On the occasion of the 175th anniversary of the Ham-burg Observatory as a State institute the internationalICOMOS symposium “Cultural Heritage: AstronomicalObservatories (around 1900) – From Classical Astron-omy to Modern Astrophysics” was held from 15 to 17October 2008 in Hamburg-Bergedorf in the Haus imPark of the Körber Foundation and inside the Obser-vatory itself. The symposium was organised by theInstitute for the History of Science at the University ofHamburg, by the Conservation Department Hamburgas well as by ICOMOS Germany, with support fromthe University of Hamburg, the Senatskanzlei Hamburg,the Bezirksamt Bergedorf, the Buhck Foundation, theKörber Foundation, and the Bergedorfer Zeitung. Itwas prepared and chaired by Prof. Dr. Gudrun Wolf-schmidt (University of Hamburg / Institute for Historyof Science).

The objective of the symposium was to discuss the rel-evance of modern observatories for the cultural heritageof humankind and to win partner observatories, whichdue to the time of their erection or to their architecturalor scientific importance are comparable to the HamburgObservatory, as international cooperation partners for aserial trans-national application. Such a trans-nationalserial application corresponds to the “global strategy fora credible, representative and balanced World HeritageList” as has been pursued since 1994 by the World Her-itage Centre (WHC) and the World Heritage Committeeof UNESCO in order to fill existing regional, geograph-ical and thematic gaps, as defined in 2004 by ICOMOSInternational with its action plan “Filling the Gaps”.

For Hamburg the symposium was the start of the“International Year of Astronomy 2009”, which was de-cided by the General Assembly of the United Nationsin 2007. The conference was carried out in accordancewith the initiative of the World Heritage Centre (WHC)of UNESCO, which since the 32nd session of the WorldHeritage Committee in 2004 has been attending to thetopic “Astronomy and World Heritage”. The person re-sponsible for this initiative in the WHC was invited tothe conference; as she could not attend her contributionwas read out.

Furthermore, lectures were given by Prof. Dr. RajeshKochhar, Chandighar/India, Org Secy IAU Commission41 “History of Astronomy” and Prof. Dr. Michael Petzet,Munich, ICOMOS. In addition other guests from Ger-many participated as well. Dr. Inga Elmqvist Söder-lund, Sweden, and Dr. Vidar Enebakk, Oslo, Norwaytook part as chairpersons.The conference was extremely fruitful, especially with

regard to the information and findings on the historyof the observatories presented and in combination withtheir individual equipment and the persons decisive forthe development of astronomical science and instru-ments. Although many papers dealt with the buildinghistory and architectural features of the observatories, adetailed description of the buildings and an analysis oftheir architectural relevance and urbanistic disposition,as well as an evaluation of the inherent artistic andaesthetic values of the various observatories remain adesideratum. At similar or thematically more focussedmeetings these aspects should be followed up. However,it needs to be emphasised that several papers addressedthe conservation of the buildings and instruments eitherwith the observatory still in regular use or with it beingused as a museum or for continuing education. A com-parative survey on the architecture of the observatoriesaround 1900 was given by Dr. Peter Müller as a possiblebasis for a “comparative study”, as needs to be providedfor a World Heritage application.It also became clear that the urbanistic complex,

the buildings and their architecture, the quality of in-struments, the scientific archives (collections of pho-tographic plates, chronicles, observation books, corre-spondence, star catalogues, etc) as well as the scien-tific/intellectual achievements, inventions and discover-ies made by the persons related to the individual ob-servatory are all to be understood as categories of the

cultural heritage (also in terms of scientific heritage).This corresponds to the four main categories accordingto which the “outstanding universal value” of the obser-vatories will have to be evaluated: historic, scientific,and aesthetic. Explicit reference is made to the “Oper-ational Guidelines” of the WHC , where under section77 the criteria for the “outstanding universal value” arenamed and according to which criteria ii, iv and vi arerelevant:The Committee considers a property as having out-

standing universal value (see paragraphs 49–53) if theproperty meets one or more of the following criteria.Nominated properties shall therefore:

ii. exhibit an important interchange of human values,over a span of time or within a cultural area of theworld, on developments in architecture or technol-ogy, monumental arts, town-planning or landscapedesign;

iv. be an outstanding example of a type of building, ar-chitectural or technological ensemble or landscapewhich illustrates (a) significant stage(s) in humanhistory;

vi. be directly or tangibly associated with events orliving traditions, with ideas, or with beliefs, withartistic and literary works of outstanding universalsignificance. (The Committee considers that thiscriterion should preferably be used in conjunctionwith other criteria).

After consultation between the representatives ofICOMOS, the Conservation Dept. of Hamburg and theUniversity of Hamburg / Institute for the History ofScience it was proposed to invite 11 additional observa-tories for a serial trans-national application for inscrip-tion in the World Heritage List. This first proposal isbased on the criteria of a comparability of the presentedobservatories in terms of the urbanistic complex andthe architecture, the scientific orientation, equipment ofinstruments, authenticity and integrity of the preservedstate, as well as in terms of historic scientific relationsand the historic relevance of the persons who worked atthe observatories. A significant fact was also that amongthese observatories there were some which are parts ofan already existingWorld Heritage site, but which wouldnonetheless be of advantage in the separate nominationprocess for a series of observatories as World Heritage.The following observatories were recommended:

Argentina: La Plata Astronomic Observatory (pro-posed to lead this application)

Brasil: Polytechnic Observatory Rio de Janeiro/Museude Astronomia e Ciências afins)

England: Royal Observatory Greenwich (component ofWH 795 “Maritime Greenwich”)

Estonia: Tartu, Old Observatory (component of WH1187 “Struve Geodetic Arc”)

It became clear that endeavours to nominate theseabove-listed “observatories around 1900” need to becombined with the UNESCO initiative “Astronomy andWorld Heritage”. This initiative is meant to be managedby an international steering committee made up of theNational Focal Points and other protagonists. There-fore, the UNESCO World Heritage Centre has asked foran up-to-date list of national focal points referring tothis initiative. The World Heritage Centre has alreadytaken note of this conference.Hence, it was suggested that Prof. Dr. Gudrun Wolf-

schmidt (University of Hamburg, Institute for Historyof Science) chairs a national focal point in Hamburg (asfar as Hamburg is concerned together with the Conser-vation Department Hamburg). In correspondence withthe UNESCO initiative the focal point will not be ableto focus exclusively on “observatories around 1900”. In-stead it will have to look at the entire spectrum of his-toric institutions of astronomical research in Germany.The compilation of a well-founded survey of such siteson the national level is the indispensable preconditionfor a promising justification of the application. Forthis compilation Hamburg offers excellent conditions.Therefore, it would be necessary that the University ofHamburg, the authority for science and research or theauthority for culture, sports and the media respectivelyprovide the accordant resources. This would increasethe chances for a successful application of the HamburgObservatory together with other observatories.

The participants of the conference belonging to therecommended observatories were asked to confer withtheir local authorities, especially with the institutionalsponsors and the responsible conservation authorities aswell as with their national committees of ICOMOS, andto get acquainted with the “Operational Guidelines” ofthe WHC. They were invited to report on the stepstaken by their institutions and authorities.It is planned to intensify the network of observatories,

institutions and authorities set up at the conference andto consult the national committees of ICOMOS. Prof.Petzet also pointed out that the topic of the next “In-ternational Day for Monuments and Sites” on 18 April2009, “Science Heritage”, could and should be used formore activities at the observatories.At present, for Hamburg the first priority will be to

install a national focal point for the initiative “Astron-omy and World Heritage” at the University of Ham-burg / Institute of the History of Natural Sciences. Forthis purpose, the necessary resources need to be madeavailable and ICOMOS Germany and the Germany UN-ESCO Commission need to be consulted. The Ham-burg Conservation Department will give an account ofthese activities at the next meeting of the heads of theFederal Conservation Departments at the beginning ofDecember and suggest a cooperation via the EuropeanHeritage Heads Forum (EHHF).We wish to thank all organisers, lecturers, partici-
