Widening tax base for largerrevenue and faster developmentIn the early 90’s our country made remarkable strides in eco-

nomic growth with higher exports and industrial output. Unfortu-nately, the same development process could not continue for longas there was overall economic recession and the revenue fell farshort of expenditure. Today, the statistics of industrial output andeconomic growth is quite disheartening. The government in itsbid to contain deficits and carry out development process findsraising the tax rates of the introduction of new taxes as the easiestway out.

However, frequent and disproportionate hikes in tax rates notonly put an additional burden on the masses but also encouragetax theft and evasion. It should be realised that the hikes can bemade more acceptable to the people if they are done in small pro-portions. Similarly, after paying huge taxes, citizens have everyright to know where the money is spent. Consumers definitely willnot be happy to pay the increasing taxes if they continue to faceproblems and poor quality services.

While it is true that it is absolutely necessary to generate moreand more number of tax payers but practically things are different.High rates of tax are generating a feeling of burden in the masses.Every common man shells out his maximum income to the gov-ernment by way of taxes. No one can escape the tax trauma. Be-cause of high tax rates, people are either reluctant to pay or aremanipulating and concealing true income to save on taxes. Theyare able to do this because of loopholes in the policies. As a result,the tax base of our country and the state is not widening at thepace at which it should have grown.

To increase the revenue, government should try to widen thetax base and this would be possible only when the tax rates aremade reasonable. This will automatically generate voluntary taxpayers. Apart from this, stringent policy measures should be madeand adopted to prevent tax evasion. Methods of calculation of tax-es should be simplified so that there is least possibility of manipu-lation and evasion of taxes. With simple rules and reasonable rateof taxes, the government will be able to widen the tax network,which will ultimately result in larger revenue and faster develop-ment process as a whole.

The problem of ATMfrauds is global in na-ture and its ramifica-tions have been felt inIndia as well. ATMfrauds in India are in-creasing at an alarmingrate. If we add to it thecases of Credit CardFrauds, Internet Bank-ing Frauds and fraudscommitted using Ph-ishing techniques, thenumbers are reallyshocking. With mobilephones being increas-ingly used for transac-tions, instances havebeen reported of fraud-sters intercepting one-time passwords by ob-taining duplicate SIMcards. The ATMs needto be highly secured ascardholders are igno-rant about such tricks.ATM Frauds happen

when someone leaveshis/her credit card un-attended in a vehicle orchanging room or al-lows anyone else to usethe card or loses thecard that is misused byothers or discloses thePersonal IdentificationNumber (PIN) to oth-ers, etc. Fraudsters aremuch more advanced.The Technology can alsobe used to minimizecases of ATM Frauds inIndia. The technologi-cal mechanisms likeDesignated time, Mi-crochip technology, Bi-ometric tokens, En-hanced security, ATMMonitoring, Custom-ised software, Custom-er motivation, Alerts,

etc. can be used to min-imize and prevent ATMfrauds in India.

TheATM fraud is not thesole problem of banksalone. It is a big threatand it requires a coor-dinated and cooperativeaction on the part of thebank, customers andthe law enforcementmachinery. Being aBank employee, I wouldlike to point out that to-day, everyone is keep-ing a bank account withan ATM card. Manywrite the PIN in the

space provided for sig-nature, and this is anopen invitation tothieves. The security ofthe password need notbe overemphasizedwith increasing theftsand frauds on the Inter-net. It is high time torevoke the Cyber Lawof India as soon as pos-sible and enact Strongand Effective Laws inthis regard. Till wehave suitable and aptlaws, we must applyexisting laws in a pur-posive and updatingmanner. There is thusa need to take precau-tionary and insurancemeasures that givegreater “protection” tothe ATMs, particularlythose located in less se-cure areas.

Out of 26 partici-pants from differentcountries, the 40 yearold Mrs Deepali baggedthe coveted title andbrought laurel for thecountry.

An avid traveller,Deepali always desiredto promote travellingdestinations of India ona global platform. In2017, she participatedin the pageant ‘Mrs.India Pride of Nation’held in Gurugram andlater in TRI India pag-eant. “I wanted to pro-mote India on a globalplatform and hence de-cided to participate inthe International Mrs.Tourism Pageant,”says Deepali, whoholds a double postgraduate degree in Sci-ence and Educationand was the formerHead of Podar Interna-tional School and Rad-cliffe School, NaviMumbai.

The journey, how-ever, was not easy andthere were several hur-dles along the way.“Firstly, I was over-weight,” recalls Deep-ali who had to workhard to reduce around13 kg in a span of 8-9months, which she didwith the help of regu-lar exercises, balancedfood and meditation.“This helped me to be-come fit as well as morefocused,” she says. Sec-

ondly, as she had tokeep abreast with thecurrent affairs, shehad to become an avidreader. However, “Themost challenging wasto walk the rampwearing sandals withheels,” she says with asmile. In addition, shehad to balance herpractice sessions withthe household work andother duties. “It is achallenge to manage

home, a child and oth-er responsibilitiesalong with the passionthat one wants to pur-sue,” says Deepali.However, with the sup-port from her parents,husband, her 12 yearold daughter,Saumyaa, Deepali wasable to overcome all thechallenges with ease.

ling locations of Indiaand the host Philip-pines and would also be

spreading awarenesson the need to takecare of our surround-

the Navi MumbaiMunicipal Corporation(NMMC) is also losingon the entertainmenttax. Previous financialyear the civic bodycollected Rs 78 lakh asan entertainment taxfrom Vishnudas BhaveNatyagruha.

The auditoriumwas closed for com-plete renovation from11th March, 2019 andthe deadline set forthe completion of itwas eight months.Earlier in June 2019the former civic chiefDr. Ramaswami N.had inspected the

work and had askedthe engineers to pullup their socks andcomplete the work bythe end of October,2019. On 22nd Septem-ber, 2019 the NMMCcivic chief AnnasahebMisal along with theMayor Jaywant Sutaralso inspected theauditorium’s ongoingwork and had in-structed the engineersto get the workcompleted by the end

of November, 2019.However, the work isunlikely to get com-pleted before January,2020, it is learnt.

What is a Child Line?

ChildLine-1098 is anational emergencyhelpline phone servicethat helps childrenwho are in distress,children who are ex-ploited, or who needhelp and protectionthrough the ChildLine 1098 Helpline.The helpline is run bythe Ministry of Wom-en and Child Develop-ment under the cen-

tral government’s Inte-grated Child Protec-tion Scheme. The Hel-pline is chosen by var-ious social organiza-tions working withchildren across thecountry. Subsequently,these social organiza-tions work in coordina-tion with the ChildLine India Foundation.

How the Child Line Works

On getting a call onthe Helpline 1098 onchildren who are in dis-tress or difficulty, Childline volunteers try toprovide immediate re-lief to these children, aswell as try to rehabili-tate them with the co-operation of the police,the District Women’sChild Development De-partment, the DistrictChild Protection Celland the Child WelfareCommittee.

Need for better planningDespite repeated action by the Navi Mumbai Municipal Cor-

poration or the City and Industrial Development Corporation Ltd.hawkers continue to pose a serious problem in the city. Due tothe hawkers on the footpath, not only the pedestrians are forcedto walk on the roads, but the poor disposal habits of the hawkershave started creating environmental problems and health haz-ards.

There has not been dearth of anti encroachment drives fromNMMC or CIDCO. But due to lack of constant supervision, thehawkers come back to their original places and continue withtheir business unperturbed.

There is no denying that like slums, hawkers are the inevita-ble by-product of the development process and that with thegrowth of the city in terms of industrial and economic develop-ment, it is natural for people to immigrate from the nearby plac-es. Further, in Navi Mumbai, where there is dearth of shoppingplazas, hawkers are patronized by the residents themselves asthey provide essential services at competitive prices and at stra-tegic locations. Moreover, many political parties who view themas vote banks during elections, also whole heartedly supportthem.

Hence it is impossible to make Navi Mumbai a hawker- freecity. But these hawkers can be made to conduct business fromstipulated zones only so that the footpaths remain free for thepedestrians. This is exactly what NMMC did in the beginning. Ittook upon itself the task of creating hawker free Navi Mumbai.The task was indeed difficult and extremely sensitive as it in-volved the human beings themselves and their source of liveli-hood. Nevertheless, NMMC successfully removed the hawkersfrom the footpath along with their shabby settlements and suc-ceeded in installing “No hawking zone” boards at various strate-gic locations. However, it failed miserably in creating hawkingzones in all the nodes.

Illegal hawkers have become a biggest problem. If timely ac-tion is not taken now itself, it will become impossible for NMMCto deal with the situation. The residents, on their part, can helpby not patronizing these hawkers. While it is easier to buy prod-ucts from the hawkers available right at the doorstep, it wouldbe better, in the larger interest of the society, to buy productsfrom the shops and shopping plazas.

KHARKOPAR: The Central Railway(CR) has formed a team to examinethe strength of the soil under thetracks on the Nerul-Belapur-Kharko-par railway corridor in order to pre-vent the incidents mud slides in thefuture. Recently in September dur-ing monsoon the railway corridor hadseen mudslide and due to it both theroutes wereclosed on Sep-tember 4, 2019.

The seniorrailway officerfrom CentralRailway Stationon the conditionof anonymityinformed, “Afterlearning aboutthe incident, ateam wasformed to exam-ine the strengthof the soil under the tracks to pre-vent any such similar incident in fu-ture. All the corrective measures willbe undertaken to ensure that the in-cidents of mudslide do not disrupt ser-vices in coming days.”

The first phase of the proposedNerul-Uran railway line was inau-gurated last year and it is, as of now,12km long. The total length of theentire line up to Uran will be 27km.

Central Railway Chief Public Re-lation Officer Shivaji Sutar said,“Earlier before initiating and start-ing the corridor all requisite stepswere taken to ensure that there wouldbe no issues in running trains dur-ing monsoon. This year, there was in-cessant rainfall and the loose soil nearPalm Beach Road paved way on Sep-tember 4, 2019. The services were sus-

pended for the entire day on 4th Sep-tember. Now we have divided the cor-ridor into multiple sections and eachsection is being examined by the teamof engineers.”

He further added, “If our team ofengineers find any issue in their sec-tions, it will be reported to the seniorsand all the requisite measures willbe taken at the section on a prioritybasis.”

KHARKOPAR: The Central Railway(CR) has formed a team to examine thestrength of the soil under the trackson the Nerul-Belapur-Kharkopar rail-way corridor in order to prevent theincidents mud slides in the future. Re-cently in September during monsoonthe railway corridor had seen mudslideand due to it both the routes were closedon September4, 2019.

The seniorrailway officerfrom CentralRailway Sta-tion on the con-dition of ano-nymity in-formed, “Afterlearning aboutthe incident, ateam was formed to examine thestrength of the soil under the tracks toprevent any such similar incident infuture. All the corrective measures willbe undertaken to ensure that the inci-dents of mudslide do not disrupt ser-vices in coming days.”

The first phase of the proposed Ner-ul-Uran railway line was inaugurated

last year and it is, as of now, 12kmlong. The total length of the entire lineup to Uran will be 27km.

Central Railway Chief Public Rela-tion Officer Shivaji Sutar said, “Earli-er before initiating and starting thecorridor all requisite steps were takento ensure that there would be no is-sues in running trains during mon-soon. This year, there was incessant

rainfall andthe loose soilnear PalmBeach Roadpaved way onSeptember 4,2019. The ser-vices were sus-pended for theentire day on4th September.Now we have

divided the corridor into multiple sec-tions and each section is being exam-ined by the team of engineers.”

He further added, “If our team ofengineers find any issue in their sec-tions, it will be reported to the seniorsand all the requisite measures will betaken at the section on a priority ba-sis.”

Residents allegethat there is rampantstealing of water from

the pipeline by the slumdwellers in sector 2,Nerul. Similarly, atSambhaji Raje Garden,Sector 16, Nerul wateris drawn to wash vehi-cles every morning and

is reportedly being soldat Rs 5 per bucket.

NAVI MUMBAI: Focus-ing on solid waste man-agement, Lions ClubKamothe launched e-waste awareness drivewith Panvel City Mu-nicipal Corporation(PCMC) on Tuesday.

Lions Club andPCMC launched a redbin at the event withthe dignitaries formal-ly depositing e-wastesuch as discarded mo-bile phones cords, CDsand set-top box.

Environment activ-ist B N Kumar, direc-tor of the Nature Con-nect, explained the sig-nificance of the drivemanagement as justabout 5%of the wastegenerated in the coun-try is recycled withmost of it going to theunorganised sector. TheNature Connect, align-ing with the World Elec-tric and Electronic Fo-rum, launched the cam-paign to create aware-ness to scientificallydispose of e-waste. “E-waste tsunami is loom-ing large as telecomboom sweeps the na-tion,” Kumar said.
