I have always known that this town is a very special and caring community. You have always stepped up to help when people need it the most. It is one of the reasons I love living here and it is one of the reasons I am so proud to be your Supervisor.

This has never been more clear than this winter with the response to the Pines of Perinton fire.

On the morning of Jan. 25, 75 residents of our town, many of whom had just lost everything they owned in a fire, were welcomed at the Perinton Community Center. Our Town staff, along with staff members from the Fairport Central School District worked to make the residents comfortable and address their immediate needs as Red Cross and Monroe County personnel went to work finding temporary housing for those who were displaced. Our Town Recreation Department set up activities for the children and provided a place for the adults to grab a cup of coffee and something to eat while they spoke with the Red Cross about next steps.

As word of the fire spread, our community responded in such a big way. Donations of food, clothing, toiletries, and other items began to pour in. Local restaurants donated hot meals and churches, community organizations and businesses offered volunteer support. Our Perinton family was there to help. As we transported the last family to their hotel that evening, the day’s chaos may have settled down, but there was much to be done to help them get re-established and settled in.

The first thing that had to be done was to make sure the residents placed in hotels had meals and transportation for the schoolchildren. The School District was able to get the transportation worked out and volunteers from Learning Links, Church of the Assumption and Barakah Muslim Charity stepped up and provided meal deliveries several times per day to all residents at each of the hotels.

The Town set up a trust account for the Pines of Perinton Fund in order to collect donations to help those who were affected by the fire. We also reached out to Perinton Square Mall owner John DiMarco, who generously provided an available storefront and storage area. This enabled us, with the help of Making Spirits Bright charity organization, to consolidate and set up a distribution center for all of the donated items from the community.

As the Pines staff worked to re-locate individuals and families within the complex, our staff coordinated and carried out each move. Furniture and housewares donated by Saint’s Place and Echo Ministries were picked up and delivered by our Parks Department. New bedding, small appliances and electronics were purchased (with donations to the Pines Fund) and delivered by town staff. The Perinton Food Shelf was notified of each move and delivered food to re-stock pantries. And finally, newly settled residents were able to replace clothing

and household items from the community donations available at the storefront in Perinton Square. Once settled, the residents received the balance of the Pines Fund to “fill the holes” of belongings lost in the fire. It was a wonderful collaborative effort that included town staff, a host of volunteers, various community organizations and our generous residents that allowed us to help these families put their lives back together after such a devastating event.

I would be remiss if I did not recognize all of our local volunteer firefighters who responded to the fire at 3:30 a.m. on Jan. 25. Thanks in large part to them everyone was able to get out of the building unharmed.

Lastly … a very special thanks to our Community Services Coordinator Heather Moffitt. Heather did a remarkable job coordinating all aspects of this effort. She was on the phone daily with residents, volunteers, different organizations and anyone who may have had a question. She worked the storefront and helped people move. She dealt with everyone with patience and compassion - she epitomized what this community is all about – thank you Heather.

I am certain that I have inadvertently omitted many that also contributed in some way – for that, I apologize. But it further emphasizes overwhelming community response to this event. A heartfelt thanks to all who helped out. You have shown what Perinton is all about!

Sincerely,

Ciaran Hanna

Perinton Alert Services System (PASS)

The Town of Perinton urges residents to sign up for our Perinton Alert Services System (PASS). This free service will either text or email alerts or send alerts to you through Social Media. Residents can receive messages about everything from scheduling and deadlines to emergencies in the area. Residents can also choose to receive all Town alerts or only ones from specific departments.

Go to the home page at Perinton.org and click on the PASS icon at the top of the home page or the PASS section lower on the home page to sign up for the alerts you would like to receive. The system allows you to opt out whenever you like.

The Town strives to not overload you with alerts so only important messages will be sent out and only at appropriate times – unless the emergency is vitally important and time sensitive.

PASS is designed to help improve communication between the town and its residents. More than 8,000 residents have signed up already. So sign up to get alerts about your town and PASS it on to neighbors.

Living The ValuesThe Town’s employee recognition program, “Living the Values,” is a way to recognize our employees who

provide superior public service and display our Town Values of integrity, community, respect, customer service, and stewardship.

For the fourth quarter of 2021, Town Supervisor Ciaran Hanna and Town Board Members David Belaskas, Seana Sartori, Meredith Stockman-Broadbent and Alex Winner recognized Parks Foreman Dillon Dayton for outstanding dedication.

Dillon has provided exemplary service to the Parks Department employees and the daily operations. Dillon’s greatest asset is his supervisory skills and the way he manages the Parks staff. He treats each member of the crew with dignity and respect, capitalizing on their strengths while developing their skills further. Dillon ensures staff members feel valued and consistently give their best efforts to the Parks operations.

Dillon has shown tremendous dedication to the Town and we are proud to recognize his tireless devotion, exceptional customer service, and teamwork approach. His work within our Town Parks is second to none, and we’re grateful for his outstanding service to our community. We appreciate all he does to ensure our residents have the highest quality parks and trails in Monroe County.

Congratulations Dillon!

Building & CodesTips for Choosing a Contractor

With spring right around the corner, the building season is about to kick off. If you have been spending the winter months planning a home improvement project, you might be ready to start searching for a contractor to make your visions come to life. Choosing the right contractor can sometimes be unnerving. Here are some tips and considerations that may help you with your search:

Get RecommendationsWord-of-mouth advertising is one of the most important means for contractors

to build their business. Check with friends, family and neighbors that may have had a similar project completed in the past. Many contractors routinely handle large, multi-faceted projects while others focus on a particular specialty. Focus your search on contractors with a track record of successful projects similar to yours.

Do a Phone InterviewOnce you have identified a few contractors, make a quick call to go through a

few questions such as:

• Would they be interested in the project?

• Can they complete the project during your expected timeframe?

• Do they perform all of the work or use subcontractors?

• Can they provide references?

Meet Face to FaceHave your prospective contractors visit your home and share your vision with

them. Take note of their communication style and be sure to ask questions.

Check Reviews and ReferencesContact any available references and do an internet search for any reviews. You

can also check out the Better Contractors Bureau and the NYS Attorney General’s websites for any complaints that may have been filed.

Make Plans and Get Multiple BidsOnce you have a short list of potential contractors, ask for a detailed quote

with a breakdown of material and labor costs. Some projects may require the use of a design professional to create a set of plans or blueprints for your project. Depending on your project, you may seek out the designs first and then have the project bid, or the contractor may offer the design services.

Get it in WritingDraw up a contract that includes every step of the project including payment

schedule, proof of insurance, start and completion dates, materials to be used and who is responsible for the building permit and inspections. If there are changes during the project, make sure to get the change order and added costs in writing as well.

Once your project is finished and the final inspection is complete, the Town will issue a certificate of compliance or occupancy indicating the project meets all applicable codes. It is recommended that you do not make final payment until you have received your certificate. The Town will maintain your permit records for the entire life of your property.

Whether it’s a new shed, deck, fence, finished basement or any other project you can dream up, the Perinton Building & Codes Department is available to help you throughout every phase of the project.

The History Behind Spring Lake Park

Bill Poray, Perinton Town HistorianTucked into a secluded valley in the northwest corner of Perinton is a

peaceful sanctuary known as Spring Lake Park. The land was gifted to the town by Rochester Gas & Electric for the token sum of one dollar in 1961, with the stipulation that the property be used as a park.

A large number of mills were located along Irondequoit Creek in the 19th century, in both Perinton and Penfield. One such mill, operated by Andrew Lincoln, was located immediately north of the Linden Road bridge. A dam harnessed the power of the creek, and created a small lake, identified on our early maps as Spring Lake. It was a popular spot for nearby residents, who fished and swam in the peaceful waters. That all changed in the spring of 1916, when the former mill’s dam broke, releasing the waters of Spring Lake northward along Irondequoit Creek, and flooding properties in the lowlands of Penfield. Because the mills were a thing of the past, the dam was not rebuilt. The lake soon became just a memory.

Prior to an increased awareness of pollution concerns in the early 1960s, Irondequoit Creek was polluted, and often carried an unpleasant odor. The establishment of the Monroe County Pure Waters Agency in 1967 was instrumental in driving significant improvements in the restoration of the area’s water resources, including Irondequoit Creek. Sanitary sewer systems became the norm, and dumping of waste of all kinds into waterways was greatly reduced.

The improvements in water quality helped to make Spring Lake Park a reality. Perinton installed rest rooms, playground equipment, grills, and picnic tables. Baseball diamonds were built and parking areas created. Eight years after the initial transaction to acquire the property, a ribbon-cutting ceremony commemorated the dedication of Spring Lake Park on October 18, 1969. The popular park has served Perinton residents for well over half a century.

The mill dam, which for decades captured water from Irondequoit Creek, creating Spring Lake. The view is to the south. In the upper portion of the photo, Whitney Road is visible, with roughly the same upward curve as today.

Town News

Jeff Nutting was named Commissioner of Recreation and Parks for the Town of Perinton at the Town Board meeting on Jan. 26.

Nutting replaces Jeff Myers, who will retire in the summer. Myers will stay on to help Nutting with the transition and to lay the ground work for future capital projects.

Nutting has been the Recreation Director in Perinton since 2018. He first started in the Rec & Parks Department in 2007 as an intern and was brought on full-time in 2008. He was made Assistant Recreation Director in 2014.

“With Jeff Myers’ pending retirement, I can’t be happier that we have someone of Jeff Nutting’s caliber to take his place,” Town Supervisor Ciaran Hanna said. “Our Rec & Parks Department is among the finest in the state. It is very important to the residents in many ways and I am confident that Jeff Nutting can lead us into the future in a positive, fun way.”

Nutting has been the cornerstone of the department not only for the employees, but with the residents as well. Some of his many responsibilities through the years include:

• Supervision of Detours after-school program and Teen Center programming.

• Supervision of the Summer Playground Program.

• Planning and implementation of the Mighty Machine Mania special event.

• Community Center and gymnasium rental coordination.

• Planning, coordination and implementation of the Center Stage Concert Series.

• Established partnership with the Genesee Valley Physical Therapy.

• Developed department’s sponsorship program.

• Overall management of the Community/Aquatic center.

He has led the Recreation Department through all this while navigating the many obstacles caused by COVID-19.

“My greatest accomplishment over these almost 25 years is to aide my team members in their skill development, and then see them awarded and recognized for their accomplishments,” Myers said. “Jeff Nutting is the perfect example of this. His ability to absorb more knowledge and responsibility over the 15 years that we have had him makes his transition in the Commissioner role that much easier. I truly feel I am leaving this department in great hands.”

Myers has been a dedicated employee to the Town since 1997 and has been Commissioner of Rec & Parks for the past 12 years. Some of his various jobs during his time in Perinton include:

• Evening management of the newly opened Perinton Community Center.

• Development of the part-time building manager and maintenance positions, including job descriptions, training, scheduling and oversight.

• Coordination and supervision of all adult and youth sports leagues, tournaments and skill development camps.

• Community Center room and gymnasium rental coordination.

• Assisted with development and preparation for the addition of the Aquatics Center, including potential programming, management and procedures.

• Overall management of the Community/Aquatics Center.

• Staff development and advancement.

“Jeff’s institutional knowledge has been a guiding force in our Recreation & Parks Department and he will be missed,” Hanna said. “We thank him for his leadership and respect for the staff, department and residents of Perinton.”

What you should know about Lawn Fertilizer

Animal Control Spring UpdateSpring is around the corner! With wildlife

coming out of hibernation, increased sightings will occur. Daytime movement is typical this time of year as animals begin to forage for their young and find places to raise them. Please secure compost bins and make sure areas under sheds and decks are uninhabitable for wildlife. It is important that they are not able to live close to children and pets.

Please do not feed pets outside, this often unintentionally attracts many animals to the area, increasing the risk of wildlife encounters. Coyote and fox daytime sightings are normal this time of year. If one is ever acting aggressively or if any animal is sick/injured, please report it immediately by dialing 911. Animal Control can be reached by calling (585) 223-5115 during our operating hours Monday-Friday 7:30 a.m. - 4p.m. or for after- hour emergences, please call (585) 425-7380. An Animal Control Officer will be dispatched to assist the animal with the care it needs. You can find many answers to your animal control needs on the animal control page at perinton.org.

Be Safe and enjoy the change in seasons!

-Steve Pringle, Animal Control Officer

Stormwater runoff from yards where fertilizers have been misapplied, either by using too much or spreading it onto sidewalks or driveways, will often contribute to unsightly algae blooms in neighborhood stormwater ponds. This frequently results in obnoxious odors when the algae dies off and decays. Eventually, this nutrient polluted water will make its way to Irondequoit Bay.

Homeowners can take action to reduce these impacts and help protect water quality by ensuring that ONLY ZERO PHOSPHORUS FERTILIZERS are applied to their lawns, as well as SWEEPING UP fertilizer that ends up on impervious surfaces such as sidewalks and driveways. Most soils in Monroe County already have sufficient phosphorus to support a healthy lawn. If your lawn needs to be fertilized, applying only once a year during the fall will also greatly reduce the amount of nutrients reaching our local waterways.

Recognizing that the over use of fertilizers can have serious impacts on water quality, New York State passed a law which prohibits the application of phosphorus containing fertilizers for established lawns. This law also requires that fertilizer put on impervious surfaces be picked/swept up immediately.

DID YOU KNOW?• The storm drains located on your street or in your back yard often

discharge to stormwater management ponds, but some empty directly into local creeks without any treatment.

• The label on a fertilizer bag shows three numbers, which indicate the percentage by weight of nitrogen, phosphorus and potassium, in that order. So make sure you choose a fertilizer that has zero phosphorus, for example 26-0-3.

For more information about local stormwater pollution and what you can do to reduce it, please visit www.H2OHero.org or www.perinton.org/departments/public-works/environmental-compliance-2/stormwater-management/

Story Walk - Our Table by Peter H. ReynoldsCo-Sponsored by the Fairport Area Branch of the

American Association of University WomenViolet longs for the time when her family was connected: before life, distractions, and technology pulled them all away from each other. They used to gather at the table, with food and love, to make memories, share their lives, and enjoy spending time together. But now her family has been drifting apart, and with nobody to gather around it, the table grows smaller and smaller. Can Violet remind her family of the warmth of time together, and gather around the table once more? A mystical fable that feels at once timeless and utterly of the present moment, Our Table is an ode to traditions that unite families and bring readers together with a universal message of gratitude.Born in Toronto, Canada, Peter H. Reynolds is an accomplished writer, storyteller and illustrator who has been acclaimed around the globe for his “stories for all ages” about protecting and nurturing the creative spirit. For nearly three decades, the New York Times best-selling author has used the power of positive storytelling to move the world to be a better place and is the co-Founder and CEO of educational media company FableVision.Story Walk starts inside the Community Center in the north corridor. This project is dedicated to Mary Wilkinson and Marty Ey, both long time AAUW members and Story Walk supporters.

The goal is to make sure that the IRS is never a financial beneficiary of your estate. Your assets should go to your family, not the government. I will also be comparing traditional long-term care insurance with the new Hybrid Life Insurance/Long-Term Care combination plans, exploring all ways to avoid Probate, the advantages and disadvantages of using trusts in your estate planning, gifting strategies to benefit both children and grandchildren, the prospects for new income and estate tax law changes in early 2022 and much, much more. ASSET BUILDING IN OUR COMMUNITYThe Healthy Communities, Healthy Youth Initiative focuses on building 40 developmental assets that are critical for a young person’s successful growth and development. These assets are positive experiences, opportunities and personal qualities that all youth need to be responsible, successful and caring. Because of the powerful impact of assets, young people who experience the most developmental assets are least likely to engage in problem behaviors and most likely to thrive.

The Fairport-Perinton Chemical Prevention Advisory Council (CPAC) is a working partnership among families, schools, students, community groups, governmental agencies and law enforcement. Registration Information

Perinton Recreation and Parks Department Early Drop Off/

Late Pick Up PolicyThe Perinton Recreation and Parks Department offers a wide variety of programs for youth. Parents and/or guardians are requested to drop off and pick up their children at the specified program time listed in the program brochure and on the registration receipts. Children are not allowed to be dropped off early or picked up late without expressed permission from the program supervisor or recreation administrative staff. A late fee will be assessed to any participant(s) who do not abide by this policy. A verbal or written warning will be given for the first offense. A second offense will result in the assessing of a late fee of $10 for each 15-minute period (or part thereof). This fee must be paid before the participant is allowed to continue participating in the activity. We incur additional costs for staff salaries and benefits when children are left in our care before or beyond the designated program time. Emergency situations should be discussed with the program supervisor or recreation administrative staff. If you should have any questions, contact us at 223-5050. Thank you.

Non-Resident Fee UpdateThe majority of recreation programs are tax supported by the residents of the Town of Perinton. In an effort to recognize this, we have updated our non-resident program fee structure beginning with last Winter’s program season. Previously, the fee was an additional $7/registration form for non-residents. The non-resident fee is now attributed directly into the program cost. You will notice the class listings have a “Res” fee (Perinton Residents) and a “Non-Res” fee (Non-Residents of Perinton). This fee structure provides appropriate scale, based on the price and quantity of classes. In addition to the price difference, Perinton residents continue to have the ability to register for programs a week prior to non-residents.

REFUND POLICYA refund for any reason will be given only if applied for at least seven calendar days prior to the start date of the program. Refunds after this period will be given on a pro-rated basis and only when accompanied by a signed doctor’s certificate indicating an inability to participate, or appropriate documentation evidencing personal emergency or hardship. A $7.00 processing fee, per participant, per program, will be charged for all refunds. A $7.00 fee will be charged for each participant transfer request. Program cancellation and transfer requests must be made in writing, and request forms are available at the Community Center reception desk or online at www.perinton.org. If the program is cancelled by our department, a full refund will be given and no processing fee will be assessed. We depend on school facilities for several programs. When school access is cancelled, our programs still incur expenses. Program refunds will not be given when there are emergency school cancellations that require us to cancel short term, school based programs.
