A municipal election for the City of Lancaster will be held Saturday, May 12, 2012, for the election of Mayor, an at-large position. Legally qualifi ed voters of the City of Lancaster and the newly annexed area (Sunrise District) shall be entitled to vote for Mayor.

On April 3, 2012 at approximately 1:35 p.m. an EF-2 tornado blew approximately 7.1 miles across our community. Numerous families have been impacted by the disaster. However, Lancaster is a strong, resilient community. We have overcome fi res in the 1800’s, the Great Depression in the early 1900’s, the EF-4 tornado of 1994, the fi nancial crisis of 1999, the 2004 fl ood, and the Great Recession in the mid 2000’s.

April 3, 2012 is not different. Lancaster has received an outpouring of support through

mutual aid and many North Texas cities, non-profi t organizations and volunteers from across the State and nation.

Recovery is a long-term process and we will continue to make information regarding resources and services available to our residents directly affected by this incident.

To the individuals, organizations, businesses, and families of all who provided services and assistance to our community, Thank You!

Lancaster has began the recovery process and will emerge from this incident a stronger COMMUNITY, with more active and engaged citizens.

What do I need?Building permits are required to repair damage caused by the recent tornadoes. Permits ensure that renovations meet minimum health and safety codes. All permit and inspection fees for repairs to tornado-damaged properties have been temporarily waived for those properties within the affected area. Water damaged sheetrock, insolation and carpets may be removed immediately to facilitate drying and minimize the potential for mold and mildew growth. This may be done prior to obtaining a building permit.

Can I repair or replace my fence or portable storage building without a permit?Damaged fences and portable storage buildings may be replaced as they were constructed prior to the storm without a permit.

Taking shelter: what if you’re away from home?You may have a well thought-out safety plan at home, work and school, but none of that will help you if you’re traveling on the road, at an outdoor event or in other unfamiliar locations. Your safety is totally your responsibility and you should not depend on anyone else to tell you where to go and when to go there. You have to think about this in advance.

For example, if you’re attending a football game, how will you know a watch or warning has been issued? If you leave the game to drive home, how you will know if you’re driving into a dangerous storm?

Now is the time to think ahead and make your plans! Taking a few minutes to do that now can make a huge difference if you need to make those critical decisions later.

weather information often.2. Don’t panic3. Prepare

Is your shelter ready?Things you need to take to your shelter if you need to use it whether its a closet, bathroom, a safe room or underground shelter.1. Shoes2. Car keys3. Cell phone4. Battery operated weather radio5. A leash or pet carrier if you have a pet.

There's usually a signifi cant threat of dangerous storms this time of year. This is the time to think about what you will do to keep you and your family safe!! Based on recent experiences and lessons learned from other severe weather events, here are some things to think about as you prepare for tornadoes and severe thunderstorms:

Protecting yourselfYour main goal when taking shelter from a tornado is to put as many barriers between you and the fl ying and falling debris as you can.1. Get as deep inside a sturdy building as

you can on the lowest possible fl oor.2. Use pillows, couch cushions, sleeping

bags, comforters, blankets, quilts, coats/jackets and even a mattress (if you can move it to your shelter in time).

3. A bicycle, motorcycle, football, or baseball helmet can help prevent head injuries, which is one of the leading causes of death in a tornado.

Where is your shelter?If you live in a mobile home and your tornado safety plan involves you having to travel to a shelter - whether it's down the road or across town - you have to allow yourself plenty of time to get there. You probably can't wait until a tornado warning is issued for your area to travel to shelter. And if you wait until you hear sirens sounding or think you'll be able to see or hear the tornado, you're not going to have enough time to get to a safe place. Being in a car is one of the worst places you can be with a tornado nearby, so leave yourself plenty of time to get to your safe place!

shelter from a tornado? Absolutely!• Picture yourself walking through tornado debris

- wood, broken glass, insulation, nails and other sharp objects, in the dark, in the rain with strong winds blowing. You’ll be much better off wearing long pants and a long sleeve shirt along with sturdy shoes versus shorts and fl ip fl ops.

Public SheltersMost communities do not have public shelters. Your best option is usually to shelter in place.

When does the city perform emergency siren testing?

The fi rst Wednesday of each month at 2:00 p.m. Fact...we will NEVER test during inclement weather!

Remember that outdoor warning devices (sirens) are not intended to warn people inside buildings or cars. They are designed to alert people who are outside. Don’t rely on a warning siren as your main warning source! Also, most communities do not sound an all-clear signal.

Receiving a warning...You need to have more than one way to get a tornado warning! For most people, the main way is television, but what happens when the power goes out, you lose your cable or satellite signal, or the TV meteorologists are not talking about the storm near you? TV alone is not enough!

A weather radio - with battery backup - can give you warnings for your county and those around you. If you have a weather radio, this is a good time to make sure it's working. Can you hear the broadcast clearly? If you're not getting a clear signal, you may not get the warning alarm. Is the radio programmed correctly for your county? Is the radio in a location where someone will hear it when it sounds an alarm?

Regular Trash Pick up (BluE)Regular trash is picked up once a week. Regular trash must be placed inside sealed plastic trash bags and then placed in the blue container to allow the top to easily shut. Regular trash must be placed on the curb behind your home if you have an ally, before 7:00 a.m. of your trash day. To fi nd out what day your trash will be picked up, see the map on the left or visit our website at www.lancaster-tx.com.

Recycling Pick up (Green)Your recycling day is the same as your trash day every other week. Place your recycling cart out with your trash no later than 7:00 a.m. on your recycling week (A or B). Do not use your recycling cart for regular trash as it will not be picked up or weighed for points. To fi nd out if you are in an “A” week area or in a “B” week area, see the map on the left, or visit our website at www.lancaster-tx.com.

Bulk Trash PickupBulk trash is picked up every other month for one full week, (Monday through Friday). Your bulk trash must be placed in the front of your home not later than Monday at 7:00 a.m. of your bulk trash week. What is the Lancaster Civic Leadership Academy?The Lancaster Civic Leadership Academy is a 8 week program that allows city residents to learn more about the functions of city departments and services.

When is the Academy held? The Academy is held in fall. The 2012 Civic Leadership Academy will begin on September 6, 2012. Sessions last two hours, beginning at 6:30 p.m. and ending at approximately 8:30 p.m.

Who is eligible to participate? The Academy is open to all Lancaster City residents 18 years of age or older.

How big are Academy classes? Due to space restrictions, class size is limited to 25 participants. Valid applications that are received after a class is full will be saved until the next Academy. Applicants who have had applications carried over will be contacted prior to applications becoming available and given the chance to enroll.

How much does it cost? The Academy is free to any city resident 18 years of age or older. The only cost to you is two hours a week of your time for nine weeks.

What is the attendance requirement? Participants in the academy must attend 7 of the 9 sessions to receive a certifi cate. We recognize that our participants may experience confl icts over the course of the Academy program. However, the city staff works very hard to make sure that participants get a comprehensive picture of the city. If more than two sessions are missed, this picture is not complete.

What’s in it for me? Why should I give up my time?Different people have different reasons for participating. While our citizens use city services every day, rarely do they see what happens “behind the scenes” or have access to information regarding why and how things happen. The Academy is a great way to fi nd out more about how the City of Lancaster is working for you. Additionally, citizens who are considering or who may consider applying for an appointment to one of our many boards and commissions will gain insight into our departments and functions. The City of Lancaster encourages all citizens to be engaged in the process of government. The Academy offers Lancaster residents an in depth look into operations and services.

How to stay hydrated during summer activities:

Drink• Divide your weight by 2, that gives you

the amount in fl uid ounces of water you should drink in a day.

• Drink water before meals and exercising• Children drink 45% more water when it’s

fl avored, add lemon or a small splash of fruit juice to your child’s water

• Keep the liquids you are consuming within 60 to 70 degrees for easier absorption

Storm drains and sanitary sewers are not the same thing. Only rain should go down storm drains.

Toxic Material - when dumped into a storm drain, it goes directly into streams, rivers, lakes, etc. • These chemicals are harmful to wildlife• In some areas, communities draw their

drinking water from these contaminated water sources

• Motor oil, soap suds, household cleaners, paints, antifreeze, and pesticides are no-no’s

Yard Wastes - never put grass, lawn clippings, or other debris down storm drains• When they begin to decompose they

release carbon and nitrogen which turns into algae, takes up the oxygen in water, and kills wildlife

Animal ServicesCommon Summer Hazards for Dogs:Dehydration - Prevent pet dehydration by:• Provide lots of cool clean, fresh water.• Consider preparing low sodium chicken broth or

yogurt ice cubes.• Try introducing canned pet foods to increase

the moisture content in your pet’s diet.

Parasites - Summer is the season for fl eas, ticks, and mosquitoes; pests which can present a minor discomfort to your pet at best and at worst may be life threatening or cause self-mutilating behaviors.• Build your pets immune system with a high quality

diet this will generally make him more resistant to parasite infestation.

• Talk to your vet for recommendations of fl ea/tick collars, etc.

• Keeping your pet well groomed may also reduce the risk of parasite infestation.

Heat Stroke - Prevent heat stroke by:• Restricting your pet’s exercise during the hottest

hours of the day.• Making sure he is well hydrated, providing cool

places for him to relax, providing opportunities to swim, cooling mats.

• Never leaving your pet unattended in the car during summer heat.

Parking Opposite Flow of Traffi c

The Texas Transportation Code, Section 545.303 Additional Parking Regulations states that an operator of a vehicle parking on a two way roadway must park with the right-hand wheels of the vehicle parallel to and within 18 inches of the right-hand curb or edge of the roadway.

Translated, this means you must park in the direction of the fl ow of traffi c and within 18 inches of the roadways edge.

CurfewCurfew Hours For Minors/Sec. 8.801 - A minor commits an offense if he/she remains in any public place or on the premises of any establishment within the city during curfew hours. A parent and/or guardian commits an offense if he knowingly permits, or by insuffi cient control allows, the minor to remain in any public place or on the premises of any establishment within the city during curfew hours. The owner, operator, or any employee of an establishment commits an offense if he knowingly allows a minor to remain upon the premises during curfew hours.

Curfew hours for minors are as follows: Sunday - Thursday (11:00 pm - 6:00 am)Saturday - Sunday (12:01 am - 6:00 am)Monday - Friday (9:00 am - 2:30 pm - while school is in session)

Parking near stop signIn accordance with Section 545.302 of the Texas Transportation Code, parking within 30 feet of a stop sign is prohibited. Parking within this distance may result in a citation issued by the Lancaster Police Department.

Bulk Trash

Please remember to check your bulk trash schedules before cutting your limbs/tree or placing your bulk out for pickup. Items placed out at the wrong time are subject to a three day notice to remove and fees related to removal if still there after three day notice.

Inoperable Vehicles

Vehicles within Lancaster City Limits must have current vehicle registration and current inspection tags to be on your property in public view or in the street. Vehicles that have fl at tires, are wrecked or inoperable need to be repaired or removed from public view by being parked inside your garage. Vehicles without current registration and inspection are subject to removal and/or a citation being issued by Code Compliance. Adopt-A-Spot ProgramThe City of Lancaster’s Adopt-A-Spot Program is a joint effort between our residents and city government to keep our rights-of-way and neighborhoods clean and beautiful. This program allows our residents, businesses, clubs and organizations to express their pride and commitment to the community, while providing them with signage recognition for their time and efforts spent beautifying the City of Lancaster.

Adopters agree to adopt a section of the city for a minimum of one year. They pick up litter in their section at least once per month using trash bags supplied by the City, which then picks up and disposes of the fi lled bags after each clean up.

The City will provide each adopter with a sign in recognition of the adopted section, with the name of the individual or group displayed. This is an excellent project for school and youth groups, teams, businesses and neighborhood organizations.
