While Justice Rajiv Shakdher struck down the Exception 2 that protects men, who have forced non-con- sensual intercourse with their wives, from criminal prosecution under Section 376 IPC calling it unconstitu- tional, Justice C Hari Shankar disagreed say- ing that the exception doesn’t violate Article 14, 19 and 21. The petitions were pending before the court since year 2015 and 2017. Both the judges however agreed to grant certificate of leave to appeal before the Supreme Court as the matter involves substan- tial questions of law. Now, the matter will be referred to the Supreme Court. The law allows arrest without a warrant if a person is accused of anti-government activities. 6 The government argued today that while it reviews the law, it should not be paused. For now, it suggested, a police officer of the level of Superintendent or above could decide whether a sedition charge should be filed. 7 “There has to be a layer of scrutiny, where a responsible officer is there to scrutinise the gravity of the situation and there of course would be judicial forums,” the Centre’s lawyer, Solicitor General Tushar Mehta, said, adding that a law cannot be stayed on the basis of a PIL (Public Interest Litigation). 8 Pending cases, the government said, were already before courts and should be decided by them. “We do not know the gravity of offences pan-India. There may be other terrorism charges too in these cases. These pending cases are not before police or government. But they are before Court. So, we should not guess the wisdom of Courts,” Mehta said. 9 Petitioners opposed the government’s stand and urged the court to pause the sedition law until the govern- ment’s review of the colonial- era legislation is over. To which, the Solicitor General said: “We cannot undermine respect for the judiciary of the country.” 10 Senior lawyer Kapil Sibal, representing the petitioners, said there were over 800 cases of sedition across India and 13,000 people were in jail. dents when he was blessed

to have encountered the

kindness, the greatness and

the integrity of our PM.

The first incident is

from the time when the

country was reeling under

the Emergency and Modiji

was emerging a hero as an

RSS pracharak. We got to

see how Modiji remained

untouched by even an iota

of vanity, and his child-like

innocence was brought to

the fore when he visited

the narrator’s place.

The second incident re-

flects on the magnitude,

inclusiveness, and compas-

sion of Modiji’s personali-

ty. Gautam Samrat says

that Modiji would always

emerge as a saviour, ready

to help those in need.

The first time I got in

touch with Modiji was dur-

ing the Emergency. Naren-

drabhai at the time was

bringing about a revolu-

tion in Gujarat as an RSS

pracharak and I was han-

dling the Vistar Vibhag.

Those were not normal

times and everyone had

their hands full with re-

sponsibility. Once, during

the Emergency, when he

was living in the garb of a

Sardar and it was nearly

impossible to recognise

him, he visited my place.

My younger son Monu, a

student of class three,

opened the door and ush-

ered him in. I was not

home at the time, and eve-

ryone in the family kept

wondering who the stran-

ger was. Eventually, as my

wife told me later, Naren-

drabhai in order to break

the ice and end the confu-

sion, simply said, “Will you

all only keep asking me

questions or offer me

lunch also?” That’s when

the entire family forgot all

about finding out the iden-

tity of the guest, and deep-

ly impacted by the good-

natured simplicity of the

stranger, got about making

arrangements for his meal.

The second incident re-

lates to the time when I

had planned a Sindhi com-

munity pan-Gujarat event.

It brings to the fore Naren-

dra Modi’s helpful and

considerate nature and

shows how it saved the day

for me. Bharatiya Sindhu

Sabha is a Sindhi organi-

sation that operates at the

national level. I was Guja-

rat Chief of this organisa-

tion and had planned a

mega event called Vande

Mataram in Gujarat. We

had organised competi-

tions at 6 places in the

state in 6 days and the fi-

nalists of these regional

level contests were to take

part in the final round that

day. It was a contest of pa-

triotic and folk songs from

the Sindhi community

known as “Lada Geet”.

Tagore Hall had been

finalised as the venue of

this event and the finalist

teams were to arrive in

Ahmedabad for the perfor-

mance. Three days prior to

the event, I received a call

that gave me the jitters.

The caller said I would

have to cancel my event

scheduled for three days

later at the Tagore Hall

and book elsewhere. When

I enquired the reason be-

hind the request for can-

cellation, I was told that

the CM would be requiring

the hall for his event. My

heart sank because the CM

is the executive head of

the state and I could not re-

ally do anything about it.

Reorganising the event

would have been a gargan-

tuan task because invites

had been sent to people all

over Gujarat and making

arrangements for so many

people at such a short no-

tice would have been a her-

culean task for me.

Nevertheless, I felt I

shouldn’t give up so easily

and it was Modiji’s face

that flashed in front of me.

In the past whenever I

faced any issues regarding

events related to the com-

munity, I would give him a

call after 7 in the morning,

and Modiji would solve my

problem during our

10-minute conversation.

In the situation that I

was in that day, I realised

that he was my only ray of

hope and I immediately

rang up Narendrabhai.

But it must have been an

unusually busy day for

him because for more than

an hour, I did not hear

from him. I then left home

to meet one of the trustees

of a convention hall.

While I was conversing

with the trustee and re-

questing him to make

some arrangements for

my event, I received a call

from Narendrabhai. I ex-

plained my problem in

detail and laid bare my

troubles before him. His

response was short and to

the point. “I have no clue

about this. Let me see,”

and he hung up. There

was little for me to say or

do after that. I got busy

with other things after

speaking with Modiji.

Exactly after an hour

and a half, I received a call

from the National Corpora-

tion. “Please go ahead with

your event atTagore Hall as

planned.”Iwasin complete

awe. Just an hour ago Nar-

endrabhai had said “Let me

see”. What magic he could

work in such a short while

was beyond me!

It is indeed remarkable

the deep compassion Modi-

ji has for ordinary people.

Men like him are a rarity

who give importance to

people from other commu-

nities and to events such as

ours that promote bonding

between communities and

help preserve the rich cul-

tural heritage of India.

People often think that

Modiji is exceedingly stern

but I believe that a strong

and effective leader must

be stern like him. Above

all, no one knows better

than me that only the outer

shell of Narendrabhai is

hard. His true self, the in-

ner core, is soft as butter

and this kind and tender

aspect of Modiji’s person-

ality comes to the fore eve-

ry time an ordinary man,

the poorest of the poor, ap-

proaches him with a prob-

lem. His simplicity makes

him extraordinary, his

ability to empathize with

the sentiments of various

communities, to solve

seemingly intricate prob-

lems with ease, and the

welfare of each and every

person in his heart, make

him truly a great leader.

I am fortunate to have

been associated with him

while he was the CM of Gu-

jarat. His method of work-

ing and taking people along

with him is truly inspiring.

And today, when the

world is in a crisis of a mag-

nitude never experienced

before, when a nuclear hol-

ocaust is staring humanity

in the face, it is for everyone

to see how a true world

leader should think and

act. Modjii’s vision and his

thought processes are not

something ordinary mor-

tals can fathom. India is

fortunate to have such a

statesman at the helm in

such critical times.

New Delhi: The controversial sedition law will be paused while the govern-ment reviews it, the Apex Court said on Wednesday in a landmark order that impacts hundreds charged under the colonial-era relic. Those jailed for sedi-tion can approach courts for bail.

A fter the Supreme Court put on hold the trials in pending cases under

the Sedition law, Law Minister Kiren Rijiju said that while he “respected the court and its independence,” there is a “Lakshman Rekha”, or

a line not meant to be crossed. “We respect each other, the court should respect govern-ment, legislature, so as government should also respect court. We have clear demarcation of boundary and that Lakshman Rekha should not be crossed by anybody,” Rijiju said.

1 No new FIRs will be fi led for sedition and all

pending cases will be on hold while the government reconsiders the law, the Supreme Court said, referring to petitions that challenged the law alleging its misuse in cases like in Maharashtra, where it was invoked over the chanting of the Hanuman Chalisa.

2 “It is clear that Centre agrees that the rigours

of (sedition) are not in tune with the current situation. It will be appropriate not to use this provision of law till further re-examination is over. We hope and expect that centre and state will desist from registering any FIR under 124 A (sedition law) or initiate proceeding under the same till re-examination is over,” said

5 On Monday, Centre took a u-turn and announced

its decision to review the sedition law that was once used against Mahatma Gandhi and Lokmanya Bal Gangadhar Tilak by the British. The law allows arrest without a warrant if a person is accused of anti-government activities.

6 The government argued today that while it

reviews the law, it should not be paused. For now, it suggested, a police offi cer of the level of Superintendent or above could decide whether a sedition charge should be fi led.

7 “There has to be a layer of scrutiny, where a

responsible offi cer is there to scrutinise the gravity of the situation and there of course would be judicial forums,” the Centre’s lawyer, Solicitor General Tushar Mehta, said, adding that a law cannot be stayed on the basis of a PIL (Public Interest Litigation).

8 Pending cases, the government said, were

already before courts and should be decided by them. “We do not know the gravity of

offences pan-India. There may be other terrorism charges too in these cases. These pending cases are not before police or government. But they are before Court. So, we should not guess the wisdom of Courts,” Mehta said.

9 Petitioners opposed the government’s stand and

urged the court to pause the sedition law until the govern-ment’s review of the colonial-era legislation is over. To which, the Solicitor General said: “We cannot undermine respect for the judiciary of the country.”

10 Senior lawyer Kapil Sibal, representing the

petitioners, said there were over 800 cases of sedition across India and 13,000 people were in jail.

Jaipur: To reduce the burden of increasing passenger load and excessive movement of trains at Jaipur Junction, railway administration is devel-oping a new station in the city.

A terminal station is being developed at Khatipura ahead of Ja-gatpura on Delhi route. The railway adminis-

tration has started its construction, and the target to complete its construction is by De-cember 2022. The Rail-way administration is developing this station as an alternative to Jaipur Junction.

At present, an aver-age of 90+ trains pass through Jaipur Junc-tion every day. Because of the movement of more trains, train has to be stopped in the outer.

Jaipur: The JDA Tribu-nal on Wednesday can-celled the order of Dep-uty Commissioner Zone-13 approving allot-ment of only 40 square metre instead of origi-nally allotted 125 square metre to plaintiff Mohd Ayub.

Tribunal Presiding Officer Nandini Vyas also imposed a cost of Rs 50,000 on JDA to-wards the legal expens-es incurred thereof by the appellant and asked the development agen-cy to give him posses-sion of 125 square me-tre of land at the newly allotted plot as well as pay him the compensa-tion within two months.

The Tribunal also or-dered the Jaipur Devel-opment Authority to recover the compensa-tion amount from its employees responsible for the irregularity. Ad-vocate Sandeep Rao ap-peared on behalf of the appellant.

Jaipur: Scare of Coro-na virus is not stopping in the state as 71 cases were reported in Ra-jasthan on Wednesday.

The state recorded 71 fresh cases with which active cases rose to 625 in the state. Out of these

cases Jaipur record-ed the highest with 57 new cas-es. Active cases in Jaipur stands at 421. On the relax-ing note, no death was reported on Wednesday.

Jaipur: Rajasthan govt has decided to fi-nalize the land identi-fied for satellite hospi-tals and bus stands on Agra Road, Tonk Road, Ajmer road and Delhi Road.

The decision was taken in a meeting chaired by UDH minis-ter Shanti Dhariwal in order to materialize the CM’s announce-ments made in the foundation laying cer-

emony of IPD tower of SMS hospital sometime back. Gehlot had an-nounced to open satel-lite hospitals in all four directions of Jaipur. The JDA had given a

presentation regarding theses projects.

In the meeting, the decision to finalize the lands was taken. The decision will be ap-proved at the CM level.

The JDA has identi-fied the land between Kanota and Bassi on Agra Road while the reserved land of ring road project in Shiv-daspura, Tonk road

will be used for project. Two plots of 31794 sq meter and 37800 sq me-ter have been identified there.

On Delhi highway, the land near Sciencet-ech city in Achrol will be given priority. The land identified on Ajmer road is located in Balmukundpura. Dhariwal has asked the officers to identify land near Bagru so that the maximum number of people can get the ben-efit of hospital.

As many as fi ve courts of Family Court are approved, but because of lack of space, only 3 courts are able to operate here. About 8500 cases are pending in these courts.

Kota: Revealing the myste-rious death of a 1.5-year-old baby, the police have arrested his aunt. About 15 days ago, the body of the infant was found in the water tank. Following the demand of the family, the body of the child buried was taken out and a post-mortem was conduct-ed. On the basis of report, family was questioned and his aunt was found guilty.

Jodhpur: A couple travel-ling in a tractor was killed when their vehicle crashed into a nearby mine after colliding with a Nilgai near Patel Nagar of Borunda police station area on Wednesday. Jaipur: Claiming that the land on which the Taj Mahal was built originally belonged to Jaipur’s ruler Jai Sin-gh and it was acquired by Mughal emperor Shah Jahan, BJP MP from Rajsamand Diya Kumari and member of erstwhile Jaipur royal family said that it should be investigated what was there before the monument was built and people have the right to know. There are records available with the Jaipur family and it would provide these, if required, she said.

“Compensation was given in lieu of the land but how much was it, whether it was ac-cepted or not, I cannot say this because I have not studied the records which are there in our

‘pothikhana’. What I am saying is on behalf of what I have learnt and heard. But the land belonged to our family and Shah Jahan had acquired it,” she told

the media persons here. Since there was no judiciary, no appeal

could have been made at that time. Things will be clear only after examining the records, said Diya, also called Princess Diya Kumari locally.

Referring to the peti-tion, she said that it was a valid point that the rooms should be opened and an investi-gation should be done.

“People should know why the rooms are locked there. There could have been any-thing before the Taj Mahal, may be a tem-ple. People have the right to know what was there originally before the ‘maqbara’,” Diya said.

Jaipur: Additional Chief Secretary Public Health Engineering and Ground Water Dr Sub-odh Agrawal said that the engineers working in the field should focus on achieving the goals of the Jal Jeevan Mis-sion on the given time-lines instead of enumer-ating problems.

He asked to do the work of Jal Jeevan Mis-sion as their duty and said that the work whose

work orders have been issued should be expe-dited. Dr Agrawal was reviewing the work pro-gress of the Jal Jeevan Mission and arrange-ments for drinking wa-ter management with

field engineers and headquarters officials on Wednesday. While do-ing this virtuous task of supplying water to eve-ry household through the tap, he asked to com-plete all the work of JJM before March 2024. He also inquired about the district wise prob-lems from the Superin-tending Engineers.

The writ petition was fi led on Saturday

Kota: A kidney trans-plant was done for the first time in the history of Kota Medical Col-lege. The team of doc-tors from Jaipur reached Kota and car-ried out the operation.

Both the kidneys of 40-year-old Guman Sin-gh, a resident of Nain-wa, were damaged and he was admitted in the nephro ward. In the test, his mother’s kid-

ney got matched, follow-ing which various tests were conducted.

The transplant was done on Wednesday which took around 5 hours. SSB superinten-dent Dr Nilesh Jain said that kidney transplants can now be done in the Kota govt hospital. Kota is the third city in state where this facility is be-ing made available at the govt level. The kid-ney transplant unit have two modular OTs.

Jaipur: A committee headed by UDH advisor G S Sandhu has decided that 25% of land under CM Jan Awas Yojana will be allowed to be used for institutional purposes.

Under the provision, houses are built for the poor on 75% land area and the developers have the liberty to utilize the remaining 25% area for residential purposes.

The developers had been demanding permission for using the land for commercial purposes in cases where the land is located within 500 me-ters of industrial area.

Details will be sought from the local bodies on

points like how many cases have been approved under the scheme, how many houses were con-structed and how many were allotted, how the provisions laid down in the allotment were fol-lowed etc.

It was also decided to increase the role of the RHB headed by commis-sioner Pawan Arora in the scheme. Sandhu asked the Housing Board to send proposal soon.

Meanwhile it was also decided to put approvals to the cases under the model of land allotment under CM Jan Awas Yoj-na on hold. The model of allotting lands instead of houses under the scheme will be abolishe.

Barmer: A woman in Barmer district was kid-napped at gun point af-ter she refused to her child marriage. Shock-ingly, the victim was kid-napped by the man to whom she got married at the age of five. However, the police chased and nabbed the two accused and rescued the woman. Incident took place late on Tuesday night at Bhi-yand village under Sheo police station area in Barmer.

According to Police, the victim, now 20-years-old, was married off at the age of five. But after she become major, she refused her marriage. On Tuesday night when she was sleeping at her home along with other family members, her husband Bhanwar Sin-gh reached there along with some other people

and climbed to terrrace through an electric pole adjoining the house. On terrace accused started beating the family mem-bers including the vic-tim’s parents, brother and her sister and at the gun point fled with the victim.

Hansaram Choud-hary, SHO of Sheo police station, said that two ac-cused Rajesh Jat and Hukmaram Jat have been booked under vari-ous sections of IPC and investigation is ongoing.

“WHEN MODI CHANGED VENUE OF CM’S EVENT FOR OUR SINDHI COMMUNITY”

autam Samrat from Guja-rat shares with us two inci-dents when he was blessed to have encountered the kindness, the greatness and the integrity of our PM.

The first incident is from the time when the country was reeling under the Emergency and Modiji was emerging a hero as an RSS pracharak. We got to see how Modiji remained untouched by even an iota of vanity, and his child-like innocence was brought to the fore when he visited the narrator’s place.

The second incident re-flects on the magnitude, inclusiveness, and compas-sion of Modiji’s personali-ty. Gautam Samrat says that Modiji would always emerge as a saviour, ready to help those in need.

The first time I got in touch with Modiji was dur-ing the Emergency. Naren-drabhai at the time was bringing about a revolu-tion in Gujarat as an RSS pracharak and I was han-dling the Vistar Vibhag. Those were not normal times and everyone had their hands full with re-sponsibility. Once, during the Emergency, when he was living in the garb of a Sardar and it was nearly impossible to recognise him, he visited my place. My younger son Monu, a student of class three, opened the door and ush-ered him in. I was not home at the time, and eve-ryone in the family kept wondering who the stran-ger was. Eventually, as my wife told me later, Naren-

drabhai in order to break the ice and end the confu-sion, simply said, “Will you all only keep asking me questions or offer me lunch also?” That’s when the entire family forgot all about finding out the iden-tity of the guest, and deep-ly impacted by the good-natured simplicity of the stranger, got about making arrangements for his meal.

The second incident re-lates to the time when I had planned a Sindhi com-munity pan-Gujarat event. It brings to the fore Naren-dra Modi’s helpful and considerate nature and shows how it saved the day for me. Bharatiya Sindhu Sabha is a Sindhi organi-sation that operates at the national level. I was Guja-rat Chief of this organisa-tion and had planned a mega event called Vande Mataram in Gujarat. We had organised competi-tions at 6 places in the state in 6 days and the fi-nalists of these regional level contests were to take part in the final round that day. It was a contest of pa-triotic and folk songs from the Sindhi community known as “Lada Geet”.

Tagore Hall had been finalised as the venue of this event and the finalist teams were to arrive in Ahmedabad for the perfor-mance. Three days prior to the event, I received a call that gave me the jitters. The caller said I would have to cancel my event scheduled for three days later at the Tagore Hall and book elsewhere. When

I enquired the reason be-hind the request for can-cellation, I was told that the CM would be requiring the hall for his event. My heart sank because the CM is the executive head of the state and I could not re-ally do anything about it. Reorganising the event would have been a gargan-tuan task because invites had been sent to people all over Gujarat and making arrangements for so many people at such a short no-tice would have been a her-culean task for me.

Nevertheless, I felt I shouldn’t give up so easily and it was Modiji’s face that flashed in front of me. In the past whenever I faced any issues regarding events related to the com-munity, I would give him a call after 7 in the morning, and Modiji would solve my problem during our 10-minute conversation.

In the situation that I was in that day, I realised

that he was my only ray of hope and I immediately rang up Narendrabhai. But it must have been an unusually busy day for him because for more than an hour, I did not hear from him. I then left home to meet one of the trustees of a convention hall.

While I was conversing with the trustee and re-questing him to make some arrangements for my event, I received a call from Narendrabhai. I ex-plained my problem in

detail and laid bare my troubles before him. His response was short and to the point. “I have no clue about this. Let me see,” and he hung up. There was little for me to say or do after that. I got busy with other things after speaking with Modiji.

Exactly after an hour and a half, I received a call from the National Corpora-tion. “Please go ahead with your event at Tagore Hall as planned.” I was in complete awe. Just an hour ago Nar-endrabhai had said “Let me see”. What magic he could work in such a short while was beyond me!

It is indeed remarkable the deep compassion Modi-ji has for ordinary people. Men like him are a rarity who give importance to people from other commu-nities and to events such as ours that promote bonding between communities and help preserve the rich cul-tural heritage of India.

People often think that Modiji is exceedingly stern but I believe that a strong and effective leader must be stern like him. Above all, no one knows better than me that only the outer shell of Narendrabhai is hard. His true self, the in-ner core, is soft as butter and this kind and tender aspect of Modiji’s person-ality comes to the fore eve-ry time an ordinary man, the poorest of the poor, ap-proaches him with a prob-lem. His simplicity makes him extraordinary, his ability to empathize with the sentiments of various communities, to solve seemingly intricate prob-lems with ease, and the welfare of each and every person in his heart, make him truly a great leader.

I am fortunate to have been associated with him while he was the CM of Gu-jarat. His method of work-ing and taking people along with him is truly inspiring.

And today, when the world is in a crisis of a mag-nitude never experienced before, when a nuclear hol-ocaust is staring humanity in the face, it is for everyone to see how a true world leader should think and act. Modjii’s vision and his thought processes are not something ordinary mor-tals can fathom. India is fortunate to have such a statesman at the helm in such critical times.

I-T Dept hit by epidemic act, BMC Chief has carte blanche!Renni Abraham

Mumbai: Chief Minis-ter, Uddhav Thackeray, who heads the MVA gov-ernment, told the state legislative assembly in March that Union gov-ernment agencies were being misused to con-certedly target non-BJP-ruled state governments, opposition party leaders and bureaucrats. He was quite right, if the experi-ence of Brihanmumbai Municipal Corporation (BMC) Commissioner Iqbal Singh Chahal is anything to go by.

In February, Chahal’s office was issued a sum-mons by the Income Tax (I-T) department seek-ing specific details about nine jumbo medical cen-tres, with a capacity of 15,000 beds, set up in Mumbai in the wake of the COVID-19 pandemic

of 2020. Almost simulta-neously, the Enforce-ment Directorate also launched investigations against the daughters of firebrand Shiv Sena spokesperson and Mem-ber of Parliament San-jay Raut, regarding their commercial involve-ment with the BKC and Goregaon-based jumbo COVID-19 centres.

Strangely, on April 07, the I-T department withdrew the summons issued to the BMC Chief and even apologized for the ‘inconvenience’ to his office.

A senior I-T officer told First India, “There are individual cases of aberration caused by the overzealous conduct of some officers. In fact, in October 2021, the Bom-bay High Court also is-sued orders against an-other I-T officer for simi-

lar insensitivity, and pe-nalized him Rs25,000 from his salary. These things should not hap-pen, but sometimes do.”

Incidentally, Chahal was also served another IT summons in March following raids conduct-ed on former BMC stand-ing committee chairper-son Yashwanth Jadhav. This summons sought details on the names and PAN card details of the standing committee chairman for 2017-2018 and 2019-2020, BMC scru-tiny committee mem-bers and of then BMC commissioner Praveen Pardeshi (who was draft-ed into the Centre’s De-partment of Personnel by Prime Minister Nar-endra Modi after his ten-ure as BMC Chief).

Chahal told First In-dia that he had furnished all the details sought by

the I-T department in the Jadhav case.

Queried on the issue of the nCoV hospitals summons, the BMC Chief was reluctant to comment on the I-T de-partment’s apparent fumble.

“We are officers of the government and the summon was issued to

BMC and not (to me) in my individual capacity. Subsequently, after I ad-dressed a (legal) re-sponse, the I-T depart-ment informed me that the summons stood withdrawn with imme-diate effect and, any in-convenience caused was regretted,” he said.

However, according to

a senior state secretariat official, “The BMC Chief was advised to consult legal opinion and, subse-quently, sent his reply through his advocate. The I-T department also consulted legal advisers and the summons was withdrawn six weeks af-ter it was issued.”

The secretariat offi-

cial also provided de-tails of the back and forth that ensued be-tween the IT depart-ment and the BMC’s le-gal counsel on strict condition of anonymity.

The IT summons was issued for the purpose of investigating alleged corruption in the set-ting up of the nine jum-bo centres. It sought in-formation on the tender-ing process, the number of tenders received, the procedure followed to award tenders, work or-ders issued, terms and conditions of tendering and dates of awards.

Chahal’s legal counsel in his reply informed the IT department that while it had asked questions regarding the tendering aspects of the jumbo cen-tres, “… all these tenders were issued in March 2020 under the Epidemic

Act of 1897.”Chahal, himself, had

taken up the BMC Chief’s post much later in May.

The BMC Commis-sioner further stated (through his advocate) that his office enjoyed ‘carte blanche’ under the Epidemic Act which cannot be questioned by any authority as the Act was legislated by Parlia-ment. The BMC Com-missioner, citing the provisions of the Act, asked the IT department to “kindly withdraw the summons issued in the regard” failing which, he “would approach the Bombay High Court” in the matter.

Six weeks later, the IT department withdrew its summons.

Meanwhile, the status of the ED investigations is still unclear at the time of going to press.

The terrorist who was killed was a part of a newly infiltrated terror group, the po-lice said.

UP Govt orders recovery of funds siphoned off under PMKS

Lucknow: More than three lakh ineligible farmers in UP siphoned off crores posing as beneficiaries the PM Kisan Scheme.

The UP government has now ordered recov-ery of the money given to all of them. Chief Sec-retary Durga Shankar Mishra has instructed all the district magis-trates to continuously review the matter.

Since July, the Centre has been urging the states to bring back the Rs 3,000 crore from the fake beneficiaries even as millions of deserving farmers remain exclud-ed from the scheme.

So far, 2.55 crore farm-ers have got the benefit of PM Kisan Samman Ni-dhi Yojana at least once in UP. Out of these, 6.18 lakh farmers are those whose Aadhaar numbers were wrongly entered in the database or there is a difference in their name in application and in Aadhaar card.

New Delhi (Agencies): The Narendra Modi government does not make policies that ap-peal to people but rath-er those that benefit them, Union Home min-ister Amit Shah said on Wednesday.

Shah was speaking at the launch of the book Modi @ 20: Dreams Meet Delivery at Vig-yan Bhavan. The book, funded by BlueCraft Digital Foundation and published by Rupa, is an anthology of 21 arti-cles written by eminent people, including Amit Shah, Foreign Minister S Jaishankar, NSA Ajit Doval, Infosys’ Nandan Nilekani and Sudha Murty, Uday Kotak of Kotak Mahindra Bank and shuttler PV Sind-hu, among others.

“He is never in a hur-ry on policy-making. But his determination to im-plement them amazes

even the best. Many won-der how he can stand his ground despite so much opposition. The Modi government does not take decisions that will please people. It takes decisions that are for the good of the people,” Shah said at the event.

The event had Vice President M Venkaiah Naidu as the chief guest and Shah and Jais-hankar among the speakers apart from

Naidu. It also saw all key cabinet ministers in attendance, apart from senior bureaucrats and Bollywood personalities like Karan Johar, Sid-dharth Malhotra and Shankar Mahadevan.

While speaking at the event, Naidu said even Modi’s detractors agree he is a phenomenon, whether they like it or not. “Under his leader-ship, India is respected across the world. Modi

gave a three line man-tra — reform, perform and transform—which he lives by… Transfor-mation to better the lives of the people of the country. This is what has made him so popular,” he said.

Jishankar said odi had led a foreign policy that was much more “security-focussed” and practised diplomacy that is “development-focussed”.

Is SIT member on black money trail in conflict of interest?

Mumbai: Former Su-preme Court justice Ari-jit Pasayat, vice-chair-man of the Special In-vestigation Team (SIT) set up by the Union gov-ernment in 2017 on or-ders of the Supreme Court in 2014 to curb black money in India, is under fire. He has been accused of conflict of interest as he availed of the Income Tax depart-ment’s Vivad se Vish-

was (VsV) scheme to settle his dispute with the tax authorities.

The former apex court justice had dis-puted the I-T depart-ment’s assessment of his income while also serving as an arbitra-tor to resolve several legal issues.

One line of thought being whispered around New Delhi’s power corridors sug-gests that the former judge should resign on

moral grounds after the I-T department pe-nalized him for tax eva-sion (particularly since he availed VsV); anoth-er, is that there is no case of moral turpitude to be made against him.

The SIT, headed by former Supreme Court judge MB Shah, is meant to investigate black money stashed abroad through a coor-dinated effort with var-ious members from the Reserve Bank of India (RBI), Intelligence Bu-reau (IB), Enforcement Directorate (ED), Cen-tral Bureau of Investi-gation (CBI), Financial

Intelligence Unit, Re-search and Analysis Wing (RAW) and Direc-torate of Revenue Intel-ligence (DRI).

Those prescribing the moral high ground say justice Pasayat, empan-elled on the SIT to iden-tify and proceed against fellow Indians hoarding black money abroad must--like Ceasar’s wife--be above (any) suspi-cion. Therefore, they argue, he should resign his post, having used the VsV option proffered by the I-T department.

This logic is rejected by a senior I-T as-

sessment officer who tells First India, “The very purpose of VsV was unlike any amnes-ty scheme for which

Ceasar’s wife could be grudged under some rationale. The custom-ized VsV scheme was basically aimed and intended to achieve ex-actly what the good judge has opted for, rather than continue in a long-pending legal dispute before the courts of law in India.”

Explaining further, the I-T official said, “Un-like other amnesty schemes, VsV was in-

troduced with the basic objec-

tive of shor-ing up the

revenues owed to

the Indian exchequer that were held up in liti-gation. Only those cases which fulfilled all the criteria to fit into this particular scheme were allowed to opt for it. Be-sides, a 40% rate of tax is prescribed and levied on the so-declared in-come. So, where is the dispute and conflict of interest? As an I-T of-ficer, I may dispute some portion of my income just like Pasayat and, at worst, I may be grudged for being an incompe-tent assessing officer. However, I cannot be blamed for having con-ducted myself in an un-

ethical manner.”He pointed out that

justice Pasayat was in dispute with the I-T au-thorities over his taxable income component after having made full disclo-sure of his earnings both as an SIT member and also as an arbitrator. The only flaw pertained to him not having main-tained books of accounts and bills to explain and justify over Rs 2 crore in incurred expenditure for the assessment peri-od in question.

“How does full dis-closure place Ceaser’s wife under suspicion?” the officer asked.

Lucknow (Agencies): After a grand Ram tem-ple in Ayodhya, a mag-nificent Laxman temple will be built in Luc-know. The bhumi pujan for the proposed temple will be held on Thurs-day in Jankipuram ex-tension.

Pandit Dhirendra Vashisht, who heads the Shri Laxman Peeth Sewa Nyas, said that the temple would be built in one acre land and its height would be 81 feet.

“The temple con-struction will take around five years and it is being designed by Meenakshi Tiwari and

Sunil Srivastava, ac-cording to Vastu norms. It will be grand and magnificent,” he said.

The temple will

have statues of Lax-man, his wife Urmila and there will also be statues of Shiva Pari-var and Ram Darbar.

New Delhi (ANI): On National Technology Day, Prime Minister Narendra Modi ex-pressed gratitude to the scientists and their efforts that led to the successful Pokhran tests in 1998.

Sharing a video clip of the Pokhran tests, PM Modi also remem-bered the “exemplary leadership of former Prime Minister Atal Bihari Vajpayee”. He

said that the former Prime Minister “showed outstanding political courage and statesmanship”.

As per the sources, he told the court on Tues-day that he was not con-testing the charges lev-elled against him in-cluding section 16 (ter-rorist act), 17 (raising funds for the terrorist act), 18 (conspiracy to commit terrorist act), and 20 (being member of terrorist gang or or-ganisation) of the UAPA and sections 120-B (criminal conspiracy) and 124-A (sedition) of the Indian Penal Code.

Separatist Yasin Malik pleads guilty in case related to terrorism

Chandigarh (ANI):The skeletons of 282 In-dian soldiers who par-ticipated in the coun-try's First War of Inde-pendence in 1857 were found during the exca-vation near Amritsar, said Dr JS Sehrawat, Assistant Professor, Dept Anthropology, Punjab University. The soldiers were said to have revolted against the use of pork and beef-greased cartridges.

"These skeletons be-long to 282 Indian sol-diers killed during In-dia's first freedom struggle against the British in 1857. These were excavated from a well found underneath a religious structure in Ajnala near Amritsar in Punjab," said the as-sistant professor.

"These soldiers were revolting against the use of pork and beef greased cartridges, a study has suggested. Coins, med-als, DNA study, elemen-tal analysis, anthropo-logical, radio-carbon dating, all point towards the same," Sehrawat added. Some Indian se-poys recruited in the British Indian army had revolted against the use of pork and beef greased cartridges.

With this, 16,000 devo-tees can visit Badrinath and 13,000 can have ‘darshan’ of the deity at Kedarnath Dham in a day. Earlier, when the pilgrimage began on May 3, only 15,000 devo-tees were allowed daily at Badrinath, 16,000 at Kedarnath, 7,000 at Gangotri Dham.

7 UNFRUITFUL YEARS OF JAIPUR METRO

Jaipur: The Jaipur Metro will complete seven years on June 3 but this journey has not been special. Due to the decreas-ing number of pas-sengers, there is a significant gap be-tween the expendi-ture and the revenue of the metro.

The service was first started on June 3, 2015 between Chan-dpole to Mansarovar. After this, in the year 2020, its route was ex-tended to Badi Chau-par. Coming to the figures of the last 5 years, there has been a huge gap between expenditure and rev-enue due to low pas-senger load month after month.

LACK OF EXPANSION OF ROUTESThe reason for the low passenger load in the metro is due to the lack of expansion of the route and its lack of connectivity to other places. However, Chief Minister Ashok Gehlot has announced in the budget to increase the route from both sides of the metro.

Out of these medal winning players, 46 have been given out-of-turn ap-pointments to the post of Clerk Grade-II, 14 as Forester, 3 as Excise guard and 2 as police constables.

As per the proposal, these medal winners have been allotted de-partments proportion-ately according to their

first preference under the Rajasthan Out of Turn Appointment to Sports Medal Winner Rules-2017.

The medalists who are post-graduate or graduate have been giv-en appointment in the Government Secretari-at and Rajasthan Public Service Commission.

Jaipur: Amidst the lockdown, the Forest Department has issued orders for the census of wildlife in the state. However, the census was not possible for the last two years due to the Covid-19 pandemic. Now, as per the tradition, on the full moon of the summer season that is on May 16 from 8:00 am to 8:00 am on May 17, wildlife will be counted using the water hole method. By May 30, the data of the wildlife census will be collected and sent to Aranya Bhavan. Jaipur: Senior bureau-crat Ravi Shankar Sriv-astava was discharged from the post of Director General of Panchayat Raj Institute within 7 months. It is said that Min Ramesh Meena has got his departure done.

He has been made the commissioner of dept inquiry for 5th time. This is 6th transfer of Ravi Shankar in present govt. Ravi Shankar, the state’s senior-most IAS

officer of 1985 batch, is going to retire after four months in September.

It is learned that Pan-chayti Raj Min Ramesh Meena was not happy with Shankar’s style of functioning. The minis-ter had taken a review meeting at the institute’s office on Tuesday in which Principal Secre-tary Aparna Arora and Secretary Navin Jain were also present.

In meeting, minister raised a flurry of com-plaints against Ravi

Shankar. He alleged, “You have become a self-proclaimed supremo of the institute, you do not send a single file to the minister. Many officers were transferred out of

Jaipur. You are hell bent on getting an officer who came on deputation out. Even his salary has been withheld. You bought a new car as soon as you came to the institute. Many consultants have been appointed in Delhi on hefty payment. Mon-ey is being spent without approval.”

It is said that the min-ister also conveyed all these complaints to the CM. Some finance offic-ers of institute had also reached Aparna Arora

last week with plaints against Ravi Shankar.

The end result of all this devp was that before leaving for Udaipur on Wednesday, CM signed transfer file and DoP is-sued a single order for transfer of Srivastava without delay. Aparna Arora has been given ad-ditional charge of Direc-tor General. It is said Panchayat Raj Institu-tion is an independent body & there is no provi-sion for interference of the minister at any level.

with heartbreak in his eyes, in love with the unattainable – made this song unforgettable and the lyrics made it a must in every wedding of the time. Prem Rog, through a love story, lays bare the hypocriti-cal society and raised the issue of widow re-marriage, which was definitely an issue in 1982 in rural and semi-urban India and also caste, class and wom-en’s safety which are is-sues the society is still grappling with, sadly.

For me, the movie

was carried on the shoulders of the young (only 17) Padmini Kol-hapure ably aided by Nanda, Tanuja, Bindu and Kiran. The despair-ing courage of these women as they push against the wall and strive to conform and break free, the brutal truth they face daily and hide behind the tra-ditional chores and du-ties, left an indelible mark on me.

Padmini aced the transition from a bub-bly, chirpy young cos-seted girl from a rich family where all her demands are fulfilled to a heartbroken, abused widow who barely is granted a second-citi-zen status in her own home. Suddenly, all the familial ties and love come to nought. The devastation of this change is in Padmini’s face, eyes and entire

body language. She gave a stellar performance.

Like in all Raj Kapoor movies, the women dominate but Rishi gave one of his best perfor-mances too as the sensi-tive lover who first bows in front of his innocent beloved’s desire and then the strong digni-fied reformist, as he res-cues his love from her horrible fate which is

no fault of hers. Shammi Kapoor

plays the patriarch of the crumbling hollow traditional structure who is striving to hold things together, he is hypocritical but the camera catches his an-guish. Sushma Seth’s only security is for the system to exist, fearing change she is a staunch supporter of the patriar-chal system. Kulbhush-an Kharbanda and Raza Murad, unfortunately, are very close to real life as villains.

The movie eerily ech-oes real life, especially in the justification by Sushma Seth to ill-treat Padmini supposedly for her own good and the anguished Nanda plead-ing with Padmini to keep quiet about her rape by her rich and powerful brother-in-law because it would lead to bloodshed. She is as

helpless as Tanuja, who lashes out but ultimate-ly quietly carries on climbing the traditional staircase which leads nowhere for women.

Main Hoon Prem Rogi, Mohabbat Hai Kya Cheez, Meri Kismat Mein Tu Nahi and Bhanvare Ne Khilaya Phool all the songs add grace to the movie. I did find the ending to be over-dramatized with an overdose of caste.

Watch Prem Rog as a reminder that many still suffer in silence and justice rendered has to start from home, as a re-minder that women’s rights are hard-won and it is our duty as women today to walk one step further to make the road easy for the girls who follow us, as a reminder that family and love can weaken you also, as a reminder that love bridges all gaps.

The book encompasses nota-ble drawings produced in paper and ink by Himmat Shah. He created these drawings with deep con-templation and meaning,

depicting the circum-stances caused in our world by the pan-demic.

The collection draws inspiration from Shah’s surround-ings, the natural world and his thoughts. The artwork speaks out loud a message of hope, light, miracle and a better to-

morrow.The book has been

very thoughtfully designed by Cartist, Jaipur in an artistic

manner to align with the theme and work of the artist. The slipcover of the book provides an outline of the book title and artist’s name, which represent how at one

end our world was pro-tected by the mask and on the other, our dear ones were losing their lives amid the dreadful pandemic. The hardcov-er has a visual display of the title along with a real mask in the centre and white cloth symbolises purity and innocence and blue colour, which symbolises hope and protection provided by the mask to the world.

“Given that the work was produced during a

pandemic by Himmat Shah, it was a bit of a challenge for us to meet his expectations and do justice to this book. However, we had a great experience conceptual-ising and designing this book. Spiritual Icon, Jaya Kishori recently launched Sunil Sihaag’s novel ‘Day Turns Dark’.

During the launch, she says, “Sunil Sihaag is a man with multiple talents. He is a social activist turned filmmaker, who has also served with the Indian Air Force for 15 years and till date is making his con-tribution to the society with his social work.”

Talking about the book she mentioned, “the entire reve-nue generated by his book will be spent in spreading aware-ness about organ donation. She further says, “I express my immense gratitude to Sunil Sihaag for making me a part of this social cause.”

In 2021, Sunil Sihaag hooked the audience with his debut novel Day Turns Dark. His book presents a tale of charac-ters who are neither fictional nor real, but rather a perfect blend of both. The plotline has love, drama and emotion as the main elements.

Titled ‘A Day Turns Daark’, the web series will mark Sunil Sihaag’s entry into the OTT world as a writer, director and producer. The series will be headlined by famous actors - Sudhanshu Pandey, Vikas Srivastava, Agam Anand, Am-arjeet Singh Sangwan, Ashu-tosh, Sambhavi, Fatima & Ri-dhim Sihag.

Jaipur Activists urge the Chairman of the newly reinstated State Animal Welfare Board to set

things right for animals. The Supreme Court issued a

directive for states to set up an Animal Welfare Board and Ra-jasthan has finally issued an or-der to support its functioning with space and budget alloca-tion. The State Animal Welfare Board in Rajasthan had not been allocated a budget in the last five years and neither had it attend-ed any cruelty cases against ani-mals till date. In March 2019, animal rights activist Mariam Abuhaideri filed an application under the Right to Information with the Department of Animal Husbandry seeking details about the constitution of the board, the budget allocated, and officers deployed for them.

On May 9, she received a reply showing that while the State Animal Welfare Board has been established, it is not in a func-tioning position with one or more issues.
