Arts and Science requirements to chal)ge for all '82 freshmen

By BETH FARRELL

A proposal to change writing, foreign language, and mathematics requirements for students in the College of Arts and Science was approved by the Arts and Science Senate on Monday, according to Dr. Peter Reese, assistant dean of the College of Arts and Science.

Still awaiting approval is the second half of the proposal for group requirements which would require students in the College of Arts and Science to take six more credits than is needed under the present group requirements plan.

Reese said this will be voted on at the Senate's May 26meeting.

If passed, the new re- -quirements will be in effect in the fall of 1982 under present plans, according to Reese. It will affect all new incoming students in the College of Arts and Science after it's instituted.

The approved proposal requires students to take a second writing course, which may be offered by any department in the College of

Arts and Science during their junior or senior year, in addition to E 110 during the freshman year. A "C" must be earned in both courses.

The foreign language requirements can be fulfilled by completion of the intermediate level course (112) or satisfactory performance on a placement test.

Students will also be required to earn a "C" in either a ealculus course or a course which requires understanding of algebr~ and trigonometry, or a satisfactory performance on a placement test, in order to demonstrate mathematical competence.

The proposal on group requirements requires students to complete 12 hours of courses, representing at least two departments for groups

one, two, and three, and 15 hours of courses representing at least two departments, including a lab, for group four.

The addition of the fourth group is due to the formation of a new group two called "The study of culture and institutions over time.''

Dr. David Smith, chair of the College of Arts and Science Educational Affairs Committee, said the new group requirements have been restructured so that any department in the college may submit courses to fulfill any group, as long as they meet the criteria for the group. If approved, the new groups

will be: • Group 1 "Analysis and ap

preciation of the creative arts and humanities.''

Restaurant sues to serve liquor By MATT RADEMAKER

A university student has filed a complaint with University Police saying he was unfairly arrested and beaten early Friday May 15 during a party on the tenth floor of Christiana West.

According to Lt. Richard Turner of the University Police, Denlinger was resisting arrest and Investigator Jack Lynn "probably had no choice but to use force in getting handcuffs on him." Turner added that Lynn was the only officer who used his nightstick in the incident.

The owners of New England Pizza are calling on Superior Court to overturn a city ordinance which has prevented the restaurant from obtaining a license to · serve alcoholic beverages.

CBS Foods, Inc., the owner of the restaurant, has filed suit against Mayor William Redd and the city council in an effort to be excluded from the provisions of a city ordinance passed last February. The ordinance requires establishments to obtain a "special use permit" from the council if its property is within 200 feet of a church, library, school, nursing home, hospital, or a lot zoned as "residential."

Newark City Council denied CBS a "special use permit" on April 28, 1980, thereby preventing the restaurant from obtaining a liquor license.

CBS is permitted to reapply to the city for a special use permit" after 360 days, but has not yet done so, according to Betty Stilts, City Secretary.

According to John McDonald, executive director of the Delaware Alcoholic Beverage Control Commission (ABCC), the commission will not accept a liquor license application unless it is accompanied by a letter from "the appropriate zoning agency" stating that the establishment meets all of the "appropriate zoning requirements.''

CBS Foods originally obtained approval from the city planning department four months prior to the passage of the "special use permit" ordinance, but did not submit their application to the ABCC board at that time. The CBS property is less

restaurant owner to be exempted from the provisions on the ordinance since they were in the process of applying to the ABCC but the plea was rejected in April, 1980.

Tip to police leads to drugs, student.arrest

A Pencader J resident was arrested Sunday after a search of his room turned up quantities of LSD, and cocaine, among other drugs, according to Newark Police.

Police said that they arrested Anthony Beron (BE84), 18, at around 10 a.m. Sunday after receiv-

. ing a tip that Beron might be dealing the drugs.

Found in his room in addition to the l.SD and cocaine was some hashish, methaqualene (Quaaludes) and psilocybin mushrooms, according to police. Although they did not say in what quantities each drug was found, one officer estimated that they would be worth $1,000.

Beron was charged with

possession and intent" to deliver I..SD and psilocybin mushrooms, and possession of methaqualone. He was arraigned at Magistrate Court 10 and released on a $1,500 bond.

In an apparently unrelated incident, Newark Police, again acting on a tip, entered a Dickinson C room last Thursday and found an estimated $900 worth of marijuana, hashish, cocaine, methaqualone, various pieces of drug paraphernalia and about 1200 capsulesof stimulants such as caffeine.

As of Wednesday, police had been unable to locate the resident. His name is being withheld pending his arrest.

'WHY DO THE HEATHEN RAGE?' Psalm 2:1 and Acts 4:25

Sometime ago we received a letter from a lady aaylng she had a son In a hospital In another State, and "I sure am worried about my son - I hear he has went against God and I am so worried I can't sleep or eat." (lady, "has went" Is bad grammar but It Is o.k. with me for your statement Is understandable and I know what you are talking about, · and that Is the main thing. There are multitudes that sympathize with you, and we asked all such to offer a prayer for you and your son.)

However, I know of great numbers who have sons and daughters that have "went against God" that are not worried or troubled. In fact, there are many who "have went against God" along with ·their sons and daughters, maybe as chaperons, paying the expenses, board and lodging and furnishing money for 'fire-water,' and fine and high-powered autos to make better time as they "went against God!" Sad to say, often they have to pick up tabs for wrecks, doctor, hospital and even funeral bills. Thank God the devil has not gotten you to the place where you can observe such things and conduct without being terribly worried and troubled: In this connection would call your attention to the 9th chapter of Ezekiel.

This lady's worry and trouble calls to mind some of my own worry and trouble: It Is about my Uncle, MY DEAR UNCLE SAM! ALAS! ALAS! HE, TOO, "HAS WENT AGAINST GOD!" Why, he won't let his little school children pray to God qr read God's Book in the place of learning. Uncle Sam forbids them asking The Creator of Heavens and Earth, the Universe and all things, for their "dally bread,'' to "deliver us from evil" - no wonder the devil Is catching so many of them. Mrs. John Wesley taught her boys John and Charles their letters and to read by using the first chapter of The Bible, God's Book. Those two boys did not turn out so bad! It sure seems to me that dear old Uncle Sam "has went against God!"

JUSf Jeers As another school year draws to a close, we, the sell

appointed guardians of the university, would like to congratulate this year's recipients of the annual Fupped Duck Awards.

The winners were chosen, after heated debate among our staff, to recognize those who hove helped to make our life here more mise'rable.

And the deserving ore: The administration has won this year's TRIPLE CROWN

AWARD for their part in a three-fold plan designed to frustrate any students involved in university life.

THE DAVID STOCKMAN AWARD was also given to the administration for denying student groups needed funding.

After a strong showing of interest in student support, the administration overwhelmingly defeated the activities fee last fall, leaving most student organizations to fend for themselves.

The administration also successfully captured the WATERGATE REVISITED AWARD for its hazy account of its involvement in the Sig Ep episode.

And also the prolonged indecision on this year's Commencement site which prevented a national speaker from being invited should not go without mention.

The STRANGE BUT TRUE AWARD goes to Edith Anderson · this year for refusing to allow graduating nursing students who wished to corry candles in their pinning ceremony because she feared a fire. The decision come even after the state fire marshall granted permission. Anderson recommended that the students carry penlight flashlights instead. How sentii)Htntol.

. Security stole this year's SOUND OF SILENCE award for their extensive effort to publicize the changes in campus parking lot restrictions. Unbeknownst to Christiana residents, restricted parking in the tower's gold lot has been extended from five days a week to seven.

Student groups were not without their share of awards.

The Resident Student Association (RSA) and the Delaware Undergraduate Student Congress (DUSC) were deadlocked for the ASLEEP AT THE WHEEL award.

RSA concentrated its efforts this year in a 'prevalent compus issue; to convince the dining halls to substitute egg salad for the drought-depleted peanut butter. What more could the student body ask for?

We would like to be able to point out the innovative measures that DUSC has undertaken in the lost semester, but we couldn't think of any.

This letter is in reference to Tuesday night's James Taylor concert, held at the fieldhouse. Mr. Taylor put out a great deal of effort to make the concert exciting and enjoyable, but, unfortunately, the archaic conditions under which he was forced to perform kept him from succeeding. .

Aside from the fact that the audience was · rude and unresponsive, the lighting was terri

ble, and the acoustics were so bad that even Mr. Taylor could not hear himself sing. The result was that most of his songs came out sounding like a jumbled mixture of echoes and reverberations. Through no fault of the artist or his band, the entire production gave the impression of being completely amateurish.

Given the magnitu<Je of Mr. Taylor's talent, this was most certainly a disservice to the

man him.self, as well as to those of us who paid . · $9~50 to :sit in a virtual echo chamber for two and a half hours~

I applaud the Student Program Association's effort to bring quality entertainment to the univ.er5ity, bUt it seems ridiculous to ex-pect anyone to perform, or for that matter view a performance, under such ·horrendous conditions. There is, however, an alternative. The football .stadium, which would be a perfect place for an outdoor concert, especially at this time of the year, is virtually unused throughout the spring semester.

It seats more people than could ever be seated in the fieldhouse, is built to minimize crowd control problems, and is much less of a fire hazard than is the fieldhouse.

Kowalski was not allowed to work extracurricular jobs. I informed your reporter that when the matter was first investigated, there were sufficient facts to cause the City to be concerned about the stability of any officer who conducted himself as Kowalski allegedly did. Further, I informed your r~porter that under recent U.S. Supreme Court cases, a city could be held liable for the conduct of its employees.

After the City Manager's decision in this case, Officer Kowalski had a psychiatric evaluation which satisfied the City that he could function as a police officer without restrictions, which has in fact occured.

University, city repress outdoor concert I would like to thank the university and the

city of Newark for doing everything in their power to wreck the success of the "PreExam Jam." The event, held Saturday, May 16 behind Sharp Hall, was organized by students for students and featured a variety of people who performed for nothing but a good time. But, as usual, the university managed to create some interesting obstacles for both the organizers and performers involved.

First of all, the outdoor jam, held out on the Mall in years past, could not be held out there this year. Secondly, the event got off to a late start and ran overtime, only to be shut down by the authorities for "noise complaints." I was not aware of a noise problem on central

campus at 6 p.m. on a Saturday night. These inexplicable difficulties lead me to

believe that the "powers that be" in this town feel that whenever college age people get together to enjoy themselves, things are bound to get out of control. They should look at the lack of problems caused by the "PreExam Jam" as a positive example that students can have a perfectly legal good time on their own.

And since outdoor 'performances are organized every year at this time, the authorities should consider a policy of "benign neglect" and step in only if they are needed.

Fieldhouse audience loves ]ames Ta lor's work By JOHN CHAMBLESS

For a generation that grew up with James Taylor's music (or at least their older brother's and sister's albums) last Tuesday night's concert was a bit of a homecoming.

Taylor's uncanny ability to perform every one of his songs as if he was addressing it straight to you has garnered him two generations of fans, and has elevated him from the status of early 1970s folk singer to being an almost legendary 1980s pop superstar.

in concert Taylor and entourage

(Waddy Wachtel, Leland Sklar, Rick Marotta, et al) managed to infuse . T~ylor's warmth and smooth expertise, even in the cavernous Fieldhouse, to a slightly rain- -soaked but enthusiastic near~ capacity Tuesday night crowd.

Despite Taylor's own

misgivings (peering into the crowd and commenting "I can't hear a word you're saying ... I can't hear a word I'm saying" and "Lord, what an echo" during the evening) his voice and musicianship were at their usual standard of excellence.

Arriving promptly at 8 p.m. to loud applause and cheering, Taylor grinned, snapped a picture of the crowd with an instamatic, and started into "You can Close Your Eyes" as shouts of recognition spread through the audience.

Then, proving that James Taylor can even sing about pigs and still sound polished and heartfelt, he proceeded to sing a song about a pet pig, Mona. ·

On "Wandering," Taylor was incoqspicum;sly _joined by backup singer& Arnold Me.; Culler and David Lasley, who providec;l p~rfect, seamless harmoni~s to Taylor's velvet vocals. ' '

·Foley's latest defines new sound Jones and brings unexpected results .

ELLEN FOLEY-"SPIRIT OF ST. LOUIS" (Epic NJE 36984)

Those who remember Foley as the steamy accompanying vocalist on Meatloaf's "Paradise by the Dashboard Light," are in for a surprise from this multirange torch singer. Her second album is produced by Clash leaders Joe Strummer and (boyfriend) Mick

always shown structural and musical diversity, their lyrics are pretty central-revolution, equality, etc. It's a great accomplishment that

· not only have they done a good job producing Foley, but the volume of songs they wrote for her are sympathetic and intelligent.

"The Shuttered Palace" establishes the cabaret-like mood of Foley's expansive, smooth vocals and the European feel of the songs' setting.

The other major writer here is the mysterious Clash cohort Tymon Dogg, and his work is amazing. "Beautiful Waste of Time" and "indestructable" are truly lovely and suit Foley's dramatic romance perfectly. He also penned the emotionally accurate female point of view of a break-up in "Game of a Man":

She threw out her war paint,

and her birth control pills, "She's not gonna pick up

emotional bills.

Drama is Foley's strong suit, and while it fails on the decidedly esoteric "My Legionnaire" and "The Death of the Psychoanalyst of Salvador Dali,'' it works with the housewife fantasy of "Theatre of Cruelty" and self-sacrifice of "In the Killing Hour" (all StrummerJones tunes).

Foley is more androgynous on the rockers "M.P.H." and her own magnificent "Phases of Travel." She is just as much at home belting out these as she is in the delicate warbling of "How Glad I Am." With such diversity in writing, style and accompaniment (Clash, Blockheads), "Spirit of St. Louis" is an intriguing amalgam with both pop hooks and spiritual

the crowd, which turned into screams and a standing ovation as Taylor strummed the opening notes of his classic "Fire and Rain." The song was greeted with rapt attention," few audience members singing along, and ended with an · ovation as Taylor and · band left the stage for a short break.

After the break, Taylor was

again solo, singing "Blossom" and then ~oving into a sensitive version of "Millworker..'~ from his "Flag" LP.

"Steamroller," which has grown from a relatively short tune to an extended inconcert jam, featured each band member in turn as Taylor improvised lyrics bet-· ween the solos. The crowd came to its feet as Taylor effortlessly pulled lyrics out of the air and strummed along to the band behind him, bringing the song to a powerful finish.

S o n g w r i t e r I m u s ician/vocalist John David Souther made a surprise appearance to perform a vocal duet with Taylor on "Her Town Too," Taylor's latest his single. The crowd cheered at the unexpected news, and eagerly supported Souther as he took lead vocals on his own hit, "You're Only Lonely."

Souther remained to perform his "Faithless Love" with Taylor, and then left the stage as Taylor and band kicked into a rocking version of "Your Smiling Face," again bringing the crowd to its feet. Standing on chairs, clapping and singing along, the audience matched even the band's energy.

Moving from an up-tempo version of his sunny "Mexico," Taylor then played his classic "Country Road."

Althougl;l marred a bit by a bad guitar hook-up early in the song, it emerged as a strong version, prominently featuring Marotta's drums and more vocal improvisation from Taylor.

Returning with his rather impressive line-up for a final bow, Taylor encored with a solo version of "You've Got a Friend," probably "our special song" to more couples the world over than any other tune ever written. Quietly and sensitively singing the oftenrequested and oftenperformed tune, Taylor slowed occasionally to allow the crowd to sing along on the choruses and, with a final wave, he left the stage.

Although he is often maligned by the music press for his adherence to the "Taylor Formula," Taylor's smooth mastery of music is unquestionable and certainly has brought him a long way since his first album in 1968.

Sold-out concerts and million-selling albums aside, Taylor has remained a personable performer with a sincere love for the music he is producing and the audience which listens to him. For 13 years, he has been doing what he loves to do and simultaneously speaking the emotions .of two generations of fans . And you can't a rgue with that.

succumbing to the Lions in overtime.

But field hockey wasn't the only women's sport to excell in the fall. Barb Viera's volleyball squad placed third in the EAIA W Regionals, going 39-15.

Over the winter, the women's swimming team started reeling off wins, one by one, again and again. Many people feared they would lose. They never did.

Edgar Johnson's crew went 13-0 and then continued its domination by breezing to the championship via the

regionals. But, even more surprising

during the winter was the magic of Joyce Emory's hoopsters. Coming off a 7-13 season with only one senior made any prophecies for post-season play sound preposterous.

But the one senior, however, was not just "any" senior. She was Lori Howard- soon to be DelawareJs all-time scoring leader, men's or women's.

With Howard at the helm . backed up by a solid core, the Hens turned in a 21-6 campaign.

pionships. A four-year starter on defense, Wilkinson also cocaptained the AlA W Division II national champion lacrosse team. She was a four-year player for lacrosse and had 14 goals and 27 assists for her career.

Chorley, honored in volleyball, is a junior who played at setter for the Hens' third place EAIA W tournament team. She established a new school record for service aces with 125.

Swikart, a sophomore, posted the best singles mark for the Blue Hens' tennis team last fall with an 8-2 mark ..

Carr, a freshman swimming sensation, was a key part of Delaware's EAIA W championship team that posted a 13-0 season record to rank as the_ only unbeaten team at the University this past year. She was part of the 200-freestyle relay team of Bev Angulo, Mary Pat Johnson and Dawn Mayers that won the AlA W Division II championship in that event.

Hohler, a sophomore from Newark, Delaware, has established most of Delaware's indoor and outdoor records in the sprints and was named the indoor trackMVP.

Softball Captain Short was the Hens' number one pitcher her senior season. The Middletown, DE. native posted an 8-8 record this spring and has an overall lifetime mark of 15-12.

Brooking, a graduate of Wilmington's Tatnall School, was a key part of Delaware's AlA W Division II national champion lacrosse team. Brooking played point for the squad and earned All-AlA W Tournament honors for her play in the championship tourney. She also was a center back for the Hens' field hockey team and has been named to the United States national field hockey squad.

Bchakjian, a senior CoCaptain of the outdoor track team, was middle and long distance runner for the Hens who established records both in indoor and outdoor track.

University women's basketball player Lori Howard was named the outstanding senior female athlete for the 1980-81 year at the annual Women's Athletic Banquet in Clayton Half on Wednesday.

chauvanists and jocks. There's no doubt about it, 1980-81 was the year of the women in Delaware sports.

Some call women's sports dull. Or maybe they point out that competition is not as strong in Division II sports and that, anyway, nobody bothers to watch them.

But they had one thing over the men this year. They won. And boy, did they win. While only two men's teams qualified for post, season play (neither reached the regionals), five women's teams reached the regionals and three of them advanced to the nationals.

Way back in the fall, Coach Mary Ann Campbell took an

upstart field hockey team to a third place finish in the Division 1--yes Division !-nationals. ·

The 12-6-3 Hens had gained a national's berth by ousting Lock Haven 2-0 in the regionals. The stickers then proceeded to take their first two contests in nationals by downing Iowa and Connec-ticut. ·

But the critics weren't satisfied. Next on the agenda was number one ranked and undefeated Penn State. Surely the Nittany Lions would devour the Hens.

But it didn't turn out that way. The Hens actually held a one-goal lead going into the game's final minutes before
