On October 4, 1980, a young officer was hired to serve this City. Officer Mangold soon rose to the ranks of Sergeant (1982) and Lieutenant (1983). The upward climb continued with his appointment as Chief of Police in 1992. Chief has seen a lot of changes over the years and has accepted the challenges brought on by community growth, hospital expansion, hurricanes, 9/11 aftermath, the Great Recession and now, the Coronavirus Pandemic. Each has had its impact of the Police Department. As a resident for most of Chiefs tenure, I can say that the City has withstood the headwinds and continues to enjoy the safety and responsiveness that the Police Depart- ment provides. The leadership of Chief Mangold is probably the most important influence on the benefits we receive as residents. It is clear Chief Mangold loves his job and the good people he meets through his service. At the risk of being redundant with the thoughts of our City Manager, do your best to contact Chief and acknowledge your appreciation of a job done well for so long. The pandem- ic makes face-to-face recognition a little more challenging, but this accomplish- ment is worth a special effort. On September 8, City Council passed the coming fiscal years budget with a reduction of the millage rate to 7.61. Your Council continues to weigh the benefits and costs of the services provided with an eye on your tax dollars. This year brought renewed interest and input from residents concerned about taxation and the ever- present debate about needed services and improvements. I thank all of you that participated and shared your voice. As our employers”, we value the input. Stay tuned for our latest endeav- or, Strategic Planning. City Council aims to develop a community-involved analysis that identifies our Citys strengths and weaknesses and use that information to develop strategic plan- ning to ensure the long-term health of our community. Again, I want to remind our resi- dents that have not done so to complete the United States 2020 census. The deadline for census taking has been re-established as October 31. Please help our City. Unfortunately, there will not be a Halloween Party at Kintz Park this year. However, we expect to have a Holiday Golf Cart Parade. Mark Monday December 7 on your calen- dars!!! We will also have the Holiday Homes Decorating Contest. No dinner or coffee and cookies this year, but the show will go on. Details, registration in- fo, and parade route will appear in the November newsletter. The Citys Holi- day lights go up mid-October and will be lit following Veterans Day. Dear Residents,

Too few times I have used this space to recognize the accomplish-ments of our City personnel. This month I would like to congratulate Chief Robert Mangold for his forty years of service to the City of Atlantis. Yes, forty years!!!!. On October 4, 1980, a young officer was hired to serve this City. Officer Mangold soon rose to the ranks of Sergeant (1982) and Lieutenant (1983). The upward climb continued with his appointment as Chief of Police in 1992. Chief has seen a lot of changes over the years and has accepted the challenges brought on by community growth, hospital expansion, hurricanes, 9/11 aftermath, the Great Recession and now, the Coronavirus Pandemic. Each has had its impact of the Police Department. As a resident for most of Chief’s tenure, I can say that the City has withstood the headwinds and continues to enjoy the safety and responsiveness that the Police Depart-ment provides. The City of Atlantis Final Budget Hearing

was held at 7:00 p.m. on September 16th.

Passing by a vote of 3-2, the millage rate for

fiscal year 2020-2021 has been reduced to 7.61.

The City’s overall financial health is exceptional,

with more than adequate reserves and has no debt

service. The City’s fiscal condition due to Covid-19

remains very good and any uncertainty is limited to

any subsequent substantial resurgence in virus

numbers. Real estate sales in the City have contin-

ued to be very strong.

Included capital improvements will consist of

annual street paving, gatehouse renovations, a po-

lice vehicle replacement, community security en-

hancements, and the purchase of an S570 Bobcat

Skid-Steer Loader for the Utilities Department.

The City Council Meeting began immediate-

ly following the Final Budget Hearing.

Resolution 20-15 passed 5-0 for the

MSPCC Radio Fund. This authorizes the City Man-

ager to dedicate additional funding to a reserve

fund for the Municipal Public Safety Communica-

tions Consortium’s future radio system replace-

ment.

Resolution 20-16 passed 5-0 for funding of

the Police Pension Fund. A partial contribution will

be given by the City for $52,372 until a new actuari-

al report can be given and feedback given by the

Pension Board.

Resolution 20-17, the renewal of the con-

tract for Code Compliance Services, passed 5-0

and is already listed in the approved budget.

Under Miscellaneous Business, a one-year

extension for the contract for gate security passed 5

-0.

Also, the City wants to ask Atlantis resi-

dents, shopkeepers, and business owners about

topics for future Strategic Planning for our City.

CITY MANAGER’S NOTES

October 4, 1980… Let’s reflect on a day in history. It was October 4, 1980 and the Republican nominee for President, Ronald Reagan, was one month away from a landslide victory over incumbent Democrat Jimmy Carter. Queen held the number one spot on the Billboard Hot 100 with “Another One Bites The Dust”. A gallon of gas would set you back $1.22. The population of Florida was just under 10 million. The median home price in Palm Beach County was $71,000. And the City of Atlantis Police Department hired a young officer, Robert Mangold. Fast forward 40 years, that young officer was promoted to Sergeant in 1982, Lieutenant in 1983, and since 1992 he has been called Chief. In Law Enforcement, it is increasingly rare to know someone that has dedicated four decades of their life to the profession. It is extraordinary to meet someone with 40 years of service to the same community. Ask a resident to name the top things they love about Atlantis and you will be hard pressed to find anyone that does not include our Police Department. For 40 years, Chief Robert G. Mangold has served the residents, businesses, and families of Atlantis with distinction and honor. He has served his profession and community in roles such as President of the Palm Beach County Association of Chiefs of Police. Our Police Department has remained a top priority and crown jewel of the community under his leadership. We thank the Chief for his devo-tion to the City of Atlantis and look forward to what the coming years may hold. In the new reality of a pandemic, we are limited in the ways to publicly recognize Chief Mangold’s dedication to the community and accomplishment of service. I encourage those that know Chief Mangold to stop by the Police Department or drop him a quick note of congratulations on this most honored and rare milestone. Stay safe and stay positive. Brian R. Community Safety through Community Awareness and Involvement:

Safety Tip: BACK TO SCHOOL!

Now that children are returning to time, it’s important for parents to share the following key safety tips with your children to keep them safe and healthy during the school year. IF YOUR CHILDREN WALK TO SCHOOL

• Make sure they walk on the sidewalk facing traffic.

• Always have them look in all directions when crossing a street to see if cars are coming.

• Instruct them to never walk in front of a parked car.

• If there is no sidewalk and your children must walk in the street, instruct them to always

walk facing traffic.

• Before the school season starts, parents should practice walking the route with their

children, crossing streets at crosswalks when available.

• Instruct them not to text or talk on their phone while walking.

Never allow them to walk while using headphones.

IF YOUR CHILDREN RIDE THEIR BIKES TO SCHOOL

• Make sure they always wear a helmet that fits securely.

• Teach your children the rules of cycling including always riding on the right side of the

road in a single file as well as coming to a complete stop before crossing a street and

walking the bike across.

• Make sure they know to watch for opening automobile doors and other hazards.

• Have them use hand signals when turning.

It is a good idea if they wear bright-colored clothing to increase visibility.

IF YOUR CHILD RIDES THE BUS TO SCHOOL

• Teach them the proper way to get on and off the bus.

• Make sure they always stand six feet away from the curb as the bus approaches.

• Always have them buckle their seat belt, if available.

• Instruct them to wait for the bus to come to a complete stop before standing to exit.

• Inform them not to cross in front of the bus or have them cross the street when they are

12’ ahead of the bus and in clear view of the bus driver.

NEW TRASH RULES

In November, the City Council passed Ordinance 453 amending Code Chapters 8 and 15 addressing trash

pick-up regulations. The Council considered that underground containers often can’t be repaired or re-

placed, and amended the Code accordingly. These changes are currently in effect.

• Trash containers may be kept above ground, within the residential building, or outside, if properly

screened from public view.

• All containers continue to be required to be watertight with tight fitted covers.

• Trash containers shall be accessible for collection from the backyard or side yard on the designated col-

lection days, without the necessity of unlocking a door, fence, gate, or similar obstacle. Containers shall

be screened from public view from the adjacent right-of-way or neighboring property.

• Vegetative waste may be placed at the curb at noon on Sunday for Monday pick-up. Bulk may be

placed curbside at 5 p.m. Sunday for Monday pick-up, with the exception of the first Sunday of the

month, when it may be placed curbside at noon. Otherwise, all such waste and trash shall be screened

from public view from the right-of-way adjacent to the front yard.

• Recycling containers shall be placed by the underground containers or with the above ground contain-

ers in the back or side yard and properly screened from public view.

• Screening may consist of obstructed view behind the residence, screening material, or hedge.

Atlantis Literary Society

The Atlantis Literary Society will meet for the first time this season on November 18, 2020 at the

Lost City Golf Club at 9:30am. Our meeting will abide by all Florida, Palm Beach County and Lost

City Golf Club rules and regulations related to public health – possibly including, but not limited to

the wearing of masks, social distancing, etc. Please know that we will only hold any meeting if we

are comfortable that we will all be staying safe and healthy.

Please continue to follow the CDC guidelines and remain safe as we enter the fall, political, and most active storm season of the year. The following are a few issues we need to bring to all citizens attention; Excerpts from each Code Ordinance are as follows:

Speaking of the Political Season. By the time this newsletter is received we will probably be into the first week of October. A sea of political signs will be spread throughout in what some will consider “Sign Pollution”. In all, I addressed over 40 sign complaints which for the most part were political in nature. All came into compli-ance upon my verbal request except for one. I would like to take this time to thank those who complied and under-stand the Cities intent to maintain the aesthetic beauty of our community. We are kindly asking all to follow City Code during this period. The Code is found in Ordinance #455 Section 11.6 Signs and Advertising adopted by the city August 19, 2020. Please note some of the following excerpts from the Code. Sec. 11.6-1. - Purpose and scope of regulations. In general, the regulations and requirements are intend-ed to preserve the residential character of the City of Atlantis by controlling size, location and use of signs and its important interest in providing for general aesthetics and for legality and clarity of commercial and non-commercial speech.

Sec. 11.6-2. - Definitions.

Noncommercial Speech. Speech that does not propose

a commercial transaction.

Sign. An object designed to convey information or attract the attention of persons not on the premises on which the sign is located. Temporary Sign. Any sign that is not intended to be a Permanent Sign.

Sec. 11.6-9. - Temporary signs. (b) Temporary Noncommercial Speech Signs. * Temporary Noncommercial Speech Signs shall be lo-cated in front yards only, setback a minimum of 12 feet from the edge of the street. * One Temporary Sign per Plot associated with a def-inite event shall be permitted beginning 30 days pri-or to the event. By way of example: religious services for a particular holiday are one definite event; multiple candidates running for office as well as individual ballot questions related to a particular issue all oc-curring at the same election are each separate defi-nite event; a birthday party is one definite event. Signs shall be removed from the property promptly upon the conclusion of the event.

* All Temporary Signs shall be removed and safely stored within a structure upon the declaration by the State of Florida, Palm Beach County, or the National Weather Service of a tropical storm or hurricane watch or warning that includes the City of Atlantis within the scope of the declaration and shall not be displayed until after the storm system has completely passed the City and the declaration has been lifted.

Sec. 11.6-7. - Prohibited signs. * Signs commonly referred to as wind signs, consisting of one or more banners, pennants, ribbons, spinners, streamers or captive balloons, or other objects or materi-al fastened in such a manner as to move upon being subjected to pressure by wind. * Signs displaying copy that is harmful to minors as de-fined by this chapter. * Signs that are painted, pasted, or printed on any curb-stone, flagstone, pavement, or any portion of any side-walk or street, except house numbers and traffic control signs. * Signs that emit audible sound, odor, or visible matter such as smoke or steam. Signs that incorporate projected images, emit any sound that is intended to attract attention, or involve the use of live animals. * Signs that obstruct the vision of pedestrians, cyclists, or motorists traveling on or entering public streets. * Signs with lights or illuminations that flash, move, ro-tate, scintillate, blink, flicker, or vary in intensity or color. * Signs within ten feet of public right-of-way or 100 feet of traffic-control lights, that contain red or green lights that might be confused with traffic control device. Many Storm panels have been observed in violation of the current Code. Adherence to the City Code is requested. Notice of Violations will be forthcoming. Of utmost importance in this matter is the use of storm panel systems or shutter systems while the building to which they are attached is occupied by any person must be pursuant to the issuance of a tropical storm or hurricane “warning" or "watch", the declaration of a state of emergency; or in compliance with all provisions of the Florida Fire Prevention Code and the Florida Life Safety Code relative to ingress, egress and escape re-quirements. HALLOWEEN SAFETY TIPS Walk Safely

1. Cross the street at corners, using traffic signals and crosswalks.

2. Look left, right and left again when crossing and keep looking as you cross.

3. Put electronic devices down and keep heads up and walk, don’t run, across the street.

4. Teach children to make eye contact with drivers before crossing in front of them.

5. Always walk on sidewalks or paths. If there are no sidewalks, walk facing traffic as far to the left as possible. Children should walk on direct routes with the fewest street crossings.

Watch for cars that are turning or backing up. Teach children to never dart out into the street or cross between parked cars.

Trick or Treat with an Adult

Children under the age of 12 should not be alone at night without adult supervision. If kids are mature enough to be out without supervision, they should stick to familiar are-as that are well lit and trick-or-treat in groups.

Keep Costumes Both Creative and Safe

1. Decorate costumes and bags with reflective tape or stickers and, if possible, choose light colors.

2. Choose face paint and makeup whenever possible instead of masks, which can ob-struct a child’s vision.

3. Have kids carry glow sticks or flashlights to help them see and be seen by drivers.

When selecting a costume, make sure it is the right size to prevent trips and falls.

Drive Extra Safely on Halloween

1. Slow down and be especially alert in residential neighborhoods. Children are excited on Halloween and may move in unpredictable ways.

2. Take extra time to look for kids at intersections, on medians and on curbs.

3. Enter and exit driveways and alleys slowly and carefully.

4. Eliminate any distractions inside your car so you can concentrate on the road and your surroundings.

5. Drive slowly, anticipate heavy pedestrian traffic and turn your headlights on earlier in the day to spot children from greater distances.

Popular trick-or-treating hours are 5:30 p.m. to 9:30 p.m. so be especially alert for kids during those hours.

Please place all household garbage and recycling for

collection BEFORE 7:00 am on the day of service.

Bulk items may be placed at the curb after 5:00 pm on

Sunday for Monday pickup. Vegetation may be placed at

the curb after noon on Sunday for Monday pickup.

Please use your underground containers. Liners may

be obtained at Ace Hardware. Recycle Containers may be

obtained at City Hall. Other containers must be screened.

Landscape debris generated by a paid landscape

maintenance company must be removed on the day of

generation by the maintenance company. (City of Atlantis
