Educational Goals ofUMR

As Missouri’s technological research university, theUniversity of Missouri-Rolla’s mission is to educate to-morrow’s leaders. In a world growing increasingly de-pendent on science and technology, tomorrow’s gradu-ates must be prepared to be leaders in more than justtheir chosen professions. They must also be leaders inbusiness, in government, in education, and in all as-pects of society. UMR is dedicated to providing leader-ship opportunities for its students. UMR’s programs in science, engineering, and busi-ness, its technology transfer programs, its leadershipopportunities, and its learning environment are all inte-gral parts of the total educational package available tostudents who attend the University of Missouri-Rolla.

Mission StatementThe University of Missouri-Rolla, Missouri’s Techno-

logical Research University, offers educational programsin major disciplines that are technology-based, technol-ogy-dependent, or complementary to these programsand is responsible for meeting Missour’s need for engi-neering education. It is a premier source of leaders forour rapidly changing society--leaders able to identifyand solve complex societal and technical challenges; tocreate, assimilate, synthesize andj communicate knowl-edge; to work effectively as team members in diverseenvironments; to adapt to change through life-longlearning; and to improve quality of life for the citizens ofthe state and nation.

UMR conducts nationally recognized research anddevelops and integrates new technologies in areaswhich improve the well-being of our citizens. The uni-versity stimulates economic development by creatingand disseminating knowledge, by providing an educat-ed work force, by encouraging and providing continuingeducation for lifelong learning, and by fostering part-nerships among university, industry, and governmentgroups.

VisionThe University of Missouri-Rolla continuously strives

A college education offers you a number of options.It can be the foundation you’ll need to pursue a chal-lenging career or the background to further your stud-ies in a graduate or professional school.

Selecting the college or university that will help youprepare for these options is a decision that requirescareful consideration. In classes at UMR, you are encouraged to partici-pate and explore the subjects that are of interest to you.Technologically advanced laboratories help you under-stand the concepts learned in the classroom. Professorsand advisors will help you plan your academic programso that you may attain your academic and career goals.

Co-curricular activities provide outlets for your in-terests and talents. There are intercollegiate athleticsand intramural sports, musical groups and dramaticproductions, and student publications. You also can ex-plore the rivers, parks, and lakes of the nearby MissouriOzarks and enjoy St. Louis and Springfield, each withinapproximately 100 miles of Rolla.

UMR offers opportunities to help you with your edu-cational finances. If you are eligible, there are loans,grants, and scholarships available, or you can apply fora part-time job through the work-study program.

The Cooperative Training Program at UMR allowsqualified students to alternate semesters of school withsemesters of work in industry. When you are ready tograduate, the Career Opportunities Center offers job-finding assistance.

About the CampusUMR's 284-acre campus is located in the eastern

foothills of the beautiful Missouri Ozarks. Founded in1870 as the Missouri School of Mines, the University ofMissouri-Rolla is Missouri’s premier technological re-search university. UMR offers more than 65 B.S., M.S.and Ph.D. degree programs through its College of Artsand Sciences, School of Engineering, School of Manage-ment and Information Systems and School of Materials,Energy and Earth Resources. As a leading research uni-versity, the UMR campus has 23 research centers, labsand institutes. During the 2003-04 academic year, UMRearned over $30 million in research awards and grants.UMR enrolls 5,500 extremely talented students from 44states and 63 foreign countries. More than70 percent ofstudents study in engineering, science and the comput-er fields, and more than a quarter of students have amajor or minor in the liberal arts. Many of the nation'stop companies and graduate schools actively recruitUMR graduates. Approzimately 96 percent of UMR grad-uates secure a position in the field of their choice or en-roll in graduate school within three months of gradua-tion. The class of 2004 had an average starting salary ofover $47,000.

Campus LifeUMR offers a number of campus living options,

ranging from traditional residence halls to fraternity andsorority houses and the new Residential College. Theuniversity has more than 200 student organizations in-cluding more than 15 student design teams, a compet-itive NCAA Division II varsity sports program, studentprofessional societies, theater and music programs anda student radio station. A highlight of the campus cal-endar is the one of the largest college St. Pat's celebra-tions in the country.

University of MissouriStructure & History

The four University of Missouri campuses are locat-ed in Rolla, Columbia, Kansas City and St. Louis. Gov-erning these campuses is the Board of Curators whosemembers are appointed by the Governor of Missouri andconfirmed by the Missouri Senate. The president of theuniversity directs and coordinates programs of all fourcampuses with assistance from staff in finance, busi-ness management, academic affairs, research, exten-sion, development, public information, and other uni-versity services. The activities of each campus are un-der the supervision of a chancellor, who directs campusaffairs within policies established by the UM Board ofCurators and the president.

The University of Missouri has a long and proud his-tory. It was established at Columbia in 1839, only 18years after Missouri became a state. A land-grant uni-versity, UM is recognized as the first state universitywest of the Mississippi River. The university remained asingle campus institution until 1870 when the Universi-ty of Missouri School of Mines and Metallurgy (UMR'sformer designation) was established at Rolla. Campus-es at St. Louis and Kansas City were added in 1963.

AdmissionRequirements

Applications for the fall semester should be submit-ted by July 1, for the spring semester by Dec. 1, and forthe summer session by May 1. All first-time applicantsmust submit an application fee of $35, paid in U.S. cur-rency only. An application, application fee, high schooltranscript and one appropriate test score (ACT or SAT)must be submitted. Acceptance is on a rolling basis.

The completed admission application (with support-ing documents) serves as the scholarship application formost merit-based aid programs. Priority scholarshipdeadline will be December 1 and final scholarship dead-line will be February 1 with scholarships awarded on arolling basis.

Upon acceptance, new students are required to at-tend a Preview, Registration, and Orientation (PRO) ses-sion and comply with the Health Services Policy (seeStudent Health Services).

Regular Admission From High School The following minimum requirements are estab-

lished for general admission of first-time college stu-dents to the University of Missouri-Rolla (UMR). Meetingthe minimum requirements, however, does not guaran-tee admission. The Office of Admissions will notify ap-plicants in a timely manner whether they have been ac-cepted, rejected, or placed on a waiting list.

Effective as of the fall semester 1997, regular ad-mission of first-time college students (entering fresh-man) requires completion of at least 17 units of credit(1 unit = 1 year in class) as follows:A) Four (4) units of English, one of which may be

speech or debate. Two units emphasizing composi-tion or writing skills are required.

B) Four (4) units of mathematics (Algebra I or high-er). This requirement may be satisfied by the com-pletion of courses in middle school, junior high, orsenior high.

C) Three (3) units of science (not including GeneralScience). The three units of science must include atleast one laboratory course and must include unitsfrom at least two of the following areas: physicalscience, biology, physics, chemistry, and earth sci-ences. This requirement may be satisfied by thecompletion of courses in middle school, junior high,or senior high.

D) Three (3) units of social studies.E) One (1) unit of fine arts, to be taken in visual arts,

music, dance or theater.F) Two (2) units of a single foreign language. This re-

quirement may be satisfied by the completion ofcourses in middle school, junior high, or senior high.

Students will also be evaluated on a combination ofaptitude examination percentile (ACT or SAT test), classrank and grade point average (GPA). If the sum of thehigh school class rank percentile and aptitude examina-tion percentile is:

120 or greater: The student is generally directly ad-missible. However, the university placement processmay require remediation and reduced schedules forsome students.

100-120: Students in this range are frequently athigh risk in successfully completing university levelwork. Students in this category may be admitted, butwill receive advising, recommendations for remediation,and reduced academic schedules.

less than 100: Students in this range are normallyadmissible only after additional academic developmentwhich is not available at UMR. Students in this categoryare encouraged to apply to UMR through the TransferAssistance Program (TAP).

The University seeks a heterogenous student bodyreflecting diversity of race, gender, ethnicity, age, geog-raphy (including international students), and physicaldisability. Factors given prime consideration for admis-sion to undergraduate study are an applicant’s previousacademic success and the quality of the records pre-sented. Applicants who do not meet the criteria set forthfor regular admission from high school may be consid-ered by appealing to the Admissions Appeal Committee.Additional factors which may be considered for admis-sions include:

• extensive extracurricular activity• personal statement of 200 words or less (optional)• outstanding talents and/or abilities• number and scope of college preparatory courses taken• evidence of marked improvement, over time, in

high school academic record• significant work experience and/or family responsibilities

Special Admission Cases1) Early Admission from High School. Superior high

school students may be admitted before they havegraduated from high school. There are two types ofearly admission:A) If the student has completed all of the require-

ments for graduation from high school, eligibili-ty for admission will be determined by the pro-cedures established for regular admission fromhigh school. Certification by the high schoolprincipal or counselor that graduation require-ments have been met and a high school diplo-ma will be issued is required.

B) If the student has not completed all require-ments for graduation from high school, a testscore and a high school class rank must be pre-sented. The combination of test score and classrank will be evaluated on the basis of a standardthat is higher than the standard for regular ad-mission from high school. A GED will be requiredin lieu of a diploma.

In either case, an interview will be required and thefollowing information is required from each applicant:

• application for admission• high school transcript (sent by school)• letter of recommendation from high school prin-

cipal or counselor• written parental approval

2) Dual High School-University Enrollment. Superiorhigh school students may be admitted in a specialstudent category for the purpose of taking universi-ty courses while in high school. Students from highschools in the local areas are served by this option.Students must submit a regular application for ad-mission along with a special request that includes ahigh school recommendation and written parentalapproval. Admissions are limited and governed byspace available in, and prerequisites for, the desiredcourse or courses.

3) Trial Admission. Graduates of Missouri high schoolswho do not meet the standards for regular admis-sion from high school may be admitted on a condi-tional basis, in the summer session, to any campusof the university. Typically, the enrollment is for sixhours, and if “C” grades or better are earned inthose six hours, the student is permitted to enrollthe following semester.

4) Accredited High School Equivalency. An individualmay apply for admission on the basis of scores onthe General Educational Development (accredited)test after the individual’s high school class has grad-uated. Applicants in this category are admitted onan individual basis.

5) Graduates of Accredited High Schools. Graduateswho have been out of high school for a number ofyears or for similar reason do not have a record ofrank in high school class are required to have a min-imum ACT enhanced composite of 24 or equivalentSAT for direct admission.

6) Admission from Non-Accredited High Schools andHome Schooled Students. Graduates of high schoolsthat are not accredited by recognized regional ac-crediting associations or approved by recognizedstate agencies; e.g., the University of Missouri Com-mittee on the Accreditation of Non-Public Schools,are required to have a minimum ACT enhancedcomposite of 24 or equivalent SAT. This applies tohome schooled students.

7) Admission from Non-Ranking High Schools. Gradu-ates of high schools that do not rank their studentsare considered on an individual basis. A minimumACT Composite score of 24 or equivalent SAT is nor-mally required.

A Campus Admissions Committee will establish nec-essary policies for and oversee the administration ofthese regulations. The committee, or the director of ad-mission acting under its direction, will determine whichapplicants will be admitted. The committee has the au-thority to establish standard application forms, to re-quest interviews from an applicant, and to establishprocedures for admission during the senior year whilerequired courses are being completed. The committeehas the authority to establish procedures for early ad-mission from high school, dual high school-universityenrollment, trial admission, and GED high school equiv-alency enrollment.

Admission of Transfer StudentsThe following minimal requirements are established

for general admission of transfer students. They do notinclude more stringent requirements that may be es-tablished by the faculties of the individual schools, col-leges, or campuses, or the requirements of special pro-grams within some schools (most engineering degreeprograms require a higher GPA for admission). It is theresponsibility of the transfer student to check with UMRtransfer personnel regarding admission requirements.

1) A student who has completed fewer than 24 semes-ter hours of college-level work must apply under theprocedures for admission to the freshman class andmust have at least a 2.0 overall grade point average(4.0 system) in all college-level courses attemptedat previous institutions.

2) An applicant who has completed 24 or more semes-ter hours of college-level work is eligible for admis-sion if he or she is in good standing and has attainedan overall grade point average of at least 2.0 (4.0system) in all college-level courses attempted atprevious institutions. (Each campus faculty govern-ing group shall review the performance of transferstudents and may recommend at that time a meas-ure of performance which would indicate a reason-able chance of making a 2.0 grade point average atthe university.) A 2.0 gpa does not guarantee ad-mission to specific degree programs.

3) An applicant who does not meet these standardsmay apply by submitting to the Admissions Com-mittee such data as the committee considers appro-priate. The committee, or the director of admissionsacting under its direction, may determine who shallbe admitted.

Admission of International StudentsInternational students who wish to enter the Uni-versity of Missouri-Rolla are required to:

1) Demonstrate sufficient command of English to suc-cessfully pursue work at the University of Missouri-Rolla. Departments normally require a TOEFL scoreof 213 (computer based score) or 79 (Internet-based scoring) or 550 (paper-based score). Stu-dents may also submit proof of successful comple-tion of a recognized ESL program.

2) Submit an application for admission, accompaniedby a $35.00 admission fee. Must be in U.S. curren-cy. (No waivers.)

3) Submit at the earliest possible date official tran-scripts (mark sheets) for each year from all schoolsattended, showing courses taken, grades earned,rank in class, grade point average, and class or di-vision earned if applicable. The applicant will be no-tified when evaluation is completed. Please note thefollowing condition:

Students transferring from another Americancollege or university are required to complete atleast one semester before transferring. With theapplication, students must submit a complete tran-script. Official transcripts must be sent directly

from all previously attended colleges or universi-ties. A list of courses in progress must also be sent.UMR’s international student School TransferEligibility form must be completed by the interna-tional student advisor from American institutionsattended.

4) Submit a statement verifying ability to provide fi-nancial support:A) Applicants: A financial statement made by the

sponsor or bank indicating source and amountof funds available per year.

Note: Your application for admission will not be givenconsideration until items one through four (English ver-ification, application fee, complete transcripts, financialstatement) have been received. If your completedapplication materials are not received by the deadlinesindicated below, admission may be delayed one semes-ter.

• Fall semester – June 15• Spring semester – November 15• Summer session – April 1

Dual Enrollment of UMR Undergradu-ate Students in Graduate School

Admission for dual enrollment as an undergraduateand graduate student during the second semester of thestudent’s senior year is granted by the director of ad-missions with the approval of the department chair andschool/college dean. Admission is normally given tothose students who rank in the upper third of their un-dergraduate class. As an alternative to class rank, stu-dents who have a 3.00 or above cumulative GPA for theprevious three semesters and a 3.00 mid-semester GPAin the semester prior to registering shall be permitted todually enroll. Honors program students may be duallyenrolled for two semesters of their senior year. A stu-dent who desires to dually enroll must submit a gradu-ate application for admission to the director of admis-sions. Students must declare which courses are to betaken for graduate credit within the first two weeks ofeach semester. A student must take at least three hoursfor undergraduate credit from UMR in a given semester.

Dual enrollment is limited to 16 credit hours per se-mester. Petitions for excess hours are considered by theschool/college dean. If a dually enrolled student fails tomeet undergraduate requirements, the probationarystatus will be that of an undergraduate student and willbe judged without reference to graduate grades.

Transfer Credit PolicyUMR accepts college-level (not remedial) course

credits. All grades, quality points and credit hours aretransferred and computed in the cumulative GPA.Grades not included in the transfer institution’s GPA dueto a repeat or forgiveness policy may be removed fromthe UMR cumulative GPA upon verification to the Regis-trar’s Office. No more than 15 semester transfer hourswill be dropped from the calculation of the student’s cu-mulative GPA.

College-level (not remedial) course credit earnedwhile enrolled in high school (dual-credit) shall followthe same policy as transfer credit.

The last 60 hours of an undergraduate programmust normally be taken in residence at UMR. A studentmay, with departmental approval, take up to 15 hoursof this 60 hours off campus. If the student wishes to ex-ceed 15 hours (of the last 60 hours) taken off campus,the student must obtain approval of the dean of the stu-dent’s school or college upon recommendation of thestudent’s department chair.

Mathematics Placement TestAll new freshmen or especially those planning to

major in engineering and science will take placementtests in algebra and trigonometry. These tests will begiven during the spring and summer orientation ses-sions or during the fall registration (for those who do notpreregister). A high level of performance is required onboth these tests in order to place into Calculus with An-alytic Geometry I the first semester. Therefore, it isstrongly recommended that students have four years ofhigh school mathematics courses and that algebra andtrigonometry be thoroughly reviewed before takingthese tests.

Credit by ExaminationThere are six different programs included in UMR’s

credit by examination policy. These programs includeAdvanced Placement, International Baccalaureate, sub-ject exams in the College Level Examination Program(CLEP), UMR Placement Testing, militarycoursework/experiences (Commission on Accreditationof Services), and in some instances, departmental ex-aminations. Transfer Assistance Program (TAP)Missouri institutions of higher education welcome

transfer students; however, you should be aware thatactual requirements for degrees vary from institution toinstitution. This factor makes it particularly important foryou to contact the campus where you eventually wish tograduate very early in your academic program. By ar-ranging an advance understanding of the transfer of ap-plicable courses, it is likely that problems can be mini-mized. Unresolved problems of credit transfer may beappealed to the Student Scholastic Appeals Committee.

The Transfer Assistance Program, TAP, is designedto assist entering students during their first two years ofcollege at another participating institution and then as-sist them in completing their education at UMR.

When students enroll in TAP, they will be providedwith a model transfer program that is developed in con-junction with the participating local college. TAP pro-vides a semester-by-semester course of study for thetwo years spent at a participating college.

UMR Transfer staff will assist transfer students withquestions and make regularly scheduled visits to partic-ipating colleges. Specially trained UMR academic advi-sors assist with pre-advising programs that offer thesame opportunity for course selection as currently en-rolled students.

TAP students generally do well academically; how-ever, the first semester at UMR can be a time of adjust-ment. The Admissions transfer personnel will help thestudent adapt to the campus.

Orientation programs designed specifically for thetransfer student allow new transfer students to speakwith students who have already made the transitionfrom their two-or four-year local college to UMR and todiscuss career and personal counseling, computer serv-ices, placement services, health services, student activ-ities, and library instruction.

Fees“The University reserves the right to modify by in-

crease or decrease the fees charged for attendance andother services at the University, including but not limit-ed to educational fees, at any time when in the discre-tion of the governing board the same is in the best in-terest of the University, provided that no increases canor will be effective unless approved by the governingboard not less than thirty (30) days prior to the begin-ning of the academic term (semester, etc,) to which thefees are applicable, with all modification of fees to be ef-fective irrespective as to whether fees have or have notbeen paid by or on behalf of a student prior to the ef-fective date of the modification.”

Educational FeesAll students enrolled at UMR are required to pay an

educational fee.

Courses audited and courses taken for reducedcredit will be counted at their normal credit value incomputing the amount of fees to be paid. Students en-rolling in zero credit hours are required to pay fees ac-cording to the equivalent credit for the course.The difference between the educational fee for nonresi-dent and Missouri resident students is waived for agraduate or first professional degree student who is ateaching, research or extension assistant holding a .25or more FTE (full-time equivalent appointment).

The difference between the educational fee for non-resident and Missouri resident student is waived for a

graduate or first professional degree student holding a fel-lowship which does not include payment of required fees.

Information Technology FeeAll students enrolled at the University of Missouri-

Rolla are required to pay an Information Technology Feeof $11.30 per hour.

Supplemental FeesAn additional Supplemental Fee will apply for the

following and will be charged per credit hour:Engineering Supplemental Fee of $50.50 per credit

hour will be charged to all students enrolled in engi-neering courses, except for courses offered by the De-partment of Geology & Geophysics. Co-listed coursesare subject to the Engineering Supplemental Fee.

Science Supplemental Fee of $50.50 per credit hourwill be charged to all students enrolled in Computer Sci-ence, Biological Sciences, Chemistry, Geology, and Geo-physics courses. Co-listed courses are subject to theScience Supplemental Fee.

Science Supplemental Fee of $25.20 per credit hourwill be charged to all students enrolled in Physics cours-es. Co-listed courses are subject to the Science Supple-mental Fee.

Business, IS&T, and M&IS Course Fee of $25.20 percredit hour will be charged to all students enrolled inBusiness, IS&T, and M&IS courses. Co-listed courses aresubject to the Business Supplemental Fee.

Student Activity/Facility FeeA student Activity/Facility Fee is charged to students

each semester to pay for a variety of activities, servicesand bonded debt on student fee funded buildings. Theactivity/facility fee is determined and approved by theStudent Council. The activity/facility fee includes feesfor the Havener Center, intramural and recreational fa-cilities and programs, campus events, the studentnewspaper, radio station and yearbook, and funding fora variety of student organizations. The activity fee forthe fall semester is $287.60, for the spring semester is$287.60, and for the summer semester is $122.10. TheRollaMo Yearbook fee of $10.00 will be charged to allundergraduate students enrolled for seven or morehours and will remain optional for all undergraduate stu-dents enrolled for less than seven hours and all gradu-ate students. Graduate students pay $2.20 to fund theCouncil of Graduate Students. The activity/facility fee isprorated for students enrolled in less than 10 hours.

The activity/facility fee is charged to all students,undergraduate and graduate. Students attending theEngineering Education Center in St. Louis pay the des-ignated UMSL student activity fee.

Health Service FeeThe Health Service Fee is charged to all students,

graduate and undergraduate (full or part time enrolled.)• Fall/Spring session: $73.00 per session• Summer session: $36.50

Time of Payment of FeesAll fees must be paid in full, or payment arrange-

ments made, at the time of registration at the openingof each semester or term as a condition of admission toclasses. Consult the academic calendar for dates of reg-istration and payment of fees.

Minimum Fee Payment PlanThe student’s account (to include fees, housing,

telephone, traffic violations, etc.) will be billed for thefull amount each month with a minimum payment al-lowed. The minimum payment is derived by dividing thefull account balance by the number of scheduled pay-ments remaining in the semester. If a student choosesto pay the minimum amount, a 1% per month interestcharge will be assessed on the remaining unpaid ac-count balance.

Late Payment FeeStudent fee accounts will be subject to a late fee of

$10.00 for unpaid amounts billed when payment is notreceived by the scheduled due date as communicatedon the student’s monthly billing statement. If the mini-mum payment or billed balance due is paid on or beforethe scheduled due date, as it appears on the student’smonthly billing statement, no late fees will apply.

Past due amounts owed the University must be sat-isfied by payment in full. Failure to pay may result intranscripts or diplomas being withheld. The Universitywill pursue appropriate collections practices which mayinclude referrals to a collection agency for accounts thatremain past due. The account may be assessed an ad-ditional collection charge of up to 35% of the balance ifreferral to a collection agency becomes necessary.

Financial Aid:Approved financial aid is applied directly to a stu-

dent’s account. The entry will appear as a credit on thebilling statement and will reduce the current term bal-ance due. The balance remaining after application of fi-nancial aid will be billed to the student and will be sub-

ject to the minimum payment process and interestcharge calculation.

Personal ChecksPersonal checks will be accepted only for the

amount due from the student. A late registration fee willbe assessed if a check presented in payment of studentfees is returned unpaid and remains unpaid after theclose of the regular registration period.

Credit CardsThe University of Missouri Cashier's offices will no

longer accept Visa-branded credit cards for payments tothe student account. If you choose to make paymentson the student account using MasterCard or Discovercards, the third-party vendor will add a service chargeof 2.75% to the transaction.

To avoid the service charge, students are able tomake payments directly from any checking account byusing the new web payment option (Electronic FundsTransfer) through Joe'SS, simply by entering thebank/financial institution routing and account numberinformation at the time of online payment. The studentwill need their single sign-on and password in order tomake payment. The student is the only one that wouldhave this information.

Parents are able to make a credit card payment bygoing to the cashier's office web site atwww.campus.edu/cashier and clicking on the "Make aParental Credit Card Payment". This option requires onlythe student id number and the birth date of the student.Because of FERPA laws, financial information is notshown. The 2.75% service charge will apply to any cred-it card payments made.

Late Registration FeeA student who registers later than the regular reg-

istration days for a semester will be charged the lateregistration fee of $227.30 Also, by registering late astudent may find certain sections or entire coursesclosed to registration. Each school/college reserves theright to close sections of courses or even to close en-rollment in a department, when the capacity of the classis reached.

International Student SponsoredStudent Program

A full range of services for sponsored internationalstudents is provided through the Office of InternationalAffairs (IA). International students sponsored by inter-national agencies receive special services and arecharged $250 per semester per student. Mandatory Health Insurance forInternational Students

All international students, as a condition of their en-rollment, are required to purchase mandatory health in

surance. This includes all F-1 and J-1 visa students. Inaddition, J-1 visa students whose spouse and/or chil-dren are living in the U.S. are required to carry healthinsurance. An independent carrier, working through theInternational Affairs (IA) office, provides an insurancepolicy at a reasonable cost. Premiums must be paidwithin two weeks of the beginning of the Fall and Springsemester (Summer premiums are included in the SpringSemester).

Offset of Missouri Income TaxFor those non-residents who pay Missouri income

tax, the non-resident educational fee shall be credited inan amount equal to the actual Missouri income tax paidfor the previous calendar year, except that the remain-ing obligation shall not be less than the amount of theresident educational fee. Unemancipated minor or adultdependent students are eligible for reason of paymentof Missouri income tax by the non-resident individual orindividuals having custody of said students. Studentsentering in January shall be regarded as entering in thefall for purposes of determining previous calender year.For students entering after January, previous yearmeans immediate past calender year.

For those non-resident student’s who have non-res-ident scholarships, the amount of this scholarship will bededucted first from their non-resident fee. If a studentqualifies, the remainder of the non-resident balancemay be offset by Missouri income taxes paid.(see above)

To effect an offset, the student shall furnish to theCashier’s Office satisfactory evidence that the tax waspaid, the date of payment, and that the student is enti-tled to an offset. Ordinarily, evidence of payment and thedate thereof will be exhibiting to the UMR Cashier, a copyof the State Income Tax return, together with canceledcheck (if any) or photostatic copies thereof: or if all tax-es were withheld, the MO-WH-2 form, or photostaticcopy thereof, showing the amount of tax withheld mustbe presented. After reviewing the evidence submitted,the Cashier may request other evidence of payment oftax.

Tax credit thus established may be used only onceas an offset against the non-resident Educational Fee,but any tax credit not used in a given term may be car-ried forward to be used in subsequent term, subject tothe time limitation stated above. If several studentsfrom the same family claim allowable tax credit, the taxcredit shall be applied as the taxpayer directs, if the tax-payer does not direct application, the Cashier shallmake such application. Tax credit may be offset againstthe non-resident Educational Fee only, and may not beoffset against any other fees or obligations.

Refund of FeesFees subject to refund include: educational fee, in-

formation technology fee, engineering, science, andbusiness supplemental fees, student activity/faculty

fee, health service fee and any instruction-related mis-cellaneous fees which may be assessed.*

Students who have registered for credit courses,made payment of fees, and whose registration is subse-quently canceled, or who withdraw from the universityor reduce their course load, will, subject to certain ex-ceptions and upon written request to the Cashier’s Of-fice, receive a refund of the fees in accordance with thefollowing schedule: class day of cancellation, withdraw-al, or change of course load.

have been received March 1. If you apply at any othertime of the year, UMR will attempt to fill your financialneeds to the extent that funds or opportunities are avail-able.

You will be notified as to the types of aid availableto you. To give you a general idea, they are outlinedhere. Federal and state agencies and alumni, businessfirms, foundations, trusts, and friends of UMR have pro-vided funds for student financial assistance in UMR’s de-partments. You can apply for a loan or a grant. You can work ata part-time job – maybe with the Federal Work-StudyProgram. In the Cooperative Training Program, you canalternate semesters of school at UMR with semesters ofwork in industry. You can test out of some courses to getthrough faster. You may want to look into UMR’s Minori-ty Engineering and Science Program and Women in En-gineering and Science Programs. Army and Air ForceROTC each offer scholarships. The athletic departmentoffers many grants in various sports.

There’s assistance for you if you’re from Kansas, Michi-gan, Minnesota, Nebraska, North Dakota, or Wisconsin.(More details on the Midwest Student Exchange Programare available from the Director of Student Financial Assis-tance).

The Student Financial Assistance Office strongly en-courages students to keep their expected graduation datecurrent. Having an incorrect expected graduation datecould affect a student receiving financial aid for a given se-mester. Contact the Registrars Office if you wish to changeyour expected graduation date.

UMR Curators’ Scholarship ProgramYou must be from a Missouri high school. You

must be a Missouri resident and an undergraduatestudent to qualify.1) Freshman Scholar. You should rank in the top five

percent of your graduating class and have ACT com-posite test scores of 28 or better. The value of theUMR Curators Freshman Scholarship is $3,500.00.Renewal is considered automatically and is based ona cum GPA of 3.25 or better. If renewed, you are aFreshman Scholar – Renewal.

2) Freshman Scholar-Renewals. You must have a cu-mulative grade point average of 3.25 or better andhave completed at least 24 credit hours during theprevious academic year.

University ScholarshipsTo be considered for the majority of university

scholarships (ie: Excellence, Trustees, and Miner) of-fered by the Admissions and Student Financial Assis-tance Offices, you must be accepted for admission toUMR by Dec. 1 (for early awards) and Feb. 1 (final dead-line) if you’re an incoming freshman, or March 1 ifyou’re a transfer student.

We will consider you for University scholarshipsbased on information on your admission application (i.e.

ACT/SAT test scores, high school class rank, and highschool grade point average).

Currently enrolled students are considered auto-matically and a list of all qualified students is providedby the Admissions Office.

University scholarships include funds provided bythe Alumni Association, business firms, foundations,trusts, and friends of UMR. A faculty committee is re-sponsible for determining which scholarships are vacanteach year.

Generally, early awards are made by December, thefinal freshman scholarship recipients are selected in Feb-ruary. Transfer selections are made in March. Scholarshipamounts vary from $1,000 to $10,000 per year. Repay-ment is not required; however recipients are encouragedto support future students by contributing to the scholar-ship program when they are financially able. Most schol-arships are renewable and that renewal is based on therecipients academic performance. Renewal is automati-cally reviewed by the scholarship committee.

The Missouri Higher EducationAcademic “Bright Flight”Scholarship Program

The “Bright Flight” Scholarship Program will provideawards in the amount of $2,000 to eligible enteringfreshman students. To be eligible for this scholarship, astudent must:

• Be a Missouri resident.• Have a test score in the top 3% of Missouri resi-

dents. (2005-2006 is ACT enhanced compositescore of 30 or better or an SAT score of verbal 770and math 770 or better)

National Merit ScholarshipsUMR offers a number of National Merit Scholarships,

ranging from $1000 to $2,000, each year to studentswho are classified as “finalists” in the National MeritScholarship competition. For more information on Na-tional Merit Scholarships, you should contact your highschool counselor.

Alumni Sons/DaughtersScholarship Program (For Non-Missouri Residents)

The Alumni Sons/Daughters Scholarship Program isfor non-Missouri resident students whose parents grad-uated from UMR. • Repayment: The Federal Perkins Loans must be re-paid. The repayment begins nine months after leav-ing school with five percent interest starting at thattime.

• Eligibility: You must have an established need, beat least a half-time student, and a U.S. citizen or per-manent resident.

• Amount: Varies depending on the stipulations of theloan guidelines.

• Repayment: Repayment begins after you leaveUMR.

Federal Supplement EducationalOpportunity GrantThe funds for this program are awarded to students withan extreme need.

• Amount: Varies from $200 to $1,500 per year.• Eligibility: You must be at least a half-time student,

a U.S. citizen or permanent resident, and never havereceived a bachelor’s degree. Must complete FAFSA.

Federal Work-Study (FWS)The source of funding is from the federal govern-

ment to the university. All students who have complet-ed a FASFA and have an established need will be con-sidered automatically for the FWS program, with specialconsideration given to students from low-income fami-lies. The FWS program is financial aid that the studentmust earn through work. The student is paid above thecurrent minimum wage and usually works an average of10 hours per week. The student must be a U.S. citizenor permanent resident.

Charles Gallagher Grant ProgramThe source of funding is the state of Missouri.

•Eligibility: You must be a Missouri resident, aU.S. citizen, a full-time undergraduate student(carrying at least 12 credit hours) and have anestablished need.

• Amount: Will be determined by the Missouri De-partment of Higher Education. Consideration for theGallagher Grant will be given automatically to allMissouri residents who complete FAFSA prior to theApril 1 deadline.

Missouri College Guarantee ProgramMissouri resident with a minimum ACT of 20 or above anda high school GPA of 2.5 or higher on a 4.0 scale.

• Amount: Varies. To apply complete FAFSA annuallyby April 1 deadline.

Ford Direct Stafford LoansThe source of funding for the Ford Direct Stafford

Loan program is provided by the federal government.The amount can vary depending on the individual stu-dent’s need, up to a maximum of $2,625 as a depend-ent freshman, $3,500 as a dependent sophomore and$5,500 as a dependent junior, senior, or fifth-year stu-dent. Graduate students may receive up to $8,500 peryear. A student must be enrolled at least half-time.

A FASFA must be completed in order for a studentto receive a Ford Direct Loan. Interest does not start toaccrue on Subsidized Ford Direct Loans until 6 monthsafter a student graduates or ceases to be a half-timestudent.

Interest on Unsubsidized Ford Direct Loans beginsas soon as the student receives his loan. Interest ratefor first-time borrowers after 10/01/92 will be variable(T-Bills +3.1%) capped at 8.25%.

Scholarship Reinstatement PolicyStudents who lose a renewable scholarship due to

not earning the required renewal cumulative grade pointaverage, and are able to raise their cumulative gradepoint average after the completion of the next academ-ic year (i.e. spring semester) to the renewal cumulative

grade point average, could have their scholarship rein-stated for the following academic year.

It will be scholarship recipients responsibility to in-form the Student Financial Assistance Office that theymeet the renewal cumulative grade point average to re-ceive their scholarship for the next academic year. Thisnotification must be received in writing by the Directorof Student Financial Assistance prior to the end of thefourth week of classes in the fall semester.

Once the fourth week of classes in the fall semesterhas passed, a student can not receive scholarship fundsretroactive for the current or previous semesters basedupon meeting the renewal cumulative grade point re-quirement.

This policy only applies to general operating schol-arships. Departmental, Alumni, donor (non-general op-erating), and state scholarships will not be effected bythis policy.

Financial Aid Satisfactory ProgressPolicy

Federal regulations require financial assistance re-cipients to make satisfactory academic progress towardtheir degree in order to continue to receive federal fi-nancial assistance (ie: Federal Pell Grant, Federal Sup-plemental Educational Opportunity Grant, FederalPerkins Loan, Federal Work Study, and Federal Ford Di-rect Student Loans. Students who enroll full-time (12 ormore hours undergraduate, 9 or more hours graduate)and do not “pass” 18 hours full-time enrollment duringthe academic year will jeopardize future federal financialaid eligibility. Federal regulations also require federalassistance recipients to receive their degree in 150% ofthe time required to receive a degree.

Distance and ContinuingEducationUniversity Center

This is a campus-based department which adminis-ters and coordinates a wide variety of credit and non-credit programs for UMR students and other audiences;local, national and international. Programming is avail-able both live or on-line using the Internet and stream-ing video technology and provides access to programsat a time convenient to the users.

Credit courses can lead to a Certificate of Comple-tion in a specific area of interest. Certificates can alsoserve as a way to qualify for subsequent admission to anappropriate Master’s Degree program.

Aerospace Studies (Air Force ROTC)

The Air Force Reserve Officer Training Corps(AFROTC) is an educational program designed to giveyoung men and women the opportunity to become AirForce officers while completing a bachelor’s or mas-ter’s degree. The mission of Air Force ROTC is to pro-duce leaders for the Air Force and build better citizensfor America. As the largest source of Air Force officers,AFROTC prepares officer candidates to assume posi-tions of increasing responsibility and importance in to-day’s Air Force. Leadership, communication, and basicmilitary skills are the focus of the AFROTC program. Inaddition to helping students succeed during college,AFROTC also fosters self-confidence and self-disci-pline.

The Program:The AFROTC program at UMR is a four-year pro-

gram. However, some students may choose either athree or two year course of study, determined by per-sonal circumstances. The first two years of the program,called the General Military Course (GMC), cover basic in-troductory military topics as well as communication andleadership. Each GMC class is a one-hour course. Stu-dents can enroll in the GMC by registering for aerospace

studies just as they register for any other universitycourse. There is absolutely no obligation incurred forservice in the Air Force for taking GMC courses, unlessthe student has an active AFROTC scholarship.

The final two years of the program, called the Pro-fessional Officer Course (POC), cover topics such asleadership, management, doctrine, internationalevents, quality, communication, and officership. EachPOC class is a three-hour course. In addition to the ac-ademic GMC/POC ROTC class, all cadets attend up to aone and one half-hour leadership laboratory each week.Leadership laboratory provides cadets with the knowl-edge and practical command and staff leadership expe-rience in preparation for active duty as Air Force offi-cers. It is largely cadet planned, directed, and centered.

Students usually attend summer field training priorto their junior year, before elevation into the POC. Fieldtraining is either a four week, or six week encampment,depending on the individual’s ROTC program length. En-trance into the POC is based on an extensive evaluationand selection process during the student’s sophomoreyear. Selections are based on the “whole person” con-cept which considers the results of an Air Force OfficerQualifying Test, a military physical examination, univer-sity grade point averages, and physical fitness perform-ance, among other factors.

ScholarshipsStudents do not have to be on a scholarship to com-

plete our program and be an Air Force officer. However,if you do receive an Air Force ROTC Scholarship, theycan include all tuition costs, incidental and lab fees, anda flat rate for text books. A monthly stipend is givenduring the academic year to each cadet on scholarshipand also members of the POC. Students who receive anAFROTC scholarship also receive an annual $2000 sup-plement from UMR which will currently cover most roomcosts, board not included. The university currently of-fers a limited amount of scholarship funding to be ap-plied to dormitory rooms, which are awarded annuallyto AFROTC cadets’ based on scholarship status, financialneed and merit. Out-of-state Air Force 3-year scholar-ship winners could qualify for free tuition their first yearthrough UMR’s Loan-Forgiveness Program (call for fur-ther information.)

Field TrainingAir Force ROTC cadets’ first extended exposure to a

military environment comes with a Field Training Unitusually at the end of the sophomore year. The cadetsget a close look at Air Force life and activities and the AirForce simultaneously takes a close look at the cadets.

These FTUs’ include cadet orientation, survivaltraining, junior officer training, aircraft and aircrew in-doctrination, physical training, organization and func-tions of an Air Force base, career orientation, drill andceremony, small arms familiarization, and supplementaltraining.

In addition, some cadets fly in an Air Force aircraft.As mentioned before, the length of field training, eithera four or six-week unit, depends on the length of theROTC program the cadet is taking. For a cadet with a

typical four-year ROTC program, field training consistsof a four-week unit.

Graduate StudyThe Air Force realizes there is an increasing demand

for graduate education among its personnel and has es-tablished several programs to provide this training. TheAir Force Institute of Technology is available to AFROTCgraduates and offers advanced degree training in col-lege curricula which are related to Air Force careerfields, including engineering, meteorology, the physicalsciences, mathematics, languages, logistics, and busi-ness administration.

QualificationsAll students who desire to enter Air Fore ROTC must

be citizens of the United States, be of sound physicalcondition, and be of the highest moral character. Pilotand navigator candidates must be no older than 29 atcommissioning; other age restrictions may apply fornon-rated commissionees.

Physical RequirementsDetailed information on physical requirements is

available at the detachment on campus located on thesecond floor of Harris Hall, or at www.afrotc.com.

Military ObligationUpon graduation and commissioning as an officer in

the U.S. Air Force, students fulfill their military obliga-tion by agreeing to retain their commission for a periodof eight years, serving at least four years on active duty,depending on their selected Air Force career field. Pilotsincur a ten-year active duty service commitment aftercompleting undergraduate pilot training. Navigators in-cur a eight-year active duty service commitment aftercompleting undergraduate navigator training. AircraftBattle Management Officers incur a six-year active dutyservice commitment after completing A&M Training.

OpportunitiesOpportunities in the Air Force are excellent, with

over 100 possible career fields available. Career fieldavailability depends on academic discipline, medicalcondition, desires of the individual, and needs of the AirForce. As newly commissioned Second Lieutenants onactive duty, Air Force ROTC graduates can serve re-warding duties in highly technical, scientific, and opera-tional areas such as design, research, engineering, sys-tems development, space operations, computer sci-ence, procurement, flying, management, acquisitionand maintenance.

The Corps of CadetsThe Air Force ROTC unit at UMR is organized as an

objective wing, with associated groups, squadrons, andflights. Freshmen and sophomore cadets are assignedto one of the flights. They receive instructions from POCcadets in basic military customs and courtesies, drillmovements, and many other facets of Air Force opera-

tions. Additionally, they are offered the opportunity tovisit Air Force bases and discuss career opportunitieswith Air Force members. Junior and senior cadets areassigned and rotated through various leadership posi-tions, gaining experience in management procedures.

AssessmentRequirements

All students at UMR are required to participate in ap-propriate assessment activities. The requirement to as-sess students originates from a directive at the Gover-nor’s Office and the legislature of the State of Missouri.Public universities are accountable to the state, and areexpected to prove, by demonstrating student perform-ance outcomes, that funds are being spent appropriate-ly and learning objectives realized. The Board of Cura-tors has supported that directive, and the campus facul-ty assessment committees have developed UMR’s as-sessment policy in order to implement the directive.

Assessment involves the systematic process ofgathering and using data for evaluating and improvingprograms and services. Standard educational researchmethods are used to gain concrete evidence about howwell UMR is achieving its mission goals.

With the advent of the performance funding initiativein recent years, UMR’s level of funding depends in parton the performance of students on assessment exams.

Student results: In cases where individual studentscores are available, they will be distributed to interest-ed students. Individual results will be used for researchpurposes only. The Office of Institutional Research andAssessment guarantees complete confidentiality for allstudents.

UMR PolicyAll graduating seniors must fulfill the assessment

requirements, as determined by the major field depart-ment and consistent with Office of Institutional Re-search and Assessment, campus and the Board of Cura-tors’ guidelines, before graduating.

All other full-time students must fulfill Office of In-stitutional Research and Assessment, and the assess-ment requirements as determined by the campus con-sistent with the Board of Curator’s guidelines, beforeregistering for further course work.

Compliance is important to UMR students, pro-grams, and the entire institution. Specifically, studentsmust cooperate in the following manner, which is sub-ject to change:

General Education1) Freshmen complete various surveys such as

needs, satisfaction and state wide surveys.2) Students who have completed a sufficient num-

ber of credit hours will be scheduled to take a generaleducation test such as the Measure of Academic Profi-ciency and Progress (MAPP), which measures severalgeneral education skills.

Students will be notified the semester they are ex-pected to fulfill the requirements. Should a student failto meet the requirements as scheduled, registration forfuture courses will be withheld.

Major FieldSeniors take a major field test, such as the Funda-

mentals of Engineering (FE) test or the Major FieldAchievement test (MFAT), before being approved forgraduation.

Students receive MFAT notification from their de-partment. Information about FE test dates and require-ments is available through engineering departments.

Participation in the assessment program ensurescontinuous improvement and a quality education forcurrent and future generations of students.

Assessment requirements affect enrolled studentsimmediately. Assessment requirements are not linkedto catalog year and may change during a student’s un-dergraduate career.

Assistance forStudents WithDisabilities

This policy statement relating to otherwise qualifiedpersons with disabilities outlines the roles and responsi-bilities of students, faculty, staff and the Coordinator ofDisability Support Services (Coordinator/Advisor) inmaking the University of Missouri-Rolla (UMR) programsand services available to all persons. The Universityplaces specific emphasis on accommodating the needsof matriculated students with a disability, providing re-lated services, and ensuring the academic integrity ofUMR. This policy statement is in accordance with Sec-tion 240.040 E, Policy Related to Students with Disabil-ities, Collected Rules and Regulations of the Universityof Missouri, the Missouri Human Rights Act, Section 504of the Rehabilitation Act of 1973, and the Americanswith Disabilities Act of 1990.

B) All of the above requirements must be met by thestudent in a timely manner to ensure full resolutionof accommodations and related services prior to theStudent’s entrance into the program or course ofstudy. The student should provide the necessarydocumentation at least six weeks prior to the firstsemester for which accommodations are being re-quested and should provide the Coordinator/Advisorwith a copy of his/her class schedule as soon as it isavailable for each semester during which s/he isseeking accommodations. Waiver of these deadlinesmay be made by the Coordinator/Advisor on a caseby case basis. Failure to meet the specified dead-lines and requirements may result in a denial of ac-commodations.

III. Documentation ProcedureA) Documentation of a specific disability provided to

the Coordinator/Advisor must be adequate and upto date. Diagnosis and evaluation costs shall not bethe responsibility of the university.1) Current medical or other diagnostic documenta-

tion of a disability must be provided by a quali-fied physician or other qualified diagnostician.

2) Current documentation of the need for reason-able accommodations and related services mustalso be provided to the Coordinator/Advisor.

3) If existing documentation is incomplete or out-dated, the Coordinator/Advisor may require thestudent to provide additional documentation atthe student’s expense.

IV. Collaborative Responsibilities ofthe Coordinator, Faculty, and StaffA) The Coordinator/Advisor shall review the documen-

tation provided by the student and discuss the ac-commodation and related services requested.

B) The Coordinator/Advisor shall make an initial deter-mination as to whether requested accommodationsand related services are required.

C) The Coordinator/Advisor shall provide the studentwith a letter describing recommended accommoda-tions and related services.

D) The faculty or staff member responsible for a spe-cific class, program, or service shall then determineaccommodations of the disability and provision of

related services in consultation with the Coordina-tor/Advisor if necessary.

E) Any disagreement relating to accommodations shallbe described in writing and submitted to the Chan-cellor or his/her designee for resolution in a promptmanner. This appeal must specify why the accom-modation request is considered unreasonable or un-workable.

F) In any disagreement related to IV.E, the Chancelloror his/her designee shall take into consideration allrelevant factors including but not limited to:1) current documentation of the specific disability,2) the need for the requested services or accom-

modations,3) the essential elements of the academic program

or course of study being pursued, and,4) the fact that no applicable law requires UMR to

substantially alter essential elements of its aca-demic program or course of study or to other-wise compromise its academic standards.

G) The written judgement of the Chancellor or his/herdesignee shall be presented to the faculty memberor department administrator within ten workingdays following receipt of the written notice of dis-agreement.

V. Specific Responsibilities of theFacultyA) It is the responsibility of the faculty to:

1) establish curriculum requirements and upholdthe academic standards of UMR,

2) determine that the essential elements of thesecurricula, as well as those of an individualcourse are being fulfilled,

3) work with the Coordinator/Advisor to determinethe provision of reasonable accommodationsand related services for disabled students whenrequested by the Coordinator/Advisor and,

4) follow applicable rules with respect to individualprivacy and confidentiality.

B) If the faculty member concerned opposes the de-termination made by the Coordinator/Advisor, s/heshould proceed as follows:1) S/he initiates a review of this determination

with the Coordinator/Advisor.2) If after this review the faculty member or de-

partment administrator still does not agree withthe Coordinator’s/Advisor determination, s/hemay have recourse to the procedures outlinedby Section IV, subsections E and F.

VI. Grievance & Complaint ProcessA) A student who believes that the determination of

the Coordinator/Advisor for the provision of reason-able accommodations and related services is notbeing fulfilled by a faculty or staff member mustcontact the coordinator in a timely manner to dis-cuss the concerns.

B) A student who is not satisfied with the accommoda-tion plan or the initial determination of the Coordi-nator/Advisor may file a grievance under the Uni-

II. JOB SEARCH OPPORTUNITIES

Career FairsTwo Career Fairs are sponsored each year to provide

students direct access to hundreds of employer repre-sentatives. Students have the opportunity to meet face-to-face with recruiters, hand out resumes and collectemployer information. These contacts often lead to full-time, summer and co-op interviews and employment.

On-Campus InterviewsFull-time, summer and co-op interviews are con-

ducted by employers in the COC's professional interviewsuites, located on the 3rd floor of Norwood Hall. Stu-dents must be registered with the COC to upload theirresume into InterviewTRAK and participate in on-cam-pus interviews. Students should check the system dailyfor information about employers coming to interview,job requirements and important dates. Each student isresponsible for submitting their resume electronicallyand for signing up for interviews by the stated dead-lines.

Resume ReferralsWhen a student registers with the COC, their re-

sume can be referred to employers who are interestedin hiring UMR students even though the employer maynot necessarily be coming to campus to interview. Theemployer will then contact the student directly if theyare interested.

Resume DropsSome employers will list their job opportunities and

request a "Resume Drop" from students. Interested stu-dents are responsible for submitting their resume to theemployer through InterviewTRAK by a designated date.Resumes submitted are reviewed and students whomthe employer is interested in will be contacted.

AlumniUMR alumni may also register with the COC. Once

registered, they will receive password access to Inter-viewTrak to search job listings. In addition, alumni re-sumes are uploaded in the system and will be sent toemployers requesting resume referrals if they matchtheir hiring qualifications.

Cooperative EducationProgram (Co-op)

The University of Missouri-Rolla's Cooperative Edu-cation Program, administered by the COC, is designedto provide students an employment opportunity to gainpractical degree-related, work experience prior to grad-

uation. The program is set up so that students can takea break from studies and work full-time for one or for acombination of semesters such as spring/summer orsummer/fall, allowing 8-9 months of work experiencevs. the 3 summer months allowed for internship posi-tions. Students may also obtain parallel co-op jobwhere they work and study on a part-time basis simul-taneously. Approximately 100-150 employers hire UMRco-op students annually, and students apply for thosepositions through the traditional resume/interview jobsearch process which is facilitated by the COC. TheCOC also helps to create new student co-op opportuni-ties with employers who have not previously hired co-ops at UMR.

Co-op EligibilityTo be eligible to participate in the Co-op Program, a

student must be enrolled full-time when applying forand while participating in the Co-op Program (Full-timeis defined as satisfactorily carrying and passing a mini-mum of 12 credit hours in a fall or spring semester anda minimum of 6 hours in a summer session).

A student must have at least a cumulative GPA of2.0 out of 4.0 to apply to and participate in the program.The student must not be on any type of probation. Stu-dents in all majors at UMR may participate in co-op.

The actual amount of academic work which must becompleted before being selected for the program or be-fore beginning a work period is up to the employer, buta student must have completed at least two semesters.Other eligibility requirements may be established by thesponsoring company with the concurrence of UMR. Fi-nancial need is not a determining factor as to which stu-dents are employed.

A transfer student may register for co-op as soon asthey begin classes at UMR. A transfer student who isparticipating in a co-op program through another insti-tution may transfer and continue the co-op affiliationsubject to UMR's guidelines.

UMR Registration during Co-opStudents participating in the Co-op Program regis-

ter each work term (Summer, Fall, and/or Spring) withthe COC. To register with the University, students paya fee equivalent to the cost of one hour of in-state in-struction regardless of residency. Registration includes:

• Retaining scholarship(s) which require that the stu-dent be registered with the University.

• Maintaining continuously enrolled status for insur-ance and loan purposes.

• Not having to apply for readmission to UMR to at-tend classes following the co-op work term.

• Having pre-registration information mailed.• Documentation of Co-op participation on the stu-

dent transcript.Credit for co-op is awarded at the discretion of the stu-dent’s academic department. Students must be regis-tered with the university for work terms when academiccredit is to be earned.

International StudentsInternational Students are required to register for

co-op at the COC in order to be legally eligible to obtainwork authorization. This applies to both co-op and sum-mer internship. International Students must completepaperwork with the International and Cultural Affairs of-fice first and then with the COC. After completion andapproval of paperwork, International Students will re-ceive work authorization and the necessary documenta-tion to provide to their employer.

The Counseling Center offers a variety of services tothe UMR campus, including individual and group coun-seling, consultation for academic success, organization-al development, programming on many topics, the VanMatre Resource Center and the Faculty/Staff AssistanceProgram.

Personal, academic and career counseling is provid-ed to UMR students, faculty and staff on a time-limitedbasis. Services are free, confidential, and provided byprofessionally trained counselors and/or psychologists.Concerns commonly addressed in personal counselinginclude self-exploration, family issues, college adjust-ment, feelings of depression and anxiety, interpersonalissues, self-esteem, and childhood abuse. Group counseling is an interactive, supportive, andinterpersonal form of therapy. The Counseling Centeroffers several groups based on campus need and inter-est. Some current and past groups are Family Issues,Graduate Student Support, Sexual Abuse Survivors,Self-Esteem Enhancement, Career.

The Counseling Center actively promotes studentlearning and professional development through itslearning enhancement and outreach programming serv-ices. The staff offers programs to campus groups ontopics such as teamwork, stress management, academ-ic success, test anxiety, conflict resolution, and timemanagement.

UMR InformationTechnology (IT)Getting Started

Information Technology (IT) provides a variety ofcomputing tools and resources to assist with academicand administrative work done at UMR.

Most faculty, staff and students use computers dai-ly to help with tasks such as these: to register for class-es, communicate with friends using e-mail, collaborateon group projects and research, publish web pages,write reports and find course schedules just to name afew.

Computer AccountsComputer accounts are assigned to students and

are used to access various resources at UMR, such asthe computing network and the computers and softwarein Technology Classrooms (TC). Most UMR IT servicesrequire an authorized computer account (user id andpassword) to gain access. The following services areavailable through IT computer accounts.

Setting up Computer AccountsNew computer accounts can be activated by visiting

the Solution Center web page at campus.umr.edu/helpdeskand clicking the "Welcome New Students" link.

Leaving UMRAssigned computer accounts remain active and

available for use as long as the assignee is enrolled inclasses at UMR. Additional information regarding ac-count maintenance may be found atcampus.umr.edu/it/policy and then clicking the "User IDMaintenance" link.

Before leaving UMR, all pertinent documents andfiles should be saved and removed from computer ac-counts to avoid data loss. Also, e-mail should bearchived and then forwarded using the "E-mail For-warding Tool" located on the Solutions Center web pageat campus.umr.edu/helpdesk. E-mail will be forwardedaccording to UMR IT guidelines.

Systems and SoftwareUMR IT provides a wide variety of computing and

networking facilities and support. These facilities in-clude, but are not limited to the following:

Privileges and ResponsibilitiesUMR IT provides access to computing, networking

The "UMR Computing and Network Fa-cilities Acceptable Use Policy" describes the ethicaland legal responsibilities regarding computing re-sources.

Individually Owned ComputersUMR IT in conjunction with the UMR Bookstore

Connecting to the NetworkComputers in campus residence halls and fraterni-

ties or sororities connect to the network through an Eth-ernet connection or via wireless connection. Wirelesscoverage currently extends to over 70% of the campus(including the Residential College); providing great flex-ibility and convenience for members of the campuscommunity.

To register a machine on the campus network,simply plug-in to an available Ethernet jack and open aweb browser, an online registration page will load, com-plete the online form and you are ready to access thenetwork. Detailed instructions on connecting to the net-work, using either wired or wireless Ethernet, are avail-able at campus.umr.edu/it/refcenter/connect/ethernet.Virtual Private Network (VPN) connections are availableallowing members of the campus community to connectto the network while away from campus or traveling.

Teacher EducationProgramSecondary Teaching Majors

If preparing for secondary school teaching you arerequired to have a teaching major. The major may be inone of the following areas: Biological Science, Chemistry,Economics, English, History, Mathematics, Physics, and

Psychology. By careful program planning, it is possible toearn your certificate in more than one area.

While your program of study may be strengthenedby taking certain elective courses, such elective shouldbe after consultation with your academic program advi-sor, the coordinator of education and/or looking on web-site umr.edu/~tchreduc.

General Education RequirementsGeneral education requirements are intended to

provide you with the intellectual knowledge and skillsfor basic education. This body of knowledge and skills isarranged according to two broad categories: systems ofsymbolic thought and communication represented bylinguistic and mathematical studies and systems of in-tellectual inquiry represented by basic academic disci-plines. In addition, you must complete one course incultural diversity and the general education require-ments may be fulfilled at the same time.

The following are generic requirements for all edu-cation students. However, any degree requirement notincluded in these general education requirements mustbe included in the professional requirements or subjectmatter requirements for each degree program.

1) Symbolic Thought & CommunicationsA) Linguistic Studies (9 semester hours): You

are required to take two courses in written com-munication and one course in oral communica-tion. You must have a grade of “C” or above ineach course.

B) Mathematical (3 semester hours). The coursemust be college algebra or above with a “C” orabove in each course..

2) Systems of Intellectual InquiryA) Humanities: At least one course each from two

of the following areas required: art, music, philosophy, literature, and theater.

B) Natural Science: One course in biological sci-ences and one in physical science isrequired. One of these two courses must includea laboratory.

C) Social and Behavioral Science: One coursein each of the following areas is required: (1) American History, (2) American Governmentand (3) General Psychology.

Secondary EducationIn addition to the prescribed general education

courses, if you are preparing to become a secondaryschool teacher you must complete the following sec-ondary professional education courses and the requiredcourses of at least one teaching major.

At UMR, Honors Academy students are recognizedfor their academic excellence and are provided with in-dividualized attention and opportunities to establishleadership development skills, interact with facultymembers and participate in special projects includingundergraduate research, service learning and otherbeneficial experiences.

New Student Honors SeminarTo participate in Honors Academy, students partic-

ipate in New Student Honors Seminar their first year atUMR. During the fall semester, participating studentshave the opportunity to meet the Deans TeachingScholars and Curator's Teaching Professors and areprovided an introduction to research opportunities atUMR. During the spring semester, students have theopportunity to attend a leadership development confer-ence and presentations by invited speakers. In addi-tion, students have the opportunity to participate in so-cial activities with faculty members and other HonorsAcademy scholars.

To participate, students enroll for "HONORS SEMI-NAR" during their PRO session. (Transfer students mayjoin New Student Honors Seminar during either the Fallor Spring semester.)

Honors Academy (Sophomore-SeniorYear)

Following their first year, Honors Academy studentsmust maintain a minimum GPA of 3.5 to continue theirparticipation in the program. Honors Academy studentswill enroll in and complete 15 credit hours of "Honors"course work to include 12 hours of "Honors" coursework and 3 hours of Senior Project . The "Honors"course designation is based on extra work conducted inregular UMR courses wherein the instructor agrees toapprove and oversee the effort.

Course requirements: One course must be outsideof the major field of study. During the senior year, Hon-ors Academy students will complete 3 hours of SeniorThesis/Project. No more than 3 credit hours may be in-dividual study courses (300, 302 & 390).

Honors DistinctionsHonors Academy students, who graduate with a 3.5

GPA or better and have at least 15 credit hours of "Hon-ors" course credits, will earn the distinction of "HonorsAcademy Fellow" at graduation. The Master Student Fellowship ProgramUMR's Master Student Fellowship Program (MSFP) is

an accelerated program which allows students the op-portunity to earn undergraduate and graduate degreesat the same time.

International AffairsThe Office of International Affairs (IA) coordinates

international activities, administers all matters involvingimmigration for international students and scholars andprovides advisement services to the University’s inter-national population.

The International Affairs Office is responsible for therecruitment of international students, and serves as a di-rect contact with U.S. government agencies, embassies,consulates, and the private sector concerning internation-al activities. The office serves as the campus home for in-ternational student exchange programs and the majorityof study abroad activities (see section on Study AbroadPrograms). In addition, the Office assists faculty wishingto travel or work overseas, and offers special educationaland training programs, both domestically and abroad.

The Office of International Affairs coordinates andadministers UMR’s Applied Language Institute whichhouses the University’s Intensive English Program. TheOffice is also responsible for the organization of inter-national protocol activities, and monitors the status ofUMR international linkage agreements.

International Student SponsoredStudent Program

A full range of services for sponsored internationalstudents is provided through the Office of InternationalAffairs. International students sponsored by interna-tional agencies receive special services, and arecharged $250 per semester per student administrativefee. Individual students desiring to take advantage ofthese special services may apply for sponsored studentstatus.

Mandatory Health Insurance forInternational Students

All international students are required to purchaseUMR international student health insurance as a condi-tion of their enrollment. This includes all F-1 and J-1visa holders. In addition, the J-2 dependents of the J-1visa holders are required to purchase international stu-dent health insurance. Premiums are charged to thestudent’s UMR Cashier’s account (Summer premiumsare included in the Spring Semester charges).

Intensive English Program (IEP)The Intensive English Program (IEP) at the Univer-

sity of Missouri-Rolla provides intensive instruction inthe English language for international students whoseproficiency in the language is insufficient for full-timeacademic admission to UMR.

The IEP offers 20 hours of non-credit course workper week in all aspects of language learning – pronun-ciation, reading comprehension, vocabulary develop-ment, grammar, writing, listening comprehension,speaking interaction, and note-taking. The programprovides instruction at four proficiency levels: BeginningEnglish, General English, Introduction to Academic Eng-lish, and English for Academic Purposes.

All international students who have not satisfied theUniversity’s language-proficiency requirements are re-

quired to complete IEP’s assessment testing, which iscomprised of four parts:

Michigan Test of English Language Proficiency(MTELP) A standardized test that evaluates abilities ingrammar, reading comprehension, and vocabulary.

Test of Writing Proficiency (TWP) A locally de-veloped test that evaluates abilities to write clear, well-organized English based on nationally developed guide-lines.

Oral Proficiency Evaluation (ORE) A locally de-veloped test that evaluates abilities to speak Englishclearly based on nationally developed guidelines.

Test of Listening Proficiency (TLP) A locally de-veloped test that evaluates abilities to understand spokenEnglish, especially in a classroom setting.

Students who perform well on all tests may be ap-proved immediately for academic course work at theUniversity. Other students are enrolled in IEP coursework, and may then complete the series of tests again atthe end of the semester. Recommendations for promo-tion into a higher level of the IEP or for advancement intouniversity course work are made by the IEP’s academiccoordinator based on student testing and faculty input.

Students who enroll in the IEP must complete thatprogram to the satisfaction of its director and academiccoordinator (i.e. satisfy all completion requirements)before being allowed to enroll full-time in universitycourse work. A student may enroll in a reduced univer-sity load (in conjunction with IEP course work) with theapproval of both his/her academic department and thedirector of the IEP.

Ordinarily, the IEP is open only to students who in-tend to pursue study at UMR, and who have been con-ditionally admitted to the University. If space exists, in-ternational students already admitted to UMR and al-ready taking course work may enroll in IEP courses toimprove their English. In addition, international personswith no academic affiliation with the University may beconsidered for admittance.

Curtis Laws WilsonLibrary: UMR’sInformation AccessGateway

As the primary learning resource center for the UMRCampus, Wilson Library provides services and materialsto support and reinforce the University’s academic pro-grams. In addition to providing students with access toresearch resources, the library is a place where studentscan develop the information seeking and management

skills that are necessary to excel in an information-based society.

UMR is known as Missouri’s premier technologicalresearch university; Wilson Library is equally wellknown for its strong science and technology collection.The humanities and social science collections have alsogrown to support programs in those areas. The printcollection consists of approximately 443,000 volumesand over 850 scholarly and popular journals. Print re-sources are supplemented by many other materials, in-cluding DVDs, videos, CDs, and CD-ROMs. Numerousonline resources are also available via the Web from thelibrary homepage.

Wilson Library makes every effort to provide UMRstudents with access to state-of-the-art library technolo-gies. In 1983, UMR was the first campus in the Universi-ty of Missouri system to implement an online public ac-cess catalog. The current catalog, called MERLIN, showsthe library’s holdings and links to electronic full-textjournals. The library catalog not only lets students lookat UMR’s holdings but also allows them to search, view,and borrow from the collections at the three other Uni-versity of Missouri campuses. In addition to the MERLINlibrary catalog, patrons can access MOBIUS (MissouriBibliographic Information User System), in which theyare able to browse and borrow from over 60 other Mis-souri libraries. A daily courier service links all MOBIUS li-braries and speeds the exchange of materials within theconsortium. These catalogs are complemented by data-bases that cover a wide range of subject areas. They areavailable through the library’s webpage or in the library.

In the library’s Multimedia Center, which was madepossible by a grant from the Emerson Electric Company,the library ceases to be just a repository for informationand becomes a laboratory where students are activeparticipants in the creation and manipulation of infor-mation. Students have access to state of the art tech-nologies, including non-linear video editing, scanners,illustration packages, slide scanning, graphics manipu-lation programs, poster printing, and laminating.

UMR is a partial depository for United States andMissouri government documents. The library receives awide selection of print, microform, and electronic mate-rials from the Government Printing Office and otheragencies. A large percentage of all new governmentpublications are now available online. Links to govern-ment sources can be found on the library’s governmentpublications home page. The full text of many onlinegovernment documents is also accessible through the li-brary catalog.

Through interlibrary loan, the UMR collection is sup-plemented by materials owned by other librariesthroughout the United States. Wilson Library is able toborrow those materials needed by students to supporttheir research from other libraries.

Yesterday’s library was a collection of books, andthe information universe was fairly static. Today’s li-brary has become a dynamic resource center, wherebooks and journals coexist with online databases andWeb-based resources. The information universe is nolonger limited to UMR’s physical campus. As student andfaculty information skills continue to become more crit-

Military Science(Army ROTC)Reserves Officers’ Training Corps

Army ROTC is the primary source of officers for theU.S. Army, the Army Reserve and the Army NationalGuard. Army ROTC has been a part of the MSM/UMRcampus since 1919. Over 2,700 officers have earnedtheir commissions as lieutenants in the U.S. Armythrough ROTC at UMR. Eleven of these have becomegenerals. Thousands of other students have receivedleadership training provided by the Department of Mili-tary Science, and applied it to their civilian careers.

Army ROTC is a four-year program divided into twoparts – the Basic Course and the Advanced Course. TheBasic Course is normally taken during the freshman andsophomore years although these classes are open toany student on campus. No military commitment is in-curred in the Basic Course unless students are contract-ed on our scholarship. Subjects taught include leader-ship and management development, communications,land navigation, military history, small unit tactics, sur-vival techniques, marksmanship, drill and ceremonies,military courtesy, discipline and customs. Students mayonly enter the advanced courses if they have contract-ed to do so.

All students enrolled at UMR can take any of the Ba-sic Military Science classes without further enrollment orobligation to ROTC or the Army.

After completing the Basic Course, selected stu-dents may enroll in the Advanced Course during the fi-nal two years of college. Instruction in this program in-cludes further leadership development, ethics and pro-fessionalism, principles of war and military justice. Dur-ing the Advanced Course, cadets are provided hands-onleadership experience in various kinds of leadership po-sitions within the cadet chain of command. Campus andlaboratory instructions are reinforced with weekendfield training exercises (usually one per semester).Cadets in the Advanced Course receive uniforms, and asubsistence allowance of up to $5,000 each year; on topof other potential benefits to help defray the cost of theireducation.

Cadets in the Advanced Courses must attend a five-week National Advanced Leadership Camp (NALC) nor-mally held during the summer between their junior andsenior years. This camp permits cadets to further refineand put into practice the principles, theories and skillsthey have acquired. NALC includes leadership, tactics,marksmanship, land navigation, physical training, andmany other leadership and military skills. Cadets re-ceive a salary during NALC, as well as free room, mealsand transportation to and from camp. Successful com-pletion of the NALC is required prior to commissioning.

Army SchoolsThere are summer opportunities for selected stu-

dents to attend the following Army schools:Airborne School – A three-week school that teach-

es the fundamentals of Army parachute jumping. Afterinitial training, students make at least five actualjumps (two practice jumps, two full combat jumps,and one night jump).

Air Assault School – A physically and mentally de-manding two-week school that teaches the funda-mentals of employing Army helicopters in support offront line units. In addition to helicopter rappelling,students learn various techniques to balance loads ina helicopter and to configure various sling loads forlarge equipment. Training and testing are done in astressful environment.

Mountain Warfare School – A challenging three-week school in which students learn and practice theprinciples of military operations in mountainous terrain.Safety, climbing, rappelling, stealth, survival, communi-cations, and physical conditioning are emphasized.

Northern Warfare – An invigorating three-weekschool in Alaska where students learn and practice thetechniques of military operations in extremely cold cli-mates. The course emphasizes safety, survival, trans-portation, and communications.

Two Year ProgramThere is a special two-year program for community

and junior college graduates and students at UMR whohave not taken part in Army ROTC during their first twocollege years. Students can enter this program andqualify for the Advanced Course by successfully com-pleting a four-week Leader’s Training Course (LTC), forwhich they receive pay. The LTC replaces and is theequivalent to the Basic Course (the first two years of theregular four-year ROTC program).

ScholarshipsArmy ROTC offers scholarships for four, three and

two years. Four-year scholarships are awarded on a na-tionwide competitive basis to U.S. citizens who will beentering college as freshmen. Four-year scholarship ap-plications are available from April 1 to December 1.Four-year scholarship applications can be obtained byapplying online at http://armyrotc.com/.

Three and two-year scholarships are awarded com-petitively to students who are already enrolled in col-lege. Students who attend the LTC before entering thetwo-year program may also compete for two-yearscholarships while at camp. Four, three, and two-yearscholarships are available for active duty Army enlistedpersonnel on a competitive basis.

All ROTC scholarships pay full college tuition andmandatory educational fees, plus $900.00 per year formiscellaneous fees, textbooks, supplies and equipment.Each scholarship also provides a subsistence allowanceof up to $5,000 each year the scholarship is in effect. Allstudents who receive a scholarship through the (Army)Reserve Officer Training Corps Program at the Universi-ty of Missouri-Rolla will receive an additional $2,000

scholarship from UMR their first academic year, andeach following year they retain their ROTC scholarship.

Four-year scholarship recipients incur a military ob-ligation at the beginning of their sophomore year. Threeand two-year scholarship recipients incur an obligationconcurrently with the commencement of their scholar-ship benefits. After commissioning and graduation,Army ROTC scholarship recipients serve in the military.This is normally fulfilled by serving on active duty up tofour years, followed by service in the Army NationalGuard, Army Reserve or Individual Ready Reserve forthe remainder of the eight year obligation. It may alsobe fulfilled by serving eight years in the ARNG or USAR,which includes a three to six-month active duty periodfor initial training.

Reserve Forces DutyUnder the ROTC-Reserve Forces Duty Scholarship

Program, a limited number of two and three-year schol-arships are also available to students who desire toserve with the Army Reserve or the Army national Guardin lieu of extended active duty.

The Simultaneous Membership Program permits acadet to combine service in the Army Reserve or Na-tional Guard as an officer trainee with participation inROTC, and be paid for both. Federal and State TuitionAssistance, as well as other Financial benefits, are avail-able to qualified Guard and Reserve members.

Minority Engineeringand Science ProgramAcademic Resources on Campus

Minority Engineering and ScienceProgram (MEP)

The MEP program is designed to support under rep-resented minority students (African American, HispanicAmerican, and Native American) academically, socially,and financially. MEP provides a variety of services in-cluding student socials, career preparation, freshmenand transfer student scholarships (see section on Finan-cial Aid Assistance), a Master Student Class -- designedfor professional and personal growth, and networkingevents. The MEP office also houses the ALCOA StudentStudy Center, and four professional engineering soci-eties: American Indian Science and Engineering Soci-ety, National Society of Black Engineers, Society of His-panic Professional Engineers, and the Society of WomenEngineers.

Students who are selected as part of the MEP fresh-men scholarship program attend the Hit the GroundRunning Program at UMR. During the summer sessionstudents live in a residence hall, take courses at theirlevel of achievement in college mathematics, English,

and chemistry. To ensure the students are successful,graduate teaching assistants and upper class peer coun-selors tutor and coach those who need help. Missouri London Program BusinessInternship

Students entering today’s corporate world need tobe more prepared than ever to deal with current in-ternational issues. While many of these issues can bediscussed at a certain level in the classroom, futureemployers recognize the necessity of hands-on expe-rience to truly understand the role these issues play inbusiness. The Business Internship in London programis run in conjunction with the Missouri London Pro-gram. The Internship is supervised field experience ina British business or organization. Projects include a

variety of tasks such as market research, product pro-motion, analysis/system design, feasibility studies,cost/benefit analysis, strategy evaluation, businessplan development, and others. All internships arenon-paying positions.

Maastricht Center forTransatlantic StudiesMaastricht, TheNetherlands

UMR along with sixteen Universities from the UnitedStates, Europe and Mexico, work together to send qual-ified students to a period of study in Maastricht, TheNetherlands. Maastricht is the southern most city of TheNetherlands and has served as a crossroads betweenthe Netherlands, Germany, Belgium and France. Cours-es are taught in 3-1/2 week blocks, allowing ample op-portunity for travel to surrounding areas of Europe. Stu-dents and faculty live in a centralized community thatcontributes significantly to their intercultural experi-ence. Students may attend the program for the fall se-mester, spring semester, or the entire year.

You are eligible for the program if you have a cu-mulative grade point average of 2.50. All courses of-fered in the MCTS can be used for credit toward grad-uation. Courses from a variety of subjects are avail-able, and can be generally divided into the social sci-ences, humanities and business. New StudentPrograms

New Student Programs, an office of EnrollmentManagement, is responsible for the campus orientationprograms which includes Preview, Registration and Ori-entation (PRO); Opening Week Orientation; TransferOrientation; Student Mentors, and PRO Leaders. NewStudent Programs serves to orient and welcome newstudents to UMR; facilitates the transition to college lifethrough interactions with faculty/staff members, peersand upperclassmen; provides information concerningresources on campus; builds the foundation for futuresuccess; and introduces the concepts of professionaldevelopment and leadership.

During a one-day PRO session in the spring or sum-mer, incoming students take placement exams, learnmore about student success, campus resources, livingoptions, obtain UMR ID cards, open computer accounts,and meet with an academic advisor to determine theirfall class schedules. Opening Week Orientation takesplace the week before fall classes. This program in-cludes New Student Convocation, participation in stu-dent mentor groups, academic workshops, team proj-ects, and activities that focus on academic, profession-al, personal and social development.

PRO Leaders are a selected group of students forthe New Student Programs Office with primary dutiesconsisting of, assisting with planning and executing pro-grams for new students during PRO and Opening Week.

New Student Programs office also operates the Uni-versity’s “Miner Card” ID system services.

Nuclear ReactorThe UMR Nuclear Reactor is a Nuclear Regulatory

Commission (NRC) licensed 200 kilowatt pool-type re-actor that is used to support the engineering and sci-ence activities on campus. Using the facility, the reactorstaff provides hands-on laboratory, research & develop-ment and project opportunities. The reactor itself usesuranium fuel and is cooled by natural convection in apool containing approximately 30,000 gallons of water.The reactor generates a brilliant blue glow (Cerenkovradiation) when operated at higher powers.

The open pool design allows access to the reactorcore where experiments and samples to be irradiatedcan be positioned. The facility is equipped with a pneu-matics sample irradiation system, a neutron beam portthat provides a collimate neutron beam, a thermal col-umn that provides a diffused thermal neutron source,gamma spectroscopy system, and computer data acqui-sition and control systems.

The reactor is open to the greater campus commu-nity and offers an active (operations) licensure programfor interested students and others. The facility hosts nu-merous projects that actively engage students of vari-ous backgrounds: some recent projects include activi-ties in: 1) applied robotics, 2) applied biometrics, 3)

photolytically-induced material development, 4) radia-tion tolerance of electronic chips, 5) instrumentationand sensors, 6) convective heat transfer and multiphaseflows and so on. We encourage you to contact the facil-ity for additional information.

Oak Ridge AssociatedUniversities (ORAU)

Since 1981, students and faculty of the Universityof Missouri-Rolla have benefited from its membershipin Oak Ridge Associated Universities (ORAU). ORAU isa consortium of 91 colleges and universities and a con-tractor for the U.S. Department of Energy (DOE) lo-cated in Oak Ridge, Tennessee. ORAU works with itsmember institutions to help their students and facultygain access to federal research facilities throughoutthe country; to keep its members informed about op-portunity for fellowship, scholarship, and research ap-pointments; and to organize research alliances amongits members.

Absence from ClassWork missed due to absence from class must be

Certification of Enrollment StatusCertifications of enrollment status to lending agen-

Certification of full-time or half time statusis based upon the number of credit hours scheduled bythe student and includes courses in which the student isenrolled as a hearer. For undergraduate students, full-time is based on at least 12 credit hours; half-time is atleast 6 credit hours during a normal fall and spring term.For the summer session: full-time is 6 semester hoursand half time is at least 3 credit hours.

These statements are set forth as guidelines andprocedures to implement the University of Missouri Pol-icy on student records developed from The Family Edu-cational Rights of Privacy Act 1974.

The University of Missouri-Rolla as charged in theAct will annually inform its eligible students by includingin the Manual of Information and the General Catalogthe following information:1) “Educational Records” are those records, files, doc-

uments, and other materials which contain informa-tion directly related to a student and are maintainedby the university. Those records made available un-der The Family Educational Rights and Privacy Act of

1974 are student financial aid, the student’s muta-tive advisement file, student health records, disci-plinary record, the admissions file and the academ-ic record. The University of Missouri-Rolla “Educa-tional Records” do not include:A) Records of instructional, supervisory, and ad-

ministrative personnel and educational person-nel ancillary thereof which are in the sole pos-session of the maker thereof and which are notaccessible or revealed to any other person ex-cept a substitute.

B) The records and documents of the University ofMissouri Police Department that are maintainedsolely for law enforcement purposes and are notavailable to persons other than law enforcementofficials of the same jurisdiction.

C) In the case of persons who are employed by theuniversity but are not in attendance at the uni-versity, records made and maintained in thenormal course of business which relate exclu-sively to such person and person’s capacity asan employee where the records are not avail-able for any other purpose.

D) All records on any university students which arecreated and maintained by a physician, psychi-atrist, psychologist, or other recognized profes-sional or paraprofessional acting in his or herprofessional or paraprofessional capacity, or as-sisting in that capacity, and which are created,maintained, or used only in connection with theprovision of treatment to the student, and arenot available to anyone other than persons pro-viding such treatment, provided, however, thatsuch records can be personally reviewed by aphysician or other appropriate professional ofthe student’s choice.

2) The University of Missouri-Rolla recognizes “Direc-tory Information” to be the student’s name, e-mailaddress, address, telephone listing (including localand permanent address), date and place of birth,major field of study, participation in officially recog-nized activities and sports, weight and height ofmembers of athletic teams, dates of attendance,degrees and awards received, the most recent pre-vious educational agency or institution attended bya student, student level, and full- or part-time sta-tus. All students must inform the Registrar’s Officebefore the end of the two-week period following thefirst day of classes that this information should notbe released without the student’s prior consent. Theinformation listed above will become directory infor-mation as of the first day of classes following theend of the one-week period during the summer ses-sion.

3) University of Missouri-Rolla students have access tothe educational records identified in Paragraph 1above. In accordance with Pub. L. 93-380, asamended, the University of Missouri-Rolla will notmake available to students the following material:A) Financial records of the parents of students or

any information contained therein.

B) Confidential letters and statements of recom-mendation which were placed in the educationrecords prior to January 1, 1975, if such lettersor statements are not used for the purposeother than those for which they were specifical-ly intended.

C) Confidential recommendations respecting ad-mission to the university, application for em-ployment, and receipt of an honor or honoraryrecognition, where the student has signed awaiver of the student’s rights of access as pro-vided in 6.0404 the University Policy on StudentRecords.

4) The director of financial aid, the appropriate aca-demic dean, the director of the student healthservice, the vice chancellor for student affairs, thedirector of admissions, and registrar are the officialsresponsible for the maintenance of each type ofrecord listed in Paragraph 1.

5) Any student may, upon request, review his or herrecords and if inaccurate information is included,may request the expunging of such informationfrom his or her file. Such inaccurate information willthen be expunged upon authorization of the officialresponsible for the file.

6) Students desiring to challenge the content of theirrecord may request an opportunity for a hearing tochallenge the content of his or her educationalrecord in order to ensure that the record is not in-accurate, misleading or otherwise in violation of theprivacy or other rights of the student, and to providean opportunity for the correction of deletion of anysuch inaccurate, misleading, or otherwise inappro-priate data contained therein and to insert into suchrecords a written explanation respecting the contentof such records.

7) The university official charged with custody of therecords will attempt to settle informally any dis-putes with any student regarding the content of theuniversity’s educational records through informalmeeting and discussions with the student.

8) Upon request of the student or the university officialcharged with custody of the records of the student,a formal hearing shall be conducted, as follows:A) The request for a hearing shall be submitted in

writing to the campus chancellor who will ap-point a hearing officer of a hearing committee toconduct the hearing.

B) The hearing shall be conducted and decidedwithin a reasonable period of time following therequest for the hearing. The parties shall be en-titled to 10 days prior written notice of the itemand place of the hearing.

C) The hearing shall be conducted and the decisionrendered by an appointed hearing official or of-ficials who shall not have a direct interest in theoutcome of the hearing.

D) The decision shall be rendered in writing withina reasonable period of time after the conclusionof the hearing.

E) Either part may appeal the decision of the hear-ing official of officials to the campus chancellor.

9) The University of Missouri-Rolla may permit accessto or release the educational records without thewritten consent to a school official with legitimateeducational interest. A school official is determinedto have legitimate educational interest if the infor-mation requested is necessary for that official to (a)perform appropriate tasks that are specified in hisor her position or by a contract agreement; (b) per-form a task related to a student’s education; (c)perform a task related to the discipline of a student;(d) provide a service or benefit relating to the stu-dent or student’s family, such as health care, coun-seling, job placement or financial aid.

10)If any material or document in the educationalrecord of a student includes information on morethan one student, they may inspect and review onlysuch part of such material or document as relates tohim or her or to be informed of the specific infor-mation contained in such part of such material.

11)Students desiring reproduction of copies of educa-tional records will be charged $.10 per page. Officialcopies of transcripts are $7.00 per copy for current-ly enrolled students and alumni.

Course InformationThe number in parentheses following the name of

the course indicates the number of credit hours givenfor successfully completing the course. It also reflectsthe section type; for example, (LEC 3.0) designates alecture course of three hours credit; (LAB 1.0) desig-nates a laboratory course of one-hour credit and (IND0.0-15.0) designates independent study or researchwith variable hours. A lecture credit hour is usually thecredit granted for satisfactorily passing a course of ap-proximately 15 classroom hours. A laboratory course ofone-hour credit would normally meet three classroomhours per week for 15 weeks.

Three credit hour courses normally meet 50 min-utes three times per week, or 75 minutes twice a week,for 15 weeks. The time in class is the same in each case.If you have two classes in succession, there should beat least 10 minutes between classes. Classes meetingMonday-Wednesday-Friday will normally begin on thehour. Classes meeting Tuesday-Thursday will normallyalternate between the hour and half hour, beginning at8:00 a.m. In addition, there is an Academic Free hour12:00-1:00 on Monday, Wednesday, and Friday.

Students must have completed the stated prerequi-site(s) for the course for admission to the course or ob-tain the ‘Consent of the Instructor’ of the course.

Degree Requirements/Catalog YearThe semester (term) that you enter college, after

graduation from high school, is stored in the UMR Stu-dent Information System database. This permanentrecord is referred to as your catalog year and providesthe definition of the catalog of graduation that describesthe degree requirements that you should follow to reachyour degree goal. Your catalog year can change if youdo not remain continuously enrolled. The AcademicCouncil, on April 26, 1990, addressed the issue of stu-dents that discontinue enrollment with the followingregulation:

Students are responsible for knowing and meetingdegree requirements stated in the Undergraduate Cata-log, current at the time of their initial enrollment asfreshmen. Transfers from community colleges and oth-er universities are permitted to complete degree re-quirements in effect at the time of their enrollment asfreshmen at the community college or university. Stu-dents may elect to be graduate under the most recentdegree requirements.

Students who interrupt their enrollment for twoconsecutive semesters, excluding summer sessions,must meet the degree requirements in effect at thetime of readmission. Students who interrupt their en-rollment for extenuating circumstances may appealthis regulation to the chairman of the degree-grantingdepartment. The chairman will notify the Registrar’soffice if the student’s original catalog of graduation isreinstated.

Non-enrolled students who intend to complete thedegree requirements by transferring work from anotherinstitution or through correspondence courses must doso within a year of leaving UMR. Otherwise, studentswho exceed this time limitation must meet the degreerequirements in effect at the time of graduation. Thestudent may appeal to the chairman of the degree

granting department to reinstate the catalog in effectduring the last term enrolled.

In order to meet accrediting standards and to up-grade course offerings, the degree requirements speci-fied by your catalog can be changed by the faculty un-der certain conditions. On October 29, 1992 the Acade-mic Council approved the following regulations specify-ing these conditions:

Students are responsible for knowing and meetingdegree requirements stated in the current Undergradu-ate Catalog at the time of their initial enrollment asfreshmen. A student whose initial enrollment is in thesummer will use the catalog current the following fall. Astudent whose initial enrollment is in the spring will usethe catalog current the previous fall. Because of the rap-id changes in the world today, the Faculty may feel it isin the best interests of the University’s students to makechanges in their degree requirements. In the event ofsuch changes after a student enters UMR, that studentwill be required to satisfy the new degree requirements,provided the following conditions are met:1) The total hours required to graduate cannot be in-

creased for a continuously enrolled student, withoutthat student’s permission.

2) The total number of semesters needed to graduatecannot be increased for a continuously enrolled stu-dent, without that student’s permission.

3) A new course cannot be substituted for an oldcourse which a continuously enrolled student has al-ready satisfactorily completed, without that stu-dent’s permission.Transfer students from community colleges or other

universities will complete the UMR degree requirementsin effect at the time of their initial enrollments at theircommunity colleges or universities. If there are changesin UMR degree requirements after such students’ initialenrollments at their community colleges or universities,the rules stated above apply.

Pass/Fail CoursesGrading options cannot be changed after the end of

2 weeks of class. “S” and “U” grades are used forpass/fail courses and are not used in GPA calculations.Only one pass/fail course per semester is permitted. De-gree requirements specified by discipline cannot be tak-en pass/fail. Graduate students cannot take coursespass/fail. See departmental policy in the Student Acade-mic Regulations handbook for other possible restrictions.

University Communications toStudents

Each student, once initially registered for classes,will be issued a UMR e-mail account with an address onthe umr.edu domain. This is the account used for officialUniversity business and official University communica-tions to students. Students are expected to regularlycheck their UMR e-mail account for University commu-nications and are responsible for communications sentto this account. Therefore, communications sent to thisaccount will be considered to have fulfilled any Univer-sity obligation for notification.

Residential Life The UMR Residential Life housing is composed of

three separate residence hall complexes, Thomas Jef-ferson Hall, the Quadrangle Complex, and the Residen-tial College, and one apartment complex, NagogamiApartments. The Residential Life Department's intentionin operating all of these facilities is to provide studentswith a living environment that is best designed to meetthe academic and personal needs of the individual stu-dent. Each residence hall complex is administered by aprofessional live-in resident director and is staffed byparaprofessional students called resident assistants(RAs). The apartments are administered by an apart-ment manager. All residence hall staff members work todevelop academic living environments and are trainedto help students cope with the challenges associatedwith college. Their efforts are supervised by the Resi-dential Life staff and they work closely with the Coun-

seling Center staff and other members of the StudentAffairs Division.

The Residential Life Department strives to providestudents with facilities and services that will best servethe lifestyle needs of UMR students. Various livingarrangements are available to students, including quietfloors, specialized learning communities and interestarea communities, upperclassmen housing, doublerooms, suite-style housing, cooperative living units, andmarried housing. All rooms are furnished with beds,closets or wardrobes, desks, chairs, bookshelves, andstudy lamps. Students have the option of bringing per-sonal items to give their room their own individualtouch. Each community has its own study room and TVlounge. Other facilities in the residence hall includelaundry facilities, computer learning centers, fitnessrooms, meeting areas, game rooms, vending machinesand convenience stores, depending on the complex.

The residence hall communities are administeredwith input from students. Each complex has its owngoverning body and the Residence Hall Association(RHA) is a representative group of all residence hall stu-dents. These groups play a major role in defining thepolicies that govern the residence halls and sponsor asignificant number of social, diversity, community serv-ice and educational programs. Representatives for thesegroups are selected in community or complex elections.

Being a residential university, UMR requires fresh-man and sophomores to reside in campus approvedhousing: the residence hall complexes, an approved fra-ternity house, an approved sorority house or ChristianCampus Fellowship. Exceptions may be granted formarried students, students whose homes are in the Rol-la area, military veterans, and students over 21 years ofage or other justified situations.

Thomas Jefferson Hall, the largest residence hallcomplex, is located at the north end of the campus. Thisis a co-ed facility that is capable of housing up to 920residents in two high-rise towers. Although this com-munity is comprised of a predominantly undergraduatepopulation, graduates have chosen to live in this area.Thomas Jefferson also houses the Voyager LearningCommunity.

The Quadrangle residence hall complex is located onthe south end of the campus. It houses approximately350 residents in four halls, McAnerney, Farrar, Holtmanand Kelly. All of these halls are co-ed facilities with Far-rar Hall providing cooperative living environments andHoltman Hall being designated to house students overage 21 in single rooms and students interested in theHolistic Community. The facilities and the environmentin Holtman Hall are administered with the intent of try-ing to meet the unique needs of its special population.

The Residential College Building One houses ap-proximately 250 students and provides commons areasto host gatherings, teach learning communities, orshowcase speakers. Additional amenities include facul-ty and staff residences, a reception and service area,and a computer learning center. Centrally located, fu-ture buildings in this complex will be constructed tohouse 150-300 students and provide facilities similar tothose in Building One. Living accommodations will vary

between four-person single-deluxe suites with a semi-private bath to four-person double suites with two semi-private half baths. To live in the Residential Collegecomplex, students must be enrolled in one of the fourcourses directly connected to the Residential CollegeLearning Community: Women as Global Leaders, Entre-preneurial Scholars, Experiential Design, and Global Re-search.

Nagogami Terrace, located on the west side of thecampus, includes 36 two-bedroom apartments thathave outside exits which face directly into a courtyardsetting. While both married and single graduate and un-dergraduate students are housed in this community,priority is given to students who are married or withfamily, graduate students, and then undergraduate stu-dents.

Meals are served in dining halls located in or neareach complex. They offer full-meal service on the week-days and partial-meal service on the weekends thatschool is in session. Throughout the year special mealsare served to provide more variety in the cafeteria serv-ice. Ten meal plans are available that can be used at allon-campus retail and dining locations. These plans aredesigned to allow students the opportunity to select themeal plan that is best tailored to meet their needs. Stu-dents who live in the residence halls are required to con-tract for one of these ten plans. Students who live in theUniversity's apartments or who live off campus have theoption of purchasing a dining plan if they so choose.

Student ConductA student enrolling in UMR assumes an obligation to

behave in a manner compatible with the university’sfunction as an educational institution. The University’s“Standard of Conduct” and “Rules of Procedures in Stu-dent Conduct Matters” are printed in the “Student Hand-book” and the “Student Academic Regulations” and canbe found on the Web. Other departments and organiza-tions, such as Residential Life and Computer Services,have specific policies and standards for their residentsand/or users, as well as procedures for handling viola-tions. Student Health ServicesAny currently enrolled student can be treated at

Student Health services (SHS). The cost is supported byhealth fees paid each semester by all students. SHS of-fers a wide range of primary health-care services tomeet students needs and is designed for care of acuteand intermittent health problems.

Insurance is recommended since hospital care andspecialists are not covered by the SHS fee. An optionalstudent group plan of accident and sickness insurance isavailable to all students. Information on this plan maybe obtained at the Cashier’s Office.

Measles and Rubella ImmunizationPolicy

No incoming student born after 1956 shall be regis-tered for classes at the University of Missouri-Rolla with-out documented proof of two doses of live measles vac-cine. Students matriculating only in off-campus or con-tinuing education/extension courses are excluded.

The incoming student shall present acceptable doc-umentation of immunization before registration to theUniversity of Missouri-Rolla is complete. Acceptabledocumentation shall be defined by the campus and mayinclude a measles immunization record signed by aphysician, or a health record from a high school or abranch of the military.

Students not in compliance with this policy will benotified of the need to provide acceptable documenta-tion in order to register for classes. In addition, a holdwill be placed on the records of students not in compli-ance.

Exemptions from immunization are permitted formedical, religious or philosophical reasons. Studentswho exempt themselves from immunization for religiousor philosophical reasons must sign the University of Mis-souri-Rolla measles/rubella form (parents must sign forpersons under the age of 18). For medical exemptions,the University of Missouri-Rolla measles/rubella formmust be signed by a physician. This form will be on filein the student health clinic or other office designated bythe Chancellor. For their own protection, students whohave an exemption may be required to leave campus incase of a measles or rubella outbreak.

Meningitis ImmunizationBeginning with the 2004-2005 school year and in

compliance with State Law (SB 686) all students living

in UMR approved housing shall provide documentedproof of the Meningococcal vaccine or be required tosign a waiver stating that the institution of higher edu-cation has provided the student, parent or guardian withdetailed written information on the risks associated withthe meningococcal disease and the availability and ef-fectiveness of the meningococcal vaccine. Theserecords will be maintained at the SHS and will be avail-able to the Resident Halls, Greek Housing and other Uni-versity housing.

Proof of meningitis vaccine or a signed waiver mustbe provided by the student to SHS before they will beallowed to move into university approved housing.

Other ImmunizationsThe following immunizations are recommended by

Policy for Tuberculosis TestingAdopted 4-04

The UMR campus takes reasonable steps to protectstudents from exposure to infectious diseases. Studentsfrom endemic areas account for 95% of the risk of a tu-berculosis (TB) outbreak on campus. Untreated TB canresult in serious health problems for the student and forother people who come in contact with him or her. In or-der to ensure a healthy campus, beginning with the fallsemester 2004 and every semester thereafter, all in-ternational students shall be required to have a Man-toux skin test for tuberculosis administered in the Unit-ed States and a reported reading in millimeters.

Testing with the Mantoux two step skin test must bedone or verified, at no charge, at UMR Student Health.If a skin test is positive, a further test involving a chestX-ray must be administered to determine if active tu-berculosis is present.

All students who test positive for tuberculosis shallbe offered tuberculosis medication and must be directlyobserved taking their medicine at Student Health for thedesignated time period.

Enrollment is contingent upon completion of TBtesting and possible treatment as described above.

Cultural ProgramsCultural Programs promotes and supports diversity

and cultural education within the University and Rollacommunity. Our mission is to educate UMR studentsabout differences and similarities We provide advocacyfor African American, Native American, internationaland other minority groups, bringing people of all racestogether and facilitating their participation in campusorganizations and programs such as Student Counciland the Student Union Board. University PoliceOfficeParking

All student-operated vehicles in the Rolla areashould be registered with the University Police Depart-ment and should have either a valid campus parkingpermit or student registration decal affixed properly tothe vehicle. UMR Parking, Security and Traffic SafetyRegulations, as adopted by the Parking, Security andTraffic Safety Committee and approved by the Chancel-lor, provide for the payment of established fees for park-ing privileges and set fees for violation of those regula-tions. The University Police Department has the respon-sibility of enforcing parking regulations at UMR.

The size of the student body, faculty, and staff, cou-pled with the fact that a large number of students liveoff-campus, leads to a relatively large number of motorvehicles on and near the campus. This traffic load, inturn, complicates parking for the campus citizen andcreates a hazard for vehicles and pedestrians. The Com-mittee has prescribed the rules governing the classifica-tion and use of parking lots, the qualifications for park-ing on those lots, and the rules for application, issuance,and use of parking permits.

UMR Parking-Rules in Capsule Form1) All parking on campus requires either a purchased

permit or payment at a meter. Decals (permit andregistration stickers) must be affixed to the outsideof the rear window or bumper on driver’s side of thevehicle. Temporary tags shall be affixed to the insiderear window on the driver’s side of the vehicle.

2) All vehicles shall be parked HEADING into the park-ing spaces. (Do not back into or pull through thespace.)

3) A visitor is anyone OTHER THAN an employee, stu-dent or member of their family.

4) Regulations pertaining to area permits and meteredparking are enforced YEAR ROUND from 7:30 a.m.to 4:30 p.m. except on Saturdays, Sundays and Of-ficial University holidays. Other regulations are en-forced at all times as noted below.

5) Permit and metered parking at Thomas JeffersonResidence Hall shall be enforced 24 hours a day 7days a week.

6) Employees and students lending their vehicle to avisitor will be responsible for any violations occur-ring on campus.

7) Parking permit owners shall park only in the area towhich the purchased permit allows access.

8) Employees and students without parking permitsshall use only metered spaces.

9) Specially marked disabled parking, driveways, yel-low curbs and zones, spaces marked for 24 hour en-forcement, fire lanes, vehicle types and areas notdesignated as a parking area, etc. shall be enforced24 hours a day 7 days a week

10)University driveways, yellow curbs and zones andany other area not specifically designated as a park-ing area shall not be used at any time.

University PoliceThe mission of the University Police, as a vital part

of the administrative staff is to support the academicand campus community in fulfilling its commitment toteaching, research and service. The responsibilities ofthe University Police, as set forth in Chapter 172, Mis-souri Revised Statutes, are:

“To protect and preserve peace and good order inthe public buildings and upon the campuses,grounds, and farms, over which they may havecharge and controls.”Chapter 172 also provides University Police with:

“The same power to maintain order, preserve thepeace, and make arrests as is now held by police officers.”

Duties include, but are not limited to, crime preven-tion through active campus involvement, individual in-teractions, and public educational endeavors, preventa-tive patrols, service to students and others in emergen-cies, maintenance of peace and order, special event cov-erage, control and supervision of traffic, the enforce-ment of state laws and university rules and regulations,and the investigation of crimes.

University Police to be NotifiedThe University Police Department is to be notified as

soon as practical of incidents involving alleged violationof state statutes that occur on campus property andother circumstances requiring police service, includinghealth or safety emergencies.

The University Police shall be responsible for themaintenance of peace and order, and the investigationof crimes occurring on University property. To help in-sure that this accomplished, the campus communitymust report incidents in a timely manner.

The University Police Department shall attempt tomonitor and record, in cooperation with local policeagencies, criminal activity at off-campus student organ-izations with off-campus housing facilities.

The Student Affairs Division at UMR has developeda “Protocol for Responding to Survivors of Sexual As-sault” for Student Affairs personnel which outlines theoptions for support and services available to the victimduring a time of crisis caused by a sexual assault.

Reporting options include direct reporting, wherethe victim speaks directly with law enforcement officers,whether it be UMR Police or Rolla Police. If the victimdoes wish to participate in the prosecution of the of-fender, direct reports are required and should be madeas soon as possible.

Reporting by third party involves law enforcementbeing contacted by someone other than the victim, suchas University personnel, who reports the details of theassault. This option should only be used when the vic-tim is unwilling to report the assault directly. However,it is unlikely any prosecution of the assault will be madeunless the victim agrees later to make a direct report.

Through an anonymous report the victim contactauthorities and reports the details of the assault butdoes not disclose her/his identity. Again, although thistype of reporting may be useful in preventing addition-al assaults on campus, it cannot be used for investiga-tion and prosecution of the assault.

Security of CampusAccountability of the security of campus facilities

originates with the department chair. Areas of responsi-bility include, but are not limited to, both interior andexterior entryways, exists, and windows, and items ofvalue within the department. Areas not under a specific

department shall be under the responsibility of the nexthigher level within the division.

The department chair is ultimately answerable forsecurity problems existing within his/her area of con-trol, but can designate a dependable and reliable indi-vidual(s) areas of security responsibility.

A particularly sensitive area in building access con-trol is the issuance of keys by departments to faculty,staff, and students. Department key issuance and con-trol shall comply with guidelines set forth in section 07-13, under the title, “Property & Capital Equipment, KeysTo University Buildings (UMR).”

Buildings shall be secured during the evening hoursat the earliest reasonable time. Any facility open for anextended period after normal operating hours for thatbuilding shall require a permit to be open for the hoursspecified on the permit.

During the academic year in which residence hallsare open, those halls shall be secured during theevening hours according to Housing Department regu-lations. Faculty, staff, and students are encouraged toprevent access by unauthorized personnel, in both res-idence halls and other campus buildings, by verifyingany door entered or exited has closed and locked.

Maintenance of campus facilities involving securi-ty problem areas, such as broken locks, windows,door, etc., shall involve reporting the security prob-lem as soon as possible to the Physical Facilities de-partment, who shall rectify the security breech with-in a timely manner.

Notification of AgenciesLocal law enforcement agencies (i.e., Rolla Police

Department, Phelps County Sheriff’s Office, State High-way Patrol) are routinely notified of violations of law andother incidents occurring on campus that appear to af-fect the off-campus community.

The Director of University Police or his representa-tive will act as liaison between the University and locallaw enforcement agencies and make the determinationas to when they should be notified of an incident occur-ring on campus.

Police ReportsPolice reports involving criminal activity will be

turned over to the County Prosecutor for his/her dispo-sition. The Director of University Police shall review eachreport and make every effort to establish a proceduralrelationship to permit campus disciplinary procedures tobe implemented for minor infractions.

Certain University officials, because of the nature oftheir responsibilities, will be informed in cases involvingstudents faculty, and staff. Information concerning stu-dent conduct not required is referred to the office of theprosecutor and will be forwarded to the University Stu-dent Conduct Officer.

Compilation of Crime StatisticsThe University Police will compile crime statistics

and prepare annual reports for dissemination accordingto University, state, and/or federal guidelines. These an-nual reports shall be reviewed by the Director of Resi-

dential Life and, upon his review, be made available forpublic examination.

Timely reports shall be made to the campus com-munity on crimes considered to be a threat to other stu-dents and employees. Those crimes include murder,rape, robbery, aggravated assault, burglary, and motorvehicle theft.

Alcohol/Illegal Drugs Policies:

Alcoholic BeveragesThe use, or possession of any alcoholic beverage is

prohibited on all University property, except in the Pres-ident’s residence and the Chancellors’ residences, andthe sale, use or possession may, by appropriate Univer-sity approval be allowed in approved University AlumniCenters of Faculty Clubs, and for single events and re-occurring similar events in designated conference,meeting, or dining facilities provided by University foodservices, subject to all legal requirements. Further in-formation pertaining to alcoholic beverages can be ob-tained from the UMR Alcohol Handbook.

Illegal DrugsUniversity of Missouri regulations prohibit the un-

lawful possession, use, distribution and sale of alcoholand illicit drugs by University students and employeeson University-owned property and at University spon-sored or supervised activities. Local, state, and fed-eral laws also prohibit the unlawful possession, use,distribution, and sale of alcohol and illicit drugs. Vio-lation of the University of Missouri regulations andfederal and state laws can result in disciplinary actionup to and including expulsion for students and dis-charge for employees.

A variety of resources exist for drug and/or alcoholcounseling, treatment, or rehabilitation program. For de-tailed information concerning University and communityresources, students and employees may contact theSubstance Abuse Prevention Program, 106 NorwoodHall, 341-4292. Confidential consultation, assessment,short term counseling, and referral services are availablefree of charge to faculty, staff, and students. A variety ofprevention of education programs are also offered.

other sex offenses following an on-campus disciplinaryprocedure includes disciplinary probation, suspension,or expulsion. Information involving any crimes commit-ted on campus and investigated by the University ofMissouri-Rolla Police Department will be submitted tothe Phelps County Prosecutor for his disposition andpossible prosecution of the alleged assailant(s).

Preserving Evidence if a Sex Offense OccursReceiving medical care immediately following a

rape, attempted rape, or sexual assault is extremely im-portant for the victim’s well being. It is essential that thevictim of the crime obtain:1) emergency medical exam if the victim has serious

injuries;2) a general medical exam to ensure that she/he has-

n’t obtained injuries that she/he’s unaware of or un-able to determine;

3) a medical/legal examination for the collection of ev-idence if she/he thinks there is any possibilityshe/he will want

4) testing for Sexually Transmitted Diseases, AIDS,and possible pregnancy (as part of follow-up treat-ment).

For medical emergencies call UMR Police (341-4300)who will subsequently have an ambulance dispatched. Itis strongly encourages that a report to the UMR Policebe made as soon as possible after the sexual assault. Areport can be made at the hospital or the police depart-ment.

Successful apprehension and/or prosecution of theoffender depends greatly on a rapid and accurate reportof the crime. Information about the assault can assistlaw enforcement authorities in providing and improvingprevention strategies for the protection of the victimand others in the community.

Making a report assists the police in protecting thecommunity. While the actual prosecution of the offend-er is pursued by the Phelps County Prosecutor (not bythe victim), prosecution is unlikely to occur without theconsent and assistance of the victim. University Policeservices are STRICTLY CONFIDENTIAL, and in no waydoes contacting this support unit obligate the victim totake any further action.

If the victim is considering a medical/legal exam,the only resource in this area is the Phelps County Re-gional Medical Center Emergency Room. To obtain phys-ical evidence that will be useful, the medical/legal exammust be conducted within 48 hours of the assault.

If the victim pursues this course of action the UMRPolice and the Rolla Police will be contacted by PhelpsCounty Regional Medical Center. The police will be noti-fied by the Emergency Room personnel who will arriveat the hospital to begin their investigation upon com-pletion of the exam. The Director of Residential Life willbe contacted by UMR Police and informed of the assaultand the identity of the victim. The Director of Residen-tial Life is subsequently responsible for coordinating theUniversity response to the assault.

Other sources of emergency medical exams for vic-tims include UMR’s Health Services, whose services areavailable 24 hours a day (341-4284), and Planned Par-enthood, where appointments are required (364-1509).

Sexual Assault On-Campus Disciplinary Ac-tion Procedures

There are two possible situations which may arise asa result of an accusation of sexual assault or rape. Thepolicy/procedures for dealing with the situations are de-fined in the Collected Rules and Regulations of the Uni-versity of Missouri, Section 200.020, Part C: RULES OFPROCEDURES IN STUDENT DISCIPLINARY MATTERS,approved by the Board of Curators. The situations whichmay arise are:1) The victim has reported a rape or sexual assault to

a law enforcement agency. The Director of Residen-tial Life is then notified by the UMR Police.

2) The victim does not report the rape or sexual as-sault to a law enforcement agency, but wishes theUniversity to take action against the alleged perpe-trator under Section 200.010 of the Collected Rulesand Regulations of the University of Missouri: STAN-DARD OF CONDUCT. The campus judicial officer willinform the victim that an investigation may takeplace, and that action may be taken without the vic-tim’s consent, if it is deemed in the best interest ofthe University community.

The accused will be contacted by the judicial officer im-mediately after initial information has been gathered.Both the accuser and the accused are entitled to thesame opportunities to have others present during acampus disciplinary proceeding, and both will be in-formed of the outcome of any campus disciplinary pro-ceeding involving a sexual assault complaint.

Counseling, Mental Health Services For Sex-ual Assault Victims

The UMR resource for crisis intervention is the UMRCenter for Personal and Professional Development (341-4211). UMR counselors are trained professionals whowill assist victims of rape, attempted rape, or sexual as-sault in coping with the trauma or long standing victim-ization issues. There is no cost to the student for theseservices. The victim has the right to decline an immedi-ate interaction with the Center for Personal and Profes-sional Development. These services are STRICTLY CON-FIDENTIAL and contacting this support service does notobligate the victim to take any further action. Othercounseling or mental health services in the communityinclude Central Ozarks Mental Health Services, 364-

7551, and the Phelps County Regional Medical CenterStress Center, 341-2350.

Changing Academic, Living Status After Al-leged Sexual Assault

If the accused and the victim may be in close con-tact with each other because of class schedules and/orliving arrangements, two situations may arise:1) The Director of Residential Life has the authority to

give the victim and/or accused the option of chang-ing living arrangements. If the victim and the ac-cused refuse to change living arrangements, the Di-rector has the authority to change the livingarrangements of either person. Contact should bemade with the Director of Residential Life office,341-4218, for assistance in this area.

2) The judicial officer shall give the parties the optionof changing class schedules to avoid contact. How-ever, change of class schedules cannot be requireduntil after disciplinary proceedings have concluded.Contact can be made with the judicial officer in theStudent Affairs Office, 341-4292, for assistance inthis area.

Writing Across theCurriculum

UMR’s Writing Across the Curriculum (WAC) Pro-gram is designed to help students improve their writingabilities and communication skills. In addition to re-quired and elective courses in the English Department,Writing Intensive and Emphasized courses in all disci-plines give students writing experience in their academ-ic and professional fields and satisfy the General Educa-tion Communication requirements. port that, in order to advance in their professions, theyhave had to refine their communication skills muchmore than they ever anticipated. Drawing on this infor-mation, WAC puts into practice the idea that writing pro-ficiency develops over time, through practical experi-ences in writing various kinds of documents for variousaudiences. Writing is seen not as a simple skill that canbe learned in a single semester or in a single course, butas a process that develops over the course of one’s un-dergraduate years and throughout one’s career.

The Writing CenterThe Writing Center, housed in the Dr. Beverley Bowen

Moeller Writing Studio, was established to help studentsbecome effective writers in their chosen majors and pro-fessions. The Center is staffed by peer writing tutors whoare trained both to teach general writing skills and to of-fer help with specialized forms of writing, such as re-search papers and laboratory reports. Tutors can helpstudents with all phases of the writing process, from un-derstanding assignments and organizing ideas to revisingdrafts. The Center maintains a collection of handbooksand other writing resources (in both print and digital for-mat) for student use. The Center staff periodically offersworkshops and presentations related to writing, includingthe weekly English as a Second Language workshop.Writing Center facilities and services are available to allUMR students free of charge.

The Writing Center is located in 113 Campus SupportFacility. Tutors are available Sundays 12:30 to 5:00, andMondays through Thursdays 11:00 to 7:00. Studentsshould feel free to drop in whenever the Center is open,but making an appointment in advance will ensure a tu-tor’s availability.

The Center for Writing TechnologiesThe Center for Writing Technologies is located in 114

Campus Support Facility, adjacent to the Writing Center.This is a Computer Learning Center equipped with writ-ing, editing, and desktop publishing software. It is avail-able for student use during Writing Center office and tu-toring hours, when not occupied by classes or work-shops.
