Ties between Sweden and India have continued to strengthen in several areas over the past few years. Regular high-level interactions and engagements, such as the Virtual Summit between Prime Ministers Narendra Modi and Stefan Löfven in March 2021 & the King and Queen of Sweden’s State visit to India in December 2019, have provided momentum to this deepening bilateral partnership.

The Joint Action Plan and the Strategic Innovation Partnership for a sustainable future, agreed during the PM Modi’s visit to Sweden in 2018, have set the framework for a continuing and fruitful collaboration between our two countries.

Swedish companies have been “Making in India” for many decades. Today, there are over 220 of them in India, employing over 200,000 people directly, and 2.2 million indirectly. Swedish companies have consistently demonstrated that they are in India for the long haul and we see

Swedish industry contributing to India’s development in a number of areas, not the least in areas such as energy, innovation, ICT and digitalization, sustainable transport, healthcare and life sciences. At the same time, Indian IT and engineering services competencies have greatly contributed to the Swedish economy, simultaneously driving the growth of a thriving Indian diaspora in Sweden.

Sweden believes in circular economy and knowledge-based societies, powered by innovation and sustainability, while investing in people. India and Sweden are ideal partners in building sustainable businesses for the future.

Sweden-India Innovation PartnershipInnovation cooperation is the fastest growing element in the bilateral relationship between India and Sweden.

In April 2018, during Prime Minister Narendra Modi’s visit to Sweden, India and Sweden agreed to deepen their collaboration through a Joint Innovation Partnership for a Sustainable Future. The partnership aims to increase impact of bilateral cooperation in innovation, science and technology.

The partnership covers several areas, including smart cities, transportation and e-mobility, energy, clean technologies, new materials, space, circular and bio-based economy, and health and life sciences.

The Swedish Ministry of Enterprise and Innovation is coordinating the development of the partnership on the Swedish side, in close cooperation with the Indian Ministry of Science and Technology.

The Sweden-India Innovation Partnership has gone from strength to strength in the last couple of years, and several high-level diplomatic visits have boosted interest in bilateral collaboration between the two countries.

The innovation partnership received further impetus during the State visit to India in 2019 by Their Majesties King Carl XVI Gustaf and Queen Silvia at the first ever India-Sweden High-Level Dialogue on Innovation Policy. The dialogue was

jointly inaugurated by Prime Minister Narendra Modi and His Majesty the King in New Delhi.

Since the signing of the partnership, Swedish R&I funding agencies Vinnova, Formas, Forte, Swedish Energy Agency and Swedish Research Council have expanded their cooperation with Indian R&I funding agencies. Funding opportunities worth a commitment of over 17.5 million USD (150 million SEK) matched by Government of India collaborators have been agreed.

Diplomatic relations between Sweden and India were established in 1948, the year after India became independent. However, business relations between the two nations date back further than that. The Swedish – Indian history can be viewed in three separate waves of development. The first wave of Swedish companies entered India in the beginning of the 20th Century, with pioneering companies like Ericsson, SKF, Swedish Match and ASEA (later to become ABB).

The second wave came after independence.

In 1957, the Indian Prime Minister, Jawaharlal Nehru, visited his Swedish counterpart, Tage Erlander, and the two political leaders agreed that Sweden and India had a lot in common and would profit from collaboration. A large area of land was allocated to Swedish companies in the city of Pune, which was a strategically good location considering the proximity to India’s commercial centre in Mumbai. In the 1960-70s Pune became an important industrial hub, where Swedish companies like Alfa Laval, Tetra Pak, Sandvik and Atlas Copco were established.

The third wave of Swedish companies entered India during the 1980s and 1990s with among others Volvo Trucks & Buses and Perstorp. Companies with large purchasing organizations, such as IKEA and H&M, also started doing business in India. In the 2000s Volvo Cars and Scania established subsidiaries and were accompanied by an influx of small and medium sized companies, such as Systemair and Roxtec, to name a few.

Trade between the two countries has grown over the last decade and a steadily rising number of Swedish companies have established themselves in India. At present, we see a fourth wave of companies entering India, or expanding on their footprint. Companies are establishing global or regional hubs for R&D, sales, and manufacturing etc. Moreover, there is an influx of fast-moving consumer companies finding their space in a developing Indian retail market, and innovative new businesses, especially with focus on green technology and solutions.

Whilst Swedish companies have a 120-year long history in India, Indian companies have been establishing and investing in Sweden since the start of this millennium. The first foray was led by large IT companies with the top tier companies such as TCS, Wipro, Infosys and L&T Infotech. A second and more decisive wave of IT companies commenced a decade later led by

Mahindra-Satyam, and the acquisition by HCL Technologies of Volvo IT and its 900 employees. Indian investments in Sweden in other areas are evident in industrial sectors such as bioeconomy with Aditya Birla Group’s acquisition of Domsjö Fabriker in viscose fibre, and Bharat Forge in Kilsta in automotive.

Indian companies are searching for innovation and applied research in Sweden. To date there have been investments and collaborations within pharmaceuticals, material research and automotive technologies amongst others. Indian automotive companies are now expanding in the Swedish market through organic investments but also via acquisitions. For example, Tata AutoComp Systems acquired Titan X while Sansera made an acquisition of MAPE. Furthermore, Tata Technologies acquired Escenda for design and engineering services. Indian companies are now investing and expanding their footprint in Europe with Sweden as a gateway.

More than 6000 people are currently employed by roughly 60 Indian companies in Sweden, with many of them in the IT services industry. Additionally, 2-3 times this number of employees are providing services to Swedish clients based out of India. Sweden offers complimentary opportunities for Indian companies’ ambitions, which is in line with Indian businesses’ increasingly global outlook.

CreativitySweden is a strong player in cultural and creative industries. Today, Sweden is one of the biggest streamers and exporters of music in the world. Young Swedish children are introduced to music through municipal music schools or music lessons in secondary school increasing confidence from an early age. While Swedish pop band Abba set the bar for a long legacy of incredible music, Swedish musicians like Robyn, Swedish House Mafia, The Hives and The Cardigans are a big hit across the world. Music innovations from Sweden include SoundCloud and Spotify. SoundCloud was invented in Sweden and is one of the largest music and audio platform allowing users to listen to, create or share music. Spotify is a subscription based online music service to stream music.

Globally, Swedish cinema is known for producing many acclaimed films. Some of the most iconic filmmakers in the world hail from Sweden, including the early well-known Swedish directors Ingmar Bergman, Victor Sjöström, Mai Zetterling and more recently Lasse Hallström, Lukas Moodysson and Tomas Alfredson have given international hits. The Swedish Film Institute was founded in 1963 to support and develop

the Swedish film industry. It supports Swedish filmmakings and allocates grants for production, distribution and public showing of Swedish films in Sweden.

Sweden has a very vibrant gaming industry and is known as one of the world’s best game development regions. It is home to big game hits such as Mirror’s Edge, Minecraft, Battlefield and Candy Crush Saga and to cutting edge innovations within Virtual Reality (VR).

Sweden is also successful in fashion and design with an increased focus on sustainability and circular economy. Swedish fashion aims to go from linear production to circular, where materials are not discarded after use but instead recycled or used in other ways so that the waste is kept to a minimum.

Stockholm is the tech startup capital of Europe with the second most unicorns per capita in the world, behind only Silicon Valley. Swedish citizens are encouraged to take the chance to start a new business, which is one of the key factors to the development of many successful Swedish companies.

Sweden is the second most innovative country in the world as per the Global Innovation Index 2020. A strong culture of innovation has propelled Sweden to the forefront of technological development. With a high number of patents per capita, Swedish creative thinking has resulted in some life-changing innovations spread around the world. From the invention of the thermometer to the birthplace of startup unicorns like Skype, Sweden has long fostered innovation and entrepreneurship. Millions of mobile users stay protected from spams and scams with caller identification, spam blocking Swedish app Truecaller. Millions of hearts around the world beat with the help of a pacemaker. Countless lives have been saved with the help of the three-point seat belt introduced by Volvo and candles are lit with the help of safety matches. These are just a few examples of Swedish innovations that have made a difference. With the various challenges the world faces today, such as poverty, global warming, and access to clean water, there is a lot of focus on sustainable innovations.

Some of the key factors for a strong culture of innovation, include a historic tradition of

inventors, commitment to gender equality, and a strong belief in the individual.

Triple Helix The Swedish Way

When listing key factors behind successful innovations close cooperation between private sector, government and academia are always mentioned. This often refers to as the triple helix model and is widely used in Sweden and many other countries. The underlying idea is that people from different perspectives, with different roles in society can be more innovative and find better solutions if they work together.

Innovation is at the core of several of our activities in India and can be found both within our larger companies as well as forming the core of new small companies entering the Indian market. It is also a cross-cutting feature of our work as Team Sweden.

Sweden is consistently ranked as one of the most competitive economies in the world by the World Economic Forum and is open to international trade and investments.

Modern Sweden is solidly founded on democracy, openness, free speech and free press. Democratic principles shape not only the way the country is governed, but all levels in society – from preschool to the workplace. The aim is to ensure that everyone enjoys the same opportunities, rights and obligations in all areas of life and hold the freedom to scrutinize how politicians and public agencies exercise their power. In 1766, Sweden became the first country in the world to write freedom of the press into its constitution.

Sweden’s economic and social system, including relative economic equality and high levels of trust in Sweden, often referred to as the “Swedish Model”, has lifted the country to one of the highest standards of living in the world. There is a strong emphasis on freedom of expression and gender equality. The Swedes are generally open to new ideas and thinking outside the box. The society is traditionally non-hierarchical and through flat organisations and collective decision-making,

many are given the opportunity to speak and share their ideas. These factors, combined with well-functioning rule of law and low corruption give creative minds more time to focus on what they do best: innovating.

Sweden believes that women and men should have equal power to shape their lives and society. Equality is promoted by making it possible for parents to combine work and family, encouraging shared participation in childcare and giving women and men equal opportunities to rise to leadership positions.

As a part of Sweden’s effort to build a sustainable society, free school and university education are provided to all Swedish citizens. Tax-financed education and health care contribute to making Sweden a role model for many other countries.

Swedish companies as well as Team Sweden tend to also “walk the talk” and apply these values at all levels.

Sweden strongly believes in a sustainable society in which economic development, social welfare and social cohesion go hand in hand with a sound environment. Areas like environment, human rights, gender equality and transparency are the priorities for the Swedish government. To think and act in a sustainable manner have become part of Swedish culture. This is reflected by Swedish companies, who in turn are often at the forefront of integrating sustainability in their business strategies and innovation labs. In 2020, Sweden ranked 1st in the Global Sustainability Index.

Sweden is the first country in the world to pass an Environmental Protection Act. Sweden also hosted the first UN conference on the global environment in 1972. Since then, Sweden has not looked back, managing to grow its economy substantially while reducing carbon emissions, limiting pollution, and taking lead in production of fossil-free steel. This has led to development of new environmental technologies and sustainable system solutions. This includes renewable energy, green buildings, waste management, air and water treatment, sustainable fuels and battery-driven vehicles.

Sweden has invested heavily in the search for alternative energy sources. More than half of Sweden’s national energy supply comes from renewable sources and Sweden aims at further reducing greenhouse gas emissions. The Swedish government has set ambitious goals for sustainability, including going fossil-free by 2045 and 100 per cent renewable energy.

The Swedish green model means integrating business and sustainability. Swedish companies have long been at the forefront of combining sustainability and environmental ambitions with growth and innovation. In 2020, Sweden ranked 1st in the Global Sustainability Index.

In India, we bring sustainability into our work in areas such as climate, renewable energy and urban transport. Increasingly, we will also joint projects in circular economy, e-mobility, smart grids and waste management with waste-to-energy solutions.

#1 Adjustable Wrench

A staple in many toolboxes, the adjustable wrench or spanner, also popularly called ‘Monkey wrench‘ or ‘English key’, often comes in very handy during do-it-yourself (DIY) projects. While the first iteration of this spanner was originally invented in 1842 by British engineer Richard Clyburn, today’s adjustable wrench, the ‘Swedish Key’, is attributed to Johan Petter Johansson, a Swedish inventor who improved upon Clyburn’s original concept and patented it in 1891.

#2 Digital Doctors

Swedish startups are leading the way in the global development of digital healthcare, or health tech, by providing access to different forms of healthcare through mobile, artificial intelligence (AI) and other technologies. KRY is a doctor–patient app that lets doctors and psychologists meet patients over video. It has garnered a lot of

attention – and some controversy. The company works with the publicly funded national health systems of the countries where it operates, which so far include Sweden, Norway and Spain.

#3 Better Shelter

Better Shelter is an emergency shelter solution in a flat pack. It offers refugees a weatherproof

and safe 17.5-square metre home featuring door locks and solar panels. It’s designed to last for at least three years and is better insulated than traditional refugee tents. Designed to provide a sustainable and cost-efficient product that can be easily transported and assembled, thousands of Better Shelter units have been distributed to many different countries. Better Shelter has been developed in partnership with UNHCR and the IKEA Foundation.

We all know Karma matters, right? Well, Karma can also transform food waste from a problem to an opportunity. Some Swedish entrepreneurs have launched an app called Karma. Via the app,

supermarkets, restaurants and cafés can offer products that are about to expire at half price, instead of throwing them away. In just two years, Karma claims to have attracted 400,000 users around Sweden and in London.

Reducing food waste is also on the government’s agenda. ‘More to do more’ is an action plan

developed by the Swedish Environmental Protection Agency, the National Food Agency and the Swedish Board of Agriculture. The aim is reduced food waste on a national level by 2030.

#5 oat Milk

The Nordic region offers great conditions for growing oats and Sweden is exploring different ways of using this healthy cereal. Swedish brand Oatly is perhaps best known for its non-dairy milk alternative. Oat milk was developed by the Lund University food scientist Rickard Öste, who founded Oatly in 1994. Since then, oat milk has become a staple at a range of supermarkets and coffee shops around the world.

Swedish agricultural cooperative Lantmännen has also invested in research into oats. And it’s not all about food products – a new research project is looking into creating furniture from oats!

#6 Three-Point Seatbelt

Now a standard requirement in every passenger vehicle saving around one life every six minutes, the three-point seatbelt was developed by Swedish inventor and safety engineer Nils Bohlin in 1959 for Volvo. It’s designed with a Y shape to spread out energy across a moving body during an accident.

#7 Pacemaker

In 1958, Rune Elmqvist developed a battery-run artificial pacemaker, which was used for the very first pacemaker operation done by surgeon Åke Senning at Karolinska University Hospital in Stockholm. The pacemaker is placed under the heart patient’s skin and the electrical pulses it generates ensure that muscles expand and contract normally, regulating the heart.

Sweden is among the world leaders in the transition towards electric vehicles and is

committed to reduce emissions from transport by 70 per cent by 2030. One of the most hyped examples of Swedish innovation in this field is Uniti, a startup that is developing a light-weight electric city car that has been dubbed a ‘Tesla for megacities’.

Swedish social scientist Aina Wifalk contracted polio – a virus that can cause temporary or permanent paralysis – at the age of 21. After tearing her shoulders from using walking sticks for two decades, she came up with the walking frame, or walker, an invention that has made life easier for elderly and disabled people since the late 1970s. Because Wifalk wanted the walker to be accessible to as many people as possible, she never patented it. To this day, the walker helps your grandparents stay mobile and active.

The modern-day zipper as we know it was improved upon and developed by Swedish-American inventor Gideon Sundbäck from an earlier less effective model in 1913. Sundbäck’s newly redesigned version called the ‘separable fastener’ was patented in 1917 and features interlocking teeth pulled together and apart by a slider.

EnergyEnergy is a recurrent and priority collaboration area in the bilateral cooperation between India and Sweden. India and Sweden share a common objective on the need for innovation and entrepreneurship to build their domestic competitiveness, as well to respond to the needs of growing demands in an energy constrained world that is also facing climate related challenges. A Memorandum of Understanding (MoU) was signed in 2010 in the area of renewable energy.

The Joint Action Plan signed by prime ministers Narendra Modi and Stefan Löfven in April 2018 reconfirms smart, sustainable, and renewable energy as areas of mutual interest for further collaboration. On 17th July 2021, the process was finalized and Sweden became a full member of the ISA.

The Joint Action Plan also stipulates the aim to expand research, innovation, and business cooperation on new innovative energy technologies through established platforms.

With 54.6% (2018) of the energy used in Sweden coming from renewable sources, Sweden tops the European Union and is the EU leader.

India Sweden Innovations Accelerator (ISIA)

The India Sweden Innovations Accelerator was recognized as the official program to promote green energy research and economic collaborations under India Sweden Joint Action Plan in 2018. The main objective of the accelerator is to facilitate transfer of innovative clean technologies & solutions from Sweden to India. The Accelerator is backed by the Swedish Energy Agency. Business Sweden and the Confederation of Indian Industries Green Business Centre are programme partners. Sustainability by Sweden Showroom India

Team Sweden in India and the Swedish Energy Agency have established the “Sustainability by Sweden Showroom India” at the Business Sweden office in Delhi in 2018. The showroom is a first of its kind globally and showcases various Swedish sustainable, renewable, and circular economy solutions in the local context. The exhibition room has interactive stations that show 23 energy solutions integrated into society and put in a context. Visitors are taken through custom presentations, illustrative videos, interactive maps of current installation sites, scan and display technical data and 3D holograms.

Dedicated theme-based workshops are organized under the cleantech showroom to promote economic collaboration between Swedish and Indian companies. These workshops are focused on varied themes of mutual interest including green energy, energy efficiency, circular economy, and clean air. Since 2018, the showroom has witnessed visits from over 60 Indian companies and organized 12 workshops thereby facilitating 12 high quality commercial and technical collaborations.

India-Sweden Collaborative Industrial research & Development Programme - Joint research & Innovation Call on Smart Grids

In March 2020, India and Sweden announced a collaborative funding programme for research, development and innovation in the area of smart grids. The Swedish Energy Agency and the Department of Science and Technology, Government of India have together contributed 52 million SEK (5.2 MUSD) to fund industrial research and development projects under this programme. The research call which was opened in December 2020 will focus on development of new products, processes and technologies related to smart grids.

In 2014, Sweden became the first country in the world to launch a feminist foreign policy. This means applying a systematic gender equality perspective throughout the whole foreign policy agenda. Gender equality is an objective in itself and essential for achieving the Government’s other overall objectives, such as peace, security and sustainable development. The overarching Swedish principle is that everyone, regardless of gender, has the right to work and support themselves, to balance career and family life, and to live without the fear of abuse or violence. Gender equality implies not only equal distribution between men and women in all domains of society. It is also about the qualitative aspects, ensuring that the knowledge and experience of both men and women are used to promote progress in all aspects of society.

Swedish companies in India work actively with gender related questions. More than half of them have set tangible and time-related goals to achieve a more gender balanced workforce. Companies work with strategic recruitment, active mentorship, and leadership development to increase the number of women in their workforce, especially in leadership positions. Sweden and India have a long tradition of friendly and mutually beneficial relations in the health sector. Swedish private companies from the pharmaceutical and medical technology sectors are well established in India since many decades.

In 2009, a Memorandum of Understanding on bilateral cooperation in the field of healthcare and public health was signed between the respective governments. As a result, there are today many forms of collaborations between public and private stakeholders in areas such as elderly care, infection control, life-style related diseases etc.

Health is of key importance for all countries, regardless of population, size or economy, and the Covid pandemic has shown that it is no longer just a national but a global concern. A major technology shift is currently happening in the heavy industry in Sweden as different business sectors in Sweden are drawing up their own roadmaps to become fossil fuel free and thus contribute towards a more sustainable and greener future, and to attain the Swedish national climate target of net zero by 2045.

Since 2016 Swedish companies - SSAB, LKAB and Vattenfall, have jointly started the collaborative initiative HYBRIT (Hydrogen Breakthrough Ironmaking Technology) to develop the world’s first fossil-free iron and steel, using fossil-free electricity and hydrogen, thus virtually eliminating the carbon dioxide emissions throughout the value chain. Their target is to have fossil fuel-free steel on the market by 2026 and in full production by 2030. Similarly, another Swedish steel venture H2 Green Steel (H2GS) is planning to build a fossil fuel-free steel plant, including a sustainable hydrogen facility, with production starting in 2024. H2GS will be a fully integrated, digitalised and automated greenfield steel plant build in collaboration with customers across multiple segments including automotive, commercial vehicle, white goods, furniture, and industrial equipment.

In the cement industry, Cementa which is part of the Heidelberg Cement Group, plans to use

2045 – Sweden race to ZeroCarbon Capture and Storage (CCS) technology, striving to create the first carbon neutral cement plant in the world. Similarly, the aviation industry has set itself a target for all domestic air services to be fossil-fuel free by 2030 and has stipulated that all flights starting from Sweden will achieve the same by 2045. The automotive industry is aiming for 80% of new sales of private cars and 50% of all heavy trucks to be electric by 2030.

At the political level, the Leadership Group on Industrial Transition (LeadIT) was launched by the Prime Ministers of Sweden and India at the UN Climate Action Summit in New York in autumn 2019. This initiative aims to drive the climate transition in heavy industry to achieve fossil-free and net-zero emissions by 2050, in line with the goals of the Paris Agreement. The leadership group has been developed in collaboration with the World Economic Forum and has so far brought together around 30 countries and industrial companies. The Swedish export credit systemTo facilitate and promote exports and the internationalisation and competitiveness of Swedish industry, Sweden offers a government-backed export credit system. This system facilitates the financing of transactions with Swedish exporting companies and has strong benefits for all parties involved. The support is made up of two organisations:

provides long term funding for Swedish export related transactions. Enjoying a high credit rating, SEK can offer favourable loans to facilitate export deals

How to finance a Swedish export contract

Export transactions often involve large contracts requiring long repayment periods. A common form of financing is an export credit provided by a commercial bank – a buyer’s credit.

Financing of a large Swedish export contract usually involves a commercial bank as the arranger. The bank, or a group of banks, arranges and administers a loan to the buyer in the export contract. EKN is the guarantor, taking the repayment risk with a small portion of the risk retained by the arranging bank. SEK can provide funding, and also sometimes assume the role as arranger, usually jointly with one or more banks. See an example below.

* The Commercial Interest Reference Rate, CIRR, is a state-supported interest rate administered by SEK. It allows exporting companies to offer their customers funding at a favourable fixed interest rate.

How it works

To ensure the best conditions for all parties involved it is very important for the exporter and bank to contact EKN and SEK at an early stage. This is to enable structuring of the business agreements regarding securities, capital structure, and being OECD-compliant. In our environmental and social due diligence, EKN and SEK comply with international standards.

Below you will find a schematic outline for a buyer’s credit. Please note that the steps can take place simultaneously.

1. The exporting company and the buyer sign a sales contract. Payment is to be made at delivery, or with a short credit period.

2. A bank signs a loan agreement with the buyer.

3. The bank applies for a guarantee – preferably before the contract is signed, and receives an offer from EKN. EKN normally covers 95% of the loan. The bank notifies EKN of disbursements and receives the guarantee. This is when the premium is paid.

4. If the bank is looking for funding they will have contacted SEK and received an offer, before signing the contract. The bank will then assign the loan as well as the rights under the EKN guarantee to SEK.

The bank retains the 5% risk share on the borrower as well as their obligations to EKN, and administers the loan. If the borrower fails to pay according to the loan agreement, EKN will indemnify SEK directly.
