The committee noted that Board has already issued IP A on 16.11.2018 to applicant for his termloan sanctioned on 21. 09 .2017 and promoter have now requested NHB to allow him for re-sanction of term loan as IPA was received after expiry of validity period of 151 term loan and bankhas refused to extend the term loan sanction letter and agreeing to sanction new term loan only.After detailed discussion committee rejected the request of applicant to consider new loansanctioned after cut off date as operational guidelines do not have such provision. Committeerecommended that applicant may apply a fresh for IP A under IP A Scheme 2019-20, if he so wish.

The proposal was approved for issuance of IPA in PPACmeeting held on 12.01.2018 and IPA was issued to theapplicant on 29.06.2018. NHB has received the subsidyclaim after completion of the project on 05.12.2018 andinstruction for conducting JIT were issued on27.09.2018.

Vide letter dated 01.12.2018 Deputy Director, NationalHorticulture Board, Raipur (CG) has informed that whilegoing through the examination of the bank sanction letterissued by bank, it has been found that the lending bankhas sanctioned the term loan for the above said projecton 28.03.2018, whereas the applicant has forwarded thesanction letter dated 28.09.2017 at the time ofsubmission of IPA & subsidy claim.

In this context, it is submitted that the above saidproposal is not eligible as per NHB guidelines beingsanction date 28.03.2018 whereas company applied forIPA on 29.09.2017 and furnished sanction letter &appraisal note dated 28.09.2017 at the time of IPAapplication. Accordingly, IPA was issued to theapplicant company on 29.06.2018. As per NHBguidelines, the sanction should be on or before the dateof applying online on NHB website for issuance of IPA.The company has concealed the facts of the case.

In view of the above, the proposal may be closed.Rejected.

Proposal is not eligible as per NHB guidelines beingTerm Loan sanction date 28.03.2018 whereas companyapplied for IPA on 29.09.2017 and furnished sanctionletter & appraisal note dated 28.09.2017 at the time ofIPA application. However, we have received the re-presentation fromthe promoter regarding inclusion of the remainingKhasara Nos. in the IPA letter issued on 18.01.2018as DD, NHB has raised this query before conductingJIT as the project is already completed.

It has been clarified by the promoter that the totalland area of the project are having 25 Khasara Nos.However, they were able to input only 08 khasaranos. in online IPA application submitted to NHB.Further, they have sent the hard copy of the IPAapplication and filled in all 25 khasara nos. i.e.2/11111, 21111/2, 7/3/2, 7/4/2, 74/3, 75/3, 74/5/1,74/6/2, 74/7/3, 75/9/3, 75/10/2, 7/3/1, 7/4/1, 74/5/2,74/6/3,74/7/2,75/9/2,75/1011, 7/3/3, 7/4/3, 74/5/3,74/6/1, 74/7/1, 75/911 & 75/10/3 at Village -Mardaniya and Jalud, Taluka - Maheshwar, District- Khargone (MP). The same khasara nos. werefound mentioned in the appraisal note of the bank.However, NHB while preparing agenda notesmentioned only Khasara Nos. which were given inthe soft copy of the IPA application and IPA wasalso issued for the same khasara nos. instead of all25 khasara nos. It is observed that the project is an integrated onehaving cold storage (5722 MT), APEDAapproved packaging house & Food processingline with a total project cost of 2885.88 lakh andhas been appraised as a whole, not beenappraised separately showing expenditure for all03 components/activities. Thus, for only coldstorage of 5722 MT, the cost is very high, hence,may not be financially viable.

4. The design condition for temperature proposed inDPR is for -2 to -20 degree in Chamber-I & forremaining 7 Chambers it is 2 degree to -8 degreeC is not needed for fresh horti. Produce under CSType-l as proposed.

5. It seems that the term loan in the project issanctioned by bank on 15.09.2017 as per aboveDPR.
