Welcome to Colorado NAHRO’s Annual Maintenance and Management Conference! This year’s theme is Success in Action. You all work very hard to help families and communities, and in this era of reduced funding, we continue to generate many successes through your dedication. I personally want to thank you for all of your hard work.

In these economically challenged times of reduced budgets and “doing more with less”, your commitment to attending this conference is sincerely appreciated. With continued constraints placed on federal, state, and local budgets, the exchange of ideas, professional education, and networking opportunities provided by the Colorado NAHRO Conference all become increasingly important.

We are fortunate to hold this year’s conference in the great city of Fort Collins. Fort Collins was founded as a military outpost of the United States Army in 1864. The post’s namesake was Colonel William Collins. It succeeded a previous encampment known as Camp Collins, which is near what is now known as the town of Laporte. Today, Fort Collins is known for its high tech work force, Colorado State University, superior quality of life, and, of course, beer!

A lot has happened since we last met in Breckenridge. Colorado NAHRO has worked diligently for regulatory relief. In order to see where relief could be provided, letters requesting a thorough review of HUD’s regulations were sent to each member of Colorado’s Congressional delegation and were followed up by meetings with Congressional staffers in Washington D.C. and Colorado. To make sure our concerns were heard, we worked closely with the national NAHRO staff on bills that were moving through the U.S. House of Representatives. When we unite through NAHRO, our mission of enhancing affordable housing and promoting viable communities in Colorado will be heard!

We worked hard to make this year’s conference the best ever. A variety of breakout sessions await as well as exciting general sessions from diverse speakers who will engage you to really think about the future of housing and community development in Colorado.

On behalf of the Board of Directors, I want to thank all of our sponsors and vendors for their commitment to this conference. Their support is critical to the continued success of our conference. Please take a moment to thank them during your stay here. I would also like to acknowledge another key group, the conference planning committee; we truly appreciate the hard work you all put towards organizing this year’s event. Our host agency, the Fort Collins Housing Authority, did a tremendous job assuring that we will enjoy what Fort Collins has to offer. John Bohm is NAHRO’s Senior Director for Congressional Relations, Public Affairs and Field Operations. He joined the NAHRO staff in February of 2004. In his current capacity John is the association’s principle spokesperson on Capitol Hill where he advances NAHRO program and policy recommendations on behalf of the membership. He

leads NAHRO’s Housing America Campaign and the associations “What Home Means to Me” poster calendar contest now entering its fourth year. John also directs the association’s grass roots advocacy efforts and is principle staff to NAHRO’s Legislative Network.John came to NAHRO from the National Housing Conference (NHC) where he served for four and one half years as its Director of Public Policy. Prior to that, he served in the Clinton Administration as a Deputy Assistant Secretary for Congressional and Intergovernmental Relations at HUD. From 1990-1997 John served as the Executive Director of the National Affordable Housing Management Association (NAHMA). John is a cum laude graduate of Northeastern University located in Boston Massachusetts.

Nancy Norton has been featured on A&E’s An Evening at the Improv and starred in her own one-woman show on PBS,

The Yellowish-Green Girl.  Her background includes extensive improvisational theater work, which helps her to deliver stand-up performances that are both spontaneous and fresh.  Her fast-paced engaging style of comedy has made her a huge hit at corporate events across the country, as well as internationally while entertaining the troops on two USO Comedy Tours. Nancy knows how to motivate, release stress and start the day off with a positive attitude!

Betsey Martens is the Executive Director of Boulder Housing Partners, the housing authority serving the

City of Boulder. She has been affiliated with BHP for 27 years, having been appointed to the Board of Commissioners in 1985. Betsey has also worked as the Executive Director of a CDBG-funded economic development program, Regional Director for NAHRO, Deputy Director for Boulder County Housing Authority and in 1997 returned to Boulder Housing Partners. Betsey is the President of NAHRO, and a member of NAHRO’s Board of Governors. She is a member of the Board of Directors of the Boulder Shelter for the Homeless and is currently on leave as an adjunct faculty member at the University of Colorado in the College of Architecture and Planning.

Rod Solomon’s practice covers affordable housing issues, particularly regulatory and financing concerns and innovative ways in which public housing authorities can improve and where necessary reposition their current portfolios.

Previously, Rod was a Deputy Assistant Secretary in HUD’s Office of Public and Indian Housing. Rod led the Administration’s participation in the formation of the Quality Housing and Work Responsibility Act (or Public Housing Reform Act) enacted in 1998, as well as HUD’s implementation effort. Prior to HUD, Rod held a variety of positions with the Atlanta and Boston Housing Authorities and was a U.S. Senate Legislative Assistant. Rod has a J.D. from Harvard Law School and a Master’s in Public Administration from the John F. Kennedy School at Harvard University.

Pat Coyle has over thirty years of experience in business development and affordable housing finance. He has worked at all three levels of government and is currently the

Director of the Colorado Division of Housing. Prior to his current position, he managed the housing development efforts of Denver’s Road Home. He was also director of the Colorado Small Business Office and before coming to Colorado he worked for the U.S. Department of Housing and Urban Development in Washington, D.C. and Columbus, Ohio. He is a founding board member of Housing Colorado, Inc. the trade association for affordable housing in Colorado and a board member of Rocky Mountain Communities.

Rick Garcia serves as regional director for the U.S. Department of Housing and Urban Development’s (HUD) Region VIII. Rick oversees the delivery of HUD’s homeownership, affordable housing, community development, fair housing, and Native American housing programs on behalf of HUD

Secretary Shaun Donovan. Prior to joining HUD, Rick served on the Denver City Council, the RTD Board of Commissioners and as State Director of Small Business Development in the Office of Former Governor Roy Romer. Rick is a former Board Chair of the Colorado Housing and Finance Authority, Vice Chair of the NEWSED Community Development Corporation and is a founding Community Advisor to the University of Colorado’s Latino/a Research and Policy Center. Rick earned his Master of Public Administration Degree from the Harvard University’s John F. Kennedy School of Government and holds a Bachelor’s Degree in Business administration from Columbia College.

Ed Talbot serves the City of Arvada, Colorado as both the Executive Director of the Arvada Housing Authority and as Manager for Housing and Neighborhood Revitalization with the Arvada Community Development Department.

Prior to his career in Arvada, Ed was employed by the City of Hamilton, Ohio as an Associate Planner following graduation from Miami University of Ohio located in Oxford, Ohio where he gained his MA Degree in 1974 in Urban Geography. Ed received his undergraduate degree from Chico State University in California. Ed serves on the NAHRO International Committee and serves as Co-Chairperson for the International Exchange Subcommittee. Ed also serves as International Vice President for Mountain Plains NAHRO, is a past member of the NAHRO Board of Governors and a past President for Mountain Plains NAHRO.

Activities

Help support our Educational Scholarship Program and win one of several prizes to be raffled off at the Banquet on Thursday night. Raffle tickets are $1 each and will be available at the conference registration desk throughout the conference. When Colorado NAHRO accumulates enough money in its scholarship account, we ask members to nominate worthy residents as educational scholarship candidates. Those selected receive the money we raise for tuition. Colorado NAHRO is awarding eight $1,000 scholarships and four $500 scholarships in 2012.

The Fort Collins Housing Authority will provide a tour of several of its affordable housing developments including its award winning rehabilitation project at the Village on Stanford and new net zero clubhouse.
