Finance Department processed 115 accounts payable checks with a total of $356,222.60. There were two purchase orders issued totaling $20,966.24. There were 15 lots of surplus equipment sold this week totaling $14,014.00. The Christmas bonus payments were processed and delivered to City employees. The December entries were made to accrue medical, dental and life insurance. A pay code was setup and tested within Paylocity to reimburse employees that are on

standby for call out per the policy adopted by Council 12/13/18. Details of purchase orders made from September through December were delivered as part

of a public records request. A number of contracts passed at the December Council agenda were signed and copies sent

to the various vendors. Additional surplus items were listed for the January Council agenda. On Thursday, staff attended Excel training for visualization of data in the Police

Department training room. Danny and Kim continued to work on the transition regarding Purchasing Agent. CFO and Assistant Finance Director participated in a webinar on budgeting my GFOA.

City Manager’s Office Meetings

o Mayor, Thad Jablonski, Paul Keltner and Glenn Harper met with Farm Bureauofficials to provide an update on the status of the US 31/US 412 intersectionimprovement project and general discussion of the project (12/17/18).

o City employee annual Christmas party (12/19/18).o Assistant City Manager participated in all-day December Leadership Maury

Program (12/20/21).

Thad, Molly Benderman and Amy Morris met with Local Government Corp. staff viaconference call for a preliminary meeting prior to converting to new courts software, the

new software including increased functionality and the older version software no longerbeing serviced as of the end of 2019.

Continued to work with prospective partner agencies on a project to apply for CDBG fundsfor the construction of Muletown Trolley stops inside the City limits, concentrated nearColumbia Housing Authority property, the Columbia Arts District and areas adjacent todowntown Columbia.

For the Month of December 2018Ginger Adams

(Administrative Assistant–Fire & Rescue)Ginger has been with the City since February 2013. Ginger has always demonstrated the highest

level of customer service, most notably when she worked in the City Recorder’s Office. So much so that itwould be impossible not to note (and to quote) a fellow City employee that stated, “She exhibited preciselythe demeanor, positive attitude and level of professionalism that the City expects and encourages across allCity departments." Whether working with staff or the public, Ginger is an exemplar employee.In recent months, the City’s Finance Department staff have had the opportunity to work with Ginger as sheassumed new duties in the Fire & Rescue Department and each of those staff members have experiencedGinger’s eagerness to learn and understand city processes and procedures to a degree that stands apart. Weencourage and appreciate receiving questions from staff across all City departments at any time and Gingerhas taken advantage of this opportunity to the point that her desire to do excellent work, certainly wellbeyond what would be average or “expected”, is evident and applauded. We are grateful for Ginger’sdedication and commitment to serve the City of Columbia’s Fire & Rescue Department.

The City of Columbia recognizes Ginger for serving as an Ambassador to the community and as oneof the very best examples of a Columbia municipal employee, conducting her work professionally and withthe utmost commitment to serving the citizens of Columbia.

COLUMBIA POLICE DEPARTMENT To: Tony Massey, City Manager From: Tim Potts, Chief of Police Date: December 24, 2018 Subject: Weekly Report

INVESTIGATIONS On Friday, December 14th at approximately 12:15 p.m. detectives responded with patrol officers to Quik Mart #34 located at 2577 Nashville Highway for a gunshot victim. Upon arrival, twenty-one year old Kamondrez Carlton was found with a gunshot wound to his body. Carlton was transported to Vanderbilt Medical Center where he later succumbed to his injuries. Information from the investigation indicated that the incident occurred at a nearby residence on Daniel Court. Twenty year old D-Qwaun Dalton has been identified as the shooter in this incident. Mr. Dalton was taken into custody and charged with 2nd Degree Murder and Aggravated Assault resulting in death. Dalton is being held without bond at The Maury County Jail. This investigation is still on going.

On Saturday, December 15th detectives were able to obtain arrest warrants for forty-two year old Jason Couch in relation to the recent reports of counterfeit money being passed. Mr. Couch was located by patrol officers and taken into custody. Detectives are still investigating other incidents and anticipate more arrests and charges.

On Tuesday, December 18th detectives received an anonymous tip in reference to recent vehicle burglaries that had occurred on James Campbell Blvd. Utilizing the information provided, eighteen year old Alanna Spangler was located and a search warrant was executed on her vehicle. Property was recovered from four vehicle burglaries that had occurred the night before. Spangler was transported to The Maury County Jail and charged with four counts Vehicle Burglary, and Possession of Stolen Property.

PATROL / S.R.T. / COPS UNIT On Tuesday, December 18th, SRT Officers conducted a traffic stop in the 500 Block of Skyline Drive. During the stop, forty-one year old Paul Jones was found to be in possession of a felony amount of Cocaine and Marijuana. Jones was charged with Possession of a Schedule II Drug (Cocaine) for Resale in a Drug Free Zone, Possession of a Schedule VI Drug (Marijuana) for Resale in a Drug Free Zone, Unlawful Possession of Drug Paraphernalia, and Driving on a Suspended License 14th Offense.

On Tuesday, December 18th SRT Officers conducted a traffic stop in the 100 Block of East 17th Street. The driver of the vehicle, thirty-four year old Heather Marsh, and passenger, forty year old Melissa Malone, were both found to be in possession of several different scheduled medications without a prescription. Marsh was charged with Driving on a Revoked License, Possession of a Schedule V Drug for Resale in a Drug Free Zone, and Simple Possession of Schedule V and Schedule II Drugs. Malone was charged with Possession of a Schedule V Drug for Resale in a Drug Free Zone, and Simple Possession of Schedule V and

Schedule II Drugs. After being turned over to corrections officers with the Maury County Jail, it was discovered that Malone had more drugs hidden on her person. She was additionally charged with Introduction of Contraband into a Penal Institution and Tampering with Evidence.

On Tuesday, December 18th patrol officers investigated the theft of an antique sled and other Christmas decorations from Nolen’s Barbecue located at 100 West 5th Street that occurred at about 2:30 a.m. that date. Acting on a citizen’s tip, the decorations were found at a home on Washington Street. Through their investigation, which included video surveillance of the theft, officers were able to determine that fifty-four year old Daniel Waldrum had stolen the items. Waldrum is a convicted felon who has recently been released from the Tennessee Department of Corrections for multiple convictions of burglaries and thefts. The decorations were returned to the business after the arrest.

On Thursday, December 20th, officers and members of Columbia Police Department, with help from troopers from the Tennessee Highway Patrol, had to opportunity to go shopping with thirteen elementary aged children to help the children buy gifts. The children enjoyed a meal at Truelove’s Pizza before the shopping trip. After shopping, all were treated to the movie Wreck-It Ralph and snacks at Shadybrook Cinemas. In addition to the children on Thursday’s trip, ten other children, middle to high school aged, will also benefit from this program with individualized shopping trips. All funds used for the shopping, food, and entertainment were proceeds from donations and the annual pancake breakfast fundraiser held at Puckett’s Restaurant on December 8th. This Shop with a Cop event is a result of a fifteen year joint effort between members of the Columbia Police Department and the James K. Polk (Lodge #26) of the Fraternal Order of Police.

On Wednesday, December 19th Tony Gray was promoted to the rank of

Lieutenant in Columbia Police Department. Lieutenant Gray, a thirteen

year veteran of our department, will serve as a shift commander within the

patrol division beginning January 6 , 2019. Lieutenant Gray has served as

a Sergeant within our Department since 2011.

Director’s Activities Microsoft Patches - Tested security and critical patches and released for distribution.

Recovered one server, COBALT from a stored clone, after Microsoft patches being testedcorrupted the virtual machine. Reinstalled and configured new networkanalysis/monitoring tool PRTG for evaluation.

Worked with EdgeWave and Keller Schroeder representative to configure our emailserver to transition to the new email archival service.

Attended the annual Christmas party at Fire Station 1 on Wednesday, December 19.

Network Switch/SAN (Storage Area Network/VMware 6.5 Upgrade – Compiled achecklist of items remaining.

Installed a trial version of OfficeGate, a product to use in conjunction with the new emailarchive system. OfficeGate plugs in directly to Microsoft Outlook.

Continued to distribute the new VPN (Virtual Private Network) software, SonicWallNetExtender and its associated default settings, for installation to all mobile users thatconnect to our network via the Internet. This is in preparation for rollout of theSonicWall firewall, tentatively planned for mid-January. Any employees that fail toconnect their mobile device to the network prior to mid-January will be unable toaccess the system by VPN once the new firewall is placed into service.

Staff Activities MIS - Surplused twelve (12) desktop computers and two (2) laptops.

Fire - Replaced network switch at Station 2, which was sporadically cutting off networkservice.

Public Works - Investigated a problem with an inkjet printer in the shop area that wouldnot allow anyone to copy or print.

City Recorder - Spoke with several people regarding the upcoming temporary move fromthe first floor to the basement during the renovation.

Police - The badge maker hardware quit working and communicating with the computerafter recent Microsoft updates. The problem was solved by wiping the application andreinstalling it completely.

Fire - Configured and set up a new computer per the MIS Replacement Schedule andswapped the computers and phones on the two desks at Fire Station 1 for AdministrativeAssistants.

Development Services - Solved a problem with the permits failing to print after receivingMicrosoft updates.

Parks - Configured and set up a new desktop computer per the MIS ReplacementSchedule.

Processed numerous Help Desk Requests and calls and made service calls as needed.
