingshui River rehabilitation, including: ferns, 17 families, 23 genera and 32 species (according to the Qin Renchang 1978 system); gymnosperms, 3 families, 4 genera and 5 species (according to the Zheng Wanjun system); angiosperms, 94 families, 355 genera and 575 species (according to the Hachinsong system). One Tetrameles nudiflora is distributed along the right bank of the downstream haul road in the construction area of the Nanting River Bridge, which is a national Grade II protected plant. According to the field monitoring, from January 2021 to April 2021, the construction of the Nanting River Bridge did not take up any over-extended area, the plant species surveyed remained unchanged, and the construction did not affect the plant resources and plant species. However, a Tetrameles nudiflora tree along the downstream transport road on the right bank has not been specially protected and is likely to be damaged by side slope runoff during the rainy season. It is recommended that the Tetrameles nudiflora tree be protected.

(2) Terrestrial vertebrates: According to the monitoring, 101 species, belonging to 21 orders, 48 families and 79 genera, have been investigated in and around the construction area of Nanting River Bridge and Qingshui River rehabilitation area. There are 8 species of national protected animals, namely Tylototriton verrucoosus, Milvus migrans, Falco tinnunculus, Accipiter nisus, Glaucidium cuculoides, Centropus sinensis, Felis cat, Glaucidium cuculoides, and Glaucidium cuculoides. Centropus sinensis, Felis bengalensis, and Prionodon pardicolor. based on comparative monitoring, the species of terrestrial vertebrates did not change during the construction of the Nanting River Bridge. With the increase in construction workers and human activity, the number of rodents, especially small rodents, in the survey area has increased; the number of the four protected raptor species has increased due to the increase in the number of rodent small rodents. The number of protected birds has also increased.

(3) Fish: According to the monitoring, 40 species of fish were surveyed in the construction area of the Nanting River Bridge sub-project, belonging to 28 genera in 11 families and 5 orders. The composition of fish species in the construction area did not change significantly from the

second quarter survey, and the number of fish caught in the river increased due to the flood season. Two orders, three families, five genera and five species of fish were found in the Qingshui River rehabilitation area. All were small fish common to the Nanting River basin.

(4) The Qingshui River water system management project occupies mainly rubber plantations, and the forest land occupied is mainly artificial teak forest, and no natural forest is involved. The occupation of the project will reduce the area of sparse shrubs and grasses, but the sparse shrubs and grasses are widely distributed around the project area, so it can be considered that the impact of the Qing Shui particular River system management project on the area and function of terrestrial vegetation is relatively small. The plant species selected for the plant design proposed in the preliminary design are relatively single, and gerbera (Autumn Ying Cosmos bipinnata) is an exotic species, and the project area is suitable for its growth, and has been listed as an invasive alien species, so it is recommended to use native species in order to protect the local terrestrial ecological environment. February orchid as a flower is an excellent landscape plant, but under the annual temperature conditions of the project construction area, it is extremely difficult to vernalize and bloom, and it is a one-year-old herbaceous plant, so it is difficult to carry out subsequent management and care, so it is recommended to use other species.

7.0 GRIEVANCE REDRESS MECHANISM AND IMPLEMENTATION

47. Grievance Redress Mechanism (GRM) has been established at PMO level. The GRM provided specific guidance and procedure in handling complaints from individuals living nearby the construction sites, groups or institutes influenced by the construction activities. Figure 7.1-1 illustrates GRM five steps and timeframe. 48. The Project Public Complaint Units (PPCU) was established in the PIU in LBECZ and GRM was developed to handle complaints from individuals, groups or institutes influenced by the construction activities on June 1st 2020. Cai Shengquan (菜胜泉) was nominated as the team leader in PPCU, and three members, Li Hailiang (李海量), Wu Peijun (吴沛军) and Bai Guangneng (白光能), were nominated. The contact information including name, phone number, address, and email was published to the public through website of LBECZ ( http://www.lincang.gov.cn/lcsrmzf/lcbjjjhzqglwyh/tztg38/529346/index.html see Figure 7.1-2). 49. The four contractors of C-RD04, C-RD02 & C-RD02-1 and C-SS05 set up GRM boards at the construction sites respectively; and the procedure of GRM and the contact information of PPCU was disclosed to the public (see Figure 7.1-3). C-RD01a has set up a public notice board, but it focuses more on the payment of workers and does not contain an environmental grievance channel. C-RD01a, C-SS01, C-ENV01, C-ENV04 and C-ICA01 will set up a special notice board for environmental grievance mechanism as required. 50. There has been no complaint received by the PPCUs and contractors in LBECZ since GRM established in Lingcang.

8.0 INSTITUTIONAL STRENGTHENING AND TRAINING

51. On August 16, 2021, ADB organized an online environmental safeguards training for ADB loan projects under implementation. The training was attended by environmental-related staff from the Lincolnshire Project Office. Detailed training on the implementation of the environmental management plan is planned to be organized by contractors, supervisors, project offices and implementation units of all subprojects under construction on October 19, 2021.

9.0 Issues and Corrective Actions

(1) Water environment 53. The monitoring data for three consecutive days from August 13, 2021 to August 13, 2021 show that the monitoring data for both the upper and lower reaches of the C-RD04 bridge section of the Nanting River meet the Environmental Quality Standard for Surface Water (GB3838-2002) Class III standard except for dissolved oxygen, which was caused by high temperature at the day of sampling.

(2) Atmospheric environment 54. The monitoring results show that the concentration of pollutants at each monitoring point meets the Ambient Air Quality Standard (GB3095-2012) Class II standard, from August 10, 2021 to August 16, 2021. Road construction dust has a certain impact on the air environment along the route, and the air pollution mitigation measures proposed in the EIA should be implemented seriously, and the site should be sprinkled with water to reduce dust and covered with a tarp.

(3) Sound environment 55. The monitoring data from August 11, 2021 to August 14, 2021 at the monitoring points around the project construction site and sensitive points for two consecutive days at daytime and nighttime can meet the sound environment quality standard (GB3096-2008) class 2 and class 4a standards. The impact of the construction on surrounding residents is not significant. It is recommended that all contractors continue to strengthen the management of construction vehicles and reasonably allocate construction machinery activities to reduce sudden noise.

(4) Ecological environment 56. A second-class protected tree, along the transport road downstream of the right bank of the Nanting River Bridge is not specially protected and is susceptible to damage from side slope runoff during the rainy season. Protective fence is recommended. 57. The greening and restoration plant species selected for the preliminary design of the Qing Shui River rehabilitation is relatively single, and gerbera (Cosmos bipinnata) is an exotic species. The project area is suitable for its growth and it has been listed as an invasive alien species. I n order to protect the local terrestrial ecological environment, it is recommended to use other native species. Orychophragmus violaceu as a flower is an excellent landscape plant, but under the annual accumulation conditions of the project area, it is extremely difficult to vernalize and bloom, and it is a 1-year-old herbaceous plant, which is difficult to maintain subsequently. It is recommended to use the combination of trees, shrubs and grasses for landscape greening and revegetation, and the plants selected should be native species. (5) Grievance mechanism 1) C-ICA01 Contractor has no construction activity during this reporting period and shall

prepare a site environmental management plan and establish a grievance mechanism notice board prior to resuming construction.

2) C-RD01a was mobilized in May 2021 and it is required to install a notice board for the grievance mechanism as soon as possible.

(6) Capacity-building 58. The loan implementation environmental consultant plans to conduct environmental management training for all contractors and supervisors on October 19, 2021, especially providing training on the preparation of a construction site environmental management plan, installation of an environmental complaint response mechanism notice board at the construction site, and the implementation of appropriate environmental protection and mitigation measures.
