According to construction industry’s experts, technology innovation is expected to boost productivity and increase effectiveness for the Gulf Cooperation Council’s (GCC) construction market. New research from McKinsey Global Institute found that the global construction industry is ripe for disruption. Adopting best practices in seven key areas could boost productivity by 50 to 60 percent, which would result in gains worth USD 1.6 trillion a year, or boost global GDP by two percent.

The research suggests large-scale industry players engaged in heavy construction such as civil and industrial work and large-scale housing tend to have 20 to 40 percent higher productivity than smaller firms. “Construction is currently among the least digitized industries, and the sector will benefit from adapting to, and adopting technologies that increase productivity. Adopting technologies such as digital collaboration tools could raise productivity by as much as 15 percent and reduce project costs by up to 45 percent,” said Dr. Ghassan Ziadat, vice president of Major Projects, McKinsey & Company.

Bahrain’s airport expansion will increase capacity threefold, and significantly boost economic activity and growth, said the Crown Prince. Prince Salman bin Hamad Al Khalifa, Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister, made his remarks when he visited Bahrain International Airport Expansion Project. The Crown Prince emphasized that the project will boost economic activity and strengthen growth in the kingdom’s tourism and local aviation sectors. “It will also support Bahrain’s position as a central regional network route,” he said. The Crown Prince asserted that the expansion project will support Bahrain’s strong proposition in the transport and logistics sector, which already offers competitive costs, strong human capital and a robust regulatory environment.

Sohar Port Kicks Off First Phase of Expansion

Oman’s Sohar Port and Freezone has revealed that the first phase of its mega expansion plans is set to get under way. The expansion is part of the freezone's long-term move to grow the vital industrial and maritime hub by as much as 50 per cent, a report said. According to officials, the current expansion project, dubbed Sohar Port South, envisages the dredging and reclamation of a waterfront area (formerly known as the Majees Reclamation Project) on the southern

The projects in the region include port extension, underwater tunnel connecting major European countries, railway tunnels, among others, which include use of many types of cranes, thus driving the entire crane market. Furthermore, the Russian construction machinery and crane industries are also in state of revival, which adds to the fast-paced growth of the global market growth.The growing number of wind energy farms across the world is a major opportunity to the on-shore as well as the off-shore crane market. Though the wind energy market is growing at a very fast pace, most of the growth is concentrated in the Western region, especially Europe. Energy Matters: Boosting Energy Efficiency in Dubai Homes TAQATI - Dubai Energy Efficiency Program announces the successful completion of the pilot ‘Home Energy Advice Program’. Building on the momentum to improve energy efficiency in Dubai, TAQATI - Dubai Energy Efficiency Program announced the successful completion of the pilot ‘Home Energy Advice Program’. The program was run across 60 homes in Dubai as part of Dubai Electricity and Water Authority (DEWA) ‘Ideal Home Initiative’ and supports DEWA’s efforts to achieve the Smart Dubai initiative launched by HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to make Dubai the smartest and happiest city in the world.

The ‘Home Energy Advice Program’ was created to support the program’s efforts in raising awareness on energy efficiency amongst Dubai residents, as part of Dubai’s Demand Side Management (DSM) Strategy which aims to reduce energy consumption by 30% by 2030. The program provides personalised advice to homeowners to help reduce their energy consumption.

As part of the pilot program, teams made up of representatives from TAQATI, DEWA and AESG advisors visited 60 homes in Dubai to collect information on electricity and water consuming appliances and on behavioural elements, and to conduct basic technical tests, including water flow testing.

“The Home Energy Advice Program is one of the enabling mechanisms to improve awareness amongst Dubai residents to achieve energy savings in the residential sector as part of the Demand Side Management strategy”, as stated by H.E. Ahmad Buti Al Muhairbi, Secretary General of the Dubai Supreme Council of

Energy. “TAQATI works in line with the strategies and goals set by the Dubai Supreme Council of Energy and contributes to promoting sustainable development.

The Home Energy Advice program not only provided the residents with advice and information on methods to minimise home energy use, but also helped them reduce energy bills without compromising on comfort,” said Ali Al Jassim, CEO of Etihad ESCO. Following the visits, a personalised home energy conservation report (in English and Arabic) was shared with each home to highlight potential water and electricity savings through customised energy conservation measures and tips.

The ‘Home Energy Advice Program’, is the first-of-its-kind in the UAE, and has received positive feedback from the home owners, displaying their interest in learning more about their home energy efficiency and willingness to conserve energy and

generate savings on their utility bills. “Utilising personalised assessments and expert advice, the ‘Home Energy Advice Program’ is designed to make beneficial long-term changes for Dubai consumers. While the pilot project has been successful and received positive feedback, TAQATI will assess the results of the pilot program in achieving water and electricity savings in Dubai homes. Once we have achieved positive results, theprogram will be rolled out on a larger scale across Dubai to enhance energy efficiency in Dubai homes” said Aref Abou Zahr, Executive Director of TAQATI.

However, the huge investment volumes mentioned in popular releases often hide more than reveal which amounts will really be spent on railway equipment (apart from bridges, tunnels, earthworks and buildings), when this equipment

will be needed for purchase or installation, and who will purchase it. Currently Iran, Turkey, Egypt and Saudi Arabia are the dominant players in the regional rail network expansion efforts. The total rail network length in region is close to 35,000 km and is further expected to surpass 45,000 km by 2030 years with total investment of more than USD200 Billion.

Beginning of rail transport in Middle East dates back to late nineteenth century when national railway lines were constructed in Egypt, Turkey, Iraq and Iran, according to Kuick Research. After that, the railway network in Middle East grew substantially in the countries like Saudi Arabia, Jordan and Syria. Like most of the other parts in Asia and Africa, railway construction in various Middle East countries is also a history of the colonial powers’ strategic and economic priorities. During the first part of the 1900s, railways were built for military purposes, as well as to provide distribution routes for products from the industries of the colonizing nations and raw materials for the same industries. Consequently, the lines have different technical specifications, depending on which country constructed them. During the last century, railway construction was proceeding at a considerable speed. However, the rail density was – and still is – low, compared with more advanced countries. Likewise, the diversity of standards and axle load did make through traffic difficult. As in 2016, the total railway network length in the entire Middle East region is close to 35000 km with more than 90% being in Iran, Turkey, Egypt and Saudi Arabia.

Iran with about 13000 km of railway network length, leads the rail transport in the region followed by Turkey and Egypt with railway network of 12000 km and 9500 km respectively. Besides, railway networks with moderate length also exist in the countries like Saudi Arabia, Iraq,

Jordan and Syria. But excepting Saudi Arabia, in a large part of the Arabian Peninsula in countries like Qatar, Kuwait, UAE, Bahrain, Oman rail transport has no presence. Barring tiny proportion of freight movement by rail, these hydrocarbon resource-rich countries are almost entirely dependent on road transport, primarily due to the cheap fossil-fuels and the policies of respective governments. But some of the countries outside the Arabia region but falling within the Middle East region, such as Iran, Egypt and Turkey have built extensive

rail network and railways account for major part of the transportation network in the country. Rail networks of shorter lengths are also present in the countries like Jordan, Syria, Iraq, though the role of rail transport in the entire transportation systems is quite insignificant in most of

the countries. Rail transport is integral part of sustainable growth strategy in the region that will drive the market. There are several cross-border railway links including the Gulf Railway in the list of proposed railway

projects. These will naturally enhance the scope of trade among the countries along with providing invest opportunities in other sectors. The railway network can transform the region so that it will have the one of the best transportation infrastructure in the world. Thales has signed a two-year contract with the Saudi Railway Company (SAR) to maintain the signalling, telecommunication and electromechanical systems of the 2,400 km Northern Train. This contract also includes the transfer of knowledge to SAR national human capital teams, which complies with the objectives of “Saudi Arabia Vision 2030”. The Northern Train project in the Kingdom of Saudi Arabia is the longest railway in the world equipped with state of the art technology signalling and communications systems, the ETCS Level 2. The project, currently in operation, involved the construction of 2,400 km of track, sidings, yards, depots, stations and administrative facilities of the two lines. SAR transports passengers from the capital city of Riyadh to Qurrayat (northern Saudi Arabia), in addition to the heavy transport of minerals from the mines of the raw phosphates and bauxite in the northern and central regions to the processing and export sites on the Arabian Gulf, in addition to Wa’ad Al Shamal project. The maintenance activities will be performed by Thales through specialized engineers and technicians located across eight maintenance bases situated along the 2,400 km of railway line. The contract includes the transfer of knowledge, which will be performed through a curriculum of training at Thales’ factories in the kingdom. This will allow SAR maintenance teams to

As a matter of fact, the construction sector growth over the forecast period to 2021 will be supported by a revival in investor confidence and subsequent public and private sector investments in infrastructure, residential, and energy and utilities construction projects. In particular, the government’s focus on renewable energy production is expected to contribute towards the industry’s growth over the forecast period. Furthermore, it is important to shed a light on the steps that are playing a vital role in the expected growth such as the ongoing urbanization that is expected to drive fresh demand for new housing units over the forecast period. The residential construction market is expected to maintain its leading share in the industry over the forecast period, to account for 47.7% of the industry’s total value in 2021. rate (CAGR) of 2.4%, an improvement over the 0.2% CAGR registered over the review period (2012-2016). The German construction industry registered minimal growth during the review period due to the impact of the Eurozone crisis on the country’s economy, which resulted in weak business confidence. “The industry, however, recovered in 2016, as a result of a gradual recovery in economic conditions and subsequent investments in construction projects,” comments

According to Atradius, Italy´s GDP growth remains feeble in 2017 (up 0.7%) after growing just 0.8% in 2016, which will hamper construction growth. After a weak 0.3%

increase in 2016, construction investments are expected to decrease 1.2% in 2017, with new housing investments down 3% and public works investments decreasing 3.5%.

uring the past decade, Sweden’s economic growth was among the highest in Western Europe. Over the last three years, the Swedish economy consistently ranked first among Nordic countries, thanks to strong domestic demand. The mass arrival of migrants played a crucial role, as it prompted government spending, and further stimulated consumption and job creation.

Nonetheless, the Swedish economy is set to normalize, as consumer and public spending growths are decelerating, according to Euler Hermes. GDP growth is expected to slow down to +2.2% in 2017 and +2.1% in 2018. This is well below the +3.2% average for 2014-16. 2016 was an eventful year with uncertainties such as the Brexit referendum result and the US presidential election.

Sweden’s Economy Paving the Way to Strong Construction Growth

Although the Swedish economy slowed slightly in 2016 compared to the strong development in 2015, growth remains positive. Sweden’s GDP grew by 3.4% in 2016 driven by domestic factors such as investments into housing development schemes and a high public sector consumption, according to Savills. The previous rapid growth in household consumption slowed somewhat during 2016 as households choose to increase their savings rather than spend. Sweden is experiencing an all-time high population growth where the population reached 10 million inhabitants at the beginning of 2017. The rapid growth is expected to continue and the population is expected to reach 11 million by 2024. The steep population growth will be a significant element for the economic development that brings opportunities as well as challenges. Demand for labor remains stable despite lower economic growth this year. Employment levels have seen growth since 2009 and are expected to continue to grow at a steady rate. The unemployment rate has also continued its downward trend and is currently at just under 7% and is expected to decrease further in the short-term. The Swedish inflation rate continued to grow towards the end of 2016 and the trend is expected to continue this year. Inflation is estimated to continue its upward trajectory but is unlikely to reach the long-term goal of 2% by the end of 2018. In order to support the inflation rate, the Bank of Sweden’s monetary policy is expected to continue throughout 2017. The repo rate was left unchanged at -0.5% in February this year, and, a first hike is expected to occur at the beginning of 2018. Investment activity The first quarter of 2017 opened

exceptionally well with an investment volume amounting to USD4.6 billion. The volume exceeds the Q1 2016 volume by 5%, which is a clear indicator of a continuous strong investment appetite considering that 2016 was a record year in terms of investment levels. A total of 136 transactions were carried through during the first quarter of 2017; the highest first-quarter since 2008. Despite the high transaction pace, the large

investment volume contributed to an average deal size of USD3.4 million 7% higher than the 10-year annual average. Office properties were undoubtedly the favorable property sector during Q1 2017, with an investment volume amounting to USD1.4 billion, representing 29% of the market. Residential and retail properties where fairly even in terms of investment volume, and the sectors each

represented approximately 16% of the market. New Emirati Projects Expand the Infrastructure Growth

While offering huge opportunities, the country due to an open business environment, has also been a preferred route for international companies entering or planning to enter the Middle East market. In real terms, the UAE construction industry posted positive growth during the review period (2012–2016). Construction activity experienced a slight slowdown during 2015, owing to the impact of low oil prices. In addition, economic slowdown in China weighed on the UAE’s economic performance, according to Timetric. Despite modest economic growth, the country’s construction industry registered a positive growth during the review period, driven by the government’s investments in transport, residential and commercial infrastructure projects. The industry is expected to expand over the forecast period (2017–2021), driven by positive developments in regional economic conditions and subsequent improvements in investor confidence. Moreover, the government’s various large-scale investments in transport and commercial infrastructure projects on the back of the upcoming ‘World Expo 2020’ will be a major driver for the industry’s growth over the forecast period. In fact, post the announcement of Dubai 2020 expo event, the emirate is a wave of opportunity with Government setting aside USD4.6 billion in 2016 budget for infrastructure development till 2020. The investment will spread over different asset classes broadly covering housing, roads, railways, schools, health facilities and public buildings. Simultaneously, Abu Dhabi is the next destination for investors eyeing long term growth. The emirate has earmarked USD100 billion to be invested till 2030 and majority of it will be ploughed in real estate and transportation sector. The industry’s output value in real terms

increased at a compound annual growth rate (CAGR) of 4.38% during the review period, and is expected to post a CAGR of 4.68% over the forecast period. Moreover, the government’s plans to diversify from an oil-dependent economy, while focusing on growth in non-oil sectors, are expected to drive investment in the construction industry over the forecast period. And in a bid to represent Dubai as a global hub for

renewable energy, in November 2015 the government launched the Dubai Clean Energy Strategy 2050. The strategy under which the government announced its plans to invest US$27.2 billion in a green fund so as to encourage investments in renewable energy projects.in addition, in September 2016, Dubai Holding launched the Jumeirah Central project, which involves the development of a new city district

across 4.4 million m2 of gross floor area in Dubai. With a total investment of USD19.9 billion, the project includes the construction of over 278 buildings, consisting of 11,000 housing units, retail units spread across an 845,417.6 m2 area, office facilities across a 743,224.3 m2 area and 7,200 hotel rooms. Chemaweyaat, the National Chemicals Company of Abu Dhabi, is also developing a large-scale project called

the Tacaamol-Al Gharbia Chemical Industrial City in Taweelah, Al Gharbia. This project involves a total investment of US$20.0 billion, and is expected to be implemented in three phases. According to the World Economic Forum’s Global Competitiveness Report 2016–2017, the UAE ranks

Moreover, the country retained its leading position secured in the previous year, in terms of the quality of road, air and port transport infrastructure. All of this played a huge role in maintaining a strong construction sector and secure a growth during the year to follow.

Keolis Build Tomorrow’s Mobility& Address Customers’ Needs

Q: Outside of driverless metros, what have been the top 3 technological innovations in the past 5 years that have contributed to the concept of “Smart Mobility”?

Bernard Tabary: At Keolis, innovation is at the heart of our business strategy. Our objective is to invent new solutions for the mobility of tomorrow, either working through our partners or independently. The first innovation I’ll mention, for example, is the autonomous electric vehicle created in collaboration with NAVYA. It enables us to adapt transit to the needs of citizens while also controlling the impact on infrastructure and reducing traffic and pollution. It also facilitates the transportation of staff, visitors or service agents on private sites, improves access and mobility, and optimizes employee work time. The vehicles can carry up to 15 passengers. It has been designed to help organizations and businesses improve performance by streamlining the flow of movement, which makes it ideal for urban areas, airports, industrial sites, amusement parks, or hotel complexes and hospitals. The first public NAVYA shuttle service in the world was launched in Lyon in September 2016. A year after, more than 20,000 passengers were carried onboard the vehicle. The NAVYA autonomous electric shuttles are now being trialed at la Defense, (the business area near Paris), and in London. The shuttles will soon be trialed in Australia, Canada and the US. Another important innovation is the electric bus. Keolis is testing an electric bus called Aptis (Alstom/

NTL) in Velizy-Versailles near Paris for one year in the line 23 which links Versailles Europe to Velizy 2 (13km). Aptis can be charged at night in the depot, or rapidly at the end of each line during daily operations. Keolis and the city of Orléans are also testing two electric buses on the network for a period of 5 years. Batteries are being charged in the depot overnight for 6 hours. After being fully charged, the buses can travel 200 km per day. In addition, Keolis operates electric buses in Gothenburg, Sweden. The buses are silent and emission-free and run on electricity from wing power and hydropower. The buses are Volvo and run from Chalmers Johanneberg to Chalmers Lindholmen, through the centre of Gothenburg (100,000 passengers a month). The buses run on batteries that are quickly recharged with renewable electricity at the terminal stops. The buses are equipped with on-board wi-fi and phone charging facilities. Finally, I would add “Plan Book Ticket” to the list of our top three technological advances over the last 5 years. The program was successfully launched in Orleans before summer 2017. It’s an all-in-all digital solution which allows users to plan their journey and purchase and validate tickets via a single app. Functions of the “Plan Book Ticket” solution are already in use on French transport networks. The “Plan” function is available in Lille, Bordeaux, Montargis, Orléans, Brest, Amiens, Quimper and Chateauroux. The “Book” function, an online store connected to a network’s ticketing system, is already in use in Montargis, Orléans and Saint-Malo. Similar digital

Q: Why driverless metros? Are there really strong arguments in terms of time flexibility, HR costs, prices, operating cab room and so forth?

Tabary: Yes, without a doubt. Driverless technology is an intelligent and innovative mass-transit solution. On the operating side, driverless metros enable higher capacity, speed

passengers every year. The company is also the worldwide specialist in trams. Keolis manages tram networks across the globe, including the world’s largest in Melbourne (250km of track). The Group operates a total of ten different transport modes (metro, tram, train, bus, car, bicycle...) and uses its intermodal know-how around the world. Tabary spoke to us about the future of mobility and the driverless metro trend.

and regularity, reduced operating costs (30% lower in terms of energy management when compared with a system with drivers), adaptability, and flexibility. It also enables operators to offer added customer services.There are also many positives reasons for passengers to use driverless metros. Waiting times are reduced on platforms thanks to more frequent service, faster commercial speed is used compared to conventional metros while maintaining top-level punctuality, and there are higher safety and reliability rates. The introduction of platform doors also limits the risks of accidents and human presence on the track.

Q: Does driverless mean fully automated? Where is the human element in the driverless metro and is that aspect ever considered to be made redundant?

Tabary: Even though the system is automatic, supervision work on a metro system is carried out by men and women from the Operation Control Centre (OCC). We consider the human element to still be an important part of driverless technology and of smart mobility in general.

Q: Once, the Dubai metro broke down and I was in it when it

happened. We were stranded for 2 hours inside the metro. During this time the PA system got on everyone’s nerves, and then we were asked to leave without even an apology or refund. The chaos it created as thousands scrambled for taxis and the ensuing traffic nightmare was captured by media. It was a driverless metro that broke down. How can Smart Mobility deal with such instances?

Tabary: I truly sympathize with your unpleasant experience and realize how much of an inconvenience it must have been. I cannot really comment on that instance since that specific system is not operated by Keolis. What I can say, though, is that at Keolis, when an incident occurs, we tend to rapidly find an alternative mode of transport and quickly restore services to reduce the impact on passenger journeys. We do this thanks to resilient timetables, incident response procedures, integrated operations and maintenance, and alternative solutions that we adopt in the event of disruptions.

Q: How do you look at the new Riyadh Metro project as a driverless metro while also taking into considerations transport experience, user satisfaction and

Tabary: We cannot comment on ongoing tenders, but I will say that the city of Riyadh has launched a big project to launch 6 lines at once and the construction is progressing well. Riyadh, as well as other cities in the Middle East such as Dubai and Doha, is investing in sustainable public transport to help solve issues related to traffic congestion and pollution. These cities are also focused on improving the quality of life for their citizens through public transport. It’s also good for their economies and the attractiveness of their cities. There’s no doubt that the new transport systems will enhance citizens’ lives. Since we are a leader and expert in automated metro systems, Keolis is closely monitoring the progress of the tenders in the region and is very much looking forward to being a part of these important projects, if selected. Q: How do the Dubai and Riyadh metro projects resemble and differ from the ones in Europe or USA?

Tabary: The biggest similarities between the Dubai and Riyadh metro projects and their western counterparts are safety, their capacity to move large numbers of passengers, and their sustainable solutions. One main difference is that the Middle Eastern projects are planning different levels of comfort for passengers, such as spaces specifically for families or “gold” classes. This is very important since the Public Transport Authorities want to attract passengers who are not used to using public transport. There are also more operations staff in the networks in the Middle East and their metro systems and signaling solutions are supplied by the leading manufacturers, meaning they are using the most advanced technology possible. Regarding your question on ROI…it cannot be compared to, say, the London underground built in 1863 or DLR built in 1987. You’ll have to wait and ask me again, maybe in 30 years or so!

Total value of 21,893 active construction projects in the GCC reached USD2.4 trillion at the beginning of September 2017, according to according to BNC Network. Of these, the total value of urban construction projects reached USD1.18 trillion in September 2017. The urban construction contracts constitute 80 percent of the contracts awarded for all sectors in GCC. “The governments and the private sector developers of the GCC region appears to be unmoved by the slowdown in the global economy and the lower oil price environment. Our latest GCC Construction Intelligence report shows that the projects are going ahead despite the challenging global economic situation," Avin Gidwani, Chief Executive Officer of BNC Network, said. “This is very good news for the businesses considering the overall global economy where countries are trying to push the economic growth rate to a slightly higher level.”

“The continuation of these projects, worth USD2.40 trillion, will keep many businesses, especially the sub-contractors, suppliers remain in business and help save millions of jobs across the region. If these projects continue as planned, the region will not only be saved from a possible recession and job losses, but also these will ensure stronger economic growth across the region,” he added. The GCC constitutes 85 percent of all active projects in the MENA and in dollar terms, these projects account for 68 percent of the total estimated value. “These are exciting times for all those living in the GCC and the UAE – where most of the economic development activities are happening and we are passing through an exciting time,” he continued.

“Events like Dubai Expo 2020 along with stabilization of the oil price and the drive of the various GCC countries to achieve economic diversification and increase in the living standards will play a vital role in the construction industry contract awards,” Gidwani said. “As the economic growth is expected to pick up pace next year, we expect an increased construction activity across the board in 2018. New project announcements by major developers that have taken place from 2016 till now, will go into tender next year and trigger increased construction activities across the GCC,” he concluded.
