Action Request
The Transportation Committee recommends that the Board of Directors approve an amendment to the FY 2022 Program Budget, accepting $24.9 million of Surface Transportation Block Grant Program/Coordinated Border Infrastructure funds to construct the State Route 11 and Otay Mesa East Port of Entry project (Capital Improvement Program No. 1201101).

Ongoing Coordination:
• Working with California Coastal Commission staff to complete Federal Coastal Consistency submittal
• Working with City of Del Mar to respond to questions and concerns
Progressing Design:
• Reducing impacts to natural bluff features by limiting grading of bluff
• Proposing to install piles in the trench area in lieu of removing overburden material
• Project’s team comprehensive approach stabilizes the train tracks on the bluff and provides time to plan and build the tunnel
